FACTORS THAT AFFECT THE INTEREST RATE IN TURKEY AND MEASURES THAT ARE TO BE MET IN ORDER TO DECREASE THE INTEREST RATESNotwithstanding the fact that the Turkish economy has realized certain steps, it can be told that it has not yet gained a sound and healthy structure and that it will be highly dependent on the outer world in the 21st century. Foreign capital is of great importance in terms of the added value it creates, especially for countries making efforts to develop economically. As stated above, due to the high acceleration of data flow speed, the whole world can always obtain the same information at the same time, thus the rational investors can monitor the investment possibilities in all economies. At this point, the interest rates are determinant for investment decisions. Therefore, estimation of changes in interest rates in the most appropriate manner in the future has become one of main targets of economic researches. After presentation of Turkey's economic overview in the introductory section, we can discuss the working method of our thesis. In Part One of our study, after definition of the interest concept and the brief history of its development, relevant theoretical approaches, the principal economic theories, namely the Classical, Neo-Classical, Keynesian Portfolio, and the monetarist economic theories have been dealt with in the subsections in chronological order, and the determination of interest has been discussed under light of such theories. After relevant theoretical approach in Section Two, factors determining the structure of interest rates have been considered in detail.Principally, we have tried to reveal in our thesis, to what extend the freed and raised interest rates as an instrument of an anti-inflationary policy prevent inflation; further, to what extend the credit and stability policies are secured. In doing so, the issue has been dealt with by a theoretical approach and in Section Three of our thesis, we have dealt with The Factors Determining Interest Rates, The Monetary Transfer Mechanisms Required by Monetary Policy Transfer Process with Different Approaches, and the Turkish Practice.After the general assessment of the Interest Policy in developing countries and Turkey in the Turkish Practice relating to our thesis, we have reviewed the development of interest policies implemented since 1980 and 1989 up to today.In Section Five, the interest rate concept is explained in detail and the development of the regulatory and institutional structure for interest rates in Turkey are considered and changes in interest rates in Turkey are revealed. After review of our interest regime, as guided and free interest regime in Section Six, we have tried to analyze the Domestic Savings Rate and Interest Rate, Nominal and Real Interest Rates and the relations between Inflation and Treasury Interest Rates.In Section Eight, the structure, development and determinants of deposits and credits in interest regime periods distinguished as the guided and free interest regimes have been considered. Data for the period discussed in this section relates to the years after 1980 as much as possible. However, data relating to distribution of bank credits by economic sectors, which has been discussed in connection with credits in our thesis, begins from 1870.In the Section of Conclusions, under the light of all theoretical and empirical knowledge, we have tried also to present various proposals after a general arrangement of the Turkish Practice, we have stated our thoughts and prospects, the reason of this is our wish that Turkey has its position in the global world fully, appears as a country that has solved its economic issued in the eve of the European Union and as a universal country holding the capacity of a producing country, not a consumer one. In a globalizing world, as a person passionately fond of Great Turkey, I am in favour of development of strategic policies, not policies despite everything. Because certain processes have been wrongly interpreted by practitioners in Turkey, concession in nature of capitulations have been granted continuously and the present change process has been reached. I would like to quote a sentence of Machiavelli: "Don't think that the light at the end of the tunnel is brightness, it might be the headlamp of the train coming onto you." Up to date, we have followed this logic, like firefly flying to light, we have gone to artificial model lights that have almost prepared our fate and lost time continuously. In spite of everything, we are powerful, dynamic, because we are too young so that we can overcome the difficulties. Now it is the right time to change, for a sparkling Turkey in the new millennium: quality in every respect, justice and honesty in every matter, to bring practitioners on power who monitor the technology, treat in justice, develop policies making all individuals constructive and productive, catch with the information era, specialize and work in departments, target to position Turkey at the top of a new world order, and do not target only to save the day.Change is necessary to bring all such positive sentiments into practice. In depends on total democracy, change of major part of political parties code and constitution, realization of economic and social reforms, challenge to bring our education to the level of really developed countries. The noble blood flowing in our vessels will absolutely bring us to our target.In fact, this introductory part was to be included in the section of Conclusions; however, I wanted to point in advance at the economical difficulties in Turkish economy, so that sound evaluations can be made until reaching the Section of Conclusions. I believe you better understand the concept that, the person who has not thought of the fate in advance, returns to the beginning, at the end of the thesis. I think that we do not have time to return to the starting point.
Bir ülkenin imajı, uluslararası ilişkilerin oluşumunda en önemli faktörlerden birisidir ve günümüzde imaj kavramının artan önemi, bilgi teknolojilerin hızlı gelişimi, medya ve diğer iletişim araçlarının toplumsal algı ve görüşleri yönlendirebilme özelliğinin, devletin uluslararası düzeyde siyasi karar verme süreciyle doğrudan bağlantılı görülmektedir. Tezin amacı, kültürel ve etnik bağlamda birbirine yakın olan bu ülkelerin faaliyetlerinin başarılı bir dayanışma modeli olarak sunulması, hem Türkiye, hem de Azerbaycan açısından imaj konsepti kapsamında, gelecekte ortak çalışmaların hayata geçirilmesine zemin oluşturarak katkıda bulunmasıdır. Özellikle, bu yönde akademik çalışmaların artması ümit edilmektedir. Yapılan literatür taramasında, her iki ülkenin uluslararası imaj yönetimi çerçevesinde sınırlı çalışmaların bulunması, bu konuya yönelik ilginin artmasına katkıda bulunabilir. Çünkü günümüzde oluşturulan ve yönetilen imaj bir ülke açısından ekonomik gücü kadar stratejik bir öneme sahiptir ve özellikle ülkeye yönelik algının oluşmasında tesirli bir faktör olarak görülmektedir. Bu çerçevede çalışma dört bölümden oluşmaktadır. Birinci bölümde, Bu çalışma, genel olarak, Türkiye-Azerbaycan ilişkilerinin kuramsal açıdan değerlendirmesi yapılmıştır. İkinci bölümde, Azerbaycan ve Türkiye arasında siyasal ilişkilerin tarihsel gelişimi ele alınarak, günümüzdeki boyutuna kadar incelenmiştir. Üçüncü bölümde, iki ülke arasında kurulmuş olan ekonomik işbirliği ele alınmaktadır. Bölgesel bağlamda bu işbirliğini pekiştiren enerji ve ulaşım projelerinin gerçekleştirilmesiyle her iki ülkenin elde edeceği olanaklar ve uluslararası alanda bu bölgenin bir enerji merkezine çevrileceği yönünde gelecek perspektifler incelenmektedir. Dördüncü bölümde ise, Türkiye ve Azerbaycan'ın uluslararası tanıtımında yükselen eğilimler değerlenderilerek, her iki ülke arasındaki ilişkilerin uluslararası imaj açısından analizi yapılmıştır. Aynı zamanda, ülke imajını pekiştiren etkinliklerin organize edilmesiyle sağlanan olanaklar, örneğin uluslararası etkinlikler gibi bazı örnekler üzerinden ele alınmıştır. Özellikle, son yıllarda Azerbaycan'da düzenlenen uluslararası spor ve kültürel etkinliklerin ülke imajına sağladığı katkı çerçevesinde bir değerlendirme yapılarak, imaj üzerinde olan tesiri incelenmiştir ; The image of a country is one of the most important factors for the development of international relations and the growing importance of today's image concept, the rapid development of information technology, the influence of media and other communication tools on a social perception and managing feedback feature seems directly linked to the political decision-making of the state at the international level. The aim of the thesis, is to present the activities of these countries, which are close to each other in the cultural and ethnic context, as a successful solidarity model, and in terms of both Turkey and Azerbaijan to create the ground for the of future collaboration, in particular it is hoped to increase the academic work in this direction. In a literature search, the limited sources in the context of the image management of both countries, contribute to the increasing interest in this issue. Because today the right image has a strategic importance at least in the foreign policy and economic power of the country, especially as an effective factor in the formation of the perception of the country. In this context, the study consists of four parts. In the first part, Turkish Azerbaijani relations were analyzed through thepretical approach. In the second chapter, the historical development of political relations between Azerbaijan and Turkey is examined. Especially after gaining the independence, Azerbaijan established close relations with Turkey and it has been described as a new era for both countries. In the third chapter, it was discussed the economic cooperation between the two countries. In a regional context, the realization of energy and transport projects carried out by both countries, reinforces this cooperation, which will gain opportunities in the international arena and the region's future direction to be converted into energy hub. In the fourth chapter, there were analyzed Turkey-Azerbaijan relations in terms of international image, has been transferred the general characteristics of country image concept and aspects of positive image development. At the same time, the possibilities provided by organizing events that enhance the image of the country have been addressed through some examples, such as international events. At the same time, it was analyzed how global events organization activities reinforce the country's image, for example through international events. Particularly, an assessment made in the framework of the contribution of the sporting, cultural events held in Azerbaijan in recent years to the country's image in parallel, and the effect on the image that has been examined
Gıda güvenliği günümüzde, dünyada yasanan gıda kaynaklı hastalıklar nedeniyle, gerek tüketicilerin gerekse üreticilerin en önemli sorunlarından biri halini almıstır. Tüketicilerin gıda güvenliği konusunda artan ilgisi ve endiseleri, hükümetleri, gıda üreticilerini ve kamu otoritelerini bu konuda daha fazla özen göstermeye itmektedir. Bu arastırmanın amacı; gıda güvenliği konusunda Türkiye'ye gelen yabancı turistlerin algılamalarının belirmektir. Bu amaçla Türkiye'yi ziyaret eden 524 yabancı uyruklu turiste anket uygulanarak gıda güvenliği algılarının belirlenmesi hedeflenmistir. Anket 5 bölümden ve 79 sorudan olusmaktadır. Anketin birinci bölümünü katılımcıların gıda güvenliği bilgi düzeylerini belirlemeye yönelik sorular olusturmaktadır. Anketin ikinci bölümünde katılımcıların seyahat tercihi nedenleri ve gıda güvenliğinin seyahat tercihlerini etkileme düzeyini tanımlamaya yönelik ifadeler yer almaktadır. Anketin üçüncü bölümünde katılımcıların kendi ülkeleri, Türkiye, Türkiye'de konakladıkları otel ve otel dısındaki restoranlar hakkında gıda güvenliği algılamalarını belirlemeye yönelik sorular yer almaktadır. Belirlenen algı düzeyleri ile katılımcıların demografik özellikleri arasında anlamlı farklılıkların olup olmadığını test etmek amacıyla SPSS 17.0 istatistik programından yararlanılmıstır. Arastırma sonucunda, genel olarak Türkiye'ye yönelik gıda güvenliği algısının olumlu olduğu görülürken, arastırmanın yapıldığı otel aritmetik ortalamasının Türkiye aritmetik ortalamasından yüksek olduğu saptanmıstır. Ayrıca, katılımcıların tatil kararlarını verirken gidecekleri ülkeler hakkında ön bilgiler aldıkları ve destinasyondaki gıda güvenliğinin de (ülkenin güvenliği, su güvenliği, hizmet kalitesi, deniz, kum, günes, kültür zenginliği, fiyatının uygun olması, konukseverlik, kültür zenginliği ve ülkeye ulasım kolaylığı) tatil kararlarında önemli bir rol oynadığı belirlenmistir ; Food safety has become one of the leading issues for both consumers and producers today because of the food-borne diseases. The increasing awareness and worries of consumers about the food safety push the governments and food producers to pay more attention to this issue. The aim of this study is to determine the perception level of tourists visiting Turkey in food safety manner. Thus, for this purpose, a survey study conducted covering 524 foreign-origin tourists. The survey is consisted of 5 parts and 79 questions. The first part is including questions measuring the participants' information level about food safety. On the second part, there are statements determining the level of effect caused by travel choice due to the food safety and reason of travel. In the third part of survey, there are questions to measure the level of food safety perception of participants about restaurants both inside and outside of their hotels where they reside in their own countries and in Turkey. The forth part is comprised of expressions aiming to measure participants' level of food safety perception about Turkey and restaurants both inside and outside the hotels where they stay in Turkey. The six questions relating to the demographic assessments (gender, age, education, nationality, travel frequency abroad and the number of visits to Turkey) can be found on the fifth part. In the study, it is aimed to find out perception level of foreign tourists visiting Turkey about their food safety conception in Turkey. SPSS 17.0 statistics software was used to test whether there is significant difference between the determined perception level and participants' demographic specifications. At the end of the research, it is found that while the general food safety perception toward sources in Turkey is positive, arithmetic hotel mean is higher than general arithmetic mean of Turkey. Moreover, participants receive brief information about the destination country and destination country's food safety is also play important role (together with general security of the country, water safety, service quality, sea-sun-beaches, cultural richness, affordable prices, hospitality and easy access) while participants are making their holiday decisions.

Ülkemizde yerel yönetim birimleri içerisinde en fonksiyonel olan belediyelerdir. Ülke genel nüfusunun büyük bir kısmı belediyelerin sınırları içinde yaşamaktadır. Belediyeler sundukları hizmet yönünden halkın günlük yaşamında büyük öneme sahiptirler. 20. yüzyılın son çeyreğinden başlayarak değişen kamusal hizmet anlayışı, halkın yerel hizmetler yönünden belediyelerden beklentilerini de artırmıştır. Ülkemizde yerel yönetimler için iç denetim, 5393 sayılı Belediye Kanunu ve atıfta bulunduğu 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu'nda yeni bir müessese olarak düzenlenmiş olup yeni sistem çerçevesinde iç denetim faaliyeti, idarelerin üst yöneticileri tarafından atanan iç denetçiler tarafından ifa edilecektir. Bu çerçevede, yönetime değer katma çabası, güvence vermesi, danışmanlık hizmeti ve etik kodları ile klasik teftiş sisteminin uzağında olan bu yeni denetim motifi; amaçları, kapsamı, ilkeleri ve evrensel geçerliliğe sahip standartları çerçevesinde ele alınmıştır. Therefore, in order to provide efficient services up to the needs, and easy to access, first of all, the total administrative body should be well organized and a rational distribution of tasks and cooperation among administrative units is needed.Today, local governments are public corporations which have their own decision making and executive bodies and provide local public services and goods. In a way local governments are the essence of democracy, and perhaps the best and the most successful way of self-administration. Among the most functional local administration units in our country are municipalities. A large percentage of the population in Turkey lives within the borders of a municipality. Thus the services they provide are of great importance in daily life. The public service understanding has undergone a great change since the late 20the century, which has caused greater expectations from municipalities.As we know from the written and visual media, there has been an increase in the reorganization efforts of the public administration in recent years. The aim of the reorganization attempts is to achieve a more efficient way to use the public funding and a more reliable way to access in time to more reliable data through a better organized administration system with well prepared plans and programs such as development plans, strategic plans and performance programs.As part of the Turkish Public Administration, the inspection system has been introduced to a new model: internal audit. Within the framework of the negotiations with EU, the subjects concerning the internal audit have been regulated under title of "Financial Control" known as Article 32. According to the new system regulated by the Municipality Law no.5393 and Public Financial Administration and Control law no 5018; the internal audit procedure will be carried out by the internal auditors appointed by the senior administrators of the administrations. In our study, this new inspection concept, which is far more different from the classsical understanding of inspection with its effort to add value to the administration, its advisory services and ethical codes, has been studied in terms of its scope, principles and universally accepted stan

Such a situtation is a trend to create a common political culture being shared by all the citizens.The nation-state can be defined as a State having the right of employing any legal power inside a piece of o the land the borders of which have been demarcated and aiming to the integration to enliven the radical myth through the traditions by creating the common culture, symbols and values, all of which will homogenize the people under its administration. What the nation ? state is to centralize the state or poltical power , and standardize the culture, and provide the equality in law and the integration in economy.The understanding of sovereignity today in the world is defined, in general, as the right of any State for employing its powers of administration upon the country?s lands. This concept has a lawful meaning as well as a political meaning; and these two meanings are interchangeable with each other. Sovereignity represents the power of the State. As long as the nations enter into collaboration with each other, the sovereignity comes into question.Globalization is a concept containing the issues being connected with each other such as the development of economic, social and political relationships among the countries, and the better understanding the beliefs and expectations of the nations? cultures, and the intensification of international relationships. The process of globalization diminishes the power and efficiency of the governments being within the structure of nation-state; so such governments have difficulty in controlling the flow of economic objects, technological innovations, informaton, news and ideas, and the possibility of the nation-states for following up their national economic policies decrease gradually. The phenomenon of globalization puts the fact that the countries participate in the organizations guarding and protecting their common intersets and benefits at a supranational level into foreground in one hand, and makes new models of governance compulsory at both national and also supranational levels in the other hand.Today in the world, there are many forces challenging to the established models and practices of the state dominance. Such forces are globalization and internationalism. The European Union is a sui generis ınternational restructuring with its organizational structure being formed in line with both its goals and also with reaching such goals, which cannot be observed in any international organization. The most important feature making the European Community sui generis and distinguishing from other organizatons is to try to reach the goals thus determined through the formed structural (constitutional) and permanent bodies instead of the inter-governmental attempts.The tasks, authorizations, powers and responsibilities of the institutions of the European Union have been determined within the scope of the constitutive treaties. The institutions which such treaties give the authorization of making the supranational arrangement, application and judgement (such as Council, Commission, Committee, the European Community Court of Justice) can be also evaluated as the supranational authorities among the nations being included in the European countries Likewise, in the same way, both the law of treaties constituting such institutions and also the law which it has made have the same effect in the member states, and the fact that such laws cannot be changed and do away with unitalerally by the member states has developed the approach that the law of the European Union is supranational.Despite the European Union does not duly shelter the main elements of a state one to one within its own structure, it has been employing some powers similar to the ones being applied by any state state, and particularly by any federal state, and trying to form a constitutional citizenship. It has separated the powers of legislation, execution and judgment from each other within the framework of the division of powers, and created the separate bodies for each of such powers, and tied the functionality and operation of the same to the constituent treaties and law principles with the constitution. It gives its individuals the freedom of using the fundamental rights as well as of seeking such rights within the context of the Condition of the European Union Fundamental Rights. It has made the share of powers and authorizations with its member states, and included the same in the text of the constitution.
1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.

Bu çalışmanın hedefi, dinî inançların siyasal tutumlar ve seçmen davranışları üzerindeki etkisini ortaya çıkarmaktır. Çalışmanın konusuna paralel olarak siyasal kimlik ve davranışların oluşum ve hareketinde büyük bir rol oynayan din kurumuyla ilgili bireysel ve toplumsal algı ve bu algının siyasal yapı üzerindeki etkileri çerçevesinde siyasal halkla ilişkilerin önemli bir enstrüman ve aktörü olarak dinin fonksiyonu zaman zaman akademik çevrelerin ilgisini çekmektedir. Burada öne çıkan ve yanıtı aranan, dinin bireylerin siyasal davranışını ve seçmen tercihini etkileyip etkilemediği ve ortaya çıkan yanıt olumluysa hangi ölçüde etkilediği sorularıdır. Söz konusu sorulara nesnel ve bilimsel yanıtlar bulunabilmesi için literatür taraması yoluyla yapılandırılacak kapsamlı bir kuramsal çalışmanın ardından Türkiye'nin İç Anadolu Bölgesi'nin dört büyük kentleri olan Ankara, Eskişehir, Konya ve Kayseri'de tesadüfî örneklem yoluyla seçilen 800 denek üzerinde yapılan anket çalışması neticesinde elde edilmiş olan veriler üzerinde öncelikle bir faktör analizi yapılmıştır. Religion, as the most outstanding basis of tradition, law and politics at the same time, obviously deserves to be the most vigorous founding body of the society, as well as the individuals' ontological resource of peace and security provided with its heavenly, celestial knowledge references. Hence, having an important influence on forming the individuals' wordview in general and correspondingly their political perception and identities, it is widely taken into consideration as an efficient factor before all else in the processes of academic studies and scientific researches on political issues such as political attitude, voting behaviour and electoral behaviour. The main target of this study is to yield up whether religiosity has a considerable amount of influence on the formation of political identity and political behaviors. If it has an enormous effect on them as an major instrument and actor, to what extent does it operate behind the individuals' political attitudes and political decision-making processes? After a noteworthy sum of theoretical part, application of a comprehensive survey is planned to carry out for finding out satisfying objective and scientific answers to those questions. At the end of the application part of the study, first of all, a factor analysis was made on available data. Then a One-Way Anova was made in comparison of obtained factors with present variables and also an Independent Samplest T Test was made so as to be able to make evaluations in the same direction. In addition, the programme called Ki Square was used in order to resolve the relationships among variables at nominal level. In the meantime, Arithmetical Mean Test was used in order to find out the sequence of significance of articles of the scale of political attitude and also the resources of political and religious information. Thereafter, it was tried to be reached at the whole necessary explicit and definitive results which could also be generalized to similar events. The significant conclusion that religion is directly effective on forming political attitude and directing electoral behaviors was finally reached in the light of analysis of those available findings.

The debts to foreign countries are decreased to 9.8 milliard dollars with precautions in 1994 and end of 1996.Financial balance are obtained again in the first months of 1995, reduced the inflation and also rate of interests to 72 percent.Rate of exchange (Leva/$) was 503 percent between Jan 1 and Feb 12,1997. Especially, that increasing was 20-percent/each day in Feb 1997.Rate of interest was 300 percent in Sep.1996. 14 Banks are bankrupted in that period. Bulgaria had been 1st of the world from inflation increasing speed of view.Inflation, devaluation, unemployment and also wages are on the lowest level in transition period in Bulgaria. Incoming per person is decreased 50 percent between 1989 and 1995.Annual criminal events are increased 3 times more after 1990. Money committee had formed by advice of IMF in Jul 1997. 1Deutsche Mark is indexed on 1 Leva.Qualified personnel with educationed on technical areas is a great potential force of Bulgarian economy.Bulgaria will be completed the transition period when it became to membership of European Union.
ÖZETTarihte gerçekleşmiş teknolojik devrimler arasında en büyük sosyal ve kültürel değişiklikleri meydana getiren ve kendini sürekli artan bir hızla yenilemeyi sürdüren, dijital devrim olmuştur. Egemenliğin bileşenlerinden olan siyasal iktidar da insan yaşamındaki ve paradigmasındaki bu global ölçekli ve bütüncül değişime karşı kayıtsız kalamamaktadır. Dijital devrimin siyasal iletişim ve siyasal katılım alanındaki katkılarının, anayasal fonksiyonları yerine getiren kişi ve kurumlar üzerinde de etki yaratması beklenmekte ve hâlihazırda gözlemlenmektedir. Bunun yanında yurttaşlar da kolektif karar alma süreçlerine etki edebilecek yeni teknolojik olanakları gözlemleyerek artık daha aktif katılımcılar olabileceklerini düşünmekte ve hatta çoğu zaman kamusal kararlara doğrudan yön verebileceklerine inanmaktadır. Bu tez yasama, yürütme ve yargı organlarının yapısının ve işleyişinin bilişim teknolojilerindeki gelişmeler ile birlikte dönüşümünü incelemeyi amaçlamaktadır. Bu dönüşüm incelenirken ayrıca bilişim teknolojilerinin siyasal iktidarın kullanılmasına ve denetlenmesine yurttaşları dâhil etme biçimine de değinilecektir. Political power as a component of sovereignty also fails to ignore this holistic shift in human life and paradigm. It is expected and already observed that the contribution made by the digital revolution to political communication and political participation is soon to have an impact on the persons and institutions practicing the constitutional functions as well. At the same time, citizens, as they observe the new technological opportunities that may affect collective decision-making processes, assume that they can become more active participants and often believe that they can dominate public decisions. This dissertation aims to examine the structural and functional transformation of the legislative, executive and judicial bodies along with the developments in information technologies. At the same time, it will be explained how information technologies support citizens' participation in processes of enjoying and controlling the political power. Besides applied examples from comparative law, references will also be made to the reviewed literature in Turkish and in English throughout the study. Osmanlı İmparatorluğu Birinci Dünya Savaşına Almanya'nın yanında katılmıştı. Ağır ve yorucu savaşlardan çıkmış Osmanlılar savaş sırasında kahramanca çarpışmalarına rağmen, düşman kuvvetlerinin tüm yurdu işgal etmelerine engel olamamışlardı. Bu sıralarda imzalanan Mondros ateşkes Antlaşması, Osmanlı İmparatorluğu'nu tamamen yok etmeye ve Türk yurdunu parçalamaya yönelik hazırlanmıştı. Bu antlaşmanın 7. maddesi, galip devletlere istedikleri her yeri istedikleri zaman işgal etme hakkını tanıyordu. Böylelikle işgaller bu antlaşmanın arkasına sığınılarak yapılabilecekti. İşgallere ilk tepki işgale uğrayan bölgelerde yaşayan halktan gelmiştir. İzmir'de Hasan Tahsin işgale karşı ilk kurşunu atarak halkın bu haksız işgallere sessiz kalmayacağını göstermişti. Mustafa Kemal Paşa ise İstanbul'daki kurtuluş çarelerinin hiçbirine itibar etmeyerek 19 Mayıs 1919'da Anadolu'ya geçmiş ve topyekûn bir kurtuluşun ateşini yakmıştır. Düzenlenen Amasya, Erzurum ve Sivas Kongreleri ile tam bağımsız Türkiye idealinin temelleri atılmış, halkta milli bilinç uyandırılmıştır. Mustafa Kemal Paşa ve arkadaşlarının çalışmaları sonucunda İstanbul Hükümeti, Anadolu hareketine yakınlaşmış ve Amasya Görüşmeleri ile de Mebus 'an Meclisinin açılması kararlaştırılmıştır. 2 Ocak 1920'de Osmanlı Meclis-i Mebus 'an son kez toplanır. Bu meclisin verdiği en önemli karar, taslağı Mustafa Kemal tarafından mebuslara Ankara'da verilen ve sonraları Misak-i Milli olarak adlandırılacak olan Ulusal And'ın 28 Ocak 1920'de kabul edilmesi olmuştur. Meclisin ve İstanbul Hükümeti'nin çalışmalarından ve Anadolu'da artan direniş hareketlerinden rahatsızlık duyan İtilaf Devletleri 16 Mart 1920'de İstanbul'u işgal ettiler. İstanbul'un işgaliyle beraber Meclis-i Mebusan'ında basılması ve birçok mebusun tutuklanması ve sürgüne gönderilmesi üzerine Heyet-i Temsiliye 19 Mart 1920 tarihinde bir beyanname yayımlayarak, Meclisin Ankara'da tekrar toplanabilmesi için seçimlerin yapılmasını istemiştir. Yapılan seçimler sonucunda Ankara'da TBMM açılır. 23 Nisan 1920'de açılan Meclis, Osmanlı Devleti'nin elinden bir takım yetkileri alarak Anadolu'nun kaderine el koymuştur. Bundan sonra milletin ne şekilde yasayacağına, milletin kendi seçtiği mebuslar karar verecektir. İtilaf Devletleri mütareke sonrası Mersin ve Tarsus'u işgal etmiştir. İçel Vilayeti işgal edilmese de, Silifke ve Silifke'den Mersin'e kadar İçel'e bağlı kasaba ve köyler Fransızların Anadolu'dan çekilmesine kadar işgal tehdidi ile karşı karşıya kalmıştır. İçel'de kurulan Müdafaa-i Hukuk Cemiyetleri ve bunlara bağlı müfrezeler, İçel'i işgalden korumaktan öteye düşman işgalindeki Mersin ve Tarsus'u kurtarmak amacıyla da faaliyette bulunmuşlardır. Mustafa Kemal'in 19 Mart 1920 tarihli genelgesi doğrultusunda İçel'de 29 Mart 1920 Pazartesi günü, Müdafaa-i Hukuk Cemiyeti İdare Heyeti'nin, mutasarrıfın ve halkın iştirakiyle hükümet konağında seçimler yapılmıştır. Bu seçimlerde yirmi bir aday arasından Ahmet Şevki Bey, Naim Efendi, Hacı Ali Efendi, Haydar Lütfi ve Sami Bey milletvekili seçilmişlerdir. Meclis-i Mebusan'a seçilen Ali Rıza Efendi'nin de Ankara'ya gelmesi ile İçel vilayetinin milletvekili sayısı altıya çıkacaktır. Birinci dönem İçel milletvekillerinden Sami Bey, Haydar Lütfi Bey ve Ali Sabri Efendi( Hacı Ali) mecliste II. Grupta yer almışlardır. Yukarıda ismi zikredilen altı milletvekilinden beş tanesi bir daha meclise giremezken sadece Haydar Lütfi Bey VIII. Dönemde Demokrat Parti'den Meclise girebilmiştir. ; Ottoman Empire joined The First World War with Germany.Despite struggling and fighting bravely during the battle , The Ottomans, having lived through severe wars, couldn't stop the enemy forces to occupy the whole country.The peace armistice of Moudros signed on in the meantime was prepared with a wiew to completely terminating the Ottoman Empire and comminuting the Turkish homeland. The 7th clause of this armistice gave the victorious states the right to occupy any place any time.The occupations hereby were suppose to be realised on the grounds of this clause. The first reaction to the occupations aroused from the residents of the occupied regions.Hasan Tahsin in Izmir who fired the first bullet to the enemy proved that the Turkish people wouldn't keep silent against the unjust occupations.Mustafa Kemal Pasha ,in the meantime,ignored all the propositions of salvation in Istanbul and went down to Anatolia on May 19, then lit the fire of an overall salvation of the nation.With the congresses held in Amasya,Erzurum and Sivas cities , the fundamentals of fully independent Turkey ideal was set up and the national consciousness was awakened among the people .As a result of Mustafa Kemal's and his fellows' efforts , The Government of Istanbul came closer to the Anatolian movement ; and with the negotiations in Amasya, it is agreed to open a national assembly. On October 2, 1920, The Ottoman Parliament gathered last time.The most important decision of this parliament was to accept The National Oath on January 28 ,1920 whose drafts had been given to the members of the parliament in Ankara by Mustafa Kemal ,and which would later be called as the National Treaty.The Allied Powers , upon getting annoyed by the operations of the Parliament and the Istanbul Government and by the increasing resistance movements in Anatolia,occupied Istanbul on March 16,1920.With the occupation of Istanbul , when the Parliament was assaulted and a number of members of Parliament were arrested and forced to exile, the representative committee,issuing a declaration on March 19,1920, requested to hold new elections for the parliament to gather again in Ankara After the elections, The Turkish grand national Assembly opened in Ankara.The Parliament ,starting on April 23 ,1920 , took over a number of competences from the Ottoman State and took the initiative on behalf of the Anatolia .Henceforth, it would be the members of the Parliement elected by the people themselves to decide the way of life that the people would live. The Allied Powers occupied Mersin and Tarsus cities after the armistice.Much though İçel province was not occupied , Silifke, the villages and towns between Silifke and Mersin faced the threat of occupation until the withdrawal of the French from Anatolia. Associations for the Defence of The National Rights and the battalions dependent on these associations ,beyond saving İçel from enemy occupation,had operations with the aim of rescuing Mersin and Tarsus which were under the occupation of enemies. Based on Mustafa Kemal's notice dated March 19,1920, the elections were held in the government Office with the participation of executive board of Association for the Defence of The National Rights ,the governor and the people.Among 21 candidates, Mr Ahmet Şevki, Mr Naim, Mr Hacı Ali,Mr Haydar Lütfi and Mr Sami were elected as the members of the parliament. With the election of Mr Ali Rıza to the Parliament , the number of the memers of İcel in the parliament would increase to six. The first term members of the Parliament Mr Sami,Mr Haydar Lutfi, and Mr Ali Sabri (Haci Ali) took place in the second group.While five of the above mentioned members of the parliament couldn't be elected again,only Mr Haydar Lutfi was re-elected from the Democrat Party in the eight legislation term. …
ÖZET Tarihte gerçekleşmiş teknolojik devrimler arasında en büyük sosyal ve kültürel değişiklikleri meydana getiren ve kendini sürekli artan bir hızla yenilemeyi sürdüren, dijital devrim olmuştur. Egemenliğin bileşenlerinden olan siyasal iktidar da insan yaşamındaki ve paradigmasındaki bu global ölçekli ve bütüncül değişime karşı kayıtsız kalamamaktadır. Dijital devrimin siyasal iletişim ve siyasal katılım alanındaki katkılarının, anayasal fonksiyonları yerine getiren kişi ve kurumlar üzerinde de etki yaratması beklenmekte ve hâlihazırda gözlemlenmektedir. Bunun yanında yurttaşlar da kolektif karar alma süreçlerine etki edebilecek yeni teknolojik olanakları gözlemleyerek artık daha aktif katılımcılar olabileceklerini düşünmekte ve hatta çoğu zaman kamusal kararlara doğrudan yön verebileceklerine inanmaktadır. Bu tez yasama, yürütme ve yargı organlarının yapısının ve işleyişinin bilişim teknolojilerindeki gelişmeler ile birlikte dönüşümünü incelemeyi amaçlamaktadır. Bu dönüşüm incelenirken ayrıca bilişim teknolojilerinin siyasal iktidarın kullanılmasına ve denetlenmesine yurttaşları dâhil etme biçimine de değinilecektir. Çalışma boyunca Türkçe ve İngilizce literatürün yanı sıra karşılaştırmalı hukuktan uygulamalı örneklere de başvurulacaktır. Political power as a component of sovereignty also fails to ignore this holistic shift in human life and paradigm. It is expected and already observed that the contribution made by the digital revolution to political communication and political participation is soon to have an impact on the persons and institutions practicing the constitutional functions as well. At the same time, citizens, as they observe the new technological opportunities that may affect collective decision-making processes, assume that they can become more active participants and often believe that they can dominate public decisions. This dissertation aims to examine the structural and functional transformation of the legislative, executive and judicial bodies along with the developments in information technologies. At the same time, it will be explained how information technologies support citizens' participation in processes of enjoying and controlling the political power. Besides applied examples from comparative law, references will also be made to the reviewed literature in Turkish and in English throughout the study. 06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; Hindistan Cumhuriyeti ve İsrail Pakistan'a karşı uzun süreli ideolojik ve askeri bir düşman taşımaktadır. Bu çalışma konu ile ilgili birincil ve ikincil kaynakları (kitaplar, dergi ve gazete makaleleri, raporlar ve uzmanlar, akademisyenler ve ilgili kişiler tarafından yayınlanan diğer materyaller) inceleyerek ve analiz ederek Hindistan- İsrail savunma ortaklığının Güneydoğu'da nükleer caydırıcılık istikrarsızlığı için Pakistan'a nasıl bir asimetrik tehdit oluşturuyor? Sorusuna cevap bulmak için nitel araştırma yöntemleriyle birlikte eleştirel bir yaklaşım izlemektedir. Araştırmacı, çalışmada ele alınan devletlerin konvansiyonel ve nükleer silahlara yönelik duruşlarını anlamak için rasyonel karar verme, tehdit yeteneği, tehdit güvenilirlik, statü ve caydırma stabilitesi hakkında Frank C. Zagare ve D Marc Kilgour'ın kuramsallaştırdığı) "Mükemmel Önleme Teorisi"nin varsayımlardan yararlandı. Bu kıstılanmış akademik çalışma, sadece mevcut Hint-İsrail savunma ortaklığının Güney Asya'da nükleer caydırıcılık istikrarsızlığı için Pakistan'a doğrudan asimetrik bir tehdit oluşturduğunu değil, her iki ülkenin de Hint- Pakistan savaşları (1965, 1971 ve 1999) sırasında istihbarat ve gizli silah arzı paylaşma tarihini paylaştığını ortaya koymuştur. Ayrıca her iki ülke de 1979, 1982, 1984, 1986-1987, 1999 ve 2003'te Pakistan'ın nükleer tesislerine ortak hava saldırısı planlamış, ancak inandırıcı misilleme tehdidi uygulamadan önce planlarını engellemiştir. Ayrıca, İsrail ne savunma teknolojisini Hindistan'a transfer ederken tereddüt etmekte ne de Pakistan'a karşı kullanılmasını yasaklamaktadır. Hindistan- İsrail savunma ortaklığında Hindistan çoğunlukla alıcı tarafta durmaktadır. Bu anlamda Hindistan'a İsrail yapımı havadan yere bomba gönderen uçaklar, tanksavar güdümlü füzeler; hava ve balistik füze savunma sistemleri; İHA'lar ve silahlı uçaklar; erken uyarı sistemleri ve istihbarat toplama teknolojileri ve Pakistan'a karşı kullanılmak üzere casus uydular sevk edilmiştir. Ayrıca Hindistan ve İsrail Pakistan ve Cemmu&Keşmir meseleleri hakkında ortak siyasi, diplomatik ve askeri söylemleri paylaşmaktadır. Diğer taraftan Hint-İsrail savunma ortaklığı, Pakistan ve Hint "Soğuk Başlama Doktrini" ile asimetrik bir ilişkiye yol açmakta, hem geleneksel hem de nükleer silah alanlarında bu asimetriyi daha da arttırmaktadır. Bilahare Pakistan İsrail gibi belirsiz İlk Kullanım Duruşu'na sahip aktöre karşı nükleer tercihini caydırıcılık amacıyla oluşturmuştur. İlk Kullanım Yok duruşunu ilan etmesine rağmen, Hint nükleer kuvvetlerinin hazırlığı İlk Kullanım duruşunu da yapılandırılmıştır. Sonuç olarak, Güney Asya'da nükleer caydırıcılık istikrarı riske girmiştir. Bu durum Hindistan'ın Pakistan ile olan rekabetinin ortaya çıkarılması açısında önemlidir, ancak Pakistan karşıtlığı bağlamında İsrail ve Pakistan daha çok açıkça ilişki kurmayı görmezden gelirler, bunun yerine örtmece bir şekilde birbirlerini savunma hesaplarında düzenli olarak hesaba katarlar. ; Department: Middle Eastern Studies Republic of India and Israel share their protracted ideological and military antagonism with Pakistan. This study follows critical approach with qualitative method of research for finding the answer of the question "how does Indo-Israeli defense partnership pose asymmetric credible threat to Pakistan for nuclear deterrence instability in South Asia?" by reviewing and analyzing the relevant primary and secondary sources of information (books, journal and newspaper articles, reports, and other published material by experts, scholars and stakeholders). Researcher took benefit from the assumptions of Perfect Deterrence Theory (theorized by Frank C. Zagare and D. Marc Kilgour) about rational decision making, threat capability, threat credibility, status quo and deterrence stability for recognizing conventional and nuclear weapons posture of these countries. This limited academic exercise found that not only existing Indo-Israeli defense partnership directly poses asymmetric credible threat to Pakistan for nuclear deterrence instability in South Asia, but both countries share a history of sharing intelligence and secret arms supply during Indo-Pakistan wars (1965, 1971 and 1999). Further, both countries planned for joint air strikes on nuclear installations of Pakistan in 1979, 1982, 1984, 1986-1987, 1999 and 2003, but the credible retaliatory threat thwarted their plans before execution. Furthermore, Israel neither hesitates while transferring defense technology to India nor prohibits it to use against Pakistan. In Indo-Israeli defense partnership, India mostly remains at receiving end. It has deployed Israel-made air to surface bombs; anti-tank guided missiles; air and ballistic missile defense systems; UAVs and armed drones; early warning systems and intelligence gathering technologies; and spying satellites against Pakistan. Furthermore, India and Israel share relatively common political, diplomatic and military discourse about Pakistan and the issue of Jammu & Kashmir. Moreover, Indo-Israeli defense partnership causes asymmetric relationship with Pakistan and Indian Cold Start Doctrine further increases this asymmetry in both conventional and nuclear weapons domains. Subsequently, Pakistan has to add its nuclear option as a deterrent with ambiguous First Use posture like Israel. Despite declaring No First Use posture, the readiness of Indian conventional and nuclear forces shows its configuration with First Use posture. Resultantly, nuclear deterrence stability is at risk in South Asia. It is significant that India shows its rivalry with Pakistan openly, but Israel and Pakistan mostly ignore to talk about severe antagonism between each other overtly, instead in a euphemistic manner, but they regularly count each other's defense capabilities in their security calculus.
ÖZETİsrail, Osmanlı sonrası Ortadoğu politikasının belirleyici ögelerinden biridir. İsrail dış politikası üzerinde etken olan iç politika aktörlerinin tanınması bölgesel politikanın anlaşılabilmesi için zorunludur. İsrail'in dış politika aktörleri içinde en ilgi çekeni şüphesiz politikalarını din eksenli olarak belirleyen ve fakat gerektiğinde pragmatik kararlar alabilen 'Radikal Sağ Partiler'dir. Kuramsal olarak seküler bir devlet sistemi kurmuş olan İsrail'in iç ve dış politikasında parlamenter güçlerine oranla oldukça fazla nüfuzları olan bu partilerin İsrail dış politikasını belirleyen aktörler mi oldukları, yoksa seküler fakat yayılmacı liderler tarafından 'pazarlık kozu veya günah keçisi' olarak mı kullanıldıklarının belirlenmesi gerekmektedir. Tezimizin ana konusu, İsrail politikasındaki varlığı devletin kurulmasından öncesine dayanan MafDaL partisinin (Miflaga Datit Le'umit: Dinî Millî Parti) Batı Şeria ve Gazze Şeridi ile alakalı politikaların belirlenmesine etkisidir. Bu bağlamda MafDaL'ın ideolojik ve dinî temelleri incelenmiş, bu temellerin parti politikalarındaki ağırlığı ele alınmış, partinin varlığının son elli yılında geçirdiği evrim ve bu evrim sırasında edindiği dış politika prensipleri anlaşılmaya çalışılmıştır. Tezimizin ulaştığı temel kanılar şu şekilde özetlenebilir:1.İsrail radikal sağı 1967 öncesinde 'yayılmacı', 1967 sonrasında 'yerleşimci' bir çizgi takip etmiştir.2.Radikal sağ partiler yer aldıkları koalisyon tabanının genişliği ile ters orantılı bir 'şantaj' gücünü ellerinde tuttuklarından daha dar koalisyonlarda fazlaca etkin olmuşlar, bu sebeple de milli birlik hükümeti veya geniş tabanlı hükümetlerden rahatsız olmuşlardır. 3.MafDaL girdiği koalisyonlarda yer alan tek dindar parti olmak istemiş, bunu sağlayamadığında hükümetten siyasi ve ekonomik talepleri olmayan anti-Siyonist Aguda partileri ile aynı koalisyonda yer almayı tercih etmiştir. 4.Din eksenli radikal sağ partiler gerektiğinde gayet pragmatist politikaları destekleyebilmişlerdir. 5.Ultra-Ortodoks Şas Partisi'nin ortaya çıkması ve MafDaL'ın 'sosyo ekonomik tabakaların alt sınıflarından' aldığı oyları kapmasından sonra MafDaL yerleşim birimleri endeksli bir politika belirlemek zorunda kalmış ve dış politika çizgisi daha uzlaşmaz bir noktaya kaymıştır.6.İsrail radikal sağının bütün partileri gibi MafDaL da lider endeksli bir partidir ve değişen liderlikle birlikte dış politika çizgilerinde de belirgin değişiklikler sergilemektedir. Tezimiz İsrail radikal sağının özel olaylar karşısında gösterdikleri tepkileri olay bazında incelemiş ve bunlardan genel bir politika çizgisine ulaşmaya çalışmıştır. Sonuç bölümünde Oslo Süreci'nin genelde radikal sağ, özelde de MafDaL üzerine etkisi incelenmiş, din eksenli partilerin sürekli artan oy potansiyeli göz önüne alınarak bu partilerin İsrail'in ve Ortadoğu'nun geleceğine ne şekilde yön verebilecekleri hakkında bir yargıya varılmaya çalışılmıştır. SUMMARYOne of the determinants of the post-Ottoman Middle East Politics is Israel. An understanding of the domestic policy actors is necessary for the understanding of the regional politics. Among the foreign policy actors of Israel the ones that deserve most attention are the 'Radical Right Parties' that determine their policies with a religious orientation but can take pragmatic decisions when necessary. It is necessary to determine whether those parties with their powers in the domestic and foreign policy of Israel disproportionate to their parliamentary seats are the determining factors in the Israeli foreign policy making, or they are used by secular but territorial maximalist leaders as 'bargaining cards or scapegoats'.The main topic of the current thesis is the impact of MafDaL (Miflaga Datit Le'umit: National Religious Party) as a party the presence of which predates the state of Israel political existence on the determination of policies on the West Bank and Gazza Strip. In this connection the ideological and religious foundations of MafDaL has been studied, the weight of these foundations on the party politics has been examined, and the evolution the party passed by in the last fifty years of its existence and the foreign policy principles it acquired during this evolution have been tried to be understood. The basic understandings the current thesis arrived can be summarized as such:1.The political line of the Israeli radical right has been 'territorial maximalism' before 1967 and 'settlement' after 1967.2.Since the radical rightwing parties used to enjoy a 'blackmail potential' disproportional to the broadness of the base of the coalitions they took place, they have been more influential in narrow coalitions and thus were critical of National Unity Governments and broad coalitions. 3.MafDaL preferred to be the only religious party in the coalitions it took place and if could not manage to do this, it preferred to be together with Anti-Sionist Aguda Parties that had no political or economic demands from the governments.4.Religiously oriented radical right parties managed to support highly pragmatic policies when necessary.5.After the establishment of the ultra-orthodox Shas Party and its catching the votes of MafDaL's supporters from 'the lower socioeconomic echelons of the society' MafDaL was forced to keep a settlements oriented policy and its foreign policy orientation became tougher. 6.Like all other radical right parties of Israel, MafDaL is a leader oriented party and with the leadership changing it demonstrates significant changes in its policy lines. The thesis examined the reactions of Israeli radical right on specific events and from these tried to reach to a general policy line. In the final chapter the impact of the Oslo Process on the radical right in general and on MafDaL in private is examined and the continuously increasing vote potential of the religiously oriented parties taken into consideration, an attempt was made to reach an understanding of what kind of a form these parties will give to the future of Israel and the Middle East.
ÖZET10 Kasım 1938 tarihinde Mustafa Kemal Atatürk'ün hayatını kaybetmesi ile bir-likte Cumhurbaşkanı olan İsmet İnönü ülke yönetiminde en yetkili kişi haline gelmiştir. İnönü'nün CHP ve ülke yönetimindeki adete tek kişilik hakimiyeti ( Milli Şef ) Celal Bayar başta olmak üzere dönemin CHP'li milletvekili ve yöneticilerinde tepkiye neden olmuştur. Bir şahsın parti ve ülke yönetimindeki hakimiyetine İkinci Dünya Savaşı'nın da etkisiyle halkın büyük çoğunluğunda oluşan ekonomik sıkıntının ve iktidarın halkın muhafazakarlığı ile çelişen eğitim ve sosyal alanlardaki uygulamaları CHP ve dışındaki siyasi çevrelerde ve halkın büyük bir bölümünde muhalif bir tutumun oluşmasına neden olmuştur. Bu süreç hükümetin birtakım radikal uygulamaları ile birlikte örgütlü bir mu-halif hareketin doğmasına neden olmuştur. Yukarıda belirtilen nedenlerden kaynaklanan ve açıktan açığa bir söylem ve ey-leme dönüşmeyen CHP milletvekillileri içindeki bireysel tavırlar ilk defa Çiftçiyi Top-raklandırma Kanunu teklifi sırasında ortaya çıkmıştır. CHP milletvekilleri Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan, 14 Mayıs 1945 tarihinde bu kanun teklifinin TBMM'de görüşülmeye başlaması ile birlikte hükümetin bu uygulamasına karşı tavırlarını yaptıkları konuşmalar ile ortaya koymuşlardır. Fakat esasen bu kanun tasarısının TBMM'ye sunulmasından önce CHP içinde muhalif bir grubun oluşması Tevfik Rüştü Aras'ın evinde yapılan perşembe toplantılarıyla başlamıştır. 1945 yılının Nisan ayından itibaren Tevfik Rüştü Aras'ın evinde bir araya gelen Emin Sazak, Adnan Menderes ve Fuat köprülü CHP'nin, İsmet İnönü'nün otoritesi altında olduğunu ifade etmişler ve bu durumu değiştirmek gerektiği üzerinde durmuşlardır. İkinci defa bir ara-ya gelen Adnan Menderes ve Fuat Köprülü demokratik bir merkez oluşturma konusun-da görüş birliğine varmışlardır. Daha sonraki toplantılara Refik Koraltan da katılmıştır. Adnan Menderes, partide ve toplum içinde etkili olan Celal Bayar'ı bu gruba katmak gerektiğini açıklamıştır. Celal Bayar ile yapılan toplantı sonunda o da gruba dahil ol-muştur. Grup üyeleri 18 Mayıs 1945 tarihinde yapılan toplantıda CHP Meclis Grubuna vermeyi düşündükleri Dörtlü Takriri hazırlamışlardır.Takrir verilmeden önce TBMM'de 1945 yılı devlet bütçesinin oylamasına katı-lan üç yüz yetmiş üç milletvekilinden İzmir Milletvekili Celal Bayar, Aydın Milletve-kili Adnan Menderes, İçel Milletvekili Refik Koraltan, Kars Milletvekili Fuat Köprülü ve Eskişehir Milletvekili Emin Sazak bütçeye karşı aleyhte oy kullanmışlardır. Cumhu-riyet Dönemi'nde ilk defa bir bütçeye karşı aleyhte oy kullanılmıştır. Böylece muhalif tavırlarını ikinci defa ortaya koymuşlardır. Grup üyeleri 7 Haziran 1945 tarihinde Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan'ın imzası ile Dörtlü Takrir'i CHP Meclis Grubu Başkanlığı-na vererek muhalif tutumlarını somutlaştırmışlardır. Takrirde CHP'nin işleyişinin de-mokratik ilkelere uygun hale getirilmesini ve TC. Anayasası'nda var olan vatandaş hak ve hürriyetlerinin tanınması talep etmişlerdir. Bu takrir 12 Haziran 1945 tarihinde CHP Meclis Grubu'nda görüşülmüş ve red-dedilmiştir. Takririn reddedilmesi ile birlikte devam eden süreçte bu kadronun CHP içinde siyaset yapma imkanı kalmadığı gibi takrirde talep edilen bir düzenin kurulma-sının CHP içinde mücadele edilerek olamayacağı ortaya çıkmıştır. Takririn, CHP Meclisi Grubuna verildiği günlerde Cumhurbaşkanı İsmet İnönü, Rauf Orbay ile görüşmüş yeni parti kurulması fikrini ona açmıştır. Bu görüşmeden, İnönü'nün yaptığı diğer konuşmalardan cesaret alan grup üyelerine karşı CHP'li yöne-tici ve milletvekillerinin olumsuz tavrı, partinin yayın organı Ulus gazetesindeki ağır sözlerle dolu yazılar grup üyelerinin CHP'den ayrılmalarına neden olmuştur. Zaten Adnan Menderes ve Fuat Köprülü Vatan gazetesinde yayınlanan yazıları nedeniyle CHP Divanı tarafından 25 Eylül 1945 tarihinde CHP'den ihraç edilmişlerdir. Diğer isimlerde istifa etmişlerdir. Partisiz kalan grup üyeleri parti kurma çalışmalarına başla-mışlar ve Demokrat Parti 7 Ocak 1946 tarihinde resmen kurulmuştur. Demokrat Parti, Dörtlü Takrir'in imzacıları: Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan tarafından kurulmuştur. Demokrat Parti'nin simgesi "DP", genel merkezi ise Antalya Milletvekili Cemal Tunca'nın Ankara Sümer Sokaktaki sekiz numaralı binası olmuştur. Demokrat Parti'nin kuruluş gerekçesinde ve programında Türkiye'de demok-ratik bir rejimin kurulacağı, TC Anayasası'nda demokrasiye aykırı kanunların kaldırı-lacağı, vatandaşların hak ve hürriyetlerinin anayasal teminat altına alınacağı dile geti-rilmiştir. Muhalefet yıllarında ise CHP ve iktidar demokratik olmayan tutum ve davra-nışlar sergilemekle itham edilmiştir. Muhalefet yıllılarında iki parti arasında demokra-siye aykırı birçok olay yaşanmıştır. Hatta 7 Ocak 1947 tarihinde gerçekleşen Demokrat Parti Birinci Genel Kongresi'nde kabul edilen Hürriyet Misakı'nda TC Anayasası'na aykırı olan kanunların kaldırılması ve demokrasiye uygun kanunların yapılması talep edilmiştir. Bu istekler yerine getirilmez ise Demokrat Parti Genel Yönetim Kurulu'na sine-i millet kararı ( TBMM'den çekilme ) hakkı verilmiştir. Demokrat Parti yönetici-leri iktidara gelmeleri halinde vatandaşlara hak ve hürriyetlerinin tanınacağı, demokra-siye aykırı kanunların kaldırılacağı ve TC Anayasası'nın demokrasiye uyumlu hale ge-tirileceği sözlerini vermişlerdir. 14 Mayıs 1950 seçim faaliyetlerinde aynı vaatler tekrarlanmıştır. Hatta 2 Nisan 1950 tarihinde Kasımpaşa'da konuşan Demokrat Parti Genel Başkanı Celal Bayar, grev hakkının demokratik hak olduğunu ve demokrasinin olduğu ülkelerdeki gibi toplumsal düzene ve ekonomiye zarar vermeyecek biçimde işçilere grev hakkının verileceğini ifa-de etmiştir. Seçimleri kazanan Demokrat Parti adına Adnan Menderes 22 Mayıs 1950 tarihinde hükümeti kurmuş ve 29 Mayıs 1950 tarihinde hükümet programı TBMM'de onaylanmıştır.Hükümet programında partinin seçim beyannamesinde olduğu gibi iktidar deği-şikliğinin ülkede maddi ve manevi hiçbir sarsıntıya yol açmasına imkan tanınmayacağı ve özellikle devri sabık yaratılmayacağı vurgulanmıştır. Programda, TC Anayasası'nda vatandaş hak ve hürriyetlerine ve millet iradesine dayanan kararlı bir devlet düzeninin gerçekleşmesini sağlayacak düzenlemelerin yapılacağı ifade edilmiştir. Ayrıca CHP hükümetlerinden ( tek parti dönemi ) kalan, demokratik olmayan kanunların, alışkan-lıkların ve anlayışların değiştirileceği vurgulanmıştır. Programda, işçilere grev hakkının sosyal ve ekonomik düzeni bozmayacak şekilde tanınacağı açıklanmıştır. Demokrat Parti İktidarı Programı'nda sadece vatandaşlara tanınacak haklar yer almamıştır. Ayrıca o tarihlerde azınlıkta olsa da bazıları tarafından hak olarak görülen faaliyetlerin yasaklanacağı da yer almıştır. Cumhuriyet'in ve inkılapların korunması için aşırı sol akımlara ( komünizm ) izin verilmeyeceği ve bunlarla etkin bir biçimde müca-dele edileceği ifade edilmiştir. Bunlara karşı kanuni tedbirlerin alınacağı çünkü bu tür düşüncelerin günün şartlarında fikir ve vicdan hürriyeti olarak görülmediği vurgulan-mıştır. Bu fikir akımların hürriyet maskesi altında yayın yapmalarına izin verilmeyeceği çünkü bu düşünce akımlarının amacının özgürlükleri ortadan kaldırmak olduğu iddia edilmiştir. Komünizm fikir akımının yanı sıra irticai hareketlere de asla müsaade edil-meyeceği vurgulanmıştır. Demokrat Parti Dönemi'nde iktidarın sivil toplum kuruluşları ile ilişkilerine özetlemeden önce sivil toplumun örgütü tanımını yapmak yerinde olacaktır. Sivil top-lum kavramı farklı biçimlerde tanımlanan bir kavramdır. Özellikle devlet ile sivil top-lum arasındaki ilişki farklı tanımlamalara neden olmaktadır. Bu tanımlardan bazılarında sivil toplum, devletten tamamen bağımsız, devleti kontrol eden ve hatta devletin alter-natifi olan örgütlü bir güç olarak tarif edilmiştir. Diğer tanımlarda ise devlet ile sivil toplum arasında bu kadar keskin bir ayrılığın olmadığı, sivil toplumun devlete top-lumsal katılımı sağlama amacının var olduğu ileri sürülmüştür. Modern anlamda sivil toplum kavramı "Non Govern Mental Organizations" ( devletten bağımsız örgütlen-meler ) olarak tanımlamasının yanı sıra "gönüllü kuruluşlar", "kar amacı gütmeyen ku-ruluşlar" gibi ifadelerle de tanımlanmaktadır. Sivil toplum tanımını yaptıktan sonra Demokrat Parti iktidarları öncesi sivil toplum örgütlenmesine devletin müdahalesinin ne zaman kaldırıldığına kısaca yer verelim. Türkiye'de 28 Haziran 1938 tarihinde yürürlüğe giren 3512 sayılı Cemiyetler Kanunu ile Osmanlı Devleti döneminden kalma 1909 tarih ve 121 sayılı Cemiyetler Kanun'u ve bu kanunda yapılan 353 ve 387 sayılı kanunlar yürürlükten kalkmıştır. Bu kanunun dokuzuncu maddesinin h bendiyle "aile, sınıf, ırk, cins" esasına dayalı der-neklerin kurulması yasaklanmıştır. Bu madde ile sendika ve birçok derneğin kurulması yasaklanmıştır. Bu kanunun kabul gerekçesinde, o dönem de bazı ülkelerde var olan ko-münist ve faşist rejimlerin ülkenin yönetimin ele geçirmesini önlemek olduğu ileri sü-rülmüştür. İsmet İnönü'nün 10-11 Mayıs 1946 tarihinde CHP Kurultayı'nda yaptığı konuşmadan sonra 5 Haziran 1946 tarihinde 4919 sayılı Kanun ile dernek kurma işle-mindeki izin alma formalitesi kaldırılmıştır. Sınıf esasına dayalı dernek kurma yasağı da kalkmıştır. Bu kanunun kabulü sırasında Demokrat Parti adına bir konuşma yapan Adnan Menderes, kanunda yapılan değişikliği demokrasiye giden yolda önemli bir aşa-ma olarak adlandırmıştır. Sivil toplum örgütlenmesinin önündeki engeller Demokrat Parti İktidarı öncesinde kaldırılmıştır. Demokrat Parti İktidarı döneminde sivil toplum kuruluşları ile ilişkiler iki bölü-mde ele alınabilir. Birinci bölüm hükümetin sivil toplum alanında yaptığı düzenleme-lerden oluşur. İkinci bölüm ise iktidarın sivil toplum kuruluşlarına yaklaşımı yani onların faaliyetlerine karşı tutumu, ülke yönetimi ile ilgili alınan kararlara ilgili sivil toplum kuruluşlarının tepkileri ve sivil toplum kuruluşlarının kendi alanları ile ilgili alınan kararlarda bu kuruluşların isteklerinin ve itirazlarının dikkate alıp almamasından oluşur.Demokrat Parti İktidarı döneminde sivil toplum alanında birçok düzenleme yapılmıştır. Hükümetin yaptığı bu düzenlemelere günümüzün demokrasi düzeyi ile yaklaşmak zamanın koşullarını ve demokrasi kültürünün oluşum sürecini dikkate almamak anlamına gelir. Hükümetin sivil toplum alanında yaptığı ilk düzenleme 5680 sayılı Basın Kanunu'dur. Kanunun kabulü demokrasi ilkeleri ile bağdaşan bir uygulama olmuştur. Bu nedenle basın ve basın-yayın örgütleri bu yasayı doğru bir adım olarak görmüşlerdir. Hükümetin sivil toplum alanında yaptığı ikinci kanuni düzenleme 5844 sayılı Komünizm İle Mücadele Kanununu çıkarmasıdır. İktidarın programında komü-nizm fikir akımına ve komünist yayınlara karşı mücadele edileceği, bu fikir akımlarının faaliyetlerinin demokratik bir fikir ve vicdan hürriyeti olarak görülmediği aksine de-mokratik rejimi ortadan kaldırmaya yönelik bir tutum ve tavır olduğu vurgulanmıştır. Muhalefetin de bu konuda iktidarla aynı düşünceye sahip olması bu kanunun çıkarıl-masını kolaylaştırmıştır. Demokrat Parti İktidarı'nın bu tür düşünce akımlarına ve onların faaliyetlerine izin vermemesini değerlendirirken zamanın koşullarını ve demok-rasi kültürünün oluşum sürecini göz önünde tutmak yerinde olacaktır. İktidarın sivil toplum alanı ile ilgili yaptığı bir başka uygulama ise 5816 sayılı Atatürk Kanunu'nun çıkarılmasıdır. Atatürk'ün kişiliğine, ilke ve inkılaplarına saldırıların sonucunda kabul edilmiş olan bu kanun günümüzde de geçerlidir. Bu kanunun çıkarılmasına Atatürk'ün kurduğu parti olan CHP'li milletvekillerinin karşı çıkmış olmaları ise üzerinde durul-ması gereken önemli bir husustur. Hükümetin sivil toplum alanında gerçekleştirdiği bir başka düzenleme ise 6761 sayılı Vicdan ve Toplanma Hürriyetini Koruma Kanunu'nun kabul edilmesidir. Kanun, irticai hareketlerin artarak rejimi tehdit eder hale gelmesinin sonucu çıkarılmıştır. İrticai hareketlere izin verilmeyeceğini, demokratik rejimi koruya-cağını programında ilan eden hükümet bunun gereğini yerine getirmiştir. Dinin siyasi veya diğer çıkarlar için kullanılması ve bu tür örgütlenmelerin kurulmasını demokratik ilkelerle bağdaştırmak mümkün değildir. Hükümetin sivil toplum alanına bir başka müdahalesi Neşir Yolu ile veya Radyo ile İşlenecek Bazı Cürümler Hakkındaki Kanun'u çıkarması ile 6732 ve 6733 sayılı basın kanunlarının bazı maddelerini değiş-tirmesi ile olmuştur. Bu kanunlarda yer alan kişilerin şikayeti olmadan savcıların ya-yınlar ile ilgili kendiliğinden harekete geçebilmesi unsuru haber alma ve verme hür-riyetini engelleyen bir koşul oluşturmuştur. Yine gazetecilerin yaptıkları haberler ve köşe yazarlarının yazdıkları yazılar nedeniyle şikayet edilmeleri halinde kendilerini müdafaa edebilmeleri için ispat hakkının onlara verilmeyişi bazı konularda ( iktidar ve mülki amirler ile ilgili yolsuzluk vb) haber yapmalarına, yazı yazmalarına engel olacak ortamı oluşturmuştur. Ayrıca, halkın haber alma özgürlüğüne, gazetecilerin özgür ve bağımsız çalışmasına engel olmuştur. İspat hakkı verilmediği gibi bu tür yazı ve haberler için cezaların arttırılması basın hürriyetini ortadan kaldırmıştır. Bu nedenle bazı basın mensupları hareket içerikli haber ve yazıları nedeniyle ceza almış olsalar da hükümetin politikalarını eleştiren onlarca basın çalışanına hapis cezalarının verilmesi vatandaşlara hak ve hürriyetlerini vereceğini ve devri sabık yaratmayacağını söyleyen Demokrat Parti İktidarı'nın bu uygulamaları onun söylemleri ve adıyla çelişmesine ne-den olmuştur. Hükümetin sivil toplum alanında yaptığı bir başka kanuni düzenleme 6771 Sayılı Toplantılar ve Gösteri Yürüyüşleri Kanunu'nu çıkarmasıdır. Kanun, siyasi partilerin seçim varmış gibi çok fazla miting yaptığı ve bu mitinglerde konuşanların hükümeti ağır bir şekilde eleştirdiği ve hatta bazı hatiplerin hükümet üyelerine ağır sözler söylediği gerekçeleriyle kabul edilmiştir. Bu kanun ile partilerin miting ve kapalı alan toplantıları seçim zamanı ile sınırlandırılmıştır. Bu nedenle bu uygulama demokrasiye aykırı bir düzenleme olmuştur. Bir parti veya dernek kanunlara aykırı hareket etmediği sürece istediği zaman izin almak koşulu ile miting yapabilmelidir. Hükümetin sivil toplum kuruluşları ile ilişkilerine baktığımızda ise olumlu ve o-lumsuz tutum ve uygulamaların varlığından söz edebiliriz. İktidarın sivil toplum kuru-luşları ile ilişkileri dernekler, sendikalar ve basın teşkilatları ile olmak üzere üç ana bö-lüm halinde ele alınabilir. Derneklerle ilişkilere baktığımızda öğrenci dernekleri ile iliş-kilerin daha yoğun olduğunu söyleyebiliriz. Özellikle TMTF ve MTTB gibi öğrenci dernek federasyonları yönetimleri ile ilişkiler öğrenci dernekleri ile ilişkilerin en önemli bölümünü oluşturur. Bu konuda partilerin bugünde devam eden derneklerin yönetimle-rini elde etme isteği Demokrat Parti İktidarı'nın da faaliyetlerinden birisini oluşmuştur. Muhalif olan yönetimleri değiştirmek için çeşitli çalışmalar yapılmıştır. Bu doğrultuda Demokrat Partili dört milletvekili tarafından öğrenci derneklerine hükümetin verdiği ö-deneği dağıtma ve gençlik sorunlarını çözmek amacıyla kurulmuş olan Gençlik Bürosu' nun TMTF ve MTTB'nin yönetim kurulları seçimlerine müdahale etmesi ve sonrası yaşanan olaylar demokrasi ilkeleri ile bağdaşmamıştır. Ayrıca Türkiye Milli Gençlik Teşkilatı adında bir gençlik derneği varken Türk Milli Birliği'nin kurulması ve böylece geçliği farklı cephelerde örgütleme isteği gençliğin birbiri ile kavgalı hale gelmesine ne-den olmuştur. Tahkikat Komisyonu kararları ile örfi idarelerin kurulması ve öğrencilerin tepkilerinin engellenmesi de demokrasi açısında doğru olmayan uygula-malar olmuştur.
