Niezależność sądów i niezawisłość sędziów stanowią jedną z podstaw państwa prawnego, należącego do podstawowych wartości Unii Europejskiej. Do zasad państwa prawnego należy zasada trójpodziału władz, stanowiąca równocześnie istotną gwarancję niezależności władzy sądowniczej. Zasada podziału władz oznacza, że do wyłącznej kompetencji władzy sądowniczej należy sprawowanie wymiaru sprawiedliwości i organy innych władz nie mogą ingerować w wykonywanie funkcji orzeczniczych przez sądy. W państwach demokratycznych istnieje potrzeba gwarancji niezależności władzy sądowniczej na poziomie norm konstytucyjnych. Podstawową funkcją niezależności sądów i niezawisłości sędziów jest zapewnienie obywatelom prawa do sądu w rozumieniu art. 6 Konwencji o ochronie praw człowieka i podstawowych wolności oraz art. 45 Konstytucji RP. Z punktu widzenia prawa do sądu ważne jest istnienie związku między niezależnością sądów i niezawisłością sędziów a gwarancją bezstronności sądu oraz gwarancją do sprawiedliwego rozpoznania sprawy przez sąd. Niezależność sądów i niezawisłość sędziów są ściśle powiązane z zasadą odpowiedzialności władzy sądowniczej. ; The independence of the courts and the judiciary constitutes one of the foundations of the rule of law and is one of the basic values of the European Union. Judicial independence is also guaranteed by the principle of the separation of powers. According to this principle courts are the only competent body to execute judiciary powers and no other organs may be permitted to interfere in judicial decisions or their making. Democratic states must have the independence of the courts ensured in their constitutions. The basic function of judicial independence is ensuring citizens the right to a fair trial as provided in Article 6 of the Convention for the Protection of Human Rights and Fundamental Freedoms and Article 45 of the Constitution of the Republic of Poland. From the point of view of the right to a fair trial the relationship between the independence of the courts and judicial independence on the one hand and the guarantee of the impartiality of the courts and of a fair trial on the other, is important. The independence of the courts and the judiciary is closely related to the principle of the responsibility of judicial authority.
The main determinant of the development of the contemporary political communication constitutes the attempt to impart a rational dimension to the actions of communication in compliance with Weber's understanding of the term. M. Weber claimed that rationism is a direct reflection of (a) the ability to determine such aims which are optimal and adequate to one's own resources within a given situational context, as well as the possibility to calculate the consequences of the actions undertaken (rational actions on account of the aim) and/or (b) orientation of actions around a given value system (rational actions on account of the values). In this view, a direction of the development of the contemporary conception of political communication reflects the evolutionary transformation of the relations between an axiological and instrumental-functional approach to the process of creating, planning, and executing communication strategies. Four stages in the development of the conception of communicative actions strategically ordered can be distinguished: — stage I: domination of communicative actions oriented around the political system of values preferable by the sender of the information (the stage of a traditional political propaganda; the chief aim of communicative influences — social integration/persuasion), — stage II: a relative balance of actions oriented around preferable political values and pragmatic aims (the stage of institutionalised political propaganda; the chief aim of communicative influences — persuasion/integration/political activation), — stage III: domination of pragmatic aims parallel with political values preferable by the sender of the information (the stage of early communication campaigns market-oriented; the chief aim of communicative influences — persuasion/political activation), — stage IV: correlation of pragmatic aims and instrumental values (the stage of a developed political marketing communication; the chief aim of communicative influences — political motivation, with the main emphasis on the election activation). An increasing popularity of the marketing methods of organization and conducting political campaigns should be treated as a subsequent stage of the search for the efficient formula of political communication, the stage whose main determinants are the following: — organizational transformation of traditional political subjects (political parties, electional organizations of candidates), — gradual professionalization of politics, in two perspectives: professionalization of political parties evident in the increase of the role of professional politics in making important organizational decisions, as well as the appearance of new actors on the political stage, political consultants, taking over the position of a central decisive centre in political organizations, with responsibility for preparation and implementation of the political communication strategy, — mediatisation of political communication — means of mass communication have become the main transmission channel of political information on the one hand, and, on the other hand, a kind of creator of the political reality, shaping the image of the political market, particular political subjects, or the course of political rivalry by active selection and exposure of given information according to the commercial and/or political interests of the media transmitters, — change of the system of factors determining political behaviours (electional behaviours in particular) of citizens — what becomes especially important in this context is a progressing decrease of the level of political identification leading to the increase of the number of citizens slightly engaged in the political enterprise, possessing relatively low competences of receiving and understanding transmitted political information, as well as basic problems with taking a given political decision. The complexity of the market conditions makes the subjects of political rivalry choose and develop communication marketing strategies. Such a way of organizing and realising political communicative campaigns — in accordance with the four basic criteria: efficiency, predictability, calculationism, and the use of advanced technology — may be treated as an optimal variant of a strategic adjustment of the contemporary organizations to diversified requirements of the political environment.
The position of Kaliningrad is unique in historical, economic and geopolitical terms. This one time part of Eastern Prussia, presently part of Russia, is distanced 600 km from this country. It is much closer to Warsaw and Berlin than to Moscow. On the other hand, the Oblast is relatively close to the well developed region of Western Europe. The region enjoys the status of a free economic zone and starting 1996 that of a special economic zone. The A 2005, is to accelerate social and economic development of the region. The Act favours big investors, particularly Moscow capital. It lacks reference to small and medium sized enterprises for which the requirement to invest at minimum 5 million euro is a serious barrier. Current changes on the banks of the Pregola River give rise to hope and to a smaller extent concern. Contemporary Kaliningrad belonging to Russia undergoes continuous transformation in all fields of life. Cut off from the world for decades it is briskly making up economic and cultural backlog. The political tension between Warsaw and Moscow is reflected on the local level. This can be observed in the rhythm and flow of border clearance. However, good international relations facilitate local cooperation. Thanks to the efforts of the Consul General of the Republic of Poland in Kaliningrad as well as Polish and Russian local authorities, mutual relations between Polish north east voivodships and the Kaliningrad Oblast of the Russian Federation in recent years are much better than on the governmental level. Nevertheless, the decision centre for fundamental issues concerning the Kaliningrad Oblast is not Kaliningrad, but Moscow. Interest in closer formal relations with Russian partners rose after Poland's accession to the EU. Economic cooperation between the Kaliningrad Oblast and Polish north east voivodships continuous to develop and is sustainable though it encounters many problems and legal and administrative changes connected with visa traffic and three year embargo on Polish meat in Russia. Trade exchange between Poland and the Kaliningrad Oblast is developing relatively well, however much below possibility is our capital involvement. The scope of economic cooperation is relatively modest. Work on securing and handling affairs of Polish investors in the Kaliningrad Oblast remains unsatisfactory. A good form of promoting and presenting Polish goods and services in Kaliningrad is the annually held Polish national Polexport in the city. Chances of further export growth to the Kaliningrad Oblast can be seen in the dynamically developing construction, building and finishing materials sector. ; Marcin Polom
The reform of planning and managing system of the national economy in Poland is mostly concerned with a functioning of State enterprises. The new economic model has endowed its organizations with an economic independence, self-management and self-financing. The idea of self-management of enterprises is manifested in the shape of worker's self-management. Worker's councils are presently functioning as a basic and permanently active organ of the worker's self-management. According to sec. 2, par. 2 of the Act of 25 Sept. 1981, the worker's council is an organ and representation of the personnel's self-management. Simultaneously, by virtue of the State enterprises' Act, the workers' council obtained a status of the organ of State enterprise. Being the organ of workers' self-management, the worker's council enjoyes an attribute of independence from the State administration organs, as well as from the political and union ones. Consequently no pressure can be exerted by these organs on the worker's council in the scope of its preemption. There are direct ties between the council and the personnel of an enterprise in order to secure the independence of the first: the council is elected by the personnel in a direct, general and equal poll. The independent status of the council member is guaranteed by the interdiction of a notice or dissolution of an employment contract without a previous consent of the council. The attribute of council's independence does not imply its isolation from other organs of the enterprise management. It concerns both the workers' self-management organs and organs managing professionally i.e. the enterprise director. Relations of the council to the general assembly of the personnel are based on a definite dependence of the council from the assembly. The assembly passes, among others, a statute of the workers' self management, the basic, internal normative act stating the position and functioning rules of the workers' council. The assembly is also vested with a right to recall a council in toto or its individual members. Mutual interdependence and, to some extent, keeping each other under control are characteristic of the relations between the council and the director of an enterprise. The workers' council is vested with the right to suspend the execution of a director's decision and the director, in turn, can suspend the execution of a council's resolution. Contentions as to an application of the supervisory measures are tried under special mode of proceedings. The up-to-date practice does not allow for more exhaustive evaluation of the effectiveness of self-management organs in the State enterprises. The article describes the life of Tadeusz Duda, a 20th-century politician and official from the Lublin region, who, among others, headed the Office of Internal Affairs at the Presidium of the Provincial National Council in Lublin and sat in the Presidiums of the County National Councils in Lubartów and Biała Podlaska. Hence he was a significant figure in the regional authorities in the Lublin Voivodeship and he certainly should be seen as a representative of the ruling elite in People's Poland. The stranger is that it remains virtually unknown. This happened probably because he was unlucky for some time to fall out of favor with the ruling party as a result of being punished twice by disciplinary penalties by the party control committees of the Polish Workers' Party and the Polish United Workers' Party – sort of party courts. It was important not only because of the role played by those parties, on which the status and social position of citizens depended, but also because he was with them (and with their ideological predecessor, the Communist Union of Polish Youth) ideologically and professionally connected from his youth – as an employee of the full-time party apparatus at the poviat and voivodeship level (including secretary of the Poviat Committee of the PPR in Lubartów). The blame for the punishments imposed on him, was partly borne by himself, by making such and no other decisions, partly by people who had personal quarrels with him. However, the determination he showed in the fight to regain his good name meant that he finally managed to obtain the desired higher education and take an important position in the provincial state administration. ; W artykule opisano koleje życia Tadeusza Dudy, XX-wiecznego polityka i urzędnika z Lubelszczyzny, który między innymi kierował Urzędem Spraw Wewnętrznych przy Prezydium Wojewódzkiej Rady Narodowej w Lublinie i zasiadał w Prezydiach Powiatowych Rad Narodowych w Lubartowie oraz Białej Podlaskiej. Był więc liczącą się figurą we władzach regionalnych w województwie lubelskim i z pewnością trzeba w nim widzieć przedstawiciela elity rządzącej w Polsce Ludowej. Tym dziwniejsze jest to, że pozostaje on właściwie nieznany. Stało się tak prawdopodobnie dlatego, że pechowo popadł na pewien czas w niełaskę partii rządzącej na skutek wymierzenia mu dwukrotnie kar dyscyplinarnych przez komisje kontroli partyjnej PPR i PZPR – swoiste sądy partyjne. Było to istotne nie tylko ze względu na rolę odgrywaną przez owe partie, od których zależały m.in. status i pozycja społeczna obywateli, lecz także dlatego, że był on z nimi (i z ich ideową poprzedniczką, Komunistycznym Związkiem Młodzieży Polskiej) od młodych lat związany ideowo i zawodowo – jako pracownik etatowego aparatu partyjnego szczebla powiatowego i wojewódzkiego (m.in. sekretarz Komitetu Powiatowego PPR w Lubartowie). Winę za wymierzone mu kary częściowo ponosił on sam, podejmując takie, a nie inne decyzje, częściowo winne temu były osoby mające z nim osobiste zatargi. Jednak determinacja, jaką wykazał w walce o odzyskanie dobrego imienia, sprawiła, że udało mu się wreszcie zdobyć upragnione wyższe wykształcenie i objąć ważne stanowisko w wojewódzkiej administracji państwowej.

Wydaje się, że "diabelska alternatywa" – rozpad albo głębsza integracja – przestaje być aktualna. Unia Europejska wybrała zdecydowanie tę drugą opcję. Krok po kroku, szczyt po szczycie, Unia posuwa się mozolnie w kierunku głębszej integracji finansowej i fiskalnej, w kierunku zacieśnienia oraz koordynacji współpracy gospodarczej, a także bardziej rygorystycznego egzekwowania kryteriów konwergencji finansowej. De facto strefa euro, a wraz nią cała Unia Europejska, w zakresie spraw gospodarczo-finansowych, najgorsze ma za sobą. Niepokojący z punktu widzenia całej Unii Europejskiej jest Brexit. Wyjście Brytyjczyków z UE jest ogromnym politycznym, militarnym, gospodarczym i wizerunkowym osłabieniem Unii, a może nawet czymś więcej – porażką Unii, a zapewne także i Brytyjczyków. Innym niepokojącym i trwającym problemem Unii jest kryzys migracyjny. Jednak powoli i z opóźnieniem UE zaczyna z niego wyciągać wnioski i urealniać politykę migracyjną. Coraz bardziej niepokojąca staje się kwestia przestrzegania praworządności przez niektóre kraje unijne, jak również jej ocena i zdolność władz UE do uporania się z tym problemem. Unia Europejska nie powróci już zapewne do dyskusji na temat finalite, czyli finalnego celu: czym być – federacją, superpaństwem, czy też konfederacją państw, Europą Ojczyzn? Jednak integracja w głąb będzie postępować z tymi, którzy chcą, a bez tych, którzy nie chcą. Integracja finansowo- -gospodarcza w ramach UGW, wojskowa w ramach WPBiO, także w sprawach imigracyjnej, regionalnej i wymiaru sprawiedliwości. ; European Union, having back constitutional treaty refusal crisis, enlargement problems with new EU members and economic-financial crisis, seems to have overcome the most difficult period. Looks like "the devil alternative" – breaking up or deepen integration – is no more actual. Step by step, through EU leaders summit after summit recovery decisions, European Union is crawling towards deepen financial and fiscal integration. A number of diff erent long-term proposals have been put forward to deal with Eurozone crisis, as European Fiscal Union, a package for European bank recovery and other measures going to strict respect of financial convergence criteria. Brexit, the ongoing process of withdrawal of United Kingdom from EU will have deep impact on UK and EU mutual political-economic relations, being at the same time deep repulse of EU itself. The other unquiet and still lasting problem for EU was a sharp increase in the migration fl ows into European Union territory, making a lot of problems to EU countries. However, after bad results and the lack of proper approach to that problem European Union is preparing new common immigration policy. EU is also facing the impact of accession to office of a Eurosceptic party/governments violating the principles of law and EU values which makes a problem of EU infringement procedure efficiency. Having in mind all EU aspects of crisis, actually, it is difficult to foresee the return to the debate about finalite politique of European Union, which means answering the questions: what does EU have to be? Federation, super-state or only the Europe of Homelands?
After 123 years under rules of partitioning powers, Poland regained its independence in a complex political and economic situation. The two main neighbors – Germany and the Soviet Russia –were hostile to the Polish state. Thus, the policies of both countries toward Poland were hostile. Germany sought to persuade international community that the Polish state was a temporary one, and the Soviet Russia, even though it officially declared the right of self-determination to the nations of the former Russian empire, was not going to accept the existence of "bourgeois" Poland. Polish relations with Czechoslovakia and Lithuania turned out to be bad as well. The boundaries of the Second Polish Republic, determined by decisions of Versailles and Riga treaties were finally recognized in March 1923. The territorial shape of the country was not favorable, and the excessively elongated – a total of 5534 km in length –irregular boundaries lacked, except from the southern border with Czechoslovakia, the natural features making them suitable for defence. What's worse, the most stretched borders were those of the potential adversaries of Poland, so the border with Germany –1912 km (including 607 km with the East Prussia) and of the border of the Soviet Russia (since 30 December 1922. the USSR) 1412 km. The disproportion between the length of the borders compared to the territory of the Polish state and the unfavorable political situation along its western, eastern and northern borders, forced Poland to prepare for defence in almost all directions since its very first days of independence.The basic conclusions of the analysis of the geopolitical position of the Second Polish Republic include: unfavorable borders, and its isolation in the international arena, in terms of both political and military, and economic relations.Since the independence was regained, there was an awareness in Poland about existence and growth of threats – external security was to assured by strong armed forces and an efficient defense system. However; he modernization of the armed forces between 1936 and 1939 did not alleviate the military disparity between Poland and Germany and the Soviet Union, especially in the modern weapon systems. The weak link in the Polish state security system was also war planning ; Polska po 123 lat niewoli, odradzała się w złożonej sytuacji politycznej i gospodarczej. Dwaj główni sąsiedzi – Niemcy i Rosja Radziecka – byli wrogo usposobieni do państwa polskiego. Toteż oba te państwa prowadziły wobec Polski politykę nieprzyjazną. Niemcy starały się lansować na arenie międzynarodowej tezę o tymczasowości polskiej państwowości, a Rosja Radziecka, mimo deklarowanego oficjalnie prawa do samostanowienia narodów byłego imperium rosyjskiego, nie zamierzała zaakceptować istnienia "burżuazyjnej" Polski. Źle ułożyły się także, stosunki z Czechosłowacją i Litwą. Granice II Rzeczypospolitej, ukształtowane na mocy decyzji wersalskich i ryskich, zostały ostatecznie uznane w marcu 1923 r. Terytorialny kształt państwa nie był korzystny, a nadmiernie wydłużone – łącznie 5534 km długości – nieregularne granice nie miały, poza południową granicą z Czechosłowacją, naturalnych właściwości obronnych. Co gorsza, najbardziej rozciągnięte były granice z potencjalnymi przeciwnikami Polski, a więc z Niemcami – 1912 km (w tym z Prusami Wschodnimi 607 km) i z sowiecką Rosją (od 30 grudnia 1922 r. ZSRR) 1412 km. Dysproporcja między długością granic a obszarem państwa polskiego oraz niekorzystna sytuacja polityczna na granicy zachodniej, wschodniej i północnej, postawiły Polskę już u zarania niepodległości wobec konieczności przygotowania się do obrony we wszystkich niemal kierunkach. Podstawowe wnioski płynące z analizy położenia geopolitycznego II Rzeczypospolitej to: niekorzystne linie granic oraz osamotnienie na arenie międzynarodowej, zarówno w sensie polityczno-militarnym, jak i gospodarczym. W Polsce od chwili odzyskania niepodległości dostrzegano istnienie i narastanie zagrożeń – bezpieczeństwo zewnętrzne miała zapewnić silna armia i sprawny system obronny. Modernizacja armii z lat 1936–1939 nie doprowadziła jednak do złagodzenia dysproporcji pomiędzy Polską a Niemcami i ZSRR, zwłaszcza w nowoczesnych środkach walki. The Republic of Belarus is a state that, through its location between the Russian Federation (RF) and the members states of the European Union (EU) and NATO, plays an important role in the security system in the region. On the one hand, through a number of dependencies it is closely related to the Kremlin authorities, on the other hand it tries to balance the influence of the larger neighbor through some steps towards closer cooperation with the West. Therefore, a closer look at the importance of Belarus in the European security system seems to be extremely vital, especially considering the current international situation – the annexation of Crimea and the conflict in eastern Ukraine, as well as the system of sanctions imposed on the Russian Federation as a result of these events. The abovementioned examples clearly indicate the direction of actions of the Russian authorities, which are increasingly defending their own interests in the post-Soviet area. All those decisive actions, that were undertaken in order to prevent even the threat of losing influence, must certainly be important for Belarusian security policy.The purpose of this article is to define the role and place of the Republic of Belarus in the global security system. The study was conducted on the basis of Barry Buzan's theory, which links issues of national and international security, while paying attention to a number of interdependencies resulting from the globalization process. Therefore, both the internal determinants of the Belarusian security policy and international issues were analyzed, including the role of state and non-state actors, having a direct impact on shaping the global security system. The applied research method is a method of system analysis in its macro approach, which allows the presentation of the global security system as a series of separate, but closely related elements, additionally supported by a quantitative method in relation to the security system's conditions.As a result of the conducted research, the significance of the Republic of Belarus in the global security system was considered high, mainly due to the geopolitical location of that specific country. Following thesis was formulated on the basis of a number of factors, the most important of which are: 1) the remain of Belarus in the Russian sphere of influence, for which the Moscow authorities are not afraid to pay with numerous crises in the international arena (the case of Ukraine); 2) a high level of integration of both countries in the field of security policy; 3) the key significance of the government's rhetoric and political decisions in Minsk, relevant not only to the policy making of this particular country, but also to security in Europe. At this stage, however, it is difficult to talk about the Belarusian will to integrate with Western structures, because this step would, first of all, require significant internal changes, for which the regime of Alexander Lukashenko is not ready. In connection with the above, it is likely that Belarus will remain in alliance with the Russian Federation and that cooperation between the two countries will further tighten.Key words: Republic of Belarus; Russian Federation; NATO; Ukraine; security; armament. ; Republika Białorusi to państwo, które poprzez swoje położenie pomiędzy Federacją Rosyjską (FR) a państwami-członkami Unii Europejskiej (UE) i NATO, odgrywa istotną rolę w systemie bezpieczeństwa w regionie. Z jednej strony jest powiązane szeregiem zależności z władzami na Kremlu, z drugiej stara się równoważyć wpływy większego sąsiada kolejnymi ukłonami w stronę Zachodu. W związku z tym, bliższe przyjrzenie się znaczeniu Białorusi w europejskim systemie bezpieczeństwa wydaje się niezwykle istotne, szczególnie jeśli weźmiemy pod uwagę obecną sytuację międzynarodową – aneksję Krymu oraz konflikt na wschodzie Ukrainy, a także system sankcji nałożonych na FR w skutek niniejszych wydarzeń. Przytoczone przykłady jasno wskazują na kierunek działań rosyjskich władz, coraz silniej broniących własnych interesów na obszarze postradzieckim. Interwencje tego typu nie mogą pozostać bez wpływu na politykę bezpieczeństwa Białorusi.Celem niniejszego artykułu jest określenie roli i miejsca Republiki Białorusi w systemie bezpieczeństwa światowego. Badanie przeprowadzone zostało w oparciu o teorię Barrego Buzana, która wiąże ze sobą kwestie bezpieczeństwa narodowego i międzynarodowego, zwracając jednocześnie uwagę na szereg współzależności, wynikających z procesu globalizacji. Analizie poddano więc zarówno wewnętrzne uwarunkowania białoruskiej polityki bezpieczeństwa, jak też kwestie międzynarodowe, w tym rolę aktorów państwowych oraz niepaństwowych, mających bezpośrednie przełożenie na kształtowanie systemu bezpieczeństwa światowego. Zastosowaną metodą badawczą jest metoda analizy systemowej w jej ujęciu makro, pozwalająca na przedstawienie systemu bezpieczeństwa światowego jako szeregu oddzielnych, acz ściśle powiązanych ze sobą elementów, dodatkowo wsparta metodą ilościową w odniesieniu do uwarunkowań systemu bezpieczeństwa.W wyniku przeprowadzonych badań znaczenie Republiki Białorusi w systemie bezpieczeństwa światowego uznane zostało za istotne, głównie ze względu na położenie geopolityczne tego państwa. Niniejsza teza sformułowana została w oparciu o szereg czynników, z których najważniejsze to: 1) pozostawanie Białorusi w rosyjskiej strefie wpływów, której utrzymania władze w Moskwie nie boją się okupić licznymi kryzysami na arenie międzynarodowej (przypadek Ukrainy); 2) wysoki poziom integracji obu tych państw w zakresie polityki bezpieczeństwa; 3) kluczowe znaczenie retoryki i decyzji politycznych władz w Mińsku, mogących znaleźć przełożenie nie tylko na kształtowanie polityki tego konkretnego państwa, ale również na kształt bezpieczeństwa w Europie. Na obecnym etapie trudno jednak mówić o chęci integracji Białorusi ze strukturami zachodnimi, gdyż krok ten wymagałby przede wszystkim znaczących zmian wewnętrznych, na które reżim Aleksandra Łukaszenki nie jest gotów. W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals.
