The process of European integrations, with growing political, economic, & security interdependence of member states is designed in such a way that, among other things, it can eventually result in developing a collective approach to defense, whose features would be a far cry from any other form of traditional alliances. The signatories of the Maastricht Agreement vowed to shape a common defense policy that would in time lead to the common defense. The common defense policy, whose structure would be built on the basis of the models & trends of the defense policies of the leading West European countries, should evolve as an integral part of EU's common foreign & security policy. It should address all the aspects of the use of military power, & it will require an analysis of a broad spectrum of possible scenarios that may pose a threat to EU's security. EU countries have demonstrated certain shortcomings in their military capacities, eg, transport equipment & other capacities for deployment. Although in the economic field they have achieved consensus on numerous issues, it is obvious that defense issues such as nuclear weapons, professionalization of the military, & the policies of defense industry are still a major bone of contention for EU members. Though EU, WEU, & NATO represent only a segment of the European security architecture, they will most probably serve as the key institutional framework for the development of a common defense policy & common defense. Defense strategy is a critical component of the politics of national security that includes the political/military chain of resources, goals, & the theory of a given country on how to best "carry out" security for itself. Ideally, this includes an explanation of why that theory is expected to function. The defense strategy as a component of the politics of national security must identify possible threats for the country & must invent political, economic, military, & other means for elimination of these threats. Considering possible responses, defense strategies can be grouped into three categories: offensive, defensive, & deterrent. The goal of offensive strategies is to disarm the opponent -- to destroy his armed forces. The goal of defensive strategy is to not allow the opponent to reach his desired objectives. In the deterrent strategy when one punishes the attacker (aggressor) -- it increases his costs, although it does not decrease one's own. In the creation & development of an army & defense system in Croatia, a defense strategy is profiled that is bounded by the three possibilities outlined above, & limited by the following factors: the national strategy, the military strategy of the opponent, & international pressure. These factors are discussed in greater detail with the aim of determining their influence on the Republic of Croatia's defense strategy, & general defense strategies. 8 References. The authors discuss the issue of the common European security & defense policy, particularly regarding the future of US presence in Europe. Their assumption is that the fate of Europe after WWII was almost entirely (both security- & defense-wise) in the hands of US. They think that in the last few years the conditions for designing & launching an independent European security & defense policy have been created, the policy that would not depend to such an extent on the foreign policy goals of American administrations. Seen in its totality, the defense system of France is enclosed within the NATO pact. The French do not deny this & even stress it as a fact of essential significance, because the mutual support & solidarity with allies in case of danger & aggression is a matter of interest to all. An analysis of the French conception of national security shows nevertheless that the stress is on independence, especially where making decisions about the use of particular forces (nuclear ones, in particularly) & the use of its territory by its allies. The French cherish their alliance, but in ways that will allow them to decide their own destiny without being obligated to accept common solutions & decisions on the part of the organs of the NATO pact. This fact explains the heightened interest for the study of the conception of national security & the defense system of France & its specific features when compared to the defense systems of other countries within NATO. 24 References. The author explores the operational capability of the European defense policy in the last 3 years. From the creation & adoption of the European Security Strategy, the European Union has made several specific steps in the development of the European Security & Defence Policy. Despite the disagreements with the United States about Iraq & the internal divisions in the "New & Old Europe" EU has shown the ability to set new military & civilian goals, make a small, but effective battle group concept for crisis management & conflict prevention as well as the European Defense Agency. The author also describes the main operations & missions of EU in the world, ranging from the Balkans & Africa to the Middle East & Eastern Asia. The author analyses the development of EU in the new international surroundings during the last decade, also exploring the development of the European Security & Defence Policy (ESDP). The first part treats the changes in international relations, the role of USA & the NATO evolution. With the changes in international relations that are characterized by the relative weakening of USA, the rise of the powers such as China & Russia as well as the process of globalization within the multipolar frameworks, the European Union & its members states are facing the problem of adjusting to the new conditions. The second part of the article overviews the EU development, its geostrategic priorities as well as the development of ESDP. In the last dozen of years, the Common Foreign & Security Policy & the ESDP development have gone through a dynamic evolution. The attempts of the EU countries to emancipate from USA & become a serious factor in international relations imply that it should strengthen its international identity, & the political & military components, in particular.
