This paper will examine the media's coverage of the events of 1954 that led to the overthrow of the duly elected Arbenz with aid from the U.S. Specifically, the presentation of events by the Christian Science Monitor, The Nation, the New York Times, and Time and Newsweek magazines will be addressed. By examining these periodicals' coverage of the Guatemalan coup d'état of 1954, this paper will show that during the period the U.S. media failed in its responsibility to objectively report upon the activities of its government within Latin America in general and Guatemala in particular. This failure by the journalism community was the result of preexisting notions of paternalism, the historical precedent of intervention, financial and political ties between U.S. media and business interests in Latin America, and most importantly, the prevailing climate of public opinion that existed in the U.S. during the Cold War.
The overthrow of Stroessner, the great surprise of international society in 1989, signifies a substantial change in Paraguay. Thus the first obstacle to a change in the foreign policy of this country was eliminated. The action of the old regime was marked by the president's own will and by a foreign ministry clinging to the schemes of the Cold War. In this paper, what happened after the coup is described and the existing distrust in national sectors and in international society for the transition process is expressed. It is argued that the international policy of the new government could be defined as conservative democratic. In this framework, relations with Brazil, Argentina and the United States are analyzed, some foreign policy trends are listed and it is concluded that a new approach goes through a process of modernization of the country and by consensus. ; El derrocamiento de Stroessner, la gran sorpresa de la sociedad internacional en 1989, significa un cambio sustancial en Paraguay. Así fue eliminado el primer obstáculo para un cambio en la política exterior de este país. La acción del antiguo régimen estuvo marcada por la propia voluntad del presidente y por una cancillería aferrada a los esquemas de la Guerra Fría. En el presente trabajo se describe lo ocurrido después del golpe y se manifiesta la desconfianza existente en sectores nacionales y en la sociedad internacional por el proceso de transición. Se sostiene que la política internacional del nuevo gobierno podría definirse como conservadora democrática. En este marco se analizan las relaciones con Brasil, Argentina y Estados Unidos, se enumeran algunas tendencias de la política exterior y se concluye que un nuevo planteamiento pasa un proceso de modernización del país y por el consenso.

S'il paraît impossible de répondre de manière définitive à ces questions, eu égard au peu d'archives dont dispose actuellement l'historien sur cette période, plusieurs hypothèses sont avancées afin d'expliquer l'évolution des catholiques chiliens face au régime de sécurité nationale - la comparaison avec d'autres cas nationaux, ceux de l'Argentine et du Brésil notamment, semblant ici particulièrement féconde. This work focuses on one of the most important and least known periods of the recent evolution of the left in Uruguay: the one that affects the key years of gestation of the revolutionary groups that, from 1968 until the 1973 coup d'état, played a fundamental role in the political and social evolution of the country of the Río de la Plata. ; El presente trabajo se centra en uno de los períodos más importantes y al mismo tiempo menos conocidos de la evolución reciente de la izquierda en Uruguay: aquel que afecta a los años claves de gestación de los grupos revolucionarios que, a partir de 1968 y hasta el golpe de Estado de 1973, jugaron un papel fundamental en la evolución política y social del país rioplatense.

Liberal strategy (1899-1920) of involving the popular classes in the definition of hegemony within the elite was manifested once more in Bautista Saavedra'a regime ( 1921-1925). The struggle for power and the behaviour of political clienteles brought the state into conflict with the political elites, which led to a coup d'état aimed at establishing a political system favourable to his reconversion plan. ; La estrategia liberal (1899-1920) de involucrar a los sectores subalternos en la definición de la hegemonía en el interior de la élite tuvo una nueva manifestación en el régimen de Bautista Saavedra (1921-25). The article presents Cz. Znamierowski's views on social elites and democracy contained first of all in his booklet Elita i demokracja. According to Cz. Znamierowski, the existence of elities in a society-associated by V. Pareto with the functioning of non-democratic system — is possible also in a democracy. In particular, in the process of shaping the composition of democratic representation organs, a decisive role is p ayed by various social elites representing different hierarchies of values. Therefore, the existence of a "good" democracy is conditioned by allowing the best elites to have inf uence on the activity of democratic institutions, and not by multiplying those institutions. The shape of Cz. With the coup d'etat of 24 December 1999 and the politico-military conflict that started on 19 September 2002, Côte d'Ivoire broke with its tradition of political stability, which had served as a model in the West African sub-region. It is now facing an unprecedented crisis that is not only jeopardising the continuity of the state, but has also introduced a culture of violence into the society.This study has three objectives. The primary one is to understand the nature of this socio-political crisis, and what is at stake in it. Secondly, the study examines the issue of ivoirité. Finally, it explores the escalation of violence in this socio-political crisis and the catalogue of justifications for that violence.It is argued that the recurrence of military coups d'etat in Côte d'Ivoire signifies the delegitimisation of the modes of regulation built on the tontine system, and calls for a renewal of the political grammar and socio-political regulatory modalities around integrating principles that have yet to be devised. From "Comrade" to "Monsieur": Structural Adjustment and Democratization in Benin: The process of political and economic liberalization in Benin is regarded as a model for the whole of Sub-Saharan Africa. Benin made history by becoming the first African country to overthrow a military dictator by democratic means. The civilian coup d'état cleared the way for economic recovery, too. The strengthening of democratic institutions, and the good will of the new government of the former high ranking World Bank-employee Soglo, to follow the recommendations of the structural adjustment programme have been honored by the donors' generosity. The recovery of the economy, however, was hampered by the underlying fabric of the socio-cultural structure of clientelism and patronage, which resulted in a situation in which the on-going structural adjustment programme mainly served the vested interests of the state class and rival strategic groups, bargaining for the booty of increasing development assistance. Thus, socio-economic conditions for a self-sustaining development process and, consequently, increased development assistance are not yet met. Nevertheless, areas of co-operation do exist in the fields of liberty of press and opinion, basic needs and self-help organizations. ; Auhtor's Version ; De "camarade" à "Monsieur": l'ajustement structurel et la démocratisation au Bénin: Le processus de libéralisation politique et économique au Bénin est considéré comme un modèle pour l'ensemble de l'Afrique sub-saharienne. Bénin a fait l'histoire en devenant le premier pays africain à renverser un dictateur militaire par des moyens démocratiques. Le coup d'état civil a ouvert la voie à la reprise économique, aussi. Le renforcement des institutions démocratiques, et la bonne volonté du nouveau gouvernement de l'ancien haut rang de la Banque mondiale-employé Soglo, à suivre les recommandations du programme d'ajustement structurel, ont été honorés par la générosité des donateurs. Ainsi, les conditions socio-économiques d'un processus de développement autonome et, par conséquent, l'augmentation de l'aide au développement ne sont pas encore réunies. Néanmoins, les domaines de coopération existent dans les domaines de la liberté de la presse et d'opinion, les besoins de base et des organisations d'auto-assistance.
Political violence, coup d'état, civil wars and inter-state wars, all have fiscal dimensions (and sometimes fiscal causes). Who gets what—public employment and public spending—and who has to pay for it, are questions that raise fundamental issues about the distribution of society's resources. These can only be resolved peacefully by some form of social contract, resting on the foundation of effective fiscal institutions (systems of public spending and taxation). Accordingly, the paper contrasts the evolution of fiscal institutions in stable and unstable societies. The paper discusses the likelihood of a fiscal peace dividend, but notes that 'incomplete' peace—and therefore the continuation of high levels of military spending—limits the scale of the dividend in many cases. Broad reconstruction from war—which spreads its benefits widely so that poverty is reduced—is contrasted with narrow reconstruction, in which society's elite may consolidate their war-time gains, but in which the majority are left behind. Effective fiscal institutions are critical to determining whether broad or narrow reconstruction takes place. The paper concludes by emphasising the need to better understand the incentives of governments to improve fiscal institutions, and the role that conflict has in affecting their motivation. – conflict ; fiscal policy ; sub-Saharan Africa
A partir del golpe de estado de 1976 se impone en la Argentina, sobre las ruinas del proceso de industrialización, una nueva forma de acumulación del capital que subsiste hasta hoy: el modelo "aperturista", "neoliberal" o "rentístico-financiero". Contra la idea de la desaparición del poder del Estado a favor del poder económico, éste artículo analiza el importante papel de este Aparato en la emergencia y consolidación del nuevo patrón y en la reproducción del capital monopolista, así como las transformaciones que las políticas estatales, fundamentalmente económicas, producen en la estructura social, tanto en los sectores dominantes como en los dominados. ; Starting from the 1976 coup d'état it is imposed in Argentina, on the ruins of the industrialization process, a new form of capital accumulation that subsists until these days: the "open", "neo-liberal" or "renting-financial" pattern. In opposition to the idea of the disappearance of the State's power made out to the benefit of the econimic power, this article analyses that important role of this Apparatus in the emergency and consolidation of the new pattern and in the reproduction of monopolist capital, as well as the transformations that the State's politics, fundamentally economic ones, take place in the social structure, so much in the dominant sectors as in those dominated. ; Fil: Inda, Graciela.
