The article reviews the discussions on duel as a social phenomenon which broke out in the Russian journalism in the late 19th and early 20th century. To a significant extent, it was caused by modification of the duel legislation in 1894 when, in accordance with the Rules of Dispute Settlement among Officers, duels were legalised in the officer community and the Court of the Officer Society was granted a new authority: to review "the affairs of honour" and to appoint a duel in some conflict situations at own discretion. This legislative novelty was perceived by the society in different ways. For instance, M. Dragomirov critisised the discretionary power granted to the Court of the Officer Society and considered the new law as discrediting of personal honour which was now set against corporate views on rules and standards of settlement of personal conflicts. P. Levitov and V. V. Nabokov drew attention of the society to duels between the deputies of the State Duma which had become more frequent. A number of authors (B. Adamovich, V. Korolenko, A. Kireev, S. Nedrazhov, etc., maintaining their positions, referred to tragic fates and the last duels of Pushkin and Lermontov which had led to their deaths. The conclusions the publicists drew were absolutely opposite to each other. In the works by theologist and church historian A. Bronzov, duels were considered in the context of the principles of Christian ethics. One of examples of a direct discussion was a work by an anonymous company officer written in response to the article by A. Kireev. This "dialogue" pointed at social injustice contained in the new duel decree as well as at diversity of different points of view at the same phenomenon. The author of the article notes and analyses metaphorical expressions, major plot lines and rhetorical figures which were common for the reviewed discussion. It is noted in the conclusion that this discussion on duels not only clearly emphasised the questions of moral legitimacy of a duel and social status of its participants but also reflected the social tension and cultural barriers common during the late period of the Russian Empire. ; В статье рассматриваются дискуссии о дуэли как социальном феномене, которые разгорелись в российской публицистике конца XIX – начала XX вв. В значительной степени они были инициированы изменением дуэльного законодательства в 1894 г., когда в соответствии с «Правилами о разбирательстве ссор, случающихся в офицерской среде» произошла легализация поединков в офицерском сообществе, а Суд общества офицеров был наделён новой функцией – рассматривать «дела чести» и по своему усмотрению назначать дуэль в тех или иных конфликтных ситуациях. Данное законодательное нововведение по-разному было воспринято обществом. Так, М. Драгомиров критиковал излишне широкие полномочия, которые были предоставлены Суду общества офицеров, и видел в новом законе дискредитацию личной чести, которая теперь противопоставлялась корпоративным представлениям о правилах и нормах разрешения личных конфликтов. П. Левитов и В. В. Набоков обращали внимание общественности на участившиеся поединки среди депутатов Государственной Думы. Ряд авторов (Б. Адамович, В. Короленко, А. Киреев, С. Недражов и др.), отстаивая свои позиции, обращался к трагическим судьбам и последним дуэлям Пушкина и Лермонтова, приведшим к их гибели. При этом выводы, к которым приходили публицисты, были совершенно противоположными. В работах богослова и церковного историка А. Бронзова дуэль рассматривалась с точки зрения принципов христианской морали. Примером прямой дискуссии оказалась работа анонимного обер-офицера, написанная в ответ на статью А. Киреева. Этот «обмен мнениями» обозначил социальную несправедливость, заложенную в новое дуэльное постановление, разнообразие несхожих точек зрения на одно и то же явление, и также непримиримость, с которой велись дискуссии о дуэли. Автор статьи выделяет и анализирует метафорические выражения, основные сюжетные линии и риторические приёмы, которые были характерны для рассматриваемых дискуссий. В заключении отмечено, что данные дискуссии о поединке не только чётко обозначили вопросы о моральной правомочности дуэли и социальном статусе его участников, но также отразили социальное напряжение и обозначили культурные барьеры, характерные для поздней Российской империи. ; У статті розглядаються дискусії про дуель як соціальний феномен, які спостерігалися у російській публіцистиці кінця XIX – початку XX ст. Прикладом прямої дискусії виявилася робота анонімного обер-офіцера, яка була написана у відповідь на статтю О. Кіреєва. Цей «обмін думками» зафіксував соціальну несправедливість, яку було закладено в нову дуельну постанову, розмаїття несхожих точок зору щодо одного явища, а також непримиренність, з якого дискутували про дуель. Автор статті виокремлює та аналізує метафоричні вирази, основні сюжетні лінії та риторичні засоби, які були характерні для розглянутої дискусії. У висновку відзначено, що ці дискусії про поєдинок не лише чітко визначили питання про моральну правомірність дуелі та соціальний статус його учасників, але також відобразили соціальну напругу та визначили бар'єри, характерні для пізньої Російської імперії.
Introduction. Successful upgrade of the secondary professionaleducation (SPE) has a key value for innovative development of domestic economy. First of all, the solution of a task of creation of high-technology workplaces and development of labour productivity has a key role. However, the process of reforming of SPE, which dragged on for many years, is followed by the internal and external contradictions which are slowing down an inflow of necessary skilled personnel on the labor market. The aim of the present article consists in drawing attention to the collected problems and contradictions in the system of SPE which are in many respects caused by inconsistency in rule-making and legislative activity of the Ministry of Education and Science of the Russian Federation, special-purpose committees of the State Duma of Federal Assembly of the Russian Federation in education. Methods. The research is based on the analysis of normative and program documents in the field of SPE, realization of competence-based approach in practice of activity of establishments of professional education. Results and scientific novelty consist in identification and designation of the obvious and hidden antinomy existing in the SPE system now. The reasons for the late reaction of system of training of personnel to the transformations happening in economy are disclosed: discrepancy of training programs to requirements of employers; unsatisfactory quality of training of graduates; fall of prestige of working professions and specialties among youth; the broken ratio in a life-long education chain «a worker – a technician – an engineer»; reduction of the staff of masters of professional training; disinterest of employers in the joint SPE problem resolution (in cooperation with pedagogical community); excessively fractional specialization of professions of workers in available occupational classifications, etc. The designated problems enable to begin a search of ways of their decision and options of the valid upgrade of the SPE system answering to the requirements of economy. The inefficiency of the concept of one-leveled SPE and its non-competitiveness against the background of development of an applied bachelor degree at the higher school is shown. It is offered to differentiate programs of basic level for training of skilled workers and the program of the increased level for training of specialists of an average link (technicians, technologists) on the basis of basic level for forming of a single system of continuous professional training and effective functioning of regional systems of professional education. Such system will help to eliminate disproportions in a triad «a worker – a technician – an engineer», and will increase the quality of professional education. Furthermore, it is indicated the need of polyprofessional education wherein the integrated educational structures differing in degree of formation of split-level educational institutions on the basis of network interaction, convergence and integration are required. According to the author, in the regions it is necessary to develop two types of organizations and SPE organizations: territorial multi-profile colleges with flexible variable programs and the organizations realizing educational programs of applied qualifications in specific industries (metallurgical, chemical, construction, etc.) according to the specifics of economy of territorial subjects. Practical significance. The results of the research can be useful to specialists of management of education, heads and pedagogical staff of SPE institutions, and also representatives of regional administrations and employers while organizing the multilevel network system of training of skilled workers and experts of middle ranking. ; Введение. Успешная модернизация среднего профессионального образования (СПО) имеет ключевое значение для инновационного развития отечественной экономики – прежде всего, для решения задачи создания высокотехнологичных рабочих мест и повышения производительности труда. Однако процесс реформирования СПО, затянувшийся на много лет, сопровождается внутренними и внешними противоречиями, тормозящими приток необходимых квалифицированных рабочих кадров на рынок труда. Цель статьи состоит в привлечении внимания к накопившимся проблемам в системе СПО, которые во многом обусловлены несогласованностью нормотворческой и законодательной деятельности Министерства образования и науки РФ, профильных комитетов Государственной Думы и Федерального Собрания РФ.Методология. Исследование, изложенное в публикации, основано на комплексном анализе нормативных и программных документов в области среднего профессионального образования и анализе реализации компетентностного подхода в практике учреждений профессионального образования.Результаты и научная новизна исследования заключаются в выявлении и обозначении явных и скрытых антиномий, существующих в системе СПО в настоящее время. Показаны причины запаздывающей реакции системы подготовки рабочих кадров на происходящие в экономике преобразования: несоответствие учебных программ требованиям работодателей, неудовлетворительное качество подготовки выпускников, падение престижа рабочих профессий и специальностей среди молодежи, нарушенное соотношение в цепочке непрерывного образования «рабочий – техник – инженер», сокращение штата мастеров профессионального обучения, незаинтересованность работодателей в совместном с пеагогическим сообществом решении проблем СПО, чрезмерно дробная специализация профессий рабочих в имеющихся классификаторах и др. Обозначенные проблемы задают вектор поиска путей их решения и вариантов действительной модернизации системы СПО, отвечающей потребностям экономики. Показана несостоятельность концепции одноуровневого СПО и ее неконкурентоспособность на фоне развития прикладного бакалавриата в высшей школе. Для формирования единой системы непрерывного профессионального обучения и эффективного функционирования региональных систем профессионального образования предлагается дифференцировать программы базового уровня для обучения квалифицированных рабочих и программы повышенного уровня для подготовки специалистов среднего звена (техников, технологов) на основе базового уровня. Такая система поможет устранить диспропорции в триаде «рабочий – техник – инженер» и повысит качество профессионального образования. Кроме того, указывается на необходимость полипрофессионального образования, для которого требуются укрупненные образовательные структуры, различающиеся степенью объединения разноуровневых учебных заведений на основе сетевого взаимодействия, конвергенции и интеграции. По мнению автора, в регионах следует развивать два типа учреждений и организаций СПО: территориальные многопрофильные колледжи с гибкими вариативными программами и учреждения, реализующие образовательные программы прикладных квалификаций в конкретных отраслях (металлургической, химической, строительной и т. д.) в соответствии со спецификой экономики территориальных субъектов. Практическая значимость. Результаты исследования могут быть полезны специалистам управления образованием, руководителям и педагогическим коллективам учреждений СПО, а также представителям региональных администраций и работодателям при организации многоуровневой сетевой системы подготовки квалифицированных рабочих и специалистов среднего звена.

For the passed half a century active development of biotechnologies changed the relation of the person to natural resources, in particular to flora and fauna. The modern methods of molecular biology made 'simulated evolutionary jump', having pushed aside traditional methods of selection and natural selection on a background. Nevertheless, so precipitant distribution of the alive changed organisms (ACO) within the planet as uniform ecosystem, forced the international community to develop the uniform mechanism of legal regulation in the new sphere of economic activity.Difficult legal and biological nature of genetically modified organism have been served as a ground for their regulation as an object not alone international public law, but civil law of Ukraine. Definition and status of genetically modified organisms were defined in a number of the international protocols. Ratification by Ukraine the Cartagena Protocol on Biosafety will entitle the implementation of the civil liability for damage caused to biological diversity in the civil law. Analyzing realization of international protocols in a domestic law of the Ukraine, tacking in account existential risks, researches in area of genetically modified organisms, let in risks for human health, it is noted that that activity in a production, processing, treatment, transfer, use, storage, transboundary transfer of genetically modified organisms and their parts belong to the ultra-hazardous source. In the article are noticed the measures of reacting and civil liability of persons, who operate with them.As the Cartagena Protocol is applied to transboundary transfer, transit, processing and use of all ACO/GMO, capable to make an adverse effect on preservation and steady use of biological diversity, also taking into account the risk for health of the person (Art. 4), a subject of liability by the rules of Art. 1187 of Civil Code of Ukraine is the owner of object with which activity creates the ultra-hazardous. This statement concerns also the subjects utilizing GMO in Ukraine.For the solution of a question of involvement of this or that person to liability on the Art. 1187 of Civil Code of Ukraine it is necessary to define two main signs: legal and material (actual). The legal sign means that the owner only that person who owns object with which activity creates the ultra-hazardous, on the corresponding legal ground: an ownership right, other proprietary interest, the lease contract (including – a longtime consession of land), contract of agency, contract of work and labour, etc. The material sign of the owner of the ultra-hazardous source means that the person has to carry out actual possession (operation, use, storage, maintenance) of the dangerous objects.It is remarkable that activity with ACO/GMO is not especially a prerogative of the state; the natural or legal entity which is carrying out such activity is under its jurisdiction (the Art. 3.d. of the Cartagena Protocol). There is open a question in the Ukrainian legislation on insurance of civil liability of these persons. This mechanism of compensation is worked already out by the largest corporations which are carrying out activity in this sphere. However, in case of insufficiency of insurance payment (insurance compensation) for a full recovery of the harm done to them, the legal or natural person is obliged to pay to party injured a difference between the actual extent of harm and insurance payment (insurance compensation) (Art. 1194 of Civil Code of Ukraine), however, if do not prove that harm was done owing to force majeure (item 5 of Art. 1187 of Civil Code of Ukraine).In view of the Universal Declaration on Human Rights, the Vienna Convention on the Right of International Treaties, the Convention on Biological Diversity, the Cartagena Protocol on Biosafety, Nagoya-Kyala- Lumpur Supplementary protocol on liability and redress to Cartagena Protocol on Biosafety, the Constitution of Ukraine, the Law of Ukraine 'About Сonsumer Protection', and also scientific information on existential risks and researches in the field of ACO/GMO and the fact that activities for production, processing, processing, transfer, use, storage, transboundary transfer of ACO/GMO and their parts / components belonging to activity, connected with the objects of the ultra-hazardous the author considers that this activity demands the special status and has to be regulated, including also the Law of Ukraine 'About the Ultra-hazardous Objects'. ; Статья посвящена проблеме гражданско-правовой ответственности за наненесение ущерба биологическому разнообразию.Анализируя имплементацию международных протоколов во внутригосударственное право Украины, принимая во внимание экзистенциальные риски, исследования в области генетически модифицированных организмов, в том числе риски для здоровья человека, отмечается, что деятельность по производству, переработке, обработке, передаче, использованию, хранению, трансграничному перемещению генетически модифицированных организмов и их частей/компонентов относится к источникам повышенной опасности. В статье обозначены меры реагирования и гражданско-правовая ответственность лиц, осуществляющих данную деятельность. ; Складна правова і біологічна природа генетично модифікованих організмів стала підставою для регулювання їх в якості об'єктів не лише міжнародного публічного права, а й цивільного права України. Визначення й статус генетично модифікованих організмів закріплені низкою міжнародних протоколів. Ратифікація Україною Картагенського протоколу з біобезпеки стане підставою того, що в цивільне право буде введена цивільно-правова відповідальність за завдання шкоди біологічному розмаїттю. Аналізуючи імплементацію міжнародних протоколів у внутрішньодержавне право України, беручи до уваги екзистенціальні ризики, дослідження в галузі генетично модифікованих організмів, в тому числі ризики для здоров'я людини, зазначається, що діяльність з виробництва, перероблення, оброблення, передачі, використання, зберігання генетично модифікованих організмів та їх часток/компонентів належить до джерел підвищеної небезпеки. У статті визначені заходи реагування та цивільно-правова відповідальність осіб, які здійснюють цю діяльність.
Factoring is a fairly new way for Russia to finance the accounts payable and receivable of business structures by specialized companies or credit institutions and their divisions (Factors) against the assignment of claims against one of the parties (buyer or seller) of a sale and purchase transaction of products or property to a third party (Factor) is currently developing at a high pace. On average, according to sample data for 2011 -2019 the annual growth rate of the volumes of financing of accounts payable and receivable of companies in Russia due to factoring operations increased by 20%, which in absolute terms amounted to 303.3 billion rubles, and reached by 2019 - 3.5 trillion rubles.However, there is still no established definition of this economic category in the Civil Code of the Russian Federation. In the scientific and educational foreign and domestic literature there are somewhat contradictory interpretations of the classifications of the types of factoring, there is no legislatively established system of statistical indicators characterizing this segment of the financial intermediation services market. The lack of a developed regulatory framework for regulating relations in this market segment slows down its development, necessitates improving both Russian legislation and methodological support for a comprehensive statistical analysis of the state and development of this market segment. In this regard, the purpose of this study is to develop a methodology for a comprehensive statistical analysis of the market segment of financial intermediation services, to determine the prevailing sectoral, territorial and types of proportions related to the scale of business of the parties to the factoring agreement in this market segment using the statistical methodology for analyzing the series of dynamics and attributive groupings of the main indicators characterizing the state and development of the Russian factoring market. Based on the theoretical analysis, the author's interpretation of the content of the economic category "factoring" is given, a system of indicators is proposed that characterizes factoring as a type of financial intermediation services (object of research), based on the development of the Association of factoring companies, Rosstat, expert agencies (for example, "Expert RA"); the features of the formation of statistical groupings (series: attributive, variation, dynamics) for various purposes of analyzing the market of factoring services are revealed, the author's method of complex statistical analysis of any segment of the financial intermediation services market, which is the subject of research, is presented. The results of approbation of the methodology for a comprehensive statistical analysis of the Russian factoring market based on sample data for 2011 – 2019 are presented, conclusions are drawn about the dynamics of the main indicators of the factoring market development, structural shifts and changes in proportions in this market segment, a forecast of expected changes in the Russian factoring market for 2021 is made, incl. and influenced by the Covid-19 pandemic.The results of this study are aimed at developing a methodology for a comprehensive statistical analysis of factoring as a segment of the financial intermediation services market, including for the purposes of international comparisons of indicators of the state and development of the Factors and their clients.They can be useful to the professional community of factoring companies (Factors), business structures - consumers of factoring services, and also be used in educational activities in the preparation of financial specialists in economic universities of the country. ; Факторинг достаточно новый для России способ финансирования специализированными компаниями или кредитными учреждениями и их подразделениями (Факторами) кредиторской и дебиторской задолженностей бизнес-структур под уступку ими прав требований к одной из сторон (покупатель или продавец) сделки «купли-продажи» продукции или имущества третьей стороне (Фактору) развивается в настоящее время высокими темпами. В среднем по выборочным данным за 2011–2019 гг. ежегодный темп прироста объемов финансирования кредиторских и дебиторских задолженностей компаний в России за счет факторинговых операций возрастал на 20%, что в абсолютном выражении составляло 303,3млрд руб., и достиг к 2019 году 3,5 трлн руб.Однако, до сих пор в Гражданском кодексе РФ нет сложившегося определения данной экономической категории. В научной и учебной иностранной и отечественной литературе есть несколько противоречивые толкования классификаций видов факторинга, нет законодательно установленной системы статистических показателей, характеризующей данный сегмент рынка услуг финансового посредничества. Отсутствие развитой нормативно-правовой базы регулирования отношений на данном сегменте рынка тормозит его развитие, вызывает необходимость совершенствования и российского законодательства, и методологического обеспечения комплексного статистического анализа состояния и развития данного сегмента рынка.В связи с этим целью настоящего исследования является разработка методики комплексного статистического анализа сегмента рынка услуг финансового посредничества, определение сложившихся видовых, отраслевых, территориальных, связанных с масштабом бизнеса участников договора факторинга пропорций на данном сегменте рынка с помощью статистической методологии анализа рядов динамики и атрибутивных группировок основных показателей, характеризующих состояние и развитие российского рынка факторинга. На основании проведенного теоретического анализа дана авторская трактовка содержания экономической категории «факторинг», предложена система показателей, характеризующих факторинг как вид услуг финансового посредничества (объект исследования), опирающаяся на разработки Ассоциации факторинговых компаний, Росстата, экспертных агентств (например, «Эксперт РА»); выявлены особенности формирования статистических группировок (рядов: атрибутивных, вариационных, динамики) для различных целей анализа рынка услуг факторинга, представлена авторская методика комплексного статистического анализа любого сегмента рынка услуг финансового посредничества, составляющая предмет исследования. Приведены результаты апробации методики комплексного статистического анализа российского рынка факторинга по выборочным данным за 2011–2019 гг., сделаны выводы о динамике основных показателей развития рынка факторинга, о структурных сдвигах и изменениях пропорций на данном сегменте рынка, построен прогноз ожидаемых изменений на рынке факторинга России на 2021 год, в т.ч. и под влиянием пандемии Covid-19. Результаты данного исследования направлены на разработку методологии комплексного статистического анализа факторинга как сегмента рынка услуг финансового посредничества, в т. ч. и для целей международных сопоставлений показателей состояния и развития деятельности Факторов и их клиентов.Они могут быть полезны профессиональному сообществу факторинговых компаний (Факторов), бизнес-структурам – потребителям услуг факторинга, а также использоваться в образовательной деятельности при подготовке специалистов финансового профиля в экономических вузах страны.
Introduction. Sociological studies of the social portrait of students are an urgent problem of science, which has recently acquired special significance in Russian conditions. This is due to those circumstances, which, on the one hand, follow from the special characteristics of students as a specific social group, for which the problems of successful socialization are especially relevant, and on the other, they are dictated by the significant dependence of students on those factors that are formed in the political, economic and the legal space of different regions. In conditions of social transformations and turbulence, almost always young students find themselves in a more difficult situation than older generations. In particular, a number of problems arise on the basis of the divergences and nuances of the social perception of reality, which are formed among students who, to varying degrees, are adapted to the local conditions of the university.Methodology and sources. The theoretical foundation of the study is the concept of youth as a cultural group, the methodology of sociological research of risk and social uncertainty, the works of foreign and national researchers of student youth, which reflect various aspects of students' social life, in particular, the results of a study of the effects of social factors in the information space, new phenomena of youth subcultures, etc., which involve the development of new strategies for a sociological study of the social portrait of young students.Results and discussion. Particular problems of students' socialization arise in those regions of the country where new legal and political realities are forming. Compared with other social groups, in such social spaces, it is more difficult for young people to integrate and join in a new reality, because the usual mechanisms of socialization, formed earlier, are not actual now, and how to achieve full potential in the new social space is not yet clear to everyone. In particular, such contradictions are clearly visible in the Crimean realities, in the university community of Sevastopol. The purpose of the sociological research conducted by the Centre for Sociological Research of Sevastopol State University was to study the characteristics of the social portrait of student youth in Sevastopol, including those representing various groups of students according the period of their residence on the peninsula. For this purpose, two groups of young people were distinguished in the analysis, differing by the period of their residence in Sevastopol: an "indigenous" one – those who live in Sevastopol from birth or moved here at an early age, and a "new" one – those who moved to Sevastopol after 2014. The results of the study made it possible to determine the strategic life goals of university students, which can be described as ambitious: starting a business, acquiring a car and housing, providing material wealth, pursuing career success and self-realization.Conclusion. Most of the "indigenous" youth and "new" residents of the southern capital of Russia have shown their attitude to Sevastopol as a city that they want to develop together. This fact was assessed as a phenomenon of social gratitude: the young generation, who found in Sevastopol the opportunity to live peacefully and fulfill itself, binds itself to the city, but wants to make it better. The study also confirms the relevance of highlighting among students social and demographic groups that differ in the perception of social reality, due to the time spent in this social environment. In particular, this is noted in a higher degree of readiness of "old-timers" for practical participation in changes in social reality – participation in public life, volunteering, etc. ; Введение. Социологические исследования социального портрета студенчества – актуальная проблема науки, приобретающая в последнее время особое значение для российских условий. Обусловлено это теми обстоятельствами, которые, с одной стороны, вытекают из особых характеристик студенчества как специфической социальной группы, для которой особенно актуальны проблемы успешной социализации, а с другой, продиктованы существенной зависимостью студенческой молодежи от факторов, которые формируются в политическом, экономическом и правовом пространстве различных регионов. В условиях социальных трансформаций и турбулентности практически всегда студенческая молодежь оказывается в более сложной ситуации, чем старшие поколения. В частности, целый ряд проблем возникает вследствие расхождений и нюансов социального восприятия действительности, которые складываются у студентов, в различной степени адаптированных к местным условиям нахождения вуза.Методология и источники. Теоретический фундамент исследования составляют концепция молодежи как культурной группы, методология социологического исследования риска и социальной неопределенности, работы зарубежных и отечественных исследователей студенческой молодежи, в которых отражены различные аспекты социальной жизни студентов, в частности, итоги изучения влияния социальных факторов информационного пространства, новых феноменов молодежных субкультур и пр., что предполагает разработку новых стратегий социологического исследования социального портрета студенческой молодежи.Результаты и обсуждение. Особые проблемы социализации студентов возникают в тех регионах страны, где складываются новые правовые и политические реалии. В сравнении с другими социальными группами в таких социальных пространствах молодым людям сложнее интегрироваться, включиться в новую действительность, так как привычные механизмы социализации, сформированные ранее, уже не работают, а как реализовать себя в новом социальном пространстве, не всем еще понятно. В частности, такие противоречия отчетливо видны в крымских реалиях, в университетской среде г. Севастополя. Цель социологического исследования, проведенного Центром социологических исследований СевГУ, состояла в изучении характеристик социального портрета студенческой молодежи Севастополя, в том числе по времени пребывания на полуострове различных групп студенчества. Для этого в рамках анализа выделены две группы молодежи, отличающиеся по периоду проживания в Севастополе: «коренная» – те, кто живет в Севастополе с рождения или переехал сюда в раннем возрасте, и «новая» – те, кто переехал в Севастополь после 2014 г. Результаты исследования позволили определить стратегические жизненные цели студенческой молодежи вуза, которые можно охарактеризовать как амбициозные: открытие собственного дела, приобретение автомобиля и жилья, обеспечение материального достатка, достижение карьерных успехов и самореализации.Заключение. Большинство «коренной» молодежи и «новые» жители южной столицы России продемонстрировали отношение к Севастополю как к городу, который хочется вместе развивать. Данный факт был оценен как феномен социальной благодарности: молодое поколение, нашедшее в Севастополе возможность мирно жить и самореализовываться, связывает себя с городом, желая сделать его лучше. Проведенное исследование также подтверждает актуальность выделения среди студентов социально-демографических групп, отличающихся особенностями восприятия социальной реальности, обусловленными временем пребывания в данной социальной среде. В частности, это отмечается в более высокой степени готовности «старожилов» к практическому участию в изменениях социальной действительности – участию в общественной жизни, волонтерстве и пр.

Exactly in such critical moments of history, in the conditions of transitivity of society the new types of leaders (leader as a destroyer, leader as collector, leader as creator), acting as subjects of vertical line of power, base configurators of worthy answer to the next historical call, are highly sought.Attention to the phenomenon of leader as creator is paid, foremost because carrier of human factor of history in transitional periods is not only the active representative of vertical line of power, but a «face of history» a multiskilled passionar personality, possessing the special biopsychological capabilities. In the article the phenomenon of leader creator is examined from positions of philosophical and scientific knowledge through the prism of sociallyphilosophical analysis. A leader is investigated as personality with the steady system of certain capabilities (sociallymeaningful qualities) that is formed in the process of historical public relations and characterizes a certain type of society. Essence of leader creator comes to light through the analysis of his typical biopsychophisiological properties at fundamental level (individual), subject personality level (personalities), on ideally spiritual level (individuality). His base attributes come to light through the analysis of essential forces of subject of power, such as an intellect, feelings and will that reflect the certain degree of social maturity of individual, his professionalism.The special place in research is given to leader's intellect, as relative structure of mental abilities allowing him to think strategically and accept effective decisions. Leader 's intellect as subject of power declares about itself through will, and will as a base attribute of subject of power is shown in three components is «will to power», «will to truth» and «will to spiritual perfection». Priority of base personal attributes of leadercreator («will to truth» and «will to spiritual perfection») is grounded on the second and third stages of transition of Ukrainian society, that allow to the subject of power in modern transition realities to provide the pureness of current veritable knowledge and objectively estimate moral character of the imperious activity.
During the 20th and 21st centuries, the Belarusian linguistic terminography developed in close connection with other branches of terminography under the direct influence of specific social and political circumstances. During this period, local linguists compiled more than 70 different dictionaries of linguistic terms: stand-alone and incorporation dictionaries, general and aspectual dictionaries, selection dictionaries and usage dictionaries, translation dictionaries, explanatory and explanatory-translation dictionaries, alphabetical and alphanumeric dictionaries, etc. Certain issues of the development of Belarusian terminography are summarized in the studies of L. Antanyuk, G. Gvazdovich, M. Gulitski, A. Zhurauski, A. Padluzhny, M. Sudnik, T. Tamashevich, L. Shakun and others (mainly in the context of studies of the history of Belarusian linguistics and terminology). The publications of A. Adamovich and A. Kaurus, A. Krivitsky, P. Martinouski, R. Ageeva and others are devoted to the surveying of criticism of dictionaries of linguistic terms. The structure of the most authoritative dictionaries and their content were investigated in detail by V. Shcherbin who explored various aspects of the history of terminography. However, until our time, the whole field of the formation of linguistic termography in the Belarusian linguistics has not been systematized, nor are there any conceptual studies available on the methodology of terminographic practice. The purpose of this study is to analyze the state of the modern Belarusian translation terminography (transterminography) and identify the main trends in the methodology of terminographic practice. Research objectives: to identify which types of dictionaries prevail in the Belarusian translation terminography; characterize the types of microstructure of the translation linguistic dictionaries; determine what challenges the modern Belarusian transterminography is facing. The research material was the Belarusian stand-alone dictionaries and incorporation dictionaries in which linguistic terms are translated from Russian into Belarusian, from Belarusian into Russian, and multilingual dictionaries of linguistic terms in which Russian and Belarusian are input or output languages. Research methods – a descriptive method of synchronous analysis with elements of diachronic method, a comparative method and some individual techniques of component analysis. The study confirms a number of conclusions. Bilingual dictionaries prevail in the modern linguistic transterminography. Among the stand-alone dictionaries, a major part falls within Russian-Belarusian editions. Among incorporation dictionaries, the Belarusian-Russian dictionaries of usage are most numerous (largely due to a significant number of mikrodictionaries found in Belarusian language school textbooks). The typology of multilingual linguistic dictionaries seems redundant because most publications are unique in their structural and substantive features. So, in different layouts, the Belarusian, Russian, Polish, and Chinese languages are available as stand-alone dictionaries, and the Belarusian, Russian, English, German, French, Spanish, Polish and Chinese languages are corporation dictionaries. The microstructure of the major part of translation dictionaries is elementary and is formed by the nomination zone and the equivalent zone. In some cases, the area of grammatical information (a fragment of the inflection chain and an indication of the grammatical-semantic class of words) is also included in the dictionary entry. Further development of the Belarusian transterminography (first of all, the Belarusian-Russian and Russian-Belarusian) needs some adjustment on the part of the scientific community. The number of translation dictionaries has already reached that "critical volume" at which quantitative indicators must be balanced by qualitative ones. This means that based on compiled dictionaries a thorough metatheory of terminographic activity should be developed that would affect both the technical and linguistic aspects of creating special dictionaries. In our opinion, one of the possible implementations of such a theory and a process step towards overcoming the crisis in linguistic transterminography could be the creation of consolidated translation dictionaries of terms that would, within the framework of one scientific paradigm, summarize the experience accumulated over a century of systematization, codification and translation. ; На працягу ХХ–ХХІ стст. беларуская лінгвістычная тэрмінаграфія развівалася ў цеснай сувязі з іншымі галінамі тэрмінаграфіі пад непасрэдным уплывам канкрэтных сацыяльна-палітычных абставін. Мэта гэтага даследавання – прааналізаваць стан сучаснай беларускай перакладной тэрмінаграфіі (транстэрмінаграфіі) і выявіць асноўныя трэнды ў метадалогіі тэрмінаграфічнай дзейнасці. Задачы даследавання: выявіць, якія тыпы слоўнікаў пераважаюць у беларускай перакладной тэрмінаграфіі; ахарактарызаваць тыпы мікраструктуры перакладных лінгвістычных слоўнікаў; вызначыць задачы, якія стаяць перад сучаснай беларускай транстэрмінаграфіяй. Матэрыялам для даследавання паслужылі беларускія аўтаномныя і інкарпараваныя слоўнікі, у якіх лінгвістычныя тэрміны перакладаюцца з рускай мовы на беларускую, з беларускай мовы на рускую, а таксама шматмоўныя слоўнікі лінгвістычных тэрмінаў, у якіх уваходнай або выходнымі мовамі з'яўляюцца руская і беларуская. Тыпалогія шматмоўных лінгвістычных слоўнікаў уяўляецца збыткоўнай, паколькі многія выданні па сваіх структурна-зместавых асаблівасцях з'яўляюцца ўнікальнымі. Так, у рознай кампаноўцы ў аўтаномных слоўніках прадстаўлены беларуская, руская, польская, кітайская мовы, а ў інкарпараваных – беларуская, руская, англійская, нямецкая, французская, іспанская, польская і кітайская мовы. Мікраструктура пераважнай большасці перакладных слоўнікаў элементарная і фарміруецца зонай намінацыі і зонай эквівалентаў. У асобных выпадках у слоўнікавы артыкул уключаецца таксама зона граматычнай інфармацыі (фрагмент парадыгмы словазмянення і ўказанне на граматычна-семантычны клас слоў). Далейшае развіццё беларускай транстэрмінаграфіі (у першую чаргу, беларуска-рускай і руска-беларускай) мае патрэбу ў пэўнай карэкціроўцы з боку навуковай супольнасці. Колькасць перакладных слоўнікаў ужо дасягнула таго «крытычнага аб'ёму», пры якім колькасныя паказчыкі павінны балансавацца якаснымі. Гэта значыць, што на аснове створаных слоўнікаў павінна быць распрацавана грунтоўная метатэорыя тэрмінаграфічнай дзейнасці, якая б закранала як тэхнічныя, так і ўласна лінгвістычныя аспекты стварэння спецыяльных слоўнікаў. Адной з магчымых рэалізацый такой тэорыі і працэсуальным крокам на шляху да пераадолення крызісу ў лінгвістычнай транстэрмінаграфіі, на наш погляд, можа стаць стварэнне зводных перакладных слоўнікаў тэрмінаў, якія б у межах адной навуковай парадыгмы абагульнялі назапашаны за стагоддзе вопыт сістэматызацыі, кадыфікацыі і трансляцыі тэрмінаў.

Shcherbin who explored various aspects of the history of terminography.However, until our time, the whole field of the formation of linguistic termography in the Belarusian linguistics has not been systematized, nor are there any conceptual studies available on the methodology of terminographic practice.The purpose of this study is to analyze the state of the modern Belarusian translation terminography (transterminography) and identify the main trends in the methodology of terminographic practice.Research objectives: to identify which types of dictionaries prevail in the Belarusian translation terminography; characterize the types of microstructure of the translation linguistic dictionaries; determine what challenges the modern Belarusian transterminography is facing.The research material was the Belarusian stand-alone dictionaries and incorporation dictionaries in which linguistic terms are translated from Russian into Belarusian, from Belarusian into Russian, and multilingual dictionaries of linguistic terms in which Russian and Belarusian are input or output languages.Research methods – a descriptive method of synchronous analysis with elements of diachronic method, a comparative method and some individual techniques of component analysis.The study confirms a number of conclusions.Bilingual dictionaries prevail in the modern linguistic transterminography. Among the stand-alone dictionaries, a major part falls within Russian-Belarusian editions. Among incorporation dictionaries, the Belarusian-Russian dictionaries of usage are most numerous (largely due to a significant number of mikrodictionaries found in Belarusian language school textbooks).The typology of multilingual linguistic dictionaries seems redundant because most publications are unique in their structural and substantive features. So, in different layouts, the Belarusian, Russian, Polish, and Chinese languages are available as stand-alone dictionaries, and the Belarusian, Russian, English, German, French, Spanish, Polish and Chinese languages are corporation dictionaries.The microstructure of the major part of translation dictionaries is elementary and is formed by the nomination zone and the equivalent zone. In some cases, the area of grammatical information (a fragment of the inflection chain and an indication of the grammatical-semantic class of words) is also included in the dictionary entry.Further development of the Belarusian transterminography (first of all, the Belarusian-Russian and Russian-Belarusian) needs some adjustment on the part of the scientific community. The number of translation dictionaries has already reached that "critical volume" at which quantitative indicators must be balanced by qualitative ones. This means that based on compiled dictionaries a thorough metatheory of terminographic activity should be developed that would affect both the technical and linguistic aspects of creating special dictionaries. In our opinion, one of the possible implementations of such a theory and a process step towards overcoming the crisis in linguistic transterminography could be the creation of consolidated translation dictionaries of terms that would, within the framework of one scientific paradigm, summarize the experience accumulated over a century of systematization, codification and translation. ; На працягу ХХ–ХХІ стст. беларуская лінгвістычная тэрмінаграфія развівалася ў цеснай сувязі з іншымі галінамі тэрмінаграфіі пад непасрэдным уплывам канкрэтных сацыяльна-палітычных абставін. Сярод аўтаномных большая частка прыпадае на руска-беларускія выданні. З інкарпараваных слоўнікаў пераважаюць беларуска-рускія слоўнікі-дадаткі (у значнай ступені за кошт істотнай колькасці мікраслоўнікаў, змешчаных у школьных падручніках па беларускай мове).Тыпалогія шматмоўных лінгвістычных слоўнікаў уяўляецца збыткоўнай, паколькі многія выданні па сваіх структурна-зместавых асаблівасцях з'яўляюцца ўнікальнымі. Так, у рознай кампаноўцы ў аўтаномных слоўніках прадстаўлены беларуская, руская, польская, кітайская мовы, а ў інкарпараваных – беларуская, руская, англійская, нямецкая, французская, іспанская, польская і кітайская мовы.Мікраструктура пераважнай большасці перакладных слоўнікаў элементарная і фарміруецца зонай намінацыі і зонай эквівалентаў. У асобных выпадках у слоўнікавы артыкул уключаецца таксама зона граматычнай інфармацыі (фрагмент парадыгмы словазмянення і ўказанне на граматычна-семантычны клас слоў).Далейшае развіццё беларускай транстэрмінаграфіі (у першую чаргу, беларуска-рускай і руска-беларускай) мае патрэбу ў пэўнай карэкціроўцы з боку навуковай супольнасці. Колькасць перакладных слоўнікаў ужо дасягнула таго «крытычнага аб'ёму», пры якім колькасныя паказчыкі павінны балансавацца якаснымі. Гэта значыць, што на аснове створаных слоўнікаў павінна быць распрацавана грунтоўная метатэорыя тэрмінаграфічнай дзейнасці, якая б закранала як тэхнічныя, так і ўласна лінгвістычныя аспекты стварэння спецыяльных слоўнікаў. Адной з магчымых рэалізацый такой тэорыі і працэсуальным крокам на шляху да пераадолення крызісу ў лінгвістычнай транстэрмінаграфіі, на наш погляд, можа стаць стварэнне зводных перакладных слоўнікаў тэрмінаў, якія б у межах адной навуковай парадыгмы абагульнялі назапашаны за стагоддзе вопыт сістэматызацыі, кадыфікацыі і трансляцыі тэрмінаў.
Aim - based on the existing regulations and recent documents from the regulatory bodies, determine the methodology for the development of clinical guidelines (CG) that meet the requirements of the legislation in the Russian Federation.Materials and methods. We analyzed a number of regulatory and subordinate acts confirming the concept and status of the CG, in particular, the Federal Law № 323-ФЗ "On the principles of health care for citizens of the Russian Federation", Federal Law № 489-ФЗ "On the amendments to article 40 of the Federal Law "On compulsory medical insurance in the Russian Federation" and the Federal Law "On the principles of health care for citizens of the Russian Federation" concerning clinical guidelines, Order № 102н of the Ministry of Health of the Russian Federation dated 28 Feb 2019 "Regulations on the scientific and practical council of the Ministry of Health of Russia" and Order № 103н of the Ministry of Health of the Russian Federation of 28 Feb 2019 "On Approval of the procedure and terms for the development of clinical guidelines and their revision, the model format of clinical guidelines and requirements to their structure, contents and scientific validity of the information included in the clinical guidelines". In addition, we used the documents of regulatory bodies of the Russian Federation, expert opinions from medical professionals and non-profit organizations as well as leading opinions from public sources.Results. Order № 102н of the Ministry of Health of the Russian Federation secured the right of the scientific and practical council to consider and decide on the CG. Order № 103н of the Ministry of Health of the Russian Federation approved the procedure and deadlines for the development/revision of the CG; the typical format of CG; the requirements for the structure of CG, its contents and scientific validity of the information included in the CG. A step-by-step algorithm was created for the procedure and timing of CG development and update; the above documents elaborate on the requirements to the structure of CG, the contents and scientific validity of the information included. There are also comments on the development and design of each CG section (title page, table of contents, list of abbreviations, terms and definitions, brief information on the disease, diagnosis, treatment, medical rehabilitation, prevention and follow-up care, organization of medical care, additional information, criteria for assessing the quality of medical care, list of references, composition of the working group on the development and revision of the CG, methodology of the development of the CG, reference materials, algorithms for doctor's actions, patient information, assessment scales, questionnaires, and other patient assessment tools). The recently adopted requirements for CG registration are compared with the previous methodological recommendations of the regulatory bodies.Discussion. The unification of treatment strategies and the use of evidence-based reasoning in the updated CG will improve the quality of medical care and have a positive impact on the medical insurance segment and the judicial decisions. However, the presented concept of CG has attracted a number of critical comments from representatives of the medical community and medical lawyers. For example, the updated regulatory acts do not specify the deadlines and algorithms for updating the CG; these acts do not address the coordination between various medical non-profit organizations although such coordination is needed to avoid work duplication; the acts determine no specific resources required for the CG development (the latter flaw may have a negative impact on the quality and timing of the resulting CG). Some experts believe that it would be advisable to implement the system called GRADE. In addition, possible legal risks are analyzed in light of the fact that the CG are not regulatory legal documents.Conclusion. Periodic improvements in the CG renewing and approving procedure are an integral part of this large-scale process that introduces changes in the regulatory framework and clinical practice. Compulsory adherence to the CG is a due element of today's high quality medical care. ; Цель - на основании анализа нормативных актов и документов регуляторных органов определить подходы и методологию разработки клинических рекомендаций (КР), соответствующих требованиям законодательства РФ.Материалы и методы. Проанализированы нормативные и подзаконные акты, закрепляющие понятие и статус КР, в частности, Федеральный Закон № 323-ФЗ «Об основах охраны здоровья граждан в Российской Федерации», «Федеральный закон № 489-ФЗ «О внесении изменений в статью 40 Федерального закона «Об обязательном медицинском страховании в Российской Федерации» и Федеральный закон «Об основах охраны здоровья граждан в Российской Федерации» по вопросам клинических рекомендаций», Приказ Минздрава РФ от 28 февраля 2019 г. № 102н «Положение о научно-практическом совете Минздрава России» и Приказ Минздрава РФ от 28 февраля 2019 г. № 103н «Об утверждении порядка и сроков разработки клинических рекомендаций, их пересмотра, типовой формы клинических рекомендаций и требований к их структуре, составу и научной обоснованности включаемой в клинические рекомендации информации». Кроме этого, анализировались источники регуляторных органов РФ, экспертные мнения представителей медицинских профессиональных некоммерческих организаций и лидеров мнений в открытых источниках.Результаты. Приказом № 102н Минздрав РФ закрепил право рассмотрения КР за научно-практическим советом. Приказом № 103н Минздрав РФ утвердил порядок и сроки разработки/пересмотра КР; типовую форма КР; требования к структуре КР, составу и научной обоснованности включаемой в КР информации. Определен пошаговый алгоритм порядка и сроков разработки КР, обновления КР, требования к структуре КР, составу и научной обоснованности включаемой информации. Приведены детальные комментарии по разработке и оформлению каждого из разделов КР (титульный лист, оглавление, список сокращений, терминов и определений, краткая информация по заболеванию, диагностика, лечение, медицинская реабилитация, профилактика и диспансерное наблюдение, организация оказания медицинской помощи, дополнительная информация, критерии оценки качества медицинской помощи, список литературы, состав рабочей группы по разработке и пересмотру КР, методология разработки КР, справочные материалы, алгоритмы действий врача, информация для пациента, шкалы оценки, вопросники и другие оценочные инструменты состояния пациента). Приведены результаты сравнения актуальных требований к оформлению КР с предыдущими методическими рекомендациями регуляторных органов.Обсуждение. Унификация подходов к лечению, использование в КР доказательного подхода позволит повысить качество оказания медицинской помощи, оказать позитивное влияние на медицинское страхование и судебные решения. Однако концепция КР собрала ряд критических замечаний от представителей профессионального врачебного сообщества и медицинских юристов: так, в нормативных актах не регламентированы крайние сроки и алгоритм шагов при обновлении КР, координация работы медицинских профессиональных некоммерческих организаций с целью избежать дублирования процессов, не определен источник ресурсов для разработки КР, что может увеличить риски разработки КР низкого качества и срыва сроков разработки. Ряд экспертов считают, что было бы оправданно внедрить систему GRADE. Продемонстрированы и юридические риски, поскольку КР не являются нормативно-правовыми актами.Заключение. Дальнейшее совершенствование процесса разработки и утверждения КР закономерно и является неотъемлемой частью любого процесса, предусматривающего масштабные изменения нормативной базы и сложившейся практики. Последовательное внедрение в клиническую практику обязательного следования КР имеет высокие шансы позитивно повлиять на качество оказания медицинской помощи.
The paper discusses chain mail fragments in the female burial equipment of the Mazunino Culture (or Mazunino stage of the Cheganda culture of the Piany Bor cultural–historical community by R.D. Goldina) in the Middle Kama Region. The items in question are an example of the reuse and creative reinterpretation of military protective equipment, such as the lorica hamata chain mail. A total of 97 burials with woven iron rings from 12 necropolises of the Mazunino culture have been examined. Anthropological data and grave inventory indicate that this category of equipment was used exclusively by women. They were arranged in burials according to the traditions of Mazunino burial rite: such items have been found in "sacrifi cial" sets or as part of a costume. In general, chain mail fragments were used in women`s attire as hair or breast jewelry. The available woven iron rings from the women's graves are noticeably inferior in terms of characteristics to the chain mail shirts of the Mazunino and Azelino warriors with imported weapons. The majority of these items have been found in closed complexes dated the 4th century AD (probably the second quarter of the 4th – the early 5th century AD). Close parallels in the use of chain mail fragments can be traced in the German cultures. ; Статья посвящена анализу малоизученной категории женского погребального инвентаря в могильниках мазунинского типа чегандинской культуры пьяноборской культурно-исторической общности (или мазунинской культуры, по Т.И. Останиной) – предметам кольчужного плетения. Данные изделия являются примером вторичного использования и творческого переосмысления элементов защитной экипировки воинов – кольчужных доспехов lorica hamata. Обнаружены в 97 погребальных комплексах, происходящих из 12 мазунинских могильников. Антропологические данные и сопутствующий погребальный инвентарь свидетельствуют об использовании данной категории вещей исключительно женским полом. В погребениях размещались согласно традициям мазунинского погребального обряда: найдены такие предметы в жертвенных комплексах или в составе костюма. Основное использование кольчужных изделий в женском уборе связано с накосными и нагрудными украшениями. Доступные для изучения фрагменты кольчуг из женских погребений заметно уступают по своим характеристикам целым кольчужным рубашкам мазунинских и азелинских воинов с импортным оружием. Основной массив рассматриваемых находок происходит из закрытых комплексов, которые датируются IV в. н.э. (возможно, 2-й четвертью IV – началом V в.). The article on the example of the Republic of Azerbaijan (AR) considers the role of external impulses in the development of hate intolerance and aggressive nationalism. The history of the genocidal behavior of AR dates back to the 19th century when the Caucasus passed from Persia to the Russian Empire. In order to remove the region from the political influence of Persia (deiranization), the empire united the mixed tribes that penetrated from Persia, gave them the ethnonym of the Caucasian Tatars, and provided them with wide privileges. The privileges granted to this orthodox community, which has been deprived of ethnic identity, have built the most permissive behavior in relations with the natives. SSR in favor of Az. SSR. Stalin's plan to build a new Azerbaijani nation in the 1930s was aimed at halting the final Turkification of Caucasian Tatars by assimilating them to non-Turkish indigenous Islamic peoples. However, pro-Turkish figures trapped in state structures turned the program into a program of forcible Turkification of non-Turkish peoples, looting of their history and culture, and expulsion of Armenians from the republic. The publicity policy announced by Gorbachev, the new leader of the Communist Party of the USSR in 1985, seemed to pave the way for the restoration of justice and the reunification of the Nagorno-Karabakh Republic with the Armenian SSR. История геноцидного поведения Азербайджана восходит к XIX веку, когда Кавказ перешел от Персии к Российской империи. Чтобы вывести регион из-под политического влияния Персии, империя объединила проникавшие оттуда смешанные племена, дала им этноним кавказских татар и предоставила им широкие привилегии. Привилегии, предоставленные этой этнически смешанной общине, привели к преференциальному отношению к коренным народам. Империя использовала его в 1905–1907 годах для наказания армян, активно участвовавших в политических движениях. В 1918 году кавказские татары приняли участие в резне армян, совершенной вторгшимися в регион турками-османами. The article examines the historical prerequisites for the formation of the ideology of Ukrainian nationalism, analyzes its main provisions, and its impact on the foreign and domestic policy of the independent Ukrainian state. The Ukrainian national idea was formed in the late 19th first half of the 20th century. It was based on three fundamental provisions: the Russian state is the enemy of Ukrainian independence and therefore in the interests of Ukraine its weakening, and even better disintegration; the Russian population in Ukraine is a very serious obstacle to the formation of an independent Ukrainian state, and therefore it should be assimilated; the independence of the Ukrainian state can be guaranteed only by close cooperation with European countries, which will help it in defending its independence in the confrontation with "Asian" Russia, as Ukraine is a European country, part of Europe. On the basis of these ideological provisions it was supposed to form a Ukrainian identity. As the article emphasizes, the national Ukrainian idea in this form contains a very large charge of conflict with Russia, inevitably leads to a clash of their geopolitical interests. The proclamation of Ukraine's independence in 1991 meant the emergence of a second Russian state, whose population had to be transformed into a Ukrainian nation. The ruling political elite of the country with the support of the Ukrainian intelligentsia as the ideological basis for the construction of the Ukrainian nation state and the Ukrainian nation adopted the basic tenets of the Ukrainian national idea, which was formed in the first half of the 20th century and put them at the basis of its foreign and domestic policy. All Ukrainian Presidents, though with varying degrees of determination and consistency, implemented them. Kiev's policy of strengthening the country's independence implied independence from Russia, which is seen as the main threat to the national security of the young Ukrainian state. The article states that the presidential elections of 2019 and the defeat of P. Poroshenko showed that the majority of Ukrainian society does not accept such an identity. They need an identity on other principles, which in Ukraine have not yet developed and are not visible. So far, there are no political forces, political party, that could formulate them and put them in the basis of statehood and nation-building. The current President V. Zelensky in his policy is guided by old ideas and visions. After the collapse of the Soviet Union and the formation of the New Independent States, Russia did not immediately realize the scale of the challenges and threats to the country's security from Ukraine. Sobering occurred under the influence of the "Orange Revolution", when Kiev abandoned the policy of multivectors and began to pursue a pronounced pro-Western policy. At the same time, Moscow begins to realize that it will not be able to enter the community of democratic states on its own terms, and begins to position itself as an independent center of power, opposing the West. Strengthening its positions in this confrontation, it connects with the consolidation of the post-Soviet states around itself within the framework of integration projects, first EvrAzES, and then the EAEU. Moscow linked their successful implementation with Ukraine's participation in their implementation, because it believed that without it these projects would not be effective. However, Kiev did not want to support these plans, focusing "on entering Europe". According to the author, from that moment the foreign policy strategies of both countries began to differ in principle and the two countries from strategic partners turned into geopolitical rivals. The West supported Kiev in its pro-Western foreign policy, considering it as an element of deterrence of Russia's great-power ambitions. Both Moscow and the West tried to drag Kiev to their side. The coup d'etat carried out by nationalist forces in Kiev in February 2014 seemed to mean the West's victory in this peculiar tug-of-war. In response, Moscow annexed Crimea and supported the struggle of the self-proclaimed DPR and LPR against the Kiev government. As a result, Ukraine has embarked on a tough confrontation with Russia, seeing it as an aggressor and an enemy. The author of the article comes to the conclusion, that overcoming the confrontation between them will take a lot of time and effort and for the foreseeable historical perspective the relations between them will be based on the principles of the zero-sum game. In these circumstances, there is no need to talk about partnership and cooperation, as it is a question of relations between two hostile States. The most that can be expected is to maintain a "cold peace" between them. But such a state can be achieved only if relations between Russia and the West are normalized, and a new Cold War is eliminated. ; В статье рассматриваются исторические предпосылки формирования идеологии украинского национализма, анализируются его основные положения, и ее влияние на внешнюю и внутреннюю политику независимого украинского государства. Украинская национальная идея сформировалась в конце XIX – первой половине XX века. В ее основе лежали три основополагающих положения: российское государство — это враг украинской независимости и поэтому в интересах Украины его ослабление, а еще лучше распад; русское население на Украине — это очень серьезное препятствие на пути становления независимого украинского государства, и поэтому оно должно быть ассимилировано; независимость украинского государства может быть гарантирована только благодаря тесному сотрудничеству с европейскими странами, которые помогут ей в отстаивании своей независимости в противостоянии с «азиатской» Россией, так как Украина является европейской страной, частью Европы. На основе этих идейных положений предполагалось сформировать украинскую идентичность. В статье подчеркивается, что национальная украинская идея в таком виде содержит в себе очень большой заряд конфликтности с Россией, неизбежно ведет к столкновению их геополитических интересов. Провозглашение в 1991 году независимости Украины означало появление второго русского государства, население которого нужно было преобразовать в украинскую нацию. Правящая политическая элита страны при поддержке украинской интеллигенции в качестве идейной основы строительства украинского национального государства и украинской нации взяла на вооружение основные постулаты украинской национальной идеи, которая оформилась в первой половине XX века и положила их в основу своей внешней и внутренней политики. Все украинские Президенты, хотя и с разной степенью решительности и последовательности, их реализовывали. Политика, проводимая Киевом, по укреплению независимости страны, подразумевала и подразумевает независимость от России, которая рассматривается как главная угроза национальной безопасности молодого украинского государства. В статье указывается, что президентские выборы 2019 года и поражение П. Порошенко показали, что большая часть украинского общества такую идентичность не принимает. Отрезвление произошло под влиянием «оранжевой революции», когда Киев отказался от политики многовекторности и начал проводить ярко выраженную прозападную политику. В это же время Москва начинает осознавать, что она не сможет войти в сообщество демократических государств на своих условиях, и начинает позиционировать себя в качестве самостоятельного Центра силы, противостоящего Западу. Укрепление своих позиций в этом противостоянии она связывает с консолидацией постсоветских государств вокруг себя в рамках интеграционных проектов сначала ЕврАзЭС, а затем ЕАЭС. Их успешную реализацию Москва увязывала с участием в их осуществлении Украины, т.к. полагала, что без нее эти проекты не будут эффективны. Однако Киев не захотел поддержать эти планы, ориентируясь «на вхождение в Европу». По мнению автора, с этого момента внешнеполитические стратегии обоих государств стали принципиальным образом различаться и обе страны из стратегических партнеров превратились в геополитических соперников. Запад поддерживал Киев в проведении им прозападного внешнеполитического курса, расценивая его как элемент сдерживания великодержавных амбиций России. Москва и Запад старались перетянуть Киев на свою сторону. Государственный переворот, осуществленный националистическими силами в Киеве в феврале 2014 года, казалось, означал победу Запада в этом своеобразном перетягивании каната. В ответ Москва присоединила Крым и поддержала борьбу самопровозглашенных ДНР и ЛНР против киевской власти. В результате Украина встала на путь жесткой конфронтации с Россией, видя в ней агрессора и врага. Автор статьи приходит к выводу, что преодоление конфронтации между ними потребует немало времени и сил и на обозримую историческую перспективу отношения между ними будут строиться на основе принципов игры с «нулевой суммой». В этих условиях говорить о партнерстве и сотрудничестве не приходится, так как речь идет о взаимоотношениях двух враждебных государств. Максимум, на что можно рассчитывать — это на поддержание«холодного мира» между ними. Но и такого состояния можно будет достигнуть только при условии нормализации отношений между Россией и Западом, устранения новой «холодной войны».
The purpose of this article is to study the features of the content of the section «Modern political map of the world» in the modern school curriculum in geography in the PMR, as well as a comparative assessment of the content of school General education programs under the section «Political map of the world», operating in the PMR at the turn of XX-XXI centuries.The main material. Political map – a dynamic spatial system, actively changing under the infl uence of events taking place in the world, which is refl ected in school curricula and textbooks on geography. The content of school curricula of the Soviet period directly depended on the policy and ideology of the time. They provided for the study of documents of the party and the Government on major issues and trends of world development.The content of the section «Political map of the world» in the school programs of Transnistria since the 1990s required updating due to socio - economic and political events of that time.The article presents a comparative analysis of the content of school General education programs under the section «Political map of the world», operating on the territory of PMR at the border of XX-XXI centuries. For comparison, some school programs in geography are taken 1981, 1993, 1998, 2000, 2006, 2016 years.The most significant changes in the content of the theme «Political map of the world» happened at the turn of XX–XXI centuries. The geography pilot program for the 1993 secondary school was developed on the basis of the political and socio–economic events that took place at that time in connection with the collapse of the USSR.Each state that was part of the Union, faced with the problem of further development of education, and had to adapt to new realities. The team of authors of the program initially created an experimental program on geography, taking into account the socio-economic and political situation characteristic of our state in the 90s. For the fi rst time, the authors of the program abandoned the division of countries and regions by political and socio-economic system. The study of the political map and administrative - territorial structure of the countries of the modern world is based on the offi cial classifi cation developed by the UN.The following important questions are suggested for study:– subject and objectives of the study of political geography;– introduced a new concept of «political-territorial organization of society», with its main elements - sovereign States and dependent territories;– the main stages of the formation of the political map of the world and individual regions;– administrative and territorial structure;– typology of countries by administrative-territorial structure, geographical location.It should be emphasized that the program introduces the most important concepts of socio – economic and political geography – «political and geographical position» and «economic and geographical position».Valuable in the program of 1993 is the section «Applications» containing plans-characteristics of economic and geographicalobjects that are convenient to use in their study.Further, in all subsequent school programs in 1998, 2000, 2006, 2016, the section «Modern political map of the world» in its content has changed little.Conclusions. The analysis confi rms that the most signifi cant changes in the content of the theme «Political map of the world» happened at the turn of XX–XXI centuries.It can be concluded that the content and structure of school programs in geography, and in particular sections related to the study of political geography, is a refl ection of the situation in the world community, national policy and ideology, processes covering the educational space of Russia and CIS countries. ; Целью данной статьи является изучение особенностей содержания раздела «Современная политическая карта мира» в действующей школьной программе по географии в ПМР, а также сравнительная оценка содержания школьных общеобразовательных программ по разделу «Политическая карта мира» в Приднестровье на рубеже XX-XXI вв.Основной материал. Политическая карта - это динамичная пространственная система, активно меняющаяся под влиянием происходящих в мире событий, что находит отражение в школьных программах и учебниках по географии. Содержание школьных программ советского периода напрямую зависело от политики и идеологии того времени. Они предусматривали изучение документов партии и правительства по основным вопросам и тенденциям мирового развития.Содержание раздела «Политическая карта мира» в школьных программах ПМР с 1990-х годов требовало обновления в связи с социально-экономическими и политическими событиями того времени.В статье представлен сравнительный анализ содержания школьных общеобразовательных программ по разделу «Политическая карта мира», действовавших на территории Приднестровья на рубеже XX-XXI вв. Для сравнения взяты школьные программы по географии 1981, 1993, 1998, 2000, 2006, 2016 годов. Наиболее значительные изменения в содержании темы «Политическая карта мира» произошли на рубеже XX–XXI вв. Пилотная программа по географии для средней школы 1993 года была разработана на основе политических и социально–экономических событий, имевших место в то время в связи с распадом СССР.Каждое государство, входившее в Союз, сталкивалось с проблемой дальнейшего развития образования, и приходилось приспосабливаться к новым реалиям. Коллектив авторов программы изначально создал экспериментальную программу по географии с учётом социально-экономической и политической ситуации, характерной для нашего государства в 1990-е гг. Впервые авторы программы отказались от деления стран и регионов по политической и социально-экономической системе. Изучение политической карты и административно-территориального устройства стран современного мира основано на официальной классификации, разработанной ООН.Для изучения предлагаются следующие важные вопросы:– предмет и задачи изучения политической географии;– введено новое понятие «политико-территориальная организация общества» с его основными элементами - суверенными государствами и зависимыми территориями;– основные этапы формирования политической карты мира и отдельных регионов;– административно-территориальное устройство;– типология стран по административно-территориальному устройству, географическому положению.Следует подчеркнуть, что программа вводит важнейшие понятия социально–экономической и политической географии – «политико-географическое положение» и «экономико-географическое положение».Ценным в программе 1993 года является раздел «Приложения», содержащий планы-характеристики экономико-географических объектов, которые удобно использовать при их изучении.Далее, во всех последующих школьных программах 1998, 2000, 2006, 2016 гг., раздел «Современная политическая карта мира» по своему содержанию мало изменился.Выводы. Проведённый анализ подтверждает, что наиболее существенные изменения в содержании темы «Политическая карта мира» произошли на рубеже XX–XXI вв.Можно заключить, что содержание и структура школьных программ по географии, в частности разделов, касающихся изучения политической географии, является отражением ситуации в мировом сообществе, национальной политики и идеологии, процессов, охватывающих образовательное пространство России и стран СНГ. ; Метою даної статті є вивчення особливостей змісту розділу «Сучасна політична карта світу» у чинній шкільній програмі з географії у ПМР, а також порівняльна оцінка змісту шкільних загальноосвітніх програм у розділі «Політична карта світу» у Придністров'ї на рубежі XX-XXI ст.Основний матеріал. Вивчення політичної карти та адміністративно-територіального устрою країн сучасного світу засноване на офіційній класифікації, розробленої ООН.Для вивчення пропонуються такі важливі питання:– предмет і завдання вивчення політичної географії;– введено нове поняття «політико-територіальна організація суспільства» з його основними елементами - суверенними державами і залежними територіями;– основні етапи формування політичної карти світу та окремих регіонів;– адміністративно-територіальний устрій;– типологія країн за адміністративно-територіальним устроєм, географічним положенням.Слід підкреслити, що програма вводить найважливіші поняття соціально-економічної і політичної географії – «політико-географічне положення» і «економіко-географічне положення».Цінним у програмі 1993 року є розділ «Додатки», який містить плани-характеристики економіко-географічних об'єктів, що зручно використовувати при їх вивченні.Далі, у всіх наступних шкільних програмах 1998, 2000, 2006, 2016 рр., розділ «Сучасна політична карта світу» за своїм змістом мало змінився.Висновки. Проведений аналіз підтверджує, що найбільш суттєві зміни у змісті теми «Політична карта світу» відбулися на рубежі XX-XXI ст.Можна констатувати, що зміст і структура шкільних програм з географії, зокрема розділів, що стосуються вивчення політичної географії, є відображенням ситуації у світовому співтоваристві, національної політики та ідеології, процесів, що охоплюють освітній простір Росії та країн СНД.
International audience ; In the mid-19th century, Emperor Alexander II was carrying out large scale liberal reforms in Russia. In the course of these reforms, a problem was put forward about public preservation of historical monuments and archaeological sites as national cultural heritage. A step to this direction was undertaken in 1859 when the Imperial Archaeological Commission (IAC) was organized in Saint-Petersburg. Over the second half of the 19th and beginning of the 20th century, the Commission remained the single State body concerned with archaeology and protection of sites and monuments on the territory of Russian Empire. In its activities, this Institution combined scientific research, organizational, monitoring and controlling functions. In the present monograph mainly created by the collective of the Institute for the History of Material Culture, Russian Academy of Sciences, the history of the first archaeological institution in Russia is systematically presented and analysis of its activities proposed for the first time. The organization of IAC was preceded by a long process of formation of the interest of the Russian society to the archaeology. The immediate precursor of IAC was the "Office of Archaeological Researches" founded in 1841 by the Minister for Home Affairs Lev Perovsky (1796–1856). The activities of the Office were concerned with investigations of archaeological sites of Kerch and Bosporos, Chersonesos, kurgans in the surroundings of Vladimir and Suzdal and settlements of the Golden Horde on the Volga River. During this period, the main principles which afterwards lay in the foundation of IAC were established. After the death of Lev Perovsky, the investigations were entrusted to Count Sergey Stroganov (1794–1882). The result of this appointment was that the assistant of Lev Perovsky and his nephew Count Alexey Uvarov (1824–1884), who planned to stand himself at the head of Russian archaeology, left Saint-Petersburg and moved to Moscow where in 1864 he founded the Moscow Archaeological Society in opposition to the Imperial Archaeological Commission. The confrontation between two Institutions however became actually a stimulus for the progressive advancement of the science and protection of monuments of antiquity. In 1857, Sergey Stroganov proposed to organize the "Main Archaeological Commission". That project became the basis of IAC, the statute of which was approved on February 2, 1859, by Emperor Alexander II. That statute secured for the Commission the right to conduct "earthen excavations", monitoring of the discoveries of hoards and archaeological objects in Russia and supervision over building activity at archaeological sites. The principles underlying the foundation of IAC were partly oriented to France and its "Commission des Monuments Historiques" (1837). The experience of the activities of IAC was used in organizing archaeological institutions in some European countries (Austria, Italy). The activity of IAC may be subdivided through three periods connected with its chairmen: 1859–1882 when Sergey Stroganov was the chairmen of IAC, 1882–1886 when it was headed by the Director of the Imperial Hermitage Museum Alexander Vasil'chikov (1832–1890), and 1886–1918 when the Commission was directed by Count Alexey Bobrinskoy (1852–1927). Originally, the staff of the Commission consisted of eight persons. In the activity of the Commission, such famous historians and archaeologists took part as Ivan Zabelin (1859–1876), Vladimir Tiesenhausen (1825–1902) and Nikodim Kondakov (1876–1891). Initially, the Commission was housed in the palace of Stroganov in Nevsky Prospect in Saint-Petersburg. The activities of the Commission have established the system of regulation of archaeological researches in Russia, which with several alterations existed until the beginning of the 21st century. This system was based on the "Otkryty list" (laissez-passer) as individual authorizations for researchers to conduct excavations with the indispensable submission of a report to the archives of the Commission. This practice has initiated the creation of the unique corpus of sources for the archaeology, architectural monuments and sites of different nations and modern states of East-Central Europe and Asia. The main activity of the Commission in 1859–1886 included excavations of sites of the Scythian culture and Classical Greek antiquities on the Taman Peninsula, in the Crimea (Kerch, Bosporos) and on some other territories, now in Ukraine. Nevertheless, the widespread opinion that the Commission studied exclusively the Classical and Scythian antiquities is incorrect: already then the first investigations in Siberia, Central Asia were conducted as well as studies of sites of the Bronze and Stone ages in Northern Russia. The finds came predominantly to the collections of the Imperial Hermitage Museum in Saint-Petersburg and Historical Museum in Moscow. Another important responsibility of the Commission was the acquisition of monetary hoards and treasures of historical objects found on the territory of Russian Empire. The first investigator of hoards was a curator of the Hermitage collections Julian Iversen (1859–1900). Simultaneously, the Commission consulted the restoration and conservation activities of the Ministry of Home Affairs, primarily for the monuments of the defensive architecture and church buildings. For that purpose, the staff of the Commission included a representative of the Academy of Arts Feodor Solntsev (1859–1892). Protection of the monuments of archaeology also was an important task of the Commission. In 1866, Sergey Stroganov achieved the prohibition of treasure-hunting in Russia. The Commission, as the central state institution, actively collaborated with provincial Statistic Committees and Archive Commissions in the field of studies and protection of local monuments and sites. During the chairmanship of Alexander Vasil'chikov, the reforms of the Commission's activities were prepared. These reforms took place already under Count Alexey Bobrinskoy. In 1886–1887, an interdisciplinary program for studies of Slavic-Russian archaeology, the eastern Black-Sea region, Siberia etc. was developed. During that period, the Commission was moved to an office in the Winter Palace in Saint-Petersburg. On March 11, 1889, Emperor Alexander III approved by his decree the exclusive right of the Commission to conduct archaeological excavations and to license their execution on state and public lands. Simultaneously, the Commission, together with the Academy of Arts, was charged with supervision over restoration and protection of objects of art and architectural monuments. In 1890, the "Regulations for the Archaeological Commission and Academy of Arts on the order of consideration of petitions about restoration of historical monuments" were approved. Beginning with 1894, special sessions of IAC began to consider projects of restorations an conservations. The main specialists of IAC in the branch of restoration were Petr Pokryshkin (1870–1922), Konstantin Romanov (1882–1942) and Dmitry Mileev (1878–1914). The Commission got also Vladimir Suslov (1857–1921), Nikolay Sultanov (1850–1908), Ieronim Kitner (1839–1929) and Georgy Kotov (1859–1942) to take part in the architectural restorations. These activities resulted in establishment of standards of modern scientific restoration, using primarily the archaeological approach, which are efficacious even in the 21st century. Among the most successful restoration projects of IAC, noteworthy are the Church of the Transfiguration of the Saviour on the Nereditsa hill near Novgorod, Church of the Transfiguration of the Saviour at Berestovo in Kyiv, the Saint Boris and Gleb church at Kolozha in Grodno, the Saint George church in Yuryev-Polskoy, Cathedral of the Dormition of Mother of God in the Moscow Kremlin, Ipatyevsky Monastery in Kostroma, Ferapontov Monastery in Vologda region, Bakhchisarai Palace in Crimea, Smolensk and Pskov city walls etc. Among the most important problems of IAC in the restoration issues were its relations with the Russian Orthodox Church. As early as 1893, the Ober-Procurator of the Holy Synod Konstantin Pobedonostsev (1827–1907) confirmed that restoration of churches must be conducted with permission of the Commission, however in practice many churches were disfigured by illiterately made repairs. Part of the difficulties proceeded from contradictions in Russian law. Notwithstanding the fact that the Commission had succeeded in developing an algorithm of its relations with the clergy, during the World War I, under the conditions of the general crisis of the Russian State and society, the Synod attempted to withdraw religious monuments from the public control.The new objectives and expansion of the geography of researches of IAC demanded a new staff of the Commission. That approval was received in 1888 and 1902. The membership of the Commission included Alexander Spitsyn (1858–1931), Nikolay Veselovsky (1848–1918), Vasily Latyshev (1855–1921), Boris Farmakovsky (1870–1928) and others. Alexey Bobrinskoy actively used his right of appointment of corresponding members and honorary members of the Commission. Among the corresponding members appointed in 1886–1917 were Vladimir Stasov (1824–1906), Vasily Radlov (1837–1918), Dmitry Samokvasov (1843–1911), Innokenty Lopatin (1839–1909), Alexander Bertier-Delagard (1842–1920), Alexander Lappo-Danilevsky (1863–1919), Yulian Kulakovsky (1855–1919), Nikolay Pantusov (1849–1909), Valentin Zhukovsky (1858–1919), Vladimir Malmberg (1860–1921), Sergey Zhebelev (1867–1941), Emil Roesler (?–?), Alexey Markov (1858–1920), Nikolay Marr (1864–1934), Mstislav Farmakovsky (1873–1946), Alexander Malein (1869–1938) and others. There was yet another category of assistants of the Commission — supernumerary members. They included Nikolay Pokrovsky (1848–1917) — an expert on Christian archaeology and Orthodox art, Vladimir Antonovich (1834–1908), Bohdan Khanenko (1849–1917), Ernst von Stern (1859–1924), Mikhail Rostovtsev (1870–1952), Alexey Shirinsky-Shikhmatov (1862–1930), Feodor Braun (1862–1942), Nikolay Bulychev (1852–1919) et al.In 1909, the 50th anniversary of the Commission and 25th anniversary of the activities of its chairman Alexey Bobrinskoy became something like summing up of the results of the works of IAC. The special role of the Commission is noteworthy regarding the studies of Scythian and Greek and Roman antiquities. The commission excavated about fifty 'Royal' kurgans containing rich Scythian burials from which the artistic gold objects are housed now in the Special Treasury of the State Hermitage Museum in Saint-Petersburg. Studies of Bosporan sites were continued: the Commission was in charge of the Kerch Museum of Antiquities which directed the archaeological excavations in this region. The museum was headed by Alexander Lyutsenko (1807–1884), Stepan Verebryusov (1819–1884), Fedor Gross (1822–1897), Karl Dumberg (1862–1931) and Vladislav Shkorpil (1853–1918). Funerary catacombs, important Classical, Jewish and Christian antiquities were here discovered. Since 1888, according to an order of Emperor Alexander III, IAC was entrusted with the direction of researches in the area of the Tauric Chersonesos and its surroundings. Karol Kościuszko-Waluszyński (1847–1907) was appointed the head of the excavations in Chersonesos. During the later years, the excavations were directed by Robert Loeper (1865–1918) and Leonid Moiseev (1882–1946). Under the direction of the Archaeological Commission, living blocks, buildings and necropolis dated to the Classical, Hellenistic, Roman and Byzantine periods had been discovered and investigated, as well as several dozens of Christian churches and basilicas. In 1902, the systematic excavations of Olbia began under the direction of Boris Farmakovsky, and in 1904 – the archaeological researches of Berezan Island began under the direction of Ernst von Stern. An expansive project came to be that of excavations in 1908–1914 of one of the first medieval stone church of Eastern Europe — the Church of the Tithe in Kyiv conducted under the direction of Dmitry Mileev. During the period of 1890–1914, the Commission was financing altogether up to twenty expeditions annually throughout more than fifteen provinces and regions of Russian Empire. It must be noted however that the level of understanding of archaeological evidence gained remained behind its accumulation. In the field of the archaeology of the Stone Age, the studies of the Commission revealed several important Neolithic sites of Eastern Europe. In 1905, Alexander Spitsyn discovered a Paleolithic site at Borshevo, Voronezh region. The same researcher also wrote in 1915 a synthetic and generalizing work on the Russian Paleolithic where he had summarized the results of archaeology of the Early Stone Age in Eastern Europe and comprehensively characterized the sites of Caucasus and Siberia. Nevertheless, it must be noted here that the major researches on the Stone Age were carried out the sphere of activities of the Commission.During investigations of archaeological sites of Siberia separated by thousands kilometers from the scientific centers of European Russia, the Commission maintained close relations with local archaeologists and ethnologists directing their efforts and licensing their excavations. At the funds and on the instructions of the Commission, the archaeological sites of Siberia were studied since the 1860s by Vasily Radlov (1837–1918), Dmitry Klements (1848–1914), Alexander Adrianov (1854–1920) and other scholars.Members of the Commission participated personally in investigations of antiquities of the Caucasus and Ciscaucasia. In 1887, Dmitriy Bakradze (1826–1890) proposed a program of archaeological exploration of the area of Sukhumi, and in 1889 IAC carried out description and photographing of objects of Georgian Christian art from sacristies of churches and monasteries in Georgia. Since 1892, Nikolay Marr conducted longstanding investigations of the ancient Armenian capital Ani, medieval towns, fortresses and churches (Dvin, Akhtamar). Simultaneously, the explorations of sites of the Bronze and Middle Ages (dolmens, the Maikop kurgan and the Koban culture) were carried out through the efforts of Nikolay Veselovsky and Emil Roesler.The initiative of studies of architectural and archaeological monuments in Central Asia also mainly belongs to IAC. In 1900s–1915, IAC just kept under control the works in this region, gathered and distributed local collections and stray finds through museums. Photographing of architectural, ethnographic and historical monuments was conducted. The first archaeological excavations are connected with the names of Nikolay Pantusov who investigated in 1860s–1890s Christian Nestorian cemeteries near the Syr-Darya River, and Nikolay Veselovsky who continued archaeological and architectural researches since 1884 until the beginning of the 20th century. In 1890 and 1896, Valentin Zhukovsky observed several archaeological sites. In the 1880s, Alexey Bobrinskoy and Vladimir Antonovich developed a program of interdisciplinary research in the field Slavic and medieval archaeology on the territory of Ukraine. Excavations of kurgans were started in the Dnieper River region, Bielorus' and Novgorod region. At Gnezdovo near Smolensk, the Commission organized in 1890s-1900s excavations of kurgans and the settlement which initiated researches in the Viking Age in Eastern Europe. The systematization of mediaeval Slavic archaeology was proposed by Alexander Spitsyn. Of note is the IAC's contribution to studies of mediaeval archaeological sites of Eastern Europe. These included the Malaya Pereshchepina hoard found in 1912 — the supposed funerary complex of Khan Kubrat, excavations of the settlement of Mayatskoe conducted by Nikolay Makarenko (1877–1938) in 1908–1909, sites of Ugro-Finnish and Baltic tribes — Lyadinsky and Lyutsinsky necropolis investigated in 1889–1891 by Evdokim Romanov (1855–1922), Vladimir Sizov (1840–1904), Vladimir Yastrebov (1855–1899) et al. The archaeology of the region of Perm of the 8th-9th centuries and sites of the Vyatka region also were included in the sphere of interests of IAC, inter alia due to the fact that a very rich collection of local archaeological materials belonged to Sergey Stroganov. Alexander Spitsyn proposed the first archaeological periodization of the Perm and Kama regions local history and distinguished a number of local archaeological cultures. By 1917, the Commission was a serious academic institution both in the branch of architectural and archaeological researches. It became the organizing centre of Russian archaeology actively collaborating with public structures and planning new directions of researches. It is exactly inside the academic community rather than at the communistic authority after the October 1917 that the idea sprang up to transform the Commission into the "Academy of Archaeological Sciences" in order to focus efforts of its members exclusively onto the scientific sphere. In October of 1918, Anatoly Lunacharsky (1875–1933) approves the new regulations of the Russian State Archaeological Commission. Nikolay Marr became its chairman whereas Alexey Bobrinskoy had to emigrate. On April 19, 1919, the decree on the foundation of the Russian Academy for the History of Material Culture was signed by the chairman of the Bolsheviks government Vladimir Ulyanov. In the early August, elections to the new Academy took place. The Academy was housed in the Marble Palace in Petrograd. We should regard August 7, 1919, as the first day of the Academy for the History of Material Culture and the last day of the history of the Archaeological Commission.On the basis of the Imperial Archaeological Commission and Academy for the History of Material Culture the modern archaeological institutions of Russia have emerged. The practices established by the Commission were put into the foundation of the present-day regulation of archaeological researches and the system of protection of archaeological sites. The experience of the Commission undoubtedly indicates that the protection of the cultural heritage may be effective only in the case where it is carried out within an academic system. The protection and restoration of historical monuments must be subdued to scientific goals and architectural researches. The role of IAC manifested in the establishing national archaeological and site protection systems of the European and Asiatic countries which once constituted the Russian Empire. The editorial activities of IAC have been reflected in 65 titles of periodicals and nonperiodicals: Reports of IAC, Proceedings of IAC, and Materials on the Archaeology of Russia etc. Nikodim Kondakov's publication "Russian Hoards" (1896) and Yakov Smirnov's "Oriental Silver" (1909) are special contributions to the Art history. The materials of IAC kept in the Manuscript and Photographic departments of Scientific archives of the Institute for the History of Material Culture, Russian Academy of Sciences, Saint-Petersburg (9,030 files and over 100,000 photographic imprints and negatives) conceal unique possibilities for future scientific discoveries and constitute an invaluable contribution of the Commission to studies and preservation of archaeological and cultural heritage of the World.
