Współcześnie wyczerpała się statyczna formuła prowadzenia polityki lokalnej. Wydaje się, że należy coraz intensywniej włączać inne – zewnętrzne podmioty do struktur zarządczych po to, aby usprawnić i zracjonalizować proces podejmowania decyzji publicznych, co bezpośrednio przekłada się na rozwój gospodarczy danego regionu. Odpowiedzią na takie zapotrzebowanie jest koncepcja zarządzania publicznego. Grupą, która w przekonaniu autorów powinna mieć wpływ na podejmowanie decyzji publicznych w sferze gospodarczej, są niewątpliwie przedsiębiorcy. Niestety w ocenie autorów nie mają oni realnego wpływu na bieg wydarzeń na poziomie lokalnym. Powodem takiego stanu rzeczy jest m.in. brak jednolitej reprezentacji – powszechnego samorządu gospodarczego. ; Nowadays, outdated local policy-making is exhausted. It seems that we should increasingly incorporate other – external entities into the management structure in order to streamline and rationalize the process of public decision-making, which directly affects the economic development of the region. The answer to this need is the concept of public management. The group which in the opinion of the authors should have an impact on public decision-making in the economic sphere, are undoubtedly the entrepreneurs. Unfortunately, in the authors' opinion they have no real influence on the course of events at the local level. The reason for this is, among other things, the lack of (a) unified representation – common economic self-government.

W niniejszej pracy zastosowano dwie główne techniki badawcze: wywiad i ankietowanie. Analiza została przeprowadzona na przykładzie nowoutworzonych hromad, które uczestniczyły w Programie "Decentralizacja przynosi lepsze wyniki i efektywność" (DOBRE), realizowanym przez międzynarodową organizację Global Communities i finansowanym ze środków Agencji Stanów Zjednoczonych ds. Rozwoju Międzynarodowego (USAID). Ustalono, że mieszkańcy nie są wystarczająco zorientowani w mechanizmach umożliwiających im uczestnictwo w procesach podejmowania decyzji na szczeblu lokalnym oraz możliwości ich wykorzystania. Ponadto stwierdzono, że istnieje związek wzajemny: im wyższy poziom wiedzy społeczeństwa obywatelskiego (jak otrzymać dostęp do informacji o usługach, za które odpowiadają władze lokalne), tym wyższy poziom jego zadowolenia z uczestnictwa w podejmowaniu decyzji. Potencjalnym zagrożeniem po zakończeniu projektów międzynarodowych może być cofnięcie w przemianach, które zostały wprowadzone w hromadach. W celu uniknięcia takiej sytuacji może być zaproponowane stworzenie w strukturze jednostek samorządowych osobnego wydziału odpowiadającego za wdrożenie przemian w hromadach albo przegląd funkcji już istniejących wydziałów, ich reformowanie i wprowadzenie "dobrych praktyk" dla monitoringu, analizy, zbioru danych oraz stworzenie warunków dla wewnętrznej koordynacji kierunków rozwoju. ; The aim of this article is to identify factors, that directly affect the level of inhabitants participation in the decision-making processes at the local level, and to develop proposals, that will ensure the regular using of these mechanisms. Ukraine is currently in the decentralization process, which aims to increase the level of government, as a consequence of which towns and village councils have been consolited. The international projects have a big influense at such processes, helping newly consolited communities (administrative units) to implement best management practices, especially through the involvement of inhabitants in the decision-making processes. The problem is that, inhabitants don't know, what kind of mechanisms exist for their participation in the decision-making processes at local level, and a local authorities don't sufficiently inform inhabitants about them. At this work, two main research methods are used: interviews and questionnaires. The analysis was based on the example of consolited communities, that participated in the Decentralization zation Global Communities and funded by the United States Agency for International Development (USAID). It was found, that inhabitants are don't know, what kind of mechanisms exist at their communities, that allow them to participate in the decision-making processes at the local level, anf how to use them. In addition, it was found, that there is a correlation: the higher is a level of inhabitants knowledge how to access information about services for which local authorities are responsible, a higher is a level of inhabitants satisfaction by their participation in the decision-making processes at local level. A potential threat after the completion of international projects may be a step back from the changes, that have been implemented in communities. This situation can be prevented by creating a special department in local town or village council responsible for implementing changes in community or reviewing the functions of existing departments, reforming them to monitor, analyze, collect data and create conditions for coordination of development directions and implementation a good governance practices in community.

RESEARCH OBJECTIVE: The aim of this article is to explain why the European Union perceives globalisation as the challenge for its regional development and how this assumption influences on regional development management. THE RESEARCH PROBLEM AND METHODS: The research problem concerns the issue of globalisation as the process which is estimated by the EU as the opportunity and challenge for its regional development at the same time. As a result the EU develops multi-level political system in which, along sovereign states, there are transnational and subnational political actors which have been engaged in regional development management. The research methods used in the study consist of an institutional and legal analysis of the major policy documents, actors and regional development management instruments that they use. THE PROCESS OF ARGUMENTATION: The introduction presents the principal methodological assumptions concerning the analysed research area, the applied conceptual approach and the research methods. The main body of the article discusses why the European Union perceives globalisation as the challenge and opportunity for regions' competitiveness. RESEARCH RESULTS: The analysis shows that the scope of competences of the EU with regard to regional development management was laid out in the Treaty on the Functioning of the European Union; however, the globalisation affects the formulation of strategic directions of EU actions in this area and implementation of relevant interventions of the European Regional Development Fund and European Social Fund. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: In accordance to the European Commission globalisation creates conditions and challenges in the scope of regions' economic development. In order to prepare the regions for global competitiveness in the EU, authority is spread among different decision making and implementing levels which have the sources and knowledge required in the process of increasing regions' competitiveness. ; Celem artykułu jest ananliza wpływu procesów globalizacji na zarządzanie rozwojem regionalnym w Unii Europejskiej, w kontekście wzrostu konkurencyjności unijnych regionów w gospodarce globalnej. Problem badawczy odnosi się do określenia zakresu kompetencji odnoszących się do zarządzania rozwojem regionalnym implementowanych na rzecz poprawy ich pozycji konkurencyjnej w gospodarce globalnej. W tym kontekście omówiony został proces umacniania się wielopoziomowego charakteru systemu politycznego UE, w którym obok suwerennych państw, funkcjonują ponadnarodowi i subnarodowi aktorzy polityczni. Wykorzystane metody badawcze obejmują analizę instytucjonalno-prawną, odnoszącą się do głównych aktorów polityki oraz instrumentów zarządzania rozwojem regionalnym przez nich stosowanych, a także ustalenia zawarte w najnowszej literaturze przedmiotu. We wstępie przedstawione zostały jego główne założenia metodologiczne obejmujące analizowany obszar badawczy, wykorzystane podejście koncepcyjne i metody badawcze. W dalszej, zasadniczej części tekstu omówione zostały uwarunkowania kształtowania konkurencyjności regionów w gospodarce globalnej oraz wskazany zakres kompetencji i instrumenty stosowane przez UE na rzecz wzrostu konkurencyjności regionów, z odniesieniem do roli samych regionów w powyższym procesie. Wyniki analizy wskazują, że zakres kompetencji UE w obszarze zarządzania rozwojem regionalnym został określony w Traktacie o Funkcjonowaniu UE, natomiast presja globalnej konkurencyjności ma wpływ na formułowanie strategicznych kierunków działań UE w tym zakresie i podporządkowanie im interwencji Europejski Fundusz Rozowju Regionalnego i Europejski Fundusz Społeczny. Globalizacja kreuje uwarunkowania i wyzwania w zakresie rozwoju gospodarczego regionów. Efektem jej oddziaływania jest redefinicja roli poszczególnych aktorów politycznych w procesach zarządzania rozwojem.
In a relatively short time the Internet has become one of the main and the most important media of our times. The increasing number of users, as well as the growth of its role and importance in almost every aspect of social and economic life have led in recent years to the intensification of the discussion on the future of the Internet and the way it should be governed. From the very beginning the Internet developed bottom-up without a decision-making center responsible for its development. There are many organizations in the world operating at local, regional and global levels, that focus on different aspects of its operation and development. This process called "Internet governance" is the process within which governments, information and communication technology (ICT) companies and civil society work together to set standards, values, norms and decisions that shape the way we use the World Wide Web. This article attempts to explain this phenomenon, shows the origins of the dispute between the supporters of the multistakeholder model of the Internet governance. It also presents the proposals of some states to strengthen the role of governments in this process and presents the position of the European Union, which in this discussion may play a key role as a mediator in the debate about the future of the Internet governance. ; Internet w stosunkowo krótkim czasie stał się jednym z głównych i najistotniejszych mediów naszych czasów. Internet od samego początku rozwijał się oddolnie bez centralnego ośrodka decyzyjnego. Na świecie funkcjonuje wiele organizacji działających na poziomie lokalnym, regionalnym i globalnym, które skupiają się na różnych aspektach jego działania i rozwoju. Proces nazywany "zarządzanie Internetem" (Internet Governance), to proces, w którym rządy, przedsiębiorstwa z branży technologii informacyjnych i komunikacyjnych oraz społeczeństwo obywatelskie wspólnie wypracowują standardy, wartości, normy i decyzje, które kształtują sposób, w jaki użytkowana jest sieć. Niniejszy artykuł podejmuje próbę wyjaśnienia tego zjawiska, przedstawia genezę sporu pomiędzy zwolennikami wielostronnego modelu zarządzania internetem oraz państwami postulującymi wzmocnienie roli rządów w tym procesie oraz prezentuje stanowisko Unii Europejskiej, która może w tej dyskusji odegrać kluczową rolę stając się mediatorem w debacie o przyszłym modelu zarządzania internetem.
Rada Europejska stopniowo przekształciła się w ośrodek podejmowania decyzji politycznych EWG, później Unii Europejskiej. Jej zakres formalnych i nieformalnych uprawnień stale się zwiększał. Kolejne postanowienia polityczne i wprowadzane prawne regulacje wyznaczały znaczące etapy tego procesu, ponieważ określały jej rolę i wiodącą funkcję w EWG. Artykuł odnosi się do źródeł i przejawów dynamiki instytucjonalnej w procesie rozwoju Rady Europejskiej w okresie 1961-1977. Jego celem jest analiza czynników warunkujących powstanie i rozwój Rady Europejskiej w świetle przyjmowanych decyzji politycznych, a także praktyki jej działań. Przedstawione w artykule zagadnienie oparte zostało na założeniu, iż ład strukturalny cechuje znacząca asymetryczność. Narastanie współzależności w kształtowanych relacjach między państwami w sytuacji potrzeby i konieczności współpracy zbiega się z procesem zmian w odniesieniu do konieczności kształtowania nowych funkcji instytucji. To znacząco wpłynęło na dynamikę międzyinstytucjonalnych przekształceń. Określając determinanty wpływające na te przekształcenia podkreślić należy funkcjonalność systemu, a także jego ograniczenia. ; The European Council has gradually evolved into a center of political decision making in the EEC/EU and its range of formal and informal powers continues to grow. The following political decisions and legal regulations marked a significant step in this process because it identified and acknowledged the European Council's position and its leading role within the EEC/ EU. This article examines the sources and manifestations of the institutional changes within the European Council in the period 1961-1977. Its purpose is to analyze the factors which influence the creation and development of the European Council in light of political decisions, Treaty's provisions and the practice of its activities. The issue discussed in the article is based on the assumption that the structural order is characterized by a significant asymmetry. The increasing interdependence in the relations between states, together with the need and the necessity of the idea of cooperation, has coincided with the process of change necessitated by the new functions of the European Council. This has significantly affected the pace of inter-institutional transformation. In defining the determinants affecting this transformation, the functionality of the system, as well as the limitations in terms of its ability should be emphasized.

Kolejne postanowienia polityczne i wprowadzane prawne regulacje wyznaczały znaczące etapy tego procesu, ponieważ określały jej rolę i wiodącą funkcję w EWG. Artykuł odnosi się do źródeł i przejawów dynamiki instytucjonalnej w procesie rozwoju Rady Europejskiej w okresie 1961–1977. Jego celem jest analiza czynników warunkujących powstanie i rozwój Rady Europejskiej w świetle przyjmowanych decyzji politycznych, a także praktyki jej działań. Przedstawione w artykule zagadnienie oparte zostało na założeniu, iż ład strukturalny cechuje znacząca asymetryczność. Narastanie współzależności w kształtowanych relacjach między państwami w sytuacji potrzeby i konieczności współpracy zbiega się z procesem zmian w odniesieniu do konieczności kształtowania nowych funkcji instytucji. To znacząco wpłynęło na dynamikę międzyinstytucjonalnych przekształceń. Określając determinanty wpływające na te przekształcenia podkreślić należy funkcjonalność systemu, a także jego ograniczenia. ; The European Council has gradually evolved into a center of political decision making in the EEC/EU and its range of formal and informal powers continues to grow. The following political decisions and legal regulations marked a significant step in this process because it identified and acknowledged the European Council's position and its leading role within the EEC/ EU. This article examines the sources and manifestations of the institutional changes within the European Council in the period 1961–1977. Its purpose is to analyze the factors which influence the creation and development of the European Council in light of political decisions, Treaty's provisions and the practice of its activities. The issue discussed in the article is based on the assumption that the structural order is characterized by a significant asymmetry. The increasing interdependence in the relations between states, together with the need and the necessity of the idea of cooperation, has coincided with the process of change necessitated by the new functions of the European Council. This has significantly affected the pace of inter-institutional transformation. In defining the determinants affecting this transformation, the functionality of the system, as well as the limitations in terms of its ability should be emphasized.
Legal Aspects of Lobbying in Decision-Making Processes of Public AdministrationThe process of decision-making in public administration is multifaceted, with the deci-sion being the result of complex proceedings aimed to settle a case or reach a specific goal. Public administration works in this area mainly in the legał environment, but not only. The decision-making process is determined by social conditions and includes agency of various persons whose conduct and actions lead to certain conseąuences. Due to the different tasks of public administration, its activity is not merely a result of the will of a given body but it can also be initiated by applicants interested in the attainment of defined objectives, including through lobbying. The essence of lobbying is to influence, within the confines of law, decisions of public authorities in a particular direction. In Poland, lobbying is nów an institution regulated by the Act of 7 July 2005 on Lobbying Activity in the Lawmaking Process (OJ No 169, item 1414).Lobbying is also very common in the European Union, where the phenomenon is not only acceptable, but even desirable.Lobbying is seen as bringing benefits for both parties consulted. Therefore, at the level of the European Union, certain standards have been determined defining the scope of relations between the Community Institutions
Gerhard Schröder's appointment as Chancellor of Germany in 1998 marked the first clear signs of Germany's emancipation from the EU's decision-making center in Brussels. It was, however, only after 2008, when the global economic crisis resonated across Europe, that Berlin maturely redefined its European policy priorities. Following that, the federal government gained more confidence in applying international policy tools to protect the German raison d'état in the Old Continent. For this reason Chancellor Angela Merkel has made the struggle with the financial problems of the eurozone one of the priorities of her second-term in office. The quality of bilateral cooperation between the leaders of Germany and France plays an important role in this respect, especially in view of Nicolas Sarkozy's defeat in the latest presidential election. François Hollande has already proved that Paris has a different attitudeto the issue of the redistribution of the eurozone members' debt than Germany, and reaching a consensus will require the CDU leader to be more submissive than before. Angela Merkel is aware of the ongoing reconfiguration of European political alliances, therefore she is prepared to soften Germany's diplomatic language to maintain the stability of the European currency, to which Germany owes its current position in Community decision-making structures. The main focus of this paper is to explore the formula of "European solidarity" of Germany in the context of the eurozone debt crisis, with particular emphasis on the case of the Hellenic Republic. The aim of the publication is to present selected forecasting problems in social sciences. The article focused on the method of decision-making/simulation games that, especially with the development of game theory and computers, have increasingly been used in many fields. Using examples of decision/simulation games - Poznań International Model United Nations 2013/POZiMUN; S.E.N.S.E - and the online game EVE Online, the author recognised the importance of such exercises in an accurate prediction of the future. He drew special attention to the element of chance and confounding factors that may destabilise the process of prediction. He also raised the problem of decision-making in the context of classical and quantum logic. ; Treścią publikacji jest przedstawienie wybranych problemów prognozowania w naukach społecznych. W artykule skoncentrowano się na metodzie gier decyzyjnych/symulacyjnych, które – zwłaszcza wraz z rozwojem teorii gier oraz komputerów – są coraz częściej wykorzystywane w wielu dziedzinach. Na wybranych przykładach gier decyzyjnych/symulacyjnych – Poznań International Model United Nations 2013/POZiMUN; S.E.N.S.E. a także gry sieciowej EVE Online – wskazano jak ważne są takie ćwiczenia, by móc precyzyjniej przewidywać przyszłość. Zwrócono także szczególną uwagę na kwestię przypadku oraz czynników zakłócających, które mogą destabilizować proces przewidywania. Poruszono ponadto problem podejmowania decyzji w aspekcie klasycznej oraz kwantowej logiki.
The Treaty of Lisbon has introduced a number of significant changes that enable the European Union to participate in the works of other international organizations. It should however be underscored that there is still no single legal basis in the Treaties, which would clearly provide for EU membership in other international organizations. For this reason, the decisions on EU accession to other international organizations are usually based on a combination of several provisions of the Treaties at the same time. The Treaties also do not define the precise rules which would regulate the issue of statements by the EU and its Member States in other international organizations. These rules were adopted by the Council, Member States, the Commission and the European External Action Service on 22 October 2011, as the 'EU Statements in multilateral organizations – General Arrangements'. The General Arrangements' legal nature indicates that they are legally binding and, at least in part, their provisions constitute some kind of an agreement between the parties involved in their adoption.
