International audience ; For Ulrich Beck (1986), the advent of "The risk society" implies a shift in the rationality of contemporary societies. The driving force of collective action is no longer the production and distribution of wealth but the regulation of risks, including those that affect economic and financial activity. A few major events, from the September 11, 2001 attacks to the Fukushima accident and the 2008 financial crisis, confirmed these analyzes. The awareness of global warming and the worsening of pandemic risks have even reinforced this feeling of urgency. This leads to questioning the notion of crisis, usually conceived as a series of exceptional events momentarily upsetting the order of things, which finds, once the crisis is over, its "normal" course. In the risk society, the crisis becomes a central part of the "normal" order of things.To better account for the profound cultural revolution implied by these findings, this paper places them in the more global context of changes of the contemporary world. Then he highlights the bankruptcy of the political and administrative systems of Western states, faced with such challenges. Cela conduit à remettre en cause la notion de crise, habituellement conçue comme une série d'événements exceptionnels bouleversant momentanément l'ordre des choses, lequel est appelé à retrouver, la crise finie, son cours « normal ». Dans la société du risque, la crise devient un élément central de l'ordre « normal » du monde. Pour mieux rendre compte de la profonde révolution culturelle qu'impliquent ces constats, ce papier les replace dans le contexte plus global des mutations du monde contemporain. Puis il met en évidence la faillite, face à de tels enjeux, des systèmes politiques et administratifs des États occidentaux. Il conclut sur l'urgence qui s'attache à changer d'échelle et à s'attaquer aux vrais problèmes, sociétaux et planétaires, en rupture avec les stratégies et les méthodologies obsolètes qui accaparent depuis trop longtemps les débats publics.

Nowadays, crisis management logistics is facing new challenges. Indeed, geopolitical conflicts, natural disasters or emergencies can cause big damages and so require rapid and effective response. Due to their sudden occurrence, we are countering a high disturbances context: a Crisis Management Supply Chain (CMSC). Working in such an uncertain environment incites to be equipped with optimization and cooperation mechanisms assuring all the chain actors satisfaction, while acting in a collective way to reach a common objective: the crisis management.In this thesis, we focus on the definition of a modeling approach and an agent-based simulation of the Crisis Management Supply Chain. We propose a decision support system that deals with three problems: the optimal positioning of logistics zones to facilitate the flows circulation, an innovative method for solving a highly-distributed delivery scheduling problem, based on a multi-agent system, for the distribution of relief materials (food, water, clothes, etc.) to the areas affected by the disaster, and finally a need estimating agent to give an accurate forecast of resources' consumption in the logistic zones. Blending the agent paradigm with the optimization technics helped reach our goals of implementing a large-scale decision support system. International audience ; Vulnerability is a polysemic concept, fundamentally philosophical and political. This protean nature of the paradigm poses the problem of its operability for an efficient management of risks and crises in a global context of climatic and social uncertainties of urban territories. Indeed, crisis management comes up against the apprehension and the definition of vulnerability according to the temporal and spatial scale. This article aims to trace the chaotic route of this concept in order to propose a reframing at the scale of developing cities in which urbanization is rather poorly controlled. The approach is based on bibliographic research and the results of empirical studies carried out in the city of San Pedro in the south-west of Côte d'Ivoire. In analysis, the incursion of the concept of vulnerability in geography was made when the discipline of naturalistic science became social science under the impulse of American geographers. Vulnerability then becomes a holistic concept that brings together four factors: hazard, stake, perception and management. It is a social object to which, according to the results of our surveys, it is possible to add under the heading of southern cities factors such as uncontrolled urbanization, urban governance and poor development. ; La vulnérabilité est un concept polysémique, fondamentalement philosophique et politique. International audience ; The direct or indirect consequences of the Covid-19 pandemic are emerging at all levels, including for multinationals criticized before the global health crisis. This is the case with Airbnb, which since March 2020 has had to deal with several major defections that have prompted it to adopt "exceptional" economic measures, but also to reconsider its economic and/or sectoral diversification policies. Faced with this unprecedented situation, it is the entire system linked to the multinational that is upset, and in particular, the network of rental companies. They too have adopted multiple and differentiated strategies to compensate for the absence of tourists, and the disruption of their activity, until they consider permanently unsubscribing from the platform. Therefore, a number of observers have presented the departure of Airbnb from some rental companies as a new, massive and irreversible disengagement. However, the reality is more complex, and above all, more nuanced. The urban area of Lima and Callao (9 million inhabitants) is preparing for an earthquake of great magnitude that could entail a major crisis. In front of this coming crisis, what do we know about the vulnerability of this urban territory? This research study suggests putting the milestones of a geography of crisis management based on the accessibility to emergency healthcare in Lima and Callao. It is an urban geography located at the crossroads of risk, crisis and emergency health issues, which directly tackles the spatial and territorial dimensions of crisis management. This research study is based on a panorama of big urban crises and presents a critical analysis of the paradigms of risk and crises. This innovative geographical approach aims at seizing both the complexity of crisis situations and the vulnerability of big urban areas. Since crisis management aims at putting in relation the resources that are useful at the moment of the event with the vulnerable spaces that need to be helped first, a georeferenced database of emergency health resources in Lima enables the analysis of the spatial and territorial dimensions of crisis management. Different vulnerabilities are evidenced, such as those of the major hospitals, of the healthcare system and of the population through the accessibility to health facilities in a crisis situation. Each and all of them contributes to understand the vulnerability of the territory. Thus, this research study considers crisis management as an object of research inside geography, since it helps answering urban problems beyond the concerns of risks and crises. It also suggests working out the issue of vulnerability thanks to a joint understanding of the spatial and territorial dimensions of crisis management at the time of the event and during the building process of the city on the long term. The end of the Cold War modified the fragile security equilibrium established for over fifty years, bringing frozen conflicts to the forefront of the international security environment. Confronted with this new reality, EU member states seized the necessity of developing a common political and strategic framework (CFSP), in order to help maintain peace and international security. The establishment of the CFSP and of an operational dimension to its external action (CSDP), illustrate the EU's ambition to becoming a key strategic player in crisis management. By developing civilian capabilities within its CSDP, destined for post-conflict reconstruction activities, the EU aims at providing a real added value to modern crisis management. Despite the insufficiencies of its newly created CSDP, the EU positively contributes to cooperative security alongside other security actors. Current security challenges nevertheless require an updating of its strategy. ; L'apaisement de l'antagonisme Est-Ouest suite à la chute du Mur de Berlin, modifie l'équilibre stratégique mondial et suscite le réveil de conflits dits « gelés ». Dans ce contexte, les Etats européens saisissent la nécessité de se doter d'un cadre politico-stratégique commun (PESC) afin de contribuer au maintien de la paix et de la sécurité internationales. Avec la mise en place de la PESC, puis d'une dimension opérationnelle à son action extérieure (PSDC), l'UE ambitionne à devenir un acteur stratégique majeur pour la gestion des crises. Le développement de capacités « non-militaires » – civiles – de la PSDC, dédiées à la conduite d'activités de reconstruction post-conflit, constitue une véritable valeur ajoutée. Malgré la jeunesse de sa PSDC, l'UE représente indéniablement une force positive pour la sécurité coopérative aux côtés des autres acteurs de la sécurité. Les défis actuels appellent néanmoins à une réactualisation de la stratégie sécuritaire européenne.

More than 50,000 people living in the most dangerous area (KRB III) are exposed to pyroclastic density currents (PDCs), one of the deadliest volcanic hazards. ln this context, temporary evacuation of the threatened zone, during eruption, is the only possible way to reduce the risk of population. The objective of this thesis is to analyze the institutional and community responses in coping with volcanic crises, especially during the 2010 major eruption of Merapi. An evaluation of these responses and capacities of crisis management was done based on the lessons learned from recent eruptions, especially the 2010. First-hand data were obtained using questionnaires, interviews, focus group discussions and participatory three-dimensional map. In the first place, the results of this thesis were built upon the analysis of the factors influencing evacuation decision and the evacuation process, notably based on the 1994 and 2006 eruptions. Secondly, we studied the cri sis management and, in particular, the evacuation process during the 2010 eruption. Finally, we conducted evacuation modeling, in a term of forward-looking approach, at two scales: on the entire volcano and local level. Dans un second temps, nous décortiquons la gestion de crise et en particulier le processus d'évacuation lors de l'éruption de 2010. Dans un dernier temps, cette thèse propose des modélisations d'évacuation à deux échelles: celle du massif volcanique et celle d'une localité, ceci dans une démarche prospective. Ces analyses permettent au final de mettre en évidence les lacunes dans la gestion des évacuations lors des crises volcaniques en Indonésie, et de proposer des améliorations pour une meilleure préparation aux niveaux institutionnel et communautaire.

Communications address a significant part of the potential harms and risks associated with major crises (Ch. 1); they mitigate the potential negative reactions of stakeholders; they contribute to the resolution of conflicts; and they stimulate positive reactions for the manager's reputation, when the situation is appropriate (Ch. 2). However, the lack of formal evaluation of communications delivered to the public during major crises raises questions about the ability of managers to communicate effectively and to critically evaluate their communications, for example on Facebook (e.g., to maintain reputation and political activity, to respond to risks or to resolve conflicts, Ch. 3). In France, the Presidency of the Republic and journalists exploit Facebook continuously, and journalists increased their frequency of publication during a crisis of the Presidency's reputation (Ch. 4). Most of the French governmental offices ('Préfectures') use Facebook on a daily basis, and to alert the public about some risks - but they are not as visible as the Presidency (Ch. 5). Facebook is an important part of french people's information practices, but the manager must not lose focus of their other behaviors; their expectations of communications; and the purpose of communications, which is to trigger useful reactions, from the communicator's perspective (Ch. 6). In France, Facebook participates in reputational crises (e.g., spreading a scandal - Ch. 4); and Facebook helps maintain the reputation of the manager, if he or she plans to communicate and does not commit mistakes or 'faux-pas'. Post-disaster waste management studies are new in scientist literature as for operational crisis management actors. However, this activity appears to be essential to the immediate response to the crisis (clearing tracks, pipes, etc.), as the phase of recovery and reconstruction. Post-disaster waste Management can help to stimulate local economy and to engage in economic recovery, while providing secondary materials for reconstruction and everyday life. These observations are the result of a cross analysis between international feedback on the waste produced by disasters and fieldwork in Port -au- Prince after the earthquake of 2010. It's possible to study waste management actors, the skills and the means employed by everyone from the international community to small informal recycler, to companies or governments. Indeed, it is this diversity of actors which characterizes the management of post-disaster waste. The weakness of the Haitian public action has left a huge space for international assistance, stirring colossal budgets. However, we note that more than half of the waste was supported by civil society and the informal recycling and construction sector.
