e Finnish concept for Comprehensive Security (kokonaisturvallisuus) is based on the ideal of participation of all relevant stakeholders, with an aim to ensure preparedness for di erent threats at national level. In this article, we look at what such an approach entails and how the concept of co-creation could be used as a means to enhance its implementation with multiple actors, sectors and scales. Making use of the ideas from systems thinking and cultural-historical activity theory, our research builds on literature review as well as on the analysis of the scenario workshops' material from the on-going, Strategic Research Council funded Winland project (http://winlandtutkimus. ). We conclude that there are three elements that should be better addressed in the implementation of Comprehensive Security: the impact that global connectedness has for (national) security; the role of di erent actors and their di ering interests – and hence, politics; and the need to look at also actual security practices parallel with the strategy documents and their de nitions. e concept of co-creation – where actors engage in a continuous process to de ne and develop the implementation of Comprehensive Security – can support inclusion of all these elements into the multi-actor implementation of Comprehensive Security. ; Non peer reviewed
What is a state? This volume approaches the question from an anthropological perspective, which means that the starting point of the analysis is not the concept of the state, but instead, what kinds of structures the state consists of, what kinds of effects these structures have, and how states are experienced by the people who inhabit, make, enact, and resist them. The volume introduces a contemporary anthropological approach to the study of the state for a Finnish-speaking audience. This new approach examines the state as a diverse, socially and culturally constructed phenomenon that varies in time and place. Additional aims of the volume are to introduce and translate concepts from political anthropology to the Finnish language, and to make anthropological analyses of the state known to other disciplines that study the state and to the general Finnish-speaking public. Covering a wide variety of ethnographic contexts examining both the effects of the state and the state-like effects of other institutions, the volume contains case studies from Brazil, Uganda, Papua New Guinea, Madagascar, Finland, Bolivia, Cuba, Egypt, Fiji, Solomon Islands, and Ghana. A theoretical introduction presents the development of anthropological thinking with regard to the state and state-like institutions. An afterword reflects on the contribution of the volume in light of the ethnographic context of Indonesia.
Tutkimus on metodologisesti laadullinen. ; The main objectives of this study are to clarify and deepen the understanding of the phenomena of comprehensive security and to analyze and evaluate the political viability and administrative operability. Furthermore, the study aims to analyze comprehensive security as a political process and a complex system. In addition, the research deals with changing security environment, emerging security threats. Originally, the concept of comprehensive security derived from the previous concept of comprehensive defense and preparedness in Finland, but it also has roots in the Nordic states' cooperation processes of civil security since 2009. At policy and doctrinal levels, the 2000s saw a converging trend in Nordic states to-wards the definition of societal or comprehensive security concepts that might co-exist with military-led planning for war-time, but within which the softer aspects of security were paramount. The "societal" approach defines the protection of society as a whole – with its own complex mechanisms, values and culture – as its goal, rather than physical boundaries or the isolated and abstract individual. It also rec-ognizes the capacity of non-state actors within society, from businesses to social organizations and individuals, to play a large role themselves in warding against, coping with, and recovering from disasters. The research questions are: 1. What is comprehensive security like as a policy or meta-strategy, political process and complex system? 2. Is the comprehensive security policy or meta-strategy politically viable and administratively feasible? What kind of conditions the strategies (policies) provide for the administrative operability and the development of capabilities? The theory framework is based on Niklas Luhmann's systems and complexity thinking. Luhmann perceives society as centerless and topless system in which communication, information and meanings are considered as the basic elements. The aim of communication is to cause action in systems and formulate new system levels by creating new chains of communication. The empirical part of the research is established on the methodology of concept analysis, content analysis and policy-analysis. The policy-analysis was conducted by the method of political reading. Political reading can be characterized as 'de-mapping', which refers to opening up new aspects of contingency and thus ex-panding of the presence of the political therein (Palonen 1993: 13-15). Through the analysis of the political process the struggle of meanings was iden-tified. As a concept, comprehensive security is ambiguous, unanalytical and unclear. There is a lack of shared meanings, which reflects on how difficult it is to steer the comprehensive security. By emphasizing its cooperative and coordinative nature, is believed to promote better governance of security. However, the lack of steering hampers the political viability which the difficulties of the coordination clearly indi-cate. Many of the basic elements of a system (information/knowledge, communica-tion and meanings) have been ignored in the development of comprehensive secu-rity. This hampers its administrative operability. The study emphasizes that systemic instruments, systems intelligence, identified interdependence and systemic nature of threats and security environment are essential components of comprehensive security governance. The research produced also 10 normative conclusions, by which the compre-hensive security can be developed further with. In addition, it gives the recommen-dation for the development of a model, according to the idea of intelligent adaptive complex system. It also offers information for new political aligning and policy formulations. Due to the process approach of the research, it pays attention to societal security system as a whole, not to single functions or actors. This fits to-gether with the goals set for comprehensive security and the requirements the se-curity environment and complexity imposes.
This book approaches contemporary migration to Finland from the perspective of everyday security, presenting an alternative view to theories that examine the links between migration and security from the perspective of securitisation. By treating everyday security as a theoretical concept and as empirical lived reality, the book foregrounds migrants' experiences of (in)security, as well as the perceptions of individuals and groups whose lives are touched by migration. Empirical studies investigate the ways in which security is produced at various levels, transnationally, and in multiple locations where encounters between long-term residents and newcomers occur, highlighting the roles of the welfare state, civic society, and the media. The book explores how everyday security is constructed between interdependent actors on personal, community and societal levels, concluding that the production of everyday security is a mutually beneficial, yet at times painstaking, process for all participants.
The book presents the biographies and work lists of 126 Finnish women composers born between 1784 and 1909. Based on large-scale archival research, it is the first comprehensive historical account of Finnish women composers and their cultural heritage. The authors draw on feminist music history and the sociohistorical approach to find out who these women were, what kind of music they wrote, and how their careers reflected European cultural and social history. The treatise highlights the influence of girls' schools, women's suffrage movements and other socio-political developments on the musical culture of women. Concepts such as "composer", "woman" and "Finnish" were assumed to be open and inclusive throughout the research, in terms of both musical style and diversity in cultural background. In concentrating on music-making by women, the book opens up radically new vistas on Finland's music and cultural history, and it rectifies previous erroneous conceptions about women's composership and their artistic work. In short, it exposes the richness in the sonic and intellectual heritage of Finnish women composers, as well as its significance in society today.
2010-luvun haasteiden kannalta tutkimuksessa tulee esiin joukko riskitekijöitä. Yksi niistä on talousohjauksen päätoimijan, valtiovarainministeriön ohjausrakenne. ; In the administrative reforms of 1987-2008 in Finland the state as a whole was divided into three parts the core state, autonomous parts and actors operating in market conditions. The structural division was taken further when in 2010 the universities were split off from the financial governance of the core state to join the autonomous actors. Each part of the state body has its own financial governance. The study is confined to reforms in the system of financial governance of a state concern (core state) and the functionality of the system of governance after the reforms. This is an evaluative study assessing first the reforms in the structure and governance tools and thereafter their functionality. The structural research is based chiefly on documentary material from the era of reform. The functionality of the structures is evaluated from the perspectives of Parliament, the Government, the Ministry of Finance, the ministries, agencies and institutions and also the inspectorate. The functionality evaluation is based on 96 personal interviews with actors in charge of governance, the elite in financial governance. The object of the evaluation was the main finances under overall control and the objectives set for management by results of improving productivity, economy of operations and effectiveness. As the reforms progressed, it became a political objective to strengthen democracy or political governance in financial governance. This, too, was made a target of evaluation. The evaluation relies on the concepts of complexity theory. It was the working hypothesis of the study that through the concepts of the theory it would be possible to explain and comprehend reform processes, the functionality of the reforms and the problems experienced in them. In the study of the structure the main criterion was the complexity theory concept far from a state of equilibrium and in the study of functionality the concept of significance . No such complexity theory based study in the field of administrative science has so far been presented in Finland. Thus on the basis of the study the applicability of complexity theory to the research of reform processes and the functionality of reforms was evaluated. In the study of structure the research question was how after the reforms of 1987-2008 the governance structure of a state financial governance system is in a state of equilibrium with the goals of the reforms. The question in the study of functionality was how the financial governance system of a state concern functioned after the reforms from the perspectives of various actors. Likewise thereafter an answer was sought in the nature of triangulation to how the situation of the financial governance system structure and functionality appear to be in equilibrium with the challenges to financial governance apparent in the 2010s. Is the financial governance system a support, burden or risk to the challenges of the 2010s? In summary the answers to the research questions in light of the evaluation of the structure and functionality data are as follows: 1. The core of financial governance, the governance structure of financial policy and its functionality would appear to be almost in equilibrium with the goals of financial overall administration. In this respect the structure also supports overall financial governance. 2. The objectives of productivity, economical and efficacy in management by results would appear to be very far from being in equilibrium with respect to the requirements of the budgetary legislation (Talousarviolaki). Due to shortcomings in accounting and evaluation systems the objectives has not been achieved. Thus the management by results structure would appear to be a burden on financial governance and administration of the state economy as a whole. The structure of management by results would appear to be in a state of disintegration 3. The aim of strengthening democracy through the structural reforms of the 2000s appears to have been achieved. However, the structure is still mostly so new that its functionality, especially as regards Parliament, is difficult to evaluate. The structure appears mostly to support overall financial management, but this may entail risks from the perspective of overall financial management. 4. The situation of financial governance, from the perspective of the challenges of the 2010s would appear, as far as financial policy is concerned to be almost in equilibrium with the policy challenges, but from the perspective of overall financial management this would not appear to be the case in all respects; the situation in governance is likely to require reforms and attention to the obvious risk factors latent therein. The study permits the evaluation that complexity theory, a derivative of systems theory, would appear to be applicable to the research of reforms of complex systems and their functionality and to offer opportunities to explain and comprehend the successes and failures of reforms.
; This edited book continues the discussion on curriculum, which began in 2017 in the first book on Curriculum Studies in Finnish. The 14 peer-reviewed articles following the introductory article are divided into four thematic sets, the common denominator of which is the concern about the drifting of the comprehensive democratic German and Nordic Bildung / Didactic curriculum tradition into the narrower, competence and skills driven Anglo-American education and curriculum, shaped by the paradoxical alliance of assumedly apolitical instrumental learning theories and neoliberal policy measures. The first theme, "Knowledge and Education from Antiquity to Global", deals with the topics of civilization, education and knowledge in the Finnish curriculum debate. The first article traces back to the antique with the intertwinement of current and historical layers of meanings that are implicated in the modern concepts of civilization and education. In addition, the first theme will open up Spencer's educational thinking and its impact on Finnish curriculum thinking. The space is also given to currently emerging concerns of eco-social education and reactivated issues by global interconnectedness of social and economic justice as educational goals. The theme ends with a critical examination of the Western concept of civilization and modernity related to issues of white supremacy with affiliations of cultural and racial-ethnic superiority. The second theme looks at "The historical and current emphases of Finnish curriculum policy". The first article examines how the theme is reflected in the changing structures of early childhood education. This focus on early education will arguably make more explicit and visible the assumptions we attach to education and its role and goals in globalized society in general. The curriculum processes in Finnish basic education, especially the process of reforming the curriculum in 2014 and the local curriculum work, will also be addressed in the second theme of the book. The last article questions the assumption, often shared by mainstream academic and common sense alike, that curriculum design and teaching planning should always start with objectives. The third theme is "The current issue of disciplinarity in curriculum and teaching". In the first article attention is paid to horizontal integration of school subjects, and to general educational implications predicated on subject-based curriculum and teaching, more generally. The next article deals with conceptual interrelatedness between art education and culture, media, and subjectivity. In the third article, the secularist views on citizenship is scrutinized of the neglect of significant citizenship aspects related to broader worldviews by illusorily positioning them in the sphere of private life out of reach of public interest and debate. The fourth theme, "Higher Education Policy in Change", focuses on neoliberal governance in higher education and universities, first addressing the new ambivalent identities of academic teachers, and how competence, skills and workplace-based curricula have fundamentally altered the concept of knowledge toward an instance of populist de-intellectualization of higher education and neoliberal vocational school. In addition, the fourth theme presents a meta-analysis of the underlying curriculum thinking and conceptions behind research texts on university curricula. Exemplarily, the last article critically unpack the process of developing a skills and competence-based curriculum at the University of Applied Sciences.
; Troublesome Nature of Administrative Reform The topic of my research is an administrative reform which is studied as a dynamic and contextualised phenomenon. The aim was to understand the nature and the essence of an administrative reform in the context of local government in Finland. The Regional Support Project (Seutukuntien tuki -hanke) was chosen as an empirical example of a reform in this study. The project was launched by the national government in 2000 as a response to the transition process of local governance of Finland. In this context the municipalities were trying to solve the contradiction of their diminishing resources and increasing demands by increasing voluntary cooperation in service provision and regional development. The aim of the project was to promote inter-municipal cooperation by means of state support and permissive legislation. The empirical data is qualitative and the method of analysis is based on grounded theory. The purpose of the method is to produce a practical theory derived from the experiences of those people who have lived through the administrative reform. The process of analysis was to define emerging concepts and make continuous comparisons to the empirical data and to other conceptual innovations. By linking the discovered concepts to each other, the patterns of social behavior and meaning of action were generated. The empirical data of the study was collected during 2000 2005. The primary data consists of 154 interviews and approximately 60 pages of observation material. The data was collected in the national level steering group of the reform and in all of the eight districts (comprising 55 municipalities) taking part in the project. The secondary data includes official documents of the Regional Support Project produced by the central government, different districts and the municipalities. The grounded theory -procedure revealed four partly conflicting frames. The different frames are the rhetoric and the reality of governance practices, national government as the reformer of autonomous local government, the fear of hollowing out local government and the gap between the elite and the masses. The phenomenon of administrative reform is experienced and interpreted differently depending on the frame adopted. In a situation, where contradicting frames are visible, a conflict is possible and even probable. However, this was not the case in the administrative reform studied. Instead, the most evident patterns of behavior in the reform process were pronounced pursuit of consensus, compromise seeking and avoidance of conflict. My research shows that the core process of an administrative reform is maintaining the cohesion of the elite . With this concept it was possible to connect the discovered contradicting frames to each other. Through an analysis of the interplay between the different frames and the core process, the dynamics of the administrative reform are unfolded. Essential in understranding the dynamics of an administrative reform is the existence of the conflicting frames and coincident objective of maintaining the cohesion of the elite. This combination is likely to lead to a wobbly and slow process and shows the troublesome nature of an administrative reform. The theoretical model created in this research, shows the process of an administrative reform as an application of unisonous instrumental-rational patterns. The possibilities of the above-mentioned approach are highly limited in producing new ways of function. Such limitedness is even more problematic in a multi-actor, network-type situation, where different interpretations of situations are not confronted but concealed in the fear of conflicts. Instead, administrative reform practices could be seen as historically and culturally defined processes of production of meanings, where the struggle of different ideas and interpretations is considered normal. The acceptance of struggle as a part of administrative reform requires that the individuals of the decision-making elites are ready to function in groups, where anxiety is allowed to be present at times. The groups the decision-making elites in administrative reforms are trying to find new creative solutions to the problems they face. Creative solutions develop in situations where genuine negotiation between different meanings and interpretations is present. Negotiation is however not possible in a situation where the fundamental objective of an elite-group is to prevent the individuals of the group from exposing to anxiety. If this is accepted, it is likely to lead to small steps, bad compromises and fragmented application of reform practices. In the context of administrative reforms this is problematic for it can lead to the regression of action or actually supporting the practices already functioning. These insights indicate why the nature of administrative reform is troublesome.
In this book [titled Home, welfare work and vulnerability] the authors take the reader on welfare workers' home visits to clients in need of support in their living. Welfare workers refer to professionals in health and social care who in the book are represented among others by social workers, social care workers and nurses. The main concepts of the book are home, welfare work and vulnerability and these are contemplated from different angles. Welfare work entails encountering people who are in vulnerable situations in the midst of their everyday lives. They may need support in coping with their mental health, with physical illnesses, with the challenges of achieving sobriety and recovery or perhaps with the difficulties accompanying old age. On the one hand their ability to act is limited and weak but on the other they have many kinds of strengths and resources.
The book addresses a significant turning point in welfare services and work at which the objective is defined as the right of every individual to their own home and making living at home feasible for as long as possible. In the last fifty years or so many societal factors have made possible the dismantling of institutions, the reduction of places and the shortening of stays in institutions, the further development of care in the community, the construction of small residential and care facilities and most recently the further development of services to be taken into people's homes. The last stage of this dismantling of institutions is referred to in the book as the "home turn". As a societal change the home turn is complex – and that is how it is approached in the book. When one's own home is the main place in which welfare policy and work are implemented, it is important to scrutinize more closely what actually occurs there and what special issues are connected to this given context.
The book offers a timely point of view on the development of welfare services and the grass-root level welfare work done in the homes. It draws on interaction research based on ethnomethodology and human geography. Research data consist of recordings of home visits, researcher's field diaries and interviews with clients and workers. The work includes both chapters providing conceptual and theoretical overviews and empirical research on the encounters between client and worker(s) on home visits. Welfare work accomplished in people's homes entails many tensions and ethical issues which are analysed in the book and made visible through the means of research.
Tarkastelen kuntaa alati muuttuvana sosiaalisena konstruktiona. Fenomenologisen tutkimusotteen avulla teen näkyväksi kuntajohdon haastatteluista koostuvaa aineistoa analysoimalla, mistä puhumme, kun puhumme kunnasta. Tällä tavoin rekonstruoin kuntakäsitteen. Tutkimuksen käsitteellisinä lähtökohtina ovat kuntakäsitteen ulottuvuudet, hallinnonuudistusten sivuvaikutukset ja kunnan onttoutuminen analogiana valtion onttoutumisesta. Tutkin aihetta empiirisesti tapausesimerkin avulla, Kainuun hallintokokeilua tarkastelemalla. Näitä tehtäviä yhdistää, niistä ammentaa ja niitä samanaikaisesti ruokkii määrittelemäni kunnan ydintehtävä, raison d´être, jonka mukaisesti kunta on elämisen edellytyksiä luova itsehallinnollinen paikallisyhteisö. Muutoksen kokemisessa olennaista on kuntajohdon käsitys kunnasta. Palvelutehtävään nojaavissa kunnissa muutos näyttää vaikeammalta, kun taas sellaisissa kunnissa, joissa kunta nähdään moniulotteisempana kokonaisuutena, muutos näyttäytyy helpompana. Palvelukuntakäsitykseen perustuva näkemys kunnasta saa muutoksen näyttämään lopun alulta. Monipuolisempi kuntakäsitys auttaa näkemään muutoksessa uuden alun, jossa kunta on mahdollista keksiä uudelleen. ; Local government, change and the change of local government This research concerns the change of local government. I focus on the question, how local government appears in a context of administrative reform that reduces the tasks of local government. I also study what kinds of effects the reform has on local government. The aim of this research is to increase understanding about the multidimensionality and the extension of this kind of reform. The research is em-pirical focusing on one case, the regional self-government experiment in Kainuu region, Finland. In my empirical case study research I show what meanings local government is given to, what kinds of broader societal effects the change of local government is connected to and what the change of local government as a whole is about. I consider local government as a constantly changing social construction. By using phenomenological research setting and by analyzing the interview data, I demonstrate what we talk about when talking about local government. By doing this I reconstruct the concept of local government. The conceptual basis of this research is based on the concept of local government, the side-effects of adminis-trative reforms and hollowing out of the local government as an analogy of hollow-ing out of the state. As a result of my grounded theory based analysis I have built an empirically based theory of local government. I examine the effects of the reform that are re-lated to local government and the meanings that local government is given to in the reform context. The local government related effects are 1) organizational and functional effects, 2) effects related to management and 3) the changes in local government conceptions. The rhetoric about change is contradictory when it comes to change, constancy and the nature of change. In my research I have also defined four main tasks for local government based on the data. These tasks are 1) democracy task, 2) economy task, 3) community task and 4) well-being task. These tasks are combined by the core task, raison d´être, of local government that ac-cording to my definition is as follows: local government is a local self-governmental community creating prerequisites for living. The basic tasks are em-phasized differently in different municipalities and the emphasis varies over time also in single municipalities. Local government can, thus, be local government in various ways still maintaining its basic essence. My research indicates that reducing local government tasks affect differently in different municipalities. Task reduction as such does not destabilize the status and meaning of local government. The way local government leaders understand local government seems to be essential when figuring out how the change is experienced. The change seems to be more difficult in municipalities that lean on the service task while the change seems to be easier in municipalities where local government is seen as a more multidimensional unity. Grounding the local government conception on the service task makes the change appear as the beginning of the end while the more versatile conception helps in seeing a new beginning in the change where it is possible to re-invent local government. Thus, local government will not hollow out due to the task reduction but the change reveals the hollowness of service municipality conception. Instead, it seems that the idea of local government has been lost during the decades when the state has given constantly new tasks to the local level. In the light of my research the change of local government appears as a cumulative process with no clear beginning nor clear end, as a process in which various pulses cause new drivers that lead to new changes. The direction of change varies in different municipalities which increases the differentiation of municipalities. The change fosters change so that the existence of local government can be seen as a constantly changing continuum where local government is continuously reconstructed and where are some firm basic elements that structure the existence of local government. The change that the reform has brought up has opened up the chance to make visible the various dimensions of the essence of local government and the various ways of how local government can exist. The difference and differentiation of municipalities challenge the conception of local government as a generic, homogenous group, the conception that has for decades steered the legislation concerning Finnish local government. This change of mindset will have effects not only on the local level but also on the national policy and research concerning local govern-ment. Local government cannot be categorized in one, single unitary form, but instead, various parallel local government realities emerge.
The edited volume Archives and the Cultural Heritage focuses on archives as institutions and to their tense relationship with archives as material. These dynamics are discussed in respect of the past, the present, and the future. The focus lies in the mechanisms the Finnish archive institutions have utilised when taking part in forming the cultural heritage and in debating the importance of the private archives in society. Within social sciences and history from the early 1990s onwards, the effects of globalisation have been seen as a new focal point for research. Momentarily, the archives saw the same paradigm shift as the focus of the archival studies proceeded from state to society. This brought forth the notion that the values of society are reflected in the acquisition of archival material. This archival turn draws attention to the archives as entities formed by cultural practices. The volume discusses cultural heritage within Finnish archives with diverse perspectives and from various time periods. The key concepts are cultural heritage and archives – both as institution and as material. Articles review the formation of archival collections spanning from the 19th to the 21st century and highlight that the archives have never been neutral or objective actors; rather, they have always been an active process of remembering and forgetting, a matter of inclusion and exclusion. The focus is on private archives and on the choices that guided the creation of the archives and the cultural perceptions and power structures associated with them. Although private archives have considerable social and research value, and although their material complements the picture of society provided by documentary data produced by public administrations, they have only risen to the theoretical discussions in the 21st century. The authors consider what has happened before the material ends up in the archive, what happens in the archive and what can be deduced from this. It shows how archival solutions manifest themselves, how they have influenced research and how they still affect it. One of the key questions is whose past has been preserved and whose is deemed worthy of preservation. Under what conditions have the permanently preserved documents been selected and how can they be accessed? In addition, the volume pays attention to whose documents have been ignored or forgotten, as well as to the networks and power of the individuals within the archival institution and to the politics of memory. The Archives and the Cultural Heritage is an opening to a discussion on the mechanisms, practices and goals of Finnish archival activities. It challenges archival organisations to reflect on their own operating models and to make visible their own conscious or unconscious choices. It raises awareness of the formation of the Finnish documentary cultural heritage, produces new information about private archives and participates in the scientific debate on the changing significance of archives in society. The volume is related to the Academy of Finland research project "Making and Interpreting National Pasts – Role of Finnish Archives as Networks of Power and Sites of Memory" (no 25257, 2011–2014/2019), University of Turku. Laadunarviointi on keskeinen osa koulutuspolitiikkaa, jonka kansallisena tavoitteena on nostaa suomalaiset Euroopan osaavimmaksi kansaksi koulutuksen mittareilla mitattuna. Tutkimuksen tulosten perusteella koulutuksen 'laatu' näyttäytyy ristiriitaisena koulutuspoliittisena empty signifier-terminä, jolla laadun rationaliteetti ja teknologia on sidottu yhteen, palvelemaan samoja yhteiskunnallisia päämääriä. Lähtökohtaiset oletukset 'laadun' yhteiskunnallisen oikeuttamisen ja varsinaisten arviointikäytäntöjen taustalla eroavat kuitenkin toisistaan merkittävästi. 'Laatu' on toisaalta yhteiskunnalliseen muutokseen reagoivaa loputonta liikettä ja kehittymistä laadun idean tasolla ja toisaalta arviointijärjestelmän sisällä tuotettua kuntien ja koulujen systemaattista seurantaa sekä tosiasiana todettua kyvykkyyden mittaamista suhteessa tavoitteisiin. Laadunarvioinnin diskurssi tarjoaa analyysin perusteella laadun muotoutumiselle jatkuvan kehittymisen ideologian ja metodologiset kehykset, muttei välineitä laadun parantamiseen subjektin näkökulmasta esimerkiksi pyrkimällä tukemaan oppilaan oppimisen edellytyksiä. 'Laatu' irrotetaan koulutuksen arjesta, arvoista ja pedagogisista periaatteista neutraalisti tuotetuksi arviointitiedoksi. Laadun subjektit (opettajat ja opiskelijat) esitetään laatutyöhön osallistettavina laadun tuottamisen välineinä. Governed quality? About the nature and definitioning terms of quality in the education policy discourse Abstract Quality assurance is understood as an important part of education policy in which the main goal is to raise Finnish to the most capable people in Europe measured by the indicators of education quality. It has both technical and governmental functions. Quality assurance methods as a part of diffused regime of governing are expanding from the national level into the practices of the municipal corporations and the schools. In this meaning the current regime of governance supports the commissioning of the uniform assurance technigues and models as the forms of local quality control. In the center of this research is the question of 'quality' and the way it is formed in the discourse of education policy and through the modes of quality assurance. The research analyzes the preconditions of this discoursive consept through Foucaults analytic perspective. It pays attension to the truths and legitimation of quality (rationality of government), the quality practices (technique of government) and the role of the subject in the discourse of quality. The data of the research consist of the education policy text "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan" (Quality work in Basic education. Ways to take over the quality criteria), published by Ministry of Education and Culture. The text is an instructioning publication for the municipal corporations and schools, amed to support their self evaluation. As a results of the research 'quality' appears as a contradictional 'empty signifier'-concept used as a tool of education policy. By using the consep it is possible to combine the rationalities and the techniques of quality, both serving the societal ambitions. Even so, the main principals behind the legislations of society level and the ideas connected to assurance practices differ from each other significally. On one hand 'quality' is seen as an idea and reaction to the endless movement of the development of society, but on another it is about verifying the 'true' capability of the local actors reaching goals and results; systematic measurement inside the regime of assurance. Thus the education discourse gives for the forming quality two attributes: the ideology of continuing development and the frames of measument, but says nothing about how the subjects/actors could reach those goals in practice by improving the conditions of learning. Governed 'quality' is separated from the ordinary reality of schooling, from the values of teaching and the principals of pedagogy and translated into neutrally produced assurance knowledge. The real subjects of quality (teachers and pupils) are performed as committed instruments of the production of it.
Tutkimuksen lähtökohtana on vuosikausia samanlaisina säilyneet epäkohdat järjestelmässä. ; Rehabilitation in Finland is part of many welfare systems and as an institutional entity it has many separate subsystems. It has been described as a fragmented and complex entity. Several problems have been attached to the Finnish rehabilitation system, such as unclear division of responsibilities between different subsystems. The rehabilitation system have undergone several coordination attempts especially since the 1990 s. A large legislative reform was launched in 1991. The purpose of the reform was to overcome the problems appearing in the system. The legislative reform was to be evaluated every four years and it was presented in the form of three government rehabilitation reports. Besides the major legislative reform in 1991, parts of the system have been reformed through single legislative reforms in the last three decades. However, despite many reforms in the rehabilitation reports and in other descriptions of the system the same problems have recurred. It seems that no extensive solutions have been found to the problems of the whole rehabilitation system, at least in the short-term. Macro-level studies of the rehabilitation system are needed in Finland. Studies are usually focused on the practical level and different methods of rehabilitation. Although some studies concern the whole rehabilitation system, the perspective is usually on certain sub-system or the entity is contemplated from the client s perspective. In this study the focus was on the institutional entity of rehabilitation in Finland called rehabilitation system. The concepts used were governance and historical institutionalism. The purpose was to analyse the complexity of the institutional entity of rehabilitation in Finland and its development and draw conclusions on the possibility of change in the rehabilitation system in Finland. The legislative reform in 1991 was used as a starting point because it has been the largest reform to develop the whole system in Finland so far. The complex system was analysed using several data. The data used were national rehabilitation policy documents and their background reports and statements, interviews with key authors, legislation and also literature and documents describing the history of the rehabilitation system in Finland. The data were analysed using data based and theory oriented content analysis, frame analysis and the basis of historical sociology. This dissertation consists of four publications which analysed the governance of the rehabilitation system from different perspectives. First, the focus was on the construction of governance in the complex system. The perspective was on the roles of different institutions in the rehabilitation system. According to the results different co-operation forums have promoted change in the system. However, at the same time different power constellations in rehabilitation agendas inside the system have inhibited change. Second, the system was studied through so-called basic modes of governance (hierarchy, network and market). The results showed that certain parts seemed to be emphasized in the reform talk. Common talk of governance was missing. In the third part the main focus was on the interpretations of problems and their policy solutions for the whole system in its reform agenda. The results showed four different frames which were used in discussions. In the frames the problems and policy solutions usually did not meet. In the fourth part the governance of citizens rights was studied. According to the results the rights to rehabilitation benefits are determined in different ways for different population groups and the right to benefits was decided in many places. The overall results of this study showed a deep division between the subsystems. Instead of single and small reforms a reform of the whole system requires attention of all parts of the system in the reform and perhaps a strong coordinating body. It seems that through single and small reforms it is difficult to overcome the problems of this complex system.
Osallistumisen kannalta olennainen seikka on YVAn institutionaalisuus: se on julkishallinnon luoma väline, jonka lisäksi toimenharjoittajalla on keskeinen YVA-menettelyn käytännön toteuttajan rooli. Suomalaisessa YVA-järjestelmässä on korostettu kansalaisten osallistumismahdollisuuksia. ; Public participation in environmental impact assessment Environmental impact assessment (EIA) is a policy instrument based in law and used to prevent harmful environmental impacts, increase public information access, and improve public participation opportunities. EIA is an open process for discussion and participation of different actors: it increases the transparency and broadens the information base of environmental policy planning and decision making. One aim of EIA is to incorporate citizens views and opinions, concerns and desires into planning at an early stage. EIA is a process of identifying and evaluating potential impacts from proposed activities. It is also an interactive and communicative policy instrument and should facilitate direct participation. EIA is an example in the development process of direct participation in Finland during 1990 s. In this study EIA is approached as a participation instrument. Public participation is the perspective from which the EIA-process is analysed. The aim of the research is to examine participation in EIA both a theoretical and empirical way, and to interpret and explain the operation logic and efficacy of participation. There are three main research tasks in the study. The first task is to create a theoretical framework for analysis of public participation in EIA. For this purpose, the theoretical and methodological triangulation is made in the study. There are four main parts in the triangulation. Firstly, the elements of participative and deliberative democracy and communicative planning theories are combined. This theoretical discussion shows what kind of democracy and planning EIA can represents. Secondly, network analysis and evaluation are integrated in the methodological triangulation. The concepts of policy networks and intervention theory are used in theoretical and methodological manner. The outcomes of theoretical and methodological triangulation are criteria of deliberative EIA and four policy network models of EIA as an instrument of public participation: 1) EIA as a negotiation process; 2) EIA as a technical process of information collection, 3) EIA as an information instrument; and 4) EIA as tool for controlling of participation. While the theoretical part of the thesis has its own analytical objectives, these policy network models are utilized with evaluation criteria in the empirical part of the study. The second research task is to analyse the historical development of participation in Finnish EIA legislation. The focus of this part is on the long lasting political process and arguments behind the enacting of Finnish EIA Act in 1980 s and 1990 s. The most important amendments of EIA legislation and the international and national reasons behind them are also considered. According to results of this part of thesis, the role of participation has been central to the Finnish EIA system. Even if the EIA Act was implemented in Finland relatively late in 1994, the legislative foundation for public participation has always been strong. Though the implementation of participation is defined in a flexible way, Finnish EIA legislation supports public participation and in principle creates possibilities for deliberative democracy. The third research task is to evaluate public participation in two case studies. This part includes following questions: 1) what kind of objectives do different actors seek from participation; 2) how does participation impact EIA and what are the obstacles of effective participation; and 3) how transparent and acceptable is the EIA process? The two cases used, the EIA of a road project and the final disposal of nuclear waste, show how much the aims, the implementation and the effectiveness of public participation can not only vary between different projects, but also during the planning process in one certain project. Notably, in the nuclear waste case, the nature of top-down instrument of EIA was clearly observed, while the developer of the project assumed a dominant role. The three elements of policy network (actors, arenas and agenda) were defined by the developer. Even if participation was carried out with great visibility, professional implementation and sufficient resources, the impact of public participation and lay people expertise was not so essential, while the economic and political interests of the project and the role of experts were in central role. In this case study EIA represents the policy network model of controlling of participation: the role of governance was more important than deliberative participation. In the road case the planning situation was more open. There did not seem to be the same need to define and control participation and the agenda of the EIA. The contribution of citizens was used in planning in a more effective manner. The EIA assumed a more traditional role as an information distribution tool, and as a place for open discussion and effective participation. The case studies suggest that the legislative base can not alone guarantee the effectiveness of public participation. Most important factor is the attitude of main actors. Each EIA process is unique and general theories of participation in EIA are difficult to create. In practice, the EIA is more or less an institutional process of power division between different actors, and the developer has the central role. EIA is an open arena that allows political disagreements to form and emerge into the open. However, EIA can also be used to promote political interests. EIA and participation can be harnessed by the proponent, but EIA can also feed the so called NIMBY (Not In My Back Yard) phenomenon. It is also possible, that policy instruments like EIA create a new elite active lay experts. Theoretical ideas of deliberative democracy or communicative planning are challenging to implement in practice. At the same time it is important to estimate the criteria and expectations concerning participation. One can see, that EIA has lot of deliberative potential, but the main challenges are in the relationship between EIA and decision making, and in the structures of political power and decision making outside of EIA.
; The purpose of this study is to interpret and understand the nature and presence of the use of power in polytechnics during the years 1995 - 2000 when they were both being made permanent and undergoing expansion. The study is divided into two main parts: the theoretical and the empirical case study. The use of power within the process examined is interpreted through the theoretical part. Put concisely the theory becomes an interpretative tool in this study. The study concerns itself with two principle levels, the national and the provincial / local: the relationship between and within these two is analysed and interpreted from the viewpoint of the use of power. The basic arrangement of the study is to consider the use of power through and with the help of the two earlier mentioned levels. The workings of the evaluation board of the polytechnics and its licensing section (initially a separate working group), government, parliament, the commission of education and culture, and the ministry of education form the national level of the empirical part of the study. These bodies can be broadly divided into two working groups: the political decision makers, and the specialists. The second level is made up of local and provincial questions of power, resources and dependency. North Savo Polytechnic and Pirkanmaa Polytechnic, both of which could not get permanent official status immediately on first application, have been chosen as examples of the local level. During the period studied North Savo Polytechnic applied for permanent status three times and made one application to broaden the mandate sought. Thus the process reality and entirety and its power dimensions and its changes can be seen. After these submissions the process continued in North Savo provisionally or as education based on agreement making certain units permanent. Pirkanmaa Polytechnic was assessed at the start of the process and again at the end of it when it got provisional approval for making the school permanent. Thus in the time period studied we can examine two different cases as examples within the local process. The study covers issues on both micro and macro levels. The central theme is to look at the process and its content dimension in its entirety. The views of both local and national influencers have been included to make the research more substantive. The use of power as part of process reality is modelled with the aid of two intersecting lines. At the ends of the horizontal line there are the power dimensions of authoritarian (power over) and co-operative (power with). The vertical line describes energy and anti-energy power dimensions; empowerment and action that hinders or even blocks it. Thus we have a four-field model that describes power dimensions in the building process and serves as a technical tool for the study and its theoretical framework. The starting point of the study is that "power moves" as a result of actions in the aforementioned four-field model even during the same process reality, and then the use of power takes different forms and has different consequences. The positions of the power wielders and power targets vary during social interaction and action. Power as a phenomenon manifests itself in varying non-static process relationships and a conclusion as a nil sum game or open conflict is not enough to keep the process developing positively. They are counterbalanced by reciprocal exchange relationships and the positive sum conflict dimension. The interpretation of process reality, securing a change, and management of the entirety become central. The starting point of the study is, through the above-mentioned theoretical framework, to analyse, interpret and understand the phenomenon studied, i.e. the use of power in the process of awarding permanent status and broadening a mandate already received. The methodological emphasis comes close to theory based analyses and evaluation. The aim is a dialogue between on one hand the theory and the framework it's based on and on the other hand the data. This dialogue is then completed with views from various researchers. The documentary data consists mainly of written original, genuine and clearly defined bodies of text which were submitted and which formed a central part in the making of political decisions in the polytechnic field. Through the interpretation process of the study it can be stated that as regards the creation of the polytechnics that power was not only located at the level of national decision makers i.e. the direction is not only from the top to the bottom. Successful implementation and feasibility were and still are the contributory responsibility of the local level applicants. Interaction and reciprocity exchange are needed to make further development successful. Real change in the process reality will be incomplete if local level work input, management and depth of the change - especially from the viewpoint of the polytechnics - are not taken into consideration. The most central dimensions of the framework are brought out with the interpretation of the empirical data; the use of power in the differing action levels of the process reality was moving in the nil sum game - positive sum conflict dimension, as also in the facilitating / empowering and anti-energising / solution retardation dimension. The use of power with its results was moving in the fields of authoritarian (power over) and co-operative (power with). Power as capacity and as ability to interpret one's own and others´ reality and also as management of the entirety - even lacking of all the before mentioned dimensions - receives a central role in the case study examined. The changing and relationship based nature of power is brought out. The use of power can be seen clearly in the tangible actions at the local, provincial and national levels. When the situation is looked at from the framework of the study it can be seen that the utilisation and interpretation of the concept of power has remained partly limited in the course of the process or that the decision makers have not thought about it from the viewpoint of the framework. On the basis of the study it can be interpreted that the study of the reflex effects and facilitating / empowering dimension of the use of power has remained somewhat incomplete or that at least the knock on effects have not been studied in all aspects. As a result of the decisions made and the principles chosen the management of the entirety and the ability to secure the depth of the change that essentially go together with the use of power were not problem free. All in all it is about, in accordance with the title of the study, learning to use power. At the same time the challenging nature of the use of power in administration other than in the polytechnics is revealed.
