Residential Location Econometric Choice Modeling With Irregular Zoning: Common Border Spatial Correlation Metric
[Abstract] Residential location choice (RLC) predicts where and how people choose their residential location in the framework of land use–transport interaction models (LUTI). This paper seeks an efficient RLC model in the context of irregular zoning of location alternatives. The main current proposals in the field are discrete choice models. In RLC modeling, the alternatives are spatial units, and spatially correlated logit (SCL) is an efficient approach when the analyst cannot pre-define groups of alternatives that efficiently reflect the systematic substitution patterns among the alternatives. The SCL uses the spatial information on the contiguity of the zones to determine spatial correlation among the alternatives. Urban residential location choice usually uses administrative zoning, which is very irregular in many cities (mainly historic cities); however, SCL is not efficient in this context owing to the limitations of the binary contiguity spatial variable employed as a spatial correlation metric (SCM). This paper proposes an extension of the mixed SCL model, with an SCM based on the proportion of common border length in contiguous zones, which is more efficient in the irregular urban zoning context. The proposed model is applied to an urban case study of LUTI RLC modeling with irregular zoning, based on the administrative divisions of the city of Santander (Spain) and is shown to be empirically more efficient than the previous approaches. ; The authors acknowledge the financial support provided by the Government of Spain under the projects TRA2012-37659 and RTI2018-097924-B-I00 MCIU/AEI/FEDER, UE

The review assesses first and foremost the capability of Mezzadra and Neilson's book to radically tackle some urgent issues concerning both capital's regulation of migratory movements and the subjective autonomy these latter incessantly express. The main original contribution of the text is a conception of the border as an epistemic device through which to address and act upon a variety of social processes, from migration policies to labour transformations, from capital's restructuring to governmental regulations. Subsequently, two crucial topics are critically discussed: 1) the methodological link between epistemology and conflictual subjectivity (its roots in theoperaistatradition, the creative way it is employed inBorder as Method, and some problematic elements it raises); 2) the compelling – but problematic from a practical perspective – way in which the issue of political organisation is situated against the current phase of capitalist development by means of concepts such as translation and the common.

UKRAINIAN BORDER GUARDS INTEROPERABILITY ASSESSMENT IN THE FRAMEWORK OF COMMON EUROPEAN BORDER GUARD STANDARDS IMPLEMENTATION
The paper reports on an innovative approach to evaluate the level of harmonisation of Ukrainian border guards training with the common standards for border guarding in the European Union (EU) member-states. There are different types of borders and different organisational structures in border guard agencies in the EU. The authors present the results of a research aimed at analysing the level of interoperability of Ukrainian border guards. In case of border guards' training, interoperability stands for their level of professional readiness for joint actions with representatives of foreign border guard authorities. For this purpose, the EU border guard agencies under the supervision of the European Border and Coast Guard Agency (Frontex Agency) introduced the Interoperability Assessment Program (IAP), as the means to assess, first of all, the level of integration of the Common Core Curriculum (CCC) for basic border guards' training into border guard authorities' national curricula. The programme's results provide information on the degree to which the CCC meets the requirements regarding its content. The overall CCC implementation at the NASBGSU was 77.5%, namely: by modules (General Studies – 95%; Land Border Module – 75%; Air Border Module – 81%; Sea Border Module – 58,6%); by content (General studies – 96%; Legislation – 73,9%; Practice – 80,8%). The results of the evaluation held at the National Academy of the State Border Guard Service of Ukraine named after Bohdan Khmelnytskyi, involving cadets of the Faculty of Foreign Languages and Humanities showed that Ukrainian border guards and their system of education and training are in line with the EU member-states' common standards and the Ukrainian border guard agency personnel can be effectively used for the various operational and service activities of protecting different border sectors.
