University cultural activity: evaluation necessity

The article analyzes the problems of evaluation of cultural activity of modern classical universities. It is emphasized that in the postmodern world this activity requires a triune symbiosis of science, education and culture, which should mutually enrich each other, i.e. it is proved that a new paradigm of university life is needed. The example of the activity of V. N. Karazin Kharkiv National University demonstrates how the desire of a modern university to be not only a center of knowledge and professional education, but also a center of active creative cultural practices is manifested. It is noted that such practices are very diverse, that they differ in their focus, objectives and forms of work. It turns out that due to such diversity there is a need to subordinate these practices to the main goal and determine an integrated assessment of their effectiveness, development and improvement. It is demonstrated that the latest model of evaluation as an interactive, communicative, self-corrected process of evaluating the classical university cultural activities is best suited for the development of the university as a cultural hub. This model is described as contributing to a deeper and more systematic understanding and development of such activities. In this sense, evaluation is seen not so much as a tool for evaluating activities, but as a tool for its development and improvement in changing conditions, i.e. in emergent social contexts. It is argued that in the evaluationary process, in addition to communication, research methods to study and analyze the opinions, positions, proposals, critiques of all actors and beneficiaries of the cultural project should be actively used. As such, sociological surveys, expert assessments, focused group interviews are provided, which provide valuable information about the real state of the project, its strengths and weaknesses, current issues. Conclusions about the status of evaluation in modern educational practices are formulated. Potential directions of further researches of evaluative practices in educational contexts are described.

3D Simulation in the Restoration of Historical and Cultural Values
The purpose of the article is to study the possibilities of 3D modeling tools in the tasks of computer reconstruction of historical and cultural heritage sites. Creating 3D models of historical heritage elements and developing software for 3D printers. Modern memorials, places where historical and cultural values are preserved, have remained the least involved in global digitization. Therefore, the digitization of cultural heritage is an urgent problem today, because with the help of digital technologies you can not only create electronic copies of existing museum values, but also create a three-dimensional model of lost historical and cultural values. The research methods are a set of methods and technologies of 3D modeling, their capabilities and their application to solve problems of building a virtual reconstruction of historical and cultural heritage. Use 3D modeling technology to actually reconstruct historical and cultural monuments, such as archeological finds, and to create digital copies of museum exhibits. The novelty of the study is the use of modern computer technology to restore historical or cultural heritage that has been lost or partially lost. The processes of urbanization cover the traditional cultural space, actualizing the problem of preserving the historical and cultural heritage and national and cultural identity. Architectural complexes of the city, noble and land estates, temples and monasteries are being reconstructed; often historical and cultural heritage sites disappear in whole or in part due to the government's military policy. Some archeological sites or museums also need restoration, and computer simulations may be the best solution. Conclusions. У статті розглядається практика побудови культурної політики у сфері нематеріальної культурної спадщини (НКС) на прикладі Королівства Нідерландів. Зокрема, у фокусі уваги — План дій з реалізації Конвенції ЮНЕСКО 2003 року, а саме заходи з інвентаризації та планування. Також розглядається законодавча база й спеціальні положення, що стосуються НКС. Пропонований огляд свідчить, що охорона нематеріальної культурної спадщини стала не просто важливим напрямом, а невід'ємною та визначальною складовою культурної політики Нідерландів ; The paper analyzes cultural policies for ICH using the example of the Kingdom of the Netherlands. In particular, the focus of attention is the Action Plan for implementing the UNESCO Convention 2003, that is, measures for inventorying and planning. Besides, the legislative base and special provisions concerning the ICH are also analyzed. The proposed review certifies that the safeguarding of the intangible cultural heritage became not only the important line but an integral and defining part of the cultural policy of the Netherlands.

Project management as strategic instrument for socio-cultural sphere development
The purpose of the research is to identify and analyze the main components of effective management of project activity as a unique generator of the competitiveness of management of socio-cultural industries that can ensure the implementation and high level of viability of socio-cultural projects in the conditions of globalization. The methodological basis of the study is the dialectic principle of cognition, the systematic approach and the most important provisions of the theory and practice of management. The general scientific and interdisciplinary methods of research are used, in particular, abstract-logical, modeling and sociocultural. Scientific novelty consists in the application of cultural and psychological approaches to the substantiation of a holistic system of necessary qualities, features of the functioning and implementation of project management, subjective factors of efficiency, which play an essential role in shaping its competitiveness. Conclusions. An effective project management is defined as a strategic tool for the development of the socio-cultural sphere, the features of which are: firstly, that its holistic concept is based on the interaction of economic, cultural, socio-psychological, creative and technological aspects; secondly, its effectiveness depends on the effective management of time, material and human resources, the project team, the introduction of innovations and the effective use of investments, as well as from the implementation of creative potential, professional competences (multicultural, speech, information, political, social and psychological, etc.); Thirdly, its competitiveness as an integral, complex comparative characteristic of competitive advantages, factors of management and productivity of the use of resources, compliance of the business entity with objective socio-cultural conditions, a measure of attractiveness for the consumer of socio-cultural services.

Social Struggles in the Cultural Sphere: History, Modern State, and Transcultural Influence
The main problem of contemporary science of culture is the study of such concepts as cultural communication, acculturation, inculturation, multiculturalism. It is under the influence of the social environment that these concepts go through the process of socialization among individuals to cultural life in a civilized society. The purpose of the research is to provide scientific and theoretical substantiation of the peculiarities of the cultural communication development within society and its social changes through the analysis and comparison of various approaches to studying their cultural interaction. The research methodology consists in the analytical analysis of the cultural communication study on the emergence of social tensions in society. The analysis provides an opportunity to show and analyze the evolution of cultural communication, to follow the essence of cultural concepts and the dynamics of their development. The scientific novelty of the results obtained is that the article analytically analyses the nature of the types of notions of cultural communication and multiculturalism from the side of social tensions in the cultural sphere and pays attention to the study of two directions of the problems of culture – social and culturological. REFORMING THE CULTURAL POLICY OF UKRAINE ; РЕФОРМУВАННЯ КУЛЬТУРНОЇ ПОЛІТИКИ УКРАЇНИ
The cultural potential of society is the resource that can ensure the success of reforms, act as a guarantee of national consolidation and security. Unfortunately, the attitude of culture on the principle of "residual" and "secondary" continues to dominate among the domestic managerial and political elite. Therefore, one of the priorities of state cultural policy in overcoming the socio-economic crisis is to form a qualitatively new cultural policy that can preserve the unity of society in this crisis by ensuring access of broad sections of the population to cultural values. The formation of such a policy is not possible without the creation of strategic documents that would determine the priorities of public authorities and local governments in the cultural sphere. Much is said about this in expert circles, but today there is no agreed conceptual vision of the foundations of the new cultural policy. Any public policy, including cultural, can be defined as a system of laws, regulatory measures, specific actions and funding priorities in a particular area (sector) implemented by public authorities. The main lever of public policy is legislation. Not surprisingly, public policy discussions tend to be about laws and resource allocation. Regardless of the content of cultural policy and the attitude to culture in general, public authorities and administrations have at their disposal a set of tools for the formulation and implementation of this policy. In Search of a New Paradigm of the XXI Century Cultural Policy
The article is devoted to the study of the concept of "cultural policy", its new paradigm in the context of today's challenges. The main approaches to defining the concept of cultural policy are considered, the most expedient of which is recognized as an integrated approach. The research methods consist in using the principle of objectivity analysis, which makes it possible to characterize the peculiarities of the formation of the cultural policy of modern developing countries, since their main problem – the formation of a holistic culture – also applies to Ukraine, to determine its goals and priorities, cultural methods, which allows us to consider the activities of the state in terms of cultural policy strategy. A model of public cultural policy is proposed as ensuring the involvement of all participants in the cultural process of creating culture. The conclusions note that modern cultural policy should be based on democratic principles, caring about the availability and quality of cultural products, the formation of a single socio-cultural space within the country. It is important to keep a balance between the preservation and transmission of cultural and historical experience and, at the same time, to develop a new one. Development of public cultural policy, in our opinion, is the answer to the demand of our time, that needs a new cultural and political paradigm.

Management by Socio-cultural Design in the Environment of National Minorities in Ukraine
Actuality. The technology of socio-cultural design has got a wide range of applications to every segment of the internationalization of the state in which we live. The study of issues relates to activities in the field of development of national minorities and communities in Ukraine which takes a lot of time since the Independence adoption in Ukraine. Multilateralism and multiculturalism in Ukraine make it possible to offer us a new system of activity and development in the cultural sector and bring the state's cultural policy to a new level. Purpose and methods. The aim of the article is to develop a system of management and organizational complex of socio-cultural design in the internal environment of activities of national minorities. The methodology of the research is based on the principle of cultural-historical and analytical approaches, which allow to highlight the socio-cultural process of the environment of national minorities in Ukraine. Used methods: evolutionary, comparativehistorical, functional. Results. The main results of the study are to identify the peculiarities and specifics of the formation of the system of socio-cultural design of Ukraine in the context of the development and activities of national minorities in Ukraine. Conclusions and discussion. The scientific novelty of the results is to highlight the main issues of governance in Ukraine's national minorities and how to deal with them. The proposed set of management measures will allow for the settlement and control free project activities in the socio-cultural sphere at the state and regional levels, the settlement and establishment of the legislative and regulatory framework of Ukraine on issues of development and activity of national minorities and improvement of conditions for their life.
