This study is focused on the use of cyberspace and new technologies in the specific field of terrorism, as well as on the effectiveness of strategies, public policies and techniques to counter it. In addition to making a descriptive analysis of the problem, there is a view of the different strategies implemented analyzing the institutional response at different levels. There were carried out interviews with experts, compilation of indicators, statistics, analysis of results and effectiveness.

The emergence of the Internet has brought an endless application field within our everyday lives, with new possibilities and challenges. The criminal world has not been external to such appearance, taking advantage of the anonymity given by the world wide web. Internet and technology usage by terrorist groups will be the focal point, through three main frameworks: theoretical, legal and factual. 'Cyber' and 'terrorism' definitions will be precised, in order to round the concept 'cyberterrorism'. Legislation upon the subject will be presented as well as recent cases of cyberterrorism. ; El surgimiento de Internet trajo consigo un sinfín de aplicaciones a nuestra vida cotidiana, con nuevas posibilidades y desafíos. El mundo criminal no ha sido ajeno a esta aparición, obteniendo provecho de la anonimidad que la web conlleva. Se centrará el foco en el uso de la red y la tecnología por parte de los grupos terroristas a través de tres marcos principales: teórico, jurídico y fáctico. A tal fin, se precisarán definiciones de 'ciber' y 'terrorismo', para luego aproximarse al concepto 'ciberterrorismo'. Se trae a colación normativa relativa al tema en cuestión y finalmente se mencionan recientes casos de ciberterrorismo.

Since the beginning of the information age have been a group of people who have given an impulse by the curiosity and the creation to several technologies, a society that has largely changed by the advance of computer science and the rise of Information and Communications Technologies (ICTs). These characters have sparked controversy at all levels, especially due to ignorance and sensationalism of the media, those who have been stigmatized in the public eye, within the limits of computer crime or terrorism. Under these conditions, the term hacker for many is synonymous with computer crime, vandalism, cyberterrorism and for the few, the people great, innovative, creative, and disciplined and with a constant desire to learn more than anyone. This article seeks to demystify the term hacker and is the result of a serious, thoughtful and dedicated Hacker Phenomenon, seeking justice for their actions and highlight the enormous contributions made to computer science and the development of ICT, based on analysis of the hacker phenomenon under different research topics (technical, social, cultural, legal, political and economic). ; Desde los comienzos de la era de la información han existido seresgeniales, creadores, aventureros, inconformes, entusiastas e innovadores,que han revolucionado con sus acciones y creaciones la sociedaden todos los aspectos; una sociedad que en gran parte ha cambiado porel avance de las ciencias de la computación y el auge de las tecnologíasde la información y las comunicaciones (TIC). Estos personajes handespertado controversias de todo tipo, especialmente por el desconocimientoy el sensacionalismo de los medios de comunicación, quieneslos han estigmatizado ante la opinión pública, en el límite de la delincuenciao el terrorismo informático. El presente artículo busca desmitificarel término hacker y es el resultado de un estudio serio, juicioso ydedicado del fenómeno hacker, que busca hacer justicia para su accionary destacar los inmensos aportes que han hecho a las ciencias de la computacióny al desarrollo de las TIC, sustentado en el análisis del fenómenodesde diferentes enfoques de investigación (técnicos, sociales,culturales, legales, políticos y económicos).

Considerado internacionalmente como un grupo terrorista, el Estado Islámico (EI) ha proclamado su Califato que de momento se extiende por amplias zonas dentro de Irak y varias ciudades sirias, pero que aspira a asentarse en el conjunto de territorios alguna vez sometidos a la influencia musulmana. El éxito de su ofensiva se debe en gran medida a su poderío militar, pero también a una cuidada estrategia en los ámbitos económico, social y mediático. Respecto a este último, el EI está realizando una agresiva campaña de propaganda, a través de diversos medios de difusión y fundamentalmente utilizando las redes sociales. Gracias a ello ha logrado que ciudades enteras se rindan a sus pies, que grupos de personas se desplacen buscando refugio ante la amenaza de su llegada y que musulmanes radicales de occidente se interesen por la organización, se conviertan en simpatizantes o incluso se unan a sus filas. En el presente trabajo trataremos de analizar la problemática jurídica de las actividades ciberterroristas del EI, enmarcándolas en la lucha internacional contra el terrorismo de alcance global y teniendo en cuenta la protección de derechos fundamentales como la libertad de expresión y el acceso a la información. ; Considered as a terrorist group from an international point of view, the Islamic State (ISIS) has proclaimed a Caliphate. This new territorial entity occupies for the moment wide areas of Iraq and some Syrian towns, but it aims to establish itself in all the territories sometime under Islam. To a large extent the success of its offensive is due not only to its military force, but also to a careful propaganda strategy, carried out through different media and essentially through the social networks. Thanks to this, the ISIS has achieved the surrender of entire towns, the displacement of peoples seeking refuge prior to its advance, and the interest of extreme Western Muslims towards the organization, turning them into supporters or even combatants. This paper aims to analyze the legal aspects of the ISIS cyberterrorism within the fight against global terrorism, taking into account the protection of human rights as the freedom of speech and the right to information.

El término ciberterrorismo salta a la luz pública en grandes titulares periodísticos a finales del siglo pasado y principios del presente, particularmente, a partir de los atentados del 11-S en Nueva York. Se trata de la forma de terrorismo que emplea las tecnologías de la información y la comunicación para someter a los poderes públicos, a ciertos individuos o grupos de la sociedad o, de manera general, a la opinión pública a un clima de terror, con el fin de lograr sus aspiraciones. El ciberterrorismo contra o por vía de Internet supone un riesgo significativo desde hoy en día, cuando los sistemas informáticos son responsables de llevar a cabo muchas funciones esenciales de nuestra sociedad. Sin embargo, la persecución de la mayoría de estos crímenes es compleja debido a la naturaleza técnica de Internet y a la dimensión internacional del fenómeno del ciberterrorismo, que requiere un tratamiento coordinado entre el máximo número posible de países. En el seno del Consejo de Europa se han adoptado dos importantes convenciones que, puestas en conjunción, permitirán hacer frente a estos comportamientos delictivos: la Convención sobre Cibercrimen del año 2001 y la Convención para la Prevención del Terrorismo del año 2005. La adaptación de la legislación interna a dichos instrumentos proporcionará a los Estados una cobertura adecuada para perseguir los crímenes asociados al uso de Internet con fines terroristas. ; El terme ciberterrorisme salta a la llum pública en grans titulars periodístics a finals del segle passat i principis del present, particularment, a partir dels atemptats de l'11-S a Nova York. Es tracta de la forma de terrorisme que empra les tecnologies de la informació i la comunicació per a sotmetre els poders públics, certs individus o grups de la societat o, de manera general, l'opinió pública a un clima de terror, a fi d'aconseguir les seves aspiracions. El ciberterrorisme contra Internet o per via d'Internet representa un risc significatiu avui en dia, quan els sistemes informàtics són responsables de dur a terme moltes funcions essencials de la nostra societat. Tanmateix, la persecució de la majoria d'aquests crims és complexa a causa de la naturalesa tècnica d'Internet i a la dimensió internacional del fenomen del ciberterrorisme, que requereix un tractament coordinat entre el màxim nombre possible de països. En el si del Consell d'Europa s'han adoptat dues importants convencions que, posades en conjunció, permetran fer front a aquests comportaments delictius: la Convenció sobre Cibercrim de l'any 2001 i la Convenció per a la Prevenció del Terrorisme de l'any 2005. L'adaptació de la legislació interna a aquests instruments proporcionarà als estats una cobertura adequada per a perseguir els crims associats a l'ús d'Internet amb fins terroristes. ; The term "cyberterrorism" has been highly prominent in major newspaper headlines since the end of the last century and, particularly, after the 9/11 attacks in New York. It is a form of terrorism that uses information and communication technologies to subject public authorities, certain individuals or groups in society and, more generally, public opinion to a climate of terror, to achieve the goals of the cyberterrorists. Cyberterrorism, either against or over the Internet, supposes a major risk in this age where computer systems are in charge of running many essential functions of society. However, tackling the major part of these crimes is complex due to the technological nature of the Internet and the international dimension of cyberterrorism, requiring a coordinated response from as many countries as possible. Within the Council of Europe important conventions have been adopted which, in their entirety, will offer possibilities to face up to this kind of criminal activity: the 2001 Convention on Cybercrime and the 2005 Convention on the Prevention of Terrorism. The adaptation of their internal legislation will provide member states adequate coverage to combat crimes linked to the use of the Internet for purposes of terrorism.

In a first time we study the birth of a new criminal space "cyberspace" and all its threats, in a second part we see the reaction that this phenomenon has provoked to nations and international organizations in order to determine and study all these crimes, methods and reactions, so as to be able to combat them from the view legal point (Spanish, European and internacional legislation) then finish, showing the strategic vision of states defense, studying as examples the lines of action used by Spain and Europe to counteract its destructive effect on today's society. ; El artículo tiene como objetivo analizar la visión que tienen diversos autores sobre la aparición del ciberdelito en materia de terrorismo (ciberterrorismo) y la respuesta de las naciones en defensa cibernética. The objective of the study is to identify the key factors of the stability of state information in the face of terrorist threats based on the review of existing research in this area, and to identify the main approaches to ensure the stability of state information in the face of terrorist threats. Based on the analysis of scientific works, the factors of the state's resistance to cyberterrorism are identified and the main approaches are organized to ensure the stability of state information in the face of terrorist threats. The results of the study provide an understanding of the key factors needed to achieve the legal, technical, organizational, and operational areas of state resilience to cyber threats. Further research may aim to perform empirical calculations of indicators from around the world to determine certain dependencies in the field of cybersecurity. It is concluded that factors such as the growing impact of information and communication technologies on public relations, production activities, the operation of infrastructure facilities and the activities of public authorities, indicate that the issue of security as a line of scientific research is urgent.

El artículo tiene como objetivo analizar la visión que tienen diversos autores sobre la aparición del ciberdelito en materia de terrorismo (ciberterrorismo) y la respuesta de las naciones en defensa cibernética.
