Newspaper articles about Hungary on the pages of Vjesnik in the period between 1945 and 1950 were relatively numerous, but dealt exclusively with political circumstances and relations. Three basic stereotypes could be seen in the writings about Hungary, and it is indicative that they were formed in a relatively short period of four years and that they were radically opposite to each other. The first one, in the period from the end of the World War Two up to the establishment of complete communist command in Hungary in the Fall of 1947, when the defeated forces and civil political groups were ascribed negative aspects of Hungarian life and relationship with Yugoslavia, with affirmation of all the activities connected with national democratic, communist orientation. The other, in the short period between the Fall of 1947 and Summer of 1948, when the articles about Hungarian themes had solely positive characteristics. The third, after the resolution of Information Bureau of the Cominform in Summer of 1948, when the newspaper pages on Hungary were again full of negative articles, but this time Hungarian communist leadership was blamed for all the negativities. The picture about Hungary which one could get from the newspapers was generally incomplete, oriented primarily to the political events. It obviously depended on political and ideological orientations of Yugoslav ruling communist circles. The information was in the service of achieving exclusively political goals, not to give thorough and complete information to the readers. (SOI : CSP: S. 518)
On leaving Zadar in September of 1943, Italians burnt the biggest part of their political documents in the courtyard of the then Waterworks Department. This has been a setback for those interested in the interwar history of Zadar and Dalmatia, particularly those investigating the first months of the occupation. The lack of authentic documents is even today an obstacle to a solidly and scientifically built argumentation in the study of that period of Italian occupation and thus every new document, hidden in the rich collection of the Historical Archives in Zadar is a challenge for a new or a more complete interpretation of the first year of the Italian occupation of Dalmatia. This text is another attempt to answer this challenge by means of the original material from the archives and to fill in certain missing pieces in the mosaic of the organization and relationship between the civil and the military authorities in the occupied Dalmatia in 1919. The paper deals with three aspects of teaching political education: 1. problems of teaching social sciences in Croatia regarding their content, method and instruction; 2. the quality of teaching according to the ISO 9000 norm; and the study of the quality of the programme of teaching politics and economy to secondary school pupils. The methods of work chosen have made it possible to give an account of the contemporary developments in the world in the field of methodology and instruction regarding this subject. All suggested solutions and models have not simply been copied, but adapted to the existing conditions of secondary education in Croatia. The intention is to activate fresh forces with Croatian school system that will, taking into account the realities of our situation find new education paths, aware that the sole way out is the quality of learning and the complete satisfaction of pupils, parents and the society. This approach does not seek unobtainable material resources, but demands much effort and numerous changes in the policies and the work of all those directly or indirectly involved in teaching. Measuring the quality of political regimes is a field that occupies a traditional place in statistical studies that have the subject of studying the characteristics of the political system as an important segment of the explanation of the behavior of states in international relations. In a desire for a comprehensive and complete spatial and temporal interaction, researchers seek to classify data categories through an extremely complex set that represents the starting point for further research. The aim of this article is a comparative overview of the most used quantitative instruments of the level of the political regime. In addition, the author points to the advantages or limitations of certain databases. The subject of the comparative presentation are the following databases: Polity IV, Lexical Index of Electoral Democracy-LIED, Authoritarian Regime Dataset, Varieties of Democracy, and other data sets relevant to statistical testing. In addition, the author presents the problems that researchers in security studies meet in "measuring" the level of the political regime, that is, quantifying the relationship between democracy and autocracy. The method of descriptive statistics will be used in order to present the most important statistical cross-sections of the instruments used in modern research.
Полицијска делатност је незамислива без благовременог и потпуног прикупљања свих безбедносно релевантних података. Како у данашње време већа доступност података и информација у полицијској пракси не мора да значи и већу предвидљивост манифестовања безбедносно интересантних појава, свакодневно прикупљање података треба да буде праћено њиховом аналитичком обрадом. Спознати начине (појавне облике) манифестовања појава које су предмет рада полицијске организације, наћи у њима елементе будућег и предвидети њихов развој, суштински је задатак аналитичара. У раду се указује на значај аналитичког рада и аналитичке информације за доношење одлука у полицији, и сагледава допринос аналитичке подршке изради стратешких и оперативних одлука у Европској унији и Републици Србији које се односе на супротстављање тешком и организованом криминалу. ; Police activity is unthinkable without the timely and complete collection of all security-relevant data. As today's greater availability of data and information in police practice does not mean greater predictability of manifestations of security-related events, data analysis should occur on a daily basis. To understand the ways crime incidents happen, to find the elements of the future in them and to predict their development, is an essential task of analysts. Starting from the specifics of decision-making in the police, the paper points to the importance of analytical work and analytical information for policing, but also examines the contribution of analytical support to the drafting of strategic and operational decisions in the European Union and the Republic of Serbia related to combating serious and organized crime.
У раду је представљена група писама из преписке Корнелија Станковића која се налазе у Архиву Србије у Београду. У периоду између 1853. и 1865. године, Станковић је одржавао приватне и професионалне контакте са пријатељима, познаницима и сарадницима, међу којима су биле значајне личности из различитих друштвених кругова и културно-политичке јавне сфере на подручју Хабзбуршке монархије и Кнежевине Србије. Сачувана писма сведоче о многобројним композиторовим професионалним активностима, о условима у којима је живео и радио и културно-историјским приликама којима је био изложен. У раду се доноси листа најзначајнијих Станковићевих кореспондената и кратак преглед садржаја писама. ; The aim of the research offered in this article was to present a group of letters from the correspondence of Kornelije Stanković, kept in the Serbian Archive in Belgrade. In the period between 1853 and 1865, Stanković corresponded with a great number of his collaborators, connoisseurs and friends from different social groups. Many of them were important figures in the cultural and political sphere in the Habsburg Monarchy and the Princedom of Serbia. Besides a complete list of letters, parts of particular letters from the most important Stanković's correspondents were discussed in this article. They testify about numerous composer's artistic activities and his professional environment, as well as his intimate everyday life, his relationships with friends and family, the state of his health and finances. This part of Stanković's correspondence was observed as a source of important information about the composer's role in Serbian musical and cultural history.
In this article Dr Pribicevic analyzes reasons for difficult and slow transition in Serbia. Twelve years after the breaking down of authoritarian regime the Serbian population is completely disappointed. New authorities was promising higher standard, lower unemployment, quicker enter in to the EU, tough fight with corruption and organized crime. When it didn't happen even after the ten years big expectations were changed with disappointment and dissatisfaction directed against the parties which ruled the country after the 2000. On the elections hold in May 2012 Democratic party and its leader Boris Tadic lost elections and new government was created by Serbian Progressive Party, Socialist party of Serbia and United Regions of Serbia. Three main political reasons caused difficult and slow transition in Serbia. First, complete preoccupation with Kosovo problem and constant conditioning of Serbian European road with so called normalization of relations between Belgrade and Pristina slower down reforms and dealing with all other problems in society, Second, constant conflicts between so- called democratic parties which ran Serbia after 2000 and Third, slow transformation of the parties which ruled the Serbia during the 90' produced situation in which ruling parties after 2000 didn't have normal incentive and corrective coming from opposition. Only after the Serbian Progressive Party, created after the split of extreme nationalistic Serbian Radical Party, adopted main postulates of democracy and main elements of Tadic's foreign policy, first real change occurred in Serbia, twelve years after the breaking down of previous authoritarian regime. Quicker approach to EU and solvation of Kosovo issue remains the main challenge for the new government. Better life of Serbian citizens is mainly related to the solvation of these issues.
Sistem nacionalnih računa (SNR) nastao je i više puta unapreĎivan na meĎunarodnom nivou sa ciljem da omogući, izmeĎu ostalog, što potpuniju osnovu za analizu ekonomske politike. Polazeći od činjenice da će se u Srbiji nakon pribliţavanja standardima Evropske unije izraĎivati celokupan SNR, što trenutno nije slučaj, i od teze holandskog autora Bosa da će vlade sve manje koristiti SNR, u radu je ispitano koju ulogu nacionalni računi trenutno imaju u analizi ekonomske politike. Cilj istraţivanja je bio da se utvrde načini unapreĎenja upotrebe nacionalnih računa u Srbiji nakon njegove dopune, po oblastima upotrebe. Korišćenjem postojećih podataka, intervjua i kvantitativne analize, to jest ekonometrijske analize vremenskih serija, utvrĎeno je da se u tri oblasti upotrebe SNR, analizi putem indikatora, analizi tokova sredstava i makroekonometrijskom modeliranju, moţe ostvariti napredak već i sada, a posebno nakon dopune statističke produkcije. Posebno je vaţno da će biti moguće unaprediti makroekonometrijsko modeliranje u Srbiji, što je pokazano na primeru funkcije potrošnje. Komparativna analiza imovinskog efekta u Srbiji, Sloveniji, Češkoj i Holandiji pokazala je da varijabla stambene imovine nije značajna u funkciji potrošnje u Srbiji jer ne dominiraju hipoteke u svojinskoj strukturi stambenog fonda i nema finansijskih inovacija kao u razvijenim zemljama. SNR i njegovo stalno unapreĎivanje je potreban ali ne i dovoljan uslov dobre ekonomske politike. The Vrhbosnian Archbishop dr. Josip Stadler was one of the ecclesiastical prelates who was most vigorously disputed and attacked. One group, which was particularly bitter toward Archbishop Stadler, was the Progressive youth. Trough their weekly and later daily Hrvatski pokret, published in Zagreb, they constantly attacked the archbishop, sometimes approaching the limit of insult. Upon a closer analysis of their writing, however, it is clear their attack was motivated primarily, almost exclusively, by the fact that the archbishop of Sarajevo espoused a diametrically opposite political vision of the future of Bosnia and Hercegovina. Furthermore, due to the fact that the Progressives, as they were called, adhered to an ideology impregnated with anti-Catholicism, the Archbishop, who was an ardent protector of the interests of his Catholic flock in a land where they were a minority, their bitterness toward archbishop can also be understood from that standpoint. Politically, Stadler agreed with the ideas of dr. Josip Frank, the head of the Pure Party of the State Right, who supported first the annexation of Bosnia and Hercegovina by the Austro-Hungarian Monarchy and then her incorporation to Croatia-Slavonia and Dalmatia, so that all Croatian lands can be unified in a single body within the confines of the Habsburg domain. The Progressives, on the other hand, who were members of the Croatian-Serbian Coalition in Croatia, advocated a complete independence of Bosnia and Hercegovina. Since the Serbs were majority population in that region, their opponents accused them of promoting and advocating Serbian interests. In any event, the accusations against Archbishop Stadler by the Progressives should be looked upon with the awareness of their ideological and political presuppositions, and, in that sense, considerably modified. The same applies to the former Yugoslav historiography, for it uncritically appropriated both the ideology and political assessments of the Progressives and other "liberal", anti-Catholic groups. This paper show why the standardization of administrative procedure is important for the state legal system that, in the last two decades, the administrative procedure codes were adopted in almost all of the European states. Afterwards author analyzed main driving forces for development of administrative procedural law at the level of the European Union and the Council of Europe. The most important legal sources of European administrative procedural law (basic standards, principles, recommendations and guidelines in this area) are concisely presented but it is clearly indicated that there are certain ambiguities, that these sources don't apply equally to all institutions of the Union, and that they still don't make finished, complete and forever given system that can be automatically transferred to jurisprudence of the member states and candidate countries. Moreover, often administrative process laws of the member states contain rules that are not existing in this kind of regulation at European Union level and that is why the process of adopting the first European Union general law on administrative procedure was initiated, which would further improve the standards of European administrative process in general. When it comes to the general administrative procedure of the Republic of Serbia it has been shown that in spite of the strategic orientation towards the reform of the Law on Administrative Procedure expressed in numerous strategies, our executive authorities in this area have not yet moved beyond the development of the third version of the Draft Law on General administrative Procedure which was afterward adopted by the Government as the Bill. In his final remarks the author concludes stating that the largest number of European standards of administrative process are included in the final version of the Draft, but without eliminating the shortcomings of the existing Law, and without normative adjusting to the circumstances in which the Serbian administration operates, and with unnecessary abandonment of some solutions that have proved to be right in the decades-long practice of administrative authorities.
The European entrepreneurial undertaking, in the form of an equipped and armed merchant ship, ready to circumnavigate and conquer the Globe, created the modern world as a world with one side only: the mondialised West. To be globalised today, such a world has to be made as a new net, but now as a new multitask and multidirectional entrepreneurial feedback. Contemporary global liberal interventionism and governmental entrepreneurship are segmented today into a dangerously simplified multitask global pyramid of governance through onedirectional cascades. For a real globalisation, this process has to be twodirectional at least: from the center to the periphery - but from the periphery to the center, too. Otherwise, at the beginning of a new "centennial trend" and a "great cycle" there is the risk that the collapse of the liberal civilization of the 19th century could be repeated. Once again because of the weakness of the world system peripheries. The question how to strengthen the "anonymous" global economic, cultural and political processes of that twodirectional kind, is becoming the central global and strategic issue for today's politics and political science. It has turned out that this kind of state and its processes real global environment could be successfuly analyzed and effectively made use, of only with the complete unreduced methodical front of all the fields of political science together and even more than that. So as they could be practically surmounted only with a very complex political and economic action through the whole set of expertly managed public policies. From the historically based Croatian point of view, a possibility of integration into the world center was always in founding a world-market "niche", and never in making even a mini-empire or in controlling a mondialized or a mega- national net. Without a methodically global political science approach, also leaning on Central European and Mediterranean cultural and politological traditions, such Croatian interest will not be accomplished. One of the basic and strategic goals of post-war Bosnia and Herzegovina is a full membership in the European Union. During 1992-1995, Bosnia and Herzegovina has passed through one of the most difficult periods in its' history. The war has completely devastated the economical structure and the aftermaths were visible in the following years. As a new paradigm, the European Union appears. The European Union has helped the Western Balkans countries to overcome national tensions and offered them a new perspective; new regional and european integrations should be a new, historical chance for them. In the light of this, the focus of this paper is the impact of trade liberalization between the European Union and Bosnia and Herzegovina on the export from Bosnia and Herzegovina to European Union. The above mentioned impact has been observed in the period of eleven years. The total export amount of Bosnia and Herzegovina in 2015 was 4,6 billion euros, while the amount of the import was 8,1 billion euros, which makes nearly 60% in favor of import. Traditionally, Bosnia and Herzegovina's most important foreign trade partner is the European Union where Bosnia and Herzegovina has a deficit in foreign trade. The portion of export to EU during 2015 was 71,79% while the portion of import was 60,85%. The coverage of import over export was 66,89%. In the period of 2005-2015, most of the products have been placed to markets in Croatia, Germany, Italy, and Serbia, which is not the EU member. The process of trade liberalization in 2015 has resulted in surplus of trade with certain EU countries; Austria, Luxembourg and Estonia while the decrease in trade has been recorded with Germany, Slovenia and Czech Republic. Regarding the export, Bosnia and Herzegovina mailny places products which have labour-intensive character. In the econometrics analysis, extented gravitational models of trade have been placed. Besides the abovementioned, the following econometrical techinques have been used: panel data models (PD), fixed effecs models (RE) and panel corrected standard errors (PCSE). In addition, Hausman test has been applied. According to the analysis that has been carried out, the following has been concluded; InGDPi, InGDPj and InDISTij variables are statistically important on the level of 5% in the period of gradual liberalization. The SSP1 an EK variables are not siginificant.In the other moder, in the period of complete liberalization InGDPi, InGDPj and SSP2 variables have a significant impact on a dependent variable on a level of 5%. InDISTij and EK variables have a significant impact on a level od 5% as well. The above mentioned result confirm the research hypothesis; trade liberalization has a significant impact on the export of Bosnia and Herzegovina to the EU. The basic limit of this research can be a relatively short observation period, caused by the fact that the data of merchandise trade between Bosnia and Herzegovina and EU countries until 2005 are not accessible.

Starting from the fact that after the transition to the standards of the European Union in Serbia the whole system of national accounts will be compiled, which currently is not the case, and from the thesis of the Dutch author Bos that SNA will be less used by the governments, in this dissertation the current role of the SNA in economic policy analysis has been analyzed. The aim of the research was to establish the ways of improvement in different areas of the use of SNA in Serbia, after its completion. By using the existing data, interview and quantitative i.e. econometric analysis of the time series, it has been concluded that in three areas of the use of SNA - indicator analysis, flow of funds analysis and macroeconometric modeling, the improvement is possible even now, and especially after the completion of statistical production. It is especially important that it will be possible to improve the macroeconomic modeling in Serbia, which has been shown on the example of consumption function. The comparative analysis of the wealth effect in Serbia, Slovenia, Czech Republic and the Netherlands has shown that the housing wealth variable is not significant in consumption function in Serbia, because mortgages are not dominant in the ownership structure of the housing wealth, and there are no financial innovations present, as it is the case in the developed countries. The SNA and its constant improvement is a necessary but not sufficient condition for a good economic policy. The SNA has been developed enough for the economic policy analysis to prevent imbalances which took part in the last crisis, but only the ex post analysis of the SNA data has enabled improvement of the indicator analysis and standards as the basis which may prevent future bubbles and imbalances.
Ова књига садржи студије настале на основу излагања на међународном скупу Музичке праксе Балкана: етномузиколошке перспективе, одржаном новембра 2011. године у Београду. Организовањем скупа желели смо, пре свега, да као домаћини међународног скупа допринесемо учвршћивању постојећих контаката међу истраживачима који се баве музикама Балкана, као и да пружимо могућност за нова професионална познанства. У проблемском смислу, намера нам је била да створимо прилику за преиспитивање и унапређивање сопствених учешћа у етномузикологији, да дискутовањем о различитим истраживачким стратегијама примењиваним на балканске музичке праксе у новије време допринесемо унапређењу њихових истраживања, као и да скретањем пажње на специфичне проблеме, али и вредности етномузикологије, односно "националних етномузикологија" на Балкану учествујемо у ефикаснијем укључивању "малих" дисциплинарних заједница у светско етномузиколошко друштво. Овакве, у извесном смислу опште потребе, потенциране су околностима развоја етномузикологије у Србији, посебно последњих деценија. Интересовања за традиционалну народну музику изражена кроз записе о њој, њено нотирање и снимање, а потом и прве студије образованих музичара, махом композитора, у Србији су (тек) 1948. добили институционално окриље оснивањем Музиколошког института Српске академије наука (данас Српске академије наука и уметности – САНУ). Од оснивања до данас то је државна установа, те је начин рада условљен државним културним и научним политикама, а обим научне продукције кључно је одређивао увек мали број истраживача. Повећање броја етномузиколога запослених у Институту резултирало је иницијативом да се у оквиру обележавања 170 година постојања САНУ, након већег броја скупова које су организовали музиколози из Института, приреди међународни етномузиколошки скуп. То је, уједно, био и први специјализовани етномузиколошки симпозијум у Србији, а сходно томе, ово је први зборник таквог профила објављен у нашој земљи. Комплексна подршка коју смо добили од САНУ – Одељења ликовне и музичке уметности, као и признавање важности оваквог скупа од стране Министарства просвете и науке Републике Србије, што је подразумевало финансијску помоћ организацији, били су неопходни предуслови и за саму реализацију скупа, и за објављивање овог зборника. Као и увек, обим помоћи, а посебно рокови, били су лимитирајући фактори нашим идејама и професионалним жељама. Изражавамо нарочиту захвалност уваженим колегама који су били у саставу Програмског одбора скупа: Изаљију Земцовском, Џиму Самсону, Мартину Стоуксу, Лозанки Пејчевој и Палу Рихтеру. Непосредне задатке из домена организације скупа делили смо првенствено са колегама-етномузиколозима из Института, Растком Јаковљевићем и Маријом Думнић. Велико нам је задовољство што смо имали прилику да окупимо 26 етномузиколога из 11 земаља: Бугарске, Велике Британије, Грчке, Литваније, Мађарске, Македоније, Русије, Словеније, Турске, Аустралије и Србије. Жао нам је што, због објективних околности, на скупу нису могли да узму учешћа неки од истраживача музика Балкана са других подручја, чија би искуства несумњиво допринела квалитету симпозијума и зборника. Велика већина учесника скупа је приредила своја излагања за публиковање. Сада се пред читаоцима налази двадесет једна студија која на различите начине осветљава музичке праксе Балкана, сведочећи о ширини актуелних истраживачких интересовања и методологија. Издање укључује и вредне аудио и видео примере на приложеном диску, чиме читаоцима омогућавамо потпунији увид у истраживану музику и научне приступе. Обраћајући се ширем кругу читалаца, зборник је публикован на енглеском језику, али је ауторима остављена могућност да своје радове приложе и на матерњим језицима, па су ове верзије такође приложене на диску. Уређивање овог обимног и комплексног зборника је било посебно искуство. Захваљујемо се свим ауторима за прилоге и сарадњу. Посебну захвалност дугујемо рецензентима студија. У овом обимном послу подршку смо имали од читавог колектива Музиколошког института, а нарочито од колегинице др Мелите Милин, која је имала мноштво драгоцених сугестија. Ангажовање др Јелене Симоновић-Schiff (Државни универзитет Портланда, САД) око лекторисања текстова на енглеском језику, Зорана Јерковића у припреми звучних примера, Милоша Рашића у обради видео- примера и Горана Јањића на техничкој припреми издања, далеко је превазишло базичне задатке, због чега смо им велики дужници. ; This book is comprised of studies presented at the international symposium Musical practices in the Balkans: ethnomusicological perspectives, held in November 2011 in Belgrade, Serbia. By organizing this international meeting, as hosts, we above all wanted to contribute to strengthening the existing ties among researchers involved with Balkan musics and to facilitate new professional contacts. Our intent was to create an opportunity for reassessment and improvement of each of our own shares in ethnomusicology, to contribute to the advancement of research by discussing various research strategies recently applied to Balkan musical practices, and to participate in the more efficient inclusion of 'small' disciplinary communities in the global ethnomusicologies by highlighting specific values and problems of 'national ethnomusicologies' in the Balkans. These, so to speak, general needs, were reinforced in circumstances of the growth of the ethnomusicology in Serbia, particularly in recent decades. The interests in traditional folk music expressed through writings, notation, and recording of the same, followed by the first research studies by educated musicians—mainly composers, became institutionalized in Serbia (only) in 1948 with foundation of the Institute of musicology of Serbian academy of sciences (today Serbian academy of sciences and arts—SASA). Since its beginning, SASA has been a state institution, with its work regimen determined by the government culture and science politics and the scope of research output administered by a small number of researchers. The increase in number of ethnomusicologists employed by the Institute resulted in an initiative to celebrate the SASA 170th anniversary by organizing an ethnomusicology conference, in the footsteps of a number of similar professional meetings coordinated by the Institute's musicologists. This was at the same time the first narrowly specialized ethnomusicology symposium in Serbia, and consequently, in front of you is the first proceedings of such profile published in our country. The substantial support received from the SASA Department of fine arts and music and the acknowledgement of the significance of such a meeting by the Ministry of education and science of the Republic of Serbia, including funding the event organization, were essential and indispensable prerequisites for the Symposium realization and publication of this book. As is usually the case, the extent of financial support and particularly deadlines, imposed limits on some of our ideas and professional desires. We are deeply grateful to our esteemed colleagues, members of the Symposium Program committee: Izaly Zemtsovsky, Jim Samson, Martin Stokes, Lozanka Peycheva, and Pál Richter. The Symposium immediate logistics duties were helpfully shared primarily with our colleagues, the Institute ethnomusicologists, Rastko Jakovljević and Marija Dumnić. It was our satisfaction to have the opportunity to gather twenty-six ethnomusicologists from eleven countries: Bulgaria, Great Britain, Greece, Hungary, Lithuania, Macedonia, Russia, Slovenia, Turkey, Australia, and Serbia. We regret that due to objective circumstances, some of the Balkans researchers from other regions, whose experiences would unquestionably contribute to the quality of the Symposium and these proceedings, could not take part. The vast majority of the Symposium participants prepared their papers for publication. The readers are offered twenty-one studies that in different ways illuminate Balkan musical practices and testify to the breadth of current research interests and methodologies. The publication also includes a compact disc with useful audio and video examples, assembled with the idea to provide the reader with even more complete insight into the researched music and utilized approaches. In order to address a wider audience, the proceedings are published in English. Since the contributing authors could optionally submit an additional version of the paper in their native language, those versions are also provided on the compact disc. Editing of this extensive and comprehensive publication presented a unique experience. We would like to thank all of the authors for submitting their papers and for their cooperation. We also extend our sincere gratitude to our reviewers. In this voluminous undertaking, we enjoyed the support of our colleagues at the Institute, but in particular, the encouragement from Melita Milin who offered a number of valuable suggestions.
