Los ejércitos e las sociedades modernas están haciendo frente a una crisis que afecta a su estructura organizativa, la doctrina y, sobre todo, a la identidad de sus profesionales. En el horizonte de lo que es posible deben mantener el escenario no deseable de un conflicto simétrico. Sin embargo, tienen que hacer frente a las exigencias que plantea la incertidumbre de los conflictos asimétricos. Los ejércitos siguen siendo nacionales, pero actúan cada vez más en organizaciones conjuntas e integradas donde deben alcanzar el éxito en unos objetivos definidos de manera difusa. Se reconoce la eficacia de esas agrupaciones y contingentes internacionales pero la identidad y el sentido de pertenencia sigue siendo nacional. Los ejércitos son organizaciones institucionales complejas que no pueden explicarse en términos dicotómicos. Las dudas que surgen al gestionar esta crisis están presentes de manera directa en las opiniones de los militares. Se asumen las contradicciones, las ambivalencias, incluso las excentricidades, con un coste importe en los ámbitos personales, familiares y profesionales. ; Modern armies and societies are facing a crisis that affects their organizational structure, doctrine and, above all, the identity of their professionals. In the horizon of what is possible they must maintain the undesirable scenario of a symmetrical conflict. However, they have to cope with the demands of the uncertainty of asymmetric conflicts. The armies remain national but increasingly act in joint and integrated organizations where they must achieve success in a defined objectives diffused. The effectiveness of these international groups and contingents is recognized, but the identity and sense of belonging remain national. Armies are complex institutional organizations that cannot be explained in dichotomous terms. The doubts that arise when managing this crisis are present directly in the opinions of the military. They assume contradictions, ambivalences, even eccentricities at an important cost in the personal, family and professional spheres.
The contemporary history of tourism has been shaken by different types of crises as natural disasters, economic crises, terrorist attacks and pandemics, resulting in economic, political and social implications that impact the tourist destination, the volume and direction of tourist flows (Ritchie, 2008; Speakman and Sharpley, 2012). In early 2020, COVID-19 took the world by surprise, causing a worldwide pandemic in just a few months. The dimension of this outbreak coupled to the mobility that characterizes tourism in the 21st century, now raises a need for reflection on the arrising and control of future pandemics. Several models of crisis management in tourism are presented in the scientific literature, however, all of generalist nature. It is urgent to examine and refine the existing crisis management models, since the models already developed have little specificity in the theme of pandemic crisis management in tourism. ; La historia contemporánea del turismo ha sido sacudida por diferentes tipos de crisis, como los desastres naturales, las crisis económicas, los ataques terroristas y las pandemias, lo que resulta en implicaciones económicas, políticas y sociales que afectan al destino turístico, al volumen y a la dirección de los flujos turísticos (Ritchie, 2008; Speakman y Sharpley, 2012). A principios de 2020, la COVID-19 tomó al mundo por sorpresa, causando una pandemia mundial en solo unos meses. La dimensión de este brote, unido a la movilidad que caracteriza al turismo en el siglo 21, plantea ahora la necesidad de reflexionar sobre la aparición y el control de futuras pandemias. Varios modelos de gestión de crisis en el turismo se presentan en la literatura científica, sin embargo, todos de carácter generalista. Es urgente analizar y depurar los modelos de gestión de crisis existentes, ya que los modelos ya desarrollados tienen poca especificidad en el tema de la gestión de crisis pandémicas en el turismo.
There is evidence of significant change in the patterns of conflict that prevailed in Latin America before and after the wave of democratization during the 80s and 90s of the XX century. In the context of this new frame, during the last two decades the dominance of the institutional / liberal paradigm has given place to the emergence of several governments mostly based on a social / plebiscitary legitimacy. The struggle between these two ways of understanding and practice democracy have shaped much of the political crises of the past 15 years, thus triggering several multilateral initiatives of crisis management. The comparative study of such initiatives allows a better understanding of the evolution of those patterns of conflict developing from the 90s until today, both nationally and regionally, as well as the strong and weak points in the multilateral processes of crisis management. After comparing the cases of Venezuela (2002) and Honduras (2009) it is clear the advance of the social / plebiscitary paradigm, the bigger role of Brazil in the region and the weaknesses of the electoral processes to manage the conflicts typical during the last two decades. ; En América Latina se evidencia una modificación importante de los patrones de conflicto que imperaban antes y después de la ola democratizadora de los años 80 y 90 del siglo XX. A su vez, durante las últimas dos décadas se ha pasado de la preeminencia del paradigma institucional / liberal a la irrupción de diversos gobiernos de legitimidad social / plebiscitaria. La lucha entre estas dos formas de entender y practicar la democracia ha alimentado en gran medida las crisis políticas de los últimos 15 años, hasta el punto de provocar diversas iniciativas de gestión multilaterales de crisis. El estudio comparado de tales iniciativas permite comprender mejor la evolución de los patrones de conflictividad desde los años 90 hasta nuestros días, tanto a nivel nacional como regional, y sopesar aciertos y desaciertos de las iniciativas de gestión multilateral. La comparación de los casos de Venezuela (2002) y Honduras (2009) permite constatar el avance del paradigma social / plebiscitario, el mayor peso de Brasil en la región y la insuficiencia de los procesos electorales para canalizar la conflictividad característica de las últimas dos décadas.
Desde 2003, la Unión Europea tiene capacidad para llevar a cabo operaciones civiles y militares de gestión de crisis. En los últimos 18 años, ha conseguido convertirse en un actor fiable de la política de seguridad internacional. Sin embargo, debido a la persistencia de las amena-zas a la seguridad internacional y a la siempre cambiante situación de la seguridad mundial, la Unión Europea se ve obligada a evolucionar constantemente para no perder su estatus e in-fluencia mundial. Por ello, esta tesis de máster aborda la siguiente cuestión: "¿Puede aumentarse la eficacia de la gestión militar de crisis de la Unión Europea mediante mecanismos de Pooling and Sharing? Un análisis de caso único y de concordancia de la gestión militar de crisis de la Unión Europea en Somalia y Bosnia-Herzegovina". Para responder a esta pregunta de forma exhaustiva, el diseño de la investigación de la tesis se basa en la combinación de dos conceptos de investigación diferentes: análisis de múltiples casos y estudio comparativo. El 'análisis de múltiples casos' examina la gestión militar de crisis de la Unión Europea en Bosnia-Herzegovina y Somalia sobre la base de cuatro factores de eficacia: velocidad de reacción, implicación operativa, cumplimiento del mandato y sustantividad. La atención se centra en las respectivas operaciones militares centrales Althea (Bosnia-Herzegovina) y Atalanta (So-malia). Sin embargo, dado que en la práctica la gestión de crisis civil y militar no pueden separarse tajantemente, la inclusión de ambas operaciones en el respectivo concepto completo de gestión de crisis de la Unión Europea también se considerará en aras de una cobertura completa de ambos casos. Además, se incluirán en el análisis las respectivas operaciones hermanas. Sobre la base de este análisis profundo y exhaustivo, pueden extraerse conclusiones específicas para cada caso sobre cómo mejorar la eficacia de la gestión militar de crisis de la Unión Europea en Bosnia-Herzegovina y Somalia. El estudio comparativo de casos sigue la lógica de la comparación de concordancia según John Stuart Mill y se basa en los resultados de los análisis sobre Bosnia-Herzegovina y Somalia. En el marco de este análisis, se van a identificar los factores (variables independientes) que han influido en la variable dependiente – la eficacia operacionalizada sobre la base de la velocidad de reacción, la implicación operativa, el cumplimiento del mandato y la sustantividad – en los dos casos considerados. A partir de este análisis comparativo, se pueden extraer conclusiones sobre cómo mejorar la eficacia de la gestión militar de crisis de la Unión Europeo en su conjunto. Juntos, el 'análisis de múltiples casos', que permite obtener conclusiones específicas para cada caso, y el análisis de concordancia, que permite obtener conclusiones generalizables, proporcionan una respuesta completa y exhaustiva a la pregunta de investigación que subyace a esta tesis de máster. En este contexto, explicaré que la Unión Europea ya está utilizando numerosos mecanismos de 'Pooling and Sharing' que han influido positivamente en la eficacia de su ges-tión militar de crisis en Bosnia-Herzegovina y Somalia. Además, mostraré que la Unión Euro-pea es consciente de los problemas persistentes en su concepto de gestión completo de crisis para Bosnia-Herzegovina y Somalia y que ya está trabajando en proyectos de 'Pooling and Sharing' en el marco de la PESCO (Cooperación Estructurada Permanente) a través de los cua-les se pueden paliar estos problemas. Por último, basándome en los resultados de los dos estudios single-case studies' y en el análisis de concordancia basado en ellos, propondré una serie de medidas de puesta en común y reparto que podrían aumentar la eficacia de la actual gestión militar de crisis de la Unión Europea en Bosnia-Herzegovina y Somalia, así como la eficacia de la gestión militar de crisis de la Unión Europea en su conjunto. ; Since 2003, the European Union has the capability to conduct civilian and military crisis management operations. Within the last 18 years, it has succeeded in developing into a reliable in-ternational security policy actor. However, due to the persistence of international security threats and the ever-changing global security situation, the European Union is forced to con-stantly evolve and adapt in order to not lose its status and global influence. For this reason, this master's thesis addresses the following question: "Can the Effectiveness of the European Union's Military Crisis Management be Increased through Mechanisms of Pooling and Sharing? A single-case and concordance analysis of the European Union's military crisis management in Somalia and Bosnia-Herzegovina". In order to answer this question comprehensively, the re-search design of the thesis is based on the combination of two different research concepts: mul-tiple single-case study and comparative case study. The multiple single-case study examines the EU's military crisis management in Bosnia-Herze-govina and Somalia on the basis of four effectiveness factors - reaction speed, operational in-volvement, mandate fulfillment and sustainability. The focus is on the respective core military operations Althea (Bosnia-Herzegovina) and Atalanta (Somalia). However, since civilian and military crisis management cannot be sharply separated in practice, the embedding of both oper-ations in the respective comprehensive crisis management concept of the EU will also be con-sidered in the interest of a comprehensive coverage of both cases. In addition, the respective sis-ter operations will also be included in the analysis. Based on this in-depth and comprehensive analysis, case-specific conclusions can be drawn on how to improve the effectiveness of EU military crisis management in Bosnia-Herzegovina and Somalia. The comparative case study follows the logic of concordance comparison according to John Stuart Mill and is based on the results of the single case analyses on Bosnia-Herzegovina and Somalia. This analysis aims to identify those factors (independent variables) that had an influ-ence on the dependent variable - effectiveness operationalized on the basis of reaction speed, operational involvement, mandate fulfillment and sustainability - in both cases under considera-tion. Based on this comparative analysis, conclusions can be drawn on how to improve the ef-fectiveness of EU military crisis management as a whole. Together, the multiple case analysis, which allows for case-specific conclusions, and the con-cordance analysis, which allows for generalizable conclusions, provide a complete and compre-hensive answer to the research question underlying this master's thesis. In this context, I will elaborate that the EU is already using numerous 'Pooling and Sharing' mechanisms that have positively influenced the effectiveness of its military crisis management in Bosnia-Herzegovina and Somalia. In addition, I will show that the EU is aware of the persistent problems in its com-prehensive crisis management concept for Bosnia-Herzegovina and Somalia and is already working on 'Pooling and Sharing' projects in the framework of PESCO (Permanent Structured Cooperation) through which these problems can be alleviated. Finally, based on the results of the two single case studies and the concordance analysis based on them, I will propose a num-ber of 'Pooling and Sharing' measures that could further increase the effectiveness of the EU's current military crisis management in Bosnia-Herzegovina and Somalia as well as the effectiveness of EU's military crisis management as a whole.
Austerity policies have been a common response to the economic crisis of many European governments. The cuts in the social sphere have affected educational budgets and have forced states to manage the crisis with political and discursive strategies. This article develops a critical analysis on how the Spanish State and the Catalan government in particular have managed educational change in a context of economic austerity. Based on Bob Jessop's approach to cultural political economy and using data on the Catalan case, the article explores the mechanisms and technologies of crisis management and shows how the crisis, rather than restricting government policy action, has in fact been used as a political opportunity to build a new model of educational policy. ; Muchos gobiernos europeos, especialmente en el Sur de Europa, han adoptado políticas de austeridad como respuesta común a la crisis económica y financiera internacional. Los recortes en el ámbito social han afectado a los presupuestos educativos y han obligado a los Estados a gestionar la crisis con estrategias políticas y discursivas. Este artículo desarrolla un análisis crítico sobre cómo el Estado español y el gobierno catalán en particular han gestionado el cambio educativo en un contexto de austeridad. Basándose en el enfoque de la economía política cultural de Bob Jessop y utilizando datos centrados en el caso catalán, el artículo explora los mecanismos y tecnologías de la gestión de la crisis y muestra cómo la crisis, en lugar de restringir la acción política del gobierno, es utilizada en realidad como oportunidad política para construir un nuevo modelo de política educativa.
From 2011 to 2018, the Ministry of Employment and Social Security is responsible for proposing and executing the Government's policy on employment and Social Security, as well as developing the Government's policy on foreigners, immigration and emigration. The context of economic crisis and high unemployment that characterises the beginning of his term of office will condition government action in the first few years. In the first 100 days of government, a controversial labour reform was approved, which was met with two general strikes. Concern for the Social Security system led to the adoption of budgetary stability and sustainability measures for the pension system. The Ministry also approved important measures against unemployment, with the fight against youth unemployment, and support for self-employment and the social economy taking centre stage. Active employment policies and the regulation of vocational training for employment are also at the centre of the government's attention. The economic crisis was followed by a political crisis that forced the Government to remain in office during the 11th legislature. In the 12th legislature, the economic and employment recovery was consolidated, and the legislature began with good forecasts for social dialogue and important measures in government action. However, the government's mandate came to an abrupt end with the motion of censure in June 2018. ; En los años 2011 a 2018 el Ministerio de Empleo y Seguridad Social tiene encomendada la propuesta y ejecución de la política del Gobierno en materia de empleo y de Seguridad Social, así como el desarrollo de la política del Gobierno en materia de extranjería, inmigración y emigración. El contexto de crisis económica y elevada tasa de desempleo que caracteriza el inicio de su mandato va a condicionar la acción de gobierno de los primeros años. En los cien primeros días de Gobierno se aprueba una controvertida reforma laboral que fue contestada con dos huelgas generales. La preocupación por el sistema de Seguridad Social obliga a adoptar medidas de estabilidad presupuestaria y de sostenibilidad del sistema de pensiones. El Ministerio también aprueba importantes medidas contra el desempleo, ocupando un lugar destacado la lucha contra el desempleo juvenil, y el apoyo al trabajo autónomo y a la Economía Social. Las políticas activas de empleo y la regulación de la formación profesional para el empleo también centran la atención del Gobierno. A la crisis económica sucedió una crisis política que obligó al Gobierno a mantenerse en funciones en la XI legislatura. En la XII legislatura se consolida la recuperación económica y del empleo, y la legislatura comienza con buenos pronósticos de diálogo social y con importantes medidas en la acción de gobierno. No obstante, el mandato gubernamental termina precipitadamente con la moción de censura en el mes de junio de 2018
The concept of crisis has also been evolving to adapt to the new realities of communication (Suárez and García, 2010). According to Coombs (1999), adequate crisis management must involve prevention, preparation, performance and learning. It is difficult to prevent when there is no previous experience with totally new situations. The communications landscape is more changeable than ever, making crises almost unpredictable. After suffering the most significant global crisis of all time, such as COVID-19 (Casero-Ripollés, 2020; Costa-Sánchez and López-García, 2020), organizations have had to redefine themselves to remain competitive in different markets. We face challenges and paradigms that are difficult to anticipate in a globalized and connected world, where crises are amplified exponentially (Losada, 2018). Crisis management is essential for governments, companies, administrations, projects and any organization through appropriate strategic communication programs. Therefore, it is necessary to deepen research in communication, putting in value the trends in this area. Health crises (Lorente, 2010), loss of reputation due to mismanagement (Xifra, 2020), fear management as an instrument of persuasion (Rodríguez-Andrés, 2011) are some of the topics that require special attention in order to understand the response of stakeholders to adverse situations. In this monograph we call for articles to delve into crisis management and new trends in communication and marketing policies of organizations, as well as political communication as a way of connecting with society. La Comunicación de Crisis supone una herramienta fundamental para empresas e instituciones, sobre todo teniendo en cuenta la importancia que han adquirido los denominados "intangibles", como la imagen y la identidad, en el correcto desarrollo de la actividad comercial, política e incluso social. De esta forma, los planes de crisis pueden ser abordados teniendo en cuenta las diferentes perspectivas de un problema comunicativo, el tipo de crisis, sus características, su secuencialización e incluso las tácticas empleadas para su posible resolución. En este caso concreto se estudia el empleo de la publicidad como forma de paliar los efectos comunicativos de la crisis analizando casos reales que ejemplifican las posibilidades de este instrumento. ; Communication in crisis management is a major asset for companies and institutions, especially taking into account the role played by so-called "intangibles", i.e. corporate image and identity, in the correct development of the commercial, political and even social activity. Therefore, crisis management can be studied as a communicational problem to be solved, but also referring to the type of crisis, its features, its timing or outcome and even tactics and strategies used for a possible resolution. This paper focuses on how advertising can be employed to counteract communicational effects of a crisis by examining several cases of crisis which will show the range of possibilities offered by advertising in this context.
The analysis of the impacts of coffe bonanzas and crisis on the Colombian economy, given its importance, has been one of the favorite topics of research both by colombian and foreign economists, Cárdenas(1991);Carkovic (1992); Cuddington (1986); Ocampo (1994); Posada(1992);Urrutia and Suescún(1994). The political economy aspects behind the policy response by colombian authorities has not had similar emphasis in the literature. Such is the topic of this paper. The article stars with a historical overview of the international coffee price with the purpose of identifying the major periods of bonanzas and crissi. In a chronological pattern, the paper discusses the main institutional and political economy issues that took place then and the extent to which they may explain the macroeconomic response to bonanzas and crisis. The paper singles out the key role traditionally played by the coffee growers represented through the National Federation of Coffee Growers and poses the question of what should be its future role, in a country where coffee has lost its importance in foreign exchange earnings and in GDP, but where the coffee activity continues to be an important source of rural employment and where the coffee producers maintain a political and economic leadership in key regions of the country.
A finales de 2001 la sociedad argentina vivió un adelanto del apocalipsis. La aplicación estricta de las políticas neoliberales había dado sus frutos: la desregulación del mercado de trabajo multiplicó la precariedad laboral y el empleo con bajos salarios y sin prestaciones; la privatización de las empresas y organismos públicos dejó en la calle a miles de trabajadores y alejó al Estado de áreas sustantivas como la producción de petróleo y la prestación de servicios básicos, luz y agua potable, educación y salud, entre otros; la liberalización del mercado financiero provocó fuga de capitales y llevó a imponer, como recurso extremo, el bloqueo de los depósitos bancarios. La respuesta de los trabajadores se canalizó bajo dos formas principales de lucha: 1) se constituyeron las agrupaciones "piqueteras" desde los barrios y municipios, y 2) otro segmento de trabajadores decidió tomar en sus manos la administración de los establecimientos que estaban en proceso de quiebra o cierre temporario, lo que dio lugar a la aparición del movimiento de "empresas recuperadas". Este fenómeno social es el motivo de análisis del presente ensayo. ; At the end of 2001 Argentina lived a preview of the apocalyptic economic crisis after a high doseof neoliberal policies. Deregulation deepened labor conditions at work and increased low-wage employment with less social benefits. Privatization of State-owned industries and public agencies left thousands of workers in the streets and diminished the power of the State over such areas as the oil industry, services, clean water, education and health, among others. Liberalization of the financial market caused an outflow of capital and forced the Central Bank to block people from getting money out of their saving accounts. The workers response was channeled through two forms: 1)people started out picket lines in local municipalities and neighborhoods, and 2) others decided to take the management of bankrupt establishments into their own hands, which gave rise to the emergence of a movement called "recovering enterprises". Such issue is analyzes in this paper.
In the context of the achievements and problems of the SGSSS (General system of Health Social Security in Spanish), the current administration has proposed policies that aim to reorganize the health sector as a means to overcome the crisis experienced by the health system of Bogotá. In order to overcome the crisis, it is necessary to address the low social legitimacy of the system, which is caused by problems in access and quality of services, as well as transparency, sustainability and governance. The proposed public policies are directed to the reorganization of the network of attention, through a unique network conformed by four sub-networks integrated horizontally and vertically, and through the creation of specialized entities for the management of key administrative and logistical issues, and of a steering committee for the network. There is important evidence that justifies the proposed policies, but it is also necessary to strengthen the processes of study, analysis and research of the complex problems that the health system of Bogota is facing. ; En el marco de los logros y problemas del Sistema General de Seguridad Social en Salud (SGSSS), la administración actual ha planteado políticas que apuntan a reorganizar el sector salud como un medio para superar la crisis que experimenta de tiempo atrás el sistema de salud de Bogotá. Para superar la crisis es necesario afrontar la baja legitimidad social del sistema, provocada por problemas en el acceso y la calidad de los servicios, así como en materia de transparencia, sostenibilidad y gobernanza. Las políticas públicas planteadas se dirigen a la reorganización de la red de atención, por medio de una red única conformada por cuatro subredes integradas de manera horizontal y vertical; la creación de entidades especializadas mixtas para el manejo de temas clave, administrativos y logísticos, y; la creación de un comité directivo de la red. Se cuenta con una importante evidencia que justifica las políticas planteadas, pero, así mismo, es necesario fortalecer los procesos de estudio, análisis e investigación de las problemáticas complejas que afronta en sistema de salud de Bogotá.
Las diferentes coyunturas económicas y políticas que padeció la provincia de Maracaibo durante el gobierno de los Monagas, limitaron la capacidad de los órganos de gobierno provincial para solventar las diversas problemáticas que aquejaban a los marabinos. Además, la gestión pública estuvo centrada en conservar el poder y no atendió las necesidades de los ciudadanos, por lo cual se mantuvo una constante denuncia por parte los marabinos ante la ineficiencia de los gobiernos central y local para atender las necesidades de la localidad. En este contexto, el objetivo de este trabajo es analizar el papel de la gestión pública de gobierno en la provincia de Maracaibo durante el periodo 1848-1858. Para la realización de este trabajo se empleó la metodología histórica aplicada al estudio de la realidad local marabina. Se concluye que la gestión pública en la provincia de Maracaibo fue inefi ciente y corrupta y no produjo benefi cios para los marabinos. ; The different economic and political situations suffered by Maracaibo province during the Monagas' government, limited the ability of provincial government bodies to solve the various problems suffered by the Maracaibo people. In addition, public management was focused on retaining the power and did not attend the needs of citizens, and it was maintained a constant complaint by the Maracaibo people to central and local government ineffi ciency to attend the needs of the locality. In this context, the objective of this paper is to analyze the role of government public administration in the Maracaibo province during the period 1848-1858. To make this work we used the historical method applied to the study of local Maracaibo reality. Se considera en el siguiente artículo que, a partir de los años setenta, la humanidad asiste al despliegue de una crisis civilizatoria, es decir, orgánica del sistema-mundo vigente hasta entonces. Que sea una crisis orgánica significa que han cambiado sus dos variables fundamentales: el paradigma o patrón energético y la pauta comunicacional que eran dominantes desde el siglo XVII. Esto conlleva cambios en las formas de gestión y de participación de la sociedad a lo largo y ancho del sistema y subsistemas que lo organizan. Con el desarrollo de estos supuestos se quiere indicar las ventanas de oportunidad que se le presentan en prospectiva a la sociedad colombiana, los retos que en la nueva escena política deben afrontar para su gestión, las fortalezas y debilidades que portan los actores políticos. ; In the following article one considers that, starting in the seventies, humanity assists with the unleashing of a civilization crisis, organic of the existing world-system until then.It being an organic crisis signifies that its two fundamental variables have changed: theenergy paradigm or pattern and the communicational guideline, which were dominant in the XVII century. This leads to changes in management methods and participation of society far and wide through the system and subsystems, which comprise it. With the development of these premises one wants to signal the windows of opportunity which present themselves regarding Colombian society, challenges which must be faced during the new political scenario in managing it, and the strengths and weaknesses portrayed by the political players.
