There is a quite big progress in the area of education on acceptance and tolerance towards multiculturalism. The main supporter of politics of multiculturalism is Will Kymlicka, and therefore I refer to his thoughts in this essay. However, in contemporary socio-cultural situation of Western civilization, we need something more than the mere acceptance of cultural diversity. It is worth promoting educational programmes that include themes related to the raising of citizens' awareness of boundaries of self – both in the individual and group aspect. At the same time majority groups should be supported by some tools that would help them to protect their identities without harming others.

The formation of the civic society, an increase in the number of entities functioning in the public sphere, entering into various kinds of relations with administrative bodies and with similar organizations by such entities, diversification of the range of their activity, and at the same time their mutual dependence, have caused the negotiations to play more and more important role in such contacts. The article is a hypothesis on to what extend international or regional organizations act as effective mediators during mediation process. Rekonstrukcję Iraku po 2003 r. można rozpatrywać w ramach obydwu przedstawionych powyżej sytuacji i pożądany scenariusz kreśli dość klarowną oraz "prostą" drogę – stabilizacja wiąże się z koniecznością zagwarantowania równych praw sunnitom i szyitom oraz zaspokojenia aspiracji narodowych Kurdów. Syria pozostaje natomiast poważnym wyzwaniem dla teoretycznych rozważań o rekonstrukcji z racji tego, że nie jest państwem upadłym, ale jej władze nie są traktowane jako jednoznacznie prawowite przez społeczność międzynarodową. Rekonstrukcja Syrii oznacza przede wszystkim konieczność zaspokojenia przez państwo podstawowych potrzeb ludności. Zmiana reżimu politycznego z autorytarnego na demokratyczny jest bardzo pożądana, ale przykład gwałtownej debaasyfikacji Iraku pokazuje, że krok taki może spowodować marginalizację części społeczeństwa skupionego wokół Baszara al-Asada, jej poczucie zagrożenia i chęć obrony swoich pozycji, a więc kolejny konflikt. Przyszłość Iraku i Syrii zależy w dużej mierze od woli czynnika zewnętrznego, czyli woli politycznej wielkich mocarstw – uwarunkowanej ich interesami. ; Post-conflict reconstruction means strengthening state structures in cooperation with the legitimate authorities of that state or building these structures anew in the case of the so-called failed state. The reconstruction of Iraq after 2003 can be seen in both of the above situations and the desired scenario is quite clear and "straight" – stabilization is connected with the need to guarantee equal rights for Sunni and Shia and satisfy the national aspirations of the Kurds. Syria, on the other hand, remains a serious challenge to the theoretical considerations of the reconstruction because it is not a failed state, but its authorities are not treated as unambiguously legitimate by the international community. The reconstruction of Syria means, above all, the necessity of providing the population with basic needs. The change of the political regime from authoritarian to democratic is very desirable, but the example of violent de-baathification in Iraq demonstrates that such a step may result in the marginalization of the Alawits and thus, another conflict. The future of Iraq and Syria depends to a large extent on the will of the external factor, that is, the political will of the great powers conditioned by their interests.
The confl ict in Chechnya, was not only a threat to the territorial integrity of Russia but also to its energy security. Energy issues were one of the main means of pressure which Russia has used in relation to Chechnya. The ultimate goal of Russia's actions was to transform Chechnya from an exporter of oil on one completely dependent on Russian energy sources. The article is an attempt to defi ne the importance of natural resources for Russia and Chechnya. The author concludes that the mere extraction of resources was more important for Chechnya, while insuring the security of supply and activity in the Caspian Sea made Chechnya very important for Russia. ; Konflikt w Czeczenii stanowi zagrożenie nie tylko dla integralności terytorialnej Rosji, ale również dla jej bezpieczeństwa energetycznego. Kwestie energetyczne były jednym z głównych środków nacisku, który został zastosowany przez Rosję w stosunku do Czeczenii. Punktem docelowym działań Rosji było przekształcenie Czeczenii z eksportera ropy, w całkowicie uzależnionego od Federacji Rosyjskiej odbiorcę energii. Artykuł stanowi próbę określenia znaczenia surowców naturalnych i bezpieczeństwa energetycznego dla Rosji i Czeczenii. Autorka stwierdza, że chociaż samo wydobycie surowców miało większe znaczenie dla Czeczenii, to zapewnienie bezpieczeństwa dostaw i rozgrywka o surowce Morza Kaspijskiego sprawiły, że Czeczenia stała się dla Rosji szczególnie ważna.

Such a decades-long half-truth-balancing has gradually lost its flexibility and acceptability and culminated in what much of the current academic debate calls, since 2014, a "Russian-Ukrainian conflict", but what, in fact, presents an extension to the latent Russo-Western conflict that embarked upon the end of the Cold War – a "cold peace".This article aims to reveal the origins, form and substance of the current Russian hybrid gambling in Ukraine by addressing the essential notions in international but also domestic politics – trust, truth, lies/deception, distrust, war and peace immensely trapped by politics of incremental hybridity and interpretivism.

Dyskusja wokół kwestii konfliktu interesów między funkcją realizacji polityki pieniężnej a funkcją nadzoru bankowego wpływa na rozwiązanie instytucjonalne polegające na włączeniu lub niewłączaniu funkcji nadzoru do zadań banku centralnego. Z tego też względu przez wiele lat Europejski Bank Centralny (EBC) nie sprawował nadzoru w stosunku do instytucji kredytowych. Przy konstrukcji Europejskiego Systemu Banków Centralnych zwyciężyła koncepcja niemiecka całkowitego wydzielenia nadzoru z EBC. Gdyby nie kryzys finansowy lat 2008-2013, prawdopodobnie do dziś EBC nie sprawowałby nadzoru nad instytucjami kredytowymi. Pomimo utworzenia w 2011 r. Europejskiego Urzędu Nadzoru Finansowego dwa lata później zdecydowano się powierzyć EBC nadzór bankowy nad najważniejszymi instytucjami finansowymi na obszarze Unii Europejskiej. Trudno dziś rozstrzygnąć, czy połączenie polityki pieniężnej i nadzoru pod jednym dachem EBC było posunięciem korzystnym, dopiero za kilka lat będzie można ocenić, czy zwiększyła się efektywność nadzoru. ; The discussion involving the conflict of interest between the implementation of monetary policy and banking supervision influences the institutional solution to the question of the inclusion or non-inclusion of the supervisory function among the tasks of the central bank. Consequently, credit institutions were, for many years, left unsupervised. This situation would have probably continued until today, had it not been for the financial crisis of 2008-2013. Despite the appointment of the European Financial Supervision Office in 2011, supervision of the main EU financial institutions has recently been vested in the European Central Bank. Whether this decision was the right move will only be known in (the) years to come, when the effectiveness of this supervisionhas been assessed.
The article discusses the problem of procedures and specific features of functioning of a modern democratic state, as well as threats resulting from weaknesses of democracy despite existence of mechanisms protecting it from abuse. This problem is analysed on the example of the ongoing political conflict about the Constitutional Tribunal: an institution of constitutionally guaranteed independence. This conflict reveals that in Poland a need for discussion and perhaps for verification of the current philosophy and practice of democracy, has arisen. Furthermore, it demonstrates that law and the rule of law are neither sufficient guarantors of a democratic system's stability, nor guardians of civil rights and freedoms. A weakness of the democratic system lies in the fact that in the name of correctly understood democratic principles it is possible to distort the system through enacting wrong laws. Even though the acts of democracy participants, mainly decision-makers, are lege artis, they lead to impairment of democracy. Without doubt, a democratically organized society is an autonomous community and polyarchy which has adopted a democratic system of government as a form of its organization. On the other hand, democracies are highly conflict-prone systems, for example, due to the fact that they are based on the principle that all views and all participants of democracy are equal. As a consequence, such logic leads directly to emergence of disagreements, conflicts and even fights among democracy participants. This feature of democracy has enforced the establishment of appropriate procedures of conflict solving so that to ensure a possibly optimal resolution of crisis situations which could ultimately cause even a collapse of the democratic system. Thus, a simple mathematical rule has been adopted, albeit secondary in relation to any other methods of conflict solving, that is the majority principle. This is a standard of the democratic conduct without which the rule of majority would not be possible. The Constitutional Tribunal has recently become the object of popular interest – one of the many institutions of a democratic state which has not aroused so much factual and political dispute ever before. The conflict over the Tribunal has basically the formal and legal character, this is a technical dispute whose solution should be dictated by binding regulations and developed by experts in law. However, this is not the case. This conflict has turned into an argument of a political character, so it has become a genuine clash of interests, additionally aggravated by values. Moreover, it has stirred up the society and the environment of lawyers. When a political conflict, as one of the conflict types, is analysed, it is defined as a disagreement over power, whose participants are these individuals, groups, institutions and organizations which have a direct impact on politics or influence it through political channels. The practice of democratic states of the Western world does not prescribe a way at the beginning of which there is a sign "the winner takes it all". This practice is corroborated by philosophy and theory of democracy, as well as by several hundred years of achievements including such principles as Montesquieu's tripartite system of the separation of powers or the contemporary definition of democracy which describes it as a rule of majority that guarantees rights to minorities. ; Artykuł porusza problem procedur i specyfiki funkcjonowania nowoczesnego państwa demokratycznego oraz zagrożeń wynikających ze słabości demokracji mimo istnienia mechanizmów zabezpieczających ją przed nadużyciami. Problem ten jest rozpatrywany na przykładzie toczącego się konfliktu politycznego o Trybunał Konstytucyjny, instytucję o gwarantowanej konstytucyjnie niezależności. Konflikt ten pokazał, że w Polsce pojawiła się konieczność dyskusji i być może weryfikacji dotychczasowej filozofii i praktyki demokratycznej. Również to, że prawo i rządy prawa nie są wystarczającymi gwarantami stabilności ustroju demokratycznego, tym bardziej strażnikami praw i wolności obywatelskich. Ułomność systemu demokratycznego polega na tym, iż w imię właściwie pojętych zasad demokratycznych możliwe jest wypaczanie systemu przez tworzenie złego prawa. Działania uczestników demokracji, głównie decydentów, są lege artis, ale prowadzą do jej osłabiania. Demokratycznie urządzone społeczeństwo jest bez wątpienia autonomiczną wspólnotą i poliarchią, a przyjęło jako formę swojej organizacji demokratyczny system rządów. Demokracje są natomiast systemami wybitnie konfliktogennymi, choćby z tego powodu iż opierają się na zasadzie równości wszystkich poglądów i wszystkich podmiotów biorących udział w demokracji. Taka logika prowadzi w prostej konsekwencji do pojawienia się niezgodności i konfliktów, a nawet walk pomiędzy uczestnikami demokracji. Ta właściwość demokracji wymusiła stworzenie odpowiednich procedur rozstrzygania konfliktów, by zagwarantować w miarę optymalne wychodzenie z sytuacji kryzysowych, mogących w ostateczności doprowadzić nawet do upadku systemu demokratycznego. Przyjęto zatem prostą zasadę matematyczną, co prawda wtórną wobec wszystkich innych sposobów rozwiązywania konfliktów – zasadę większości. Jest ona regułą demokratycznej gry, bez której nie mogłyby istnieć rządy większości. Przedmiotem społecznego zainteresowania stał się ostatnio Trybunał Konstytucyjny, jedna z wielu instytucji demokratycznego państwa, która dotychczas nie wywoływała aż takich sporów merytorycznych i politycznych. Konflikt o Trybunał ma przede wszystkim charakter formalno-prawny, jest to techniczny spór, którego rozwiązanie powinno być podyktowane przez obwiązujące prawo, a jego rozstrzyganiem powinni się zająć eksperci z dziedziny prawa. Tak jednak nie jest. Konflikt ten przerodził się w konflikt o charakterze politycznym, stał się więc rzeczywistym konfliktem interesów, uzupełnionym dodatkowo o wartości. Zaktywizował ponadto społeczeństwo oraz środowisko prawnicze. Gdy rozważa się jeden z typów konfliktów, mianowicie polityczny, definiuje się go jako taki, którego przedmiotem jest władza, a podmiotami biorącymi w nim udział są te jednostki, grupy, instytucje, organizacje, które bezpośrednio mają wpływ na politykę lub oddziałują na nią za pośrednictwem kanałów politycznych. Praktyka demokratycznych państw świata zachodniego nie wskazuje drogi, na początku której stoi znak "zwycięzca bierze wszystko". Praktykę tę wyznacza filozofia i teoria demokracji oraz kilkusetletni dorobek z takimi dogmatami, jak choćby monteskiuszowski trójpodział władz czy współczesna definicja demokracji, według której są to rządy większości gwarantujące prawa mniejszościom.
The paper discusses the issue of mediation as one of the forms of solving criminal conflicts. The author presents, among others, the problem of mediation in connection with the principles of restorative justice, the issue of the mediation models accepted in criminal proceedings and also makes an attempt of indicating other forms of conflict solving based on negotiations. The author also makes a brief description of the shaping of lawmaker's motives in the case of mediation and then refers to contemporary issues of mediation proceedings. ; Artykuł obejmuje problematykę mediacji jako jednej z form rozwiązania konfliktu karnego. Autorka przedstawia m.in. kwestię mediacji w odniesieniu do założeń sprawiedliwości naprawczej, kwestię przyjętych modeli mediacji w postępowaniu karnym, a także podejmuje próbę wskazania innych form rozwiązania konfliktu, opartych na negocjacjach. Problems confronting the European Union and its member states over the recent years, Brexit, the destabilization of North Africa and the Middle East, the Ukrainian crisis, the redistribution of power in the world system, to name a few – are the most significant determinants of the current EU policy towards the Israeli-Palestinian conflict.
