ABSTRACT Context: in recent years, studies have sought to analyze how intelligence and knowledge management processes are understood and applied in the context of public management, environments in which processes appear as a point to be explored to enhance decision-making quality. Objective: to analyze how public managers apply intelligence and knowledge management aiming at a higher decision quality. Method: based on a defined and validated research protocol, interviews were conducted with seventeen public managers in southern Brazil. For the analysis, the qualitative comparative analysis technique using fuzzy sets was applied. Results: the results suggest the importance of effective data, information, and knowledge management for the decision-making quality of public managers, demonstrating that the absence of decision-making quality is directly related to the absence or little use of knowledge management and intelligence elements in the public management. Conclusion: in addition to analyzing conditions and proposing ways to lead to greater quality in decision making by public managers, it was possible to contribute to the theme of knowledge management and intelligence in public management, as well as to benefit the government with paths to be consolidated and better explored.
This article considers an implementation of a constructive scheme of collective decision-making, which is based on the Bayesian strategy, for the selection of investment projects to solve the socio-economic problem of Kyiv city. The relevance of this study is that in the absence of an objective and transparent system for selecting investment projects and with a limited regional budget, the government should accept only those investment projects that bring the greatest socio-economic benefits. The main ways of state investment in projects aimed at improving socio-economic problems are considered. Among them are the State Fund for Regional Development and the public-private partnership program. It is determined that a significant advantage of public-private partnership over the State Fund for Regional Development is the ability to attract both public funds and private investment. Three projects aimed at solving the problem were selected from the website of the Kyiv Investment Agency, which operates within the framework of a public-private partnership. The financial indicators of their profitability were calculated – NPV (net present value), IRR (internal rate of return) and PI (profitability index). They are based on the concept of incoming and outgoing payments during the period of project execution. It is determined that these indicators do not always give a consistent result, as well as their main drawback – the inability to assess the social component. According to the methodology of collective decision-making by a group of independent experts in terms of the minimum average probability of error, calculations were made to determine the most attractive project. It is noted that all experts make decisions separately and independently of each other. Recommendations were provided for the selection of a specific project. The study identifies the advantages of this method of project acceptance for investment: objectivity, consistency and transparency. Johtajat ja heidän kognitiot ovat kriittisessä roolissa yrityksen kansainvälistymisprosessissa ja sen muotoutumisessa ajan myötä. Vaikka keskeisimmät kansainvälistymistä koskevat teoriat tiedostavat tämän, ymmärrys ja aiempi tutkimus johtajien ja heidän kognitioiden roolista yrityksen kansainvälistymisprosessissa on yllättävän vähäistä. Aikaisempi tutkimus on keskittynyt tarkastelemaan yrityksen kansainvälistymisprosesseja erityisesti yrityksen ja toimialan tasoilla. Johtajat on nähty rationaalisina toimijoina eikä päätöksentekoa olla nähty merkityksellisenä osana yritysten kansainvälistymisprosesseja. Tutkimukset, jotka ovat huomioineet johtajien päätöksenteon roolin, ovat lähestyneet kysymystä hyvin rajallisista tieteenfilosofisista ja metodologisista lähtökohdista. Tämä on johtanut kapeaan ja yksipuoleiseen ymmärrykseen aiheesta, minkä vuoksi päätöksentekijöiden rooli on jäänyt epäselväksi. Puutteellinen ymmärrys päätöksentekijöiden roolista vaikeuttaa yrityksen kan-sainvälistymisprosessin ymmärtämistä kokonaisuutena, koska kansain-välistymisprosessia ohjaavat päätökset syntyvät lopulta aina johtajien toimesta. Tämä väitöskirja pyrkii avaamaan johtajien päätöksentekoprosessien roolia yrityksen kansainvälistymisessä ensiksi tutkimalla, kuinka kognitiiviset perustat vaikuttavat yrityksen kansainvälistymiseen ja toiseksi esittämällä keinoja, kuinka yrityksen kansainvälistymisen kognitiivisia perustoita voidaan tutkia tulevaisuudessa entistä paremmin. Näitä kysymyksiä lähestytään hyödyntämällä kahden kirjallisuuskatsauksen ja kahden tapaustutkimuksen tuloksia, jotka tarkastelevat yrityksen kansainvälistymisen kognitiivisia perustoita erilaisista teoreettisista tulokulmista. Ensimmäinen kirjallisuuskatsaus avaa kognitiivisesti suuntautuneen kansainvälistymis- tutkimuksen tilaa selvittämällä sekä tutkittuja että vähemmälle huomiolle jääneitä tutkimusalueita näin luoden yhtenäisempää ymmärrystä aiheesta. Toinen kirjallisuuskatsaus tutkii, miten aikaisempi kirjallisuus kansainvälisestä liiketoiminnasta on tarkastellut niitä kognitiivisia eroja, jotka nousevat johtajien kulttuurillisista, kansallisista, etnisistä ja geografisista taustatekijöistä. Kirjallisuuskatsaus integroi nämä löydökset osaksi laajempaan johtajien ja organisaatioiden kognitioihin liittyvää kirjallisuutta. Väitöskirjan ensimmäinen tapaustutkimus tarkastelee heuristisen päätöksenteon kehittymistä yrityksen kansainvälistymisen aikana sekä kontekstisidonnaisen kokemuksen roolia tässä prosessissa. Tutkimuksen löydökset osoittavat, että johtajat pystyvät valjastamaan heuristiikkojen hyödyt päätöksenteossa vasta, kun he ovat kerryttäneet riittävän määrän kontekstisidonnaista kokemusta ja kun sopiva ärsyke laukaisee kertyneen kokemuksen muutoksen käyttökelpoisiksi heuristiikoiksi. While this is acknowledged in foundational theories of firm internationalization, our understanding of how managers and their cognitions shape the internationalization process remains surprisingly incomplete. This is because prior literature on firm internationalization mainly operates at the firm, industry, or national levels and assumes a relatively high level of managerial rationality, with few studies focusing on how managers and their decision-making processes shape firm internationalization. In addition, the studies that have addressed the cognitive foundations of firm internationalization have done so by drawing on a relatively narrow set of philosophical and methodological alternatives, thus generating a one-sided understanding of the matter. Consequently, scholarship on decision makers' roles in firms' internationalization processes remains underspecified and incomplete, which hampers the field's capacity to fully understand firms' international operations. This dissertation aims to unpack the black box of managers' roles in firm internationalization processes by investigating how cognitive foundations influence firm internationalization and showing how we can further advance the research on the cognitive foundations of firm internationalization in the future. The dissertation approaches these questions through two review studies and two case studies that explore the cognitive foundations of firm internationalization from different perspectives. The first review study investigates the current state of the research field by describing the research domains that have been studied and those that have been underexplored and thus provides an integrative understanding of the research on the cognitive foundations of firms' internationalization processes. The second review study explores how the existing literature has approached the cognitive differences that stem from decision makers' cultural, national, ethnical, and geographical characteristics and the influence that such differences have on firm internationalization processes and integrates these findings into the broader literature on managerial and organizational cognition. The first case study examines heuristic decision-making in firm internationalization and the role of context-specific experience in this process. It advances a theoretical model indicating that managers become able to harness the positive impact of heuristics in internationalization-related decision-making only after they have accumulated a certain level of context-specific experience and when this experience is triggered to transform into usable heuristics by a stimulus of an unexpected event. The second case study explores how different historical approaches can be used to analyze the temporal embeddedness of firms' internationalization and de-internationalization processes unfolding over time. This dissertation contributes to the literature on the cognitive foundations of firm internationalization in two ways. First, it improves the existing understanding of how cognitive foundations shape firm internationalization by reviewing the existing literature to generate integrative understanding of the topic and by empirically explicating novel ways of how cognitions drive internationalization via three philosophical perspectives— qualitative positivism, interpretivism, and poststructuralism. Second, it outlines ways to further advance the research on the cognitive foundations of firm internationalization by pointing out the research gaps that warrant further attention and by proposing that subjective approaches, historical research methods, and the microfoundational approach constitute productive avenues for future research.
Dam Safety and dam incidents are treated here looked at from the "Human Factors" perspective. An attempt is made to explore these factors as an important drive in impairing dams' safety and increases their risks. Distinction is drawn between the "Normal Human Caused Incidents" and the "Extraordinary Human Caused Incidents" together with the description of their root origins and subsequent consequences. The first type includes unintentional mistakes, errors and flaws committed by the operators of dams inadvertently, in addition to negligence, lack of experience or overconfidence. Such failings can happen in manual operation of dams, or through the use of their Supervision, Control and Data Acquisition (SCADA) systems as in industrial control system (ICS). They can occur also due to flaws in software or even in the application of information and communication technology (ICT) in remote control operations. As for the second group; the extraordinary human factors, they are defined here as those committed by man with the full understanding of their possible damage. They are done purposely for destabilizing dams after thoughtful and carefully meditated decision making process and they are manifested in acts of war, sabotage and terrorists actions. In this modern age, these acts are characteristics of hackers' attacks on dam(s) operating systems. This is done through the use of cyberspace by the widespread interconnected digital technology with the accompanying advances in the communication technologies. As such, these technologies have made remote control of such systems possible. Not limited to this, dams remain now, as they were always in the past, the obvious targets in wars and conflicts to inflict losses on the enemy and to use them as weapons, and for terrorism actions for challenging governments. Examples of the aforementioned threats are described with examples given from real cases to elucidate the dangers involved. Not Available ; The land resource inventory of Karanji Khurd microwatershed was conducted using village cadastral maps and IRS satellite imagery on 1:7920 scale. The false colour composites of IRS imagery were interpreted for physiography and these physiographic delineations were used as base for mapping soils. The soils were studied in several transects and a soil map was prepared with phases of soil series as mapping units. Random checks were made all over the area outside the transects to confirm and validate the soil map unit boundaries. The soil map shows the geographic distribution and extent, characteristics, classification, behaviour and use potentials of the soils in the microwartershed. The present study covers an area of 446 ha in Karanji Khurd microwatershed in Humnabad taluk of Bidar district, Karnataka. The climate is semiarid and categorized as drought prone with an average annual rainfall of 811 mm of which about 609 mm is received during south–west monsoon, 109 mm during north-east and the remaining 93 mm during the rest of the year. An area of about 96 per cent is covered by soils, one per cent covered by rock lands and 3 per cent by others. The salient findings from the land resource inventory are summarized briefly below. The soils belong to 5 soil series and 17 soil phases (management units) and 3 land use classes. The length of crop growing period is about 150 days starting from the 1st week of June to 2nd week of October. From the master soil map, several interpretative and thematic maps like land capability, soil depth, surface soil texture, soil gravelliness, available water capacity, soil slope and soil erosion were generated. Soil fertility status maps for macro and micronutrients were generated based on the surface soil samples collected at every 250 m grid interval. Land suitability for growing major agricultural and horticultural crops were assessed and maps showing degree of suitability along with constraints were generated. About 85 per cent area in the microwatershed is suitable for agriculture and 15 per cent is not suitable for agriculture but well suited for forestry, pasture. About 85 per cent of the soils are deep to very deep (100- >150 cm) and 11 per cent are very shallow (25-50 cm) soils. Entire area has clayey soils at the surface. Entire area is covered by non-gravelly soils. About 44 per cent of the area has soils that are very high (>200mm/m) in available water capacity, 18 per cent medium (100-150 mm/m) and about 33 per cent low (50-100 mm/m) and very low (0.75%), 4 per cent is low (57 kg/ha) in available phosphorus. About 21 per cent area is low (337 kg/ha) in available potassium. Available sulphur is low (20 ppm). Available boron is low (4.5 ppm) and 8 per cent deficient (0.6 ppm). The land suitability for 19 major crops grown in the microwatershed were assessed and the areas that are highly suitable (S1) and moderately suitable (S2) are given below. It is however to be noted that a given soil may be suitable for various crops but what specific crop to be grown may be decided by the farmer looking to his capacity to invest on various inputs, marketing infrastructure, farm price and finally the demand and supply position. For this, several ameliorative measures have been suggested for these problematic soils like saline/alkali, highly eroded, sandy soils etc., Soil and water conservation treatment plan has been prepared that would help in identifying the sites to be treated and also the type of structures required. As part of the greening programme, several tree species have been suggested to be planted in marginal and submarginal lands, field bunds and also in the hillocks, mounds and ridges that would help in supplementing the farm income, provide fodder and fuel and generate lot of biomass. This would help in maintaining an ecological balance and also help in mitigating the climate change. Baseline socioeconomic characterisation is prerequisite to prepare action plan for program implementation and to assess the project performance before making any changes in the watershed development program. The baseline provides appropriate policy direction for enhancing productivity and sustainability in agriculture. Methodology: Karanji Khurd micro-watershed (Raipalli sub-watershed, Humnabad taluk, Bidar district) is located in between 17039' – 17041' North latitudes and 77012' – 77015' East longitudes, covering an area of about 446 ha, bounded by Mustari, Chitgoppa, Bannahalli and Bilkhera villages with length of growing period (LGP) 120- 150 days. We used soil resource map as basis for sampling farm households to test the hypothesis that soil quality influence crop selection, and conservation investment of farm households. The level of technology adoption and productivity gaps and livelihood patterns were analyses. The cost of soil degradation and ecosystem services were quantified. Results: Results: The socio-economic outputs for the Karanji Khurd micro-watershed in Raipalli sub-watershed, Humnabad taluk and Bidar district are presented here. Social Indicators; Male and female ratio is 71.1 to 28.9 per cent to the total sample population. Younger age group of 18 to 30 populations is around 60.0 per cent to the total population. Literacy population is around 82.2 per cent. Social groups belong to scheduled caste is around 30.0 per cent. Liquefied petroleum gas (LPG) is the source of energy for a cooking among 60.0 per cent. About 75.0 per cent of households have a yashaswini health card. Dependence on ration cards for food grains through public distribution system is around 70.0 per cent. Swach bharath program providing closed toilet facilities around 60.0 per cent of sample households. Rural migration to urban centre for employment is preventing among 10.0 per cent of farm households. Women participation in decisions making are around 50.0 per cent of households were found. Economic Indicators; The average land holding is 1.3 ha indicates that majority of farm households are belong to small and medium farmers. Total cultivated area by dry land condition of among sample households. 2 Agriculture is the main occupation among 38.2 per cent and agriculture is the main agriculture labour is subsidiary occupation for 29.4 per cent of sample households. The average value of domestic assets is around Rs. 112687 per household. Mobile and television are popular communication mass media. The average value of farm assets is around Rs. 250 per household, around 10 per cent of sample farmers having weeder. The average value of livestock is around Rs. 19500 per household; about 20.0 per cent of household are having livestock. The average per capita food consumption is around 835.1 grams (1698.4 kilo calories) against national institute of nutrition recommendation at 827 gram. Around 40.0 per cent of sample households are consuming less than the NIN recommendation. The annual average income is around Rs.42793 per household. About 90.0 per cent of farm households are below poverty line. The per capita monthly average expenditure is around Rs.1765. Environmental Indicators-Ecosystem Services; The value of ecosystem service helps to support investment to decision on soil and water conservation and in promoting sustainable land use. The onsite cost of different soil nutrients lost due to soil erosion is around Rs. 982 per ha/year. The total cost of annual soil nutrients is around Rs. 417469 per year for the total area of 445.9 ha. The average value of ecosystem service for food grain production is around Rs. 6636/ ha/year. Per hectare food grain production services is maximum in red gram (Rs. 9600) followed by soybean (Rs. 3671). The data on water requirement for producing one quintal of grain is considered for estimating the total value of water required for crop production. The per hectare value of water used and value of water was maximum in redgram (Rs. 48024) followed by soybeans (Rs. 20594). Economic Land Evaluation; The major cropping pattern is redgram (90.6 %) and soybean (9.4 %). In Karanji Khurd micro watershed, major soils are Devgiri (DGR) series is having deep soil depth covers around 1.5 % of area. On this soil farmers are presently growing red gram. BNG soil series are having very deep soil depth covers around 44.2 % of area; the crops are redgram (88.3 %) and soybean (11.7 %). The total cost of cultivation and benefit cost ratio (BCR) in study area for red gram ranges between Rs. 36603/ha in BGN soil (with BCR of 1.32) and Rs. 30426/ha in DGR soil (with BCR of 1.19). 3 In soybean the cost of cultivation in BGN soil is Rs 28478/ha (with BCR of 1.13). The land management practices reported by the farmers are crop rotation, tillage practices, fertilizer application and use of farm yard manure (FYM). Due to higher wages farmer are following labour saving strategies is not prating soil and water conservation measures. Less ownership of livestock limiting application of FYM. It was observed soil quality influences on the type and intensity of land use. More fertilizer applications in deeper soil to maximize returns. Suggestions; Involving farmers is watershed planning helps in strengthing institutional participation. The per capita food consumption and monthly income is very low. Diversifying income generation activities from crop and livestock production in order to reduce risk related to drought and market prices. Majority of farmers reported that they are not getting timely support/extension services from the concerned development departments. By strengthing agricultural extension for providing timely advice improved technology there is scope to increase in net income of farm households.
