Since 2009, with the eruption of the Greek part of the crisis, and until the European Council in December 2011, the crisis has known three different moments. The first concerns the "Greece as an isolated case", the second is related with the possible contagion to Ireland and Portugal, and the third one refers to the short term crisis management and the concomitant need to adopt structural solutions for the future. The Lisbon Treaty settled a new balance of power within the EU political process, through the so-called institutional reform. However, the Lisbon balance of power was changed by the Euro crisis, which saw the strengthening of member states' influence within the Union. The greater role taken by the European Council on crisis management went along with a new balance of power between member states, with Germany acting as a hegemonic power, and a group of countries taking political benefits from the crisis. The article also focuses on how the Euro crisis impacted on the role of the Commission and how the institution interacted with the new balance of powers. Adapted from the source document.

Kosovo is the largest per capita recipient of EU financial aid in the world, and is home to the largest civilian crisis management mission ever launched by the EU (EULEX). However, it is questionable whether or not this assistance has been sufficiently effective. The judiciary continues to suffer from political interference, inefficiency and a lack of transparency and enforcement. The Kosovar authorities do not prioritize sufficiently the rule of law and the disagreement over the recognition of Kosovo jeopardizes the incentive for EU accession. This paper considers the EU's assistance to Kosovo in the field of the rule of law and assesses its success in achieving its intended results. It discusses the EULEX's impact upon the overall progress of Kosovo in the main areas of the rule of law: the police and justice. Adapted from the source document.

In the 80s, Latin America experienced the worst economic crisis since the world-wide depression of the 30s. A common link running through this crisis was external indebtedness with the international private banking system. Since then, the region has entered a new phase of abundance of capital inflows, bearing some resemblance to the preceding episode of the 70s.In this paper a review is made of the origins of indebtedness, of the emergence of the crisis in the early 80s, and of the management by creditors and debtors during that decade. Some lessons are derived about the working of international financial markets and policy implications. (Rev Econ Polit/DÜI)

Public administration is forced to strike a balance between efficiency and democracy in defining its agenda and course of action. One of the characteristics of public administration is that all decisions must reflect democratic values, in addition to being efficient. Nevertheless, administrative reform, motivated by financial stress, tends to highlight the importance of financial performance whilst overlooking the democratic and political aspects of public management. This research seeks to analyze the link and tension between efficiency and democracy in light of the latest global financial crisis. The research uses a quantitative approach and collects data from Portuguese local governments to test the argument of an inverse linear relationship between financial performance and democratic procedures. Findings confirm Waldo's argument (1948) of an inverse relationship while the evidence gathered shows that the financial crisis increased the negative effect of democratic procedures on financial performance. ; La administración pública se ve obligada, en el decurso de su acción, a encontrar un equilibrio entre la eficiencia y la democrácia en la definición de su agenda y curso de la acción. Una de las características de la administración pública es que, además de ser eficiente, todas las decisiones deben reflejar los valores democráticos. Sin embargo, la reforma administrativa, motivada por el estrés financiero, tiende a poner de relieve la importancia de los resultados financieros, pasando por alto los aspectos democráticos y políticos de la gestión pública. Esta investigación busca analizar la relación y la tensión entre la eficiencia y la democracia en el decurso de la reciente crisis financiera global. El trabajo utiliza un enfoque cuantitativo y recoge datos de los gobiernos locales portugueses para poner a prueba el argumento de una relación lineal inversa entre el rendimiento financiero y los procedimientos democráticos. Los hallazgos confirman el argumento de Waldo (1948) de una relación inversa, mientras que la evidencia reunida muestra que la crisis financiera incrementó el efecto negativo de los procedimientos democráticos en el desempeño financiero. ; A administração pública é forçada a encontrar um equilíbrio entre eficiência e democracia na definição da sua agenda e curso de ação. Uma das características da administração pública é que todas as decisões devem refletir valores democráticos, para além de serem eficientes. No entanto, a reforma administrativa, motivada por dificuldades financeiras, tende a destacar a importância do desempenho financeiro, em detrimento dos aspetos democráticos nas políticas de gestão pública. Esta pesquisa visa analisar a relação e tensão entre a eficiência e a democracia à luz da mais recente crise financeira global. O trabalho utiliza uma abordagem quantitativa e recolhe dados de governos locais portugueses para testar o argumento de uma relação linear inversa de desempenho financeiro e procedimentos democráticos. Os resultados confirmam o argumento de uma relação inversa, definida por Waldo (1948). Adicionalmente, os resultados também permitem concluir que a crise financeira evidenciou o efeito negativo dos procedimentos democráticos no desempenho financeiro.

Ao longo do ano de 2020, a COVID-19 se tornou um fator dominante na política e mídia alemãs. As primeiras percepções dos representantes do governo declaradas em janeiro de 2020, de que o novo vírus seria de importância mínima, foram rapidamente substituídas por uma série de medidas para proteger a população do que foi então oficialmente declarado uma pandemia. No final de fevereiro de 2020, o Ministro da Saúde alemão Jens Spahn e o Ministro do Interior Horst Seehofer formaram o primeiro grupo de gerenciamento da crise para tratar dos desafios que estavam por vir. Quando medidas oficiais começaram a restringir direitos civis e forçaram as empresas a fechar temporariamente, movimentos de protesto apareceram em diferentes partes do país. Mobilizada através de campanhas online e canais de mídias sociais, parte da população da classe média alemã formou grupos de protesto e viajou pelo país para participar de um crescente número de eventos de protesto. Em agosto de 2020, a capital alemã, Berlim, se tornou o palco de manifestações políticas organizadas por grupos regionais e relativamente desconhecidos de indivíduos com agendas políticas diversas. Aglomerações de até 40.000 cidadãos de diferentes origens ocorreram, nas quais os participantes se articulavam criticamente com relação às medidas políticas e legais tomadas pelo governo para tratar da crise causada pela COVID-19. O objetivo deste artigo é oferecer um panorama inicial desse movimento de protestos estabelecido recentemente que, em poucos meses, se desenvolveu de grupos regionais de protestos da classe média para um caso de monitoramento da agência de segurança doméstica alemã.
Recently, the need to apply strategic planning methodologies in business has risen, since corporations are part of a globalized world in which technological change and economic dynamism are evolving at a faster pace. Thus, firms must perform not only efficiently but also effectively in adapting to changes as they occur in the political, economic, technological, legal and environmental dimensions. This dictates the need for new strategic organizational positioning. The potential usefulness of the scenarios methodology was investigated for a sample of financial institutions with assets in the Brazilian market, based on management reports and in accordance with strategic dimensions needed to cope with crises. Therefore, we propose a new methodology for the qualitative analysis of official management reports, which indicates a perception of scenario building within organizations. The results suggest a positive relationship between the quality of the process of generating scenarios and the financial results of the banking institution. Key-words: Scenarios. Crisis. ; Na atualidade, faz-se cada vez mais necessária a aplicação de metodologias de planejamento estratégico nas empresas, considerando que estão inseridas em um mundo globalizado, onde as mudanças tecnológicas e o dinamismo da economia estão em ritmos mais acelerados. Assim, exige-se das empresas um desempenho cada vez mais não apenas eficiente, mas também eficaz quanto à adaptação às mudanças, pois estas têm ocorrido nas dimensões política, econômica, tecnológica, legal, ambiental e outras, exigindo novos posicionamentos estratégicos das organizações. A utilidade potencial da metodologia de cenários foi investigada para uma amostra de instituições financeiras com ações no mercado brasileiro, com base na análise de relatórios oficiais, segundo dimensões estratégicas relevantes para enfrentar momentos de crise. Neste sentido, propomos uma nova metodologia para a análise qualitativa dos relatórios de administração que nos indica uma percepção da construção de cenários dentro da instituição. O estudo tem como marco o ano de 2008, que apresentou um dos piores cenários econômicos desde a grande depressão em 1929. Os resultados encontrados sugerem uma relação positiva entre a qualidade do processo de geração de cenários e o resultado financeiro da instituição.

Political power, territory and environmental crisis in Colombia. We describe some forms of operation of the political power of the Colombian State and their impacts on the territory. The analysis uses some results of a doctoral research that sought to understand the institutional and regulatory foundations and the water management practices in two metropolitan areas of South America, Cali in Colombia, and Campinas in Brazil. The theoretical framework, primarily based on critical thought, starts by making an approach to the concept of power and then links it with the concepts of territory and governance. We present empirical evidence on how the political power of the Colombian State operates on the environmental institutional structure. We concluded that the authoritarian interference of the executive power has generated crisis on the institutional framework and facilitated the advancement of the neo-liberal capitalist model.

The Portuguese successful superation of the current crisis depends on its decisions but also on the financial stabilization of the euro area and how the European Union continues to address it. The economic, political, and institutional roots of this crisis can be found nor only within the most affected countries but also in the construct and in the political management of the euro area as a whole. Despite the Portuguese structural problems and imbalances the contagion effects are obvious from the crisis timeline. Due to the pandemic of the new coronavirus, Brazilian public management has made decisions of public interest that directly impact the lives of practically all Brazilians and present several intrinsic ethical issues. From this context, this article aims to identify and discuss some of the main moral dilemmas that challenge Brazilian public management in the face of the pandemic. To this end, news reports were selected from journalistic websites that presented dilemmas that occurred or are still occurring in Brazil. Six thematic areas were identified: social distancing; use of big data in the pandemic's management; the performance of health professionals; federal emergency aid and bureaucracy; school closures and online learning; and release of prisoners as a preventive measure. It was observed that, in contexts of crisis, citizens and public managers are displaced from their status quo, which leads to new forms of moral reasoning. These issues demand continuous reflection and debate on the ethical aspects of the pandemic, especially to the governments' social and moral obligations and the limits of such disruption to citizen's rights in a period of crisis. ; Debido a la pandemia del nuevo coronavirus, la administración pública brasileña ha tomado decisiones de interés público que afectan directamente la vida de prácticamente todos los brasileños y presentan varios problemas éticos intrínsecos. Ante este contexto, este breve documento tiene como objetivo identificar y discutir algunos de los principales dilemas morales que desafían a la administración pública brasileña en el afrontamiento de la pandemia. Para ello, se seleccionaron noticias de sitios web periodísticos que presentaban situaciones éticas que ocurrieron o aún ocurren en Brasil. Se identificaron seis áreas temáticas con dilemas: distanciamiento social; uso de big data en el manejo de la pandemia; desempeño de los profesionales de salud; ayuda federal de emergencia y burocracia; suspensión de clases y actividades educativas presenciales; y la liberación de prisioneros como medida preventiva. Se observó que, en contextos de crisis, los ciudadanos y los administradores públicos son sacados de su status quo, lo que hace que se desarrollen nuevas formas de razonamiento moral. Estas cuestiones exigen una reflexión y un debate continuos sobre los aspectos éticos de la pandemia, especialmente en relación con las obligaciones sociales y morales de los gobiernos y los límites de las interferencias en el derecho individual de los ciudadanos en un período de crisis. ; Devido à pandemia do novo coronavírus, a gestão pública brasileira tem tomado decisões de interesse público que impactam diretamente a vida de praticamente todos os brasileiros e apresentam diversas questões éticas intrínsecas. Diante deste contexto, este short paper tem como objetivo identificar e debater alguns dos principais dilemas morais que desafiam a gestão pública brasileira no enfrentamento da pandemia. Para tanto, foram selecionadas notícias de websites jornalísticos que apresentassem situações éticas que ocorreram ou ainda estão ocorrendo no Brasil. Seis áreas temáticas com dilemas foram identificadas: distanciamento social; uso de big data no gerenciamento da pandemia; atuação dos profissionais de saúde; auxílio emergencial federal e burocracia; suspensão de aulas e atividades educacionais presenciais; e liberação de presidiários como medida de prevenção. Percebeu-se que, em contextos de crise, cidadãos e gestores públicos são afastados de seu status quo, o que leva a que novas formas de raciocínio moral sejam desenvolvidas. Essas questões demandam uma contínua reflexão e debate sobre os aspectos éticos da pandemia, principalmente em relação às obrigações sociais e morais dos governos e aos limites dessa interferência no direito individual dos cidadãos em um período de crise.

The Opening Address at the Sch of War, Brussels, for the Academic yr 1968-69. The role of a military academy is discussed. Then major contemporary theories on war & pol are examined. Special attention is given to the problem of military responsibility, psychol'al warfare, & the influence of PO on military strategy. It is noted that military & pol'al sci has become a sci of 'crisis manag.' Reference is made to the recent military conflicts in Korea, the Middle East, & Vietnam. Crisis management in modern days has become a power play among the big countries. The military strategy of the communist world is reviewed on the basis of the principles laid down by K. Marx & F. Engels. L. Trotsky's theories on war & poi are compared with the Marxist-Leninist pol'al & strategic doctrine. Brief mention is made of the military writings of Mao Tse Tung & their influence on Che Guevara &others. The development of pol'al sci in the US is traced. Instruction at such Sch's as the Nat'l War Coll & the Industr Coll of the Armed Forces is compared with the teaching of pol'al & military sci at US U's. It is noted that pol'al & military sci has come to recognize the internat'l aspects of its problems. Belgium, by its geographical situation, is tied to the changes going on in the European continent. Military sci in Belgium therefore orients itself towards that of other European countries, eg, as taught at the U's of Aberdeen, London, Oxford, the Centre d'Etudes de Politique Etrangere (Center for the Study of Foreign Policy), Paris, etc. The Netherlands has the 'Defensie Studiecentrum' (Center for Defense Studies), in which students are instructed in the pol'al, psychol'al, econ, & military aspects of defense. It is concluded that military sci has come of age & fulfills an important role in training the responsible pol'al leaders needed in the modern world. M. Maxfield.
