FILM SEBAGAI DIPLOMASI BUDAYA?
The power of movies are believed to be able to change the perception of international public towards particular country. Movies then became a popular thing as part of a country's cultural diplomacy because of its huge influence nowadays. A number of countries put movies as part of their cultural diplomacy. Likewise with Europe, which began to use Europe on Screen (EoS) as part of its cultural diplomacy. However, the debate about cultural diplomacy appears to be related to the objectives of cultural diplomacy itself. Some academicians believe that diplomacy is always related to the political goals of the state, while others believe that cultural diplomacy must be distinguished from other diplomatic activities because the aim is merely to foster mutual understanding and harmony through the introduction of culture. This article was written to understand the concept of cultural diplomacy and to know whether a movie can be part of cultural diplomacy, especially activities organized by Europe on Screen. This article will be presented by tracing back what is meant by cultural diplomacy and how the practice of cultural diplomacy through movies by a number of countries. By referring to the conception of cultural diplomacy and the practice of using movies by a number of countries, this article puts Europe on Screen as part of cultural diplomacy not because of the movies itself but from the overall project activities of the EoS. ; The power of movies are believed to be able to change the perception of international public towards particular country. Takeda Rintaro and Orientalism : Focusing on the Representation of the ideology of Sameness in Jawa Sarasa
In 1942, proletarian writer, Takeda Rintarō, was sent from Japan to the Dutch East-Indies (Indonesia) as part of the Sendenbu (propaganda squad), where he led the literature section in the Keimin Bunka Shidōshō (cultural center) in Jakarta. Jawa sarasa documents Takeda Rintaro's activities and cultural experiences in Java, Indonesia, after he returned to Japan in 1944. Most Japanese literature and cultural writings about Nanyō or Nanpō ("South Islands" - South Asia and the Pacific, including Indonesia) from this era reference the concept of Imperialism in Asia. In the pre-war period, stereotypes such as dojin (local primitive) and tōmin (islander) defined South Island people as being lesser than or "other" than the Japanese people. Japanese literary depictions of tropical Eden's and exotic "uncivilized people" reflect similar perceptions and writings by Western authors towards Asia in the 19th century. This paper explores Takeda Rintarō's perspectives of "otherness" in prewar discourses about Indonesia. Through the influence of "The Greater East Asia Co-Prosperity Sphere" propaganda concept, the ideology of "sameness" was becoming a hegemonic cultural idea in Takeda's writings about Indonesia. Conversely, however, Takeda's depiction of the double-occupation of Java, with the political rule of Holland and economic domination of daily life by Chinese immigrants, implied criticism of Japan's administrative policies regarding economic exploitation in Java. Takeda's criticisms of Japanese policy are bedded in his emotion for the nature, culture and people of Indonesia.

DETERMINAN PERILAKU KONSUMEN MUSLIM DALAM BELANJA ONLINE MENURUT PRESPEKTIF EKONOMI ISLAM (Studi Kasus Selama Pandemi Covid-19 Di Kota Surabaya)
The outbreak of a virus called covid-19, which first appeared in December 2019, shocked the world because of its very rapid spread. In Indonesia, the disease outbreak first appeared in March 2020, with 11,192 positive cases. With a high enough case, the government is trying to suppress the spread of the virus by making a PSBB policy, which has an impact on behavior change in society, one of which is economic activity. During the pandemic Covid-19, people tended to shop online as a safe solution. This study aims to determine the influence of cultural factors, social factors, personal factors, and psychological factors on consumer behavior in online shopping during the pandemic Covid-19. This type of research is quantitative with explanatory method with a review according to the perspective of Islamic economics. The data analysis technique used is partial test (t), simultaneous test (F) and the coefficient of determination (R2). The results of this study indicate that cultural factors, social factors, psychological factors influence consumer behavior in online shopping during the pandemic Covid-19, while personal factors have no influence on consumer behavior in online shopping during the pandemic Covid-19.

Faktor-Faktor yang Mempengaruhi Collaborative Governance dalam Penanganan Pekerja Migran Bermasalah di Kota Tanjungpinang
Tanjungpinang is one of the areas that became the entry point for the shelter and repatriation of Deprived Migrant Workers (PMB) deported from Malaysia. The high number of PMBs deported from Malaysia through Tanjungpinang City, made the Tanjungpinang City Government overwhelmed in overcoming these problems. Therefore, to overcome this, the Tanjungpinang City Government collaborated and coordinated with various stakeholders to be able to resolve the situation. This study aims to analyze what factors influence collaborative governance by regional governments in handling PMB in Tanjungpinang. The method used is a qualitative method with a descriptive approach, data collection techniques using interview techniques, observation and documentation relating to handling PMB. Meanwhile data processing uses reduction techniques. The results of the study found that the factors that influence collaborative governance in handling PMB in Tanjungpinang City can be seen from the factors of social, cultural and government interests. From the analysis of these three factors, the factors of social and cultural structure do not significantly influence the course of collaboration. However, the government interest factor is a factor that causes the failure of a collaboration, including in terms of active participation from stakeholders in decision making.

ABSTRAKThe Indian Ocean Rim Association (IORA) is a form of regional cooperation of the coastal nations of the Indian Ocean that was established in 1997. Unlike other regional cooperation in the world that often emphasizes the political aspect. This association emphasizes the basis of economic and socio-cultural cooperation. For its member countries, the existence of IORA is very important in maximizing the economic, social and cultural benefits while keeping this area as a peaceful region. Given the importance of this regional cooperation, Indonesia as an IORA member country continues to play a significant role in strengthening the existence of this association and while continuing to develop bilateral forms of cooperation between the coastal nations of the Indian Ocean that can benefit Indonesia's national interests. In order to expand the forms of international cooperation within the IORA, the Indonesian government continues to maximize its efforts by engaging various stakeholders, including local governments. The purpose of this paper is to discuss the importance of IORA for Indonesia, especially Aceh Province and how we can optimize the role of Aceh within the framework of IORA cooperation.Kata kunci: IORA, regional cooperation, Indonesia, Aceh Province
