Should aid be better coordinated? And if so, how? The case for aid coordination is a powerful one. As aid poured into Haiti in the wake of a massive earthquake in January 2010, television coverage around the world broadcast two different realities. One story was about well-organized aid-givers collecting record donations and dispatching food and medical equipment by the tonne to Haiti. The other was a story about aid stymied by a lack of coordination. Television crews depicted Haitian families and children complaining that none of the food, medical assistance, or shelter was reaching them. The President of Haiti soon spoke out: "I am not in a position to criticize anybody, not in the least people who have come here to help me," Preval said. "What I am staying is, what everybody is saying is, that we need a better coordination."

Dissidents mobilizing against a repressive regime benefit from using public information for tactical coordination since widespread knowledge about an upcoming event can increase participation. But public calls to protest make dissidents' anticipated activities legible to the regime, allowing security forces to better stifle mobilization. I examine collective action during Sudan's 2018–19 uprising and find that mobilization appeared to be publicly coordinated through social movement organizations and internet and communicative technology, consistent with common channels identified by existing literature. Yet embedded field research reveals that some dissidents independently used public calls to secretly organize simultaneous contentious events away from publicized protest sites, perceiving that their deviations would make the regime's repressive response relatively less efficient than the resulting efficiency losses on the movement's mobilization. These findings push future work to interrogate more deeply the mechanisms by which dissidents use coordination channels that are also legible to the regime they are mobilizing against.

It is hypothesized that highly effective teams adapt to stressful situations by using effective coordination strategies. Such teams draw on shared mental models of the situation and the task environment as well as mutual mental models of interacting team members' tasks and abilities to shift to modes of implicit coordination, and thereby reduce coordination overhead. To test this hypothesis, we developed and implemented a team-training procedure designed to train teams to adapt by shifting from explicit to implicit modes of coordination and choosing strategies that are appropriate during periods of high stress and workload conditions. Results showed that the adaptation training significantly improved performance from pre- to posttraining and when compared with a control group. Results also showed that several underlying team process measures exhibited patterns indicating that adaptive training improved various team processes, including efficient use of mental models, which in turn improved performance. The implication of these findings for team adaptive training is discussed. This research spawned the adaptive architectures for a command and control project investigating adaptive models that focus on changes in the structural and process architecture of large organizations. The research also produced a cadre of integrated performance assessment tools that have been used in training and diagnostic settings, and new components for a team training package focused on effective coordination in high-performance teams.

The aim of this project was to examine the role court judgments have played in the framework of tax harmonization in federal states and how decisive this impact was. In this respect the participants took also a closer look at ECJ case law and how it may be compared to other jurisdictions where federal fiscal structures exist, such as the United States, Switzerland, Belgium, Spain, Austria, Russia, Mexico, Brazil, India and Australia. This observational study of local government coordination brings fresh assessment of institutions and processes of District Coordination Committees (DCCs) in facilitating horizontal coordination across local governments and vertical coordination between federal, provincial, and local governments in Nepal. Necessary qualitative data – observational notes, interview transcripts and selected official publications – were generated based on researcher's two year's professional experience at the DCC in a remote district of Rasuwa in Nepal. Analysis is conducted in line with what John Halligan (2020) has explained as analytical elements of horizontal and vertical coordination. Findings suggest that although DCCs seem less effective local institutions in fostering both horizontal and vertical coordination, they are increasingly providing the most plausible avenues for politicians, administrators, and ordinary people to get together in materialising the constitutional thirst to implement cooperative federalism in Nepal.
