This report highlights the importance of the crop protection industry to New Zealand's economy. It's a small robust industry that has a significant impact on our land-based sectors. Even a small increase in horticultural productivity has a ripple effect in boosting the economy. Without crop protection products, it is estimated that New Zealand's economy would lose between $7.5 to $11.4 billion. Not only does the crop protection industry have an important part to play in supporting the economy, it is also vital for producing safe food and protecting our environment. From managing damaging pests and diseases, through to research and disposal, the industry is committed to the responsible use of crop protection products right throughout the product life-cycle.
The agri-food market in Southeast Asia has been activated by the area's steady economic and population growth, and by its deepening regional and international economic integration. This report aims to foster a deeper understanding of the food value chain (FVC) in the member states of the Association of Southeast Asian Nations (ASEAN). It seeks to do this by providing basic information on six agri-food industries connected to the FVC: agriculture, fishing, food and beverages, wholesale trade, retail trade, and hotels and restaurants. These industries in eight Southeast Asian countries are looked at from four perspectives: social and economic conditions, linkages amongst the FVC-related industries, the supply‒demand balance of agri-food products, and the competitiveness of each product in the ASEAN region.

The Law of Ukraine "On Higher Education", adopted in 2014, stipulates that higher education institutions (HEIs), with the status of national, have the right to autonomously determine the time standards for teaching and other activities of the academic staff. Previously, HEI needed to use time standards for planning and performance of academic teaching, which were approved by the order of the Ministry of Education and Science No. 450 dated 08.08.2002. After obtaining permission for independent formation of standards, many HEIs, for various reasons, first of all, due to financial difficulties, were made to change time standards that were officially approved by the Ministry of Education and Science of Ukraine. As a result, their own modified derivatives of time standards appeared. Thus, in addition to the officially approved time standards, a whole set of time standards systems for academic teaching appeared in higher education, these systems have a common origin and a common "parent" system of time standards. In their development, they are moving away from the "parent" system and from each other, which makes it possible to speak about their divergence. The purpose of the paper is to study the processes of divergence of time standards for academic teaching and to determine their main directions. The divergence of time standards is an adaptive process, which aims at adapting the systems of the HEIs time standards to the new operating conditions. Legislative changes which are necessary prerequisites for the divergence of time standards in higher education in Ukraine also allow HEIs within the framework of university autonomy to set their own time standards for academic teaching; different conditions of HEI functioning; their relative isolation. The principal factors of divergence are the chronic underfunding of higher education, the significant reduction of the number of secondary school leavers due to the demographic crisis in Ukraine, the introduction of admission conditions, which provide students with several applications for several specialties to any number of HEIs, which leads to the outflow of students to large scientific centers, etc. The study identified five main areas of divergence that combine the relevant primary changes in time standards systems. Transformation of time standards allows HEI to adapt to the external environment changes and to the peculiarities of the elements of the internal environment (teaching and research processes, personnel, management, marketing, etc.). [eng] Understanding what drives individuals to vote for parties or individuals who have often used violent rhetoric toward women and minorities and enacted discriminatory laws is critical. At the same time, it is crucial to comprehend what tools these forces use to gain consensus and, even more relevant, the consequences of having these political forces in power. This thesis attempted to help provide answers to the points listed above. Using different empirical techniques and analyzing different European settings, I aimed to enlarge the knowledge on the causes and consequences of the political success of far-right parties, how the new media influence citizens' opinions, and which political parties have been advantaged (or harmed) from the recent paradigm shift in the communication process. The unifying theme of the chapters was the focus on immigration -- and, more specifically, on the relationship, analyzed in various aspects, between natives and immigrants. I started by asking whether the ability to access a potentially unlimited and relatively affordable medium of information -- the Internet -- changed the knowledge that natives have about migration patterns in their own country. Indeed, surveys and academic literature have found a strong misperception of natives, who vastly overestimate the number of foreigners in the country; besides, natives think immigrants are culturally and religiously more distant from them and are economically weaker -- less educated, more unemployed, and more reliant on and favored by government transfers -- than is the case. The second chapter of my thesis, Does the Internet change the attitude towards migrants? Evidence from Spain, showed that people exposed to the early Internet (from 2008 to 2012) are associated with a better knowledge of the (national) migration trends; additionally, the possibility to go online is responsible for an overall improvement in attitudes toward immigrants. The analysis, set in Spain, exploited a unique and confidential survey dataset and combined a difference-in-differences method with an instrumental variable approach. In the second part of the analysis, I demonstrated, using both survey data and real electoral outcome, that access to the Internet generates a decrease in the political support for the traditional Spanish right-wing party. Having extreme parties (or individuals) in power is no longer a remote possibility but a reality. This is the case both at the national and local levels. Understanding the effects on economic and social outcomes of these governments is both essential and underdeveloped in the literature. In the third chapter of my thesis, Do far-right mayors increase the probability of hate crimes? Evidence from Italy, I aimed to contribute to this emerging research area by focusing on the effect of electing local politicians on hate crimes against immigrants. Indeed, hate crimes are soaring in many countries, and many argue that a close relationship exists between the increased support for extremist parties and acts of violence toward immigrants and other minorities. Using an RD approach and focusing on the Italian context, where the presence of candidates belonging to anti-immigrant parties is significant and widespread in the territory, I showed that in municipalities where an extreme right-wing mayor is elected, the probability that a hate crime occurs is significantly higher. Municipalities with higher Internet access drive this effect; additionally, I demonstrated that the election of an extreme right mayor generates a change in behavior also in the surrounding municipalities. One element that many argue has contributed to the success of far-right parties is the recent refugee crisis that European countries have faced, primarily as a result of the Arab Springs and the violence that has resulted from them. Anti-immigrant parties have exploited this abnormal arrival of asylum seekers to increase the fear of natives and gain votes. However, this technique has not always proven successful. In the fourth chapter of this thesis, Is this the real-life or just fantasy? Refugee reception, extreme-right voting, and broadband internet, we studied the effect of a specific policy of relocation of asylum seekers in Italy (SPRAR) that involves opening medium-small centers and offering refugees the opportunity to interact with members of the local community. This micro-exposure to refugees had significant consequences on the voting choices of natives: using an instrumental variable approach, we showed that support for far-right parties is reduced in municipalities where a SPRAR center has been opened. However, this micro-exposure effect is smaller in higher macro-exposure areas to migrant news - i.e., in higher Internet exposure areas. There are some takeaways from this thesis. First, it is essential to point out how easily the Internet can convert from an information medium (Chapter 2) to an echo chamber that raises citizens' fears (Chapter 4) and pushes them to behave violently (Chapter 3). If this has been proven to be true for traditional media, such as newspapers and TV, this issue is even more delicate with the possibility of going online, considering the highly self-segregated news platform provided by the Internet. This opens the door to potential strands of research on the supply of extremist parties and the characteristics of their representatives. A natural question is why non-extremist parties have failed lately to offer equally charismatic leaders. Besides, since there is an emerging consensus that populists have pursued successful communication strategies, often via social media and the Internet, an additional related question is why mainstream parties are not able to follow suit. Second, as we expect more and more extremist parties to come to power in the near future, careful analyses of their governments' impact are crucial. These should focus on traditional economic outcomes, such as investments, trade, and wages; however, as demonstrated by the third chapter, these analyses should assess the effect of extremist governments on elements that ensure freedoms essential to democracies, such as the independence of media and judicial bodies and the quality of their bureaucrats. It is pivotal to monitor whether these administrations are responsible for discrimination in labor access, health care, and education. At the same time, future research should focus on how mainstream governments can defend themselves against the threat of the arrival of extremist parties. Lastly, a final thought on the management of refugees and, more generally, migration policies in Europe is necessary. The evidence suggests that the aggregate economic impact of immigration on receiving countries is likely to be positive. However, to dismantle extremist parties' rhetoric, which associates the presence of migrants with negative social repercussions related to crime, the drain of social welfare benefits, and cultural differences, two elements are necessary. First, increase the level of awareness among the local population. Second, as highlighted by chapter four, implement reception policies that generate integration and interaction between natives and immigrants.
Anne of Austria offers an important part, yet neglected, in the the development of royal iconography in seventeenth century France. Devoided from management of power under the reign of her husband Louis XIII, she is however the subject of many representations. The number of her images increases when she accedes to the responsibilities of the government at the death of the king, in 1643, becoming regent in the name of her minor son, Louis XIV. Beyond its majority in 1651, she maintains herself at a prominent place, until the death of Mazarin in 1661. During these two decades, a deep political crisis in France culminates in the so-called Fronde. In this context, the image of Anne of Austria becomes the instrument of a visual narrative on monarchical authority and for the defense of the royal power. Crossing a large corpus of representations of the regent with textual sources, this thesis analyzes the visual construction of this narrative, and its effects on the evolution of the image of power in France after the reign of Louis XIII. In contemporary legal and symbolic literature, "majesty" is presented as he essential quality of the sovereign and the mark of his identity. It must then be visually translated in a female incarnation, despite the fundamental laws, in particular the Salic law, which however exclude women from power. The abundance of the images collected for this thesis, nearly five hundred items, offers an essential source to understand how the queen was able to overcome this constraint and contribute, by renewing its models, to the representation of the monarchical authority. This thesis allows us to reconsider the relationship between women and power. To analyze these different issues, the thesis is organized in four parts. The first part attempts to understand the image of the reigning queen, analyzing in a first chapter the legal definition of the queen, to show how the legal order determines the symbolic one. One can thus understand how the marriage of the queen in 1615 and her arrival at the court can be apprehended as an "iconographic birth". The second chapter explores the different features of this portrait of the queen, showing that it is at the same time a revelation of personal characteristics of the queen and a reaction to the queen's political and civil situation. The second part raises the question of the means implemented to operate the transformation of this image, which allows the queen to appear as regent of the kingdom. The third chapter analyzes in particular the chronological stages of this transformation, while the fourth chapter studies, from a practical point of view, the "fabrication" of this image. The third part then considers the content of the images, drawing up a three-step analysis of its iconography. The fifth chapter addresses the body of the queen as a support for the moral dimensions of her portrait. The sixth chapter deepens this question in the religious perspective, studying how the regent manages to produce the image of a queen "très chrétienne". The seventh chapter concludes this iconographic analysis by studying the political dimension of Anne of Austria's image. The fourth and last part gives finally an analysis of the way these images "operate". The eighth chapter shows how the situation of the queen's representations in decor is decisive for their interpretation, considering the cases of the royal residences and the private interiors. Finally, the ninth chapter proposes a study of the performance of images, extending the analysis to the public uses of representations of the queen, in monuments or during ceremonies. ; Anne d'Autriche occupe une place importante, longtemps négligée, dans le développement de l'iconographie royale en France au XVIIe siècle. Sa présence dans le champ des images connaît un net développement lorsqu'elle accède aux responsabilités du gouvernement à la mort du roi, en 1643, en devenant régente au nom de son fils mineur, Louis XIV. Au-delà de sa majorité en 1651, elle conserve un rôle éminent, jusqu'à la mort de Mazarin en 1661. Ces deux décennies sont marquées par une profonde crise politique qui culmine dans l'épisode de la Fronde. Dans ce contexte, l'image d'Anne d'Autriche devient le support d'un discours sur l'autorité monarchique et sur la défense du pouvoir royal. A partir d'un corpus constitué des représentations de la régente, et en les croisant avec des sources textuelles, cette thèse analyse la construction visuelle de ce discours, et ses effets sur l'évolution de l'image de la royauté en France après le règne de Louis XIII. La « majesté », qui constitue dans le corpus des textes, juridiques, politiques et symboliques, la qualité essentielle du souverain et la marque de son identité, doit ainsi être traduite visuellement dans une incarnation féminine, dans un pays où les lois fondamentales, notamment la loi salique, écartent pourtant les femmes du pouvoir. La richesse du corpus rassemblé pour cette thèse, près de cinq cent images, offre une source essentielle pour comprendre de quelle manière la reine a su dépasser cette contrainte et contribuer, en renouvelant ses modèles, à la représentation de l'autorité monarchique. Cette étude permet ainsi de reconsidérer le rapport des femmes au pouvoir. Pour analyser ces différentes questions, la thèse s'organise en quatre parties. La première partie s'attache à comprendre l'image de la reine régnante, en analysant dans un premier chapitre la définition juridique de la reine, pour montrer de quelle manière l'ordre juridique détermine l'ordre symbolique. On peut ainsi expliquer en quoi le mariage de la reine en 1615 et son introduction à la cour constitue une « naissance iconographique ». Le second chapitre explore les différents aspects de ce portrait de la reine en montrant qu'il relève à la fois de caractères propres et de réactions à la situation – politique et civile – de la reine. La deuxième partie soulève la question des moyens mis en œuvre pour opérer la transformation de cette image, qui permet à la reine d'apparaître en régente du royaume. Le troisième chapitre analyse plus particulièrement les étapes chronologiques de cette transformation, tandis que le quatrième chapitre étudie, sur un plan pratique, la « fabrication » de cette image. La troisième partie envisage ensuite le contenu des images, en dressant une analyse en trois temps de son iconographie. Le cinquième chapitre aborde ainsi le corps de la reine comme support des dimensions morales de son portrait. Le sixième chapitre approfondit cette question dans la perspective religieuse, en étudiant de quelle manière la régente parvient à produire l'image d'une reine « très chrétienne ». Le septième chapitre conclut cette analyse iconographique sur la dimension politique de l'image d'Anne d'Autriche. La quatrième et dernière partie est enfin l'occasion d'analyser le « fonctionnement » de ces images. Le huitième chapitre montre combien la situation des représentations de la reine dans les décors est déterminante pour leur interprétation, en envisageant les cas des résidences royales puis des intérieurs privés. Enfin, le neuvième chapitre propose une étude de la performance des images, en étendant l'analyse aux usages publics des représentations de la reine, dans les monuments ou au cours des cérémonies.
Dottorato di ricerca in Scienze ambientali ; L'attività sperimentale condotta durante il triennio di dottorato è inserita in un progetto di ricerca a carattere interdisciplinare dal titolo "Studio della diffusione di inquinanti organici persistenti in ambiente rurale e stima dei rischi da esposizione per gli operatori del settore agricolo-zootecnico mediante modelli cellulari" finanziato dall'Istituto Nazionale per l'Assicurazione contro gli Infortuni sul Lavoro (INAIL). Obiettivo principale del progetto è analizzare i rischi da esposizione per gli operatori del settore agricolo-zootecnico che svolgono la loro attività nella Valle del fiume Sacco, un contesto agro-ambientale fortemente compromesso sotto il profilo della qualità e dello stato dell'ambiente, a seguito degli avvenimenti a carattere emergenziale connessi con la diffusione degli isomeri dell'esaclorocicloesano (HCH) potenti pesticidi appartenenti alla famiglia dei composti organoclorurati. Sulla base di quanto premesso, il lavoro oggetto della presente tesi è stato focalizzato su due obiettivi di ricerca. Inizialmente è stata valutata la qualità ambientale della Valle del fiume Sacco mediante opportuni campionamenti di varie matrici di rilevanza agro-ambientale effettuati nelle 9 aziende agrarie locali partecipanti al progetto. In particolare, è stata effettuata la verifica dei livelli di contaminazione da esaclorocicloesano (HCH) nel suolo e nel soprassuolo; nell'acqua per l'abbeveraggio degli animali in produzione; in alimenti d'origine animale destinati al consumo umano (latte, carne, miele, uova, ortaggi); in alimenti impiegati nell'allevamento dei bovini da latte. Pertanto, sono stati condotti una serie di campionamenti in varie zone all'interno dell'area di studio per garantire la rappresentatività delle varie matrici. Dopo una fase di pre-trattamento specifica per ogni matrice, ci si è avvalsi di metodi di estrazione accreditati a livello internazionale per l'estrazione degli HCH. Su tali campioni sono state eseguite le analisi gas-cromatografiche (GC-ECD). I risultati analitici ottenuti sono stati confrontati con i valori massimi consentiti dalla normativa vigente nazionale ed europea; inoltre, sono stati oggetto di una serie di elaborazioni statistiche per correlarli, per ciascuna azienda a diversi fattori (collocazione geografica, periodo di campionamento, profondità del suolo …). Tali risultati hanno evidenziato un livello di contaminazione ambientale persistente nella Valle del fiume Sacco che richiede a tutt'oggi un continuo monitoraggio ed efficaci interventi di bonifica per il recupero ed il risanamento del territorio. Un secondo obiettivo di ricerca ha riguardato la determinazione analitica degli HCH in campioni di pioppo, una pianta arborea utilizzata per il fitorimedio nella Valle del Sacco, per verificarne l'effettiva capacità di assorbimento degli inquinanti. A tale scopo è stato messo a punto un innovativo approccio di tipo dendrochimico tramite una procedura analitica che si è avvalsa, in via preliminare, della spettroscopia IR. Questa parte della ricerca ha richiesto carotaggi di pioppi collocati a diverse distanze dal fiume Sacco, l'analisi degli standard e dei campioni tal quali tramite spettroscopia IR e la successiva validazione dei dati acquisiti tramite gas-cromatografia. ; The research carried out during the PhD course is part of an interdisciplinary project funded by INAIL (Istituto Nazionale per l'Assicurazione contro gli Infortuni sul Lavoro) named "Study of the contamination by hexachlorocyclohexane isomers in the Sacco's River Valley and evaluation of the risks for the workers of this area". The Sacco's River Valley is a wide territory located between Rome and Frosinone in the central Italy crossed by Sacco River. Since 1900, this area had an important industrial development, mainly thanks to Bomprini Parodi Delfino (B.p.d), a company which over time has created a city around the industrial agglomerate. During the two World Wars, the B.d.p company produced mostly military explosives such as nitric acid, glycerine and dynamite. After the Wars , it expanded its range of manufacturing to the chemical industry. In particular, it specialized in synthesizing pesticides, insecticides, fungicides and herbicides and different types of fertilizers. Nevertheless, the intense industrial activity, the absence of laws in waste management and the uncontrolled use of the river water has led to a remarkable pollution of the river, groundwater and soil causing serious problems to the whole agro-food chain. The focus on this emergency has occurred in 2005, after the detection of high levels of toxic substances to human into several sample of milk produced from local farms (up to 20 times higher than the legal limit). The contamination was referred to b- hexachlorocyclohexane (b-HCH), a pesticide belonging to family of organochlorine pesticides produced from B.d.p. and widely used in agriculture. This substance is an halogenated compound belonging to a family of several stereoisomers, named a-, b-, g-, d-, e-, h-, q which differ for the physical-chemical properties and persistence in the environment related to the axial-equatorial substitution pattern of chlorine atoms around the six carbons ring [1]. Among the isomers, the g-HCH, also known as lindane, showed the highest pesticidal activity and it was widely used as an insecticide on fruits and vegetable, rice paddies, animals and seed treatment. Starting of these literature data, the research carried out during the PhD was focused on the investigation of the occurrence and distribution of HCHs isomers in different samples (soil, water, milk, feed and vegetables) collected in nine dairy farms located in the Sacco's River Valley. The samples were collected in June-September 2013 and January-April 2014. After the appropriate preparation, all samples were analyzed by GC-ECD and GC-MS. At several years from the onset of the agroenvironmental crisis, our analytical data confirmed a high degree of pollution in the investigated area, which deserves continuous environmental monitoring due to the strong impact of persistent organic pesticides on rural environment and human food chain. In addition to the monitoring, the bioremediation of the Valley must be seriously taken in account. Among the possible solutions, phytoremediation is applied in the Sacco's River Valley. It is based on the ability of certain plants to degrade, assimilate, and metabolize pollutants from soils accumulating them or their metabolites in different tissues and organs. In the final part of the PhD course, a preliminary study focused on the fate of HCHs on poplars. Then, in collaboration with forest researchers, several cores were collected from poplar trees selected according to a gradient of HCHs contamination into the Sacco's River Valley: one poplar located at a distance of about 500 m from the left bank of the Sacco River; a second poplar located close to the river bank and was thus subject to direct contamination. As a blank, several cores were also extracted from a control poplar growing close to a river in an uncontaminated area near Viterbo. All samples were firstly analyzed by Micro-Fourier Transform Infrared (micro-FTIR) Spectrometry and then by GC-ECD, after an appropriate preparation. This preliminary study evidenced two important aspects: the novelty in the analytical method using Micro-Fourier Transform Infrared (micro-FTIR) Spectrometry, a fast and non-destructive technique for the screening of samples; the ability of poplars to absorb HCHs isomers. This result confirms the role of poplars in bioremediation but opens novel questions about the final uses of them.
Öffentlich Private Partnerschaften (ÖPPs) haben in den letzten zehn bis fünfzehn Jahren in Deutschland einen beachtlichen Stellenwert erreicht. Auch zukünftig ist aufgrund der Finanzkrise der Kommunen mit einem weiteren Bedeutungszuwachs zu rechnen. Damit ÖPPs die von der öffentlichen Hand gewünschten Vorteile mit sich bringen können, wie zum Beispiel die Entlastung des öffentlichen Haushalts oder Effizienzsteigerungen, sollten sie im Vorfeld und im Tagesgeschäft aktiv und umsichtig begleitet werden. In diesem Zusammenhang ergibt sich der Ansatzpunkt für die Themenstellung der Dissertation sowie angesichts der Erkenntnis, dass bisher noch keine umfassend fundierten und systematischen Untersuchungen vorliegen, welche die bestehenden Praxiserfahrungen mit ÖPPs mit anwendbaren Theorien in Verbindung setzen und Entscheidungshilfen für öffentliche Akteure ableiten. Aufgrund der verschiedenen möglichen Ausprägungsformen wurde eine Eingrenzung des Themas auf institutionelle ÖPPs auf kommunaler Ebene vorgenommen. Die Untersuchung beginnt mit der Auseinandersetzung der Grundlagen zu ÖPPs, um ein generelles Verständnis für dieses Themengebiet zu schaffen. Nachdem der Begriff erläutert und Merkmale von ÖPPs herausgearbeitet wurden, erfolgt eine Abgrenzung zwischen vertraglichen und institutionellen ÖPPs. Daraufhin werden mögliche Motive der öffentlichen und privaten Seite beim Eingehen einer solchen Partnerschaft aufgeführt sowie erste mögliche Chancen und Risiken skizziert. Im Anschluss erfolgt mit Hilfe der wissenschaftlichen Theorie des Neuen Institutionalismus eine vertiefende Analyse zu institutionellen ÖPPs. Dabei schließt sich die Dissertation an die von Mayntz und Scharpf vorgenommene Einteilung in einen ökonomischen, (organisations-) soziologischen und politikwissenschaftlichen Neo-Institutionalismus an. Der Neue Ökonomische Institutionalismus wurde anhand der drei Teillehren Transaktionskostentheorie, Prinzipal-Agent-Theorie und Theorie der Verfügungsrechte untersucht. Zunächst werden theoretische Erkenntnisse zu den einzelnen Theorien herausgearbeitet und erste Schlussfolgerungen für institutionelle ÖPPs gezogen. Daraus werden nachfolgend Untersuchungskriterien in Form von Fragestellungen für den späteren Fallstudienvergleich entwickelt. Nach Abschluss des Theorieteils erfolgt eine Betrachtung institutioneller ÖPPs aus realer empirischer Sicht. Hierzu werden Fallstudien vorgestellt und an den Untersuchungskriterien, welche aus den einzelnen Theorien abgeleitet wurden, gespiegelt. Zuerst werden recherchierte Fallstudien analysiert, beginnend mit den Teilprivatisierungen der Stadtentwässerung Dresden GmbH und der Stadtwerke Görlitz AG, bei denen sich die Zusammenarbeit wohl positiv entwickelt. Als Negativbeispiel wird dann auf die Privatisierung der Wasserversorgung von Grenoble und ihre spätere Rekommunalisierung eingegangen. Im folgenden Schritt werden Fallstudien aus den realen Erfahrungen des Verfassers diskutiert. Hierbei bildet die Teilprivatisierung und anschließende Rekommunalisierung des Wasserbetriebes in Potsdam den Schwerpunkt. Ergänzt wird dies durch die Darstellung der positiven Zusammenarbeit mit dem privaten Gesellschafter bei der Energie und Wasser Potsdam GmbH. Abschließend werden die anfänglichen Probleme zwischen Kommune und Privat bei der teilprivatisierten STEP Stadtentsorgung Potsdam untersucht und aufgezeigt, wie die Partnerschaft zum Vorteil der öffentlichen Seite verändert wurde. Aus dem Vergleich von Theorie und Praxis konnten wissenschaftlich fundierte Schlussfolgerungen für institutionelle ÖPPs gezogen und Erfolgsfaktoren für das Gelingen einer solchen Kooperation abgeleitet werden. Die gewonnenen Erkenntnisse werden in Form von Thesen zusammengefasst und dienen als Basis für die Ableitung von Handlungsempfehlungen für kommunale Akteure beim Eingehen einer institutionellen ÖPP. Zu Beginn erfolgt eine Darstellung der Empfehlungen, die sich aus den Untersuchungskriterien der jeweiligen Theorien ergeben haben. Nachfolgend wird diese Betrachtung erweitert, indem näher auf die wesentlichen Phasen des Entscheidungsfindungsprozesses eingegangen und eine Untersetzung dieser Phasen mit den erarbeiteten Handlungsempfehlungen vorgenommen wird. Auf diese Weise kann den kommunalen Entscheidungsträgern eine sehr praxisnahe Hilfestellung gegeben werden. Insgesamt betrachtet, geht aus der Dissertation ein umfangreicher, fundierter und sehr praxisrelevanter Leitfaden hervor, der wichtige Anhaltspunkte für das Eingehen einer institutionellen ÖPP im kommunalen Bereich gibt. Aus der Spiegelung von Theorie und Praxis werden wertvolle Hinweise abgeleitet, wodurch insbesondere deutlich wird, an welchen Stellen sich die öffentliche Seite absichern sollte. Darüber hinaus können die kommunalen Entscheidungsträger durch die gewonnenen Erkenntnisse sensibilisiert und ihr Blick für den individuellen Fall geschärft werden. Letztendlich werden dadurch wichtige Voraussetzungen geschaffen, um ein solches Vorhaben zum Erfolg zu führen. ; In the past ten to fifteen years, Public-Private Partnerships (PPPs) have become considerably important. It is also due to the financial crisis, that even in future a further growth is expected in the municipalities. To ensure that the PPPs, which add such desired advantages like reduction of costs for the public budget or increasing the efficiency of the public entity, they should be actively and carefully guided prior to its formation as well as during the day-to-day business. This dissertation is based on this context while considering that up to date there have not been any well-founded and systematic researches connecting the existing practical experience with applicable theory and from which advice can be derived for the decision-makers in the public sector. Because of the several formats that are possible, the subject has been limited with a focus on institutional PPPs at municipal level. The research begins with the explanation of the basics of PPPs, offering a general understanding of this subject. The explanation of the concept and the elaboration of the characteristics of PPPs, are then followed by the definition of contractual and institutional PPPs. The possible motives for entering such a partnership on both sides, public and private, are shown on a list as well as an outline of the possible prospects and risks. Subsequently, an in-depth analysis on institutional PPPs is presented, which is based on scientific theory on new institutionalism. For this purpose, the dissertation is linked up with the economical, (organisational) sociological and political scientific classification by Mayntz and Scharpf. The new economic institutionalism was researched with the help of the three part-theories: transaction cost theory, principal agent theory and property rights theory. To begin with, the theoretical perception of each individual theory is developed and first deductions for institutional PPPs are reached. Based on this, the development of research criteria follows, depicted as questions that may arise for comparing future case studies. The conclusion of the theoretical part is followed by a contemplation of institutional PPPs, from an empirical point of view. For this purpose, case studies are presented and reflected onto the research criteria, which had been derived from each individual theory. To begin with, the researched case studies are analysed, starting with the partial privatisation of the Stadtentwässerung Dresden GmbH (Dresden's municipal water drainage company) and the Stadtwerke Görlitz AG (public utility company of Görlitz), where the collaboration is actually developing in a positive manner. A negative example is depicted in the privatisation of the waterworks of Grenoble and its subsequent reversion to a fully municipal service. In the following step, case studies from the authors' actual experience are discussed. In this case, the focus is placed on the partial privatisation and the subsequent reversion to its municipal status of the waterworks of Potsdam. This is complemented by the portrayal of the positive collaboration between the private partner and Energie und Wasser Potsdam GmbH (Potsdam's energy and water company). Subsequently, the initial problems that arose during the partial privatisation STEP Stadtentsorgung Potsdam (municipal waste management of Potsdam) between the municipality and the private sector are researched, depicting the positive changes in the partnership, which evolved in favour of the public sector. Founded conclusions for the institutional PPPs were arrived at based on the comparison between theory and practice, and scientific and positive factors for the success of such a co-operation were derived. The knowledge thus gained is summarised in the form of theses, and serve as a basis for the derivation of advice for course of action for municipal decision-makers when entering into an institutional PPP. At the beginning, a portrayal of the advice that is derived from the individual theories is given. This observation is broadened by taking a closer look at the substantial phases of the decision-making process, and by condensing such phases by applying the decision-making advice that has been derived. In this manner the municipal decision-makers are given sound practical advice. Considering the dissertation as a whole, it offers a complete, founded and sound practical guideline, which includes important criteria for entering into institutional PPPs in the municipal sector. From the reflection between theory and practice valuable hints are derived, through which it becomes especially clear which points the public side should secure. Furthermore, the municipal decision-makers can become sensitised by the knowledge gained and sharpen their senses for each individual case. Finally, important conditions are created to ensure the success of such a project.

Sullivan, the first woman from Missouri to serve in the United States House of Representatives, was born Leonor Alice Kretzer, August 21, 1902, in St. Louis. She attended public and private schools in St. Louis, including Washington University. Prior to her marriage, Mrs. Sullivan pursued a business career and eventually became the director of the St. Louis Comptometer School. She married Missouri Congressman John B. Sullivan on December 27, 1941, and served as his administrative assistant and campaign manager until his death in January, 1951. Following her husband's death, Mrs. Sullivan unsuccessfully attempted to win the local Democratic party's nomination to succeed Congressman Sullivan in the special election. The seat was lost to a Republican candidate. In 1952, Leonor K. Sullivan running on her own, without party support, defeated six opponents in the primary election to become the Democratic nominee for the Third Congressional District. In the general election, she defeated her Republican opponent and recaptured the seat once held by her husband. Mrs. Sullivan represented the Third Congressional District until her retirement in 1976. While in Congress, Leonor K. Sullivan was known as a champion of consumer issues and she had a key role in enacting legislation to improve the quality of food. The Poultry Inspection Law and the Food Additives Act are just two of her important triumphs. As chairman of the Subcommittee on Consumer Affairs of the House Committee on Banking and Currency, Mrs. Sullivan was responsible for the Consumer Credit Protection Act of 1968, which included the Truth in Lending Act, and the Fair Credit Reporting Act of 1970. Mrs. Sullivan also authored the original food stamp plan to distribute government surplus food to the needy and she worked to solve the housing problems in our cities. At the time of her retirement, she was the senior member of the House Committee on Banking, Currency, and Housing. She was a member of the National Commission on Food Marketing, 1964-66; the National Commission on Mortgage Interest Rates, 1969; the National Commission on Consumer Finance, 1969-72; and she helped found the Consumer Federation of America in 1966. Mrs. Sullivan served as chairman of the House Committee on Merchant Marine and Fisheries. Her support of the American Merchant Marine earned her the American Maritime Industry's Admiral of the Ocean Seas Award (AOTOS) in 1973. The men and women who served in the Coast Guard and the Merchant Marine continuously honored Mrs. Sullivan for her support, understanding, and dedication. Always active in waterways projects, she fought to allow the 51 year old DELTA QUEEN to continue as an overnight excursion vessel. Mrs. Sullivan's work as chairman of the Subcommittee on Panama was especially important as she became involved with the political, economic, and social challenges of the Canal Zone and the people who lived and worked there. Leonor K. Sullivan worked hard for St. Louis. She sponsored legislation to fund the development of the Jefferson National Expansion Memorial on the St. Louis Riverfront, to keep St. Louis a well managed port city on the Mississippi trade route, and to preserve the buildings so important to the history and heritage of St. Louis. Wharf Street has been renamed Leonor K. Sullivan Boulevard to honor her support of the Gateway Arch project and the Jefferson National Expansion Memorial. Following her retirement, Mrs. Sullivan returned to her river bluff home which overlooked the Mississippi River. She remained active in civic affairs, serving on numerous boards and committees. She became a director of Southwest Bank, chairman of the Consumer Advisory Council to the Board of Governors of the Federal Reserve System, a member of the Board of Directors of Downtown St. Louis, Inc., a member of the Lay Advisory Board of Mount St. Rose Hospital and Rehabilitation Center, and she sponsored a consumer award program through the Better Business Bureau. Mrs. Sullivan was always in demand as a featured speaker at business, educational, and social functions. In 1980, Mrs. Sullivan married Russell L. Archibald, a retired vice president of the American Furnace Company. Mr. Archibald died March 19, 1987. Leonor K. Sullivan died, in St. Louis, on September 1, 1988. SULLIVAN COLLECTION Before her retirement, Leonor K. Sullivan made arrangements to donate her congress ional papers, correspondence, and memorabilia to St. Louis University Law Library. Mrs. Sullivan chose St. Louis University Law Library because her husband, Congressman John B. Sullivan (1897 -1951 ), was a graduate of the law school, having received his LL. B. degree in 1922, and his LL. M. degree in 1923. In 1965, Mrs. Sullivan founded a scholarship at St. Louis University for young women interested in studying political science. The collection covers Mrs. Sullivan's 24 years in the U.S. House of Representatives and is arranged according to her own subject headings. In this way, the materials provide insight into the way her office files and correspondence were organized. Mrs. Sullivan was known as one of the hardest working members of Congress and the wealth of materials in her collection attests to this. She had a tremendous concern for the average American family and much of her work dealt with their needs. Mrs. Sullivan often said the · best legislative ideas came from constituents, so she read every letter ever sent to her. Not only did she learn how the voters felt about current issues, but where there were problems which needed to be current issues. Papers from Leonor K. Sullivan's years as a member of the House Merchant Marine Committee and the Banking and Currency Committee provide background information for much of the legislation proposed during the period. Mrs. Sullivan was known as a consumer advocate long before such a position was popular and her efforts to improve the quality of food, drugs, and cosmetics are well documented. Materials are also available on Mrs. Sullivan's struggle for credit protection for the consumer, truth-in-lending, and fair credit reporting. Mrs. Sullivan was a strong supporter of the American Merchant Marine, the U.S. supervision of the Panama Canal, and the development of America's inland waterways. Her collection includes in-depth information on all these areas. Local St. Louis concerns are well represented in Leonor K. Sullivan's papers. She spent untold hours on the development of the Gateway Arch, the Jefferson National Expansion Memorial, and the port of St. Louis. She worked hard to maintain and increase the river traffic which is so important to St. Louis. After her retirement, Mrs. Sullivan continued to receive letters from former constituents and friends. She was active in civic affairs and her opinion on current issues was frequently solicited. Emerging market economies have been experiencing high credit growth and high delinquency rates amongst retail banking customers in recent years. However, collections practices have not always kept pace with this rapid growth; many collectors still rely on relatively unstructured processes and weak oversight frameworks. It is therefore important to consider how fair and ethical treatment of borrowers can be better promoted in these markets. To this end, International Finance Corporation (IFC) commissioned a study in 2009 to examine the question of what guiding principles should financial institutions follow to raise their responsible and ethical standards in collections. IFC has subsequently commissioned Oliver Wyman to study existing global retail debt collections practices and recommend tangible actions that lenders and collectors can take to promote responsible and ethical standards in the field. The conclusions of this study are based on field research conducted by IFC and Oliver Wyman, industry experts analysis and opinion, and a survey of institutions in 20 emerging markets.
