UK: Розглянуто роль міжнародних організацій у врегулюванні конфліктів. На основі проведеного аналізу визначено, що міжнародні організації є посутнім фактором миротворчих процесів. При цьому інколи міжнародні організації мають достатньо обмежені можливості для знаходження компромісу з огляду на різкі політико–ідеологічні або економічні розходження у поглядах між конфліктуючими сторонами. Тим не менш, вони відіграють важливу функцію платформи для комунікації між учасниками конфлікту, а також третьої сторони у перемовинах. EN: The article examines the role of international organizations in resolving conflicts. Based on the conducted analysis it is determined that international organizations are a significant factor of peace processes. International organizations at times have quite limited possibilities for finding a compromise with regard to dramatic political, ideological or economic differences in opinions of parties. However, they perform an important function of a communication platform for conflict participants and third parties in negotiations.

Cooperation between Ukraine and the EU in the field of security constitutes an important part of bilateral relations since declaration of Ukraine's independence. Interaction in the field of crises resolution and creating conditions for the peaceful settlement of conflict is one of the dimensions of the cooperation development. According to the documents it's stated that there was the mutual interest of the parties to develop this aspect of cooperation, which, however, was based on different motives. Ukraine sought to use this tool to strengthen its international position. Meanwhile the EU was guided by the idea that cooperation might become a mechanism for spreading the principles of democracy and good governance in order to achieve stability and guarantee security in the region. At the same time, the article argues that dualism of interaction between Ukraine and the EU in this area takes place. On the one hand, the EU plays a role of crisis manager to settle the critical situations that have appeared on the territory of the Ukrainian state. On the other hand, representatives of Ukraine successfully participate in missions and operations of the European Union aimed to resolve crises and conflicts. In the first case, the approach of Brussels and the EU's contribution to resolving such crisis like the process of nuclear disarmament of Ukraine, the events of Maidan in 2004, the political crisis in late 2013, and the Russian-Ukrainian conflict are analyzed. The other side of cooperation is viewed in the context of Ukraine's participation in the EU special missions, for example, in Bosnia and Herzegovina, Macedonia, Moldova, Georgia. In addition, an attention is paid to an intensification of defense cooperation, which is recognized an important aspect of stabilizing the situation in Ukraine as well as a significant part of interaction in the context of the Global Strategy for the European Union's Foreign and Security Policy implementation. The factors that influence the prospects for further cooperation are studied as well. It is noted that the main obstacles to rise up the effectiveness of cooperation are certain limitations of the capabilities of both Ukraine and the EU. However, it is emphasized that it is impossible to ensure the safety of EU citizens, a key priority of the current strategy of the Union, without restoring the territorial integrity and sovereignty of Ukraine. ; Сотрудничество между Украиной и ЕС в сфере безопасности занимает важное место в двусторонних отношениях с момента провозглашения независимости Украины. Одним из направлений сотрудничества является взаимодействие в урегулировании кризисов и создание условий для мирного разрешения конфликтов. Анализ документов дает основание констатировать взаимный интерес сторон в развитии данного аспекта сотрудничества, который, однако, базируется на разных мотивах. Украина стремилась использовать данный инструмент для укрепления своих международных позиций. ЕС руководствовался идеей сотрудничества как механизма распространения принципов демократии и должного управления с целью достижения стабильности и гарантирования безопасности в регионе. При этом отмечается дуализм взаимодействия Украины и ЕС в этой сфере. С одной стороны, ЕС принимает участие в урегулировании кризисных ситуаций, возникших на территории Украинского государства. А с другой, представители Украины успешно принимают участие в миссиях и операциях Европейского Союза по урегулированию кризисов и конфликтов. В первом случае анализируются подходы Брюсселя и вклад ЕС в урегулирование таких кризисных ситуаций, как процесс ядерного разоружения Украины, события Майдана в 2004 г., политический кризис в конце 2013 года, а также российско-украинский конфликт. Отмечается, что главными препятствиями являются определенная ограниченность возможностей и Украины и ЕС в вопросе углубления сотрудничества. Однако подчеркивается, что без восстановления территориальной целостности и суверенитета Украины невозможно обеспечить безопасность граждан ЕС — ключевого приоритета действующей стратегии Союза. ; Співробітництво між Україною та ЄС в сфері безпеки займає важливе місце в двосторонніх відносинах. Одним з напрямків співробітництва є врегулювання криз та сприяння мирному врегулюванню конфліктам. У статті досліджуються приклади участі представників України в місіях та операціях ЄС з врегулювання криз, а також ситуації, коли Україна сама потребувала допомоги ЄС у врегулюванні кризових ситуацій. Розкриваються підходи та вклад ЄС у такі кризові моменти, як процес ядерного роззброєння України, події Майдану у 2004 р., а також політична криза наприкінці 2013 р. та українсько-російський конфлікт. У висновках розглянуто можливості ЄС сприяти відновленню територіальної цілісності та суверенітету України, наголошується на важливості подальшого співробітництва Києва та Брюсселя в цьому напрямку.

Over the past decades, the interconnection of intergovernmental relations with ethno-territorial, separatist political processes has been growing. The urgency of the topic is determined by the transformation of the modern system of international relations and the increasing importance of settling both old and new conflicts and stabilizing the domestic political situation in certain regions of the world in shaping the agenda of world politics. One of the main sources of conflictuality is the South Caucasus region, where the issue of operational and preventive action of international organizations in the sphere of stabilization of political life in the southern Caucasian countries remains relevant.The scientific task was a comprehensive revision of occurrence, exacerbation and escalation processes in the South Caucasus to track common and different evolutionary conflict models in these countries, to find out the main obstacles to their long-term settlement in terms of their relevance for Ukraine in the conditions of aggression of the Russian Federation against our state, and to identify in this context possible ways and means for an effective counteraction against the aggressor in order to stabilize and achieve a long-term resolution of the conflict.This article analyses the systemic nature of military conflicts and political crises in the region of South Causasus, traces the main conflict factors and destabilization in the evolutional context of Georgian-Abkhazian, Georgian-South Ossetian and Armenian-Azerbaijani conflict. It features occurrence, escalation, de-escalation and «freezing» of conflicts, traces their common evolutionary model, outlines the main problems of their settlement. This research is particularly urgent because of recent escalation in the Eastern Ukraine and necessary search for long-term and effective conflict-resolution mechanisms.The methodological background is formed by general scientific principles of objectivity, pluralism and systemicity in order to avoid excessive and unjustified criticism and to achieve a formulation of balanced and unbiased conclusions. A comprehensive approach is used for wide-ranging research for getting a general idea of the complex of relationships and processes that create a multilevel and complex conflict phenomenon in the South Caucasus region.Key words: South Caucasus; conflict potential; disintegration; destabilization; «frozen conflicts»; internationalization and resolution of conflicts. ; Протягом останніх десятиліть все більше зростає взаємозв'язок міждержавних відносин з етнонаціональними територіальними, сепаратистськими політичними процесами. Актуальність теми визначається трансформацією сучасної системи міжнародних відносин та зростанням значення врегулювання як старих, так нових конфліктів та стабілізації внутрішньополітичної ситуації в окремих регіонах світу при формуванні порядку денного світової політики. Одним з основним джерелом конфліктогенності виступають країни Південнокавказького регіону, актуальним залишається питання оперативної та превентивної діяльності міжнародних організацій у сфері стабілізації політичного життя у країнах Південного Кавказу.Науковими завданнями було комплексно дослідити процес виникнення, загострення та ескалації конфліктів на Південному Кавказі, відслідкувати їхні спільні та відмінні еволюційні моделі, з'ясувати основні перепони на шляху до їхнього довгострокового врегулювання з точки зору їхньої актуальності для України в умовах агресії Російської Федерації проти нашої держави, та визначити у цьому контексті можливі шляхи та способи ефективної протидії агресору задля стабілізації та мирного врегулювання конфлікту.Проаналізовано системний характер конфліктів і військово-політичних криз у регіоні Південного Кавказу, відстежено основні чинники конфліктогенності і дестабілізації у контексті генези грузино-абхазького, грузинсько-південноосетинського, вірменсько-азербайджанського конфліктів. Розглянуто особливості виникнення, ескалації, деескалації та «замороження» даних конфліктів, відслідкована їхня споріднена еволюційна модель, окреслені основні проблеми їхнього врегулювання. Дослідження особливо актуальне з огляду на загострення та ескалацію протистояння на Сході України та необхідність пошуку ефективних механізмів розв'язання аналогічних конфліктів.Методологічним підґрунтям стали загальнонаукові принципи об'єктивності, плюралізму та системності з метою уникнення надмірного і необґрунтованого критицизму та формулювання зважених і неупереджених висновків. The article discusses contradictions and conflicts at work on the industrial enterprises of the BSSR, including strikes, in the second half of the 1950s and in 1960s. The main reasons for the conflict were the facts of corruption, lower salaries, changes in working conditions, and the inefficient enterprise and management system. There were a lot of facts of abuse by the authorities of their service ranks by distribution of bonuses, financial aids, passports to sanatoria, apartments and so on. Although these questions were under control of party's and trade union's committees, the effectiveness of their work was low. The bureaucratic system of supervision and management has shown its inconsistency of practical implementation of promised social justice standards. In the face of weakening repressive legislation workers increasingly decided for various forms of protest and even for escalation of conflicts. An analysis of archival materials revealed 62 facts of refusal to work at industrial enterprises of the BSSR only during the period from 1956 till 1965. Struggle of workers for their rights including strikes of workers created no danger for the political regime, but became a factor which increased the attentiveness of party's and economic authorities to the situation in industry. Administrative and organizational attempts to stop the rot in giving bonuses to the heads, engineers, technical personal as well as office workers were done. Party's and economic governing bodies tried to avoid publicity in considering of conflict situations. Under the dominance of the command and administrative system, the management bodies were not ready for partnership relations with employees. They perceived conflicts in a socialist society as an accidents and used tactics of organizational and psychological pressure in conflict situations and demanded unilateral concessions from workers. In essence, this tactic was selfdeception and, in a strategic plan, did not lead to conflicts' resolutions.

The article deals with the problem of the legislative regulation of advocacy done by the Law of Ukraine on the Bar and practice of law from 2012 and the Rules of the Bars' ethics confirmed by the electing meeting of the Bars of Ukraine on June, 9th 2017. The structure and competence of the Ukrainian national bodies of the lawyers' self-governance crated according to the Law from 2012 and after the requirement of the Council of Europe as a precondition of the membership of Ukraine on the European Union are also outlined. The author illustrates the main types of conflicts that a lawyer encounters during his / her professional activity like the conflict situations, conflicts and the tense conflicts and proposes the ways to reconcile them. It is shown, that the most effective ways to reconcile conflicts are compromises and negotiations. Such methods of conflict's reconciliation often used in the lawyers' milieu without significant positive results as the blackout of conflicts or attempts to salve them are also mentioned. Special attention is paid to the very important question of entrance of the Ukrainian Bars to the leading European and world lawyers and legal societies which became possible only after the creation of the Ukrainian National Bar Association as the national regulator in the lawyers' profession. The author has reviewed the requirements of the Ethics Rules of European Union's countries regarding the resolution of lawyers' conflicts with colleagues and clients, a.o. from foreign countries. The author has also analyzed the Ukrainian Ethics Rules regarding the most common conflicts in the activity of Ukrainian lawyers, in particular regarding conflicts of interest, the combination of legal practice with public, scientific and journalistic activities, as well as lawyers' activities and communication on the Internet.

However, the ability to tolerate and respect all sides of the conflict in a tolerant manner and in such situations is an important element, a way of humanizing the public consciousness, a testament to citizens' responsibility, maturity and democratic readiness. Modern Ukrainian state formation is accompanied by conflicts between branches of power, different political forces and the public, individual political leaders and society, local and central authorities, between the au-thorities and the people. The article considers the role of mediation to conflict resolution. The problem of mediation is disclosed as an alternative way of resolving disputes. It has been revealed that in all the concepts of mediation the participation of a third party is emphasized that of the mediator who provides some assistance in establishing an understanding and whose interests are not directly related to the misunderstanding issues. An active third party controls the process, facilitates a realistic assessment of the situation by the parties, adopts an adequate solution, reduces emotional stress, etc. The expediency and possibilities of using mediation in Ukraine are analysed. It has been investigated that presently Ukrainian legislation has not yet defined the legal status of a mediator as well as that of professional mediator organizations and the procedure for certification of mediators, additional requirements for professional mediation skills and the quality of services provided and similar requirements. In the current legislation of Ukraine there is no regulation of the relations between the mediation participants. The types of mediation and its techniques have been considered. Such kinds of mediation as preventive mediation and mediation of conflict that has already arisen, survey mediation, mediation of containment (escalation) of the conflict, conflict settlement mediation, of voluntary and obligatory types, mediation focused on problem solving, transformation, rehabilitation, assessment mediation and mediation, based on mutual understanding, as well as reflexive, contextual and independent intervention techniques have been dealt with. These should be used for the success and effectiveness of the mediation process. It has been found that the use of mediation has proven its appropriateness for solving a variety of conflicts, but the real effectiveness of mediation also depends on the mediator's professionalism, the type of conflict and the personal characteristics of the conflicting parties.
