Cultural Linguistics ; Lingwistyka kulturowa
According to the author, Cultural Linguistics (necessarily capitalised) is a multidisciplinary area of research on the relationhsip between language, culture, and cognition. Following Palmer, the author locates Cultural Linguistics in the vicinity of cognitive linguistics (with its image schemas, conceptual metaphors, and cognitive structures) and linguistic anthropology (which includes Boasian linguistics, ethnosemantics, and ethnography of speaking). The common platform for Cultural Linguistics, linguistic anthropology, and cognitive linguistics is an exploration of cultural models, which belong to the broader category of cultural conceptualisations. Recently Cultural Linguistics has incorporated insights from such areas as complexity theory or the notion of distributed cognition, enriching its own understanding of cultural cognition. Three areas of application of Cultural Linguistics are discussed: investigation of world Englishes, diagnosing causes of misunderstandings in intercultural communication, and identifiying cases of linguistic manipulation in the use of metaphors in political discourse. ; Lingwistyka kulturowa (ang. Za Palmerem autor sytuuje lingwistykę kulturową w bliskości lingwistyki kognitywnej (która operuje pojęciami schematów wyobrażeniowych, metafor pojęciowych i struktur poznawczych) i antropologii lingwistycznej (w ramach której mieści się lingwistyka w stylu Franza Boasa, etnosemantyka i etnografia mówienia). Wspólną płaszczyznę zainteresowań lingwistyki kulturowej, antropologii lingwistycznej i lingwistyki kognitywnej tworzą modele kulturowe przynależne do szerszej kategorii konceptualizacji kulturowych. Ostatnio lingwistyka kulturowa korzysta z nowych podejść badawczych, takich jak teoria systemów złożonych lub koncepcja poznania rozproszonego i wzbogaca swoje rozumienie poznania kulturowego. Autor w kolejności omawia trzy obszary zastosowań lingwistyki kulturowej: do badania odmian angielszczyzny, do diagnozowania przyczyn nieporozumień w komunikacji międzykulturowej, do ujawniania manipulacji językowej w sposobie posługiwania się metaforami w dyskursie politycznym.

The article aims to answer the question what factors determine the possibility of instrumental use of culture for urban development. The article refers to the empirical research (conducted in 41 cities) which is based on the theory of cultural value by John Holden. According to its theoretical assumptions, the cultural value, generated by entities operating in the cultural sector and defined from the perspective of different stakeholders, is the result of three different values: institutional, instrumental and intrinsic. The research shows that the most important areas affecting the possibility of using culture for urban development are: tangible and intangible resources, cultural policy and creative capital. The most worrying problem for the possible use of culture lies in the lack of dialogue and consensus in cultural policy.
Wzorce kulturowe, formalne instytucje a partnerstwo i dialog

The author of the article poses a few questions and proposes some answers concerning cultural applicability of the partnership and dialogue institutions. The core of the mentioned problem revolves around the ability of cultural adaptation of the formal EU norms. The theory and method used in the analysis is aim-functional which is oriented on the research into concrete cultural enclosing of formal institutions. The empirical thread of the argument is the Polish case of partnership and dialogue institutions in the European structural and investment funds. The text presents an attempt to supplement a discussion about the direction and shape of the public policy with significant threads which are often being pushed to the margin of analytical attention and public practice. On one hand, the goal, method and style of narration refers to the patterns of the participatory models of public policy known from the publications of Western authors. On the other, to the Polish empirical analyses and theoretical generalizations. The main thesis is simple as repercussion of day and night, but still seems not well understood: the predominance of cultural institutions over formal ones. It brings result in requirement of modifying the mutual relations towards more partnership and deliberative.
Teoria krytyczna szkoły frankfurckiej jako krytyka kultury masowej

The aim of this paper is to present the Frankfurt School's critique of mass culture. The authors particularly seek to demonstrate that critical theory provides a specific interpretation of Marxist philosophy, reinterprets some of its central economic and political notions such as production, distribution, fetishization, consumption and also attempts to illuminate the place and the role of culture industry within global culture. As a conclusion it is argued that the Frankfurt School's approach, while it is still useful to social science programs, tends to be overlooked by social theorists.

W warstwie teoretyczno-metodycznej tekstu przeważa podejście celowościowo-funkcjonalne, zorientowane na analizę instytucji formalnych w ich kulturowym otoczeniu. Wątek empiryczny stanowi problematyka partnerstwa i dialogu w europejskich funduszach strukturalnych i inwestycyjnych. Tekst jest próbą uzupełnienia dyskusji nt. kierunku i kształtu polityki publicznej o kluczowe, a spychane niekiedy na margines, wątki dotyczące praktyki. Cel, metoda i styl narracji nawiązują z jednej strony do partycypacyjnych wzorców polityki publicznej, znanych z publikacji autorów zachodnich, a z drugiej do krajowych analiz empirycznych i uogólnień teoretycznych. Wiodąca teza to prymat instytucji kulturowych nad instytucjami formalnymi i wynikająca z niego potrzeba przekształcania ich wzajemnych relacji w sposób partnerski i deliberacyjny.

An introduction to cultural representations of disabled people's sexuality
In the following article, I outline some of the issues and problems that one may encounter while attempting to analyse the pop/cultural representations of disabled people's sexuality. Towards this end, I employ a variety of methodological and theoretical tools, such as e.g. cultural model of disability/cultural analysis, critical theory, elements of ethnographical research and crip theory.

The purpose of this paper is to present a theory of transformation concerning social classess and their culture. Modern social classes are deprived of their own culture. Instead the standarized, classless "uniculture" comes in place. It is produced by cultural means of production which are key to maintain the global hegemony of the capital. These cultural means of production produce also mass ignorance. Their role is to eliminate old system of education and to replace local learning by global, cultural, hegemonies. They are also the source of the modern anticlass aesthetics.
An Institutional Perspective on Finance ; Finanse instytucjonalne
Transforming institutions is at the central core of development. Appropriate institutional matrices consist of habits, organizations, regulations, capacities and incentives. One of such successfull institutional matrices is self-regulating market created in Trade Republic of Dutch. The financial system is embedded and interdependent on institutions, both economic and non-economic. This paper aims to clarify the logic of institutional evolution of financial systems in the Netherlands and Japan over the last 500 years. This institutional perspective needs to be reassessed beyond Washington Consensus theoretical constructions in finance. Finally, it seems that only an institutional perspective on finance, can establish a solid base for management of every day financial risk. It does not take place in a social and cultural vacuum. ; Transformacja instytucji ma zasadnicze znaczenie dla rozwoju. Właściwa macierz instytucjonalna zawiera nawyki, organizacje, regulacje, potencjał i bodźce. Przykładem udanej macierzy instytucjonalnej było stworzenie w Holandii rynku obsługującego Republikę Kupiecką. System finansowy jest zakorzeniony i współzależny od instytucji zarówno ekonomicznych, jak i pozostałych. Celem artykułu jest przedstawienie logiki ewolucji systemów finansowych w Holandii i Japonii na przestrzeni ostatnich 500 lat. Tego typu perspektywa instytucjonalna z natury rzeczy wykracza poza Konsensus Waszyngtoński w nauce o finansach. Sumując, jedynie finanse instytucjonalne mogą stanowić dobrą podstawę do zarządzania ryzykiem finansowym codzienności. Ono nie odbywa się w próżni społecznej i kulturowej.

Unia Europejska odgrywa na arenie międzynarodowej wiele ról, a jednym z priorytetowych kierunków w jej polityce zagranicznej jest region śródziemnomorski. Od połowy lat 90. XX wieku UE stara się odgrywać jednocześnie kilka ról wobec państw w nim położonych. Najważniejszymi z nich są role: aktywnego aktora w rozwiązywaniu konfliktu arabsko-izraelskiego; promotora środków budowy zaufania, partnerstwa, bezpieczeństwa i rozbrojenia; promotora reform rynkowych i zrównoważonego rozwoju; propagatora demokracji i praw człowieka oraz dialogu międzykulturowego.Efektywność ról międzynarodowych, analizowana na przykładzie unijnej polityki śródziemnomorskiej, jest jednak niska, ze względu na konflikt między rolami deklarowanymi, rzeczywistymi i oczekiwanymi. W konsekwencji region śródziemnomorski nie został przekształcony w obszar pokoju, stabilności, dobrobytu i porozumienia międzykulturowego, co od 1995 roku było deklarowanym przez Unię Europejską celem. ; The European Union acts in numerous capacities on the international arena, and one of its priorities in foreign policy involves the Mediterranean. Since the mid-1990s, the EU has been trying to play several roles in its relations with countries in this region, the most significant being: an active participant in solving the Arab-Israeli conflict; a promoter of measures to build trust, partnership, security and disarmament; a promoter of market reforms and sustainable development; an advocate of democracy and human rights as well as cross-cultural dialogue.Assessed on the basis of its Mediterranean policy, the efficiency of the EU's international roles, however, is poor, on account of the conflict between the roles the EU declares to be playing, and its actual and expected roles. As a consequence, the Mediterranean has not transformed into the area of peace, stability, welfare and cross-cultural understanding which has been declared as the EU's objective since 1995.

Each state plays international roles, that are determined by the internal and international factors. Amongst them two are crucial: the state's international position and its international identity. The international role of a state is a dynamic expression of its position, provided the state uses that position actively. A state's potential is very important and is a function of internal factors: its geographical environment in the wide sense; its population potential; its economic, scientific, and technical potential; and its military potential. Political, historical and cultural factors, however, are also significant. The perception of a state by other actors on the international stage is also a very important factor in that state's international position and, in consequence, for its international roles. It is closely related to the state's international identity, i.e., the state's self-perception on the basis of its sense of distinctness in relation to others and the traits ascribed to it by other states. The 'international identity' of a state is made up of its 'internal identity', which determines the cohesiveness of its component parts, and its 'external identity', which constitutes its distinctiveness in relation to other states. International roles of state are subject to various classifications and typologies. The most comprehensive classification based on the following criteria: the subjective criterion, the objective criterion, the spatial criterion, the time criterion the attitude toward international reality criterion the hierarchic criterion the efficiency of role criterion. The effectiveness of international roles is a phenomenon of considerable complexity. It is an unusually difficult task to appraise the effectiveness of a given actor's role when it is understood as the cost-efficient realization of a goal. First, costs are hard to measure. Second, in today's interconnected and co-dependent world, a goal could be realized by many entities. I consider that there are three main factors determining the efficiency of roles: 1) the reasonableness of the role's conception, 2) the ability and consistency involved in performing the role, that is, the degree of its realization, and 3) the level of support for a role by the other actors in international relations, and particularly among those affected by itthe development of their international roles. The thesis of the article is to say that Poland is a medium size state and is limited in These limitations should be taken into account by decision-makers in the formulation of the tasks and goals of Polish foreign policy.

Economic historians Douglass C. North and Avner Greif use the tools on the New Institutional Economics and Game Theory and draw the attention of economists to the fact that both markets and governments are institutional constructs created by opportunistic individuals and groups with different interests. They show how exceptionally many are the social and cultural conditions of credible commitment are necessary for the emergence of efficient markets and government. In contrast with standard economic approaches, from the historical-institutional point of view it is the efficiency of some markets and governments should be treated as "deviations" from a norm and states of "failure" – as a starting points in analyses of markets and governments. This observation bears important implications both for contemporary institutional engineering and for economic theory, and even for teaching economics. ; Historycy gospodarczy Douglass C. Wskazują jak wyjątkowo liczne społeczno-kulturowe warunki związane z wiarygodnością zobowiązań między kontrahentami oraz obywatelami a państwem są konieczne do powstania efektywnych rynków i państwa. W przeciwieństwie do standardowych ujęć ekonomicznych, z historyczno-instytucjonalnego punktu widzenia to efektywność rynków i państwa należałoby traktować jako domagające się wyjaśnień "odchylenia" od normy, a "zawodności" – jak stan wyjściowy analiz rynku i państwa. Spostrzeżenie to ma ważne implikacje zarówno dla współczesnych przedsięwzięć projektowania instytucji, jak i dla teorii, a nawet dydaktyki, ekonomii.
