The modified 1984 reform, consecutive to the European Directive of 1975, replaces the two ways of access to medical speciality studies with only one way: internship, which is reserved for students formed exclusively in France regardless of their nationality. From now on, the students educated outside the European Union would no longer be able to access specialization except by specific means. Even if they are naturalized, their speciality diploma delivered in France or even worse their medecine doctor degree delivered overseas would not allow them the right to practice in France. Public hospitals remain consequently their sole employer. There, they hold precarious painful and underpaid jobs in departments neglected by French and/or foreign doctors members of the Ordre, who prefer the private sector, lucrative and less constraining. Some of them wish to stay in France, in view of standards of living and the unfavourable conditions of their countries of origin. They like also French culture. Recent legislative changes, aimed at reducing the shortage in specialists, specially in certain departments in non university hospitals, could allow the most experienced to reach the more rewarding status of contract holder.
