The South-East European Cooperation Process (SEECP) was launched in 1996, however, its functioning is an ongoing research phenomenon. This regional cooperation format includes all 13 states of South-East Europe. It was established as a forum of political dialogue and consultation, where regional issues could be addressed at the highest level. One of the objectives of the SEECP was security cooperation. The aim of this article is to analyse the role of the SEECP in maintaining security in the region of the Western Balkans. This article argues that since 1996, the SEECP has been evolving and is becoming an important format of regional cooperation in South East Europe, however, it plays a limited role in maintaining the military security of the post-conflict states of the Western Balkans. From the point of view of the members of the SEECP, military security and peace could be obtained through the integration of the participants of the SEECP, in particular those located in the Western Balkans, with the European Union and the North Atlantic Treaty Organization. The article also shows that establishing the SEECP did not eliminate tensions and riots based on ethnicity in some states of the Western Balkans and so, the SEECP still has a lot to do in the matters of reconciliation and good-neighbourliness. The article is based on primary and secondary source analysis, case study method comparative analysis, and the historical method.

Following the outbreak of the conflict in Syria, the United States and Russian Federation became involved in the peace process aimed at stabilizing the internal situation. In the initial phase of this process, Russia introduced political plans to resolve the dispute, while successively blocking UNSC projects calling for the resignation of Bashar al-Assad. As a consequence of the changes that took place in Russia's foreign policy after the annexation of Crimea, it began conducting military activities aimed at ousting opposition forces from Syria and preventing the West from making any possible intervention. Due to the lack of a decisive response from the United States, within a few years the Syrian regime's offensive, militarily supported by Russia, reduced the opposition forces supported by the US to the defense. As a result of Russi's intense involvement in the process of resolving the Syrian conflict, this country has once again started to play a key role in the international arena. The conflict in Syria has highlighted the Russian government's aspirations to rebuild its state as a superpower.

The primary purpose of this article is to explain the meaning and consequences of foreign fighters' participation from Western Balkan countries (WB6) in armed conflicts in Syria and Iraq. In the first part, the issue of foreign fighters is discussed in historical terms. The author focuses on the examples of the Soviet inva-sion of Afghanistan and the ethno-religious conflict in Bosnia and Herzegovina. In the second part of the text, the definition framework of foreign fighters' concept and its evolution towards foreign terrorist-fighters is dis-cussed. Then, a detailed analysis of the main problem is conducted, and several research questions are an-swered: 1) What is the scale of the phenomenon of Balkan volunteers (e.g., their number, the structure of origin, and others) in comparison to fighters from other regions? 2) What are their motivations and goals, and what are their recruitment process and ways of moving into the war zone? 3) What is the threat posed by returning fight-ers to the security of the Western Balkans, and how do individual states counteract this phenomenon? The au-thor uses mainly the following research methods: critical content analysis (literature, scientific articles, docu-ments, reports, press materials), and historical and comparative analysis. The author's visits to this country in 2018-2020 constituted an essential contribution to the part concerning the case of Kosovo.

The article discusses the experience of creation of peacekeeping missions in Bosnia and Herzegovina, Eastern Slavonia, Kosovo and East Timor with the use of comparative method. It also raises the role of international and regional actors in post-conflict peacebuilding. The author presents some practical solutions for the implementation of the effective peace process in eastern Ukraine, aimed at the reintegration of temporarily occupied territories.

Today, there is no doubt that the large-scale invasion of Ukraine by Russian troops in February 2022 represents just another phase of the Russo-Ukrainian War that has lasted for nine years. There are many aspects to this confrontation. The consequences of the war will affect the future of the world order. It will include such aspects as security, formation of new political blocs, force interaction of political regimes, the choice of state-building models by the countries, the art of war, the role of civil society, and strengthening of the informational component in the confrontation between states and their alliances. Russia-Iran has already emerged as one such aggressive alliance. In the article, the authors explain the phenomenon of the infodemic and one of its structural elements, the "vaccinodemic". The COVID-19 pandemic became a vivid example of the global clash of actors in international relations that implement conflicting ideologies – democratic or authoritarian rule in the social and political life of their states – and realize such aspects in foreign policy. The authors assert that the current situation in Ukraine, namely, the open military Russian invasion and the further aggravation of the security crisis, primarily in the European region, are only the next phase of an ideological confrontation that could be observed during the response to the COVID-19 pandemic by humanity. Now, this confrontation continues in a more aggressive, conventional format. Manifestations of the infodemic and its unique form, the "vaccinodemic", captured the essence of the global confrontation, which will determine international processes for decades. Namely, Russia's fight between democracy and authoritarianism has acquired neo-totalitarian characteristics. This fight will determine, in addition to other social phenomena, the structure and content of the global information space. It is noted that authoritarian regimes have shown some success in addressing the pandemic, which may aggravate the rivalry between democracy and authoritarianism, as the former will have to prove its effectiveness and long-term advantages.

As a result of permanent crises, changing political circumstances, rise of populism and overwhelming socio-cultural conflicts, recently liberal democracy is on the decline. This process strongly affects the civil sector, which in the 21st century is still considered one of the main defenders of democracy and human rights. Civil sector also performs a couple of functions that help them try to monitor the state (watchdog function), protect citizens, minorities, human rights, environment, animals etc. and provide a normative behavioural attitude. Nowadays in many countries the activities of civil organizations are restricted, displaced or terminated. Focusing on those countries where democratic backsliding process can be clearly observed, this study examines the background and forms of the process by which civils turned from partners to "enemies" in the last decade.

This article presents the main areas of Turkey's relations with Russia and Ukraine, as well as Ankara's policy implemented in the context of the Russian- Ukrainian conflict. The aim of the analysis is to show the role of Turkey in the war between Ukraine and Russia, as well as to indicate the most important opportunities and threats that result from it for this state. The research process uses a descriptive-explanatory approach to help answer the following questions: How are Turkish-Russian and Turkish-Ukrainian relations shaped? What influences Turkey's policy and its attitude towards the Russian-Ukrainian conflict? What is the role of Turkey in the Russian-Ukrainian crisis? What opportunities and threats does the war in Ukraine bring for Turkey? The main research hypothesis is that Turkey's actions taken in the context of the Russian- Ukrainian conflict are a balancing act typical of this state and they are based on two main assumptions – diplomacy to strengthen security and Turkey's position in the region, and an integrated and multidimensional foreign policy that gives the opportunity to implement important role in matters of global importance.

The analysis of the issue of political culture shows the spectrum of the functioning of society. In Poland, the process of changing the political culture has been visible since 1989. The perspective of integration and conflict shows the dynamics of social changes in Poland after 1989. Review of Karol B. Janowski book is a set of subjective assessments by the author. The ratings relate to the reading experience. The assessments were supplemented with comments on the occurrences that Karol B. Janowski treats as crucial for Polish political culture.

The transformation of the Russian foreign and security policy based on a more courageous use of military potential is a fact. Over the past several years, Russia has moved from articulating its interests to their enforcement with the use of military force. This article focuses on analyzing this process and identifying its potential consequences for global security. The conclusions drawn by the author, based on the conducted research, allow to state that the armed forces are and will be an important instrument of the Russian foreign and security policy. This does not mean, however, that the Russian Federation will strive for an armed conflict posing a threat to international security.

The main objective of the article is to show that the temporary symbiosis between centres of political power and organized crime leads to the development of permanent, corrupt and opaque networks. Focusing on the countries of the Western Balkans, the author points to the reasons for the development of organized crime in the region and then to the conditions created in the post-conflict period that resulted in the failure of effective attempts to stop organized crime and the corruption that facilitates it in the these countries. The article also points out that the creation of symbiotic relationships between political elites and organized crime groups leads to a 'state capture.' The unresolved problems of corruption and organized crime, in turn, have a direct impact on these countries' EU-integration processes.

The aim of the article is historical, political analysis and analysis of scientific discourse on the direction of decommunization transition since Ukraine's independence. The main research question concerns the effectiveness of the process. When describing the decommunization of public space in Ukraine, it should be stressed that it was characterized by varying intensity and regionality. The process can be divided into two main phases – 1990- 2014 and after 2015. The first period was determined by the historical policy pursued by the presidents of Ukraine. During the presidency of Yushchenko, with the increasing interest in historical politics, and especially the theme of Holodomor 1932/33, the names and monuments in honor of those responsible for these events were removed. The last phase of decommunization involves four acts passed in April 2015. The pace and consistency with which the laws were implemented, especially 317-VIII on communist symbolism, was linked to the Ukrainian-Russian conflict. It determined the need for radical steps towards the Ukrainian state taking control of its own symbolic space. A parliamentary majority and a social atmosphere have made the implementation of the laws effective and today Ukraine can be considered to have decommunized public space. This does not apply, of course, to occupied areas.

The article explains the mechanisms leading to achieving the Russian Federation's dominance in the regional and global security environment. To solve the research problems, a systemic approach was applied and methods of literary analysis and critique, non-participant observation, and uncategorized interviews were used. In the research process, it was established that the dominance of the Russian Federation in the international arena is based on force. The key factors enabling its achievement are displayed by the quantitative and qualitative superiority of the armed forces, expressed by force correlation coefficients, strategic forecasting, and operational prediction as well as the modern forms and methods of using armed forces. The Russian Federation balances the existing international disparities with the use of adaptive strategy, blackmail of conflict escalation with the use of nuclear weapons, modern and technologically advanced operational capabilities, and offensive asymmetric activities.

This article is a review of basic information on health policies and an introduction to the issue of their design and implementation in the Balkans. The purpose of this article is to discuss the general characteristics of health policies in the Balkans, the challenges and opportunities related to their determination, and implementation in the region and selected countries. The materials used in the preparation of the article are international publications and source documents regulating the issues raised in selected countries as well as studies of the International Health Organization. The methods used in the course of the work were analysis of source documents and data analysis. The work resulted in an article that concisely introduces the reader to the complex issue of health policies in a region still recovering from the armed conflict of the 1990s. The analysis of this issue indicates a deep differentiation of the undertaken activities and financing tools while emphasizing the similarity and often commonality of solutions. This is due to the level of development of individual countries, their economic capabilities, and the degree of advancement in integration processes with the European Union.

The article aims to analyse the impact of historical memory on foreign and security policy using the example of the Serbia – Kosovo relations in the period of 2014-2019. Historical memory is a burden, challenge and opportunity for foreign and security policy, and has a considerable impact on bilateral relations between countries which used to be in conflict. Historical memory generates numerous research questions – who is the architect of memory? what are the actors? what are the mechanisms, tools and instruments of its creation? how is it used to maintain power and what are its effects? – to name but a few. In the example analysed, leaders use historical memory to create separate identities and gain power, whereas NGOs do it to commemorate victims. Historical memory is present in celebrating important dates, historical places, monuments and events, and creating national heroes. It also draws attention to the stereotypes in school textbooks and to transitional justice. The most important space for historical memory in the analysis is Kosovo and the role of an international organisation – the North Atlantic Treaty Organization (NATO). Historical memory has an important function in the process of regional reconciliation, which is an essential condition for cooperation and security in the Western Balkans.

The aim of the article is to analyze the image of economic emigration from Ukraine to Poland created by pro-Kremlin media after 2014. It shows how Russian propaganda changed during the 20th century, what function it had from the tsarist period, through the years of the Soviet Union, to contemporary times. Its significance in the period after the decomposition of the union state was presented, and in particular the changes that it underwent since Vladimir Putin's first presidency. There were shown ideological changes, which more or less influenced the public discourse, and thus also the media coverage. The functions of the Russian propaganda after the escalation of the Russian-Ukrainian conflict and the way of presenting mass labour migration from Ukraine to Poland are presented, both in the context of creating a specific narrative about the current internal and foreign situation of Ukraine after the Dignity Revolution, as well as against the background of Polish-Ukrainian relations and migration processes taking place in Poland. It was shown which aspects of mass migration were most often presented by pro-Kremlin information platforms, in which context and how a specific propaganda discourse was constructed. An important element is the analysis of changes observed in the message of the state-controlled Russian media concerning the mass migration of Ukrainians to Poland and the analysis of the origins, scale, significance and consequences of this migration. More extensive research leads to the conclusion that the media controlled by the Kremlin authorities can skilfully construct the message by adapting it to the addressee. In Polish language information services, the information addressed to the recipient is much more detailed and prepared in such a way as to build an aversion between the host society and Ukrainian economic immigrants. While preparing the article, we used the analysis of data found with elements of a comparative analysis.
