Kryzysy energetyczne, a w szczególności kryzysy gazowe spowodowane konfliktem rosyjsko- ukraińskim wywarły istotny wpływ na politykę bezpieczeństwa energetycznego UE. Celem niniejszego artykułu jest analiza wpływu rosyjsko-ukraińskich kryzysów gazowych na rozwój polityki energetycznej UE, a w szczególności otoczenia regulacyjnego. Poczucie zagrożenia przyczynia się do zwiększenia solidarności wśród państw unijnych oraz zwiększa zdolności budowy koalicji politycznych. Wraz ze wzrostem agresywnej polityki energetycznej Federacji Rosyjskiej, która oparta jest o założenia szkoły realizmu, instytucje unijne wykorzystują instrumentarium oparte o założenia szkoły liberalizmu. W artykule została zastosowana metoda krytycznej analizy politologicznej oraz metoda analizy czynnikowej. Autor wykorzystał założenia teorii realizmu oraz liberalizmu. Wnioski przedstawione w artykule oparte są o technikę prognozowania. ; Energy crises, in particular the gas crises caused by the Russian Ukrainian conflict, have had a significant impact on EU energy security. The aim of this paper is to analyse the impact of the Russian- Ukrainian gas crisis on the development of EU energy policy, in particular its regulatory environment. Insecurity contributes to increased solidarity among EU states, resulting in their greater willingness to create political coalitions. With the growth of the aggressive energy policy of the Russian Federation, which is based on the school of realism, EU institutions respond with instruments taken from the school of liberalism. The paper is a critical analysis in terms of political science and factor analysis. The author uses the assumptions of both the theory of realism and that of liberalism. The conclusions presented in the article are based on a forecasting technique.
Artykuł ma na celu zaprezentowanie zależności pomiędzy akceptacją reguł demokratycznych i subiektywną oceną stopnia ich realizacji w poszczególnych krajach europejskich z wielkością kapitału społecznego pozostającego w dyspozycji obywateli tych państw. Dane wykorzystane do przeprowadzenia analizy porównawczej pochodziły z badań Europejskiego Sondażu Społecznego zrealizowanego w roku 2012. Pozwoliły one skonstruować trojakiego rodzaju klasyfikację: 1) poparcia dla demokracji, 2) oceny demokracji, 3) wielkości kapitału społecznego. Subiektywne opinie na temat ustroju demokratycznego oraz szacowana wielkość kapitału społecznego zostały dodatkowo skonfrontowane z obiektywnymi wskaźnikami makro określającymi funkcjonowanie badanych społeczeństw w wymiarze społeczno-politycznym: jakości rządzenia (Worldwide Governance Index), stabilności demokracji (Democracy Index), konkurencyjności gospodarczej (Global Competitiveness Index), rozwoju społecznego (Human Development Index) oraz kapitału ludzkiego (Human Capital Index). ; The article presents the relationship between the acceptance of democratic rules and subjective assessment of the degree of their implementation in different European countries with the size of social capital at the disposal of the citizens of those countries. The data used for the analysis of comparative studies came from the European Social Survey realized in 2012. Based on the data presented three types of classification: 1) support for democracy, 2) assessment of democracy 3) the amount of social capital. Subjective opinions on the democratic system and the estimated size of social capital are additionally confronted with objective macro indicators determining the functioning of societies in the socio-political dimension: the quality of governance (Worldwide Governance Index), the stability of democracy (Democracy Index), economic compet-itiveness (Global Competitiveness Index), social development (Human development Index) and human capital (Human Capital Index).
Economic history is an interdisciplinary science, developing in the contact between history and economics, although this kind of studies often needs to refer to the achievements of other disciplines. In the economic history research it seems to be inspiring to use for example economic methods. The aim of this article is to present the results of statistical analysis which was about selected aspects of the Polish foreign trade in the interwar period. The data are obtained from 'The Small Statistical Yearbook' for years 1930–1939 and cover the period 1922–1939. The tests were conducted using statistical program 'Gretl' and the results were confronted with the selected literature. The analysis concerned the following dependences: import and export in Poland; import and domestic trade turnover in Poland; export and domestic trade turnover in Poland; Polish global import and import through the port of Gdynia; Polish global import and import through the port of Gdansk; Polish global export and export through the port of Gdynia; Polish global export and export through the port of Gdansk. There were also researched: the share of import through the ports of Gdynia and Gdansk in Polish global import, the share of export through the ports of Gdynia and Gdansk in Polish global export, the commodity composition of Polish import and export. For that purpose there were constructed the simple econometric models, based on the method, which is Pearson correlation coefficient. There were used basic descriptive statistics (arithmetic mean and median) and constructed the corresponding graphs and tables.

Some scientists define it with the emphasis on economic efficiency, others on innovativeness, and there are also those who will characterize its conceptual character from the environment in which it can appear on the market. Competitiveness can be captured both on a micro scale – in relation to individual enterprises or industries, as well as on a macro scale – in relation to entire countries. Often, one of the basic factors of a country's economic development is its level of competitiveness. The RCI Index (Regional Competitiveness Index) is the main indicator measuring the level of competitiveness European Union countries and regions. On its basis, we can draw some conclusions about their development. The aim of the paper is to answer the question of what the level of competitiveness of individual regions of the European Union is and how much innovation in the European Union Member States affects their level of competitiveness. An attempt will be made to assess the level of development of the Member States on the basis of the analysed data. ; Konkurencyjność to bardzo szerokie pojęcie. The article presents a brief overview of the balance of the effects of the economic transformation in Poland, in the last 25 years. The text of the article consists of three parts. Firstly, a brief description of the circumstances of the legislation constituting the foundation for the construction of a capitalist economy in Poland. The second part is to present Polish macroeconomic indicators compared to selected other countries. The third part is the presentation of data on the impact of economic development on the Polish living standards of the country. On the basis of this analysis conclusions were drawn. They concern the Polish economic growth compared to other post-socialist countries, and the material situation of the Polish population. ; W artykule przedstawiono krótki zarys bilansu efektów transformacji gospodarczej w Polsce w okresie ostatnich 25 lat. Tekst składa się z trzech części. Pierwsza to krótki opis okoliczności powstania ustawodawstwa stanowiącego fundament budowy gospodarki kapitalistycznej w Polsce. W części drugiej autor przedstawia wskaźniki makroekonomiczne Polski na tle wybranych krajów. Trzecia część to przedstawienie danych na temat wpływu ekonomicznego rozwoju Polski na poziom życia jej mieszkańców. Na podstawie niniejszej analizy sformułowano wnioski. Dotyczą one tempa wzrostu gospodarczego Polski na tle innych krajów postsocjalistycznych oraz materialnej sytuacji ludności Polski.
Celem tekstu jest szczegółowa analiza partycypacji wyborczej Polaków przebywających i głosujących za granicą w wyborach krajowych w Polsce (parlamentarnych i prezydenckich) w dwóch ostatnich dekadach (lata 1990-2011). W tym okresie odbyły się siedmiokrotnie wybory do Parlamentu i pięciokrotnie wybory Prezydenta. Celem poniższego tekstu jest przedstawienie wyników poszczególnych wyborów w oparciu o dane Państwowej Komisji Wyborczej, w tym liczby zarejestrowanych wyborców, oddanych głosów, frekwencji oraz liczby utworzonych obwodów głosowania za granicą. Analizując długofalowe trendy, zaobserwować można znaczący wzrost liczby oddanych głosów za granicą w wyborach krajowych po roku 2004, co bez wątpienia jest bezpośrednim rezultatem fali wyjazdów Polaków po wstąpieniu kraju do Unii Europejskiej (UE), ale także zwiększonym zainteresowaniem mediów i partii politycznych tematem emigracji i emigrantów w okresie kampanii wyborczych. Na zmienną dynamikę poziomu głosów oddanych przez wyborców za granicą mają zatem wpływ czynniki związane z sytuacją społeczno-polityczną Polski, ale także wynikające z procesu organizacji samych wyborów. Do tych ostatnich zaliczyć należy warunki rejestracji do spisu wyborców za granicą, liczbę tworzonych poza krajem obwodów głosowania oraz tryb oddania głosu. Preferencje polityczne Polaków głosujących za granicą nie są identyczne z tymi, jakie reprezentują wyborcy w kraju, dodatkowo wyraźnie widoczne są różnice pomiędzy polskimi wyborcami głosującymi na kontynencie amerykańskim i europejskim w poparciu partii politycznych. Tekst składa się z trzech głównych części. W pierwszej omówione są ogólne trendy partycypacji wyborczej Polaków za granicą w wyborach krajowych. Kolejna zawiera szczegółowe dane (ilościowe i jakościowe) dotyczące wszystkich wyborów (prezydenckich i parlamentarnych) mających miejsce w latach 1990-2011. W części podsumowującej wskazane są najważniejsze czynniki wewnętrzne i zewnętrzne determinujące dynamikę poziomu uczestnictwa Polaków głosujących za granicą w wyborach krajowych. ; The text presents a comparative analysis of participation of Poles residing abroad in national elections in Poland (both parliamentary and presidential) over the last two decades (1990-2011). There were seven parliamentary and five presidential elections in Poland during this period. The text contains a detailed analysis of particular elections based on the State Electoral Commission database, including the number of registered voters and votes cast abroad, the turnout level and the number of polling stations established out of Poland. Taking into account the long-term trends, there is a noticeable increase in the number of votes cast abroad in state elections after 2004. This is a direct effect of the growing number of Poles living abroad after Poland's accession to the EU, but it is also due to the fact that diaspora became an important target group for political elites and media during the electoral campaigns. Thus, the changing number of votes cast abroad has been influenced by various factors related on the one hand to the socio-political situation and, on the other - to the elections organization process, including the voter's registration scheme, the number of polling stations established abroad and the system of voting. The political preferences of Polish voters abroad are different from the population voting in the country. Additionally, when the political parties' support is examined, there are visible differences between Poles residing in American and European countries. The text consists of three main parts. The first presents general trends in electoral participation of Poles abroad in national elections. In the second part, there is a detailed data analysis (both qualitative and quantitative) of all elections (presidential and parliamentary) in the years 1990-2011. The main research objective of the study is to find an answer to the question: what are the main assumptions of the political reform proposed by the Spanish Socialist Workers' Party (Partido Socialista Obrero Español – PSOE) regarding the amendment of the Spanish constitution of 1978? The study was carried out by implementation of the method of qualitative data analysis and regarded selected legal acts and PSOE party documents. The time frame of the study was set for the years 2004–2021. The initial caesura is justified by the electoral victory of PSOE at 2004. The final turning point is marked by the debates of the 40th PSOE Congress, held between October 15 and 17, 2021 in Valencia.
This article is a review of basic information on health policies and an introduction to the issue of their design and implementation in the Balkans. The purpose of this article is to discuss the general characteristics of health policies in the Balkans, the challenges and opportunities related to their determination, and implementation in the region and selected countries. The materials used in the preparation of the article are international publications and source documents regulating the issues raised in selected countries as well as studies of the International Health Organization. The methods used in the course of the work were analysis of source documents and data analysis. The work resulted in an article that concisely introduces the reader to the complex issue of health policies in a region still recovering from the armed conflict of the 1990s. The analysis of this issue indicates a deep differentiation of the undertaken activities and financing tools while emphasizing the similarity and often commonality of solutions. This is due to the level of development of individual countries, their economic capabilities, and the degree of advancement in integration processes with the European Union.
Postfoucauldian discourse analysis is a vigorously developing approach to discourse studies focusing on the analysis of power, discourse, knowledge and social practice. This comprises studies deriving from Michel Foucault's thought, reinterpreting it, however, with the aim at application to an analysis of empirical data, also from the field of pedagogy and education. The purpose of this paper is to present main concepts and categories of postfoucauldian discourse analysis (e.g. enunciation, discursive formation, discursive practice, procedures for the control of discourse, dispositive, regime of truth) and guidelines for conducting research on the example of an analysis of chosen public texts concerning the debate on liquidation of middle schools in Poland as a result of the reform of education carried out by Law and Justice' government.
Celem artykułu jest analiza dochodów z mandatów i grzywien w polskich samorządach oraz weryfikacja hipotez na temat ich rzeczywistych przyczyn. Na podstawie stworzonego zbioru danych dochodów z mandatów w poszczególnych działach budżetowych 2474 gmin w Polsce w latach 2007–2017 zbadano zróżnicowanie wpływów z mandatów w poszczególnych gminach. Analiza danych wskazuje, że w Polsce istnieje grupa gmin, w których mandaty i grzywny stały się narzędziem polityki budżetowej i środkiem do generowania znacznych dochodów niepodatkowych. Wyniki estymacji modelu ekonometrycznego potwierdzają zależność między dochodami z mandatów a przestępczością, sytuacją makroekonomiczną oraz wydatkami na straż miejską lub straż gminną. Nie zaobserwowano spadku dochodów z mandatów przed wyborami samorządowymi. ; The aim of this article is to conduct an analysis of non-tax revenue from fines and tickets in Polish local governments and to verify hypotheses covering their real causes. On the basis of a created dataset of revenues from tickets in the relevant budget divisions of 2,474 counties in Poland in the 2007–2017 period, the diversity of revenues from tickets in Polish counties was examined. Data analysis indicates that there is a group of counties in Poland where tickets and fines became the instrument of budgetary policy and a way to generate significant non-tax revenue. The results of econometric model estimation confirm a dependency between revenue from tickets and crime, the macroeconomic situation and expenditures on municipal police. A fall of revenues from tickets before local elections was not observed.

The article aims to empirically indicate the share and industry characteristics of the largest state-owned enterprises in five selected countries of Central and Eastern Europe. Furthermore, based on the analysis, an attempt is made to answer relevant research questions: Whether and to what extent after almost 30 years of transition have the economies of the analysed countries become similar to the economies of selected developed countries of Western Europe with regard to the scope of state ownership in the economy? If so, to what extend? Could the economies of the analysed countries be seen as an occurrence of growing importance of state-owned enterprises after the financial crisis of 2008–2009, referred to in the literature as the "return of state-owned enterprises"? The analysis of the scope of state ownership in the economy was made using the processed and completed source data contained in the Orbis database. The study consists of three parts. The first part presents methodological assumptions of the analysis, definitions, description of data sources and basic characteristics of the studied set of enterprises. The second part contains data on state-owned enterprises in the analysed countries, divided into the state-owned and statecontrolled with a minority shareholding also includes industry-specific analysis. The third part contains synthetic international comparisons and a retrospective analysis, including the status and characteristics of state-owned enterprises in the surveyed countries in 2009, 2013 and 2017. The conclusions contained in the summary indicate a significant diversification of the scope and importance of state enterprises in the economies of the analysed countries.
The article presents the results of the analysis of the Polish media discourse on the problem of paedophilia cases and paedophilic acts among the clergy in the years 2013-2019. A particular emphasis in the analysis was placed on the events and components of the process known in social sciences as the moral panic. The study used the method of critical analysis of media discourse (the analysis covered portals known as right-wing, left-wing and liberal) along with the analysis of the existing data. The results of the study show that in Polish society there is a discursive overcoming of the topic of paedophilia and openness to the debate around ways to solve the problem, also on the side of church institutions. Over the past six years, there has been a significant transformation of public discourse on the subject of paedophilia cases of the clergy and postulated ways of solving the problem. The study observed the impact of the symbolic elites - politicians, journalists, members of organizations and people of culture on progressive changes at the level of perception of the phenomenon. During the analysis there was also noticed the process of creating a new enemy in the form of a sexual minority environment and the sexualization of children, which, in the opinion of the examined environments, is expected to increase the scale of paedophilia.
