In der sächsischen Stadt Chemnitz kam es im Nachgang eines Tötungsdelikts durch Messerstiche seit dem 26. August 2018 zu rechtsautoritären Massenmobilisierungen von bundesweiter Ausstrahlung unter zahlreicher Teilnahme der ansässigen Bevölkerung. Das öffentliche Interesse ist dabei nicht nur hinsichtlich der konkreten Ereignisse, sondern auch bezüglich der lokalen Ursachen dieser Eskalation groß. Im Sinne einer raumsensiblen Vorgehensweise ist zu untersuchen, aus welcher bestimmten Ortsgeschichte heraus die Eigenarten der Chemnitzer Stadtgesellschaft und das rechte Protestgeschehen verständlich werden. Die sieben dazu aufgestellten Thesen widmen sich der kulturellen und institutionellen Modernisierung, dem Zustand der Zivilgesellschaft, der Einordnung der konkreten Ereignisse, der politischen Ökonomie Ostdeutschlands und der demographischen Situation. ; After a homicide in the Saxonian city of Chemnitz, Germany, on August 26th 2018 right-wing mass protests followed. These protests gained Germany-wide attention, and were joined by a large number of the local population of Chemnitz. Both the concrete and the local reasons for the escalation are of huge public interest. With a space-sensitive approach, the impact of a specific spatial history on the idiosyncrasy of the population of the city of Chemnitz and right-wing protests are being analyzed. Seven theses on the concrete incidents, the cultural and institutional modernization, the status quo of the civil society, the political economy of Eastern Germany and the demography are being proposed.
When crises develop, people are confronted with difficulties beyond those experienced in normal everyday activities. Due to the perceived threats inherent to such situations, familiar behaviors may prove ineffective, and such attempts can pose dangerous and unpredictable risks. Crises are extreme situations, occurring at the very edges of human experience. Oral communication in such situations cannot be casual; the seriousness of the situation demands exceptional communicative performance on the part of the participants. Therefore, certainties about everyday communication conventions are called into question. The following work examines conversations during which the participants were involved in an extreme situation. In this particular crisis, a politically motivated kidnapping, the personal involvement of the interlocutors is substantial. A clear and present fear of the situation escalating and the possibility of a failure to anticipate the resulting reactions from the other party(ies) characterize the communicative acts of those involved. Recorded telephone calls during the occupation of the West German Embassy in Stockholm by members of the Red Army Faction (RAF) on April 24, 1975 comprise the basis for this analysis. One of the occupiers speaks with various interlocutors located in an adjacent embassy building. These interlocutors are relatives of the hostages, the Swedish Minister of Justice, and a German official charged with leading the negotiations. In this study, the communicative processes of the crisis are reconstructed. In order to show how the interlocutors attempt to reach their goals in this tense situation with the resources available to them, as well as what they in fact achieve, ethnographic methods of analysis have been employed. This study shows how, despite strong conflicting interests and motives, a shared reality is built through the actions of the interlocutors. The interaction between two key figures in the early stages of the crisis can even be characterized as a form of coalition building. An explanation as to why this collaboration is not retained in the subsequent course of the events, however, leading to an escalation of the situation, is also presented. Furthermore, the following work sets forth qualities needed to interactively build a coalition in a precarious crisis situation, which has arisen between parties characterized by diametrically opposed aims.
This essay was inspired by Mark Jones' monograph Founding Weimar. Violence and the German Revolution of 1918–1919 (2016). The first section of the essay highlights the relevance of this book for historical research on the revolution of 1918/19. Its second section discusses relevant reviews of the monograph. The third and fourth sections focus on how different political movements, as well as the views of historians on the revolution of 1918/19, have changed within the past hundred years. Nowadays, critical historical research on the revolution has to focus on new questions. Since the outbreak of the present global economic crisis, the capitalist order has been in question. Alternative left-wing economic orders as they were developed by the German Rätebewegung (worker's council movement) in 1918/19 should be discussed from a new perspective. Due to the global economic crisis, right-wing movements have gained more influence over the last decade. Parliamentary democracies are progressively eroding. Jones' book is in contrast to the current academic discourse. This last can be considered to be in crisis, as it displays a limited understanding of the revolution of 1918/19 by merely regarding it as part of the success story of the Weimar Republic. Jones highlights the escalation of violence and the role proto-fascist Freikorps played as the initiators of this escalation. He also considers the political responsibility of the Social Democratic Party. Jones concludes that counter-revolutionary violence caused the founding as well the end of the Weimar Republic.
European policies imposed in the euro crisis have disabled democratic policy choices at the national level, while the present European euro-rescuing regime lacks democratic legitimacy. But policy choices might now become politicised in the Europe-wide competition of partisan candidates for the Presidency of the European Commission. In that case, voters might indeed be mobilised for or against radically opposed policy options the continuation of the present austerity regime and the move to a transfer union. The risk is, however, that the escalation of transnational conflict might further divide rather than democratise Europe.

Diese Problematik wird am Fallbeispiel Belutschistan (Pakistan) auf die Bereitstellung von Sicherheit zugespitzt. Dabei kommt die Untersuchung zu drei zentralen Ergebnissen: (1) In Pakistan haben politische Krisen nicht zum Rückzug des Staates geführt, sondern zu dessen Versuch, eine ökonomisch unterentwickelte Provinz stärker administrativ zu durchdringen und ihre Inwertsetzung und ökonomische Integration zu forcieren. (2) Dieser Versuch der Krisenbewältigung ging einher mit der Umstellung von konventionellen zu zentralisierten Formen von Governance; er wurde nicht von nichtstaatlichen Akteuren, internationalen Agenturen oder der internationalen Staatengemeinschaft initiiert, sondern von der pakistanischen Regierung selbst. (3) Die Umstellung von konventioneller zu zentralisierter Governance führte nicht zur Verregelung, sondern zur gewaltförmigen Eskalation bestehender Konfliktlagen. ; Taking the province of Balochistan as an example, this paper traces the causes of the transformation of statehood in Pakistan back to the 1970s and analyses its consequences for modern governance in the future. It argues that weak institutions amid rapid social change rather than "state failure" lie at the root of Pakistan's predicament. As the case of Balochistan aptly demonstrates, the Pakistani state's reaction to crisis has not been retreat, but reform and centralisation of rule. Since the governmentalities of rulers and ruled are incompatible, these policies have led to an escalation of crisis and conflict.
The most immediate problem for the US policy agenda in Asia is the nuclear crisis on the Korean Peninsula. Even though three years of Chinese sponsored multilateral talks produced a "joint statement" in 2005, constructive negotiations are still deadlocked. Washington, while symbolically placing North Korea among its highest security threats, has taken only few diplomatic initiatives and seems not to have adopted consistent policy goals and concepts. This article explores the making of US policy towards North Korea. I argue that among the most important reasons why US policy has not attained its goal of a Korean Peninsula free of nuclear weapons are its own inconsistency regarding concepts and priorities, its uncontrolled rhetorical escalations, and its unilateralist neglect of the interests of East Asia's regional actors involved in the six party talks.

Pazifisten und deren Gegner streiten sich meist nicht bloß über moralische, sondern auch über faktisch-deskriptive Fragen. Zum Beispiel sind beide Seiten bei der Kosovo-Krise (1998/9) zu völlig entgegengesetzten Beschreibungen gekommen. Laut meiner Rekonstruktion des Pazifismus ist das keine Überraschung, weil der Pazifist die Fakten legitimerweise im Lichte seines Systems von Werten betrachtet. Seine Gegnerin betrachtet die Fakten im Lichte eines alternativen Wertsystems, und der Streit zwischen den beiden Parteien, der sich angeblich auf wertfrei deskriptivem Boden bewegt, hört nie auf, weil es keine objektiven Tatsachen aus dem betreffenden Krieg gibt, die den Streit für die eine oder andere Seite eindeutig entscheiden könnten. Die wertbeladene Weltsicht des Pazifisten lässt sich als eine Befolgung dreier epistemischer Imperative verstehen: (1) Imperativ zur Natur des Menschen: "Wehre Dich gegen Dämonisierungen der Gegenseite; versuche immer, den Fall aus der Sicht der Gegenseite zu verstehen". (2) Imperativ zugunsten friedfertiger Alternativen: "Suche immer nach friedfertigen Alternativen zum geplanten Militäreinsatz". (3) Imperativ bezüglich unkontrollierbarer Eskalation: "Schärfe deinen Blick für unkontrollierbare, irreversible Nebenfolgen des militärischen Einsatzes, und achte besonders auf die Gefahr, dass ein weiterer Weltkrieg ausbrechen könnte". Nicht die objektive Realität entscheidet darüber, wie weit man bei der Befolgung dieser Imperative gehen sollte. Die epistemischen Imperative des Pazifisten können mit Kants regulativen Prinzipien verglichen werden, die laut Kant notwendig sind, um unseren naturwissenschaftlichen Untersuchungen eine Orientierung zu geben. For example, they came to divergent descriptions of the crisis in Kosovo. According to my reconstruction of pacifism, this is not a surprise because the pacifist, legitimately, looks at the facts in the light of her system of value. Her opponent, in turn, looks at the facts in the light of alternative systems of value, and the quarrel between the two parties about supposedly descriptive matters does not come to an end as there is no objective reality about the war in question that could settle the issue. If I am right, the pacifist's value-laden way of looking at reality can be reconstructed as an obedience to three epistemic imperatives. First, the Epistemic Imperative concerning Human Nature ("Resist against demonizing the other side; always try to understand the case from their point of view"). Second, the Epistemic Imperative concerning Non-Violent Alternatives ("Always search for non-violent alternatives to projected military action"). Third, the Epistemic Imperative concerning Uncontrolled Escalation ("Sharpen your attention for uncontrolled, irreversible side effects of military action, particularly for the danger of escalation to another world war"). Objective reality does not decide how far one should go in following these imperatives. Rather, the decision about this is our's—similarly as in case of the scientist who decides to search for common deep structure behind the chaos of the manifold. In der Nach-Krisen-Ära kommt es zu einer arbeitspolitischen Problemzuspitzung. Die Akteure reagieren mit verschiedenen Strategieansätzen auf die veränderten Kontextbedingungen. Dabei können unterschiedliche Typen identifiziert werden. Der Cost-Cutting-Ansatz läuft im Kern auf eine Strategie hinaus, die mehr Wettbewerbsfähigkeit durch weniger Kosten, insbesondere Arbeitskosten, zu realisieren sucht. Demgegenüber teilt der innovations- und wettbewerbsorientierte Ansatz die Verbesserung der betrieblichen Wettbewerbsfähigkeit als Ziel, wählt jedoch einen anderen Weg zu dessen Erreichung. Statt Kostenwettbewerb dominiert der Blick auf Innovationen. Aber auch innovative Arbeit kann schlechte Arbeit sein. Deshalb kann idealtypisch eine weitere Variante beschrieben werden, die als arbeitskraftzentrierter Ansatz den Schutz und die Profilierung der Interessen der abhängigen Arbeit in den Mittelpunkt stellt. Innovationsorientierter und arbeitskraftzentrierter Ansatz weisen deutliche Überschneidungen auf. Beide lehnen quantitative Kostensenkungsstrategien ab und setzen auf die Produktivitätspotentiale innovativer Arbeitspolitiken. In der betrieblichen Realität sind sie in der Regel als Mischformen anzutreffen. ; An escalation of problems in the policy of work design is peaking in the after-crisis-era. The players are reacting with different strategies to the changed context conditions. Herein different types can be identified: The cost cutting approach aims at realizing a strategy of higher competitiveness through lower costs, especially in aspects of labour costs. On the other hand the goal of the innovative and competitive party is to improve the operational competitiveness, but chooses different means in achieving their goal. Instead of competition by pricing, the main aspect is innovation. But even innovative work can be bad work. Which is why another model can be described which puts the protection and bolstering of interests of the workers in a workforce centred context. Innovation oriented and labour centred approaches show considerable overlaps. Both reject quantitative cost cutting strategies and attach more importance to the potential of productivity in innovative work policies. In the operational environment you usually find hybrid forms implemented and in use.
Die Konjunktur in Deutschland ist weiter aufwärtsgerichtet. Für das laufende Jahr rechnen wir mit einem Anstieg des Bruttoinlandsprodukts von 1,8 Prozent. Im kommenden Jahr dürfte sich das Expansionstempo auf 2,1 Prozent beschleunigen. Der private Konsum boomt weiterhin, auch wenn er nicht mehr ganz so rasch zulegen wird wie in den vergangenen Quartalen, da temporär stimulierende Faktoren allmählich entfallen. Der Investitionsaufschwung festigt sich zusehends und wird im kommenden Jahr, auch vor dem Hintergrund der anhaltend günstigen monetären Rahmenbedingungen, voraussichtlich sogar zur wichtigsten Triebkraft der Konjunktur werden. Die Ausfuhren behaupten sich in einem nach wie vor iternational schwierigen Umfeld und werden durch die Abwertung des Euro zusätzlich stimuliert. Gleichzeitig dürften die Einfuhren aufgrund der hohen konjunkturellen Dynamik in Deutschland in deutlich beschleunigtem Tempo zulegen. Die Inflation zieht wieder an, nachdem sie zwischenzeitlich durch den Ölpreisverfall spürbar gedämpft worden war, und wird im kommenden Jahr wohl bei knapp 2 Prozent liegen. Die Beschäftigung bleibt weiter aufwärts gerichtet, wenngleich es erste Anzeichen dafür gibt, dass die Einführung des Mindestlohns bereits zu Arbeitsplatzverlusten geführt hat. Die öffentlichen Haushalte erzielen weiterhin Überschüsse; dies ist allerdings vor allem Ausdruck der günstigen Konjunktur und nicht besonderer Konsolidierungsanstrengungen. Insgesamt besteht die Gefahr, dass die Wirtschaftspolitik die gute Konjunktur als Ruhekissen auffasst. Die Risiken, die sich (vor allem aus dem außenwirtschaftlichen Umfeld) für die Prognose ergeben, sind nach wie vor beträchtlich. Allerdings sind die konjunkturellen Abwärtsrisiken, die sich aus einer weiteren Verschärfung der Krise um Griechenland ergeben würden, wohl deutlich geringer als noch vor einigen Jahren. ; The German economy remains on a robust growth track. For the current year we expect GDP to increase by 1.8 percent. Next year, the rate of expansion is likely to accelerate to 2.1 percent. The private consumption boom continues, albeit not quite at the same rapid pace as in the past quarters, as temporary stimulating factors are gradually subsiding. Investment spending is gaining strength and is to become the key economic driver next year, also against an ongoing favorable monetary backdrop. Exports are performing well in spite of an ongoing, difficult international environment and are additionally being stimulated by the euro depreciation. At the same time, imports are likely to accelerate substantially owing to the high economic momentum prevailing in Germany. Inflation is picking up again after a marked interim dampening by the oil price decline and will probably reach just under 2 percent next year. Employment trends continue to point upwards. At the same time, there are first signs of negative employment effects of the introduction of the legal minimum wage. Public-sector budgets continue to generate surpluses; this, however, is essentially a reflection of positive economic trends and not of any particular fiscal consolidation efforts. On the whole, there is a danger of economic policymakers misguidedly perceiving the positive cyclical development as an occasion for a respite. Considerable risks to the forecast remain (in particular from the external sector). However, the cyclical downside risks that would emerge from a further escalation of the crisis surrounding Greece are probably significantly lower than only a few years ago.

Die jahrzehntelang drohende massive militärische Auseinandersetzung mit einer nicht abzusehenden möglichen Eskalationsdynamik war in der neuen multipolaren, regionalisierten, komplexen und Interaktion verdichteten Weltordnung zunehmend unwahrscheinlich geworden; stattdessen erforderten eine Vielzahl kleinerer, aber nicht zu unterschätzender Konfliktszenarien mit vielfältigen Ursachen, Strukturen sowie Ausprägungen wie zum Beispiel Unübersichtlichkeiten hinsichtlich Krieg führender Parteien, Bild des Soldaten und Kriegsziele/-bild oder aber veränderter Zeit- und Raumfaktoren ein neuartiges erweitertes Verständnis von Sicherheit sowie eine neue Konzentration auf den Risikobegriff anstelle der Bedrohungskonstellationen zur Zeit des Kalten Krieges. Nach dem Ende der konfrontativen Blockbildung mit dem westlichen Leitmotiv von Kriegsverhinderung durch Abschreckung und Verteidigungsfähigkeit waren daher die aus dem Worst-Case-Denken entstandenen Denkmuster, Strukturen und Strategien überholt und bedurften einer grundlegenden Revision; die neuartigen richtungweisenden Prioritäten als positive Genese waren kollektiv verstandene Sicherheit, Krisenvorsorge sowie Konfliktbeilegung und eine stärkere Ausrichtung auf Kooperation, Dialog und Integration, denen eine Vielzahl neuer multidirektionaler Risikofaktoren mit erheblichen Auswirkungen auf die internationale Sicherheit gegenüberstand. Aus der soeben grundrissartig skizzierten Zäsur ab 1990 wird der Anlass für die vorliegende Dissertation deutlich. Ausgehend von einer systematischen Analyse des militärischen Risikos und Sicherheit zur Zeit der Ost-West-Konfrontation wird die Neuausrichtung der Sicherheitskonzeption und die Ablösung des Begriffs amp;quot;Bedrohungamp;quot; durch den Terminus amp;quot;Risikoamp;quot; als wesentliche Grundbedingung des internationalen Strukturwandels mit weit reichenden Konsequenzen in militärischer, politischer, gesellschaftlicher und wirtschaftlicher Hinsicht einer kritischen und ressortübergreifenden Analyse und Diskussion unterzogen. ; The last decade of the 20th century was distinguished by far-reaching political changes which called for voluminous structural consequences and new orientation concerning military, social economical aspects - a process of changes comparable to the ones after the end of the Second World War. After the end of communism and the decline of the Soviet Union our security has changed fundamentally. The decades lasting impending massive military conflict linked to an unforeseeable possible dynamic of escalation became increasingly unlikely due to a new multi polarised complex and interactive comprised world order. In its place require numerous small scale conflict scenarios - not to be underestimated though - a new bread and enlarged understanding of security. The scenarios with manifold causes, structures and shapes like for example the confusion concerning parties in conflict, the image of the soldier and goals of armed actions as well as changing factors of time and areas create an enlarged understanding of the term security as well as a new concentration at the understanding of risks in place of the constellations of threat at the time of the cold war. After the end of the formations of blocks bearing the main motto of war prevention by deterrence and capability of defence the patterns of thinking, structures and strategies derived out of worst-case-assumptions became obsolete and required a fundamental revision. The new thought of direction indicating priorities considered to be a positive genesis were to be understood as collective security, crisis provision ending of armed conflicts and a more noted alignment to cooperation, dialogue and integration being opposed to numerous new multidirectional risk factors with considerable influence to international security. Based on the layout like given caesura from 1990 on the cause for the doctoral thesis will become apparent. Beginning from a systematic analysis of military risk and security at the time of east-west confrontation the new direction of security concept and the replacement of the term amp;quot;threatamp;quot; by the term amp;quot;riskamp;quot; as basic condition of the international change of structures including far reaching consequences regarding military, political, social and economical aspects will be subject to a critical and resort comprehensive analysis and discussion.
