La crise actuelle pourrait nous conduire à anticiper une augmentation du conflit dans la procédure législative de l'UE, et, in fine, une évolution d'un système consensuel à un système majoritaire. Cet article entend tester cette hypothèse à travers une évaluation de l'évolution du conflit dans la procédure législative de l'UE. Il constitue une première tentative d'utiliser la base de données de l'Observatory of European Institutions pour approfondir notre compréhension de la conflictualité au sein du processus législatif européen. D'abord, nous proposons plusieurs indicateurs inter et intra-institutionnels de conflit. Puis, nous analysons l'évolution du conflit sur la période 1996-2014. Les données montrent une augmentation limitée du conflit. Cependant, les acteurs législatifs continuent de se conformer à la norme du consensus. Le système politique de l'UE n'a pas évolué d'un modèle consensuel vers un système majoritaire. Afin d'expliquer cette pérennité apparente, nous proposons plusieurs hypothèses: une adaptation furtive des institutions; une incitation inter-institutionnelle à la productivité législative; un patriotisme institutionnel.

Since the abortive coup in October 1993, Burundi has been in a severe crisis, however, lately reaching a more hopeful situation. The international community has made substantial efforts at preventing the escalation of the conflict and at contributing to a process for sustainable peace in the country. This includes the UN system, bilateral countries and in particular the neighbouring states. A number of NGOs have been among the actors. Here the efforts of some major NGOs lending their support to Burundi's peace process are discussed both as regards their support for peace building and for support to peace mediation. The aim has been to assess their performance based on their aims and objectives in relation to respective NGO's overall reasons for coming to Burundi in the first place, as well as their wider aims. Efforts are made to find common denominators and possible conclusions and recommendations useful for others involved in similar activities in Burundi and elsewhere. (Afr Dev/DÜI)

This paper examines the influence that land use conflicts have on adherences to environmental ideas and values. By referring to a case study and emerging from the obligation to argue about what stakeholders encounter, the author analyses different processes. These processes lead to disseminate environmental values and ideas as they reinforce the commitment to pro-environmental attitudes. The epistemic dimension of debates can nevertheless exert a counter-effect on these processes.

marked by more than 10 years of politico-military crisis, Côte d'Ivoire now seems to be reviving its ashes. One year after Laurent Gbagbo's fall, there is a clear momentum for reconstruction: economic activity is resuming, supported by massive international aid and substantial debt remittances1; the redeployment of the administration in the northern regions until then under the control of insurgents is good; a new assembly was elected, headed by the former leader of the rebellion, Guillaume Soro; the recent Republican Forces de Côte d'Ivoire (FRCI), resulting from the same victorious rebellion, are in the process of being reorganised; and social life resumed after the extreme violence of the post-electoral crisis of 2011. ; Marquée par plus 10 années de crise politico-militaire, la Côte d'Ivoire semble aujourd'hui renaître de ses cendres. The subject of this research is intercity passenger rail transportation in the United States, approached from two perspectives: Amtrak's traditional rail services and high-speed rail projects. The aim is to understand the workings of public rail transportation policies, what they contain, and how they are developed and pursued by the different actors. The originality of the research lies in its multiscale approach, with a constant back-and-forth between the different scales of analysis, and in its use of several case studies to analyze the territorialization of intercity rail transportation policies. The analysis demonstrates the emergence of a bottom-up approach to projects, notably apparent in the Californian HSR project and in the modernization of the Cascades corridor. This process has even gone to the extreme with the proliferation of private rail projects that stress their independence from government, be it in decision-making, governance, or funding. This seems definitively to preclude any attempt to establish a national framework for high-speed rail, like those found elsewhere in the world, regardless of party-political considerations, i.e. the traditionally greater enthusiasm of the Democratic Party for large-scale federal investment. Two conclusions emerge: first, the development of uniform arguments and recommendations to encourage new rail policies, emphasizing the structuring effects and economic role of high-speed rail, congestion reduction, modal shift; second, a tangible though uneven pro-rail position among public actors at all levels. Priority is placed on improving and modernizing existing corridors for the launch of higher-speed services, and then on hybrid networks that combine different types of infrastructures. There are no publicly backed projects for new lines exclusively dedicated to high-speed rail. Most of the high-speed corridors are in fact "higher-speed" corridors, some of which are intended to become high-speed at some time in the future, such as the Northeast corridor. The territorialization of rail projects entails the design and construction of transportation networks that are more integrated – at least in terms of service provision and physical connection – and genuinely interconnected. After analyzing projects for the upgrading of higher-speed corridors and the construction of new infrastructures, we note the importance of stations and the emphasis on the need for better coordination between transportation and urbanism through support for station districts. Indeed, a rail corridor project – situated at the intersection of political, economic, technical, and territorial interests – is the nucleus of a process of territorialization that materially embeds the infrastructure within urban spaces, and of a process of politicization through the involvement of local actors. Rail projects seem to be an instrument that leads to the implantation of metropolitan scale facilities (stations, intermodal hubs) and to the shaping or reshaping of the urban fabric (station districts, larger-scale district regeneration projects) ; Cette recherche a pour objet le transport ferroviaire interurbain de passagers aux Etats-Unis dans une double acception : les services ferroviaires classiques d'Amtrak et les projets de grande vitesse ferroviaire. Il s'agit de comprendre comment les politiques publiques concernant le mode ferroviaire fonctionnent, ce qu'elles contiennent et la manière dont elles sont élaborées et portées par les différents acteurs. Based on an analysis of the Pokot situation, this study aims to define the models used to integrate the populations in the North-West of Kenya in the nation state and examine how these models are appropriated by the local society. Designed as a buffer zone between the semi-arid no mans's land in the North and the high, fertile plateau in the South, the West Pokot District is today an Incontestable territorial referent that is the object of political claims and the border conflicts. Yet, the organisation of the cattle and grain commodity chains generates differentiated evolution processes in the plains and mountain areas. Farmers elaborate territorial re-composition and strengthening strategies, with no consideration of complementarity exchanges and relations of proximity between the high and low areas of the Rift. Thus, a vision of two distinct production territories between which new conflicts emerge is therefore imposing itself over the vision of a asingle homogenous ethic territory ; S'appuyant sur une analyse de ls situation des Pokot, cette etude vise a definir les modeles employes pour integrer les populations du nord-ouest kenyan a l'Etate-nation et a examiner sous quelle forme ces modeles sont appropries par la societe locale. Based on the comparative approach between France and South Korea, the thesis aims to identify and explain a rather universal trend of the participatory approach through an international comparison and also the priority and determining factors for the development of "inhabitants' participation" through interterritorial comparison.In the current administration, which emphasizes the importance of decentralization and local governance, citizen participation has long been considered a necessity. In particular, the role of the inhabitants, as administrative actors, becomes more and more important in urban renewal policies taking place taking into account current local situations. In this context, this research focuses on factors likely to influence the motivation of active participation of the inhabitants. Urban renewal has considerable impacts not only on the daily life of the inhabitants but also on their heritage due to the increase in property prices after the renovation operation. In this respect, housing tenure status can be an important factor that varies the interest of the inhabitants in renovation projects and their motivation to participate in this process. It is common to think that homeowners will have a greater interest in urban renewal and will participate more actively than tenants. However, according to the analysis of surveys conducted on the four sites, each of which has a different occupation status, it appears that it is difficult to say that occupation status is a determining factor influencing active participation.The analytical results of the field surveys show rather that the interest of the urban renewal project and the motivation of participation depend less on the occupation status than on the associative life.
