Document de travail du CEET, n° 187 ; This article analyses employment and wage adjustments within French and British establishments in reaction to the 2007-2008 downturn. We study how internal and external flexibility associate to industrial relations at the establishment level. Our analysis is based on the comparison of two separate but highly comparable surveys: the British WERS and the French REPONSE, both conducted in 2011-2012.The two economies are often described as opposites, in terms of labor market institutions or firm demography for instance. At the macro level, the form taken by the crisis and its consequences indeed appeared as quite different: Britain favored internal adjustment (with wage change) while France focused on external adjustment (through employment level). Yet, we show establishments that reacted to the crisis by adjusting employment or wages have similar industrial relations in both countries: other things being equal, union presence, negotiation, conflict and consultation are associated with more flexibility arrangements. It shows that in both countries unions were not an obstacle to establishment adjustments afterthe downturn, even if they may have contributed to mitigate them (which our data does not allow us to assess).Our results suggest that these differences between the two countries might have more to do with difference in macroeconomic policy, and especially monetary policy, rather than labormarket institutions: high inflation opened the way for veiled wage adjustment in Britain when very low inflation restricted such opportunity in France. ; Cet article s'intéresse au comportement des établissements britanniques et français en réaction à la crise de 2007-2008, en termes de flexibilité externe (ajustement de l'emploi) et interne (ajustement des salaires). On s'interroge plus particulièrement sur le type de relations sociales (et centralement la présence syndicale) prévalant dans les établissements ayant opéré ces ajustements. Les différences entre les modes d'ajustement observés dans les deux pays (de façon relative plus souvent par les salaires en Grande-Bretagne qu'en France) semblent davantage tenir à la situation en matière de politique monétaire qu'aux institutions du marché du travail.

The disagreement between France and the US over the Iraqi issue led to a serious diplomatic crisis between the two countries, considered by many analysts as the most serious one in the history of bilateral relations. The Iraqi case crystallized the diplomatic positions of both allies and revealed two different reads of this major international issue. For France, this case was the opportunity to defend its principles, to get itself heard by the rest of the world and to share its vision of a multipolar world, where disputes would be peacefully settled through international organizations. For the US, that issue fell under a matter of national security, in a country deeply traumatized by '9/11'. The split between thetwo countries resulted from historical structural causes : (i) the competition between two political and diplomatic models that present themselves as universal, and (ii) the imbalance between France's declining power aspiring to preserve its spheres of influence over the world and America's ascending power that has become, since the end of the Cold War, the only superpower. The bilateral confrontation of 2003 revealed the distinctive patterns of both French and American foreign policies and exposed their different views and models of the new world order, as well as their ambitions on the international scene ; Le différend entre la France et les Etats-Unis sur le règlement de la question irakienne a provoqué une crise diplomatique majeure entre les deux pays, jugée par certains comme la plus sérieuse dans l'histoire des relations bilatérales. Le dossier irakien a cristallisé les positions diplomatiques des deux alliés et mis en lumière deux lectures d'une grande question internationale. Pour la France, il a été l'occasion de défendre des principes, de faire entendre sa voix et de partager sa vision d'un monde multipolaire fondé sur la quête d'un règlement pacifique des différends. Pour les Etats-Unis, cette question relevait d'un enjeu de sécurité nationale, dans une Amérique profondément traumatisée par les attentats de septembre 2001. La rupture franco-américaine a résulté de facteurs structurels anciens : la concurrence entre deux modèles politiques et diplomatiques qui se veulent universels et le déséquilibre entre une puissance française, déclinante, qui aspire à préserver ses sphères d'influence sur la scène internationale, et une puissance américaine, ascendante, devenue, depuis l'effondrement du bloc soviétique, l'unique superpuissance à la tête d'un monde unipolaire. L'affrontement bilatéral du printemps 2003 a ainsi révélé les caractères intrinsèques qui opposent la diplomatie française et la diplomatie américaine et dévoilé leur conception très éloignée qu'elles se faisaient du nouvel ordre mondial et de la place qu'elles aspirent à occuper sur l'échiquier international

Home ownership is a wish affirmed by a large number of French households. However, the housing market in France is facing a crisis of expensive housing due to an imbalance between supply and demand in terms of housing, especially in large conurbations where land reserves are becoming increasingly scarce. The construction effort required comes up against the imperative of managing space sparingly. Through the example of the Carré de Soie project, we will first try to understand how public policies have succeeded not only in reconciling the two issues mentioned above, but also in developing a residential offer that stands out on the scale of the Lyon metropolis. From a territory that was mostly fallow at the beginning of the 2000s to a real dynamic housing market, the Carré de Soie has been transformed through negotiations between institutional and private development actors. Therefore, what kind of home-ownership offer has been developed there and what types of households is it aimed at? What types of households are able to buy a property in Carré de Soie? How is this market destined to evolve? These are questions to which this Master's thesis will try to provide some answers. ; L'accession à la propriété est un souhait affirmé par un grand nombre de ménages français. Pourtant, le marché du logement en France fait face à une crise du logement cher en raison d'un déséquilibre entre l'offre et la demande en termes de logements et ce, dans les grandes agglomérations où les réserves foncières se font de plus en plus rares. L'effort de construction demandé se heurte à l'impératif de gestion économe de l'espace. À travers l'exemple du projet Carré de Soie, il s'agira premièrement de comprendre comment les politiques publiques ont tenté non seulement de concilier les deux enjeux précédemment cités mais également d'y développer une offre résidentielle qui se démarque à l'échelle de la Métropole de Lyon. D'un territoire majoritairement en friche au début des années 2000 à un réel marché du logement dynamique, le Carré de Soie s'est transformé au gré de négociations entre acteurs institutionnels et acteurs privés de l'aménagement. Dès lors, quelle offre en accession y est-elle développée et à quels types de ménages s'adresse-t-elle ? Quels ménages sont réellement en mesure d'acheter un bien immobilier à Carré de Soie ? Comment ce marché est-il voué à évoluer ? Voici des questionnements auxquels ce travail de fin d'études tentera d'apporter des éléments de réponse.

Biodiversity offset, as the last step of the mitigation hierarchy (avoid/reduce/offset), aims to address the current biodiversity loss crisis. The main goal of this PhD, which relies on the new institutional economics approach as a theoretical framework, is to understand the organizational and institutional issues of implementing biodiversity offsets policies for impacts on continental and offshore wetlands in Europe and the United-States. Hierarchical organizations (i.e. permittee responsible mitigation) often lead to little to no implementation of biodiversity offsets because the ecological effectiveness of case-by-case compensatory measures is unproven and the monitoring and control of numerous measures are difficult. In the United-States, the mitigation banking system aims to compensate for multiple small impacts on wetlands by carrying out restoration projects on fewer but larger wetland areas in order to reach the goal of no net loss of biodiversity. This hybrid organizational form is highly regulated and therefore stands halfway between hierarchical and market organizations. However, actors have individual and collective strategies that generate negotiations with consequences on economic development and biodiversity conservation stakes. The mitigation banking system leads to a decrease of transaction costs and a change of the actors bearing them. It seems that the evolution of the whole framework of biodiversity offsets policy implementation in the United-States leans toward an institutional complementarity between these two organizational forms rather than a disappearance of hierarchical organizations. ; La compensation écologique, envisagée dans le respect de la séquence éviter-réduire-compenser les impacts, cherche à apporter des réponses à la crise actuelle d'érosion de la biodiversité. L'objectif de la thèse est de comprendre quels sont les enjeux organisationnels et institutionnels de la mise en œuvre du principe de compensation écologique pour les impacts sur les écosystèmes aquatiques marins et continentaux en Europe et aux Etats-Unis. La thèse mobilise le cadre théorique de l'économie néo-institutionnelle. Les organisations de type hiérarchique (compensation au cas par cas) ont pour principales limites d'avoir une efficacité écologique discutable et de ne pas permettre le suivi et le contrôle des mesures compensatoires ce qui conduit souvent à ce que la compensation ne soit pas ou peu mise en œuvre. Aux Etats-Unis, les banques de compensation consistent en une réponse anticipée et mutualisée aux dommages à l'environnement. Il s'agit d'une forme organisationnelle alternative hybride fortement régulée à mi-chemin entre la hiérarchie et le marché. Cependant, les acteurs ont des stratégies collectives et individuelles qui engendrent des négociations ayant des conséquences sur les enjeux de développement économique et de maintien des objectifs de conservation de la biodiversité. Le système des banques de compensation crée un double phénomène de redistribution des coûts de transaction et de diminution de ceux-ci mais il semble que l'évolution de l'ensemble du cadre d'application de la compensation écologique américain permet aujourd'hui une complémentarité institutionnelle entre ces deux formes organisationnelles plutôt qu'une disparition des formes hiérarchiques.

This research work is devoted to the study of a key British institution, its function and its organization, from the merger of the Commonwealth Office and the Foreign Office in 1968, until 1985.Of particular interest is the way the changing role of Britain in the world and international conflicts bear upon the functioning and the evolution of the FCO. The point is to assess to what extent the context influences the institution itself.British foreign policy seems to be mostly determined by the Foreign Secretary and the Prime Minister. It is therefore well worth gaging what the function of the FCO is, and its relationship with the holders of political power.The role of the FCO as one of the internal and external agents of British foreign policy is assessed here, through three cases: the internal reorganization of the service in 1968, the management of a crisis – the postponements of independence for Guiana from 1953 to 1966, and the failure of a negotiation in peacetime – the United Nations Convention on the Law of the Sea from 1973 to 1982.Beyond the internal functioning of the institution, this research work strives to offer an interpretation of the changes. The relationship between the FCO and the holders of political power, the real power and influence of the FCO are under consideration, in particular during key moments of particular significance for the institution. ; Cette recherche s'attache à l'étude d'une institution britannique, à son rôle et son organisation depuis la fusion, en 1968, du Commonwealth Office et du Foreign Office, jusqu'à l'année 1985.Il s'agit ainsi de voir comment le Foreign and Commonwealth Office (FCO) fonctionne et comment il a su évoluer au gré du temps, du changement de la place de la Grande-Bretagne dans le monde, et des conflits internationaux. Ainsi, on peut se demander quelles influences le contexte a eu sur l'institution en elle-même. Dès lors, une place particulière est accordée à l'Europe, la 'relation spéciale' avec les États-Unis et la décolonisation.La politique étrangère britannique semble aujourd'hui être principalement dans les mains du pouvoir politique : du ministre des Affaires étrangères (Foreign Secretary), et du Premier ministre. Quelle place le FCO occupe-t-il alors, et quelles relations entretient-il avec le pouvoir politique ?Il s'agit ainsi de considérer la place du FCO au sein des différents acteurs internes et externes de la politique étrangère britannique en analysant trois cas concrets : une réorganisation interne de l'institution (la fusion de 1968), une gestion de crise (l'indépendance retardée de la Guyane britannique, 1953-1966), et une négociation d'accord en temps de paix (l'échec des négociations de la Convention des Nations unies sur le droit de la mer, 1973-1982).Ce travail de recherche tente ainsi d'offrir une interprétation allant au-delà du fonctionnement interne de l'institution. Il s'agit de mettre en relation le Foreign and Commonwealth Office et le pouvoir politique, et ainsi d'étudier les pouvoirs et influences du FCO tout en s'attachant à des périodes clés à l'orée de changements.

International audience ; An essential component of any public policy is the need to respond to social demand and to provide arbitration and/or mediation functions between conflicting and equally legitimate interests. This paper focuses on highlighting the major role played, in the transformation of security policies, by the reshuffling of collective imaginary representations and the deep changes of social transactions process related to identity claims. The mediatic building and political exploitation of the feeling of insecurity find a particularly favorable context in the process of globalization that mutualizes threats and reduces the effectiveness of traditional protections. The concomitant rise of identity claims is no accident: since the threat comes from the other, security can only come from here. It is a systemic process with multiple interactions, the effects of which in France are all the more destructive for the Republican model, as it generates both a community withdrawal and inter-community tensions. This crisis reflects the failure of a model of coordination of public action based on the unilateral and procedural use of law in a purely institutional framework. It demonstrates the imperative need for security policies, as with many others, to have a strategic and managerial coordination, within a territorialized framework. It is on this condition that the sons of dialog and negotiation can be revived, in collective and shared ownership of security issues. Only then will it be possible to conclude, among all the stakeholders, transactions of a new type, without which there can be no refoundation of the social contract. ; Toute politique publique doit répondre à une demande sociale et jouer un rôle d'arbitrage et/ou de médiation entre intérêts contradictoires, mais également légitimes. Cette communication a pour objet de mettre en évidence la place majeure qu'occupent, dans les métamorphoses des politiques de sécurité, les remaniements des représentations imaginaires collectives sociaux et les mutations des transactions sociales liées aux revendications identitaires. La construction médiatique et l'exploitation politique du sentiment d'insécurité trouvent un contexte particulièrement favorable dans le processus de globalisation qui mutualise les menaces et réduit l'efficacité des protections traditionnelles. La montée concomittante des revendications identitaires ne doit rien au hasard: dès lors que la menace vient de l'autre et d'ailleurs, la sécurité ne peut venir que du même et d'ici. Il s'agit d'un processus systémique aux interactions multiples, dont les effets en France sont destructeurs pour le modèle républicain car il suscite à la fois repli communautaire et tensions inter-communautaires. Cette crise traduit la faillite d'un modèle de régulation de l'action publique fondé sur l'usage unilatéral et procédural du droit dans un cadre purement institutionnel. Elle montre la nécessité impérieuse de faire prévaloir, pour les politiques de sécurité comme pour beaucoup d'autres, un mode de régulation stratégique et managérial, dans un cadre territorialisé. C'est à cette condition que pourront être renoués, dans une appropriation collective et partagée des enjeux de sécurité, les fils du dialogue et de la négociation . Alors seulement pourront se conclure, entre tous les acteurs, des transactions sociales d'un type nouveau hors desquelles il ne peut y avoir aucune refondation du contrat social.

This thesis focuses on the analysis of the specific trajectory of metalworkers' unionism in the province of Brescia during the 1980s, and especially that of the local FIOM, the metal branch of the Italian trade union confederation (CGIL). Against a background of economic crisis and deindustrialization of the most industrialized regions of Italy – including the provinces of Genoa, Milan and Turin –, and with the FIOM local unions on the defensive against the counter-offensive developed by the entrepreneurs in the early 1980s, the FIOM of Brescia led a national protest movement against the plan of bargaining set up by the national leadership of the CGIL, which agreed to take part in the centralized negotiations. In Brescia, the metalworkers' representatives of the CGIL and part of the FIM CISL initiated in 1984 the so-called "autoconvocati" (self-summoned) group, a movement of self-organization of strikes and demonstrations by the working-class base which spread to the whole country against the Craxi government's "Valentine's Day decree," intended to reduce the sliding wage scale. They also played a fundamental role in the opposition to the austerity policies carried out by the Amato and Ciampi governments, and to the interconfederal agreements of 1992 and 1993. To understand the reasons for this anomaly, this thesis starts by analysing the case of a local branch of the FIOM with a specific character as to the constitution of its leadership and its internal functioning, characterized by a dual power between the provincial secretariat and union representatives of the main unionized factories, without which the former could not take decisions. It focuses then on the study of the central role played by the FIOM of Brescia in the construction of the trade-union left, especially through the presentation, during the CGIL's congress of 1991, of an alternative document to that of the leadership led by Bruno Trentin, a first in the history of the confederation. The CGIL local branch of Brescia will be the only one in the whole country where the trade-union left will win with its motion "Essere sindacato," first signed by Fausto Bertinotti and Giorgio Cremaschi, former secretary of the FIOM of Brescia. ; La thèse traite d'une expérience syndicale originale, conduite en Italie dans un contexte général européen de renversement du rapport des forces sociales hérité des années 1968, sur fond de crise économique et de désindustrialisation. Elle s'intéresse à la trajectoire du syndicalisme de la métallurgie du département de Brescia au cours des années 1980, plus particulièrement à celle de la FIOM locale, en difficulté face à la contre-offensive des entrepreneurs, mais ce chef de file de la contestation des orientations de la direction nationale de la CGIL. À Brescia, les délégués métallurgiques de la CGIL et une partie de la FIM CISL donnent ainsi naissance en 1984 au mouvement des « Autoconvoqués » ; phénomène d'auto-organisation de grèves et de manifestations par la base ouvrière, qui s'étend à toute la péninsule en réaction au décret de la Saint Valentin du gouvernement Craxi remettant en cause l'échelle mobile des salaires. Ces syndicalistes jouent également un rôle fondamental dans l'opposition aux politiques d'austérité des gouvernements Amato et Ciampi et aux accords interconfédéraux de 1992 - 1993 qui ratifient la fin définitive de l'échelle mobile et la suspension des négociations d'entreprise. La thèse se propose d'étudier cette anomalie syndicale au moyen d'une analyse serrée du fonctionnement de la FIOM locale, notamment caractérisé par la place attribuée, au côté du secrétariat départemental, aux délégués des plus importantes usines syndicalisées sans lesquelles le premier ne pouvait pas prendre des décisions. A partir de là, la thèse examine la manière dont la FIOM de Brescia participe à la construction d'une gauche syndicale capable, en 1991, de présenter, un document alternatif, à celui de la direction.

The definition of Oisans does not only refer to a coherent system of heights, but to symbolism around the mountains. The arrival of mountaineering in the 19th century is what made this area famous. The spread of a mass culture began in the beginning of the 20th century and transformed deeply the uses and the economic and social structuration of this land where pastoralism prevails. This intensifies in the 1960s, when recreational sports practices became a major resource in the Oisans economy. The economic fallout of winter sports thus encouraged the State to implement a policy of rational planning managed by the Plan neige (the snow plan). In Oisans, the attractiveness of new sites contributes to reversing the ratio of power between ski resorts at high altitudes and enclosed valleys. The interest for mountaineering withers in favor of skiing. With the increase of spare time, skiing becomes a new social and cultural norm, an innovation lever which does not spread out in a similar or homogeneous way. Indeed, behind the conventional speech conveyed by the agents of the transformation, one can find conflicts, cooperation and negotiations about the administration of the playing fields. A context of permanent crisis takes hold and stops the slight hope for development. In the 1970s, the conception of progress is thwarted by the expression of a trend annunciating new transformations. Simultaneously, some concerns are expressed against the urbanization of the mountains, which illustrates the controversies carried by these mutations. In the beginning of the 1980s, the spirit of winter and board sports, including snowboarding, mountain biking or hang-gliding, bring a breath of fresh air to Oisans. The representations based on these uses influence the different actors. Thereby, their contributions remodel the Oisans area in an asymmetric way, according to an innovation dynamic, which is unevenly shared within the area. ; La définition de l'Oisans ne renvoie pas seulement à un ensemble cohérent de hauteurs mais plutôt à une symbolique autour de la montagne. L'avènement de l'alpinisme au XIXe siècle offre à ce territoire sa renommée. Processus engagé depuis le début du XXe siècle, la diffusion d'une culture de masse, transforme en profondeur les usages et la structuration économique et sociale de cette terre de pastoralisme. Elle s'accentue à partir des années 1960, faisant des pratiques de loisirs sportifs une ressource majeure de l'Oisans. Les retombées économiques des sports d'hiver incitent en parallèle l'État à mettre en œuvre une politique d'aménagement rationnel pilotée par le Plan neige. En Oisans, l'attractivité de nouveaux sites contribue à inverser les rapports de force entre les « hauts lieux » et les vallées. L'intérêt pour l'alpinisme s'étiole au profit du ski. Celui-ci, avec l'accroissement du temps libre, devient une nouvelle norme sociale et culturelle, un levier d'innovation, certes, mais qui se déploie ni de manière uniforme, ni homogène. Derrière un discours convenu, véhiculé par les agents de la transformation, se laissent entrevoir des conflits, des coopérations et des négociations à propos de la gestion des terrains de jeu. Un contexte de crise permanente s'installe, il freine bientôt les velléités de développement. La conception du progrès est contrariée dans les années 1970 par l'expression d'un courant annonciateur de nouvelles transformations. Dans le même temps, des voix s'élèvent contre l'urbanisation de la montagne, illustrant les controverses portées par ces mutations. À l'aube des années 1980 « l'esprit de la glisse » dont le snowboard, le VTT ou encore le vol libre sont des emblèmes, apporte un nouveau souffle à l'Oisans. Les représentations posées sur ces pratiques influencent les différents acteurs. Ainsi leurs contributions remodèlent l'Oisans de manière asymétrique en fonction d'une dynamique d'innovation inégalement répartie sur le territoire.

In Search of a New Start Thanks to the European Dynamics Roland Colin Spain's entry into the European Community on 1st January 1986 was the result of lengthy negotiations involving the proponents and opponents of integration. Now, after a year of experience, evidence on some of the issues is becoming a little clearer. On the one hand, there is agreement that Spain's economic modernisation in the Community is a must. On the other hand, in geopolitical terms, the harmonisation of a twelve-nation Europe has been made yet harder, and hence increases the need for the reinforcement of the decision-making process which the Single European Act envisages for 1992. That year, the five hundredth anniversary of the discovery of America, recalls Spain's prestigious past, a contrast with its subsequent difficult historical evolution. After the Reconquest, which did not abolish the marks of Islam, followed by the « Golden Century », the Spanish monarchy suffered the shock of the Napoleonic invasions. During the XIXth century the difficult process of industrial revolution was several times disturbed by the resurgence of past models. The advanced modernisation of Catalonia and the north Atlantic coast lays in sharp contrast with the traditional agricultural systems in the centre and south. In 1936 the Civil War put an end to the nascent expansion of the economy, and left deep social scars. Francoism imposed silence beyond the drama with an iron fist, and introduced a protectionism which was as idealogical and political as it was economic. From the sixties, an opening up of the economy became essential : the Spanish « economic miracle » did not however bite into the dictatorship. After Franco's death, in 1975, the « political miracle » of a successful démocratisation under the unexpected impulse of King Juan Carlos had to face the two successive « oil shocks ». The economy had to adjust to painful and necessary new conditions. And more generally the industrial restructuring, a prerequisite of the « European project », was accompanied by Europe's highest unemployement rate, wich reached 22 per cent at the beginning of 1986. The agricultural crisis has opposed the farm exporting Mediterranean side to the still archaic parts of the centre and the south. The « tertiarisation » of the country constitutes the dominant feature of the new economy resulting partly from the performance of tourism. At the time of entry into the European Community — under the strong leadership of Felipe Gonzalez' Socialist government which was pursuing, not without social clashes, an economic adjustment policy — the opportunities for Spain, henceforward well recognised, are facing serious hurdles. The « hot segments » of the Spanish economy and society signal a range of problems : how to establish a new social equilibrium, so as to overcome unemployment, ensure the economic and social participation of women, youth, and the « left out » ? How to regulate, internally and externally, an economic system which is in a state of trasformation, and how to prevent its « satellisation » at a lower level of a new European division of labour ? How to respond to the « external vocation » of the Arabo-Mediterranean and Ibero-American heritage, while also incorporating the « internal vocation » written into the dynamics of the « Autonomous Communities » : seventeen Spains into Spain ? How also to prevent the risk of quasi institutional monopoly of power in the hands of PSOE in an economically evolving society in which there are no signs of credible or potential alternatives ? This chronicle of the Spanish economy, building on a historical and political analysis, attempts to describe the system of economic structures and its regulators made before and since the entry of Spain in the European Community. The intention is to highlight the terms of a « problématique » which concerns the European partners of Spain as well as the Spainsh themselves.

Après la crise du système socialiste dans la Russie soviétique et l'Europe centrale, un nouveau gouvernement issu d'élections parlementaires démocratiques avait rapidement décidé de mener des réformes de la vie politique et concernant l'organisation de la société. Cependant, les orientations politiques des gouvernements qui ont suivi, et le blocage de la réforme par les membres du nouvel ex-parti communiste (en Lituanie, Pologne, Roumanie, Slovaquie et Ukraine par exemple) ont entraîné dans les pays d'Europe centrale, des choix différents pour mener les réformes et les changements de sociétés. Tous les pays tentent de changer leur situation géopolitique et leurs structures politique et économique. Au cours des dix dernières années, on peut observer une transformation lente de la vie politique des pays d'Europe centrale et l'apparition de nouvelles organisations typiques des pays de l'Union Européenne (eurorégions, ONG). Aujourd'hui, après l'adhésion de trois pays d'Europe Centrale (la République tchèque, la Hongrie et la Pologne), la plupart de ces pays essaient de faire un pas de plus vers l'Europe occidentale, et de mener à bien les négociations avec la Commission européenne (c'est le cas de la Slovénie, de l'Estonie, de la République tchèque et de la Hongrie). Dans beaucoup de pays, sont apparues les mêmes institutions démocratiques. La perception de ces institutions, de nouvelles idées politiques et la construction de nouvelles structures politiques et économiques dépend de l'économie, mais aussi du processus géographique de diffusion. Cela apparaît notamment lorsque nous observons comment le système démocratique a été introduit dans certains pays de l'Europe centrale. ; After the crisis of socialistic system in Soviet Russia and Central Europe, a new government chosen in democratic parliamentary election quickly decided to carry out reforms at political life and organization of society. However, changeable political courses of the following cabinets, and the blockage of the reform by new-old communistic party members (for example Lithuania, Poland, Romania, Slovakia, Ukraine) caused that we can observe in most of countries at the region of Central Europe, different way of improving reforms and changing societies. All countries try to change their geopolitical situations and try to change their economical and political structure. During last ten years we can observe slowly changing political life in Central European countries and a new, typical for European Union countries organizations (e.g. euroregions, NGO). Now, after three of them join NATO (Czech republic, Hungary and Poland), most of them try to do next step on way to Western Europe, and to finish negotiation process with European Commission (Slovenia, Estonia, Czech Republic and Hungary). At many countries, there have been appeared same new democratic institutions. Perception of this institution, of new political ideas and building new political and economical structure depend on economical, but as well geographical process of diffusion. It is seen especially when we observe, how democratic system has been established in chosen country at the Central Europe Region. ; Nach der Krise des sozialistischen Systems im sowjetischen Russland und in Mitteleuropa hat eine neue, aus demokratischen Parlamentswahlen hervorgegangene Regierung rasch entschieden, Reformen des politischen Lebens sowie der gesellschaftlichen Organisation durchzuführen. Dabei haben in den mitteleuropäischen Ländern die politischen Ausrichtungen der nachfolgenden Regierungen sowie der Widerstand gegen die Reformen von Seiten der Mitglieder der neuen ex-kommunistischen Partei (z.B. in Litauen, Polen, Rumänien, Slowakei, Ukraine) zu unterschiedlichen Entscheidungen bezüglich der Durchführung der Reformen und des gesellschaftlichen Wandels geführt. Alle Länder versuchen, ihre geopoirtische Situation sowie ihre politischen und wirtschaftlichen Strukturen zu verändern. Im Laufe der letzten zehn Jahre konnte man eine langsame Transformation des politischen Lebens der mitteleuropäischen Länder beobachten, ferner das Aufkommen neuer, für die Europäische Union typischer Organisationsformen (Euroregionen, NRO). Heute, nach der Anbindung dreier mitteleuropäischen Länder (Tschechische Republik, Ungarn, Polen), versucht die Mehrzahl der Länder, einen weiteren Schritt in Richtung Westeuropa zu machen und die Verhandlungen mit der Europäischen Kommission gut zu führen (dies ist der Fall in Slowenien, Estland, der Tschechischen Republik und Ungarn), in vielen Ländern sind die selben demokratischen Institutionen entstanden. Die Wahrnehmung dieser Institutionen, neue politische Ideen sowie der Aufbau neuer politischer und ökonomischer Strukturen hängen von der Wirtschaft ab, aber auch vom Prozess der geographischen Diffusion. Dies wird besonders deutlich, wenn man beobachtet, wie das demokratische System in gewissen Ländern Mitteleuropas eingeführt wurde. ; Marcin Polom
