The increasing complexity of the social world forces transformations within public policies, which are trying to adapt to the dynamically changing reality. The implementation of new management techniques in line with the model of metagovernance appears to be a common formula of such adaptation. The model involves complementing the existing management models with horizontal networks of public policy stakeholders as well as establishing the policy regarding three principles - of the required diversity, required reflexivity, and ironic attitude. Public cultural institutions that serve the role of framework institutions support the implementation of new management techniques, primarily by means of creating new and supporting existing networks of cultural policy stakeholders. The description of the institution is based on in-dept-interviews with individuals involved in the creation of public policy in the area of culture pursued in the second half of 2018.

Monografia jest rezultatem wysiłku intelektualnego, którego podjęli się wspólnie naukowcy z Mołdawii, Niemiec, Polski, Rumunii, Stanów Zjednoczonych Ameryki i Ukrainy podczas Międzynarodowej Konferencji Naukowej "Wspólne dziedzictwo kulturowe i językowe" w Jastrowiu w czerwcu 2019 roku. Na publikację składają się poszerzone wersje wypowiedzi zaprezentowanych podczas tego spotkania. Tom, który oddajemy do rąk Czytelnika, pomyślany jest jako zbiór zróżnicowanych spojrzeń na problematykę dziedzictwa. Języki i kultury Bukowiny stały się inspiracją dla analiz wychodzących poza tematykę tego regionu. Autorzy tekstów reprezentują różne perspektywy i dyscypliny naukowe: językoznawstwo, kulturoznawstwo, literaturoznawstwo, historię, politologię, socjologię, etnologię i historię sztuki. Do tomu zaproszono doświadczonych naukowców i młodych badaczy zajmujących się bogactwem językowym i kulturowym historycznej Bukowiny, obszaru karpackiego oraz Europy Środkowej. Książka składa się z trzech części. Część pierwsza obejmuje teksty poświęcone językowi rozumianemu jako dziedzictwo kulturowe. Część druga poświęcona jest pamięci dziedzictwa. Kolejna część prezentuje dziedzictwo kulturowe w działaniach społecznych i aktywności twórczej. ; This collective monograph comes as a result of intellectual work undertaken jointly by the American, German, Moldovan, Polish, Romanian and Ukrainian scholars who participated in the international conference entitled "Bukowina: Wspólne dziedzictwo kulturowe i językowe" (Bukovina: Common Cultural and Linguistic Heritage), held in Jastrowie, Poland, in June 2019. The present volume, which contains extended versions of their papers, is conceived as a collection providing different perspectives on the issue of cultural heritage. The cultures and languages of Bukovina have also inspired contributions which go beyond the issues of the region but are related to it in the geographical or cultural sense. The invited authors represent various perspectives and fields of study: linguistics, cultural studies, literary studies, history, political studies, sociology, ethnology and art history. The list of contributors includes experienced scholars and young promising researchers studying the cultural and linguistic richness of the historical Bukovina, the Carpathian region and Central Europe. The volume consists of three parts. The first one includes contributions on language as cultural heritage. The second part is devoted to the memory of heritage. The author of the article poses a few questions and proposes some answers concerning cultural applicability of the partnership and dialogue institutions. The core of the mentioned problem revolves around the ability of cultural adaptation of the formal EU norms. The theory and method used in the analysis is aim-functional which is oriented on the research into concrete cultural enclosing of formal institutions. The empirical thread of the argument is the Polish case of partnership and dialogue institutions in the European structural and investment funds. The text presents an attempt to supplement a discussion about the direction and shape of the public policy with significant threads which are often being pushed to the margin of analytical attention and public practice. On one hand, the goal, method and style of narration refers to the patterns of the participatory models of public policy known from the publications of Western authors. On the other, to the Polish empirical analyses and theoretical generalizations. The main thesis is simple as repercussion of day and night, but still seems not well understood: the predominance of cultural institutions over formal ones. It brings result in requirement of modifying the mutual relations towards more partnership and deliberative.

The article aims to answer the question what factors determine the possibility of instrumental use of culture for urban development. The article refers to the empirical research (conducted in 41 cities) which is based on the theory of cultural value by John Holden. According to its theoretical assumptions, the cultural value, generated by entities operating in the cultural sector and defined from the perspective of different stakeholders, is the result of three different values: institutional, instrumental and intrinsic. The research shows that the most important areas affecting the possibility of using culture for urban development are: tangible and intangible resources, cultural policy and creative capital. The most worrying problem for the possible use of culture lies in the lack of dialogue and consensus in cultural policy.

The author analyses the socio-cultural determinants which influence the internal structure of collective action. It is determined by: the ability to fulfill contracts, the predictability of behaviour and showing trust to others. The author goes on to describe the factors that limit them as a result of the specificity of social relations in the Polish society, which 82 Janusz Hryniewicz Studia z Polityki Publicznej are dominated by the network of micro-groups and it means that only within them - not within the wider society - one can see social relations, in which contracts tend to be fulfilled and trust guaranteed. At the same time, the author indicates that the Polish society's capacity for collective action seems to be limited as a result of the fact that the Cartesian culture has not been fully adopted. There are many ramifications of that including a lower potential to analyse the goals of collective actions and making them more rational. In the Cartesian type of societies, their members are more favourably inclined to act together. They are more favourably adapted towards democracy, collective action and one can see a higher level of self-organisation, a wider range of personal freedom, as well as the setting up of associations. There is no need to impose top-down directives and top-down coordination when collective action must be taken.

The article discusses the concept of value-based management adapted to the specificity of public cultural institutions. The adaptation process involves mainly the consideration of the advantages generated by cultural institutions and the application of a discount rate in social calculations. The presented concept makes it possible to assess the social rationale behind the activity of non-commercial cultural institutions. In order to explain the suggested solutions better, a numerical example illustrating the methodology covered in the paper has been used.
