Esta publicação reúne sete capítulos que abordam algumas das mais importantes frentes da multifacetada agenda de cooperação entre o Brasil e a União Europeia, englobando tópicos como economia verde e inteligência artificial, entre outros. Este número traz uma novidade: está sendo lançada em formato bilíngue.
O autor parte do reconhecimento da existência da atual crise – à semelhança da crise no pós-guerra – para elaborar sobre o significativo percurso no âmbito da cooperação judiciária penal na União Europeia, que acompanhou, por sua vez, a evolução da integração política. A União Europeia encontra-se hoje numa etapa crucial no que respeita à construção de uma jurisdição penal plena, caminho esse parametrizado pelo Tratado de Lisboa, nomeadamente quanto à criação de uma Procuradoria Europeia. Esta poderá vir a desenhar-se como um órgão "federal", com uma atuação concentrada e uniforme para todo o território da União Europeia, como espaço natural da sua jurisdição territorial. ; The author firstly recognizes the existence of the current crisis – similar to the crisis in post-war Europe – to elaborate on the significant path that criminal judicial cooperation in the European Union undertook, sustained by the evolution of political integration. Today the European Union is at a crucial stage in regards to the construction of a full criminal jurisdiction, particularly regarding the creation of a European Public Prosecutor's Office, as parameterized by the Lisbon Treaty. This is likely to emerge as a "federal" agency, with a concentrated and uniform action throughout the territory of the European Union, as the natural area of its territorial jurisdiction.
This paper adopts an historical and global approach to the under-researched field of South-South cooperation in education and development. The first section discusses the concepts of "the South", "the global South" and "South-South cooperation", counter-posed with practices of "triangular collaboration" and "best practice transfer". On this basis, a review of existing South-South education cooperation literatures distinguishes a mainstream approach embedded in liberal and (neo)realist international relations theories from a critical theory approach associated with counter-dependency thinking. Framed by these discussions, two case studies of contemporary global South-South education relations are presented: the ¡Yo, Sí Puedo! (Sure, I Can!) global literacy campaign promoted by the governments of Cuba and Venezuela; and the BRICS common education cooperation agenda. While it cannot unambiguously be concluded that South-South education cooperation produces a counter-structure to the neoliberal global governance of education, the paper equally shows that the South-South principles of solidarity, mutual benefits and self-reliance are very much practiced among South partners. Finally, proposals for future research in this field are presented. ; Este artigo adota uma abordagem histórica e global a respeito da cooperação Sul-Sul em educação e desenvolvimento, um tema ainda pouco investigado pela academia. A primeira seção discute os conceitos de "Sul", "Sul Global" e "Cooperação Sul-Sul", contraposta às práticas de "colaboração triangular" e "transferência de melhores práticas". Com base nisso, uma revisão da literatura sobre cooperação em educação Sul-Sul distingue uma abordagem dominante incorporada nas teorias liberais e (neo)realistas de relações internacionais de uma abordagem de teoria crítica associada ao pensamento de contra-dependência. Enquadrado por essas discussões, este artigo apresenta dois estudos de caso das relações contemporâneas globais de educação Sul-Sul: o ¡Yo, Sí Puedo! - uma campanha de alfabetização global promovida pelos governos de Cuba e Venezuela - e a agenda comum de cooperação da educação do BRICS. Embora não se possa concluir inequivocamente que a cooperação educacional Sul-Sul produza uma contra-estrutura para a governança global neoliberal da educação, o artigo mostra igualmente que os princípios Sul-Sul de solidariedade, benefícios mútuos e autoconfiança são muito praticados entre os países parceiros do Sul. This article aims to describe the engagement of local governments in intermunicipal cooperation and the costs of these arrangements for municipalities. Based on a multiple-case research design, three consortia operating in the Brazilian solid waste sector between 2013 and 2017 were selected and examined. The main findings show that the costs of the intermunicipal cooperation and the costs related to the participation of the municipality in these arrangements increased in the period. However, a parameter estimator calculation shows that such costs are likely to be reduced in the near future. It can also be concluded that smaller local governments (either by population or by km2) are more likely to benefit from intermunicipal cooperation. The study discusses both theoretical and practical implications. ; En este artículo pretendemos describir la relación entre la cooperación intermunicipal con los costos organizacionales y financieros. Sobre la base de un diseño de investigación de casos múltiples, se seleccionaron tres consorcios operantes en el sector brasileño de residuos sólidos en el período 2013-2017. Los principales hallazgos de este estudio muestran que tanto los costos organizacionales como financieros aumentaron durante el período. Sin embargo, y a partir del cálculo de un estimador de parámetros, es probable que dichos costos se reduzcan en el futuro cercano. También se puede concluir que los gobiernos locales más pequeños (ya sea por población o por km2) tienen más probabilidades de aumentar los efectos de la cooperación pública. Las implicaciones teóricas y prácticas de los hallazgos de este estudio se discuten a lo largo del artículo. ; Esta pesquisa tem como principal objetivo descrever a relação entre a utilização dos consórcios com os custos da cooperação pública e de seu financiamento por parte dos municípios. Pela utilização do desenho de pesquisa de caso múltiplo, selecionaram-se três consórcios a atuar no setor dos resíduos sólidos no Brasil, compreendendo o intervalo de anos entre 2013 e 2017. Em geral, é possível concluir que os custos com os consórcios e dos municípios aumentaram durante o período. Pela estimativa de parâmetros, estima-se que os consórcios possibilitam a redução desses custos. Conclui-se ainda que governos locais de menor dimensão, em número de habitantes e área servida, são mais propensos a potenciar os efeitos da cooperação pública. Implicações teóricas e práticas serão apresentadas e discutidas ao longo do texto.
In recent decades, the International Cooperation for Development (ICD) has experienced alternative ways of implementation, integrating developed countries, developing countries and multilateral organizations in triangular arrangements. In a context of economic crisis, the limitations of ICD to promote development and the doubts on the fulfillment of the financial commitments of OECD donors, led to new roles and responsibilities for emerging economies in the international development tasks. They bet on more horizontal forms of cooperation, with approaches and practices a priori distinct from the traditional North-South Cooperation (NSC). For emerging countries such as Brazil, but also for other developing countries, Triangular Cooperation (TRC) is an instrument of support to South-South Cooperation (SSC) which allows to increase the scale of their projects, deepen their impact and explore complementarities with other countries and international organizations.
Local economic and social development and city-to-city cooperation are gaining international visibility. This handbook address three main questions: What are the challenges related to the world of work that cities and their citizens are currently facing? How can cities, local governments and their partners learn from each other's good practices within a South-South cooperation framework? How can they address the challenges of the world of work together with government and the social partners?

The Good Practices Guide on South-South and Triangular Cooperation is part of the ILO's commitment to the promotion of South-South and triangular cooperation, and is targeted at governments, workers, employers, and civil society to help them learn from initiatives based on southern solutions that have proven effective in promoting decent work.
