For the last two decades Somalia has been the scene of endless violence; stabilizing the country seems to be beyond the capabilities both of local leaders and the international community. Some causes are internal -- either deeply rooted in the country's history, and its socioeconomic structure, or the consequences of globalization. Yet internal difficulties are now so closely linked with foreign intervention -- at times extremely ill-advised -- that it is tricky to find a way out of the Somali crisis and to build and implement more appropriate strategies. The political crisis that disrupted the country since Houphouët Boigny's death directly involved education on a number of levels. At the same time, Education also became a major political issue, opposing rival factions, and a collateral target of the actors of the conflict. This thesis focuses on the supply and demand education stakeholders'perception on the role of education as well as their representations on the international and local assistance in this domain. The chosen empirical approach uses the triangulation method which combines interviews, questionnaires and existing databases. All these elements were collected from April 2013 and October 2014 in Abidjan and in central and western Côte d'Ivoire. The results of this analysis show that the stakeholders who were the most affected through their schooling are considering School more like a socialisation space and thus participate to the process of resilience. Results also reveal how the presence of international organizations legitimizes the current government's actions. International aid is frequently sought out and highly valued. The education system has been rebuilt, developed and transformed under the influence of international organizations. The public authorities do not perceive this as a form of interference, and nor do demand and offer education actors. ; Les crises politiques qui ont secoué la Côte d'Ivoire depuis la mort d'Houphouët-Boigny n'ont pas manqué d'impliquer directement l'éducation, et ce à plusieurs niveaux. Dans le même temps, l'éducation fut un enjeu politique direct et un lieu d'affrontement. Cette thèse s'intéresse à la perception qu'ont les acteurs de la demande et de l'offre en éducation sur le rôle de l'éducation et de l'intervention de l'aide internationale et locale dans le secteur. La démarche empirique adoptée repose sur la méthode de la triangulation qui combine l'analyse secondaire de données, les entretiens et les questionnaires récoltés entre avril 2013 et octobre 2014 à Abidjan, au centre et à l'ouest du pays. Les résultats de ces enquêtes montrent que les acteurs ayant été les plus affectés dans leur scolarité envisagent davantage l'École comme espace de socialisation et participent ainsi au processus de résilience. Par ailleurs, la présence des organisations internationales légitime les actions du gouvernement actuel. Ainsi, l'aide internationale est le plus souvent recherchée et même valorisée. La reconstruction du système éducatif, son développement et sa transformation se font donc sous influence internationale, sans que celle-ci soit perçue comme de l'ingérence par les acteurs de la demande et de l'offre en éducation.
While Euromaidan protests were widely commented on in the media, they were also the subject of intense discussions in the European Parliament. In five debates between December 2013 and April 2014, MEPs spoke about developments in Ukraine, calling for a strong response from the European Union and often criticising Russia's policy. This contribution analyses the content of these parliamentary debates in order to identify recurrent themes and to identify the political and geographical divisions across the Chamber. The study of the debates in the European Parliament establishes Ukraine's European identity and the particular interest of MEPs. The assembly is used as a platform by elected representatives who speak in the name of the EU's moral values, promoted by the Parliament. And the Ukrainian crisis is turning into an identity issue for the EU as a whole, forced to defend the legitimacy of its values undermined by the Russian intervention in Ukraine. ; Si les manifestations de l'Euromaidan ont été largement commentées dans les médias, elles ont également fait l'objet de discussions intenses au Parlement européen. Lors de cinq débats organisés entre décembre 2013 et avril 2014, les eurodéputés se sont exprimés sur l'évolution de la situation en Ukraine, appelant une réponse forte de l'Union européenne et critiquant souvent la politique de la Russie. La présente contribution analyse le contenu de ces débats parlementaires pour identifier les thèmes récurrents et y déceler les clivages politiques et géographiques traversant l'hémicycle. L'étude des débats au Parlement européen établit l'identité européenne de l'Ukraine et l'intérêt particulier que lui portent les eurodéputés. L'assemblée est utilisée comme une tribune par les élus qui s'expriment au nom des valeurs morales de l'UE, promues par le Parlement. Et la crise ukrainienne se transforme en enjeu identitaire pour l'UE dans son ensemble, forcée de défendre la légitimité de ses valeurs mises à mal par l'intervention russe en Ukraine.
The exercise of coercion has always been at the heart of the accusations made against psychiatry, sometimes by the professionals themselves: accusations of arbitrariness, abuse and violence. At the same time, it is defended in the name of protecting people themselves or even as part of therapeutic models. The study follows the different constraint practices, the critical variations to which they are unequally exposed and the forms of regulation to which they are subject. It explores the persistence of coercion within a psychiatry that has now undergone profound changes: mainly free and extra-hospital care, a sharp reduction in the length of stay. It studies it through two dimensions: coercive practices themselves, which are repositioned amidst all professional interventions, and institutional, legal, architectural and spatial arrangements, which crystallize a certain trade-off between normative tensions between care, security and freedom. In the first part, the French legal framework is put in a historical perspective of since 1838 in its articulation with the transformations of institutions and care modalities. It allows to highlight the way in which certain types of constraint are problematized and legally regulated. While hospitalizations without consent are seen essentially as an infringement of the freedom to come and go, other forms of coercion (the use of isolation rooms or straps, drug treatments, intra-hospital restrictions, etc.) are subject to weaker regulations or entrusted to the arbitrator of doctors invested as a moral figure within the institutions. The model of "therapeutic isolation" within the development of "moral treatment" by alienists supports the legitimization of a constraint "for" care.A second part is devoted to the analysis of the economy of intra-hospital constraints (location of services, organisation of traffic and rhythms), based on the ethnographic study of a sector (spread over almost two years: hospitalisation service, 6 months, reception and crisis centre, 3 months, inter-institutional meetings with local actors), shorter observations of other services (hospitalisation and psychiatric emergencies, 2 months) and interviews with psychiatry professionals (n=61). This section highlights how regulations (in the name of "quality", fundamental rights, professional standards, etc.) mark the variations in criticism of the various constraints. Professionals themselves make distinctions between legitimate and illegitimate coercion and develop skills in order to prevent or at least limit the violence of their practices, to defuse situations where coercion may be necessary and to obtain, if not consent, at least the "goodwill" of hospitalized persons. The plurality of uses of coercion "in the name of care" (soothing-containment, maintaining framework order, preventing running away) is shown from the example of the isolation room.A third and final part deals with these moments of transition, which are the decisions of hospitalization without consent (HSC) and discharge, in the context of care that is now mainly out of hospital (post-asylum) where precisely a certain number of people living with serious psychological disorders experience repeated hospitalizations without consent. The analysis of the available statistics, despite the limitations of the sources (series breaks, response rates) linked to their production challenges, reveals a strong territorial heterogeneity in France in the use of hospitalizations without consent. This work shows that hospitalization without consent actually covers a series of decisions from the initial use of psychiatry to confirmation and then prolongation of hospitalization. It highlights the importance, beyond the clinical evaluation of individuals, of the interdependence of the uses of coercion with the local policy of the organization of health care systems (location of services, organization of emergencies, population basin served, existence of a mobile team, etc.) in a given territory. The analysis of HSC files and interviews with psychiatrists also reveal the variability of the forms of "danger" that these decisions are supposed to prevent: vital risk for oneself, violence on others, but also breach of care, risk of loss of housing. These decisions are part of a management of the flow of people hospitalized in services limited in number of places, but also in a composition of the group of patients present at a time. If it seems "normal" to professionals to receive misconduct in psychiatric hospitals, they share between them a sharing between those who have a legitimate place in psychiatry (qualified pathologically) and those who would not fall within the scope of pathology (qualified morally). The limits to coercive professional intervention then come from three sources: external regulations (law, quality,.) with low effectiveness, self-regulation by professionals marked by strong reflexivity, but also obstacles to the possibility of intervention. ; L'exercice de la contrainte n'a cessé d'être au cœur des accusations portées contre la psychiatrie, parfois par les professionnels eux-mêmes : accusation d'arbitraire, d'abus, de violence. Il est parallèlement défendu au nom de la protection des personnes elles-mêmes voire de modèles thérapeutiques. L'enquête suit les différentes pratiques de contraintes, les variations critiques auxquelles elles sont inégalement exposées et les formes de régulations dont elles font l'objet. Elle explore la persistance de la contrainte au sein d'une psychiatrie qui a aujourd'hui profondément évolué : soins majoritairement libres et extra-hospitaliers, réduction forte des durées de séjour. Elle l'étudie à travers deux dimensions : les pratiques coercitives elles-mêmes, resituées dans l'ensemble des interventions des professionnels, et les dispositifs institutionnels, légaux, architecturaux, spatiaux, qui cristallisent un certain arbitrage entre les tensions normatives entre soin, sécurité et liberté. Dans une première partie, la mise en perspective historique du cadre juridique français depuis 1838 et son articulation avec les transformations des institutions et des modalités de prise en charge permettent de mettre en évidence la manière dont certaines contraintes sont problématisées et encadrées légalement. Si les hospitalisations sans consentement le sont essentiellement en tant qu'atteinte à la liberté d'aller et venir, d'autres modalités de contrainte (l'usage des chambres d'isolement ou des sangles, les traitements médicamenteux, les circulations intra-hospitalières…) font l'objet de régulations plus faibles ou confiées à l'arbitre des médecins investis comme figure morale au sein des établissements. Le modèle de l'« isolement thérapeutique » au sein de l'élaboration du « traitement moral » par les aliénistes vient soutenir la légitimation d'une contrainte « pour » le soin.Une deuxième partie est consacrée à l'analyse de l'économie des contraintes intra-hospitalières (localisation des services, organisation des circulations et des rythmes), à partir de l'étude ethnographique d'un secteur (étendu sur près de deux ans : service d'hospitalisation, 6 mois, centre d'accueil et de crise, 3 mois, réunions interinstitutionnelles avec des acteurs du territoire), d'observations plus ponctuelles d'autres services (hospitalisation et urgences psychiatriques, 2 mois) et d'entretiens avec les professionnels de la psychiatrie (n=61). Cette partie met en évidence la manière dont les régulations (au nom de la « qualité », des droits fondamentaux, des normes professionnelles…) marquent les variations de critique dont les différentes contraintes font l'objet. Les professionnels opèrent eux-mêmes des partages entre contrainte légitime et illégitime et élaborent des savoir-faire de façon à conjurer ou à tout le moins limiter la violence de leurs pratiques, à désamorcer les situations où la contrainte pourrait s'avérer nécessaire et à obtenir sinon le consentement, du moins le « bon vouloir » des personnes hospitalisées. La pluralité des usages de la contrainte « au nom du soin » (apaiser-contenir, maintenir l'ordre-cadrer, prévenir les fugues) est montrée à partir de l'exemple de la chambre d'isolement. Une troisième et dernière partie porte sur ces moments de transitions que sont les décisions d'hospitalisation sans consentement (HSC) et de sortie, dans le cadre d'un soin aujourd'hui majoritairement extra-hospitalier (post-asilaire) où précisément un certain nombre de personnes vivant avec des troubles psychiques graves font l'expérience d'hospitalisations sans consentement réitérées. L'analyse des statistiques disponibles, en dépit des limites des sources (ruptures de séries, taux de réponses) liées à leurs enjeux de production, fait apparaître une forte hétérogénéité territoriale en France dans le recours aux hospitalisations sans consentement. Ce travail montre qu'une hospitalisation sans consentement recouvre en fait une série de décisions depuis le recours initial à la psychiatrie jusqu'à la confirmation puis le prolongement de l'hospitalisation. Il met en évidence l'importance, par-delà l'évaluation clinique des personnes, de l'interdépendance des usages de la contrainte avec la politique locale de l'organisation des dispositifs de soin (localisation des services, organisation des urgences, bassin de population desservi, existence d'une équipe mobile…) sur un territoire donné. L'analyse de dossiers d'HSC et les entretiens avec des psychiatres font également apparaître la variabilité des formes de « danger » que ces décisions sont supposées prévenir : risque vital pour soi, violence sur autrui, mais aussi rupture de soin, risque de perte de logement. Ces décisions s'insèrent dans une gestion des flux de personnes hospitalisées dans des services limités en nombre de places, mais aussi dans une composition du collectif de patients présents à un moment. S'il apparaît « normal » aux professionnels d'accueillir en hôpital psychiatrique des écarts de conduite, ils opèrent entre ceux-ci un partage entre ceux qui ont une place légitime en psychiatrie (qualifiés pathologiquement) et ceux qui ne relèveraient pas de la pathologie (qualifiés moralement). Les limites à l'intervention professionnelle coercitives proviennent alors de trois sources : des régulations externes (droit, qualité,…) à l'efficacité faible, l'auto-régulation des professionnels marquée par une forte réflexivité, mais aussi des obstacles matériels à l'intervention (défaut de lits, de personnels).
International audience Although the conservative talk radio program The Rush Limbaugh Show focuses almost exclusively on economic issues and although moral issues are of secondary importance, this article examines the first years of the program in order to show that, through his emphasis on the AIDS crisis and his treatment of the issue, Limbaugh became actively involved in the culture wars. However, as society evolved towards more acceptance of people with AIDS and the epidemic came to be recognized as a sanitary crisis warranting aggressive govemment intervention, discourses stigmatizing AIDS patients and moral assessments of the crisis lost legitimacy. Therefore, this article seeks to demonstrate how, throughout the early years of his program, Limbaugh tailored his rhetorical strategy to such changes in order to continue framing the AIDS crisis in strictly moral terms, thereby minimizing the scope of the epidemic, delegitimizing govemment activism in awareness campaigns and exonerating the Reagan administration.
On March 19, 2011, NATO planes went into action in the Libyan sky, saving Benghazi a ground offensive of the army under Muammar Gaddafi, irremovable head of state for more than forty years. Seven months later, on 20 October 2011, the Guide, besieged in his hometown of Sirte was stopped by a Western aerial bombardment during an escape attempt, apprehended then lynched by furious rebels. The NATO intervention in Libya was cited as an example of military success; but three years after the events, the country goes from crisis to crisis, unable to stabilize and establish a sovereign and functional system of government. Lors de son intervention télévisée du 16 mars 2020, le Président de la République a déclaré un état de « guerre sanitaire » devant mobiliser tous les ressorts de la nation ainsi que la population pour faire face au coronavirus, et matérialisé par le déclenchement de l'opération Résilience pour les forces armées le 25 mars 2020. Le vocabulaire guerrier est sciemment mis en avant pour insister sur la gravité de la situation et montrer que la lutte contre la maladie est la priorité de l'Etat1. Une telle communication, reprise par d'autres dirigeants, dont le Président américain2, ne peut s'affranchir d'un parallèle avec le discours de George W. Bush prononcé à la suite des attentats du 11 septembre 2001 dans lequel il avait prononcé la guerre contre le terrorisme. Or, la postérité de ces propos, largement critiqués, conduit à s'interroger sur la pertinence de l'usage du terme de guerre pour qualifier des opérations non militaires.
More than twenty years after the fall of the Berlin wall, a number of cities live with walls or fences which impose spatial and political divisions. This paper intends to focus on the partition of the city of Mitrovica (Kosovo), which dates back to the NATO intervention in 1999. The partition of this city is emblematic of the division of Kosovo in two distinct communities. The project of building a wall within Mitrovica, proposed by the NATO in 2001 encompasses the paradox of the entire intervention in Kosovo: the international goal of promoting a multiethnic Kosovo came to be seen as a policy of ghettoization of the various communities, contributing to the identity crisis that NATO originally wanted to subdue. Economic crisis generates social exclusion which is generally attributed to failure at school or to the inadequacy of educational provision. Studies are then carried out with regard to the economic impact of education which, in turn, centres educational debate more and more around the question of increased productivity. This paper puts forward proposals for the clarification of decision making and intervention process in education and their relation to the problem of development Thus, the concepts of education, citizenship and development will be examined along with their functions, links among them and their relation to social reproduction. In periods of unemployment new forms of development are sought; the employment crisis is linked to the search for growth. Educating for knowledge and for life means that citizenship should be thought not just in books but through the experience of participation Educational objectives in periods of growth and periods of crisis and the level of participation of individual citizens in current political and social arenas are looked into, and, finally, the question is raised as to whether we are witnessing the end or; on the contrary, a renaissance of citizenship and it values.
