The article presents the influence of globalisation on identity and the question of individualisation. Globalisation implies multiple processes that are not uniform, as they occur at different times and in different places. Globalisation impacts the youth, families and cultural systems. The processes of globalisation may contribute to the loss of cultural identity. The diverse nature of globalisation has given rise to new identities. Identity is defined as a process of internal and external adjustment. Concurrently, the challenges posed by globalisation are presented, for instance: identity and freedom of individualisation versus community and belonging. The author explores some of the new challenges and trends, presenting them from selected theoretical perspectives.
This article seeks to investigate the birth and evolution of the European Political Community – a pan-European multilateral coordination format that has emerged at the initiative of France and in reaction to the Russian full-scale military aggression in Ukraine. The analysis draws on official speeches, think-tank briefs, and the Author's participatory observation conducted during international expert meetings held in early 2023. It is argued that the EPC is still a "moving target" in the early stage of development, where both its objectives and structure are not yet fully defined. From a Polish perspective, it has so far sent a key strategic message to Russia and can serve as a vehicle to re-engage with the United Kingdom or Turkey. But it should not be used as yet another ENP-style waiting room for candidates seeking EU membership.
The 25th anniversary of the recovery of political sovereignty by Poland as a result of the collapse of communism in Europe passed in 2014. On this occasion, a whole series of studies, analyses, research was carried out which was aimed at seeking answers to the question of how the Polish public evaluates the passing of a quarter-century. The presented text is the result of research which is a part of this anniversary trend, the modern understanding of patriotism in general as well as regional patriotism. The research was conducted by the author in the autumn of 2013. The empirical material was collected through the Internet, which strongly placed the issue of representativeness of the results, however, due to the number of statements it can be the basis to formulate general conclusions about what is contemporary patriotism for the Poles. General conclusions are that patriotism also became practical, that is, the Poles are patriots when this is useful. Yet what other conclusion can be drawn is that the majority of respondents is a component of regional pride of patriotism in general. The exception is Upper Silesia, where local patriotism is next to national patriotism and the opposition it is often the latter. Yet another conclusion to be drawn in the light of the results obtained is that patriotism is changing its face in the martyrdom of patriotism actions and their effects according to the "principle of the deeds you shall know them." ; W 2014 r. minęła 25. rocznica odzyskania suwerenności politycznej przez Polskę w wyniku upadku komunizmu w Europie. Przy tej okazji prowadzono cały szereg badań, analiz, których celem badawczym było poszukiwanie odpowiedzi na pytanie jak społeczeństwo polskie ocenia mijające ćwierćwiecze. Prezentowany tekst, jest efektem badań, które wpisują się w ten rocznicowy nurt, nad współczesnym rozumieniem patriotyzmu w ogóle, jak i patriotyzmu regionalnego. Badania były prowadzone przez autora jesienią 2013 roku. Materiał empiryczny zebrano za pośrednictwem Internetu, co mocno postawiło problem reprezentatywności uzyskanych rezultatów, jednak z uwagi na liczbę wypowiedzi może być podstawą do sformułowania ogólnych wniosków na temat tego czym jest współczesny patriotyzm dla Polaków. Generalne wnioski są takie, że patriotyzm również się zutylitaryzował, to znaczy Polacy są patriotami wówczas, gdy jest to użyteczne. The occurrence of various types of security and public order threats in the city implies the need for quick access to information. This, in turn, impacts both the objectives and means of implementing security policies not only on a macro-scale, but above all on a micro-scale - within municipalities, cities, neighbourhoods or settlements, i.e. in the im-mediate surroundings of residents. The prevention of such public problems as crime and delinquency undoubtedly requires the involvement not only of the state and its bodies but also of society, which is one of the basic premises of the community policing strategy. On the other hand, the introduction of modern solutions to improve the quality of life of res-idents is the basis of concepts such as smart city or resilient city. A tool that combines elements of the concepts mentioned above is the so-called "participatory crime maps," which provide residents not only with statistical data but also with the opportunity to inform each other about the dangers in their neighbourhood, which in turn is supposed to lead to a strengthening of social bonds. Hazard mapping also allows for better identification of existing problems and multi-stakeholder cooperation in combating them. This article attempts to answer the question: "how can a mobile application SafeTy be used to improve safety in the local environment?"
This paper examines empirically a policy question whether or not there is a significant effect of the character of the relationships between the third sector organizations and public administration units for distribution of public resources at the local community level (gmina orcommunes). The key issue concerns the role of NGOs in making the level of community deprivation – measured by multidimensional index of local deprivation (MILD) – a factor in allocating resources to gmina (in the form of various subsidies accrued to it). An evaluation of the relative importance of the two competing criteria, equity andefficiency – which are typically, at least implicitly, involved in distribution of public resources – is conducted using public statistics data from the Bank of Local Data for years 2008 and 2010. Since it is usually assumed that the former remains of focus of the third sector units while the latter seems to remain under responsibility of the administration, one may expect that the type of relations between them will affect the prevalence of one of the two criteria over the others, without. however, knowledge of the circumstances conducive to it. Indeed, the results of empirical analysis reveal a clear pattern of the dependency –public resources obtained by gminas are shown to be on average both 'need-adjusted' and efficient when the relations are positive in character (however, not unconditionally – for instance, it is not true in the case of European Union's funds). And that there is a form of complementarity between the above mentioned principles (equity and efficiency) under a certain pattern of interaction between non-profit organizations and administrative units at the local community – some of the circumstances suitable for such a desired type of effects are discussed in the paper.
The issue of public disclosure of the design is regulated in Article 7 of Council Regulation (EC) no. 6/2002 of 12 December 2001 on Community designs. Pursuant to this provision, a design shall be deemed to have been made available to the public if it has been published following registration or otherwise, or exhibited, used in trade or otherwise disclosed, except cases where these events could not reasonably have become known in the normal course of business to the circles specialized in the sector concerned, operating within the Community. The design is made available to the public in a situation where these events could be known in the course of normal professional activity in an environment specialized in a given sector, operating within the Community. The list of methods of public disclosure contained in Article 7 of Council Regulation (EC) no. 6/2002 is not a closed catalog. Disclosure of the earlier design on the Internet causes difficulties in assessing whether it meets the conditions required for public access, i.e. whether the design could reasonably have become known in the normal course of business to the circles specialized in the sector concerned. Moreover, the disclosure of the design on the Internet generates problems of evidence related to proving the precise date of its disclosure to the public. The article analyzes the jurisprudence of the European Union Intellectual Property Office (EUIPO) and European jurisprudence in recent years. In particular, attention was paid to the issues of evidence necessary to recognize that the Community design was made available on the Internet. The article concerns a topic that is current both among representatives of the doctrine and in jurisprudence (Polish and European). It has theoretical and practical significance, because the issue of evidence submitted by the parties on the fact that an industrial design is made available to the public is very often a problem at the stage of court proceedings. ; Kwestia publicznego ujawnienia wzoru wspólnotowego została uregulowana w art. 7 rozporządzenia Rady (WE) nr 6/2002 z dnia 12 grudnia 2001 r. w sprawie wzorów wspólnotowych. Zgodnie z tym przepisem wzór uznaje się za udostępniony publicznie, jeżeli został opublikowany po zarejestrowaniu, wystawiony, wykorzystany w handlu, lub w inny sposób ujawniony, z wyjątkiem przypadków, gdy wydarzenia te nie mogły stać się dostatecznie znane podczas zwykłego toku prowadzenia spraw środowiskom wyspecjalizowanym w danej branży, działającym we Wspólnocie. Publiczne udostępnienie wzoru następuje w sytuacji, gdy zdarzenia te mogły być znane w toku prowadzenia normalnej działalności zawodowej w środowisku wyspecjalizowanym w danym sektorze, działającym we Wspólnocie. Wyliczenie sposobów publicznego ujawnienia zawarte w art. 7 rozporządzenia Rady (WE) nr 6/2002 nie stanowi katalogu zamkniętego. Ujawnienie wzoru wcześniejszego w Internecie powoduje trudności w ocenie, czy to udostępnienie spełnia przesłanki wymagane dla publicznego udostępnienia wzoru, tzn. czy wzór mógł dotrzeć do wiadomości osób zajmujących się zawodowo dziedziną, której wzór dotyczy. Ponadto ujawnienie wzoru w Internecie generuje problemy dowodowe związane z wykazaniem precyzyjnej daty jego publicznego udostępnienia. W artykule dokonano analizy praktyki orzeczniczej Urzędu Unii Europejskiej ds. Własności Intelektualnej (EUIPO) i orzecznictwa europejskiego z ostatnich lat. Zwrócono uwagę zwłaszcza na kwestie dowodowe konieczne dla uznania udostępnienia wzoru wspólnotowego w Internecie. Artykuł dotyczy tematu, który jest obecnie aktualny zarówno wśród przedstawicieli doktryny, jak i w orzecznictwie (polskim i europejskim). Ma on znaczenie teoretyczne i praktyczne, ponieważ kwestia dowodów zgłaszanych przez strony na okoliczność publicznego udostępnienia wzoru przemysłowego bardzo często stanowi problem na etapie postępowania sądowego.

The paper also stresses the opinions of Polish journalists published in Trybuna Ludu, Życie Warszawy and Rzeczpospolita on the topic of transformations of the uniting West Europe.

The author of the text is analysing the organizational patterns of the Polish higher education using international empirical data gathered in 11 countries of Europe (N = 17 212, projects of academic EUROAC and CAP academical staff research). His main research question reads as follows: in what extent does the theoretical model of the joint authority fit into the reality of Polish universities, examined on above 3700 Polish representatives of the academic staff? The reply is contextual and relative: we are presenting Polish universities in the context of universities functioning in 10 countries of Europe (Austria, Switzerland, Ireland, Netherlands, Germany, Finland, Italy, Norway, Portugal and Great Britain). The emerging from the examinations conflict between the vision of a university seen by academic community (i.e. an institutional model of the "community of researchers", based on academic traditional values) and his vision shared by the community of reformers and political decision-makers (i.e. the instrumental model) has a fundamental meaning for the fate of the reforms of higher education in Poland. ; Tekst analizuje wzorce organizacyjne polskiego szkolnictwa wyższego wykorzystując międzynarodowe dane empiryczne zebrane w 11 krajach Europy (N = 17 212, projekty badania kadry akademickiej EUROAC i CAP). Jego główne pytanie badawcze brzmi: w jakim stopniu teoretyczny model kolegialności pasuje do rzeczywistości polskich uniwersytetów, przebadanej na próbie ponad 3 700 polskich reprezentantów kadry akademickiej? Odpowiedź jest kontekstualna i relatywna: pokazujemy polskie uniwersytety w kontekście uniwersytetów funkcjonujących w 10 krajach zachodniej Europy (Austria, Szwajcaria, Irlandia, Holandia, Niemcy, Finlandia, Włochy, Norwegia, Portugalia i Wielka Brytania). Wyłaniający się z badań konflikt między wizją uniwersytetu podzielaną przez wspólnotę akademicką (czyli instytucjonalistycznym modelem "wspólnoty badaczy", opartym na tradycyjnych wartościach akademickich) a jego wizją podzielaną przez wspólnotę reformatorów i decydentów politycznych (czyli modelem instrumentalnym) ma znaczenie fundamentalne dla losu reform szkolnictwa wyższego w Polsce.
