This dissertation addresses party-culture in political parties represented in the Swedish parliament. Party-culture is investigated by studying collective self-images and norms in Swedish parliamentary party-groups (PPG). The aim of this investigation is to contribute to understanding of the conditions under which parliamentary work is carried out. In order to expand our understanding of these conditions this dissertation looks beyond the formal processes by which party-groups deliver their political message and make decisions, and instead highlights the cultural aspects of these party organizations in the parliament. The method of analysis is qualitative and the material for the study consists of 53 interviews with members of parliament from all represented parties. The parties studied are thus the Social Democratic, Moderate, Liberal, Christian Democrats, Left, Centre, and Green. In addition, some participant observation for the 1998-2002 mandate period in used. The empirical investigation shows that party-culture is revealed via four basic themes: political ability, feelings of political responsibility, the importance social fellowship, and the party's strength in relation to individual party members. The party's culture based on the four themes noted above provides a theoretical structure for interpretation that combines an Aristotelian idea about basic knowledge types, sophia and phronesis, with cultural theorists Mary Douglas' grid-group-analysis. Based on this interpretation method it is shown that party-cultures distinguish themselves from each other in a way that diverges from the left-right spectrum that dominates Swedish politics. At the same time as the parties demonstrate differences in party-culture, there are also some similarities between the parties, and these similarities suggest that the parties have adjusted themselves to a more general culture within the parliament, most visibly the focus on factual knowledge and a certain requirement for modesty from party members. ; Konverterat ISBN: 978-91-554-5882-9

This study in contemporary history describes the transformation of the public sphere in Sweden during the period 1969-1999, and analyses the role of information technology and politics in the process. The overall aim of the study is to explain how, and why, the public sphere in Jürgen Habermas sense has deteriorated during a period of rapid technological and political change, when increasing attention has been given to information technology as a new tool for improving democracy and empowering citizens. Theoretical inspiration is drawn from two perspectives within the modern history of technology and sociology of technology; the LTS (Large Technical Systems) and STS (Science, Technology and Society) approaches, as well as from the regime theory concept within political science. This multidisciplinary framework provides the theoretical basis for the study, including terms as socio-technical systems, system builder, technification, interpretative flexibility, stabilization, closing and regime change. In addition, the analysis draws upon previous research in economic history, where focus often has been on the important role of institutions. The term path dependence is central in this tradition. The starting point for the study is the process of a mutual legitimization between citizens and political actors that traditionally has taken place within the public sphere. In return for citizens support and trust, political actors have granted format rights to the public space. Two aspects of this interdependence are addressed: Freedom of speech and citizen's access to public information, and their access to arenas where an exchange of political ideas and opinions is taking place. In the study, the former is a question of the legal system and the limits to freedom of speech in new medias such as the Internet, while the latter concerns citizen's technical means and possibilities to connect to electronic networks. Research interest is concentrated on the formal political system, focusing both actors and structural factors such as technological development, media convergence, ideological change and international integration in the transformation process. Four case studies of institutional changes during formative moments, within what is defined as the legal and the technical infrastructures, are conducted and represent the empirical base of the thesis. The case studies are centered on Swedish governmental commissions, on the government itself and on proceedings in the parliament, and concerns formation and transformation of computer law, as well as the deregulation and privatization of the technical infrastructure. In the latter process Televerket (Swedish Telecom) has been an influential promoter of competition and institutional separation between tele- and data communications, representing a major regime change in favour of market relations in the technical infrastructure. In the area of computer law, the Swedish regime dominated by SCB (Statistics Sweden) was incorporated into a joint European data protection regime, resulting in limitations of freedom of speech on the Internet. These regime changes have also transformed the role of the state, constituting a "net watchers state". Another important finding is that promotion of democracy and improvement of access to the public sphere, never was on the agenda in the political transformation processes studied, although a parallel discourse on democracy and information technology existed throughout the period studied.

Swedish political parties are characterized by their markedly different support across geographical space. In most cases, the sources of these regional variations date back to the time of the founding of the parties. Moreover, the regional strongholds and the areas of weak support for the parties have survived major societal changes such as the transition from the agrarian to the industrial society, emigration, and urbanization. Why is it that a certain area evolves a political tradition that sets it apart from neighboring areas? This study addresses itself to this and similar topics with empirical emphasis on the Swedish Social Democratic Party (the SAP).The study is based on the conviction that the regional imbalance in the SAP vote originates in the interaction/competition between various social and political movements in the local environment. The initial model used to explain these imbalances comprises three different factors that influence the party's vote: the socio-economic structure, the local organizational environment and the effect of local party organizational efforts.In order to test the importance of these factors three different areas were selected; one strong, one weak, and one unstable in terms of the Social Democratic vote.The findings show that no single factor alone accounts for the variance in the regional support of the SAP. Rather, what is decisive are the interactions within the structural and social properties of a context.By way of conclusion, this study lends support to the following conclusions of the prospects for the SAP to mobilize the electorate: to establish itself in the local setting the party needs an organizational culture, a local party organization and the absence of strong local opinion against the party's activities and organizational efforts. The party also seems to be favored by a high level of political mobilization (participation), whereas there is nothing to suggest that the SAP's prospects of becoming successful are hampered by competition from the left-wing parties. ; digitalisering@umu

In Karl Popper's famous book, The Open Society and Its Enemies, appears the formulation social engineering. That is an unfortunate wording. There is nothing mechanical in Popper's political strategy. The keywords are rather piece-meal & trial & error. It is even possible to characterize Popper as -- up to a point -- anti-rationalistic. His warning that we should not think too much of our knowledge of the functioning of the social world & of our ability to make forecasts, reminds one of what a critic of the French Revolution like Edmund Burke had to say. We should start with the delivered institutions, diagnose what is working badly &, aware of possible error, try to improve it. That said, one is not surprised of meeting a strain of antipolitics in Popper's philosophy. Although Popper welcomes measures to clear away suffering & distress, it is uncertain how he would balance his negative utilitarianism against individual freedom. He is distrustful of political power. The idea that democracy gives the people the instrument of governing is an illusion. Democracy's point is to make it possible to dismiss a government (notice the parallel with his methodology, a government is a kind of hypothesis, the election an opportunity for falsification.) However, it is not Popper's political philosophy in a substantial meaning that makes him worth studying, but his theory of the critical discourse, a theory that is very relevant for a reformistic political strategy. The idea of the Popperian discourse is not to get the parties closer emotionally, not to reach a compromise, not even to convince, but for me to listen to & learn from the criticism of my hypotheses. People with divergent standpoints should not be kept out of the discourse, they should be welcomed. Popper admires Greek culture up to Socrates & he emphasizes its openness to influences from other cultures along the shores of the Mediterranean. That is in keeping with Popper's antinationalism. Nationalism fattens stupidity & is often the cause of devastating violence. In his later works Popper regularly uses an evolutionary model & his theory of language is no exception. He sets forth how the development of describing, language's third function besides expressing & warning, created the possibility of storytelling. Now, stories can be true & false, & that makes language's fourth function necessary, the function of argumentation, of proving or disproving of what has been said. Lying, however, is a wonderful invention. To lie, to say what is not, but could be true, is a nursery for fantasy & creativeness. 33 References. Adapted from the source document.
Since the early 1950's the foreign policy of the German Democratic Republic (GDR) towards Sweden and the other Western European states was dominated by a striving for diplomatic recognition. This thesis examines that striving through an analysis of the East German-Swedish relations from 1949 until 1972. The main focus is on the years 1954-1972. The thesis draws mainly on East German archival material from the ruling communist party SED (Sozialistische Einheitspartei Deutschlands) and the GDR foreign ministry. A starting point of the thesis is that GDR generally used all its contacts abroad to further its foreign political goals. GDR's efforts to develop the relations with Sweden on seven different areas are investigated. An important aim is to analyse GDR's political utilisation of areas, such as culture and traffic, that normally are not considered political or studied by traditional political history. The application of the concept of public diplomacy is central in this context. The analysis of the Ostseewoche (Baltic Week) is a significant part of the investigation of areas that traditionally not are considered as being part of foreign policy. The Osteewoche was a week filled with cultural activities and sport. The analysis of the inaugural ceremony and other activities of the Ostseewoche shows that even official East German ceremonies were used for purposes of foreign policy. However, GDR's relations with Sweden on the normal foreign policy arenas such as diplomacy and economy are also analysed. Great weight is given to analysing the perceptions of the political elite and the foreign policy actors to understand why certain actions were taken and why certain elements were significant of the GDR foreign policy. The question of which political instruments were the most important to the East German efforts to improve the relations with Sweden is also investigated. An important result of the thesis is that GDR had a comprehensive strategy for the development of the relations with Sweden. The main elements of this strategy were in place 1958 and did largely not change since. The spreading of a positive GDR-image was a very significant element of the East German foreign policy. Sweden was one of the most important Western European countries to the GDR foreign policy during this period of time.

The study examines the European coverage in four leading Nordic newspapers during two periods in 1993 and in 1996. During the first period, three countries were negotiating for membership in the European Union. During the second period, work on a new European Constitution was ongoing, to be negotiated by the Intergovernmental Conference at the end of the period. Two of the applicant countries, Finland and Sweden, were then members of the union since Jan 1, 1995. Voters in the third country, Norway, opted to stay outside the union. Norway is, however closely linked to the union by the previous EEA agreement. Finally, the fourth country, Denmark, had limited its longstanding membership in four important areas. Results of the main study in 1993 indicate a great difference in the degree of Europeanness of the coverage of European affairs, as indicated by the share of European issues, sources, players, institutions etc. The Danish paper, the Politiken, was on all counts genuinely European in its coverage. This could, to begin with, be understood in terms of a relational context - Denmark was a member of the European Community, the other countries were not. In 1996, as could be expected, the Norwegian paper, the Aftenposten, reduced its coverage of European affairs to about half the previous volume, the Finnish and Swedish papers, the Hufvudstadsbladet and the Dagens Nyheter, increased their volumes to new highs. The Danish paper maintained its previously comparatively high volume of European coverage, and was still distinctly more European in its outlook on transnational politics. This could be understood in terms of a new Maturity proposition - it may take a long time for the national media to come to terms with a new political environment. The study also puts forward the proposition that Danish political culture requires a different coverage of European affairs, and also requires an opportunity to discuss and evaluate European politics. On a theoretical level, the study supports the idea that national experience, historical and relational contexts influence media content. National agendas powerfully determine the orientation of transnational political communication . Three in-depth studies by and large confirm results from the content analysis. A separate exercise inspired by Grounded Theory gives rise to three theoretical concepts that seem to be fundamental dimensions of European political communication: Legitimacy (media coverage contributes to status conferral and encourages deliberation of cooperation as an idea), Participation (media coverage as expressions of intrinsical and instrumental motives for joining and taking responsibility towards European cooperation), and Mondialization/Universalism (media coverage of Europe's efforts in the global arena) ; digitalisering@umu
