In 2017, the Swedish government took the initiative to conduct a countrywide information campaign with the aim of informing the citizens on what to do in the event of a serious crisis or war. In this article the effects of this information campaign are studied through a unique panel survey with identical surveys sent out immediately prior to the campaign and two weeks after the campaign. Concerning the effect, the level of responsibility for civil preparedness ascribed to different actors increased after the campaign, including the responsibility of the citizens. This effect is significant. However, the study reveals no significant effect on the lev els of trust with the trust in different authorities and their civil preparedness remaining on a midlevel before as well as after the campaign. Moreover, we do not see any general proof of higher risk perceptions or higher fear of threats as a result of the campaign, with the im portant exceptions of fear of measures to destabilise democracy and severe power cuts. In the article it is argued that despite current trends of strong individualisation with effects on media consumption and respect for authorities, the Swedish campaign illustrates that it is still possible to reach the greater part of the population with vital information and also, to at least some extent, affect attitudes.
This dissertation examines key characteristics and factors shaping the leadership style of Swedish Prime Ministers (PMs). Based on the research of the American presidency, an interactionist framework is developed which draws upon institutional theory and political psychological theory. The analysis is advanced by exploring multiple sources and is based on four cases of leadership styles: two single party Social Democratic PMs, Ingvar Carlsson and Göran Persson, as well as two center/right coalition PMs, Thorbjörn Fälldin and Carl Bildt. Leadership style is studied through a focused comparison of the PMs' performance of four functions. Thus, the four PMs are studied as staffers and organizers of the cabinet and the Government Offices, decision makers, communicators and crisis managers. The results indicate that the office of the PM is elastic, accommodating a wide-ranging variation of leadership styles. The Social Democratic PMs display the most uniform leadership styles, but, rather surprisingly, they also have the most dissimilar leadership styles among the four cases. The center/right PMs' approaches differ to a great extent from one another, displaying mixed forms of leadership styles. The analysis explains how the PMs' leadership styles are shaped based on the interaction between their distinct personal characteristics and surrounding institutions. Thus, the dissertation concludes that leadership theories developed in a presidential setting are largely applicable in a parliamentary setting and that political behavior is not dictated by institutions such as formal structures or norms. The results encourage a reassessment of how personality, as an explanatory factor, is applied in mainstream political science. Furthermore, the analysis highlights the need for reconsidering the presidentialisation thesis and the notion of dominant leadership as there are alternative pathways to prime ministerial influence which are disregarded in the debate.
[Three decades of populist radical right parties in Western Europe: So what?]The populist radical right constitutes the most successful party family in post-war Western Europe. Many accounts in both academia and the media warn of the growing influence of populist radical right parties, the so-called right turn of European politics, but few provide empirical evidence of it. This article by Cas Mudde provides a first comprehensive analysis of the alleged effects of the populist radical right on the people, parties, policies and polities of Western Europe. The conclusions are sobering. The effects are largely limited to the broader immigration issue, and even here populist radical right parties should be seen as catalysts rather than initiators. Despite their limited impact there is still reason to believe that the populist radical right parties might increase their influence in the near future. But even in the unlikely event that these parties will become major players in West European politics, it is unlikely that this will lead to a fundamental transformation of the political system. How do governments cope with lurking crises that call for behavioral change among a wider citizenry? The global warming threat is a topical case in point. In this article, we explore the Swedish government response to the 1973 oil crisis, from which we draw lessons. In terms of policy instruments, Swedish policymakers deployed a twopronged, strategy. The government simultaneously initiated a package of quick/ soft as well as slow/hard instruments in the hope that the first package with information campaigns would be successful enough to make the second package with formal rationings redundant. The substantive goal was that the Swedes must save in homes, offices, and premises so that the large exporting industry should get the oil it needed to continue with full employment. The strategy worked. All pertinent actors, households as well as foreign oil concerns, heeded government persuasion efforts (sermons, a negotiated agreement) and took measures voluntarily. Why? One explanatory factor is the creative organization of the national crisis authorities. To a large extent, the strategy was implemented by organs stacked with a mixture of public agencies, private oil distributors and all kinds of organized non-governmental energy-use stakeholders to promote outreach, transversal co-creation, and collaborative governance. The government succeeded in its meaning-making efforts and created a strong narrative (sermon), which clearly pointed out the serious anticipated effects of the crisis in Sweden, according to which it became obvious that households and commerce needed to save energy in order to secure oil supply for industry to protect jobs and impede mass unemployment.
[From clash of interests to symbiosis? Environmental policy and welfare in times of economic boom and recession]Global challenges such as climate change, the free flow of international capital, and growing political transnational cooperation, together with two major financial crises, have put pressure on the national welfare state during recent decades. During the same period, the concepts of sustainable development and ecological modernization have contributed with an understanding of economic growth and environmental awareness as complementary. In that context, Karin Edberg's article discusses whether environmental policy can be said to be part of the modern Swedish welfare state. Edberg makes use of the annual inaugural speeches given by the prime minister in connection with the opening of the Swedish parliament. This implies that the article's results rather than reflecting political practice points at issues of political interest and their articulation. Edberg shows how environmental questions have fluctuated between being a de-ideologized and normalized part of the political landscape, and a political watershed. The contemporary crises become increasingly complex, accompanied by more hostilities leading the infected societies to witness more unfortunate events, especially when political solutions are absent in war times or internal conflicts. The humanitarian sector, on the other hand, has to mitigate the severe effects of these crises on communities and provide assistance despite lack of funding and data. The action of UNHCR during the conflict in Syria has been taken as a case study due to the complexity of the situation in Syria. Contingency theory has been adopted within this study to investigate how does the humanitarian crisis in Syria impact the structure of UNHCR. Furthermore, contingency planning as a vital element to address emergencies effectively, enabling the organization to absorb shocks entirely or even partly, is adopted to investigate whether the UNHCR's crisis management is efficient or not. The study reveals that UNHCR's emergency preparedness planning is a sophisticated tool in meeting emergencies, particularly when adopting and implementing these plans on the ground and in coordination with the other stakeholders. Emergency preparedness planning has been observed to be an advantage to the organization primarily when the existing hazard or the predicable one is described as very dynamic. The case study discovers that UNHCR experienced extreme conditions in Syria, such as lack or absence of the data, funding gaps, and safety threatening. Despite these challenges, the organization developed an inclusive response action in which it collaborates with the other humanitarian organizations in Syria and involves the local communities to design site-oriented and more accurate plans.
In recent years knowledge has been brought forward as an important political issue both in the EU and in Sweden. It is said to be of the uttermost importance not just for education but for society as a whole. As a result of increased globalization and a European striving for economic growth, knowledge has come to be associated with both individual and national competitiveness, and education and learning in schools and workplaces have become a political priority. In this global competition the EU has become an important policy actor in the educational field trying to create a common European education policy field. Despite this development, only a limited number of reports relating the European arena to Swedish educational reforms have been published. Against this background the aim of this thesis is to deepen the understanding of the knowledge discourses which struggle for legitimacy in Swedish and European education policy and how these discourses relate to each other and change over time. The empirical material consists of a number of fundamental official policy texts produced by the EU and the Swedish state. The study takes its theoretical point of departure in critical discourse analysis using an analytical grid where production, content and communication are seen as three aspects constituting every knowledge discourse. The result shows a process of silent Europeanization in Swedish school reform where European knowledge discourse is being re-contextualised and in many cases re-interpreted without any declaration in terms of explicit references. It also confirms the general trend towards increased focus on learning outcomes and demands for measurability. Furthermore, the result shows how competition rhetoric dominating the EU contributes to an increased sense of crisis in both European and Swedish educational reforms. Up until 2020 Aleksandr Lukashenka's authoritarian regime had ruled Belarus for 26 years without major challenges. Thus, the popular mobilization that took shape in connection with the August 2020 presidential election came as a surprise. It was not the first time that elections in Belarus were not fair – but it was the first time that large sectors of the population reacted openly. Six months later, Belarusians all over the country were still contesting the falsified results. What contributed to this mobilization and politicization of a previously largely apolitical society? Why does that development represent such a serious threat to the authoritarian system? This study sees the Belarusian presidential election and its aftermath as illustrating the 'politics of uncertainty' of electoral authoritarian regimes. Because of the intrinsic insecurity of authoritarian systems, all regular elections in that context entail risks, which in theory might lead to change. In Belarus, the emergence of latent threats to the regime's legitimacy in the form of social cleavages and an economic crisis, combined with the fundamental dynamics of the 'election game', amplified this instability. The election served as the starting point for a process of transformation that became the most serious threat ever faced by the Lukashenka regime.
During the spring of 2020, the corona pandemic created an entirely new context for university employees to work within. In a matter of weeks, it became customary to replace physical meetings with digital alternatives whenever possible. Conferences, seminars, meetings and doctoral thesis defences – among other activities – were moved to digital platforms. Meanwhile, many activities were either postponed or cancelled. The crisis resulted in a vast decrease in air travel and significantly reduced physical mobility. Increased digitalisation and reduced emissions from aviation were central to SLU's policies and strategies prior to the corona pandemic. A part of SLU's ambition of becoming a climate-neutral university by 2027 is to significantly reduce emissions from business trips and, since 2016, SLU is requested by the Swedish government to increase the share of digital and travel free meetings. SLU is also developing a new strategy for 2021-2025. A better understanding of the implications of increased digitalisation is highly relevant in this work. This study aims to provide a better understanding of how SLU staff members experienced the drastic reduction in travel and the increased use of digital solutions during the spring of 2020. We also want to shed light on what types of activities – that originally were intended to include a business trip – could be replaced by a digital alternative with maintained or improved quality and what activities that on the contrary were difficult or impossible to carry out using a digital alternative. In order to fulfil our aims, we conducted a mixed-methods study based on semistructured interviews and an online survey. The results from the survey indicate that a majority (83%) of the respondents have experienced that their work in general was either mainly positively affected, equal parts negatively and positively affected, or not affected at all by the decrease in business travel and increase in digital meetings. The respondents also painted a picture as to what activities that can work well and what activities that will be difficult to perform digitally after the corona crisis. Fieldwork stood out as the least suitable activity to perform digitally, as 60% of the respondents could imagine replacing 0% or 0-25% of the fieldwork with digital solutions. What stood out on the opposite side was that a vast majority thought that between 50-100% of project meetings, administrative meetings and seminars could be replaced with digital options. As for workshops, conferences, and reviews and presentation of research, the opinions varied much more. These findings also resonate with the experiences that were brought up in the interviews. Summary Some of the main findings in the interviews was that digital meetings were perceived as more efficient, but that they lacked in terms of social and creative aspects. Furthermore, informants largely agreed that brainstorming, spontaneous discussions and forming of new relationships was harder to achieve digitally. On the other hand, well-structured interactions with a clear agenda between people that had previously met in person worked excellent on digital platforms. Many informants expressed that they were surprised regarding how well the digital meetings had worked and pointed to the many benefits of replacing travel with digital solutions in terms of increased equality, accessibility, efficiency, reduced stress and reduced emissions. Looking forward, participants talked about a better mix of digital and physical activities. Many believed that some activities – for example establishing new relationships and performing fieldwork – to a larger extent than other activities require travel for maintained quality. Other types of activities – such as administrative meetings, project meetings, seminars and presentations – were considered possible to replace with digital solutions to a higher degree with maintained, or even enhanced, quality of work and life. The study concludes: * A majority of the SLU employees that participated in our study reported that it in general had worked well to replace longer business trips with digital alternatives during the spring of 2020. * Our quantitative findings illustrate that an overwhelming majority of the respondents thought that their work and research either had been mainly positively affected, equal parts positively and negatively affected, or not affected at all by them not being able to travel. * Certain types of fieldwork and data collection, as well as activities requiring spontaneous discussions and networking were experienced as the most difficult to perform digitally. * Well-structured interactions with a clear agenda and people that had previously met in person, as well as activities such as administrative meetings, project meetings and seminars, were perceived as most suited to perform digitally. * The study recommends a better mix between digital and physical meetings in a post-corona context. SLU should strategically make use of digital solutions and replace longer business trips to improve the work situation of the employees, the quality of their work in addition to reducing GHG emissions.
At the centre of this study lies one of the critical questions faced by (late-)modern society, namely that of taking care of the long-lived radioactive waste from nuclear power production. The problems of nuclear waste management are pictured as embracing a complex web of essential issues for society today, in terms of both its capacities and its shortcomings – so called core issues. The principal aim of the thesis is to examine the nuclear waste discourse in Malå, Västerbotten, from a critical discourse analytical perspective, through applying the approach developed by Michel Foucault in The Order of Discourse. During the 1990s, the municipality of Malå played a prominent role as a candidate site for the geological disposal of Sweden's spent nuclear fuel. A five-year process culminated in a local referendum on whether detailed site investigations should be permitted within the community. Following the result no further investigations have been undertaken. The discourse analysis is carried out through a study of opinion formation in the municipality during the period October 1992 to October 1997. Two main types of empirical material have been collected: interviews with opinion leaders (politicians, activists, journalists, information professionals, etc.) and contemporaneous mass media content (the local newspaper and regional television news). In the empirical analysis, a review is made of the workings of the external and internal control mechanisms within the discourse; that is to say, how they serve to set limits on the content and form of the sense-making process concerning nuclear waste management. Important themes in the opinion forming process in Malå include information and expertise, opposition and legitimacy, the centre/periphery relationship and the themes of mistrust, partitioning and rejection. Among other themes identified as being marginalised or absent, one example is the Samish citizens' views on the nuclear question. Four actors play a prominent role as authors of the discourse, namely the nuclear industry, the experts, Greenpeace and the mass media. The voices of resistance groups are also significant. Representatives from authorities and civil servants were most likely to take the commentary role in the discourse, along with journalists. In the concluding analysis of the nuclear waste discourse in Malå, two main types of desire for truth, which form the discourse's main order, are identified. The stronger concerns the will to know, which places the expert with a scientific background as the principal truth-teller. The other is 'ordinary' people's desire, which influences the content and form of the opinion formation. It is also concluded that the mass media institutions play a significant role in this context, not least as mediators. Reflections on contemporary 'core issues' to which the analysis bears witness, such as the crisis of democracy, are also included. In addition, the implications of applying the Foucaultian research programme to a study of the nuclear question have been considered.
Based on a poststructural discourse-theoretical perspective, the aim of this thesis is to critically examine the construction of the Swedish compulsory school's democratic education and its consequences for the teacher subject, in educational policy texts. Set against the backdrop of what is commonly referred to as a crisis of democracy, the study takes its point of departure in changes in educational politics in recent decades and the new national curriculum for the compulsory school in 2011. The thesis uses the poststructural discourse-theory of the political philosophers Ernesto Laclau and Chantal Mouffe as its theoretical and methodological framework. Their main objective has been to revive socialist politics by suggesting a radical, plural democracy as an alternative for a new left. A number of national policy texts were chosen for the analysis. The selection covers official reports and government bills on the Education Act and on the Teacher Education Reform Act, the Education Act, the National Curriculum and a selection of documents from the Swedish National Agency for Education, ranging from 2008 to 2018. The main results show that democratic education rests on a notion of the democratic society which creates relations between a democratic universalism based on individual rights and an unspoken national homogeneity. Democratic education is constructed as a broad and complex task aiming at the fostering of democratic competence, assuring equivalent education and counteracting abusive behaviour. The impact of neoliberal policy and new public management philosophy is evident in the empirical material analysed. The study concludes that democratic education is constructed as part of a management perspective where democracy becomes the means of achieving a goal – the governed subject – which relates to pupils and teachers alike. In addition, the focus on consensus and rational thinking as well as the tendency to locate conflict resolution in the legal sphere contribute to the notion of a school free from abuse. ; I många demokratiska samhällen har skolan ett ansvar att förbereda unga människor för sin roll som demokratiska medborgare. Avhandlingens syfte är att kritiskt granska konstruktionen av grundskolans demokratiuppdrag och vilka konsekvenser den får för lärarsubjektet. Baserat på de politiska filosoferna Ernesto Laclaus och Chantal Mouffes poststrukturella teorier om diskurs, hegemoni och radikal demokrati konstrueras ett ramverk för att analysera ett urval av nationella utbildningspolitiska texter mellan 2009 – 2018. Tidigare forskning visar att debatten om det demokrati- och medborgarfostrande uppdraget närmar sig en marknadsliberal position och flera diskurs- eller textanalytiska studier indikerar diskurser och språkbruk som influerats av nyliberal ideologi. Resultatet från studien visar hur uppdraget tar form i relation till mål- och resultatstyrning, dokumentation och kvalitetssäkring där demokratiuppdraget tar form som en del av ett managementperspektiv. En särskild form av styrning i skärningspunkten mellan en juridisk reglering av mellanmänsklig samvaro, deliberativa samtalskvaliteter och betoningen av konsensus resulterar i att demokratiuppdraget konstrueras som den kränkningsfria skolan. Avhandlingens bidrag består i att ställa nya frågor om skolans demokratiuppdrag och belysa hur uppdraget tillskrivs mening och vilka konsekvenserna av detta blir.
