From "Comrade" to "Monsieur": Structural Adjustment and Democratization in Benin: The process of political and economic liberalization in Benin is regarded as a model for the whole of Sub-Saharan Africa. Benin made history by becoming the first African country to overthrow a military dictator by democratic means. The civilian coup d'état cleared the way for economic recovery, too. The strengthening of democratic institutions, and the good will of the new government of the former high ranking World Bank-employee Soglo, to follow the recommendations of the structural adjustment programme have been honored by the donors' generosity. The recovery of the economy, however, was hampered by the underlying fabric of the socio-cultural structure of clientelism and patronage, which resulted in a situation in which the on-going structural adjustment programme mainly served the vested interests of the state class and rival strategic groups, bargaining for the booty of increasing development assistance. Thus, socio-economic conditions for a self-sustaining development process and, consequently, increased development assistance are not yet met. Nevertheless, areas of co-operation do exist in the fields of liberty of press and opinion, basic needs and self-help organizations. ; Auhtor's Version ; De "camarade" à "Monsieur": l'ajustement structurel et la démocratisation au Bénin: Le processus de libéralisation politique et économique au Bénin est considéré comme un modèle pour l'ensemble de l'Afrique sub-saharienne. Bénin a fait l'histoire en devenant le premier pays africain à renverser un dictateur militaire par des moyens démocratiques. Le coup d'état civil a ouvert la voie à la reprise économique, aussi. Le renforcement des institutions démocratiques, et la bonne volonté du nouveau gouvernement de l'ancien haut rang de la Banque mondiale-employé Soglo, à suivre les recommandations du programme d'ajustement structurel, ont été honorés par la générosité des donateurs. La reprise de l'économie, cependant, a été entravée par le tissu sous-jacente de la structure socio-culturelle de clientélisme et de patronage. Die Masterarbeit analysiert die Demokratisierung der Republik Mali, welche im Jahr 1992 eingeleitet wurde. Nach anfänglicher Skepsis der internationalen Gemeinschaft galt Mali ab dem Jahr 2000 als Vorzeigedemokratie Afrikas, als Beispiel dass eine Demokratisierung unter schwierigen wirtschaftlichen Voraussetzungen möglich ist. Im Jahr 2012 überstürzten sich die Ereignisse, als im März der langjährige Präsident Malis, Amadou Toumani Touré, vom Militär gestürzt wurde. In Folge kam es zu einem politischen und militärischen Machtvakuum, welches von den Tuareg im Norden Malis ausgenutzt wurde, um einen unabhängigen Staat namens Azawad auszurufen. Die Rebellen eroberten etliche Städte im Norden Malis, im Dezember kam es in der Hauptstadt Bamako erneut zu Unruhen - der im März eingesetzte Premierminister Cheick Modibo Diarra wurde vom Militär gestürzt. Die nun neu eingesetzte Interims-Regierung von Premierminister Django Sissoko bat schließlich Ende Dezember 2012 die frühere Kolonialmacht Frankreich um militärische Hilfe, um die Integrität Malis wieder herzustellen. Dank des Eingreifens der internationalen Truppen konnte das Land soweit stabilisiert werden, dass im Juli 2013 landesweite Präsidentenwahlen organisiert werden konnten. Ziel der Arbeit ist es die Fragestellung, ob die demokratische Republik Mali langfristig ohne finanzielle und militärische Hilfe überlebensfähig ist zu beantworten. Nach einer kurzen Darstellung der politischen Entwicklung in der I. und II. Republik werden die demokratischen Institutionen der III. Republik dargestellt. Anschließend wird die Entwicklung der Demokratie anhand der politischen Parteien, der Wahlen und der Wahlbeteiligung dargestellt. Abschließend beschreibt die Arbeit den Klientelismus, den Tuareg-Konflikt und die Dezentralisierung welche eine wichtige Rolle am Konsolidierungsprozess in Mali haben. ; The master thesis analyses the democratization of the Republic of Mali, which was initiated in 1992.The international community was skeptical if a democratic process would be possible under difficult economic circumstances. At the beginning of the millennium Mali was considered as role model of functioning democracy in Africa. In 2012 several incidents happened, at the end a coup d'état against the president Amadou Toumani Touré caused a crises to the democratic republic of Mali. The Tuareg, citizens in the north of Mali took advantage of this political and military power vacuum and proclaimed the independent state of Azawad. The rebels took the power in several cities in northern Mali. In December 2012, a second coup d?état happened against the interim premier Cheick Mobido Diarra, because of opposite opinions how to treat with the rebels. A new government was established, and this government under Django Sissiko applied for military operation to the former colonial power France in order to reestablish the integrity of the Republic of Mali. Due to the military intervention of an international operation, the country was stabilized in a way that presidential elections could be hold in July 2013. The aim of the master thesis is to respond to the question if the democratic Republic of Mali is viable without international economic and military aid. After a short overview of the I. and II. Republic, the democratic institutions of the III. Republic are represented. In a next step the development of the democracy is shown on the basis of the political parties, the elections and the voter participation at the elections. Die Krise in der Türkei ist überwiegend selbst verschuldet und hat nur oberflächlich mit den verschärften US-Handelssanktionen zu tun. Zahlreiche expansive wirtschaftspolitische Maßnahmen trugen zwar dazu bei, einen anhaltenden Wirtschaftseinbruch nach dem Putschversuch im Juli 2016 abzuwenden. Jedoch hielt die türkische Regierung die starke Konjunkturstimulierung vor wichtigen Wahlen zu lange aufrecht und verteilte vor allem vor der Präsidentschaftswahl im Juni 2018 umfangreiche Wahlgeschenke. Dies führte zu einer Überhitzung der Wirtschaft mit steigender Inflation und höheren Leistungsbilanzdefiziten. Problematisch ist zudem, dass es zu einem starken Anstieg der Verschuldung von Banken und nicht-finanziellen Unternehmen kam. Diese von politischem Wahlkalkül getriebene Konjunkturpolitik auf Pump und auf Kosten der Zukunft rächt sich nun. Denn mit der privaten Verschuldung wuchs auch die Auslandsverschuldung von Banken und nicht-finanziellen Unternehmen deutlich, sodass Solvenzrisiken drohen. Besorgnis erregt in dieser Hinsicht vor allem der sehr hohe Fremdwährungsanteil an der Auslandsverschuldung. Damit ist die Türkei äußerst anfällig für Währungsabwertungen, weil mit jeder Abwertung die Auslandsverschuldung in inländischer Währung steigt. Im Vergleich zum Jahresdurchschnitt 2017 hat die Abwertung der türkischen Lira gegenüber dem Euro bis zum 22. August 2018 die Fremdwährungsschulden ceteris paribus um über 70 Prozent erhöht. Im Gegensatz zu den Banken sind nicht-finanzielle Unternehmen gegen dieses Risiko bislang kaum abgesichert, hatten aber Ende Mai 2018 Fremdwährungsschulden von knapp 340 Milliarden US-Dollar (teils auch bei inländischen Gläubigern). Allein aufgrund der Wechselkursveränderung seit Ende Mai hat sich deren Gegenwert um rund 500 Milliarden türkische Lira auf gut 2.000 Milliarden türkische Lira erhöht. Es drohen zudem Liquiditätsrisiken. Denn die private Verschuldung von Banken und nicht-finanziellen Unternehmen ist zu knapp einem Drittel mit kurzfristigen und daher schnell reversiblen Kapitalzuflüssen aus dem Ausland finanziert. Bei einer Vertrauenskrise kann es daher schnell zu einem Versiegen dieser Finanzquellen und einer Liquiditätskrise ("sudden stop") kommen, die bis hin zur Zahlungsunfähigkeit gehen kann. Dieses Risiko ist umso relevanter, weil die offiziellen Devisenreserven im internationalen Vergleich relativ gering sind und nur rund die Hälfte der kurzfristigen Auslandsverschuldung decken. Die türkische Regierung scheint bislang das Primat der Politik über die Erfordernisse der wirtschaftlichen Stabilität zu stellen. Die jüngsten Rating-Herabstufungen zeigen, dass vor allem deshalb das Vertrauen der Investoren im Ausland zu schwinden beginnt. Um dem entgegenzuwirken, muss die türkische Regierung die Unabhängigkeit der Zentralbank wieder garantieren und die Inflation konsequent bekämpfen lassen. In der Fiskalpolitik ist mehr Transparenz und Disziplin mit Blick auf die versteckten fiskalischen Risiken ebenso nötig wie eine baldige Beschneidung der ausgeuferten Subventionen und sonstigen Fiskalstimuli. Zentral ist auch die Sicherung der makrofinanziellen Stabilität angesichts der erheblichen Risiken, die sich aus dem Kreditboom und der gestiegenen Verschuldung ergeben. Eine restriktivere Geld-, Fiskal- und makroprudenzielle Politik wird die türkische Wirtschaft abbremsen und wohl auch zu einem Anstieg der ohnehin schon hohen Arbeitslosigkeit führen. Diese Anpassung muss die Politik hinnehmen, da sie unumgänglich ist, um die Überhitzung und die resultierenden Anfälligkeit aufgrund der hohen Auslands- und Fremdwährungsschuldenlast zu bekämpfen. Sollte es zu einer deutlichen Krisenverschärfung kommen, wird kein Weg daran vorbeiführen, den IWF zu Hilfe zu rufen. ; The crisis in Turkey is largely self-inflicted and has only superficially to do with the tightened US trade sanctions. Numerous expansionary economic policy measures helped avert a sustained economic slump following the coup d'état in July 2016. However, the Turkish government kept the strong stimulus for too long in view of two important elections and handed out extensive election presents, especially before the presidential election in June 2018. This resulted in the economy overheating with rising inflation and higher current account deficits. Another problem is that there has been a sharp increase in the private debt of banks and non-financial companies. This economic policy is now taking its toll. Particularly the increase in private debt and external debt of banks and non-financial companies poses serious solvency risks. In this respect, the main source of concern is the very high share of 94 percent of foreign exchange debt in total external liabilities. This makes Turkey extremely vulnerable to currency devaluation, as any devaluation increases external debt in domestic currency. Compared to the annual average for 2017, the devaluation of the Turkish lira against the euro until 22 August 2018 increased ceteris paribus foreign exchange liabilities by more than 70 per cent in Turkish lira. In contrast to the banks, non-financial companies are widely exposed to this risk, and had foreign exchange debt of nearly 340 billion US dollars at the end of May 2018 (partly also for domestic creditors). Solely as a result of the exchange rate change since the end of May, the equivalent value has risen by around 500 billion Turkish lira to more than 2,000 billion Turkish lira. There is also the risk of a liquidity crisis. For the private debt of banks and non-financial companies is financed to nearly a third with short-term and therefore quickly reversible capital inflows from abroad. In the event of a crisis of confidence, it can quickly lead to a sudden stop up of these financial sources and an ensuing liquidity crisis, which could eventually even lead to insolvency. This risk is all the more relevant given that official foreign currency reserves are relatively low by international standards and only cover around half of short-term external debt. Politics hardly contributes to the creation of trust. Instead, the Turkish government seems to put the primacy of politics above the requirements of economic stability. The recent rating downgrades show that investor confidence abroad is beginning to dwindle. In order to counter-act this, the Turkish government must reassure the independence of the central bank without doubt and give clear priority to fighting inflation. Fiscal policy calls for more transparency and discipline with regard to the hidden fiscal risks, as well as a timely adjustment of the excessive subsidies and other fiscal stimuli. It is also crucial to safeguard macro-financial stability, given the considerable risks arising from the credit boom and increased debt. More restrictive monetary, fiscal and macro-prudential policies will slow down the Turkish economy and probably lead to an increase in already high unemployment. This adjustment must be accepted by policy makers in Turkey, as it is indispensable to combat overheating and the economic vulnerabilities of the huge debt burden. Should there be a significant deepening of the crisis, there will be no choice but to call for help from the IMF.
