International audience The present paper discusses the structure of the Church of Almighty God which enables its leader to control the church from a distance and reconsiders the relationship between politics and religion. Although having a Christian identity, the Church of Almighty God adopting a highly hierarchical structure finds its roots in the Maoist political culture and a Chinese messianic tradition as well. The encounter of these traditions and cultures in the context of contemporary China shows us how new religions groups absorb different symbolic resources to nurture their own organisation and to what extent Christianity is sinized. Through this case study, we see how an old tradition can be alive today and how the borrowing of discourse and practice between social-political organisations is common. Not only religious groups inspire government for its politics, but also government measures nurture religious groups' practices.
ÖZETRus İdesi ve Rus İdeali Rus Siyasal Düşüncesinde Doğu, Asya ve Avrasya (1700'lerden 1920'lere)Bu tezin amacı Rus Düşünce tarihi içersinde Doğunun, Asya'nın ve Avrasya'nın yerini analiz etmek ve bu kavramların sadece stratejik bir anlam ifade etmediğini açıklamaya çalışmaktır. Çalışmamızda görüleceği gibi Doğu, Asya ve Avrasya kavramlarının anlamları birbirlerinden farklı olmakla beraber zamanla aynı kavramsal çerçeve içinde kullanılmış ve ulusal bir nitelik kazanmışlardır.Bu durumun esas nedeni Rus Düşünürlerinin Rusya'nın hem fiziki, hem de tarihsel varlığını Doğu-Batı karşıtlığı içinde anlamlı görmeleridir. Rusya'nın tarihsel varlığı tezimizde Rus İdesi olarak ifade edilmiştir. Rus düşünce geleneği bu ideyi 19. yy.' da Otokrasi, Ortodoksluk ve Milliyetçilik formülü içersinde açıklamıştır. Daha sonra bu genel bir tanım haline gelmiştir. Bu tezin diğer bir amacı, Doğu- Batı; Asya-Avrupa karşıtlığı bağlamında ortaya çıkan bu tür tanımların daha geniş bir çerçevede değerlendirilmesi gerektiğini belirtmektir. Rus Düşünce tarihi de bu tür bir anlam genişliğine meyillidir. Bu Avrasya coğrafyasında çok kültürlü, çok etnikli bir yapıyı tek bir devletin yönetiminde tutmak için gereklidir. Bu çerçevede, Rus İdesi tezimde "hizmet, sosyal adalet/ etik, ve tabilik" bağlamında tanımlanmıştır. Bu kavramlar Rus toplumsal yapısını entegre bir bütüne döndürmek için kullanılmıştır. Kısaca Rus İdesi Rus toplumunun bütünlüğünü tekrar ve tekrar entelektüellerin geliştirdiği tanımlamalar aracılığı ile sağlamıştır. Bu süreç içersinde sözünü ettiğimiz İdeyi Rus yapan iki faktör vardır: Rus Devletinin varlığı ve İdenin batılı olmayan içeriği. Göreceğimiz gibi, Rus düşünürleri Rus İdesine, Rus doğasının batılı olmadığı ve olamayacağını vurgulamak için atıfta bulunmuşlardır. Rusya başka bir yol izlemek, kendi ayrı dünyasını kurmak zorundadır.Bu anlayış, Rus İdeali anlayışı ile birleşmektedir. Rus İdeali Rusya'nın kendi güvenliğini, ekonomik ve sosyal bütünlüğünü, ve kendi kendine yeterliliğini en iyi şekilde koruyabileceği coğrafi sınırları ifade eder. Rus İdeali bu sınırlar içersinde Rus İdesinin öngördüğü biçimde tam bir birliği öngörür. Rus düşünürler bu sınırları Asya üzerinde tanımlarlar. Rus emperyal sisteminin Doğuya yayılışı kolonyalizmi hatırlatsa da, tezimizin ikinci bölümünde görüleceği gibi bu Avrupa kolonyal yönetimlerinden farklıdır. En önemli farklılık da bu yayılmanın "yeni" bir ulus oluşumuna işaret etmesidir. Devletin ve emperyal sistemin oluşumunun ulus oluşumundan önce gelmesi, Rus İdeali içersinde ve Rus İdesi kılavuzluğunda gerçekleşecek entegrasyon sürecine oldukça modern bir anlam katar. Yurtaşlık, Rus Asyasında yaşayan Pagan ve çoğunlukla Müslüman hakların etnik ve kültürel olarak Rus kültür ve medeniyetine asimile olmasından ziyade, Rus İdesini en geniş şekilde (hizmet, sosyal adalet/ etik, ve tabilik) algılayan yeni bir ulus oluşumuna işaret eder. Rus düşün hayatı bunu yeni bir medeniyet oluşumu olarak algılarlar.Böylece Rus Doğası, Rusya'nın tarihsel ve coğrafi varlığı, kendi içersinde bir dönüşüm geçirir. Rus düşünürlerinin gözünde ancak bu özel doğaya uygun siyasi modeller Rus varlığını güvence altına alır. Rus düşünürleri, Batının ( Avrupa'nın) gittikçe artan askeri gücüne ( kolonyalizmin Asya'da stratejik amaçla kullanılması), geliştirdiği ekonomik sisteme (ticari ve finansal kapitalizm) , iddia ettiği kültürel gelişmişliğe ( Avrupa medeniyetinin bütünlüğü ve üstünlüğü) karşı bir güvence aramaktadırlar. Bu durum düşünürlerin Asyalılığı ve Doğululuğu Batılılığa karşı harekete geçirmelerine yol açmıştır. Ancak, Batıdakinin aksine bu atıfla Doğuya aktif olma rolü verilmiştir. Bu Rus coğrafyası içersinde ulusallaşma sürecini de kapsıyordu. Çünkü her milli canlanış arayışında olduğu gibi, Rus Düşünürleri kendi değerlerine dönmek istediklerinde, Rus milletinin Avrupalı ve Asyalı kavimlerin, ulusların aktif kültürel, etnik, ve politik katkıları sonucu oluştuklarını farkettiler.Avrasyacılık bu anlayışın Rusya'nın geleceğini belirleyecek bir ideoloji olarak ortaya çıkışını anlatır. Avrasyacılar hem Rus İdesini hem de Rus İdealini batı karşıtı bir retorikle yorumlamayı başarmışlardır.Üçüncü Bölümde göreceğimiz gibi bu yorumlama sadece Rus düşünce tarihinin Doğu-Batı karşıtlığı geleneğinden kaynaklanmıyordu. Aynı düşünce geleneği Batı'da da hakimdir. En önemlisi de Batı düşünce sistematiği içersinde Rusya batılı bir güç değildir. Hatta ekonomik, siyasi ve toplumsal dinamiklerinin nasıl yorumlandığına bakacak olursak, onun Doğulu bir güç olarak görüldüğünü anlarız.Avrasyacılar, Batının Batılı olmayan tüm uluslara karşı ayrımcı ve hatta saldırgan davranacağını varsayarak, Batılı olmayan Rus /Avrasya doğasını gerektiğinde Batı karşıtı olacak bir iradeyle kullanmayı planlarlar. Dolayısıyla tezin diğer bir amacı, Avrasyacılığın basit bir strateji olmadığı, Rus Düşünce tarihinin ana dinamiklerini kullanan bir doktrin ve bölgesel bir model olduğunu vurgulamaktır.ABSTRACTThe main aim of this thesis is to maintain that three geographic concepts East, Asia, and Eurasia are not only strategic. They are also philosophical and political notions. As it can be seen in our study, although, East, Asia and Eurasia are originally different concepts in nature, East and Asia are associated and acquire a national feature together with Eurasia throughout Russian political thought.The main reason of this perception is the imagination of Russian political thinkers. They saw Russian physical (geographic) and historical existence meaningful only within East-West dichotomy.In our thesis Russian historical existence is symbolised as Russian Idea. In 19th century, it was explained within the formula of "Autocracy, Orthodoxy and Nationalism." For years, it became the general definition of Russian Idea. Thus, another goal of my thesis is to emphasise that Russian Idea that has emerged from West-East, Asia-Europe contradiction, should be taken into consideration within a broader perspective. Indeed, Russian political thought has been inclined to such flexibility. This kind of flexibility was a requirement to cover multicultural and multiethnic structure of Eurasian geography under the aegis of one state.Within this framework, I prefer "service, social justice/ morality, and nature" basis for the definition of Russian Idea. I observe that Russian thinkers used these concepts to make Russian social structure an integral entity. Within this process, Idea was called Russian due to two reasons: The presence of Russian State, and its non-western nature.As it can be seen, Russian thinkers refer to Russian Idea to express the belief that Russian nature has been non-western and would never be western. The consequence of this logic is the claim that Russia has to follow a different path in order to establish her distinct world.This understanding was combined with Russian Ideal. Russian Ideal is used to denote the geographic area where Russia can maintain her security, economic and social integrity, and her ability to form self-sufficiency more efficiently. So, Russian Ideal proposes integration within certain boundaries like Russian Idea. Russian thinkers chose to define these boundaries on Asia. Although, expansion of Russian imperial system to east reminds us colonialism, as we see in Part II of the thesis, it is very different from European colonialism. The most significant distinction is that Russian eastward expansion is also a process of nation building.Thus, state-building and empire-building processes proceed nation-building period. This gives modern aspect to the integration realised on Russian Ideal (geography of Russian Empire), and under the guidance of Russian Idea. Thus, citizenship in Eurasian geography means more than assimilation of pagan and Muslim natives into the Russian culture. It points to the appearance of a new nation including members who perceive Russian Idea in its broader version (service, morality, and nature).In this sense, Russian nature, the physical and historical existence of Russia transformed in itself. In the eyes of Russian political thinkers, only the political models that are suitable for Russian nature can save Russian future. It is a search to find a guarantee for Russia at the face of expanding militarily power (colonialism), rising economic system (financial capitalism) and so-called cultural superiority of West (Europe).This is the situation that paved the way for the mobilisation of native dynamics under the name of Asianism or Easternism. However, by this mobilisation, Russian thinkers, and bureaucrats gave active role to eastern forces contrary to the tradition of western political thought. This was coincided with nation building process within Russia. Because when Russian thinkers turned to their native forces in order to renovate Russia, they perceived that Russian nation has been formed by the active cultural, ethnic, economic and political contributions of European and Asian nationalities.Eurasianism followed this logic of integrity. It emerged as a doctrine that used Russian Idea and Ideal within anti-western rhetoric. As we see in Part III, this anti-westernism can not be explained only with a reference to the traditional Russian political thought. This vision also derives from east-west contradiction and assumes that this contradiction is essential one. Actually, this understanding is not different from the dominant view within the Western political thought, which supposes that Russia is not a western power rather it has been an eastern one.Accordingly, Eurasians accepted that western (European) attitude toward non-western powers is always discriminative. As a result, they planned the non-western system of Russia /Eurasia in a manner to be anti-western when a direct confrontation between Europe and Asia were observed.Thus, another goal of my thesis is to prove that Eurasianism is not a simple strategy. Rather it is a doctrine and a regional model making use of the main dynamics of Russian political thought (Russian Idea and Russian Ideal).

Gerçekleştirilen analiz kapsamında, 32 OECD ülkesinin, Dünya Bankası, Uluslararası Telekomünikasyon Birliği (ITU) ve OECD veri tabanlarından derlenen ve 2005-2017 dönemini kapsayan değişkenlerine panel veri yöntemi uygulanmıştır. Analizin gerçekleştirilmesinde, bilgisayar uygulaması olarak Stata 14.0 kullanılmıştır. Ülkeler arasında sabit etkiler modelinde birimler arasında korelasyon ilişkisinin var olduğu Pesaran, Friedman ve Frees testleri sonucunda belirlenmiştir. Analizden elde edilen bulgular sonucunda, dijitalleşme parametreleri olarak tanımlanan, genişbant aboneliği ve bireysel internet kullanımındaki %1'lik artışların, GSYH üzerinde sırasıyla %0.0304'lik ve %0.1147'lik pozitif yönlü bir katkı sağladığı tespit edilirken, sabit telefon aboneliğindeki %1'lik bir artışın GSYH'yı negatif yönlü etkilediği, mobil telefon aboneliğinin ise model içerisinde istatistiksel olarak anlamlılık göstermediği tespit edilmiştir. Sabit sermaye birikiminin ve yıllık işgücünün GSYH üzerindeki etkisi ise pozitif yönlü çıkmıştır. ; In the recent period, improvements particularly in the information and communication technologies, cloud computing, artificial intelligence, internet of things, big data, advanced robotics, etc. revealed the concept of digital transformation. When the improvements in the digitization field in the 21st century are evaluated in the macroeconomic approach, it has the potential to influence the national economies ineradicably. According to this concept, in this thesis, which has the purpose of revealing the connection between the digital transformation and economic growth, firstly, conceptual explanations are discussed and then, theoretical and empirical explanations are given. In the model which is established in the frame of endogenous growth theory, (A) technological progress is represented by (D) digitization proxy. (D) digitization indicators are include mobile phone subscriptions, fixed broadband subscriptions, fixed phone subscriptions and the number of people using personal internet. The effect of digitization, fixed capital accumulation (K), and annual labor force (L) on GDP (Y), which is a dependent variable, is analyzed in the model. Within the scope of the analysis conducted, the panel data method was applied to the variables of 32 OECD countries which were compiled from the World Bank, International Telecommunication Union (ITU) and databases of OECD and covering the period of 2005-2017. Stata 14.0 was used as a computer application while conducting the analysis. The existence of the relationship between the units in the fixed effects models among the countries was determined as a result of Pesaran's, Friedman's and Frees' test. In consequence of findings obtained from the analysis, it is identified that the increase of 1% in the use of fixed broadband subscription and personal internet which are defined as digitization parameters has a positive contribution of 0.0304% and 0.1147% respectively on GDP, while the increase of 1% in the use of fixed phone subscription has a negative effect on GDP and mobile phone subscription is not significant statistically within the model. Ensuring food security and halting biodiversity loss are two of the most pressing global sustainability challenges. Traditionally food security and biodiversity conservation were treated as mutually exclusive goals, and as a result, discourses and approaches were developed separately around each of these goals. Recently, however, sustainability science increasingly recognizes the close interdependence of food security and biodiversity and hence, pays greater emphasis to the need for integration of the two goals. Navigating pathways to ensure the successful integration of the two goals is, therefore, an important requirement. Attempts to identify pathways toward such integration have been dominated with a biophysical-technical focus that provides technical solutions to the integration of food security and biodiversity conservation. To this end, different food production techniques, and agricultural land use strategies have been widely considered as a solution to the food security-biodiversity nexus. While much scholarly attention has been given to the biophysical-technical dimensions, the social-political dimension, including equity, governance, and empowerment received little to no attention. By focusing on the poorly investigated social-political dimension, this dissertation aimed to identify governance properties that facilitate and impede the integration of food security and biodiversity conservation through an empirical case study conducted in a multi-level governance setting of southwestern Ethiopia. To address the overarching goal of this dissertation, first I examined how the existing widely discussed food security approaches and agricultural land use framework, land sparing versus land sharing unfold in the local context of southwestern Ethiopia. The finding in this dissertation indicated that the existing global framing of food security approaches as well as frameworks around agricultural land use has limited applicability in on-the-ground realities mainly because landscapes are complex systems that consist of stakeholders with multiple and (often) conflicting interests. This was evident from the finding that, unlike the binary framing of agricultural land use as land sparing and land sharing, local land use preference was not a matter of 'either/or', but instead involved mixed features exhibiting properties of both land sparing and land sharing. Moreover, in addition to the biophysical factors embedded in the existing food security approaches and land use frameworks, stakeholders preference involved social factors such as the compatibility of land use strategy with local values and traditions, which are mainly unaccounted in the existing global frameworks. Findings in his dissertation revealed that the existing reductionist analytical framings to the issues of food security and biodiversity conservation seldom address the complexity inherent within and between food security and biodiversity conservation sectors. Second, this dissertation identified governance structural and process related challenges that influence individual as well as integrated achievements of food security and biodiversity conservation goals. The result of the study showed that the governance of food security and biodiversity conservation was characterized by a strongly hierarchical system with mainly linear vertical linkages, lacking horizontal linkages between stakeholders that would transcend administrative boundaries. This type of governance structure, where stakeholders interaction is restricted to administrative boundaries could not fit with the nature of food security and biodiversity conservation because the two goals are complex in their own involving sub-systems transcending different policy sectors and administrative boundaries. Furthermore, with regard to the governance process, three key and interdependent categories of governance process challenges namely, institutional misfit, the problem of interplay, and policy incoherence influenced the achievement of individual and integrated goals of food security and were identified. Given the interdependence of these governance challenges, coupled with the complexity inherent in the food security and biodiversity conservation, attempts to achieve the dual goals thus needs an integrative, flexible and adaptive governance system Third, to understand how food security and biodiversity conservation unfold in the future, I explored future development trajectories for southwestern Ethiopia. Iterative scenario planning process produced four plausible future scenarios that distinctly differed with regard to dominating land use strategies and crops grown, actor constellations and governance mechanisms, and outcomes for food security and biodiversity conservation. Three out of the four scenarios focused on increasing economic gains through intensive and commercial agricultural production. The agricultural intensification and commercialization may increase food availability and income gains, but negatively affect food security through neglecting other dimensions such as dietary diversity, social justice and stability of supply. It also affects biodiversity conservation by causing habitat loss, land degradation, and water pollution, biodiversity loss. In contrast, one scenario involved features that are widely considered as beneficial to food security and biodiversity conservation, such as agroecological production, diversification practices, and increased social-ecological resilience. In smallholder landscapes such as the one studied here, such a pathway that promises benefits for both food security and biodiversity conservation may need to be given greater emphasis. In order to ensure the integration of food security and biodiversity conservation, recognizing their interdependence and addressing the challenges in a way that fits with the local dynamics is essential. In addition, addressing the food security-biodiversity nexus requires a holistic analytical lens that enables proper identification of system properties that benefit food security and biodiversity conservation. Moreover, this dissertation indicated that there is a clear need to pay attention to the governance structure that accommodates the diversity of perspectives, enable participation and strong coordination across geographical boundaries, policy domains and governance levels. Finally, this dissertation revealed opportunities to integrate food security and biodiversity through the pro-active management of social-ecological interactions that produce a win-win outcome. The win-win outcome could be achieved in a system that involve properties such as diversification and modern agroecological techniques, smallholders empowerment, emphasize adaptive governance of social-ecological systems, value local knowledge, culture and traditions, and ensure smallholders participation. While such diversification and agroecological practices may lack the rapid economic development that is inherent to the conventional intensification, it essentially create a system that is more resilient to environmental and economic shocks, thereby providing a more sustainable long-term benefit. ; Die Gewährleistung von Ernährungssicherheit und die Eindämmung des Verlustes der biologischen Vielfalt sind zwei der dringendsten globalen Herausforderungen, die für eine nachhaltige Entwicklung notwendig sind. Traditionell wurden Ernährungssicherheit und der Erhalt biologischer Vielfalt als sich gegenseitig ausschließende Ziele behandelt. In letzter Zeit wird in der Nachhaltigkeitswissenschaft jedoch zunehmend die enge Wechselbeziehung zwischen Ernährungssicherheit und biologischer Vielfalt anerkannt und damit wird auch verstärkt die Notwendigkeit der Integration dieser beiden Ziele betont. Die Entwicklung von Anwendungen und Lösungsansätzen für eine erfolgreiche Integration ist dabei ein wichtiger Schritt. Viele bisherige Versuche, sowohl Ernährungssicherheit als auch biologische Vielfalt zu gewährleisten, wurden von disziplinären und reduktionistischen Ansätzen dominiert, die oft auf technische Lösungen fokussieren. Zu diesem Zweck wurden besonders technische Lösungen zur Steigerung der Nahrungsmittelproduktion und Strategien zur Optimierung von Landnutzungsplanung vorgeschlagen. Während damit den biophysikalisch-technischen Aspekten sehr viel Aufmerksamkeit geschenkt wurde, wurden die sozialen und politischen Dimensionen, wie zum Beispiel Gerechtigkeit, Governance und Empowerment, eher vernachlässigt. Diese Dissertation konzentrierte sich auf diese sozio-politische Dimension und zielte darauf ab, Steuerungsmechanismen im Sinne von Governance zu identifizieren, die die Integration von Ernährungssicherheit und den Erhalt von biologischer Vielfalt am Beispiel einer empirischen Fallstudie im Südwesten Äthiopiens ermöglichen oder behindern. Zunächst untersuchte ich dafür, wie sich bereits bestehende Ansätze zur Integration von Ernährungssicherheit und Biodiversität, wie z.B. dem 'Land sparing/Land sharing' Ansatz, im lokalen Kontext der Fallstudienregion entfalten. Die Ergebnisse dieser Dissertation zeigten, dass die derzeit dominierenden konzeptionellen Ansätze zur Integration nur eingeschränkt anwendbar sind, da Agrarlandschaften komplexe sozial-ökologische Systeme sind und deren Akteure unterschiedliche und teilweise gegensätzliche Interessen verfolgen. Dies wurde besonders daran deutlich, dass z.B. im Gegensatz zum binären Denkmodel von land sparing/land sharing die tatsächlichen Landnutzungspräferenzen eher Mischformen aus intensiver landwirtschaftlicher Nutzung und weniger intensiver, umweltfreundlicherer Nutzung aufwiesen. Des Weiteren beinhalteten die Präferenzen zur zukünftigen Entwicklung häufig soziale Faktoren, wie z.B. die Vereinbarkeit von Landnutzungsstrategien mit lokalen Werten und Traditionen, die in den bestehenden globalen Ansätzen und Diskussionen größtenteils unberücksichtigt bleiben. Die Ergebnisse dieser Dissertation zeigen, dass die bestehenden reduktionistischen analytischen Rahmenbedingungen zu den Themen Ernährungssicherheit und Erhaltung der biologischen Vielfalt selten der Komplexität des Wirkungsfeldes von Ernährungssicherheit und Biodiversität in tatsächlichen Landschaften gerecht werden. Zweitens wurden durch diese Dissertation strukturelle und prozessbezogene Herausforderungen für Governance im Südwesten Äthiopiens identifiziert, die sowohl die individuellen Ziele von Ernährungssicherheit und Biodiversität, als auch deren Integration beeinflussen. Die Ergebnisse zeigen, dass die Steuerung von Ernährungssicherheit und biologischer Vielfalt durch ein stark hierarchisches System gekennzeichnet ist, welches hauptsächlich lineare, vertikale Verknüpfungen aufweist und keine horizontalen Verknüpfungen zwischen den Beteiligten beinhaltet, welche auch Verwaltungsgrenzen überbrücken würden. Diese Art der Governance-Struktur, bei der die Wechselwirkungen zwischen Interessengruppen auf Verwaltungsgrenzen beschränkt sind, steht der Integration von Ernährungssicherheit und dem Erhalt von Biodiversität entgegen, da die beiden Ziele für sich genommen schon komplex sind und außerdem eine größere räumliche Dynamik entfalten als die bestehende Verwaltungsgrenzen vorgeben. Im Hinblick auf den Governance-Prozess wurden drei wichtige und voneinander abhängige Herausforderungen identifiziert, nämlich institutionelle Fehlanpassungen (misfit), das Problem des Zusammenspiels (interplay) und der Policy-Inkohärenzen (incoherence). Angesichts der wechselseitigen Abhängigkeiten dieser Governance-Herausforderungen und der Komplexität, die mit Ernährungssicherheit und dem Erhalt biologischer Vielfalt einhergehen, ist ein integratives, flexibles und anpassungsfähiges Governance-System erforderlich. Drittens habe ich untersucht wie sich Ernährungssicherheit und biologischen Vielfalt im Südwesten Äthiopiens in Zukunft verändern könnten. Mit Hilfe der Methode der partizipativen Szenarienplanung wurden vier plausible Zukunftsszenarien entwickelt. Die Szenarien unterschieden sich in Bezug auf Landnutzungsstrategie, Akteurskonstellation, Governance-Mechanismen, sowie der erreichten Ernährungssicherheit und biologischen Vielfalt. Drei der vier Szenarien konzentrierten sich auf die Steigerung des wirtschaftlichen Gewinns durch intensivierte und kommerzialisierte landwirtschaftliche Produktion. Die Intensivierung und Kommerzialisierung der Landwirtschaft können zwar die Verfügbarkeit von Nahrungsmitteln und die Einkommensgewinne erhöhen, sie können die Ernährungssicherheit jedoch auch beeinträchtigen, indem andere Dimensionen wie die z.B. Nahrungsmittelvielfalt, die soziale Gerechtigkeit und die Versorgungsstabilität vernachlässigt werden. Außerdem führen diese zu einem Verlust an biologische Vielfalt, da z.B. Lebensräume verloren gehen oder sich Boden- und Wasserqualität verschlechtern. Im Gegensatz dazu umfasste ein Szenario Merkmale, die allgemein als vorteilhaft für die Ernährungssicherheit und den Erhalt der biologischen Vielfalt angesehen werden können. Dieses Szenario beinhaltet agroökologische Produktionsmethoden, eine Diversifizierung von Einkommensquellen und eine erhöhte sozial-ökologische Resilienz. Um die Integration von Ernährungssicherheit und den Erhalt von biologischer Vielfalt zu gewährleisten, ist es unerlässlich, deren gegenseitige Abhängigkeit zu erkennen und die Herausforderungen in einer Weise anzugehen, die den lokalen sozial-ökologischen Bedingungen entspricht. Außerdem ist ein ganzheitlicher analytischer Ansatz erforderlich, um Systemeigenschaften zu identifizieren, die sowohl der Ernährungssicherheit als auch dem Erhalt von Biodiversität zugutekommen. Durch diese Dissertation wurde deutlich, dass eine erfolgreiche Governance im Südwesten Äthiopiens unterschiedliche Perspektiven berücksichtigen und eine Beteiligung und Koordinierung über geografische Grenzen, politische Bereiche und Führungsebenen hinweg ermöglichen sollte. Durch die Entwicklung von Zukunftsszenarien zeigte diese Arbeit Möglichkeiten zur Integration von Ernährungssicherheit und biologischer Vielfalt durch ein proaktives Management sozial-ökologischer Interaktionen auf. Insbesondere würde eine Integration der beiden Ziele durch Strategien zur Diversifizierung von Einkommensquellen, moderne agrarökologische Methoden, eine Stärkung der Rechte von und der Beteiligung von Kleinbauern, einer Betonung von adaptiver Governance und die Wertschätzung lokaler Kenntnisse, Kultur und Traditionen umfassen. Obwohl ein solcher Ansatz möglicherweise keinen raschen wirtschaftlichen Erfolg bringen würde, schüfe er doch ein System, das widerstandsfähiger gegenüber Umwelt- und Wirtschaftsschocks ist und ein langfristig nachhaltigere Entwicklung ermöglicht.

As a cradle of ancient Chinese civilization, the Yellow River Basin has a very long human-environment interrelationship, where early anthropogenic activities re- sulted in large scale landscape modifications. Today, the impact of this relationship has intensified further as the basin plays a vital role for China's continued economic development. It is one of the most densely-populated, fastest growing, and most dynamic regions of China with abundant natural and environmental resources providing a livelihood for almost 190 million people. Triggered by fundamental economic reforms, the basin has witnessed a spectacular economic boom during the last decades and can be considered as an exemplary blueprint region for contemporary dynamic Global Change processes occurring throughout the country, which is currently transitioning from an agrarian-dominated economy into a modern urbanized society. However, this resourcesdemanding growth has led to profound land use changes with adverse effects on the Yellow River social-ecological systems, where complex challenges arise threatening a long-term sustainable development. Consistent and continuous remote sensing-based monitoring of recent and past land cover and land use change is a fundamental requirement to mitigate the adverse impacts of Global Change processes. Nowadays, technical advancement and the multitude of available satellite sensors, in combination with the opening of data archives, allow the creation of new research perspectives in regional land cover applications over heterogeneous landscapes at large spatial scales. Despite the urgent need to better understand the prevailing dynamics and underlying factors influencing the current processes, detailed regional specific land cover data and change information are surprisingly absent for this region. In view of the noted research gaps and contemporary developments, three major objectives are defined in this thesis. First (i), the current and most pressing social-ecological challenges are elaborated and policy and management instruments towards more sustainability are discussed. Second (ii), this thesis provides new and improved insights on the current land cover state and dynamics of the entire Yellow River Basin. Finally (iii), the most dominant processes related to mining, agriculture, forest, and urban dynamics are determined on finer spatial and temporal scales. The complex and manifold problems and challenges that result from long-term abuse of the water and land resources in the basin have been underpinned by policy choices, cultural attitude, and institutions that have evolved over centuries in China. The tremendous economic growth that has been mainly achieved by extracting water and exploiting land resources in a rigorous, but unsustainable manner, might not only offset the economic benefits, but could also foster social unrest. Since the early emergence of the first Chinese dynasties, flooding was considered historically as a primary issue in river management and major achievements have been made to tame the wild nature of the Yellow River. Whereas flooding is therefore largely now under control, new environmental and social problems have evolved, including soil and water pollution, ecological degradation, biodiversity decline, and food security, all being further aggravated by anthropogenic climate change. To resolve the contemporary and complex challenges, many individual environmental laws and regulations have been enacted by various Chinese ministries. However, these policies often pursue different, often contradictory goals, are too general to tackle specific problems and are usually implemented by a strong top-down approach. Recently, more flexible economic and market-based incentives (pricing, tradable permits, investments) have been successfully adopted, which are specifically tailored to the respective needs, shifting now away from the pure command and regulating instruments. One way towards a more holistic and integrated river basin management could be the establishment of a common platform (e.g. a Geographical Information System) for data handling and sharing, possibly operated by the Yellow River Basin Conservancy Commission (YRCC), where available spatial data, statistical information and in-situ measures are coalesced, on which sustainable decision-making could be based. So far, the collected data is hardly accessible, fragmented, inconsistent, or outdated. The first step to address the absence and lack of consistent and spatially up-to-date information for the entire basin capturing the heterogeneous landscape conditions was taken up in this thesis. Land cover characteristics and dynamics were derived from the last decade for the years 2003 and 2013, based on optical medium-resolution hightemporal MODIS Normalized Differenced Vegetation Index (NDVI) time series at 250 m. To minimize the inherent influence of atmospheric and geometric interferences found in raw high temporal data, the applied adaptive Savitzky-Golay filter successfully smoothed the time series and substantially reduced noise. Based on the smoothed time series data, a large variety of intra-annual phenology metrics as well as spectral and multispectral annual statistics were derived, which served as input variables for random forest (RF) classifiers. High quality reference data sets were derived from very high resolution imagery for each year independently of which 70 % trained the RF models. The accuracy assessments for all regionally specific defined thematic classes were based on the remaining 30 % reference data split and yielded overall accuracies of 87 % and 84 % for 2003 and 2013, respectively. The first regional adapted Yellow River Land Cover Products (YRB LC) depict the detail spatial extent and distribution of the current land cover status and dynamics. The novel products overall differentiate overall 18 land cover and use classes, including classes of natural vegetation (terrestrial and aquatic), cultivated classes, mosaic classes, non-vegetated, and artificial classes, which are not presented in previous land cover studies so far. Building on this, an extended multi-faceted land cover analysis on the most prominent land cover change types at finer spatial and temporal scales provides a better and more detailed picture of the Yellow River Basin dynamics. Precise spatio-temporal products about mining, agriculture, forest, and urban areas were examined from long-trem Landsat satellite time series monitored at annual scales to capture the rapid rate of change in four selected focus regions. All archived Landsat images between 2000 and 2015 were used to derive spatially continuous spectral-temporal, multi-spectral, and textural metrics. For each thematic region and year RF models were built, trained and tested based on a stablepixels reference data set. The automated adaptive signature (AASG) algorithm identifies those pixels that did not change between the investigated time periods to generate a mono-temporal reference stable-pixels data set to keep manual sampling requirements to a minimum level. Derived results gained high accuracies ranging from 88 % to 98 %. Throughout the basin, afforestation on the Central Loess Plateau and urban sprawl are identified as most prominent drivers of land cover change, whereas agricultural land remained stable, only showing local small-scale dynamics. Mining operations started in 2004 on the Qinghai-Tibet Plateau, which resulted in a substantial loss of pristine alpine meadows and wetlands. In this thesis, a novel and unique regional specific view of current and past land cover characteristics in a complex and heterogeneous landscape was presented by using a multi-source remote sensing approach. The delineated products hold great potential for various model and management applications. They could serve as valuable components for effective and sustainable land and water management to adapt and mitigate the predicted consequences of Global Change processes. ; Der Gelbe Fluss - in der Landessprache Huange He genannt - ist für die Ausprägung und Entwicklung der chinesischen Kultur von großer Bedeutung. Aufgrund der frühen Einflussnahme auf die natürlichen Ökosysteme in dieser Region durch den Menschen, entwickelte sich dort eine ausgeprägte Interaktion zwischen Mensch und Umwelt. Diese Wechselbeziehung hat sich infolge der gegenwärtigen rapiden sozioökonomischen Veränderungen in den letzten Jahrzehnten weiter intensiviert. Das Einzugsgebiet des Gelben Flusses bildet die Lebensgrundlage für fast 190 Millionen Menschen, die zum Großteil von natürlichen Ressourcen abhängig sind. Hinzu kamen neue und komplexere wirtschafts-, sozial- und umweltpolitische Herausforderungen, die bis heute eine langfristige und nachhaltige Entwicklung der Region gefährden. Aus diesem Blickwinkel kann das Becken des Gelben Flusses als regionales Spiegelbild der durch den Globalen Wandel bedingten, gegenwärtigen Veränderungsprozesse in ganz China gelten. Eine wichtige Voraussetzung für den adäquaten Umgang mit den Herausforderungen des Globalen Wandels sind kontinuierliche Informationen über aktuelle sowie historische Veränderungen von Landbedeckung und Landnutzung. Infolge der technologischen Entwicklung steht heute eine Vielfalt an Satellitenbildsystemen mit immer höherer zeitlicher und räumlicher Auflösung zur Verfügung. In Verbindung mit kostenfreien und offenen Datenzugriffen ist es möglich, daraus neue Forschungsperspektiven im Bereich der Landoberflächenkartierung - insbesondere für heterogene Landschaften - zu entwickeln. Zur Generierung thematischer Karten werden häufig Klassifikationen entlang verschiedener räumlicher und zeitlicher Skalen vollzogen. Daraus können zusätzlich die nötigen Informationen für lokale wie auch regionale Entscheidungsträger abgeleitet werden. Trotz dieser neuen Möglichkeiten sind regionalspezifische Informationen, die einem besseren Verständnis der Dynamiken von Landoberflächen im Bereich des Gelben-Fluss-Beckens dienen, noch rar. Dieses Forschungsdesiderat wurde im Rahmen dieser Arbeit aufgegriffen, wobei folgende Schwerpunkte gesetzt werden: (i) Zunächst werden die vorherrschenden sozioökologischen Herausforderungen für das gesamte Einzugsgebiet des Gelben Flusses dargestellt sowie verschiedene Management- sowie Politikmodelle für eine nachhaltigere Ressourcennutzung diskutiert. (ii) Darauf aufbauend wird die fernerkundliche Ableitung von Landbedeckungs- und Landnutzungsveränderungen der letzten Dekade im Gebiet des gesamten Gelben Flusses flächendeckend durchgeführt und anschließend interpretiert. (iii) Im letzten Schritt werden basierend auf den zuvor abgeleiteten Informationsprodukten die dominierenden Landoberflächendynamiken in höherer zeitlicher und räumlicher Auflösung detailliert untersucht. Insbesondere die dynamischen Prozesse der Minenausbreitung, Landwirtschaft, Waldgebiete und der urbanen Räume rücken in den Fokus. Aufgrund jahrzehntelanger Übernutzung der natürlichen Ressourcen im Gebiet des Gelben Flusses in Verbindung mit politischen Entscheidungen, der vorherrschenden kulturellen Prägung wie auch der Entwicklung der dort ansässigen Institutionen ist eine vielschichtige Problematik entstanden, die für die gesamte Region eine große Herausforderung darstellt. Durch frühzeitige Maßnahmen der Flutbekämpfung und Flussregulierung konnte den zahlreichen Überflutungen der Vergangenheit entgegengewirkt und das Risiko großflächiger Überschwemmungen minimiert werden. Trotz dieser Erfolge ergeben sich laufend neue, komplexere Herausforderungen mit verheerenden Auswirkungen auf Ökologie und Gesellschaft, wie zum Beispiel Boden- und Wasserdegradation, Entwaldung, Rückgang der Artenvielfalt, Ernährungsunsicherheiten und ein steigendes soziales Ungleichgewicht. Durch den anthropogenen Klimawandel werden diese negativen Probleme noch weiter verstärkt. Zwar wurden sie von der chinesischen Regierung als solche erkannt, dennoch scheiterten die Versuche, mit zahlreichen Gesetzen und Verordnungen die genannten Folgen einzudämmen, an unkonkreten Formulierungen, so dass diese der Komplexität der Herausforderungen nicht gerecht wurden. Die in jüngster Zeit verfolgten modernen und deutlich flexibleren, marktorientierten Ansätze (z.B. Subventionen, Wasserzertifikate), die speziell an die lokalen Gegebenheiten angepasst wurden, zeigen bereits Erfolge. Mit Hilfe einer gemeinsamen Daten- und Informationsplattform, beispielsweise in Form eines Geographischen Informationssystems (GIS), wäre eine integrierte und holistische Flussmanagementstrategie für den Gelben Fluss leichter realisierbar. Auf diese Weise könnten alle verfügbaren statistischen-, räumlichen- und Feldaufnahmen gespeichert, harmonisiert und geteilt und so die bisher noch unvollständigen und veralteten Daten laufend aktualisiert werden. Die Flussbehörde des Gelben Flusses (Yellow River Conservancy Commission) böte sich an, ein solches System zu verwalten. In dieser Arbeit wird die heterogene Landbedeckungsstruktur für das gesamte Einzugsgebiet des Gelben Flusses für die Jahre 2003 und 2013 erfasst und interpretiert. Die fernerkundlichen Eingangsdaten für die einzelnen Klassifikationen bestehen aus optischen MODIS NDVI-Zeitserien, aus denen jährlich phänologische Parameter berechnet werden. Da die Qualität optischer Satellitenbilder häufig durch Wolken und Schatten beeinträchtigt ist, müssen die betroffenen Flächen maskiert und entfernt werden. Die so entstandenen Lücken in der Zeitserie werden durch einen Filteralgorithmus (SavitskyGolay) aufgefüllt und geglättet. Die verwendeten RandomForest-Klassifikationsverfahren ermöglichen die Ableitung von Landbedeckungen und -dynamiken. Diese neuen und räumlich detaillierten Produkte unterscheiden insgesamt 18 verschiedene Landbedeckungsund Landnutzungsklassen. Erstmals liefern diese eine regional spezifische Charakterisierung der vorherrschenden Landbedeckung im Gebiet des Gelben Flusses. Darauf aufbauend erfolgt eine sowohl zeitlich als auch räumlich detailliertere Untersuchung der wichtigsten Veränderungen im Bereich der Landbedeckung, die auf dichten Landsat-Zeitserien basiert. Jährliche Informationen über Dynamiken von Minenabbaugebieten, Landwirtschaft, Waldgebieten und urbanen Räumen zeigen präzise lokale Veränderungen im Einzugsgebiet des Gelben Flusses. Die daraus abgeleiteten Ergebnisse lassen insbesondere auf dem Lössplateau die Auswirkungen ökologischer Restorationsmaßnahmen erkennen, bei denen degradierte Flächen in Waldsysteme umgewandelt wurden. Auf dem Qinghai-Tibet-Plateau zeigt sich eine dramatische Ausbreitung von Kohletagebau zu Lasten der besonders anfälligen alpinen Matten und Feuchtgebiete. Auch der anhaltende Trend zur Urbanisierung spiegelt sich in den hier gewonnenen Ergebnissen deutlich wider. Durch die Kombination von Fernerkundungsdaten unterschiedlicher räumlicher und zeitlicher Auflösungen liefert diese Arbeit neue und bisher einzigartige Einblicke in historische und aktuelle Landbedeckungsdynamiken einer heterogenen Landschaft. Die regionalen Analysen wie auch die thematischen Informationsprodukte besitzen somit großes Potential zur Verbesserung der Informationsgrundlage. Die Ergebnisse dienen außerdem als aussagekräftige Entscheidungsgrundlage mit dem Ziel eines angemessenen und nachhaltigen Land- und Wassermanagements für die natürlichen Ökosysteme im Becken des Gelben Flusses.
In Germany, secondary school students differ greatly in their science achievement, a dispersion that is far above the OECD average (Schiepe-Tiska, Rönnebeck, & Neumann, 2019). Immigrant students tend to be at the lower end of the scale in Germany – on average, they achieve substantially less well in science than non-immigrant students (OECD, 2016d), which is partially due to the German school system (Zoido, 2013). These differences in achievement translate into underrepresentation of immigrants in science-related jobs in Germany (OECD, 2008). Achievement and career choices are closely intertwined with academic self-concept (for an overview see Marsh & Craven, 2006). Regarding science self-concept, the pattern that immigrant students tend to score lower is present in many countries (e.g. Riegle-Crumb, Moore, & Ramos-Wada, 2011). The goal of the present research project was to investigate these inequalities between immigrant and non-immigrant secondary school students. This was done focusing on secondary school students' chemistry self-concepts. Chemistry self-concepts were focused on because achievement in chemistry is an important factor for careers in natural sciences (Cohen & Kelly, 2019). Research on chemistry self-concept has concentrated on young adults (e.g. Bauer, 2005; Xu & Lewis, 2011) and so little is known about secondary school students. Besides the impact of students' migration background, the research project analyses the role that gender plays because gender has important effects on science self-concepts (e.g. Jurik, Gröschner, & Seidel, 2013; Riegle-Crumb et al., 2011; Wan & Lee, 2017). A big challenge in this context was that the prevailing methods in academic self-concept research are prone to yield biased data (Byrne, 2002; Byrne et al., 2009). Although this was pointed out more than 15 years ago, the problem persists in science self-concept research. The present research project addresses this issue and presents a new mixed methods approach to culture-sensitive academic self-concept research. The term 'culture' is used in the sense of migration background, a concept that categorizes people's migration histories in Germany. A combination of qualitative interview data and quantitative data permit an investigation of certain types of bias defined by Byrne and colleagues (2009). The pilot study operated with a chemistry self-concept questionnaire (N=116) and qualitative interviews (N=43). The main study was based on an extended questionnaire comprising several other scales (N=585) and deeper qualitative interviews (N=48). The hypotheses based on the literature were that in Germany, (h1) immigrant students would show more negative chemistry self-concepts than non-immigrant students. (h2) Female students would show more negative chemistry self-concepts than male students. The third hypothesis (h3) was that the home environment has an important impact on students' chemistry self-concepts. The first two hypotheses (h1 and h2) were not confirmed. Gender and migration background did not show a significant effect on students' chemistry self-concepts. Instead, gender relations differ depending on the students' migration background. Among students without a migration background, boys tend to have stronger chemistry self-concepts than girls. In contrast, among students with a Turkish migration background, girls tend to have stronger chemistry self-concepts. Existing science self-concept literature did not explain this. Literature on gender relations in science in Turkey suggests that this interaction effect could be due to a more gender-neutral conception of science in Turkey. Slightly more women than men work in science in Turkey (OECD, 2009a) and girls achieve substantially better (Batyra, 2017a, 2017b). According to the third hypothesis (h3), the gender conceptions in Turkey could potentially be transmitted to students with a Turkish migration background in the home environment, through their parents or other people. Science education literature did not provide a satisfying model for conceptualizing the influence of the home environment on students in the field of chemistry that would allow investigating the third hypothesis (h3). Therefore, the concept of chemistry capital was introduced based on the analysis of the interviews in the main study. Chemistry capital was developed based on the concept of science capital by Archer and colleagues (2015). Chemistry capital conceptualizes the resources a person possesses that have value in the field of chemistry. This encompasses social networks (e.g. knowing a chemist) as well as emotional and cognitive resources (e.g. attitudes towards chemistry and chemistry knowledge), and the engagement in chemistry-related activities. In particular, the concept allows analyzing the transmission processes of chemistry from the home environment to the individual student. The qualitative analyses in the main study showed that the chemistry capital home environment influences the students in the field of chemistry in multiple ways. This supports hypothesis 3 (h3). Further, the data suggest that structural inequalities in the German school system might foster differences in chemistry. Students who already possess little chemistry capital in their home environments are in addition found more often at the type of school (Hauptschule) in which the proportion of chemistry teachers who do not hold a university degree in chemistry is the highest, depriving these students of another possible source of chemistry capital. Vice versa, students who already possess a lot of chemistry capital in their home environments more often attend school types (Gymnasium, Realschule) where also more formally qualified chemistry teachers are available, thus potentially widening the gap. The mixed methods analysis in the main study suggested that a simple linear relationship between student chemistry self-concept and chemistry capital in the home environment does not exist. A study based on quantitative (or mixed methods) analyses of data of a larger sample on chemistry capital in the home environment and students' chemistry self-concepts could provide further insights. It is not yet clear if the third hypothesis (h3) is true. To sum up, the present research project thus advances the field of chemistry education in three regards: (i) it provides an approach to culture-sensitive academic self-concept. This approach proved to increase both the validity and the explanatory power of chemistry self-concept research. It is not chemistry-specific and can, thus, be used in other areas of research as well. (ii) The research discovered an interaction effect of gender and migration background on chemistry self-concept that was unknown in science education literature. (iii) It introduces and defines the concept of chemistry capital which permits to analyze chemistry education from a sociocultural perspective. Employing the concept of chemistry capital helps to shift the focus from the individual student to the resources a student possesses in the sociocultural context that help him or her succeed in the field of chemistry. This allows uncovering social inequalities in the field that need to be addressed in educational policy. Moreover, it can inspire intervention studies and application-focused research (e.g. approaches to culture-sensitive chemistry teaching). ; Schülerinnen und Schüler in Deutschland unterscheiden sich immens in ihren Leistungen in den Naturwissenschaften, eine deutlich breitere Streuung als im OECD-Mittel (Schiepe-Tiska et al., 2019). Schülerinnen und Schüler mit Migrationshintergrund befinden sich in Deutschland tendenziell am unteren Ende der Leistungsskala – im Durchschnitt zeigen sie erheblich schlechtere Leistungen in den Naturwissenschaften als Schülerinnen und Schüler ohne Migrationshintergrund (OECD, 2016d). Dies scheint zu einem Teil dem deutschen Schulsystem geschuldet (Zoido, 2013). Diese Leistungsunterschiede in den Naturwissenschaften schlagen sich auf dem Arbeitsmarkt nieder: In Deutschland sind Personen mit Migrationshintergrund in naturwissenschaftsnahen Berufen unterrepräsentiert (OECD, 2008). Leistungen und Berufswahl sind eng mit akademischen Selbstkonzepten verwoben (for an overview see Marsh & Craven, 2006). Und auch hier zeigt sich, dass Schülerinnen und Schüler mit Migrationshintergrund in vielen Ländern schwächere naturwissenschaftliche Selbstkonzepte haben (e.g. Riegle-Crumb et al., 2011). Ziel des vorliegenden Forschungsprojekts war es, diese Ungleichheiten zwischen Schülerinnen und Schülern der Sekundarstufe zu untersuchen. Hierzu wurden ihre Selbstkonzepte analysiert, mit besonderem Fokus auf den Aspekt des Migrationshintergrunds. Genauer gesagt wurden Chemie-Selbstkonzepte untersucht, da Leistungen in diesem Fach eine Gatekeeper-Funktion für naturwissenschaftliche Karrieren besitzen (Cohen & Kelly, 2019). Die Forschung über Chemie-Selbstkonzepte hat sich in der Vergangenheit auf junge Erwachsene beschränkt (e.g. Bauer, 2005; Xu & Lewis, 2011), weshalb wenig über die Chemie-Selbstkonzepte von Schülerinnen und Schülern der Sekundarstufe bekannt ist. Neben dem Migrationshintergrund wird auch Gender als Variable betrachtet, da Gender bedeutenden Einfluss auf naturwissenschaftliche Selbstkonzepte ausübt (e.g. Jurik et al., 2013; Riegle-Crumb et al., 2011; Wan & Lee, 2017). In diesem Kontext stellte sich die große Herausforderung, dass die vorherrschenden Methoden in der Forschung zu akademischen Selbstkonzepte möglicherweise verzerrte Daten liefern (Byrne, 2002; Byrne et al., 2009). Obwohl diese Problematik schon vor über 15 Jahren thematisiert wurde, besteht es in der naturwissenschaftlichen Selbstkonzeptforschung bis heute fort. Das vorliegende Forschungsprojekt befasst sich mit diesem Problem und legt einen neuen Forschungsansatz für kultursensible akademische Selbstkonzeptforschung im Mixed-Methods-Design vor. Der Begriff der 'Kultur' wird hier im Sinne des Migrationshintergrunds genutzt, ein Konzept, mit dem sich die Migrationsgeschichten der Menschen in Deutschland kategorisieren lassen. Die Kombination aus qualitativen Interviewdaten und quantitativen Daten ermöglicht es, einige der Arten von Verzerrungen zu detektieren, die von Byrne und Kollegen (2009) definiert wurden. In der Pilotstudie wurden Daten mittels eines Fragebogens zum Chemie-Selbstkonzept (N=116) sowie qualitativer Interviews erhoben (N=43). Die Hauptstudie basiert auf Fragebogen (N=585), der einige weitere Skalen umfasst, sowie qualitativen Interviews (N=48). Aus der Literatur wurden folgende Hypothesen abgeleitet: (h1) Schülerinnen und Schüler mit Migrationshintergrund zeigen vermutlich schwächere Chemie-Selbstkonzepte als solche ohne Migrationshintergrund. (h2) Weibliche Schülerinnen zeigen vermutlich schwächere Chemie-Selbstkonzepte als männliche Schüler. (h3) Das häusliche Umfeld übt vermutlich einen bedeutenden Einfluss auf die Chemie-Selbstkonzepte der Schülerinnen und Schüler aus. Die ersten beiden Hypothesen (h1 und h2) bestätigten sich nicht. Gender und Migrationshintergrund zeigten keine signifikanten Effekte auf die Chemie-Selbstkonzepte der Schülerinnen und Schüler. Stattdessen zeigte sich, dass die Geschlechterverhältnisse von den Migrationshintergründen der Schülerinnen und Schüler abhängen. Bei den Schülerinnen und Schülern ohne Migrationshintergrund haben Jungen tendenziell stärkere Chemie-Selbstkonzepte als Mädchen. Im Gegensatz hierzu zeigen bei den Schülerinnen und Schülern mit türkischem Migrationshintergrund die Mädchen tendenziell stärkere Chemie-Selbstkonzepte als die Jungen. Die bestehende Forschung zu naturwissenschaftlichen Selbstkonzepten vermochte diese Befunde nicht zu erklären. Literatur über die Geschlechterverhältnisse in den Naturwissenschaften in der Türkei legt die Vermutung nahe, dass dieser Interaktionseffekt auf einem stärker genderneutralen Konzept der Naturwissenschaften in der Türkei beruhen könnte. In der Türkei arbeiten etwas mehr Frauen als Männer in naturwissenschaftlichen Berufen (OECD, 2009a) und Mädchen zeigen deutlich bessere Leistungen in Naturwissenschaften (Batyra, 2017a, 2017b). Nach der dritten Hypothese (h3) könnten diese Gender-Konzepte möglicherweise durch das häusliche Umfeld, also durch Eltern oder andere wichtige Bezugspersonen an die Schülerinnen und Schüler mit türkischem Migrationshintergrund weitergetragen werden. Die naturwissenschaftsdidaktische Literatur hielt kein zufriedenstellendes Modell bereit zur Konzeptualisierung des Einflusses des häuslichen Umfelds auf die Schülerinnen und Schüler im Feld der Chemie und somit zur Untersuchung der dritten Hypothese (h3). Aus diesem Grund wurde im vorliegenden Forschungsprojekt das Konzept des chemistry capital entwickelt und in die Forschungsliteratur eingeführt. Chemistry capital basiert auf der Forschung zu science capital nach Archer und Kollegen (2015). Chemistry capital konzeptualisiert die Ressourcen einer Person, die im Feld der Chemie Wert haben. Dies umfasst soziale Netzwerke (z. B. Kontakt zu einer Chemikerin/einem Chemiker), emotionale und kognitive Ressourcen (z. B. Chemie-Wissen und Einstellung gegenüber Chemie) sowie chemiebezogene Aktivitäten. Die qualitativen Analysen zeigten, dass das chemistry capital im häuslichen Umfeld die Schülerinnen und Schüler im Feld der Chemie auf vielfältige Weise beeinflusst. Dies unterstützt Hypothese 3 (h3). Weiterhin legen die Daten die Vermutung nahe, dass strukturelle Ungleichheiten im deutschen Schulsystem die Unterschiede in Chemie verstärken. Schülerinnen und Schüler mit wenig chemistry capital in ihrem häuslichen Umfeld besuchen tendenziell Schulen, in denen der Anteil an fachfremden Chemielehrkräften besonders hoch ist. Hierdurch wird diesen Schülerinnen und Schülern eine wichtige Quelle von chemistry capital vorenthalten. Im Gegensatz hierzu scheinen die Schülerinnen und Schüler, die bereits in ihrem häuslichen Umfeld über chemistry capital verfügen, tendenziell Schulen zu besuchen, in denen Chemie fast ausschließlich durch Fachlehrkräfte unterrichtet wird. Die Mixed-Methods-Analyse in der Hauptstudie legte die Vermutung nahe, dass zwischen Chemie-Selbstkonzept der Schülerinnen und Schüler und chemistry capital im häuslichen Umfeld kein linearer Zusammenhang besteht. Eine Studie mit größerem Stichprobenumfang basierend auf quantitativen (oder Mixed-Methods-) Analysen von chemistry capital im häuslichen Umfeld und Chemie-Selbstkonzept könnte tiefere Einblicke bieten. Es ist derzeit noch unklar, ob die dritte Hypothese (h3) wahr ist. Das vorliegende Forschungsprojekt treibt die chemie- und naturwissenschafts-didaktische Forschung also in dreifacher Hinsicht voran: (i) Es legt einen Ansatz für kultursensible Erforschung akademischer Selbstkonzepte vor. Dieser Ansatz verbesserte sowohl die Validität als auch die Erklärungskraft der Chemie-Selbstkonzeptforschung. Er ist nicht chemiespezifisch und kann daher in anderen Bereichen der Selbstkonzeptforschung genutzt werden. (ii) Ein Interaktionseffekt von Gender und Migrationshintergrund wurde entdeckt, der in der Literatur zuvor noch nicht beschrieben wurde. (iii) Das Konzept des chemistry capital wurde definiert und in die Literatur eingeführt. Es ermöglicht Analysen des Chemielernens aus einer soziokulturellen Perspektive. Der Fokus verschiebt sich von den individuellen Schülerinnen und Schülern hin zu den Ressourcen, über die eine Schülerin oder ein Schüler in seinem oder ihrem sozikulturellen Kontext verfügt und die sie oder ihn im Feld der Chemie unterstützen. Dies erlaubt es, soziale Ungleichheiten in dem Feld aufzudecken, mit denen sich die Bildungspolitik befassen muss. Weiterhin birgt chemistry capital das Potential, Interventionsstudien und anwendungsorientierte Forschung (z. B. Ansätze zu kultursensiblem Chemieunterricht) zu inspirieren.
Performance birokrasi pemerintah yang baik di semua tingkat pemerintahan dewasa ini menjadi suatu keharusan yang dilaksanakan. Sangat disadari persoalan kualitas kinerja pelayanan pemerintah pada public masih relative sangat rendah demikian pula sensitivitas serta responsibilitas penyelenggaraan tugas. Disana sini masih banyak terdapat keluhan public atas kelambanan pelayanan administrasi, ketidak adilan keputusan atau kebijakan atau orogansi berlebihan dari para penyelenggara negara kepada masyarakat yang seyogianya harus dilayani sehingga birokrasi bukan lagi menjadi alat bantu untuk menciptakan efektivitas dan efisiensi pelayanan bagi publik namun menjadi mesin momok yang menakutkan dan menjengkelkan. Upaya memperbaiki kinerja birokrasi yang lebih humanis, responsible dan akuntable terus menerus dilakukan. Pergeseran paradigma memerintah dari konsep "government" ke "governance" telah dijalankan demikian pula pola kekuasaan sentralistis menjadi desentralistis turus dilakukan seraya memperkuat peran pemerintah daerah melalui otonomi daerah yang luas dan menumbuhkembangkan proses demokratisasi lokal yang salah satu perwujudannya dengan pemilu langsung kepala daerah kabupaten/kota dan provinsi. Pelayanan umum akan dapat terlaksana dengan baik dan memuaskan apabila didukung oleh beberapa faktor antara lain, kesadaran para pejabat pimpinan dan pelaksana, adanya aturan yang memadai, organisasi dengan mekanisme sistem yang dinamis, pendapatan pegawai yang cukup untuk memenuhi kebutuhan hidup minimum, kemampuan dan ketrampilan sesuai dengan tugas/pekerjaan yang dipertanggungjawabkandan tersedianya sarana pelayanan sesuai dengan jenis dan bentuk tugas/pekerjaan pelayanan. Berdasarkan hal tersebut dapat dikatakan bahwa tugas pokok dan fungsi pemerintah yaitu melayani (service) terhadap publik atau warga negaranya, untuk tercapainya tugas dan fungsi tersebut didukung oleh beberapa faktor seperti kehandalan pegawainya mulai dari pimpinan sampai bawahan, aturan yang ditetapkan, prosedur dan sebagainya. Ada ungkapan yang mengatakan bahwa "seorang pemimpin tanpa pengikut, tidak akan berarti apa-apa" karena itu pemimpin sangat memerlukan bantuan dan kerjasama dari para pengikutnya untuk dapat menterjemahkan, menjalankan, dan mengimplementasikan segala ide-ide maupun keinginan-keinginan yang ingin ia wujudkan. Demikian halnya dengan para kepala daerah di Kalimantan Tengah saat ini, dalam upaya mewujudkan visi dan misinya sangat membutuhkan para pengikut dalam hal ini adalah para birokrat/Pegawai Negeri yang mampu mengerti, memahami dan berusaha secara bersama-sama untuk mewujudkan keinginan mereka sebagaimana visi yang telah ditetapkan. Guna mewujudkan keinginan tersebut,setiap kepala daerah/wakil kepala daerah tentunya dituntut untuk mampu membentuk Tim Kerja yang handal. Tim Kerja yang handal (perangkat pemerintah daerah) sangat diperlukan agar mampu menterjemahkan dan mewujudkan visi dan misi pimpinan ini berikut yang terpenting adalah keinginan dan harapan masyarakat (public) sehingga masyarakat benar-benar merasakan arti kehadiran pemerintah yang berfungsi melindungi, mengayomi dan mensejahterakan secara adil dan demokratis. Penyusunan Tim Kerja yang handal bukanlah suatu pekerjaan yang mudah ditengah-tengah kondisi birokrasi kita yang sangat kurang sehat (buruk). Diperlukan adanya kemampuan dari kedua pimpinan ini untuk dapat mengevaluasi dan menganalisis individu aparatur birokrasi sehingga ditetapkan seorang aparatur birokrasi yang baik dan handal dengan mengedepankan aspek-aspek profesionalitas, proporsionalitas serta aspek ahlak dan moral untuk segenap aparatur birokrasi yang direkrut ke dalam struktur pemerintahan. Tim Kerja yang handal sangat dibutuhkan, terlebih pada era Otonomi Luas sebagaimana diatur dalam Undang-Undang No. 32 Tahun 2004 tentang pemerintahan daerah. Menurut beberapa pakar ada enam perubahan besar yang terjadi terhadap pilar-pilar atau soko guru pemerintahan daerah dengan adanya otonomi luas sebagaimana UU 32 Tahun 2004 ini, yaitu : 1) Perubahan isi otonomi yang akan merubah cakupan kewenangan pemda; 2) Melembagakan kewenangan-kewenangan tersebut dalam bentuk lembaga/organisasi pemda; 3) Penataan personil yaitu pegawai yang akan menjalankan lembaga tersebut; 4) Perubahan pengelolaan keuangan; 5) Perubahan dalam aspek perwakilan rakyat dan demokratisasi dalam pilkada; serta 6) Perubahan dalam pengelolaan otonomi daerah. Upaya penyesuaian terhadap perubahan 6 (enam) pilar tersebut telah dilaksanakan, namun refleksi keberhasilan masih perlu dipertanyakan. Realitas penyelenggaraan pemerintahan daerah kita masih belum mampu menuju pada organisasi Pemda yang modern dan professional. Dibidang penataan kelembagaan dan penataan personil misalnya, wajah birokrasi Pemda kita masih tetap bersifat bureaucratic polity (Karl Jackson) atau bureaucratic authoritarian (Dwight King) kendatipun rezim dan masa penguasa pemerintahan otoriter ORBA telah berkahir. Bureaucratic polity birokrasi ditunjukan dengan peran partai politik dan elite partai yang sangat besar dalam percaturan politik dan dalam tata penyelenggaraan pemerintahan sehingga birokrasi yang diharapkan menjadi netral sebagaimana cita-cita perjuangan reformasi total tahun 1998, ternyata tetap menjadi bagian alat kekuasaan politik. Bukan rahasia umum saat ini baik ditingkat pusat maupun di daerah bahwa jabatan karier seorang aparatur birokrasi/PNS sangat ditentukan oleh hubungan kedekatannya (DUK) yang tidak hanya dituntukan oleh kedekatan dengan pemimpin daerahnya tetapi juga dengan petinggi-petinggi partai/elite partai. Posisi Sekretaris Jenderal, Direktur Jenderal pada departemen atau sekda atau kepala-kepala dinas (pemegang jabatan esellon II), para kepala bidang/bagian (essellon III) provinsi, kabupaten/kota dan bahkan para pelamar CPNS ternyata lebih "ditentukan oleh proses-proses politik informal" ketimbang proses dan mekanisme formal birokrasi atau Baperjakat atau Tim Penerimaan CPNS. Birokrasi menjadi ajang konspirasi ……. yang dilakukan oleh elite politik, elite pemerintah (daerah/pusat), pengusaha, NGos dan kelompok-kelompok kepentingan lain untuk dan atas nama negara mengelola Negara dan keuangannya demi tujuan segilintir orang atau demi untuk membangun kerajaan atau dinasti baru segelintir orang di daerah dan menjadikannya sebagai raja-raja kecil daerah atau demi untuk mewujudkan doktrin dan cita-cita perjuangan partainya yang telah jauh dari cita-cita philosofis sejati partai politik. Birokrasi juga menjadi arena bagi-bagi kue pembangunan atau arena politik balas jasa kepada para clean-clean yang telah ambil bagian membantu perjuangan memperoleh kekuasaan. Akibat dari itu proses rekruitmen dan penempatan personil-personil tim kerja dalam struktur Pemerintahan Daerah menjadi i-rasional dan tidak mengedepankan integritas dan moralitas. Tapi cenderung mengedepankan dan mempertahankan pola-pola lamayakni karena kedekatan dan karena senioritas. Sehingga dihasilkan manusia pemimpin daerah yang corrupt, angkuh/sombong, arrogan, ingin dihormati, ingin dilayani dan bukan melayani, ingin diberi upeti bukan memberi layanan yang ramah, sopan dan bersahaja dan menjadikan birokrasi sebagai mesin penghambat bukan sebagai mesin yang dapat menciptakan suatu tatanan administrasi pemerintah yang efisien dan efektif. Konfigurasi system tersebut, telah menempatkan pula sistem promosi jabatan struktural dan sistem mutasi cendrung tidak didasarkan atas keahlian, namun lebih atas dasar kepercayaan.Sehingga acap kali ditemukan seseorang menduduki suatu jabatan tertentu berbeda dengan latar belakang pendidikan dan keahliannya. Hal ini berbanding terbalik dengan keinginan Pemerintah yang tertuang dalam UU No. 32 Tahun 2004 tentang Pemerintahan Daerah, Pasal 133 yakni : "Pengembangan karir pegawai negeri sipil daerah mempertimbangkan integritas dan moralitas, pendidikan dan pelatihan, pangkat, mutasi jabatan, mutasi antar daerah, dan kompetensi"). Hal ini senada dengan perkataan Drucker yang mengatakan "We are change the world, faster than we can change ourself".Dan parahnya lagi kondisi ini sepertinya dimaklumi oleh para pimpinan organisasi Pemda. Sehingga tidak aneh kalau dikalangan birokrasi, pegawai yang memiliki kompetensi/kemampuan pemikiran yang baik tidak secara otomatis akan menduduki posisi yang sesuai dengan tingkat kemampuan intelektual/kompetensi yang dimilikinya. Jadi tidaklah mengherankan kalau pegawai saat ini lebih tertarik untuk memperdalam "ilmu kodok"-nya (sepak kanan, sepak kiri, injak bawah-jilat atas untuk mendapatkan kepercayaan) ketimbang meningkatkan kemampuan teknis pemerintahannya. Promosi jabatan yang didasarkan pada kedekatan dengan pimpinan tingkat atas, disebabkankarena adanya pemikiran dari para pegawai (termasuk sang pimpinan) bahwa jabatan struktural adalah kepercayaan(loyalitas pribadi dengan pimpinan/partai). Senioritas dalam pengertian kepangkatan, dilakukan karena menggunakan pendekatan eselonering untuk jabatan struktural (eselonisasi telah melahirkan birokrasi yang sibuk mengejar senioritas pangkat dan eselon yang sering tidak berhubungan dengan peningkatan kinerja). Bukan karena kemampuan atau keahlian yang dimiliki oleh yang bersangkutan sesuai dengan jabatan struktural yang ada, tetapi karena jenjang kepangkatan yang bersangkutan (padahal point ini bukanlah faktor utama sebagaimana dalam pasal 133 UU No. 32 Tahun 2004 di atas). Diera otonomi daerah saat ini, setiap organisasi pemerintah daerah menghadapi tantangan yang sangat kompleks dan tuntutan kebutuhan masyarakat yang semakin meningkat. Untuk itu organisasi membutuhkan model organisasi yang ramping yang didukung oleh personil yang mempunyai kemampuan dan keahlian sesuai dengan tugas pokok dan fungsi organisasinya. Stewardmenyatakan :"Yang dibutuhkan organisasi Pemda saat ini adalah orang yang bekerja keras dengan otaknya (brain power), bukan orang yang kuat sehingga hanya dapat bekerja dengan ototnya (muscle power)". Dengan adanya tantangan seperti ini, dibutuhkan adanya kebijakan Pemerintah Daerah untuk mengembangkan Sumber Daya Manusia sesuai dengan keahlian dan kebutuhan organisasi, sehingga setiap personil dalam mengejar prestasi lebih mengarah kepada bagaimana memberikan kontribusi yang optimal kepada organisasinya, bukan sekedar bagaimana mendapatkan jabatan struktural atau membuat asal bapak senang (ABS) atau hanya menjadi "pejabat menara gading", tanpa ada kontribusi keahlian yang jelas. Agar kegiatan rasionalisasi (perubahan dimensi struktural dan fungsional) tidak menjadi sia-sia belaka sebagaimana yang telah dilaksanakan oleh Pemda sendiri melalui implementasi Peraturan Pemerintah No. 41 Tahun 2007, maka pemerintah daerah memerlukan adanya perubahan orientasi perilaku personil (dimensi kultural). Salah satu upaya melakukan perubahan orientasi perilaku adalah melakukan Uji Kompetensi bagi pegawai yang akan menduduki jabatan dalam Organisasi Pemerintah Daerah. Kegiatan ini bukanlah sesuatu hal yang baru, untuk beberapa daerah tertentu seperti misalnya Daerah Istimewa Yogyakarta atau lainnya kegiatan uji kompetensi ini menjadi suatu kebiasaan yang dilakukan oleh para kepala daerah untuk mendapatkan para pembantunya yang akan menduduki jabatan-jabatan strategis ditingkat pemerintahan daerah dengan cara-cara terhormat, terukur dan elegan serta demokratis. Lain halnya di daerah kita, uji kompetensi ini pada realitasnya masih jarang dilakukan dan kalau pun ada cendrung bersifat tertutup sehingga public menjadi kehilangan akses untuk mengetahui kemampuan dan kompetensi dari seorang calon yang akan menduduki jabatan public di lingkungan pemerintah daerah. Pada dasarnya uji kompetensi jabatan ini dapat memberikan masukan secara lebil benar dan adil bagi pimpinan sendiri atas kompotensi dari seorang bawahannya sehingga mereka mampu memilih dan menetapkan para pembantunya secara baik dan benar. Uji kompetensi jugabermanfaat untuk mengarahkan pimpinan/instansi teknis yang menangani kepegawaian (BKD) untuk mengembangkan berbagai jenis jabatan fungsional. Seperti personil yang mempunyai kemampuan untuk perencanaan ditempatkan di Bappeda dengan jabatan fungsional perencanaan yang mempunyai tugas pokok dan fungsi menyusun perencanaan pembangunan daerah yang tidak terkooptasi dengan jabatan struktural. Uji kompetensi adalah merupakan suatu standar penilaian/kompetensi bagi para pegawai yang akan dipromosikan untuk duduk dalam suatu jabatan tertentu (Jabatan Fungsional maupun Struktural). Bukan berarti dengan diciptakannya standar penilaian tersebut maka Tim Baperjakat yang ada di Pemerintah Daerah Propinsi, Kota/Kabupaten akan tidak berfungsi lagi. Tetapi dengan adanya standar penilaian ini akan dapat membantu Tim Baperjakat untuk mempromosikan pegawai-pegawai yang akan menduduki suatu jabatan. Sehingga peranan Baperjakat akan dapat berjalan dengan optimal dalam memberikan atau menempatkan pegawai pada posisi yang tepat sesuai dengan kompetensi yang dimiliki (The right man in the right place). Diharapkan pula dengan adanya uji kompetensi tersebut para pegawai terpacu untuk dapat meningkatkan kemampuannya (keterampilan, pengatahuan,dll) agar dapat memenuhi standar kompetensi yang telah ditetapkan. Upaya penetapan standar-standar untuk mengadakan uji kompetensi jabatan tentunya harus memperhatikan pula aspek kecerdasan dan kematangan diri, kualifikasi pendidikan, track record, visi dan misi terhadap jabatan yang diembannya maupun aspek psikologis PNS atau moral. Menuju terbangunannya dimensi kultur personil perlu adanya suatu upaya pembaharuan (dari pimpinan/Top Manager) yang sesuai dengan perkembangan lingkungan dimana organisasi tersebut tumbuh dan berkembang. Hal di atas sejalan dengan pemikiran yang diungkapkan Albert Einstein yang mengatakan : "The significant problems we face can not be solved at the same level of thinking we were at when we create them." (Masalah-masalah mendasar yang kita hadapi saat ini tidak dapat dipecahkan dengan menggunakan level berpikir sebelumnya yang justru menciptakan masalah-masalah tersebut). Secara teoritis upaya melakukan pembaharuan/menciptakan pergeseran paradigma dapat dilakukan dengan dua cara, yaitu :Pertama, dilakukan secara sadar, sukarela, dan proaktif-antisipatif (inside out). Mengikuti pembelajaran atau pendidikan, memperluas wawasan, belajar dari pengalaman masa lalu, membaca, bergaul dengan orang-orang dari berbagai latar belakang, berusaha mengenali misi dan visi hidup pribadi dan organisasi, dan melakukan kegiatan spiritual; Kedua, dilakukan dengan terpaksa atau reaktif (outside in), umumnya tanpa disertai dengan kesadaran, karena dipicu oleh berbagai peristiwa traumatis. Keterpaksaan ini dapat terjadi karena paradigma yang kita anut ternyata telah beku atau lumpuh, terperangkap pada realitas semu yang penuh tipu, kepalsuan dan kemunafikan. Berdasarkan dua langkah yang dapat ditempuh dalam upaya menerima serta menghadapi perubahan dimensi kultural tersebut, Penciptaan Standar Kompetensi maupun Uji Kompetensi menjadi salah satu wujud dari upaya menghadapi tuntutan masyarakat akan kinerja pemerintahan yang dilakukan secara sadar, dan proaktif-antisipatif (inside out). Dimana hal ini ditempuh untuk mengobati penyakit di dalam tubuh organisasi pemerintah agar dapat menerima serta beradaptasi dengan iklim lingkungannya yang baru. Di samping itu Uji Kompetensi merupakan sikap keterpaksaan yang harus diambil oleh pemerintah daerah untuk mengatasi permasalah yang dihadapi oleh pemerintah daerah. Sebagaimana diketahui bahwa saat ini tingkat kepercayaan masyarakat terhadap pemerintah berada pada level low trust (semoga tidak berlanjut pada level distrust) sehingga mau tidak mau pemerintah harus segera berbenah diri untuk dapat mengubah image pemerintahan yang buruk di mata masyarakat. Sangat disayangkan jika pesta demokrasi pemilihan kepala daerah yang telah dilakukan secara demokratis pada waktu yang lalu ternoda oleh ketidakmampuan (powerless) pemimpin daerah kita ini untuk membangun tatanan aparatur birokrasi yang kapabel sesuai dengan standar profesionalistas dan menghasilkan para penyelenggara pemerintah daerah (birokrasi) yang ramah, berjiwa melayani, berintegritas, loyalitas dan dedikasi kerja yang tinggi pada masyarakat (menjadi abdi masyarakat dan abdi negara). Uji kompetensi merupakan salah satu syarat penting yang dapat dipertimbangkan bagi berfungsinya organisasi Pemda serta merupakan salah satu syarat sebelum PNS tersebut ditempatkan dalam jabatan dan sangat urgent dilakukan mengingat makin terbatasnya jumlah jabatan struktural yang tersedia sekaligus untuk mengakomodasi penilaian publik yang menilai birokrasi Pemerintah Daerah adalah malas, tidak memiliki potensi, tidak disiplin dan kinerjanya rendah. Pertanyaan berikutnya yang diperhadapkan pada kita adalah bagaimana kita menciptakan standar-standar tersebut ? Bukankah dilingkup organisasi pemerintahan sudah ada DP-3 dan Analisis Jabatan (yang mulai jarang diterapkan/direncanakan semoga tidak dilupakan) yang bermanfaat untuk menilai serta melihat prestasi kerja seorang pegawai. Apakah itu tidak cukup ? Sebagaimana diketahui, kompetensi adalah merupakan kemampuan dan karakteristik yang dimiliki oleh seseorang pegawai negeri sipil berupa pengetahuan, keahlian dan sikap perilaku yang diperlukan dalam melaksanakan tugas jabatannya. Dimana untuk mengukur kompetensi yang dimiliki seorang pegawai tersebut kita dapat menetapkan standar-standar kompetensi yang diperlukan dalam rangka peningkatan profesionalisme PNS yang akan menduduki jabatan struktural eselon I, II, III, IV dan V. Standar-standar yang akan diciptakan itu kemudian dibagi kedalam dua indikator, yaitu indikator umum (Kompetensi umum) dan indikator khusus (Kompetensi khusus). Standar ini tentunya sangat berbeda dengan DP-3 yang selama ini dikenal dikalangan PNS, dimana indikator-indikator dalam DP-3 tersebut berlaku secara menyeluruh bagi semua PNS (nilainya pun selalu meningkat, nda pernah turun.???). Kompetensi umum yang dikembangkan dalam Uji kompetensi ini berisikan indikator-indikator yang bertujuan untuk menilai kemampuan dan karakteristik yang harus dimiliki oleh seorang PNS berupa pengetahuan dan perilaku yang diperlukan dalam melaksanakan tugas jabatan struktural yang dipangkunya. Sedangkan Kompetensi khusus berisikan indikator-indikator yang bertujuan untuk menilai kemampuan dan karakteristik yang harus dimiliki oleh seorang PNS berupa keahlian yang diperlukan dalam melaksanakan tugas jabatan struktural yang dipangkunya. Dalam proses ini peran daripada analisis jabatan yang saat ini kurang berfungsi dapat lebih digiatkan lagi oleh masing-masing pembina kepegawaian di instansi masing-masing yang berguna untuk menentukan indikator-indikator khusus yang tentunya sesuai dengan keadaan, kenyataan dan kebutuhan kerja yang riil. Dengan terciptanya standar-standar yang berisi indikator-indikator penilaian tersebut dapat dijadikan sebagai standar baku bagi Tim Baperjakat/Pembina Kepegawaian dalam pengangkatan, pemindahan, dan pemberhentian PNS dari dan dalam jabatan, serta sebagai dasar penyusunan/pengembangan program pendidikan dan pelatihan PNS. Sebagai contoh beberapa Standar kompetensi Umum dan khusus dalam Jabatan Eselon III. Seseorang yang akan/dapat menduduki jabatan eselon III paling tidak memenuhi standar kompetensi umum seperti : Mampu memahami dan mewujudkan Kepemerintahan yang baik (Good Governance), Mampu memberikan pelayanan yang baik terhadap kepentingan publik, Mampu berkomunikasi dalam bahasa Inggris, Mampu melakukan pendelagian kewenangan terhadap bawahannya, Mampu melakukan akuntabilitas kinerja unit organisasinya dengan baik, Mampu melakukan evaluasi dan bahkan Mampu memberikan masukan-masukan tentang perbaikan program kepada pejabat atasannya, dan hal terkait lainnya.Standar Kompetensi Umum ini pada dasarnya dapat diperoleh melalui pendidikan formal maupun diklat kepemimpinan. Kemudian Standar Kompetensi khusus, berisi tentang keahlian yang disesuaikan dengan jabatan yang bersangkutan. Misalnya Kepala BKD di tingkat Kota/Kabupaten, Standar Kompetensi khusus yang harus dimiliki antara lain : Mampu menyusun program kebutuhan dan penempatan pegawai, Mampu menyusun program analisis jabatan untuk perencanaan pegawai, Mampu menyusun sistem informasi kepegawaian, Mampu memberikan pertimbangan pemberhentian dan pemensiunan pegawai, dan lainnya. Perlu diingat pula bahwa standar kompetensi khusus ini pada dasarnya dapat ditetapkan oleh Pembina kepegawaian di Instansi masing-masing sesuai dengan uraian tugas/jabatan di unit organisasinya masing-masing. Upaya pergeseran paradigma dari konsep kecakapan menjadi kompetensi (melalui uji kompetensi), diharapkan secara perlahan namun pasti tentunya akan menimbulkan implikasi strategis yang sangat positif bagi kegiatan perencanaan dan pengelolaan sumber daya aparatur pemerintah dilingkup apapun dalam setiap kegiatan. Sehingga dengan demikian kompetensi nantinya merupakan faktor mendasar dalam hal penempatan seseorang dalam jabatan tertentu. Namun demikian, cukup disadari bahwa untuk merealisasikan keinginan ini diperlukan suatu pengorbanan, kerja keras serta komitmen yang kuat dari semua pihak. Karena semakin besar cakupan kepentingannya, semakin besar dimensi kemanusiaan yang dikandungnya, maka semakin besar pula tantangan dan kesulitan yang akan dihadapi dalam proses merealisasikan keinginan tersebut. Kita menaruh harapan besar pada pimpinan daerah yang memerintah untuk ke-2 kalinya ini untuk lebih melakukan berbagai perubahan bagi peningkatan dan kesejahteraan masyarakat, demikian pula segenap aparatur penyelenggara di bawahnya.
