This article examines the effects and implications of the new media for cultural communication. Drawing on an already large literature in the field of sociology and 'medium theory', it is argued that the computer media revolution affects all stages of cultural communication, (acquisition, manipulation, storage, distribution) and all types of media (text, images, moving images, sound). The specific characteristics of new media and their cultural effects are analysed via a historically informed comparison between traditional media (printing press, photography, etc.) and new computerised media. It tums out that a lot of the commonly held characteristics of new media can already be found in traditional media. One can however distinguish some general tendencies of a culture undergoing computerisation, such as increasing possibilities for modulation and transformation of data, the variability of new media objects and a tendency towards de-centralisation. From a sociological point of view however, the most important tendency is the 'individualisation' of mass communication, The new media create a segmented, differentiated audience that, although massive in terms of numbers, is no longer a mass audience in terms of simultaneity and uniformity of the messages it receives. Because computers can intervene actively on the contents they diffuse and present them at any point in time in the format corresponding to the interests and needs of the individual user.

Political Science; Society & Culture; Media Studies - Twee onderwerpen staan centraal in deze studie. In eerste plaats is dat de huidige zware inhoudelijke koppeling van cultuurbeleid en mediabeleid en de vraag of die voor de toekomst houdbaar en gewenst is. Verder komen aan de orde de zin, noodzaak en urgentie van kwaliteitsbeleid van de overheid voor het mediaterrein zelf, gegeven door vooral de nieuwe maatschappelijke ontwikkelingen. Tot slot wil deze studie een nadere specificatie geven van de algemene beleidsredenering uit het WRR-rapport, maar dan nu toegespitst op de relatie tussen de cultuurbeleid en mediabeleid. Persoon en politiek van Thorbecke tot Den Uyl Jac Bosmans, The political culture between political history and the history of civilizationIn principle, the author agrees with Te Velde's choice of Thorbecke, Kuyper, Colijn, Drees and Den Uyl as examples of styles of policy-making which, with the benefit of hindsight, seem to be an apt expression of the political spirit of their days, though he does place a few question marks against the choice of Colijn and Drees. In addition, he advocates the establishment of a mutually beneficial co-operative relationship between tfiose political historians who focus in particular on investigating the cultural aspects of politics and those who are more interested in examining the actual results. He argues that this kind of co-operation is necessary in order to withstand the tendency of many cultural historians to claim almost the entire past as the focus of their research, a claim which leaves no room for political history as a separate field of study.
