"The Great East Japan Earthquake, accompanied by the big Tsunami and the Fukushima Nuclear accident as a secondary disaster (hereafter referred to as the Tohoku Big Disaster) in 2011, brought as many as 19,500 death toll and missing persons, and 335,000 refugees. Though its damage is not yet fully figured out, a report estimates its recovery cost (limited in the damage by the Earthquake) up to 25 trillion yen. In addition to the huge impact by the Tsunami, the nuclear accident which actually created the worst possible scenario has caused deeply serious social impact that will last for a long time henceforth. Many people living in a very wide area also experienced the major quake and the after-shock, and they are obliged to live under planned blackout. The damage cost of the nuclear power accident is still unknown but total compensation amount to the sufferers is estimated about four trillion yen. It is said that the disastrous scene of the victims not only called a wide sympathy and assistance among the people, but also it triggered to let many of them rethink their daily action and way of thinking according to the survey results." "During the communist era any debates on the expulsion of millions of Sudeten Germans from Czechoslovakia after the Second World War were tabooed. After the fall of Iron Curtain and break-up of Czechoslovakia the issue re-appeared in the Czech society. However, Czechs mostly strongly disagreed with claims for apology or even compensation raised by representatives of expelled Sudeten Germans. Among the Czechs it was difficult to call post-Second World War events as 'expulsion' and terms as 'transfer' were suggested. On to contrary, Czechs often argued that the post-war 'transfers' legalized by presidential decrees (often referred to as Bend decrees) have been anchored in both domestic and international law as they were subsequently approved not only by Czechoslovakian parliament but have been approved also by world powers at Potsdam conference. Any joint attempts of Czech-German groups of intellectuals aiming at mutual understanding had been constantly turned down by both politicians and society in the Czech Republic. The article will examine the Czech daily press in order to find out if and how the above revealed attitudes towards the expelled Sudeten Germans have changed within the Czech society during the period between 1995 and 2010." "Der Moralisierung gesellschaftlicher Verhältnisse kommt nach wie vor eine erhebliche Relevanz in der Kommunikation zwischen Politik und Öffentlichkeit zu: Aufrichtigkeit, Verantwortung, Verläßlichkeit, Schuld usw. sind Schlüssel- und in ihrem Verwendungskontext oft auch Kampfbegriffe der politischen Kommunikation. Dies geschieht einerseits unter den Bedingungen der modernen Gesellschaft, die keine einheitlichen normativen Orientierungen mehr kennt und deren Teilsysteme gerade nicht mehr über Moral organisiert und integriert sind. Andererseits können weiten Teilen der Öffentlichkeit politische Entscheidungen und deren Begründung wie überhaupt eine undurchsichtig gewordene gesellschaftliche Wirklichkeit nur durch eine starke Vereinfachung verständlich und akzeptabel gemacht werden. Moralisierungen bilden dabei eine besonders leistungsfähige Strategie der Vereinfachung und sind als handlungsnahe Deutungen in der Allianz von Politik und Massenmedien wirksam und unverzichtbar. Vor diesem Hintergrund stellt sich die Frage, wie der Mangel an einer normativ abgestützten der modernen Gesellschaft von den Subjekten kompensiert werden kann und welche Folgen dies für die Kommunikation zwischen Politik und Öffentlichkeit hat. Als vorläufig letzte Bastion bleibt hier der Rückzug auf die eigene, als authentisch wahrgenommene Subjektivität. Für die politische Kommunikation würde das bedeuten, daß der Kampf um Glaubwürdigkeit eine immer wichtigere Rolle spielt. Die Personalisierung der Politik setzt dieses Problem in die Frage der subjektiven Sinngebung in Glaubwürdigkeit der Politiker um. Wenn man nicht vermitteln kann, daß es einem ernst damit ist, verlieren moralisierende Deutungen unabhängig von ihrer normativen Begründbarkeit an Überzeugungskraft. Eine Moral der subjektiven Glaubwürdigkeit schafft allerdings große Probleme, denn sie ist diskursiv nicht in gleicher Weise wie Fragen der normativen Rechtfertigung überprüfbar: Glaubwürdigkeit schreibt man einer Person auf Treu und Glauben zu. Sollte sich der neue Typus einer durch persönliche Glaubwürdigkeit gestützten und nur noch dadurch überzeugenden Moral durchsetzen, würden deshalb große Unsicherheiten in der politischen Kommunikation entstehen, wobei nicht abzusehen ist, wie sie zu bewältigen wären." Kommunen sind Teil der Länder und haben das Recht, alle lokalen Belange zu regeln, obwohl sie finanziell von der Ländern abhängen. Sie haben einen Anspruch auf einen Teil der Einkommen-, Unternehmens- und Umsatzsteuer. Einnahmen stammen ferner aus den Grundabgaben, der Gewerbesteuer und lokalen Steuern und Abgaben. Die Länder müssen für einen vernünftigen Finanzausgleich sorgen. Kommunale Einnahmen hängen zu einem Großteil von Bundes- und Ländergesetzgebung ab. Kommunen haben auf ihre Einnahmen nur einen begrenzten Einfluss. Ihre Ausgaben - vor allem Sozialausgaben - werden großteils von Bundes- und Ländergesetzen bestimmt. Der Bund darf keine Aufgaben mehr auf die Kommunen übertragen. Die Länder haben dieses Recht, müssen aber im Gegenzug für eine angemessene Finanzausstattung sorgen (Konnexitätsprinzip). Die Höhe solcher Zahlungen ist schwierig zu bestimmen und oft Anlass für gerichtliche Auseinandersetzungen. Kommunale Steuereinnahmen stiegen 2006 auf 158 Milliarden Euro, die Ausgaben auf 156 Milliarden Euro. Erstmals seit vielen Jahren kam es zu einem Überschuss. Communes have a claim to part of the revenue of the federal income, corporation and turnover tax. Revenue from taxes on real property and business accrue to the communities as well as revenue from local excise taxes. The state has the power to legislate on these taxes, and each of the Länder has to ensure a reasonable communal equalization. Communal revenue is, in large part, dependent on federal and Länder law. The power of communes to influence their revenues is limited, a restriction on their constitutional right to regulate all the affairs of the local community on their own. Communes' expenditures are largely determined by federation and Länder laws, especially welfare expenditures. The federation is no longer allowed to transfer tasks to communes. The Länder may transfer tasks to their communes, but have to compensate them financially according to the Länder constitutions ('Konnexitätsprinzip'). Financial compensation to communes for fulfilling Länder tasks are difficult to assess and often cause legal proceedings. In 2006, communal tax revenues have risen to 158 billion, while communal expenditure has risen to 156 billion, largely due to welfare expenditures. This article is part of the publication of contributions delivered at the 24th annual conference of the Association for Teacher Education in Europe (ATEE), held at the University of Leipzig, 30.08.-05.09.1999. "A change of perspective has taken place in teacher education: It is no longer seen as the problem-solving agent of education but rather as just another source of educational problems. In this article, the author tries to trace the roots of such a negative image. The most obvious approach is a historical one. An enormous number of attempts have been made to reform teacher education. The most important and positive among these attempts has been the academic orientation of teacher education. Yet, seen from the educationalists' perspective, there have appeared a number of traps and false conclusions, possibly due to a misinterpretation of what the role of science in education should be. The reorientation of teacher education, i. e. the turn from purely didactical and practice-oriented courses at educational colleges to mainly academically oriented courses at universities, have brought up new problems that urgently need to be solved. The author discovers major problems in the fact that the great variety of research interests have to be brought in order to make them accessible to students. Didactics which are said to be the most important of all professional disciplines for teachers need to be applied to the structure of the educational discipline as a whole. An agreement on a fundamental canon of topics, methods and knowledge is necessary. This demand is, however, not meant to minimize the range of areas of study; instead, it should rather be considered to broaden specific fields of interest in order to avoid one sided academic points of view. The still unsolved problem of theory and practice is another point to be discussed. The author's question here is: "Where should educational knowledge be grounded - in the discipline or in the profession?" As it is not possible to make a clear distinction between theory and practice but rather to distinguish between the production and the application of knowledge, a curriculum is needed where those two aspects can be put together interactively. This seems to be a solution to many unsolved problems, as it would lead to a more specified target of academic teacher education. In Germany, the academic foundations for the teaching profession are laid in the initial phase of training at university. One should be careful not to ascribe tasks to academic studies that can realistically only be part of the probational second phase of teacher education. Yet, as education needs to be perceived as an action-oriented system of reflection, a significantly stronger combination of practical school experience and theoretical reflection is needed. Ideally, there would be greater stress on the combination of observation and analysis of school work which could be a means to reflect on professional practice. Also, the didactical aspects of teacher training, which are constantly being claimed as being of major importance to teachers, need to be rethought on the level of university teaching. This is a demand going with professionality on the side of academic teachers but it is also meant as a kind of compensation for the lack of practice-related teaching. Seminars and lectures would then be turned into didactical workshops. Another field of possible improvement is seen in an intensified form of investigative learning where school research is seen as a task for both students and teachers. For matters of quality ensurance university teachers need to be willing to co-operate and start to develop ideals and criteria which can later be evaluated. But as the great day of general consent on the national level can not be expected and as new regulations only will not bring real change, innovation can alone be expected by people bearing responsibility at the basis of different universities. The financial crisis of public households should not focus an saddening thoughts an economic efficiency that keep real innovation in the minds of idealists without being ever put to practice." Der Beitrag befasst sich mit planerischen und gesellschaftlichen Zugängen zu einem nachhaltigen Umgang mit den natürlichen Lebensgrundlagen, die deren Schutz und Entwicklung konsequent berücksichtigen. Ein wesentlicher Ansatz ist die Auseinandersetzung mit dem Konzept der Ökosystemleistungen bzgl. dessen Anwendung in der Planungspraxis. Kritische Aussagen zum derzeitigen Wirtschaftssystem, zu Märkten und Bepreisungen und zur gemeindlichen Planungshoheit zeigen auf, warum auch bei Akteuren räumlicher Planung "Denkschablonen", die unsere raumrelevanten Entscheidungen bisher gesteuert haben - insbesondere bei Bewertungen und Abwägungen -, aufgebrochen und neue Wege beschritten werden müssen. Ohne das Verständnis dafür, warum in den vergangenen Jahrzehnten die Ökonomisierung aller Lebensbereiche auch das Denken, Handeln und die Werthaltungen immer stärker beeinflusst hat, sind keine zukunftsfähigen Veränderungen in Wirtschaft, Gesellschaft, Politik und Verwaltung - und damit auch in der räumlichen Planung - zu erwarten, die die Begrenztheit der natürlichen Ressourcen und ihre Regenerationsfähigkeit beachten und eine tatsächlich nachhaltige räumliche Entwicklung einleiten können. Der vorliegende Beitrag wagt - bezogen auf die Veränderungserfordernisse aus heutiger Sicht - einen Blick nach vorn und bezieht sich explizit auf die räumliche Planung als wirkmächtigem Akteur für eine nachhaltige Entwicklung durch die große Transformation. Er nähert sich der komplexen Thematik mit beispielhaften Darstellungen zur Organisation räumlicher Planung an.
