Johanna Pink, who is mainly interested in modern Qur'anic exegesis and translations, attempts to draw a panorama of the different interpretations of the Qur'ān between 2000 and 2016 in her book Muslim Qur'ānic Interpretation: Media, Genealogies and Interpretive Communities. She seeks to provide an outline of different interpretations from many regions of the Muslim world, extending from Indonesia to Egypt, from the United States to Iran, and from Turkey to Saudi Arabia. At first, Pink discusses the increasingly central position and function of Qur'anic exegesis in the contemporary period. The author underlines that exegesis had a more modest place in the hierarchy of classical religious sciences and manages to examine its positioning in the classical period with much clarity. In the second chapter, Pink emphasizes that the context-oriented approach of classical tafsir has undergone a text-centered transformation in line with that of Ibn Taymiyya's approach. Thereafter, the author discusses the impact of this transformation in the contemporary Arab world, especially through various abridgments and editions of Ibn Kathīr's tafsīr.
Many cultural assets unearthed in archaeological excavations, elements that make up the culture of the settled communities such as technology, art, economy and, if any, can be revealed through written sources. However, in the case of nomadic communities, there is a prejudice that temporary shelters made of lightweight materials are "invisible communities" defined by only a small number of material items available for transportation. As a result of these prejudices, the nomadic culture has been tried to be understood either through negative elements in the settlements, written sources written by the settlers, or through ethnoarchaeological research. In the Archeology Department of Atatürk University Social Sciences Institute, under the supervision of Proffesor Dr Mehmet Işıklı, the "Archaeological Evidence of Nomadic Culture in the Southeast Anatolian Region: An Ethnoarchaeological Study" one of the important questions encountered during the studies carried out within the scope of the doctoral thesis titled " to what extent modern nomadic communities will reflect the cultures of the ancient period" has been.
In this article, the question "what is culture" was chosen as the first step to start looking for answers to all these unknowns and questions, within the framework of the great transformations of humanity in the transition to a production economy, the elements that make up the culture were examined, and the elements of culture were discussed through the answers given by different scientists to this question.
ÖZETLÜBNAN'DA TOPLUMSAL YAPININ DEVLET YÖNETİMİNE ETKİSİBu tez Lübnan'da toplumsal yapının devlet yönetimine etkisini konu almaktadır. Lübnan, Ortadoğu'da farklı mezhebik toplulukların bir arada yaşamlarını sürdürdüğü ülkelerden biridir. Bu ülkenin diğer bölge ülkelerinden farkı toplulukların devlet yönetimini kendi mezhebik kimlikleri doğrultusunda paylaşmış olmalarıdır. Bununla birlikte söz konusu toplulukların bu iktidar paylaşımını aralarında yazılı ve yazısız anlaşmalarla gerçekleştirmelerine rağmen belli tarihsel dönemlerde kendi aralarında iktidar mücadelesine girişmişler ve bu yüzden ülke birçok siyasi krizle karşı karşıya kalmıştır. Ancak bu krizlerden topluluklar uzlaşarak çıkmış ve bu uzlaşı süreçleri de farklı krizlere zemin hazırlamıştır. Özellikle ülkedeki nüfusun bir mezhebik grup lehine arttığı belli tarihsel dönemlerde bu durum güç ve iktidar mücadelesinin kaynağı olmuş ve çoğunluğu oluşturan topluluklar azınlıkta olup iktidarı elinde tutan topluluklarla mücadele etmişlerdir. Bu durum da toplum–devlet ilişkilerini tüm tarihsel dönemlerde yoğun bir şekilde etkilemiştir. Çalışmada ülkenin toplumsal yapısının anlaşılabilmesi için ilk olarak ülkeye has kurumsal yapılar ve mezhebik topluluklar tanıtılmıştır. Toplumsal yapının devlet yönetimine etkisi ise Osmanlı Lübnan'ından günümüze kadar geniş bir tarihsel süreç içinde ele alınmaya çalışılmıştır. SUMMARYINFLUENCE OF SOCIAL STRUCTURE ON STATE GOVERNMENT IN LEBANONThis thesis is dwelling on the influence of the social structure on the state government in Lebanon. Lebanon is one of the countries, in which communities from various sects coexist. The difference of this country from the other countries of the region is that, various peoples of the country have been sharing the state government as per their sectarian identities. On the other hand, despite of a power sharing based upon formal, and informal agreements, there occurred power struggles among the said communities, exposing the country to numerous political crises in certain historical periods. However, the said communities walked out these crises with consensus, and such consensus periods paved the way for different crises. Especially throughout certain historical periods, in which a particular sectarian community outweighed the overall population of the country, such a condition set the stage for the power struggle, and the communities comprising the majority fought against the communities holding the power, despite their minority within the overall population. Such a state of affairs overwhelmed the society-state relationships throughout all historical periods. In this study, initially the institutional structures and sectarian communities unique to the country have been described, for a further understanding of the social structure of the country. The influence of the social structure on the state government then has been taken into consideration within a vast historical period, such as from Ottoman Lebanon to modern Lebanon.
When British travelers visited Kurdish regions in the first half of the twentieth century they recorded their memories and opinions on Kurdish society, especially the position of women. This article analyses the text the British travelers produced to understand whether they were written from an orientalist perspective. The freedom of Kurdish women impressed the British travellers and officers, and in particular they differentiated between Kurdish women and other Muslim societies. They admired the high status of Kurdish women in society regardless of class, in both rural and urban communities. That freedom was reflected in their clothing, lack of face coverings and confident treatment of foreigners. Women participated in politics, became leaders of their communities, and educated themselves, leading British travelers to make comparisons between Kurdish and European women. This article challenges the idea that British travelers considered Kurdish women solely from an orientalist perspective. While orientalism determined many of their views on Kurdish society, British views of Kurdish women were informed by comparison with Europeans.
Epidemics have always played an important role in human history and have deeply affected the individual, social and economic lives of states, communities and people. The communities located at the crossing point of civilizations and being on trade transition routes have been more affected by epidemics due to the intensity of interaction. This is probably why Anatolia has always faced epidemics from past to present. One of the time periods when these epidemics are intense is the process from 1820 to the end of the World War I. It is known that the American Board missionary organization was operating in the Ottoman lands during these epidemic times. For this reason, it is seen that the effects of the epidemic were voiced by missionaries, and even became the subject of American Board reports.
This study is about the female missionaries (married or single) who worked on behalf of the American Board organization, who left their country for an ideal, came to the Ottoman lands and lost their lives due to some epidemics. First of all, the subject of the study will be revealed through the information in the documents of the American Board, the articles in the Board's publication called "The Missionary Herald". In the light of the aforementioned documents, the aim of the study is to both reveal the identities of the women missionaries who lost their lives in the Ottoman lands due to some epidemic diseases and also to relate which disease they died from, and thus to make some contributions to the literature.
İlk toplumların oluşmasından günümüze kadar değişen şekillerde hep var olan sosyal güvenlik, 19. yüzyılda toplumların sanayi toplumlarına dönüşmeye başlaması ile birlikte zorunlu bir kavram olarak karşımıza çıkmıştır. Ancak, II. Dünya Savaşı'ndan sonra bir insan hakkı olarak uluslararası ve ulusal belgelerde yer alarak gün geçtikçe önemi daha da belirginleşmiştir. 1970'li yıllarda meydana gelen ekonomik krizlerin sonucu olarak gündeme gelen neo-liberal düşünceler ve küreselleşme olgusunun sosyal güvenlik hakkının uygulanmasında meydana getirdiği değişim ve dönüşümler, ülkemizde de sosyal güvenlik reformu yapılmasını gündeme getirmiştir. Özellikle, 1990'lı yılardan itibaren sosyal güvenlik sisteminin bütçe açığının artması nedeniyle reform tartışmaları yoğunluk kazanmış, 2005 yılından itibaren ise sosyal güvenlik reformuna ilişkin yasal çalışmalara başlanmış, 2008 yılı itibariyle sosyal sigortalara reform ilişkin çalışmalar tamamlanmıştır. Bu çalışma konusunun seçilmesinin nedeni, bir insan hakkı olarak sosyal güvenlik reformu nedeniyle oldukça fazla tartışılmaya başlanan sosyal güvenlik hakkının kavramsal çerçevesi ile gelişimi; bu hakkın uluslararası belgelerde ve mukayeseli hukukta nasıl yer aldığı; son olarak da Türk hukukunda sosyal güvenlik hakkı ve bu hakkın uygulama araçlarını ortaya koyacak bir çalışma yapmaktır. Bu bağlamda, sosyal güvenlik reformunun sosyal güvenlik hakkına etkisi ayrıca tartışılacaktır. Bu çalışma, üç bölümden oluşmakta olup, birinci bölümde, sosyal güvenlik hakkının kavramsal çerçevesi ve gelişimi; ikinci bölümde, uluslararası belgelerde ve mukayeseli hukukta sosyal güvenlik hakkı; üçüncü bölümde ise, sosyal güvenlik hakkının Anayasal temelleri ve uygulama araçları incelenecektir. ; Social security, which we have faced with a compulsory concept when communities were transformed to the industrialized communities at 19 th century, has been existed with the different forms from formation of first communities to today. Besides, its importance got crystallized by taking part in national and international documents as a human right after World War II. Transformation and changes of neo liberal taught, which became on an agenda as a result of economic crises occurred at nineteen seventies, and globalization fact on application of social security right has forced to make social security reform in our country too. Especially from nineteen nineties discussions on reform had increased because increasing budget deficit of social security system. Legal studies related to the social security system had started at 2005 and the studies about social security reform completed at 2008. The reason of choosing this topic is making studies on and to explain; conceptual framework and progress of social security right as a human right which has started to be discussed more because of the social security reform, how is this right take parts in international documents and comparative law, and lately social security right in Turkish Law and its application tools. This study consists of three chapters. In the first chapter, the conceptual framework of social security right and its progress; in the second chapter, social security right in international documents and comparative law; in the third chapter, constitutional bases of social security right and its application tolls are being debated.

Considering the literature, that are collected during the research work, Turkish groups are classified into some regions. Their general situations and problems have been examined with respect to important historical affairs. Then, Turkish foreign policies upon them have been analyzed. This thesis includes seven chapters, excluding the Introduction chapter. The thesis covers all Turkish communities living over the world, by giving special attention to the factors of geographical and political closeness, historical and foreign political relations and by ordering based on importance. Chapter One deals with Turks living in Cyprus Island and Greece. The section devoted for Cyprus Turks contains the periods of: the administration of English colony following the Treaty of Laussanne, the establishment of the Republic of Cyprus and affairs occurred in the Island during the administration of Cyprus state, the 1974 Greek military coup, Turkish military peace actions and division of the Island between two communities as well as affairs occurred in the following years. The Greece - Western Thrace - Turks section includes subsections or periods of: the situation after the Second World War, the division of Cyprus Ireland between Turk and Greek communities, the 1982 Inhanli affairs and the other affairs occurred in the region in recent years. Second Chapter investigates the situations and general problems of Turkish people living in Balkans, that are existing in the borders of Bulgaria, Yugoslavia, Macedonia and Romania. The section of Bulgarian Turks consists of three main ? subsections which are: the period of Ottomans, the period after the Treaty of Neuilly (the administrations of Farmer Party, Fascist, First Socialist and Second Socialist) and the period of democratization after 1989. Additionally, within the context of this chapter, the general conditions of Turks living in Yugoslavia (Kosova), Macedonia and Romania are being presented. IV The following chapter involves Turkish communities that are in Iraq and Syria. The organization of Iraqian Turks section are in the order of: the separation of this district from Turkey and administration of English colony, the establishment of an artificial Iraq state in the region and the situations of Turkish community living in the region during that periods and following years. The section of Syria Turks includes: ' the separation of this district from Turkey after the First World War too and administration of French colony, gaining independence (Syria), the reunification of Turkey and Hatay province as well as affairs occurred in the region after that. Chapter Four examines five Turkish Republics of Middle Asia that, are Azerbaijan, Uzbekistan, Kazakhstan, Turkmenistan and Kyrgystan, were gained independence following to collapse of Soviet Union in 1991. This chapter also investigates various relationships between Turkey and those republics. Turks living in Russian Federation and neighboring regions as autonomous republics or communities are presented in the Fifth Chapter. The other Turkestan Turks that are: living in the Eastern.Turkestan, their homeland invaded by China, and in the Southern Turkestan, Afghanistan, are being covered in Chapter Six. The chapter also states that there has been no any Turkish foreign policy towards those Turks. Finally, Chapter Seven evaluates the work and findings of the research conducted in this thesis and makes suggestions for further research directions.
Bâtinism is one of the remarkable subjects in terms of the meanings it contains. On one side of the medallion, there are those who consider themselves lucky because they rely on intuition, emotion and their chosen charismatic leaders in reaching information. On the other side, we see communities that are demonized and excluded because they challenge the absolutized beliefs of mainstream politico-religious societies and states. There are social, economic, political and religious reasons for their emergence. Undoubtedly, Yezidis are one of the most important esoteric sects that emerged in Islamic societies. While bâtinism is generally associated with Shia in Islamic societies, the identity of Yezidis is based on different foundations. The Yazidis, as they often prefer, have experienced an "ambiguous" process in the historical sense and have survived to the present day.
Paul Brass milliyetçiliği modernizmin bir ürünü olarak görmekle birlikte onu kaçınılmaz ve mecburi sayar. Başka bir ifadeyle her topluluğun millet olduğu veya ilerde millet olacağı sonucunu savunmaz. Bundan olarak, öyleyse, ortaya çıkan bir soruyu çalışmalarında cevaplamaya çalıştığı görülür: milletler neden ve nasıl ortaya çıkmıştır? In other words, it does not advocate that all the communities are nations or they'll be achieve it in thefuture. As so, Brass tries to answer a question which roots from there: why and how did the nations come out? In order to answer this question, he focuses his observations into historical experiences of countries in different continents such as Europe, Africa andAmerica, while he gives detailed information especially on Asia. Brass claims that the nationalization process is managed by elites. The elites transform their societies and groups of people around their own interests while at the same time transforming these groups into ethnic communities and then nations. However, it does not say that the societies that once turned into a nation will no longer turn into a community. In this study, the sub-headings of this distinction (being a nation and an ethnicgroup) will be evaluated and criticized.
Muhafazakârlık; 18. Yüzyıl sonlarında Avrupa'da başlayan ve değişime tepki duyan bir ideoloji olarak ortaya çıkmıştır. Türkiye'deki geçmişi Osmanlı Dönemi'ne dek uzanırken, politik anlamda Demokrat Parti (DP), Anavatan Partisi (ANAP) gibi oluşumlarla yerini sağlamlaştırmıştır. Günümüzde AK Parti de kendini Muhafazakâr Demokrat olarak tanımlayarak tabanında ideolojiye yer açar. Muhafazakârlığın çevreyle bağı sorgulanacak olduğunda birtakım ortak yönler de açığa çıkmaktadır. Muhafaza etme arzusunun başı çektiği bu ortaklıklar arasında bilime ve ilerlemeye duyulan şüphecilik, namevcut kuşaklarla ilgili duyulan kaygı gibi satır aralarının varlığı neticesinde iki felsefe arasında ilişki kurmak zor olmamıştır. 2002 yılında iktidarı eline alan AK Parti de muhafazakâr parti kimliğiyle düşünülüp; seçim beyannameleri, hükümet programları ve ilerleme raporları başta olmak üzere çevre ile ilgili uygulamaları bu ideoloji etrafında değerlendirilmeye alınmıştır. Ayrıca Avrupa Birliği(AB)'ne uyum süreci kapsamında yerine getirilen ve getirilmesi muhtemel çevre politikaları doğrultusunda, bu politikalarının uygulanması, planlanması ve geleceğe dair öngörülen çevresel projeler partinin muhafazakâr demokrat bir kimlikle hareket edip etmemesi yönünde irdelenmiştir. ; Conservatism has emerged as an ideology which elicits the change and has begun in the end of the 18th century in Europe. While its past in Turkey leads back to the Ottoman Era, consolidated its place in political sense with such establishments as Demokrat Parti (DP) and Anavatan Partisi (ANAP). Nowadays, AK Parti recesses the ideology in its base by defining themselves as Conservatist Democrat, too. Some kinds of communities are revealed when it comes to examine the relation of Conservatism to the environment as well. Between these communities that head the desire of conserving, it has not been difficult to interrelate these two thoughts with the presence of the subtexts such as the skepticism towards science and progress, and the anxiety towards the unavailable generations. AK Parti, which acceded in 2002, has been considered with the conservatist party identity, and its practices about the environment, initially the election manifestoes, government programs and progress reports, have been evaluated surrounding this ideology. Besides, with the orientation of the environment policies that may be suggested or have been suggested within the adaptation process to European Union (EU), the planning and implementation of these policies and the environmental projects foreseen for the future are examined regarding whether the party should act with a conservatist democrat identity or not.
This paper argues that by portraying minority concerns primarily as cultural concerns and by discussing minority existence independently of capitalism, neoliberalism, feminism, environmentalism, globalization, and the distinction between the Right and the Left, the dominant discourse on ethno-cultural minorities, namely multiculturalism, may lead to the reduction of minority communities to cultural entities in the collective consciousness of the dominant majority. Such reductionism endangers minority existence by identifying the question of minorities with the question of culture to the point that minorities voicing their noncultural political concerns increasingly appear unintelligible, presumptuous, or even destructive to wider society. Against this background, the paper discusses why and how ethno-cultural minorities may find their collective identity in different, not necessarily ethno-cultural, political formations in the age of neoliberal globalism, such as anti-neoliberal, anti-globalist, cosmopolitan, environmentalist, anti-capitalist, feminist, radical democratic, republican, and anti-imperialist. This discussion is based on Ernesto Laclau's and Chantal Mouffe's understanding of hegemony and social antagonism.
Doktora Tezi ; Yoğun Türk nüfusunun bulunduğu İran coğrafyası Türkoloji çalışmaları bakımından büyük önem arz etmektedir. Özellikle Oğuz grubunun bu coğrafyada uzun zamandan beri varlığını sürdüğü bilinen bir gerçektir. Tüm önemine ve gerçekliğine rağmen İran'daki Türkoloji çalışmaları yakın bir geçmişte başlamıştır. Özellikle Doerfer'in 1970'li yıllarda yaptığı İran araştırma gezileri Türkoloji çalışmalarına yön vermiş ve Türkoloji çalışmaları hız kazanmıştır. Halaçça gibi Türk Dilinin tarihî lehçelerinden birinin İran'ın tam ortasında tespit edilmesinin ardından Türk dili tasnifi yeniden yapılmak zorunda kalmıştır. Bütün bu gelişmeler dikkatleri İran coğrafyasına çekmiştir. İrili ufaklı birçok Türk topluluğunun yaşadığı İran, dikkatlerin üzerine çekilmesinin ardından bize zengin bir malzeme sunmaya başlamıştır. Güney Azerbaycan, Horasan, Türkmen, Kaşkay Türkçesi gibi yüksek konuşur oranına sahip Türk diyalektlerinin yanında, sayıları oldukça az küçük Türk toplulukları da İran'ın hemen hemen yerine serpilmiş durumdadır. Çalışmamızın esasını teşkil eden Sungur Türkçesi de konuşur sayısı oldukça azalmış Türk diyalektlerinden birisidir. Çalışmada Sungur Türkçesinin ses ve şekil bilgisi özellikleri tanımlayıcı gramer (Descriptive Grammar) yöntemiyle incelenmiştir. In spite of its importance and reality, the Turkology studies in Iran started in the near past. In particular, the Iran research trips achieved by Doerfer in 1970s gave direction to Turkology studies, and Turkology studies were accelerated. After one of the Turkish language?s historical dialects like Khalaj was discovered in the just center of Iran, the classification of Turkish language was required to be remade. All of these developments attracted attentions to Iran geography. Iran, where a lot of small and large Turkish communities live, began to provide us a rich material after it drew the focuses. Besides the Turkish dialects such as Southern Azerbaijan, Khorasan, Turkmen, Kashqai Turkish that have a high rate of speakers, some other Turkish communities whose number is quite a few has been spread almost all around Iran. The Sungur Turkish that constitutes the basis of our study is one of the Turkish dialects that has few speakers. In this study, the phonetical and morphological characteristics of Sungur Turkish have been analyzed with descriptive grammer method. The study consists of Introduction, Phonetics, Morphology, Conclusion, Bibliography, Passages and Index chapters.
Soğuk Savaş'ın sona ermesiyle ülkeler arasındaki ilişkilerin boyutu değişmiş ve yeni tür tehditler ortaya çıkmıştır. Bu tehditlerin farklı çözümler gerektirmesi üzerine de sert güç yerine yumuşak güç kullanılmaya başlamıştır.Bu çalışmada Türkiye ve Makedonya arasındaki ilişkilerde Türkiye'nin yumuşak güç faktörlerinin analizi yapılmıştır.Türkiye yumuşak güç potansiyeline de sahip bir ülkedir. Türkiye'nin dış politikasının 2000'li yıllardan itibaren geçirdiği değişim değerlendirilerek bu çerçevede Türk İşbirliği ve Kalkınma İdaresi Başkanlığı (TİKA), Yunus Emre Enstitüsü (YEE), Yurt Dışı Türkler ve Akraba Topluluklar Başkanlığı (YTB) gibi birçok kurumun bölgede yaptığı projelerin Türkiye'nin yumuşak gücüne katkısı araştırılmıştır. ; With the end of the Cold War, the dimensions of relations between countries have changed and new kinds of threats have emerged. When these threats require different solutions, soft power is used instead of hard power. In this study, the relations between Turkey and Macedonia has made the analysis of Turkey's soft power factor. Turkey is also a country with the potential of soft power. Turkey's foreign policy in this context evaluating the changes it has undergone since the 2000s, the Turkish Cooperation and Development Agency (TIKA), Yunus Emre Institute (YEE), Foreign Relatives and Communities Directorate (MDO), as did the region's many institutions, Turkey's projects contribution to soft power.
Belçika, Lijphart'ın teorisyenliğini yaptığı oydaşmacı demokrasinin en güzel örneği olarak gösterilen ülkesi iken, ülkede baş gösteren siyasi sıkıntılar bunun böyle olmadığını ortaya çıkarmıştır. Gerçekte Belçika'da olan yüzyıllardır süren bir mücadelenin ve dilsel özgürlük çabalarının günümüze kadar ulaşan yansımalarından başka bir şey değildir. Belçika, Flamanlar ve Volanlar adı verilen, Flamanca ve Fransızca konuşan iki büyük toplumun federal bir devlette yaşadığı bir ülkedir. Ülke tarihi bu iki dil grubunun birbirleriyle olan demokratik hak talebi mücadeleleri ile şekillenmiştir. Bu mücadeleler dilsel özgürlükler üzerinedir. Mücadeleler o kadar güçlü olmaktadır ki, siyasi hayatına üniter bir devlet olarak başlayan Belçika, 1970 yılında federal devlete dönüşmüştür. Ayrıca dil ile ilgili haklar bağlamında da defalarca anayasal değişiklik yapılmıştır. Bu değişimlerden dolayı bazıları, sistemin konfedere bir yapıya dönüşeceğini hatta bunun iki tarafın bağımsızlığına kadar varabileceğini iddia etmektedirler. Başlangıçta toplumun gerilimli alanlarını aşmak ve topluluklara dilsel özgürlüklerini kazandırmak için uygulanan oydaşmacı model, Belçika'nın üniter devletten federal yapıya dönüşmesine neden olmuştur. Oydaşmacı demokrasinin ülkeyi birlikte tutmaya ne zamana kadar gücü yetecektir bilinmez ama yakın zamanda bir ayrılık beklemek de yanlış olacaktır. Bu bağlamdan çalışmanın konusu oydaşmacı modelin özellikleri ve Belçika'daki uygulamalarının araştırılması, amacı ise Belçika'daki sorunların oydaşmacı demokrasi ile ilintisinin incelenmesidir. ; While Belgium was shown as the best example of Lijphart's model of the consociational democracy, political troubles in the country have revealed that this is not the case. In fact, what is happening in Belgium is nothing more than the reflections of centuries of struggle and linguistic freedom efforts that have reached today. Belgium is a country where Flemings and Walloons -Flemish and French-speaking communities- live in the form of a federal government. The history of the country has been shaped by the struggles of these two language groups against each other for democratic rights. The main focus of these struggles is on linguistic freedoms. The struggles are so strong that Belgium, which began its political life as a unitary state, with the constitutional changes that were made in 1970, was separated into linguistic areas and started to apply the power sharing feature of the consociational democracy model properly. The country became a federal state as a result of the constitutional reform in 1993. Besides, constitutional amendments have been made several times in the context of language rights. Because of these changes, some argue that the system could turn into a confederation, and even reach the independence of the two sides. It is not known how long the consociational democracy, which was initially applied in order to transcend the tensioned areas of society and in order to give linguistic freedom to communities, will manage to hold the country together, however, it would be wrong to expect a separation in the near future. In this context, the subject of the study is to investigate the characteristics of the consociational model and its applications in Belgium. Its aim is to examine the relevance of the problems in Belgium to consociational democracy.

Servperf ve Servqual ölçeklerden faydalanılarak oluşturulan anket ile Erzincan'da yaşayan vatandaşların emniyet hizmetleri üzerinden devlet algısı ölçülmüştür. Emniyet hizmetlerinin devlet algısını olumlu yönde etkilediği yapılan çalışma neticesinde ortaya çıkmıştır. ; The Police Department is one of the most important public institutions of today. Whether this department, which provides safety services, changed the perception of the state in the eyes of the citizens, was aimed to be revealed with this study. Indeed, due to Erzincan as selected example of communities has heterogenous social structure and living with the values of peace and brotherhood , is due to the thought of the answers given on a small scale could be identified with Turkey. The perception of the state was measured through the security services of citizens living in Erzincan with a questionnaire created by using the scales of Servperf and Servqual. It has been revealed as a result of the study that the security services positively affect the perception of the state.
