The aim of this study is to analyse the perceptions of internal users regarding the usefulness of financial reporting in the context of decision-making of Portuguese Local Administration. To do this, a survey questionnaire to all municipalities' decision-makers (both technical and political) was carried out. The main findings suggest that usefulness of municipalities' financial reporting, in its current form and content, is high. Nevertheless, this usefulness would increase with the introduction of other information apart from the one that is currently required to disclose. In general, the two different groups of decision-makers – technical and political – have a slightly different behaviour with respect to the usefulness attributed to municipalities' financial reporting, within the context of internal decision-making. The technical decision-makers assign more usefulness than politicians. Treeline areas provide a range of ecosystem services, but there are diverging views as to how and for whose benefit, these ecosystem services are managed. Applying a Q-method, we explore experts' attitudes towards forest related decision-making and governance in treeline areas to reveal the attitudinal divergences that exist and analyse patterns of shared assumptions forming attitude-related communities. Experiences, trends, opportunities and challenges in European treeline area decision-making are considered. Our results reveal four attitude-related communities, representing four distinctive types of expert attitudes. Findings demonstrate a number of similarities in attitudes among experts indicating, for example, that treeline area decision-making is hardly socially innovative as it tends to happen in a top-down manner. However, some do and others don't see tree-line governance beneficial from an ecological perspective. The attitudinal heterogeneity identified offers insights into treeline decision-making and could, therefore, be useful to public decision-makers in addressing the opinions of each attitudinal group on a case-by-case basis. The general conclusions are that forest related decision-making in treeline areas requires social innovation and a high level of stakeholder competence and capacity-building; and that an improved knowledge of experts' attitudes, together with an emphasis on increased participation in decision-making, could be of help to policy and practice communities in triggering innovative changes locally.

This essay outlines the role that the national parliaments of federal and regional states can play in the context of the multilevel governance of the EU.The methods of coordination between national parliaments and sub-state territorial bodies areanalysed. They express a bilateral process that moves as much on the European side as on the internal one, potentially giving life to a system that can significantly contribute to the process of European integration, andthat appears to be one of the essential tools to make up, at least partially, to the"democratic disconnect"of the European Union.

The objective of this study is to verify the determinants of costs management practices used in decision-making process of companies in the westside of Santa Catarina. The data collection was carried out using a questionnaire answered by 41 companies managers from different market sectors. The descriptive research used a quantitative approach using the Chi-Square and Kruskal-Wallis tests. The results indicated that the variable costing method is widely used by the studied companies. The market sector, tax regime and annual turnover were decisive factors for the use of production costing and budget tools. The market sector proved to be a decisive factor in the use of costs information for the selling price formation and negotiation with suppliers and customers. The uptime pointed to differences in the use of costs information for the selling price formation and expenses controlling. The tax regime and the number of employees were decisive for the use of costs information that complies with the tax legislation, identifying possible hindrances in the productive process and also in the set prices. ; O objetivo do estudo é verificar os fatores determinantes das práticas de gestão de custos utilizadas no processo decisório de empresas da região Oeste catarinense. O levantamento de dados foi elaborado a partir da aplicação de questionário respondido por gestores de 41 empresas de distintas atividades. A pesquisa descritiva utilizou abordagem quantitativa com o uso dos testes qui-quadrado e Kruskal-Wallis. Os resultados indicaram que o método de custeio variável é o mais utilizado pelas empresas da amostra. O ramo de atividade, forma de tributação e faturamento anual mostraram-se fatores decisivos para a utilização das ferramentas de custos de produção e orçamento. O ramo de atividade mostrou-se um fator decisivo na utilização das informações de custos para formação do preço de venda e na negociação com fornecedores e clientes. O tempo de atividade apontou diferenças sobre a utilização das informações de custos para formação do preço de venda e controle dos gastos. A forma de tributação e o número de funcionários mostraram-se decisivos para a utilização das informações de custos que atendam à legislação fiscal e também na identificação de possíveis gargalos no processo produtivo e nos preços praticados.

Este estudo tem por objeto demonstrar a ilegitimidade jurídica da interferência do Poder Judiciário na capacidade de tomada de decisão e execução de políticas públicas de combate à Covid-19 pela Administração Pública. A metodologia consiste na análise da doutrina jurídica e jurisprudencial relacionadas ao tema, utilizando-se os métodos bibliográfico e documental, com ênfase nas fontes de estudo do Direito Constitucional e Teoria Geral do Direito. Nessa senda, o problema a ser respondido é se o atual processo de aplicação do Direito pelo Poder Judiciário em relação às políticas públicas da Administração Pública de combate à Covid-19 pode ser considerado conflitante com o ordenamento jurídico brasileiro. Conclui-se, assim, que os danos causados pela troca de papéis constitucionais causam a paralisia do Estado e ferem, normativamente, os princípios constitucionais, quais sejam: o princípio republicano, do Estado Democrático de Direito, e da separação de poderes. ; This study aims to demonstrate the legal illegitimacy of the interference of the Judiciary in the capacity of decision-making and execution of public policies to combat Covid-19 by the Public Administration. The methodology consists of the analysis of legal and jurisprudential doctrine related to the theme, using bibliographic and documentary methods, with emphasis on the sources of study of Constitutional Law and General Theory of Law. In this sense, the problem to be answered is whether the current process of application of the Law by the Judiciary in relation to public policies of the Public Administration to combat Covid-19 can be considered in conflict with the Brazilian legal system. It is concluded, therefore, that the damage caused by the exchange of constitutional roles causes paralysis of the State and, normatively, violates the constitutional principles of the Republic, the Democratic State of Law and the separation of powers.

This article reviewed the Brazilian and international literature on the strategic insertion of Human Resource Management (HRM) units in organizational decision-making arenas, analyzing elements that influence the performance of these units in the decision-making process. Dedicated to the theoretical gap in the political dimension that permeates human resources, bibliographic research was conducted without a temporal cut in the Capes Portal of Periodicals. A post categorical content analysis carried out on 32 articles identified four elements that make up the performance of the HRM area for an effective influence of the sector in organizational business, they are: the unit's formal and informal actions of HRM, the representation of the HRM unit in top leadership, the roles of HRM professionals, and the involvement of the HRM unit in decision-making. As a limitation, considering that the people management models abstain from studying political models, the difficulty of defining the descriptors for bibliographic research is highlighted. ; Este artículo tuvo como objetivo revisar la literatura nacional e internacional sobre la inserción estratégica de unidades de gestión de recursos humanos (GRH) en los espacios decisorios organizacionales, analizando los elementos que influyen en el desempeño de estas unidades en el proceso de toma de decisiones. Al considerar el vacío teórico en la dimensión política que permea la GRH, se llevó a cabo una búsqueda bibliográfica sin corte temporal en el portal de publicaciones periódicas CAPES. Como resultado, a partir de un análisis de contenido poscategórico realizado en 32 artículos, se identificaron cuatro elementos que componen el desempeño del área de GRH para una influencia efectiva del sector en el negocio organizacional. Estos son: las acciones formales e informales de la unidad de GRH, la representación de la unidad de GRH en el liderazgo superior, los roles de los profesionales de GRH y la participación de la unidad de GRH en la toma de decisiones. Como limitación, considerando que los modelos de GRH se abstienen de estudiar modelos políticos, se destaca la dificultad de definir los descriptores para la investigación bibliográfica. ; Este artigo objetiva revisar a literatura nacional e internacional sobre a inserção estratégica de unidades de gestão de pessoas (GP) em arenas decisórias organizacionais, analisando elementos que influenciam na atuação dessas unidades no processo de tomada de decisão. OBJETIVO: Atualmente, tem havido um interesse crescente nos aspectos "quentes" das funções executivas relacionados ao córtex orbitofrontal, em particular na tomada de decisão afetiva em crianças e adolescentes. Revisamos a literatura sobre a avaliação da tomada de decisão em crianças e adolescentes utilizando o paradigma do Iowa Gambling Task e derivados. MÉTODO: Pesquisamos artigos publicados de 2000 a 2009, indexados no Lilacs e no PubMed e que estudaram crianças e/ou adolescentes até 16 anos. Os artigos foram analisados de acordo com os paradigmas utilizados nos estudos, as conclusões sobre o desenvolvimento no processo de tomada de decisão e a capacidade de distinção entre a população clínica e os controles. RESULTADOS: Trinta e seis artigos foram selecionados. Os estudos envolvendo crianças e adolescentes ainda são poucos quando comparados àqueles realizados com população adulta. Foram desenvolvidas diversas versões derivadas do paradigma IGT a fim de estudar a tomada de decisão em crianças e adolescentes. CONCLUSÃO: O IGT é o instrumento mais utilizado. Em pré-escolares, versões simplificadas têm sido utilizadas com maior frequência. Os diferentes paradigmas se mostram úteis na diferenciação entre sujeitos normais e com transtornos psiquiátricos. Os resultados se relacionam de forma positiva e significativa com a frequência de comportamentos impulsivos em populações não clínicas. ; OBJECTIVE: Nowadays there has been growing interest in the "hot" aspects of the executive functions related to the orbitofrontal cortex (OFC), in particular in the affective decision-making process in children and adolescents. We reviewed the available literature about the evaluation of decision making in children and adolescents. METHOD: We searched for papers published from 2000 to 2009 that studied children and/or adolescents until the age of 16 in the Lilacs and PubMed index. The papers were analyzed according to the paradigms used in the studies, the conclusions about the development of the decision-making process, and the ability to distinguish between the clinical population and the controls. RESULTS: Thirty-six papers were selected. Compared to the amount of studies of adults, there are still few studies focusing on children and adolescents. Several versions derived from the IGT were developed in order to study decision-making processes in children and adolescents. DISCUSSION: The IGT is the most used instrument. In preschoolers, simplified versions have been used with greater frequency. The different paradigms are useful in differentiating between normal and psychiatric disorder patients. The results are positively and significantly related to the frequency of impulsive behaviors in nonclinical populations.

OBJECTIVE: To analyze the effect of leadership style and reporting on the internal auditor's judgment and decision-making. METHODOLOGY: Descriptive, quasi-experimental and quantitative. The experimental case was based on the decision of the internal auditor to demonstrate the level of reporting of a report of recommendations, two styles of leadership of the financial director were presented to the participants, these being the autocratic and the democratic style, as well as different opinions of the chief financial officer on irregularities, to characterize the subordination. RESULTS: The results showed that auditors tend to report to a lesser degree when the superior is an autocratic leader and questions or rejects the report. In addition, the time differences for auditors to make the reporting decision was determined by the leadership style, mainly autocratic for longer decision-making time. CONTRIBUTIONS: Discussions about the effect of the internal auditor's leadership and subordination in their judgment are contributions, as the financial statements reflect the quality of the internal audit. In this way, users can be alerted that the exposure of risks to irregularities may be close to the company and, at times, may even come from the organization itself. ; Objetivo: Analisar o efeito do estilo de liderança e da subordinação no julgamento e tomada de decisão do auditor interno.Metodologia: A pesquisa possui enquadramento metodológico como descritiva, quase-experimento e quantitativa. O caso experimental foi pautado na tomada de decisão de auditor interno em reportar um relatório de recomendações sobre irregularidades realizadas pelo setor financeiro, sendo que o auditor é subordinado ao setor financeiro que realizou as irregularidades. Para tanto, foram apresentados aos participantes auditores, dois estilos de liderança do diretor financeiro, sendo o estilo autocrático e democrático, como também diferentes opiniões do diretor financeiro sobre o relatório de recomendações, para caracterização da subordinação. Resultados: Os resultados apontaram que os auditores internos tendem a reportar em menor grau o relatório de recomendações quando seu superior é um líder autocrático, conforme apontado pela literatura. Além disso, diferenças de tempo identificadas para tomada de decisão, sugerem que o estilo de liderança pode ter influenciado a tomada decisão de reporte, visto que, quando o superior possui perfil de liderança autocrático, o auditor interno tende a demandar maior tempo de tomada de decisão. Contribuições: Contribuiu por demonstrar, com evidências empíricas aos órgãos de regulação, governança corporativa de empresas e demais interessados, sobre a perda de independência de trabalho do auditor interno, quando subordinado a diretores financeiros com estilos de liderança que pouco contribuem para a transparência das informações. Essa situação pode ser considerada um risco à qualidade dos controles internos e, por vezes, à qualidade das demonstrações financeiras.
