A comparison of the Italian and U.S. business cycle accounting This thesis investigates the sources of economic fluctuations in U.S. and Italy during the recessions of 1982 (U.S.), 1992–1993 (Italy), and the global crisis starting in 2007 (U.S. and Italy). We study the relative importance of efficiency, labor, investment and government wedges for conducting business cycle accounting (BCA) using the simple method developed by Chari, Kehoe, and Mc Grattan (2007). This thesis constructs a consistent set of quarterly U.S. and Italian data of the 1980–2013 sample period and compares the properties of the U.S. and Italian business cycles. We document some common effects and important differences in the adjustment of dynamic business recession and global financial crisis periods between the two countries. In the recession periods, both in U.S. and in Italy the efficiency and labor wedges played primary roles in the business cycle fluctuations. In both countries the investment wedge is negative correlated with output observations, while the efficiency and labor wedges move together with output fluctuation. However, during the financial crisis period in Italy, the adjustment to the efficiency wedge is the most important source of output fluctuation, while that of the U.S. is best explained by the investment and labor wedges. Further, we formulate, estimate, and analyze the Chari et al.(2007) model. Our results suggest that the structure of fiscal and monetary policies requires the implementation efficiency measurement to adjust productivity and bring a surge in output of Italy.
Abstract Caffè and Mazzucato can be inscribed in the tradition of the institutionalism, despite none of them defined himself in this way. They attribute to institutions the non out-searchable task to lead the ways market should work in the long run, shaping at the same time the social interactions between economic actors and citizens. A comparison between them allows for the understanding of how the heterodox framework of thought developed in the last decades to face social and economic problems. They develop their proposals starting from the same streams of economic thought and investigate the same issues in the same western economies but in different time periods. The purpose of the dissertation is to show the relevance of the thought of Federico Caffè, an economist that has been a forerunner in the analysis of economic problems that are now crucial/relevant in the political and academic debate and are deeply investigated in the research of Mariana Mazzucato. Mazzucato carries on the analysis exploiting the advancements made in knowledge and disposable tools and adapting solutions to the new historical framework. The authors share as reference points Keynes, Minsky and in a certain degree Schumpeter, that in Mazzucato gains a more central role than in Caffè. The comparison is brought head analysing the main publication of the authors, i.e "Lessons of political economy" by Caffè and "The entrepreneurial state", "The value of everything" and "Rethinking Capitalism" by Mazzucato, sided by their wide body of publications and policy prescriptions and by the writings of Caffè's interpreters. The work is divided in four sections, each of them dealing with a relevant issue in the actual political and economic debate, as well as in their research program. The first chapter deals with the role and features of state intervention in the economic system. Both the authors start from the Keynesian proposal of public intervention in the economic sphere and attribute to the state the role to plan, coordinate and set a direction to economic development, proposing models of institutions apt to perform these tasks. They discuss the evaluation of state intervention in a static and in a dynamic framework to show how the outcomes of the analysis can be reversed in favour of public action changing the assessment methodology. In the last section of the chapter, it is analysed the way in which in the last 40 years the economic policy focus shifted from the demand to the supply side policies and how this lead to leave behind the Keynesian thought. The aim of the authors is to renew attention on Keynesian policies adapting them to the new economic environment, shifting the role of the state from the "last resort employer" to the "entrepreneurial" one. The second chapter analyses the shortcomings of the "perfect competition theory" to deal with a market of monopolies and oligopolies and how the solution proposed by Mazzucato is compatible with the methodology used by Caffè to choose the more proper body of thought to deal with a concrete economic issue. According to the authors marginalism applied to an oligopolistic market allows oligopolies to appropriate positive externalities and to reverse negative externalities on society, especially on workers and consumers. The solution is found in the intervention of public policy to rebalance the asymmetry of power between market concentrations on one side and consumers, workers and taxpayers on the other side. In the third chapter, the focus is on the working of financial markets. Both the authors analyse the consequences of the diversion of investment from the real economy and of the instability of the financial system. In order to overcome these problems, Caffè proposed the socialization of the financial superstructures. This proposal derived from Keynesian "socialization of investments" and developed through Minsky's idea of Community Development Banks is investigated also by Mazzucato. She proposes a public intervention by means of public finance to allow the state to perform the "Schumpeterian role" to finance innovation, that also Caffè recognized to not be pursued by the private sector. The fourth chapter discusses the trickledown effect and the equity/efficiency trade-off. Caffè criticized the trickledown effect as an effective tool to improve general welfare and proposes public intervention to correct an unfair distribution of resources. Mazzucato does a step forward proposing to use public policies to shape a kind development aimed to improve social inclusion. Mazzucato, differently than Caffè, doesn't clearly mark a line between what is socially optimum and what is efficient, but she looks for a kind of development where such trade off doesn't exist.
Watch towers, dotting the coasts of countries bordering the Mediterranean, characterize the landscape in which they rise and constitute a system of architectural emergencies of absolute relevance. At the end of the sixteenth century, Spanish crown upgraded a massive fortification of the Mediterranean coasts. The aim of this paper is the comparison between the solutions adopted for the watch towers in Sicily and those existing along the Valencian coast. In the Kingdom of Valencia the towers come from the military engineer Giovanni Battista Antonelli school (Gatteo, 1527 - Toledo, 1588); in Sicily, the towers are often works of the military engineer Camillo Camilliani (Florence, XVI century - Palermo, 1603), from whom they take their name "camillianee". In this paper we propose four towers: Manfria and Sant'Anna regarding the Sicilian coast, San Vicente and Torre Nostra as for Valencian one. They were analyzed by taking advantage of the current digital technologies (photo modeling and 3D laser scanning), in support of several analysis such as geometric-spatial, material and technical-built, with the aim of providing an appropriate approach to the correct knowledge of the artifacts and proceed with a possible strategy to safeguard and exploitation of these towers. This contribution was made in the frame of the R & D project entitled "Surveillance and Defense Towers of the Valencian Coast. Metadata generation and 3D models for interpretation and effective enhancement" TOVIVA proyect, reference HAR2013-41859-P. La tesi si propone di indagare il tema della rivalità politica tra Cleone e Nicia, così come presentato all'interno del capitolo XXVIII della Costituzione degli Ateniesi di Aristotele. Tale tema è studiato principalmente secondo una prospettiva storiografica, attraverso l'analisi delle diverse fonti che prendono in considerazione la vicenda dei due leader. Dopo un'analisi dettagliata della testimonianza di Aristotele, si propone un esame delle fonti contemporanee, delle fonti di quarto e terzo secolo e infine del bios plutarcheo dedicato a Nicia. L'analisi ha messo in evidenza come la genesi dell'opposizione Nicia/Cleone non sia tanto riconducibile alle fonti del quinto secolo, che pur offrono parecchio materiale su cui riflettere, ma sia piuttosto da riportare alla riflessione di quarto. ; The thesis aims to examine the issue of political rivalry between Cleon and Nicias as presented in chapter XXVIII of Aristotle's Athenaion Politeia. This topic is considered primarily from a historiographical perspective, through the analysis of the various sources dealing with the story of the two leaders. After a detailed study of the Aristotelian evidence, the thesis offers an examination of contemporary sources, of authors from 4th and 3rd centuries BC, and finally of Plutarch's Life of Nikias. The analysis shows that the origin of the opposition between Nicias and Cleon should not be identified in 5th century sources, which nevertheless preserve some interesting and telling details, but it should be attributed to 4th century political reflection.
La riflessione scientifica sulle fonti del diritto è al centro dell'interesse dei costituzionalisti. La formazione dello stato moderno ha determinato l'idea che identifica nello Stato il principale soggetto della produzione normativa. Tuttavia la forza disgregatrice di nuove collettività interne ed esterne allo stato ha messo in crisi il vecchio modello, inteso come forte aggregazione politica, senza sostituirlo con uno nuovo e lasciando il sistema delle fonti del diritto nella ben nota crisi di questi anni. La legge tende a perdere il contenuto tipico di generalità ed astrattezza e a confondersi sempre di più con gli atti provvedimento. Se l'esistenza della legge si distingue solo per i connotati formali e non per le sue caratteristiche sostanziali, allora solo le forme la distingueranno dagli atti normativi dell'esecutivo e in generale da quelli dell'amministrazione. Tale situazione implicherà da un lato l'incapacità dei parlamenti di produrre norme giuridiche di largo respiro capaci di regolare gli interessi che emergono dalla società civile e dall'altra una sorta di deresponsabilizzazione e non imparzialità da parte degli organi amministrativi. Nel presente studio, partendo da una analisi dello sviluppo della decretazione nella cornice dello stato liberale italiano, tenteremo di apprestare un'analisi parallela dello sviluppo del decreto legge nell'esperienza albanese. Il primo capitolo è un ripercorrere le tappe dello sviluppo della decretazione d'urgenza a partire dal quadro costituzionale offerto dallo Statuto Albertino per arrivare alla disciplina attuale. Nel secondo capitolo, rivolgendoci all'esperienza albanese, ripercorriamo brevemente le tappe dello sviluppo storico dello stato a partire dal Congresso di Vlora cercando di intercettare nella esigua letteratura le tracce del decreto legge, per poi giungere all'analisi della sistemazione odierna. Infine nell'ultimo capitolo, esamineremo brevemente alcune esperienze europee per individuare la loro scelta rispetto alle competenze normative attribuite agli organi esecutivi pur nel rispetto del principio di separazione dei poteri che le accomuna tutte. ; The scientific reflection on the sources of law is an issue of main interest for constitutionalists. The formation of the modern State has determined the idea that identifies in the State the central body of legislative function. However, the disintegrating force of new internal and external collectivities has put under discussion the old model, intended as a strong political aggregation, without replacing it with a new one and leaving the system of the sources of law in the well-known current crisis. The statute-book law is losing the typical content of generality and abstract nature by increasingly being confused with decree law. If the existence of law is distinguished exclusively for its formal connotations and for the substantial characteristics, than only the forms will distinguish it from the normative acts(decree-law) of the Government and in general from those of the public administration. This situation implies, on one side, the incapacity of the legislative power to produce legal norms of large scale capable to regulate the interests emerging from the civil society and, on the other side, a sort non-impartiality and a loss of responsibility by the administrative bodies. In the first chapter is offered an overview of the development of the decree-law function starting from the Albertin Statute till the current Italian experience. In the second chapter is developed an analytic tableau of the historical evolution of the same institute starting from the Congress of Vlora, with the intention to intercept in the scarce interested doctrine, in order to arrive to a systemic present analyze. For last, in the third chapter are shortly examined some current European experiences in the field of the delegation of legislative powers and functions to the executive branch in full respect of the principle of separation of powers distinguishing all of them.
The process of globalization is powered by four non-controllable engines: science, technology, economy and profit. The sudden social, political, economic and cultural transformations open to the idea of development meant as the way of salvation for humankind. E. Morin and A. Sen, in their respective fields of study and research, ponder these planetary phenomena. In this context, they proposed a new concept of development as a process of expansion of the person. The authors' key-words are, respectively: development/un-development and development/freedom/capability. School is the suitable environment that could provide support to the aforementioned process of personal expansion. It represents the educational environment that encourages the un-development as a return to a poetic quality of life.Furthermore, it is in charge of promoting the process of capability, as an opportunity for people to become aware and active citizens. ; Il processo di globalizzazione muove spinto da quattro motori incontrollabili: la scienza, la tecnica, l'economia e il profitto. Le rapide trasformazioni sociali, politiche, economiche e culturali aprono nuovi scenari rispetto ad un'idea di sviluppo inteso come la via di salvezza per l'umanità. Gli studiosi E. Morin ed A. Sen, nei rispettivi campi di studio e di ricerca, riflettono intornoa tali fenomeni planetari. Essi propongono una nuova idea di sviluppo che può essere inteso come processo di espansione della persona. I concetti chiave delineati dagli autori sono rispettivamente quelli di sviluppo/inviluppo e di sviluppo/libertà/capability.L'ambiente idoneo a favorire uno sviluppo come processo di espansione della persona, viene rappresentato dalla scuola. Essa si propone come l'ambiente educativo in grado di favorire un inviluppo, come ritorno ad una qualità poetica della vita e rappresenta il luogo in grado di promuovere il processo di capability, come opportunità per l'uomo di divenire cittadinoattivo e consapevole.
Il lavoro concerne la tematica della protezione contro la disoccupazione dei lavoratori autonomi sviluppando una comparazione tra due paesi. Il lavoro autonomo sta acquisendo una crescente importanza nei Paesi UE come effetto di nuove modalità organizzative e nuovi settori della produzione mondiale. Questo viene concepito come una modalità di uscita dalla disoccupazione generalizzata e come una modalità di creazione di nuova occupazione. Inoltre, durante gli ultimi decenni sono apparse nuove forme di lavoro, le quali ricoprono una "zona grigia" tra lavoro autonomo e lavoro subordinato, ricevendo l'attenzione da parte delle istituzioni nazionali ed internazionali. Parimenti, le prestazioni della sicurezza sociale sono state accresciute, sebbene la protezione contro la disoccupazione involontaria non sia sviluppata da tutti i Paesi, o non raggiunge standard adeguati di tutela. In tale prospettiva, questo lavoro sviluppa una comparazione tra l'Italia e la Spagna. Infatti in Spagna, per la prima volta in Europa, il legislatore ha approvato uno Statuto dei Lavoratori Autonomi nel quale vengono regolati i principali diritti e doveri del lavoratore autonomo, mentre è stata istituita una prestazione contro la disoccupazione involontaria. In entrambi i Paesi sono state approvate nuove misure contro la disoccupazione dei lavoratori autonomi durante la crisi. Prendendo le mosse dalla problematica della protezione sociale dei lavoratori autonomi in caso di disoccupazione o cessazione dell'attività, il lavoro analizza le difficoltà nello sviluppo della protezione sociale di questi lavoratori e professionisti e studia le diverse tecniche e leggi attraverso cui i due paesi hanno recentemente dato risposta a tale problematica e le criticità ancora in essere. ; The work deals with the unemployment protection for the self-employed in a two-countries comparison. Self- employment is gaining an increasing importance in EU Countries as an effect of new organization and development of sectors of world production. It is conceived as a way out from overall unemployment and as a way to create jobs. Moreover, during the last decades new forms of work have appeared, covering a "gray area" between employment and self-employment, and gaining the attention and regulation from national and international institutions. Also, social security benefits have gradually increased, although the protection in case of unemployment is not covered by all Countries, or it does not reach appropriated standards. In this perspective, this work develops a comparison between Italy and Spain. In fact in Spain, for the first time in Europe, the lawmaker has drafted a Self-employed Workers' Statute in which their main rights and duties are regulated, while a contribution-based unemployment benefit has been started. Moreover, in both countries the new measures against unemployment for the self-employed have begun to be developed during the crisis. Starting from the issue of the social protection of the self-employed in case of unemployment or cessation of activity, the work analyses the difficulties in the development of social protection for these workers and professionals, and studies the different techniques and regulations through which the two countries have recently tackled the matter and looks at the critical issues still to be addressed.

Le conseguenze belliche hanno influenzato in particolare la vita di tutti gli abitanti del Quarnero, soprattutto quella della popolazione italofona. I cambiamenti, determinati dalla legge e dalla nuova realtà politica, hanno avuto conseguenze tali da rendere impossibile la continuazione della vita di tutti i giorni. In relazione a tali cambiamenti ha avuto luogo l'esodo degli italiani della zona, che da parte integrante della popolazione sono diventati minoranza. Dopo esser stata assegnata alla Jugoslavia, Fiume e la zona istro-quarnerina hanno vissuto tanti mutamenti soprattutto per le ingenti partenze degli italiani. Tutti questi cambiamenti hanno portato alla formazione anche di una nuova letteratura e così si è creata la letteratura di confine alla quale appartengono due autori fiumani che sono oggetto della presente ricerca: Paolo Santarcangeli e Marisa Madieri, scrittori che sono stati costretti ad abbandonare la loro terra natia. Gli autori fiumani in questione, hanno vissuto esistenze diverse, ma si riscontrano elementi simili nelle loro vite, in particolare per quanto riguarda il concetto di memoria. In questa ricerca vengono analizzate le loro due opere più importanti Il porto dell'aquila decapitata e Verde acqua, che ridipingono la memoria legata alla città di Fiume. Si tratta di due opere diverse con uno stile di scrittura diversificato, ma redatto con lo stesso scopo. La cartografia è uno straordinario strumento di lettura e interpretazione del paesaggio e, non solo consente di trasmettere informazioni diverse per realizzare nuove cartografie tematiche, ma ancora oggi di cogliere, in quelle storiche e/o di base, gli elementi del substrato geologico che esse oggettivamente rappresentano, ma che solo una lettura mirata acquisisce, sulla base di competenze geologico-geomorfologiche. Le moderne rappresentazioni digitali forniscono contenuti chiari ed evidenti, ma anche le cartografie più datate dell'IGM, con il tratteggio e il segno che il topografo ha trasferito nella carta, danno un contributo indispensabile per chi voglia elaborare una cartografia, anche la più sofisticata. Le carte storiche, inoltre, sono un suggestivo mezzo per riconoscere il modellato topografico del passato, e pur nella loro sinteticità descrittiva, raccontano un paesaggio relativamente lontano, le cui informazioni però sono preziose per la comprensione dell'evoluzione di un luogo. La Carta d'Italia che, da oltre 100 anni, è la base della copertura cartografica italiana, per chi faccia il geografo e in particolare il geologo e/o il geomorfologo, è uno strumento di applicazione e ricerca insostituibile. L'approccio geomorfologico alla cartografia applica alla lettura delle carte topografiche, in particolare alle tavolette dell'IGM alla scala 1: 25.000, una chiave di interpretazione geologico-geomorfologica del segno. Il moderno geografo e/o geologo, tuttavia, si avvale di tecnologie di avanguardia per la rappresentazione di una mole di dati che sarebbe difficile gestire con le tecniche tradizionali, ma anche in questo tipo di rappresentazioni vanno colti i segnali del paesaggio topografico: evidenze dei caratteri geologici, geomorfologici, dell'attività tettonica, dell'instabilità e, quindi, rischio. Il confronto pertanto dei dati rilevati nelle diverse carte di un luogo, per tipologia e cronologia, permette di valutare processi e forme e nell'insieme l'evoluzione del paesaggio in tempi storici. Questa nota, quindi, riconoscendo l'irrinunciabile contributo delle nuove tecnologie, vuol ricordare tuttavia che, al fine di fornire un valido strumento territoriale, anche implementato in un complesso sistema GIS, occorra comunque avere la capacità di cogliere attraverso la base cartografica, storica e non, il dato di campagna e ciò che le competenze geologico/geomorfologiche permettono di acquisire da essa, per una completa, consapevole e moderna interpretazione del territorio. ; Cartography is an extraordinary tool for understanding and interpretating the landscape and not only it allows to communicate different information to create new thematic maps, it is also a way to understand the historical and/or basic elements of the geological substrate, through a targeted reading on the basis of geological and geomorphological knowledge. Modern digital representations are an important tool to access clear and evident content, but the older paper maps of IGM (the "Istituto Geografico Militare", Military Geographical Institute), with the hatch and a sign that the surveyor has transferred to the paper, are also an indispensable contribution for anyone wishing to develop a map, even the most sophisticated. The historical maps are also an attractive means of recognizing the topographic model of the past, despite their descriptive brevity, describing a landscape that seems far but whose information are invaluable to understand the evolution of a place. The Chart of Italy which, for over 100 years, has been the basis of the Italian map coverage for geographers, geologists and in particular geomorphologists is an invaluable tool for application and research. The geomorphologic approach to reading topographic maps, in particular to IGM tablets at scale 1: 25,000, relies on the geological and geomorphological interpretation of the sign. The modern geographer and geologist, however, uses cutting-edge technologies for the representation of a body of data that would be difficult to manage with traditional techniques. Nevertheless, also in such representations, signals of the landscape topography has to be captured: evidence of geological and geomorphological features, tectonic activity, instability, and thus risk. Therefore, the comparison of data recorded in different charts for the same place allows to recognize processes, forms, and the whole evolution of the landscape. This note, therefore, acknowledging the essential contribution of new technology, has the aim to recall, however, that a valuable tool to describe the land, also implemented in a complex GIS system, should nevertheless have the ability to use the historical cartography and data acquired on the field for a full, aware and modern interpretation of the territory.
The evolution of Critical Theory in the thought of Jürgen Habermas has important consequences for political questions, influencing the actual intellectual debate. This paper examines the main works and studies of Habermas about the epistemology of social sciences, the critique of late capitalist society, the public sphere and democracy, and proposes a comparison with the positions of Jacques Derrida, to have a better comprehension of this evolution.
