Lombardy is one of the most densely populated and industrialized regions in Europe, where nearly 280 Seveso sites are located. The issue of risk communication, as set by the European Seveso Directive is therefore of high relevance in this region. Nevertheless, the Lombardy Region Authorities consider that the implementation of the Directive's provisions is too weak. Therefore, the Lombardy Region financed an exploratory research in November 2009 and all the research activities ended in February 2011. (Éupolis Lombardia 2011). The research was conducted in order to estimate the existing gaps in risk communication, the subsequent conflicts and to evaluate how to improve the participation of the population in the emergency preparedness activities. The main goal of the project was to improve the communication of risk to the population exposed to industrial risks, hence to mitigate the related social conflict on the basis of an institutional learning process involving governmental bodies industrial organizations and the population. The project was supported by a multidisciplinary research group, which investigated the following aspects:- the regional activities regarding the risk communication at local level;- the nature and status of the main stakeholders groups' perception of the industrial risks and the existing conflicts, collected through interviews and groups' discussions;- the analysis of the gaps and ways of improvement related to an effective strategy of communication between industry, population and emergency services. A forum involving all the institutional stakeholders was set to discuss this issue.The paper reports the main results of the research and illustrates the potential strategies to improve the risk communication and the population participation and preparedness for the Lombardy Region. The results showed that the level of risk perception of the population in Lombardy is still too low to define a program of communication without having considered in more detail the mode of involvement of the population. In a context characterized by a distorted perception of risk, the low risk perception could be a sensitive issue that may impend the start of the communication process because it could generate anxiety, alarmism or unnecessary conflicts. Nevertheless, the experiments carried out showed that the population potentially exposed to the industrial risks, if properly involved, shows particular interest in issues related to prevention and self-protection. According to the main results of research project, the involvement of population into a dedicated programme on risk communication should not present a significant concern and the conflict between the industries and the population does not appear to be a particular obstacle to risk communication. In the last decades or so, Discourses on Livy has become the book where Machiavelli theorizes that political freedom is a result of social conflict. An increasing number of scholars have argued, and argue, that this issue has to be taken as one of Machiavelli's major contributions to political thought. What our thesis tries to demonstrate is that this statement has no real textual basis. And the reason is – we argue - that when you have a very close and deep look on the Discourses, you have to recognize that it's not clear at all what Machiavelli thinks about social conflict, as he comes out with so many contradictory statements on the subject that make it impossible to talk of any kind of a theory. ; Dans les dernières décennies, les Discours sur la première décade de Tite-Live ont été lus comme le traité dans lequel Machiavel livre sa théorie de la liberté politique en tant que résultat du conflit social. Un nombre toujours grandissant de chercheurs estime en effet que c'est en cela que consiste la contribution la plus importante du Florentin à la pensée politique. Notre thèse essaie de démontrer que cette position exégétique ne dispose pas de réels fondements dans l'œuvre machiavélienne. Une lecture ponctuelle des Discours atteste bien que la pensée machiavélienne est tout sauf univoque à ce sujet et le nombre de contradictions dans lesquelles l'auteur s'engouffre finit par rendre impossible la constitution d'une quelconque théorie.

For ages economists, philosophers, historians, political scientists and many other thinkers and scholars have argued about the connections between world economy and international relations. Within this broad subject, two related and prolific debates exist: the possible peacekeeping or warmongering effects of trade and, inversely, the influences of warfare and peace on commerce. The present dissertation introduces a theoretical and empirical assessment about the interdependence between international trade and interstate conflict. In particular, a causal perspective on the issue is adopted. The first part presents the most renown theories about trade and conflict, trying to extrapolate the alleged casual linkages behind them. In the second part, a detailed review of the previous empirical studies is provided. Furthermore, an empirical analysis on the interdependence between international trade and militarized interstate disputes (MIDs) is attempted employing a vector autoregression (VAR) model. Finally, personal considerations about the examined arguments conclude the thesis.

[Inglese] This doctoral dissertation explores aspects of the language of conflict in Northern Ireland. In this area, the conflict between Unionists and Republicans, Catholic and Protestants has been raging on for centuries, reaching its most recent peak with the 1970s so-called 'Troubles'. Today, after almost four decades of physical violence, as the peace process unfolds, the fight seems to have moved from paramilitary action onto political debate – a war of words is slowly replacing real war. For this study, a written corpus has been collected, comprising the annual party conference speeches from the past ten years by the leaders of the two main and opposed political parties of Northern Ireland: the President of the Republican Sinn Féin party, Gerry Adams, and the president of the Protestant Democratic Unionist Party, Ian Paisley. By comparing texts by these politicians, who have been on the Northern Irish scene for over thirty years, it should be possible to observe the development of their discourse from a diachronic perspective. A Critical Discourse Analysis approach is considered particularly suitable for dealing with political speeches, but contributions from different fields and disciplines are also considered. The discourse analysis of the texts collected is supported by computer-aided analysis. Two aspects are being focussed on, in particular: 1) the overall influence of language on politics, i.e. how words are used to exercise power; and 2) the use of same/different argumentative structures by the same orators to discuss same/different subjects over the years. It is hoped that the present study may help clarify aspects of the evolution of political discourse in Northern Ireland, in general, and of the argumentative skills and strategies of the above two politicians, in particular. [Italiano] La presente tesi di dottorato esplora alcuni aspetti del linguaggio del conflitto nell'Irlanda del Nord. In questa regione, il conflitto fra Lealisti (o Unionisti) e Repubblicani, Cattolici e Protestanti, imperversa com'è noto da secoli, e ha raggiunto il suo apice in tempi recenti nei cosiddetti "Troubles" (disordini) degli anni 1970. Dopo quasi quattro decenni di violenze, pare oggi che il processo di pace si stia sviluppando positivamente e che la lotta stia lentamente spostandosi dalle strade ai palazzi di governo: una guerra di parole sta fortunatamente soppiantando la guerra vera. Per questa ricerca, è stato raccolto un corpus formato dai discorsi tenuti alle conferenze annuali di partito dai leaders dei due principali e contrapposti partiti politici nordirlandesi: il Presidente del repubblicano Sinn Féin, Gerry Adams, e quello del protestante Democratic Unionist Party, Ian Paisley. Confrontando i testi di questi politici, che si muovono sulla scena politica locale da più di trent'anni, dovrebbe essere possibile osservare lo sviluppo delle caratteristiche del loro discorso dal punto di vista diacronico. Trattandosi di testi di natura politica, si ritiene particolarmente adatto un approccio di analisi critica del discorso; sono tuttavia considerati contributi da altri campi e discipline. L'analisi del discorso dei testi raccolti sarà supportata da tecniche di analisi computazionale. Sono due, in particolare, gli aspetti che saranno maggiormente trattati: 1) l'influenza generale della lingua sulla politica, cioè come le parole siano usate per esercitare potere; e 2) l'uso di strutture argomentative simili o differenti, da parte dei medesimi oratori, nel discutere i medesimi argomenti nel corso degli anni. Si spera, in generale, che la presente ricerca contribuisca a chiarire aspetti dell'evoluzione del discorso politico dell'Irlanda del Nord e, in particolare, delle abilità e strategie argomentative dei due politici considerati.

This thesis addresses the puzzle of heterogeneous trends in paramilitary violence in the two Colombian regions since the beginning of DDR process in 2003. The usual explanations derived from political conflict theories are improved with insights from organized crime research. The author argues that the occasional escalation of post DDR paramilitary violence at sub-regional level cannot be explained with the weakness of the state argument. In order to support this claim, the paper demonstrates the counter intuitive evidence that paramilitary violence correlates positively with the incidence of the state repressive intervention against paramilitary groups. More specifically, the paper finds that the paramilitaries challenged by the state use more violence either as a way of substituting their non-violent resources most affected by law enforcement activities, or in response to crackdown-related intensification of predatory tendencies within their respective organizations. Implications for future conflict resolution of Colombian Civil War are considered.

La presente tesi verte sul ruolo del teatro sociale come strumento di mediazione e trasformazione dei conflitti nei contesti di post-guerra. A tal fine il primo passo (Capitolo 1) è stato costruire un quadro interpretativo interdisciplinare, con cui analizzare le caratteristiche ricorrenti e le differenze nelle esperienze già esistenti in questo ambito, e da cui poter trarre indicazioni circa il disegno progettuale. Per il raggiungimento di questi obiettivi, sono stati esaminati criticamente i lavori sul campo e le osservazioni teoriche di Hannah Reich, Guglielmo Schininà e John Paul Lederach, unitamente alle teorie di Johan Galtung e Pat Patfoort. Il secondo passo (Capitolo 2) è stato individuare alcuni casi di studio che consentissero di validare il modello interpretativo elaborato. Ho dunque innanzitutto censito le esperienze già realizzate recentemente o in corso d'opera, per poi applicare ad esse dei criteri di selezione desunti dall'analisi teorica, specie dal lavoro di Hannah Reich. Tali criteri si sono rivelati molto restrittivi al punto che ho potuto selezionare solo due dei molti casi di studio individuati, il progetto Let's see… Let's choose… Let's change… della armena ONG Peace Dialogue e il progetto di teatro partecipativo promosso dalla americana ONG Search for Common Ground. I due casi di studio (Capitolo 3) sono stati analizzati criticamente al fine di verificare e di proporre un'ipotesi di concezione, pianificazione e implementazione sul medio/lungo periodo di progetti di teatro sociale con sessioni di formazione in mediazione e trasformazione dei conflitti in processi di peacebuilding. Il quadro teorico (Capitolo 1) comprende un ampio panorama che esamina non solo il peacebuilding e il teatro sociale, ma anche i cosiddetti approcci di peacebuilding basati sull'arte (art-based peacebuilding). Il concetto di peacebuilding viene presentato nella elaborazione data da Galtung negli anni '70 e nelle più recenti definizioni a cura delle Nazioni Unite. In particolare viene dato risalto al contributo del UN Secretary-General's Policy Committee del 2007 in comparazione con le Strategie Europee riguardo la 'Gestione del Ciclo del Progetto in Cooperazione e Sviluppo'. Infatti in entrambi i documenti, emerge il ruolo cruciale svolto - nel peacebuilding come nella cooperazione allo sviluppo – dalla partecipazione, intesa come appropriazione da parte delle comunità locali del processo di cambiamento, e dall'equità, intesa come parità di accesso ai diritti e imparzialità nella trasformazione dei conflitti. A seguire vengono esposte la teoria di trasformazione dei conflitti di Johan Galtung (2004) e quella sulla comunicazione nonviolenta di Pat Patfoort (2011). Successivamente si chiariscono la definizione e la genesi del teatro sociale. La terminologia anglosassone che si utilizza nella tesi, diversamente da quella italiana, lo definisce applied theatre. Grazie alle rivoluzioni teatrali del Novecento e al contributo della pedagogia contemporanea, si sviluppa una nuova forma di teatro, collocata fuori dal mainstream teatrale e dallo show business. Tra i pionieri e fondatori del teatro sociale, Augusto Boal è considerato uno dei maggiori esponenti. Il metodo inventato da Boal, Il Teatro dell'Oppresso, è un'organizzazione sistematica di tecniche e strumenti teatrali per comprendere e contrastare le oppressioni sociali ed economiche dell'individuo e della società. Infine, nell'ultima parte del capitolo, vengono riassunte le posizioni di John Paul Lederach, ideatore della Moral Imagination, di Hannah Reich e la sua teoria the Art of Seeing, e di Guglielmo Schininà con la sua proposta del Complex Circle. Il capitolo successivo (Capitolo 2) verte sull'approccio metodologico, basato sulla combinazione del contributo di Hannah Reich e del modello empirico di Guglielmo Schininà. Partendo dalla distinzione che Hannah Reich fa tra la struttura del 'Classic' Forum Theatre e del Forum Theatre for Conflict Transformation, e in particolare nelle diverse fasi – workshop phase, performance phase e follow-up phase - vengono utilizzati gli elementi che per la ricercatrice tedesca sono a fondamento del Forum Theatre for Conflict Transformation: prima e durante la workshop phase - la scelta consapevole e accurata dei partecipanti e dei luoghi in cui si svolgerà il training; - l'inserimento di moduli di gestione dei conflitti e spazi condivisi di tempo libero; - lo sviluppo di una attenta scrittura collettiva del copione - chiamata art of telling; per la performance phase - la scelta consapevole e accurata dei luoghi per le presentazioni pubbliche; - la competenza del joker nella trasformazione dei conflitti; per la follow-up phase - l'inserimento di altre attività che rendano sostenibili le relazioni tra i membri del gruppo. Sono questi elementi i principali fattori attraverso i quali è stata analizzata la struttura dei due casi di studio. Dal modello del Complex Circle di Schininà sono stati desunti i parametri per leggere criticamente l'implementazione dei progetti: interdisciplinarietà, gestione delle differenze nel rispetto delle stesse, prospettive multiple, sistema di comunicazione multilayer. Grazie al censimento dei progetti realizzati o in corso di teatro sociale con sessioni di gestione e trasformazione dei conflitti in contesti di post-guerra che coinvolgessero giovani/adulti su un periodo di medio/lungo termine (minimo di due anni), è stato costruito un database. Esso si trova in appendice alla tesi. Le fonti di reperimento dei casi sono state soprattutto i networks In place of war a cura della Manchester University (www.inplaceofwar.com) e Acting Together a cura della Brandeis University (www.actingtogether.org), oltre a vari journals di Applied Theatre e Peace & Conflict Studies, disponibili on line. Attraverso la consultazione puntuale dei siti web dei vari casi presenti in database, è stata verificata la possibilità di accedere a dati aggiornati e/o di contattare direttamente i referenti dei progetti. Attraverso questo lavoro, sono stati selezionati i due casi di studio della Peace Dialogue e Search for Common Ground utilizzando come framework critico il lavoro di Hannah Reich e quello di Guglielmo Schininà. Nel terzo capitolo, vengono presentati ed esaminati i due casi di studio. Essi sono: - il progetto Let's see… Let's choose… Let's change… della armena ONG Peace Dialogue, relativo alla situazione conflittuale del Nagorno-Karabakh, - il progetto di teatro partecipativo promosso dalla americana ONG Search for Common Ground, per affrontare la questione delle terre in Rwanda. Queste due esperienze, molto diverse tra loro, sono accomunate dal fatto che, in un ampio disegno di peacebuilding, il teatro sociale venga esplicitamente rafforzato da sessioni di formazione alla gestione e trasformazione dei conflitti, attraverso il coinvolgimento delle comunità locali. Per ogni caso viene presentato un excursus storico mediante il quale si evidenziano il contesto in cui le esperienze si inseriscono e le caratteristiche specifiche dei conflitti in questione. Il conflitto in Nagorno-Karabakh, incancrenito sin dagli inizi del Novecento, è scoppiato prepotentemente dopo la disgregazione dell'Unione delle Repubbliche Socialiste Sovietiche, in una guerra che ufficialmente si è conclusa il 5 maggio del 1994 con la firma dell'armistizio di pace tra Azerbaijan e Armenia. Ma le questioni etniche e territoriali che colpiscono la regione del Nagorno-Karabakh sono ancora oggi motivo di tensioni tra i due paesi. La regione è fortemente militarizzata, e questo incide soprattutto sulla società civile e la popolazione più giovane che da sempre vive in questa condizione, senza aver conosciuto alternative. Il conflitto in Ruanda, invece, è legato alla riforma agraria (1999), promossa per affrontare la questione dei diritti di eredità delle terre da parte di donne e bambini. Tale riforma infatti, a detta di Sydney Smith e Elise Webb, ha incontrato una crescente resistenza dovuta ad un atteggiamento culturale contrario all'eredità femminile. Inoltre le leggi promulgate in tale direzione sono ignorate da gran parte della popolazione, che per di più è composta – dati World Bank 2011 - per il 43% da giovani sotto i quattordici anni. Il progetto di Search for Common Ground ha l'obiettivo di creare un dibattito costruttivo sulla questione dell'eredità delle terre, implementando anche un confronto diretto tra comunità e autorità locali. Segue poi l'analisi puntuale dei due progetti, con riferimento al framework metodologico ideato, e una analisi comparata degli stessi. La proposta che viene elaborata nella discussione dei risultati è articolata sui vari criteri di analisi suggeriti da Hannah Reich. Per quanto riguarda la scelta dei partecipanti, essa riflette le diversità intrinseche che i due casi presentano nelle caratteristiche stesse di conflitto: nel progetto della Peace Dialogue vengono coinvolti giovani provenienti da diverse regioni caucasiche per il ruolo chiave che essi potranno assumere nella costruzione della pace circa la questione del Nagorno-Karabakh; in Ruanda la Search for Common Ground coinvolge attori professionisti che, attraverso le tecniche di teatro partecipativo, sono in grado di coinvolgere in modo neutro ed imparziale la comunità in scene che rispecchiano conflitti e questioni locali. Inoltre, gli obiettivi specifici dei due casi sono diversi. Nel caso del Ruanda, obiettivo specifico è ridurre l'incidenza di conflitti interpersonali intorno alla questione eredità terra, e aumentare il ricorso imparziale e super partes alle autorità locali, comprese le figure degli abunzi, mediatori tradizionali. Per Peace Dialogue obiettivo è incoraggiare il coinvolgimento dei giovani nella discussione di questioni civili e di formarli nella gestione nonviolenta dei conflitti. A partire dal confronto dei due casi e dalla letteratura disponibile sull'argomento, viene proposta una struttura di Forum Theatre for Conflict Transformation che coinvolga un team interdisciplinare di formatori, in grado di accompagnare il processo di apprendimento/insegnamento con una modalità interattiva e interdisciplinare. In questo modo si propone la costruzione di un framework misto che combini, allo stesso tempo e nella stessa sede formativa, gli strumenti di teatro sociale e di mediazione. Sulla stessa linea di pensiero si situa l'approccio dialogico suggerito da Guglielmo Schininà, e l'implementazione condivisa realizzata dalla Peace Dialogue in Armenia/Nagorno-Karabakh. I partecipanti infatti sono stati coinvolti in un processo partecipativo tra pari, che li ha portati a definire in itinere sia le tematiche da affrontare durante il progetto sia il processo di realizzazione, sotto la supervisione di un gruppo internazionale di facilitatori. Nelle conclusioni riassumo il lavoro svolto e avanzo alcune riflessioni, domande, dilemmi e prospettive per ulteriori ricerche in questo campo. Sinteticamente, i nodi più critici mi sembrano riguardare la valutazione e il ruolo degli esperti esterni. Quanto al primo aspetto occorre rilevare che il ruolo dei finanziatori del progetto ha il suo peso e la sua influenza. Come affrontare tale criticità quando il materiale a disposizione è affetto da uno stile propagandistico teso a sottolineare i punti di forza e i risultati positivi a scapito delle debolezze e delle difficoltà? Quanto al ruolo degli esterni, esso può incidere in maniera significativa sulle comunità locali. Che tipo di processi vengono attivati durante la pratica di apprendimento/insegnamento? Quali sono i punti di forza e di debolezza durante il trasferimento di competenze? Come misurare e valutare tale problematicità? Infine il ruolo degli abunzi (mediatori tradizionali locali del Ruanda) nella società ruandese dà lo spunto per riflettere sulle dinamiche di giustizia locale. Come conciliare, nel rispetto dei ruoli e delle culture, la mediazione "formale" con quella tradizionale senza cercare di imporre un approccio unidirezionale?

This article wants to discover the meaning and the limits of the Italian radical interpretations of Niccolò Machiavelli's thought. In the latest years, some readings of Machiavelli have spread in certain Italian circle of authors throughout the paradigm of conflict. Marxist and post-Marxist history is the right context to understand these interpretations and catch the sense of the debate within Italian political philosophy. This essay starts by a brief analysis of the most peculiar aspects of this kind of interpretations. Then, it focuses on some significant authors and works. ; L'obiettivo di questo articolo è quello di indagare il senso e i limiti delle interpretazioni radicali italiane del pensiero di Niccolò Machiavelli. Letture che si sono diffuse negli ultimi decenni attraverso alcuni autori di riferimento e che hanno posto al centro del loro interesse il paradigma del conflitto. La storia del marxismo e del post-marxismo è il contesto utile a comprendere queste interpretazioni e a cogliere il significato di questo dibattito nel quadro della filosofia politica in Italia. L'inizio del presente saggio è una breve analisi degli aspetti più peculiari delle interpretazioni in oggetto. In seguito l'attenzione è posta su alcuni autori e opere particolarmente significativi.

La tesi si propone di indagare la compatibilità del Regolamento europeo 2017/821 con gli obblighi derivanti dagli accordi su cui si fonda l'Organizzazione Mondiale del Commercio (OMC). Il Regolamento disciplina l'importazione di minerali e metalli contenenti stagno, tungsteno, tantalio e oro. Questi minerali sono anche noti come 'minerali di conflitto', dal momento che la loro estrazione avviene spesso in contesti di endemica instabilità politica e abuso sistematico dei diritti della popolazione. Inoltre, il loro commercio illegale finanzia gruppi armati o i vertici di corrotte gerarchie politiche e militari. Dopo una breve ricostruzione dei problemi legati ai minerali di conflitto e delle iniziative che la comunità internazionale ha promosso per regolare il fenomeno, il lavoro di ricerca si concentra su una descrizione critica del contenuto del Regolamento. Infine, l'attenzione si sposta sulle possibili tensioni tra alcune previsioni del Regolamento e gli obblighi contenuti nell'Accordo Generale sulle Tariffe ed il Commercio.

The period between the eleventh and the fourteenth centuries was highly turbulent for the Dalmatian city of Zadar. After the final collapse of Byzantine rule in the Adriatic this former capital of the Byzantine theme not only fought to preserve its leading position among the citi es of Dalmatia, but also played power politics against Venice and against the rulers of the hinterland: the Hungarian kings and the local Croatian magnates. This strategic and political position reflected as well as defined the divisions and conflicts between the city's "sub- communities": the cathedral chapter of. St. Anastasia, the monastery of St. Chrysogonus, and the commune of Zadar. The aim of this article is to trace the relations between these conflicts and the cults of the two principal patron saints: St. Anastasia and St. Chrysogonus.

Despite railway infrastructure was the structural framework on which modern European States were developed, contributing to unify territories and to the establishment of Nations, right from the beginning, the relationship between railway and city has been characterized by physical, functional and social conflicts, mainly because of a lack of integration between infrastructural and urban policies, which have been produced strong conflicts during decades. These critical situations have concentrated on the railway stations surrounding areas, which have started symbolizing the main conflicts that are taking place inside the cities.Similarly to what happened in the XIX century, today railway is a strategic infrastructure for the European territory development, thanks to the introduction of high speed transport systems and the promotion of rail transport as a more sustainable transportation system, which can quickly connect metropolitan central areas, more and more impenetrable by private vehicles, and key functions centres for the contemporary urban systems.In this framework, railway stations are becoming public places representing a complex society which is more and more dedicated to motion; thus they offer an unmissable chance not only to carry out urban development and spatial cohesion policies, but also to compose old tensions caused by the sharing of physical space, which is more and more scarce and valuable, and by ghettoization phenomena which have been produced at local scale, between rail infrastructure and the surrounding urban context. Today, such conflicts are growing and they are involving many actors who express a lot of different interests, needs and expectations, relating to the station areas' destiny.Starting from the analysis of some conflicting situations between rail stations and the surrounding areas which have took place until today, this paper investigates some recent renewal interventions on Italian and European main railway nodes, their complex dynamics and the role of the most important players involved in these developments.Contemporary main rail stations are addressed as complex systems operating in a condition characterized by a dynamic balance among the different elements which form them; the interpretation of their polysemic nature allows to identify the most suitable design procedures and intervention strategies to make stations the privileged places where to compose the conflicts between contemporary city and railway. Therefore, the purpose of this paper is to identify and to analyze crucial issues in order to build new liveable and effective developments. They refer, for instance, to the rail station configuration in order to be at the same time an efficient interchange transportation node and a meaningful and multifunctional city centre, but also to the detection of the most suitable tools and procedures to drive the urban and infrastructural transformations and to the proper involvement in the decision process of the different stakeholders who could be interested in these urban changes. ; Nonostante l'infrastruttura ferroviaria sia stata l'impalcato infrastrutturale su cui si sono sviluppati i moderni stati europei, contribuendo fin dagli inizi del secolo scorso all'unificazione di territori ed alla creazione di nazioni (come è stato approfonditamente illustrato anche nel Volume 4, numero 1 di marzo 2011 di questa rivista, in riferimento al caso italiano) il rapporto tra la ferrovia e la città è stato da sempre caratterizzato da episodi di conflittualità, dovuti in gran parte ad una scarsa integrazione tra le politiche infrastrutturali e le politiche urbane, che nel corso dei decenni hanno prodotto forti conflitti di tipo fisico, funzionale e sociale soprattutto nelle zone più prossime alle stazioni ferroviarie che, per questo motivo, sono diventate luoghi simbolo dei principali conflitti che si consumano nelle città. Analogamente a quanto accadde nell'Ottocento, oggi la ferrovia torna ad essere infrastruttura strategica per lo sviluppo dello spazio europeo, grazie all'introduzione di sistemi di trasporto ad alta velocità, alla promozione del trasporto ferroviario come sistema maggiormente sostenibile, ma soprattutto alla capacità di connettere velocemente aree urbane centrali sempre più impenetrabili al mezzo privato e sedi di funzioni nevralgiche degli attuali sistemi urbani. Questi nodi infrastrutturali, configurandosi come luoghi pubblici rappresentativi di una società complessa e sempre più votata al movimento, rappresentano pertanto una occasione imperdibile, non solo per attuare politiche di sviluppo e di coesione territoriale, ma anche per risolvere vecchie tensioni dovute alla condivisione di uno spazio fisico sempre più ristretto e prezioso ed ai fenomeni di ghettizzazione che si sono creati alla scala locale, tra l'infrastruttura ferroviaria ed il contesto urbano circostante. Tali tensioni tornano oggi sotto forma di possibili minacce e coinvolgono una pluralità di attori molto più interessati ai destini delle stazioni ferroviarie rispetto al passato. A partire da una prima analisi delle situazioni più conflittuali che, nel tempo, si sono manifestate tra le stazioni ferroviarie ed i contesti urbani circostanti, l'articolo esamina le attuali dinamiche che caratterizzano i recenti interventi di rinnovo dei principali nodi ferroviari italiani ed europei, e le aspettative manifestate dai principali attori coinvolti dalla trasformazione con lo scopo di individuare le questioni cruciali per la costruzione di nuovi assetti vivibili ed efficienti, che attengono la strutturazione del nodo trasportistico e la sua conformazione a centro significativo e polifunzionale della città, ma anche l'individuazione delle dinamiche di trasformazione più idonee ed il corretto coinvolgimento dei diversi operatori e dei soggetti interessati dalla trasformazione. La corretta interpretazione della natura polisemica delle grandi stazioni ferroviarie contemporanee, che appaiono sempre più come sistemi complessi operanti in condizioni di equilibrio dinamico tra i diversi fattori che li caratterizzano, consente pertanto di individuare le prassi progettuali e le strategie di intervento più idonee per fare delle stazioni luoghi privilegiati di riconciliazione tra la ferrovia e la città contemporanea.

This article analyses the relationship between UN, OECD and ICGLR on the issue of corporate social responsibility. At the beginning these international organizations had different positions on the social responsibility of enterprises sourcing minerals from the Democratic Republic of Congo. After the endorsement by the UN Human Rights Council of the UN Guiding Principles on "business and human rights" they developed specific instruments that are consistent with and draw on these principles and set standards for responsible supply chains of minerals from conflict-affected areas.

In the 1970s the neocorporatist theory of interest representation was presented as an alternative to plural-ism in a historical phase where several factors of political crisis were particularly considerable. In the following decades, this vision of policy-making went through different vicissitudes, but nevertheless remained in political debates due to the experiences of those political systems where it was applied more or less regularly. In the framework of the current health and economic emergency caused by the spread of the Sars-Cov-2 virus, in several European and extra-European countries governments and economic interest organisations joined forces for the design and implementation of emergency policy initiatives. This paper considers the application of the tripartite approach in the EU countries, according to the currently available data (end of October 2020). Apparently, the neocorporatist approach proved useful since there was a remarkable resort to concertation. On the other side, the persisting emergency and the uncertain social and economic prospects only lead to momentarily partial conclusions. ; Negli anni Settanta la teoria neocorporativa della rappresentanza degli interessi ha costituito un'alternativa al pluralismo in un momento storico caratterizzato da diversi fattori di crisi politica. Nei decenni successivi, tale interpretazione del policy-making ha vissuto alterne fortune, ma è rimasta attuale attraverso le esperienze dei sistemi politici in cui è stata applicata in modo più o meno ricorrente. Nell'attuale emergenza sanitaria ed economica dovuta alla diffusione del virus Sars-Cov-2, in numerosi paesi europei ed extraeuropei si è fatto ricorso alla concertazione tra il governo e le or-ganizzazioni degli interessi economici per l'adozione di politiche di intervento rapido. Il contributo valuta l'applicazione dell'approccio tripartito nei paesi dell'Unione Europea, in base ai dati disponibili al momento (fine ottobre 2020). Da un lato, l'efficacia della visione neocorporativa sembra confermata dalla considerevole frequenza del ricorso alla concertazione. Dall'altro, il permanere dell'emergenza e l'incertezza sulle prospettive socio-economiche consentono, per ora, conclusioni solo parziali.
