Actuality. At the present stage of social development in the conditions of reforming the economic and political system, transformation and modernization of all spheres of modern life, special requirements for management in the field of culture are created. The specificity of the current state of development of the national cultural-artistic complex actualizes the problem of the correlation of two basic trends: on the one hand, the preservation of traditional methods of managing cultural objects created by decades, on the other hand, the search for a new innovative management system and the development of the basic network of culture, which determines the relevance of the research. Purpose and methods. The purpose of the paper is to identify the peculiarities of the formation of the management system of the cultural and artistic sphere. In the study, we used the empirical and systematic approaches according to which the processes of management in the field of culture, which are being used today, are analyzed in the interconnection and development. Methods of analysis and synthesis are also used. Results. The main results of the study are to identify the peculiarities and specifics of the formation of a management system of the domestic network of cultural institutions. The emphasis is placed on the use of strategically oriented and innovative mechanisms of management of the cultural and artistic complex. Conclusions and discussion. The scientific novelty of the findings is to highlight the specific characteristics of the domestic system of management in the cultural sector in accordance with the current conditions of a market economy, which are the main strategic vectors of the industry's development. The formed scientific and applied provisions concerning the formation of an effective system of management of the cultural field can be applied by state authorities and local self-government in the process of formation on the basic principles of cultural policy.

Main objectives of the article are to study international legal standard of personal autonomy in scientific life and academic culture, the role of personal autonomy in Ukraine's global scientific and technical cooperation development. Methods of analysis and synthesis are used to study legal relations and normative guarantees of personal autonomy in academic culture and scientific cooperation. Comparison method is used to identify common and distinct problems in the development of scholars' personal autonomy in Ukraine and in the world. In conclusion, international legal standards of personal autonomy in academic culture and scientific cooperation prescribe imperative of individual and institutional independence and responsibility in the search and transfer of knowledge, demands respect for the freedom of scientific research, academic communication, and expression of views. This standard is connected with human dignity, the goal of education to develop human abilities to control own life, to be a successful and happy citizen in a democratic information society. Self-organization of scientists helps to overcome threats to personal autonomy, such as academic dishonesty, monopolism, paternalism, formalism, and bureaucracy. New Ukrainian law on education creates instruments for combating academic dishonesty and allows initiatives for science and education improvement, although administrative regulations still impose controversial standards of scientific quality, for example, the requirement of publications in periodicals indexed by scientometric databases Scopus or Web of Science to confer academic rank. The article is devoted to the analysis of the legal culture of subjects of parliamentary procedures. The interpretation of the term and the legal features of this legal phenomenon are studied. It is summarized that the legal culture of subjects of parliamentary procedures is defined as the degree of legal development of the subject, the nature of his legal practice, the level of knowledqe of legal norms and objective assessment, prediction of the further development of society and state, the form of participation in the transformation of the legal reality, the level of legal activity, mastering the culture of legal thinking.The legal culture of subjects of parliamentary procedures can be manifested in such activities as:- participation in the reformation of the organization and activities of state authorities and local self-government; reforming the organization of elections to representative bodies by applying one or another type of electoral system;- increasing the role of civil society institutions in lawmaking, implementing the constitutional status of the parliament as the sole legislative authority, strengthening in accordance with the principle of the dis- tribution of powers of its constituent and control functions;- creation of a proper system of information support law-making and other activities of state bodies; the use of wide-ranging national debates on bills, especially those that directly regulate relations between man and the state, establish the rights and obligations of citizens;- application of forms of direct democracy, in particular the use in accordance with the Constitution the people's legislative initiative, an all-Ukrainian referendum on draft laws directly related to the relations of man and the state, social needs of citizens; the introduction of a local referendum to resolve legal issues of local importance, etc. ; Стаття присвячена аналізу правової культури суб'єктів парламентських процедур. The issue of safety culture is one of the most important in a modern medical facility because any problems during the provision of services may lead to irreversible consequences. Not only the patient may suffer, but the doctor who assisted. Unfortunately, very little attention to this issue is paid in Ukraine. Based on this, we can say that the topic is relevant and requires studying. The purpose of writing this article is the analysis of the ways of forming professional safety culture in clinical medicine. The methods by which we carried out scientific research are observation, analysis, evaluation, comparison, generalization. The work examined interpretation of the term "safety culture", types of innovation in which it belongs and the main methods of its creation in the medical field. Safety culture in the medical field involves the right of all health care workers to use measures to prevent actions that can harm a patient or a colleague. Different approaches were considered in the interpretation of the term "safety culture" and we proposed our own: safety culture is a system of values, objectives, knowledge and skills, rules and procedures, convictions shared by representatives of a certain medical profession and supported by patients, creating a favourable working climate, atmosphere of trust and becoming an efficient tool for achieving the goals of the organization. The main components of the safety culture were defined: responsibilities of managers, communication, performance, resources of safety, trust, the degree of job satisfaction, etc. Based on several studies, it was found that no country has a perfect medical system. Every system should be improved. We proposed measures to fix the situation with the safety culture in health care facilities. The correct management of safety can eliminate or fix many medical errors. That is why the need for a clear program of implementation, execution and control of SC in the medical establishment is necessary. Scientific novelty of this work lies in the interpretation of the term "safety culture" at medical institutions and in determining major steps towards its creation. Practical value of the work is the opportunity to implement these steps in medical institutions for improvement of the safety culture and, therefore, to reduce the risk of bad accidents during treatment. Further research can address safety culture management in medical institutions on the examples from the experience of countries with effective systems of health care.
The relevance of the study is due to insufficient study of the peculiarities of the formation 68 of organizational culture in the People's Republic of China as a country that has today one of the highest indicators of economic development and production. The aim of the article was to identify the features of the formation of organizational culture in the People's Republic of China (PRC). It is established that since 1978, China has been actively implementing reforms aimed at openness and economic development of the country, an important place among these reforms was assigned to education, science and culture. The concept of "organizational culture" gained popularity in the early 1980's, but there is still no single common definition. The essence of the concept of "organizational culture" in China is behavior as a norm of relations in production, which is based on undisguised rules of conduct that are subject to the goals of the company, and is an important factor in economic development. Among the functions of organizational culture are defined: planning, team cohesion; motivational, controlling; influence function; integrative function; harmony function; management. Among the features of the formation of organizational culture in China are: attitude to culture and art aimed at developing the sphere of spirit, emotions, sensitivity and uniqueness of the individual; corporate governance in China involves sensitivity, creativity and emotionality. Relationships in management are governed primarily by moral norms that sometimes become higher than the law; professional ethics; the dominance of political culture in social and cultural life; formation of organizational culture in constant reform; development through innovation; taking into account the management models of foreign countries, but their implementation taking into account national characteristics; based on competencies, hard work, development of a system of motives and incentives taking into account the national traditions of the country. ; Актуальність дослідження зумовлена недостатнім вивченням питання особливостей формування організаційної культури в Китайській Народній Республіці як країні, яка на сьогодні має одні із вищих показників розвитку економіки та виробництва. Метою статті стало виявлення особливостей формування організаційної культури в Китайській Народній Республіці (КНР). Установлено, що, починаючи з 1978 року, КНР активно впроваджувала реформи, спрямовані на відкритість та розвиток економіки країни. Важливе місце серед цих реформ було призначено саме освіті, науці та культурі. Поняття «організаційна культура» набуло популярності на початок 1980-х рр., проте і досі не існує його єдиного загальноприйнятого визначення. Під сутністю поняття «організаційна культура» у КНР розуміють поведінку як норму відносин на виробництві, котра базується на неприхованих правилах спілкування, які підпорядковані меті компанії, і виступає важливим чинником економічного розвитку виробництва. Серед функцій організаційної культури фахівці визначають: планувальну, згуртування колективу; мотиваційну; контролюючу; функцію впливу; інтегративні функції; функцію гармонії; управлінську. Серед особливостей формування організаційної культури у КНР визначено: позитивне ставлення до культури та мистецтва, котрі спрямовані на розвиток сфери духу, емоцій, чуйності та унікальності особистості; розумне управління компаніями у КНР, яке передбачає прояв таких якостей, як: чуйність, творчість, професійна етика та емоційність; регулювання взаємовідносин в управлінні перш за все моральними нормами, які іноді стають вище за закон; домінування політичної культури в суспільному та культурному житті; формування організаційної культури в процесі постійного реформування; розвиток особистості та суспільства через інновації; вивчення моделей управління зарубіжних країн та їх упровадження з урахуванням національних особливостей; ґрунтування організаційної культури на відповідних компетентностях, наполегливій праці; розробка системи мотивів і стимулів з урахуванням національних традицій країни.

A special analysis of the methods of benchmarking with existing compliant methods of personnel management of enterprises in the territory of Ukraine was carried out for the development of the bases of the codes for enterprises of the brand group "Milk Alliance". The estimation of perspective documents of IP "Coca-Cola Beverages Ukraine Limited" (Ukraine) on organizational (corporate) culture as an organization-standard is given. It has been determined that Coca-Cola Helenik provides equal opportunities for all its employees, regardless of their origin, social and property status, ethnic, racial or ethnic origin, sex, language, political opinions, religious beliefs, color, age, sexual orientation, place residence and marital status. On the basis of the research, new software documents for the implementation of the organizational (corporate) code of the brand group "Milk Alliance", which have a proposal for implementation in 2018-2019, are proposed.

У статті розглянуті функції, які політична культура виконує в суспільстві; її структурні елементи: політичний досвід, політична свідомість, політична поведінка. Виділені основні типи політичної культури та особливості їх прояву в Україні. Проаналізовані такі ознаки політичної культури сучасного українського суспільства як регіоналізм, фрагментарність, неорганічність та амбівалентність. У Конституції України в першій статті зазначено, що державає правовою. Це передбачає наявність обов'язкових демократичних інститутів у суспільстві. Демократичні інститутив реальному забезпеченні можливі тільки за наявності громадянського суспільства. На сучасному етапі в Українігромадянське суспільство тільки формується. Відбувається глибока криза державної влади. Така ситуація приво-дить до соціальних конфліктів. Вони небезпечні для держави, оскільки протікають у формі демонстрацій, страйків,громадянських війн. Результат таких конфліктів непередбачуваний, але загроза розвалу держави присутня завжди.Основною причиною таких конфліктів є відсутність в управлінні суспільством із боку держави законності.Сама законність повинна формуватися на принципах верховенства права. Саме такі конфліктні ситуації галь-мують як розвиток громадянського суспільства, так і формування правової держави. Правова держава можливатільки за реального забезпечення верховенства права, верховенства закону, тому у статті аналізується сутністьтаких категорій, як «правова культура», «правосвідомість», «верховенство права», «законність».Існування верховенства права в системі правового регулювання держави можливе тільки за наявності в суспіль-стві правової культури, правової свідомості. Автор статті обґрунтовує, що саме правова культура є основою фор-мування громадянського суспільства. Тільки рівень правової культури суспільства забезпечує верховенство праваі законності. Сама законність можлива за умови забезпечення державою обов'язкової юридичної відповідальностівсіх членів суспільства під час порушення норм права.Автор доходить висновку, що існування реального механізму правового регулювання, який забезпечує закон-ність, можливе. The result of such conflicts is unpredictable, but the threat of the collapse of thestate is always present. The main reason for such conflicts is the lack of legality in the management of society by the state.The rule of law itself must be based on the rule of law. It is precisely such conflict situations that hinder boththe development of civil society and the formation of a state governed by the rule of law. The rule of law is possible onlywith the real provision of the rule of law, the rule of law. Therefore, the article analyzes the essence of such categoriesas "legal culture", "legal consciousness", "rule of law", "legality".The existence of the rule of law in the system of legal regulation of the state is possible only if there is a legal cultureand legal consciousness in society. The author of the article substantiates that it is the legal culture that is the basisfor the formation of civil society. Only the level of legal culture of society ensures the rule of law and legality. Legalityitself is possible if the state ensures the mandatory legal responsibility of all members of society in case of violationof the norms of law.The author comes to the conclusion that the existence of a real mechanism of legal regulation, which ensureslegality, is possible. This can only be done if there are two systems: 1) a system of guarantees for rights and 2) a systemof ensuring legal liability in the absence of a system of duties.

Problem setting. The 21st century is a time of global change. Globalization is spreading in all areas of human life. Against the background of these changes, culture is turning into an important factor of social and economic progress for both the human civilization as a whole and for individual countries. However, as historical experience shows, the state and its institutions play an essential role in the development of the cultural sphere, which should not only create the appropriate conditions, but also shape and implement the national cultural strategies, laying a solid foundation for the development of the entire society. The scientific task is to identify specific features of the cultural sphere as an object of state regulation, which will create opportunities for the development of the applied mechanisms of the state impact on the cultural sphere development.Recent research and publications analysis. The issues of public administration in the field of culture were investigated by a number of scientists, including: V. Averianov, S. Drozhzhina, V. Karlova, E. Kubko, V. Tsvetkov and other scholars. The theoretical and methodological foundations and aspects of public administration of the sphere of culture were studied by such researchers as V. Andrushchenko, V. Bakumenko, S. Chukut, I. Dziuba, O. Gritsenko, V. Skuratovsky, M. Zhulinskyi and others. The subject of the structure and mechanism for implementing the function of culture in public administration has been covered in the works by such scientists as O. Boiko, P. Hudzenko, V. Klochko, Y. Mandryk, M. Semenova and other researchers. A considerable contribution has been made by V. Andrushchenko, Y. Bohutskyi, G. Chmil, V. Malimon, L. Vostryakov, V. Zhidkov. The works of foreign scientists, in particular D. Adams, V. Bolto, H. Chartrand, A. Goldbard, C. McCaughey and a number of others also draw attention in terms of our study.Highlighting previously unsettled parts of the general problem. The current research of the concept of "culture" has an extensive structure that needs to be defined (re-defined) along the lines of state regulation. The paper defines the concept of "culture", based on generalization of various approaches, and distinguishes the characteristic features of the sphere of culture and its constituents. Culture is considered as an object of state regulation; effective ways for the state to influence the development of the sphere of culture in the modern conditions are determined.However, a number of priority areas still remain understudied, one of them being the support of the so-called "cultural diplomacy" and the specificity of promoting its development.Paper main body. Today, there exist several hundred definitions of the concept of "culture", as well as many approaches to its study, theoretical concepts, models and types of culture. It should be noted that the evolution of the scientific understanding of the concept of "culture" can be considered in three interrelated aspects: historical, political and philosophical.Scientists believe that the 21st century is the time when the intelligence of human resources will serve as the core, and when the largest in size European country will continue its development, focusing on cultural affairs and cultural policy. Culture should enrich the society, and shape the best thoughts of each individual. The present day should unite traditions and innovations – this is the task of the new age. The 21st century is a time of creating new conditions for the development of culture and a qualitatively new level of governance.There has always existed a close relationship between culture and politics. The development of culture depends on the state insofar as the support of culture is important for the political power. Culture is a multifaceted phenomenon. It is a certain standard, relationships between people, and specific human activities as well. At the same time, it is an integral system. However, the culture of every individual is interpreted precisely through this standard.Speaking about culture and politics and their relationship, it is worth mentioning that culture, eventually, is the result of a set of different factors, while politics is part of culture. There are certain values and behaviors in political activity. The specificity of this interaction is difference, i. e. the difference between cultures. And this is exactly what makes it possible to understand the instability of the political system under different conditions.In our opinion, in the modern world it is most appropriate to understand culture from the standpoint of the activity approach. Accordingly, from the point of view of dynamics, culture is a way of human activity, the activity of communities related to creation, dissemination and preservation of material, social and spiritual values; while in terms of statics, these are the results of the said activity. Therefore, culture is people's achievement attained through their own intellectual and creative abilities, which lays the foundation for the development of society as a whole and its individual areas.Concerning the concept of the "sphere of culture", we might note that it is of composite nature in relation to the entire set of sector-specific systems; yet, it's content can not be regarded as fully established. The specificity of the cultural sphere lies in the ways of satisfying the aesthetic and informational needs of people. Cultural activities are carried out by organizations, institutions of various forms of ownership, as well as by private individuals. This makes it obvious that the development and efficient functioning of the cultural sphere is impossible without a unified system of management in the cultural sphere. A high-quality system should stimulate the development of cultural institutions and create new opportunities for the new forms of cultural activity.The sphere of culture is multifunctional and possesses a high capacity for self-organization; but it is these qualities that makes one reflect upon whether it is really an instrument of state regulation of society's development, or whether it can be regulated at all. If we step back deeper into history, it becomes clear that long ago there existed institutions that regulated the sphere of culture, such as the government, the church, and the market.In today's world, the relationship between the state and the sphere of culture is changing; the role of the state is becoming less direct, the forms of governance undergo certain transformations. The state pays more attention to how transformation processes will take place and how effective they will be. Actually, problems do exist, and they have to be addressed. State regulation is not simply a key task, but also an important indicator of the state's activity in the world. The implementation of state regulation must have certain priorities. First and foremost, they are: preservation of the cultural heritage; creation of a unified space, based on traditions; accessibility for the general public; strengthening of the material and technical base; and ensuring the innovative development of the sphere of culture.Investigating the peculiarities of the state regulation of the sphere of culture, it should be noted that the problem resides in using the methods and modes of management that do not meet the needs of cultural institutions' integration into the market economy. This results in an inefficient utilization of resources, proving once again that formation of a single effective system of management of the cultural sphere components is a prerequisite for their future development.In this context, there are two areas of the state impact on the sphere of culture: the first is formation of cultural life in general, the second – coordination of the cultural needs and interests of different social groups. In order to effectively manage culture, a certain integration of control and self-regulation is required, with the relevant measures to be taken for the intended effect.Conclusions of the research and prospects for further studies. Having analyzed the existing definitions of the concept of "culture", one can understand that they all reflect the characteristics of this social phenomenon. Culture is one of the most important spheres of human life and the benchmark that determines the level of development of society in general.The study of the concept of "culture" in terms of the historical, political and philosophical approaches has made it possible to establish that culture is a way of human activity, the activity of communities related to creation, dissemination and preservation of material, social and spiritual values; while in terms of statics, they are the results of these activities.In the modern world, a successful development of culture at the national level implies state intervention through the mechanisms and instruments of state regulation. At the same time, the state regulation in the sphere of culture should be carried out in accordance with a set of priorities, the main of which for the time being are as follows: preservation of the cultural and spiritual heritage; promotion of moral values in the cultural space; ensuring maximum accessibility for the general public of the best samples of culture and art; creation of cultural clusters and tourism brands; a maximum involvement of tourism in the cultural sphere; ensuring innovative development of the cultural sphere; application of modern technologies; effective training of personnel; strengthening the material base of cultural institutions countrywide; support for the "cultural diplomacy".The features of facilitating the development of the cultural diplomacy will be the subject of our further research. ; Досліджено характерні особливості культури як об'єкта державного регулювання.
