Critical thinking is an attribute of consciousness that can be manifested in all human activities where it is required, as a condition of possibility, in the use of critical reason and deliberation. Consequently, it is in the domains of politics that critical thinking is used more frequently, to discuss the scope and concrete significance of the discourses and practices that, from the exercise of public powers, are deployed on intelligent citizenship and with the minimum necessary of information for peer deliberation. Recent research and publications analysis. The term «critical thinking» itself is inextricably linked with the concept of «criticism. The Modern Dictionary of Social Sciences defines the term «criticism» as «a way of spiritual activity, the main task of which is to give a holistic assessment of the phenomenon, revealing its contradictions, strengths and weaknesses». Critical thinking is understood as a system of judgments, which is used to analyze things and events with the formulation of sound conclusions and allows us to make informed estimates, interpretations, and also apply the results to situations and problems. According to a number of researchers (Palacios, Alvarez, Moreira, and Moran, 2017), critical thinking is a type of reasoning that can be defined differently, but most of these reasoning always have something to do with the act of a survey or assessment. For this reason, speaking of critical thinking in general terms, references are made to questions and assessments, which ultimately make it possible to express a judgment or substantiate a position regarding a fact, phenomenon or idea. There is a position that the transition to a critical level of thinking in a particular community is a necessary prerequisite for the beginning of the civilized development of this community. The article is devoted to a study of the legitimacy of power in the process of becoming a deliberative democracy. It focuses on examples of mechanisms for implementing deliberative democracy. The place and role of the concept of civil society in modern theories of democracy has been analyzed by the authors and its strengths and weaknesses have been highlighted. The focus is on the aspects that, according to the authors, should be taken into account at the present stage of the democracy development in Ukraine. It has been proved by the study that legitimacy is no longer based on the historical reference, but it is designed for current and future possible changes that should occur with the consent and participation of society, which can be achieved through effective strategic communications. It has been emphasized that deliberative discourse is a communicative act of equal participants, aimed at reaching a compromise in the form of the specific public decision. Public policy serves as a sphere of partnership between public entities, including the state as the bearer of political power and civil society as the bearer of communication power. It has been proved by the authors that deliberative discourse affects the political system in a comprehensive manner being objectified at the level of its individual components. Political modernization, understood as a logical existential deployment of the political system, emphasizes its dynamics, and denies its statics. Changes take place in the political consciousness of a citizen and emotional manifestations turn into logical and rational beliefs in the course of a deliberative discourse. It has been grounded in the study that inclusiveness, equality and transparency of deliberative events allow a citizen to become an active actor in public policy and emphasize the fact of receiving a new political culture. Changing of values provokes a new mode of action. Therefore, a deliberative political culture generates cooperation, which becomes a new format of political relations. The research considers public discussion, public consultations, public hearings, public examinations, general meeting of citizens at their place of residence, public participation in the activities of public authorities, etc. among the instruments of deliberation. It has been determined by the authors that the basis of the deliberative model of democracy is a dialogue and debate between society and authorities. ; Стаття є дослідженням легітимації влади в процесі становлення деліберативної демократії. Значна увага приділяється прикладам механізмів реалізації деліберативної демократії. Проаналізовано місце і роль легітимації влади в сучасних теоріях демократії, виокремлено сильні та слабкі її сторони. Зроблено акцент на тих аспектах, які, на думку авторів, варто врахувати на сучасному етапі розбудови демократії в Україні. Визначено, що основою деліберативної моделі демократії є діалог та досягнення консенсусу у суспільстві із владою. Доведено, що легітимність влади більше не ґрунтується на історичних засадах, а спрямована на сучасні і майбутні можливі зміни, які мають відбуватися за згодою та участю суспільства, що, в свою чергу, може бути досягнуто з допомогою ефективних та дієвих стратегічних комунікацій. It is considered the debate between liberalism and communitarianism as two of the most influential trends in contemporary social philosophy. It is established theoretical and methodological limits of liberalism and communitarianism. It is found the specific of the concept of deliberative democracy compared with liberalism and republicanism on the following grounds: concept of a citizen, the concept of law, specific of the process of formation the political will of the citizens. It is stressed on epistemic status of political deliberation. Розглядаються основні підходи до визначення сутності європейської публічної сфери, аналізується проблема її співвідношення із публічними сферами країн, які входять до складу ЄС. ; Рассматриваются основные подходы к определению сущности европейской публичной сферы, анализируется проблема ее соотношения с публичными сферами стран, которые входят в состав ЕС. ; A European public sphere is analyzed in details. The problem of (non-) existence of a European public sphere is defined as the subject of wide speculation in scientific literature. Particular emphasis is placed on the EU 'democratic deficit' problem and its connection with the supranational public sphere formation. It is accentuated that studies on a pan-European public sphere has an interdisciplinary character. The problem of normative and empirical understanding is considered in the context of an emerging supranational public sphere in the EU. From this point of view three strands of research ('the Utopian', 'the Elitist', 'the Realist') are scrutinized. Besides two main empirical approaches to a problem of defining the essence of transnational public sphere are closely examined: (1) media attention to the European affairs; (2) different aspects of the EU functioning as a subject of deliberation in national media. Hence the question of correlation (during deliberation in media) of European affairs and national issues is studied as crucial. Proper attention is devoted to the problem of empirical measurement of a European public sphere. At the same time mention is made of its normative conceptualizations (mainly the theory of J.Habermas). It is accentuated the importance of designation of the pre-conditions for the emergence of a pan-European public sphere. At that a transnational 'community of communication' is viewed in light of the problem of a European demos and its collective identity formation. An important part of this research is the issue of the Europeanization of national public spheres of the EU member states. Multidimensional model of the Europeanization of national public spheres is thoroughly studied.As the result of this analysis the problem of proper interaction of a pan-European and national public spheres is defined as a principal prerequisite for its effective functioning. As a conclusion the essential characteristics of transnational public sphere of the EU are designated.
The article reviews the arrangement in the late 60's – early 70's XX c. of military topographical descriptions of Kyiv, Kharkiv and Odessa military districts; methods of collecting, organizing and processing of historical sources by survey participants military districts of the Russian Empire. Authors of article focused his attention mainly on the analysis of the problems associated with the creation of the MTD, namely the existence of the organizers of the examination of different concep - tual approaches to streamline procedures and methodology descriptions; insufficient number of representative and reliable sources on the history of settlement and economic development of certain regions of the Russian state; the refusal of local authorities to cooperate with the leaders and members of the military-topographical expeditions; permanent territorial-administrative reform, which led to an information update descriptions draft after another change of the internal borders of the Russian Empire; lack of the required number of translators who have worked in the military expeditions in national topographic regions of the Russian Empire and others. The article emphasizes the change of methodological and methodical approaches to organizing a new group of military-topographical descriptions, it was noted that the royal government refused to streamline inventories encyclopedic, and focused attention compilers only search for information for military purposes, such as information on tactical properties area, the main routes for troops, the technical bases quartering of troops, state reserves of wealth army and navy and others. In a subsequent paper materials can be used for writing the source-specific problem and works on the history of Ukraine late 60's – early 70's. XX c. and relevant textbooks and lectures for schools higher education. ; У статті розглядається історія упорядкування наприкінці 60-х рр. – початку 70-х рр. ХІХ ст. топографічних описів Київського, Харківського та Одеського військових округів; методи збору, систематизації та опрацювання історичних джерел учасниками обстеження військових округів Російської імперії. Автори статті зосередили увагу, здебільшого, на аналізі проблем, пов'язаних зі створенням ВТО. Це побутування серед організаторів обстеження різних концептуальних підходів до методики та методології упорядкування описів; недостатня кількість репрезентативних і достовірних джерел з історії заселення та господарського освоєння окремих регіонів російської держави; відмова місцевої влади від співпраці з керівниками та учасниками військово-топографічних експедицій; перманентні територіально-адміністративні реформи, що призводили до інформаційного оновлення чернеток описів після чергової зміни внутрішніх кордонів Російської імперії; відсутність необхідної кількості перекладачів, які б працювали у складі військово-топографічних експедицій у національних районах Російської імперії тощо. У статті зроблено наголос на зміні методологічних і методичних підходів до упорядкування нової групи військово-топографічних описів, зазначено, що царський уряд відмовився від упорядкування описів енциклопедичного характеру й сфокусував увагу укладачів лише на пошуку інформації військового призначення, а саме: відомостей про тактичні властивості місцевості, основні маршрути пересування військ, технічні засади їх розквартирування, державні резерви матеріальних цінностей армії та флоту тощо. The article provides a comprehensive analysis of public deliberative discourse as one of the leading instruments for political modernization. The emphasis is placed on the fact that deliberative communication became possible in practical terms as a result of consolidation of postmodern as a world outlook. It is emphasized that deliberative discourse is a communicative act of equal members, aimed at achieving a compromise in the form of a concrete public decision. The author argues that deliberative discourse contributes to the strengthening of civil society, which, in turn, acts as a kind of trigger for political modernization. After all, the consolidated community is better aware of its own interests, properly formulates common requirements and communicates them to the state and other political institutions. Deliberation offers a new interpretation of rationality, legitimacy, publicity, etc. Public policy is a sphere of partnership interaction of public entities, including the state as a carrier of political power and civil society as a carrier of communication power. It is systematically proved that deliberative discourse has a complex effect on the political system, which is objectified at the level of its individual components. Political modernization is understood as the logical existential deployment of the political system, which states the dynamics and denies the static of the latter. In the course of a deliberative discourse, changes take place in the political consciousness of a citizen, emotional expressions turn into logical and rational beliefs. It is argued that inclusiveness, equality and transparency of deliberative measures allow a citizen to become an active actor of public policy, suggesting a new political culture. Changing values provokes a new way of action. Therefore, a delibearative political culture leads to a new format of political relations – cooperation. As a result, a number of changes take place at the institutional level (the public administration model and its tools are updated). That is how the paradigm of good governance is strengthened and the e-governance method is activated. Modernization measures at the level of political consciousness and culture, political relations and institutions with necessity lead to the improvement of the normative and legal basis for the functioning of the political sphere of public life. ; В статье осуществлен комплексный анализ общественного делиберативного дискурса как одного из ведущих инструментов политической модернизации. Акцентируется внимание на том, что делиберативная коммуникация стала возможной в практическом аспекте в результате закрепления постмодерна как мировоззрения. Подчеркивается, что делиберативний дискурс – это коммуникативный акт равноправных участников, нацеленный на достижение компромисса в виде конкретного публичного решения. Публичная политика выступает сферой партнерского взаимодействия публичных субъектов, в том числе государства как носителя политической власти и гражданского общества как носителя коммуникационной власти. Планомерно доказывается, что делиберативний дискурс комплексно влияет на политическую систему, объективируется на уровне ее отдельных составляющих. Политическая модернизация понимается, как логическое экзистенциальное развертывание политической системы, которое констатирует динамику и отрицает статику последней. В ходе делиберативного дискурса происходят изменения в политическом сознании гражданина, эмоциональные проявления превращаются в логические и рациональные убеждения. Доказывается, что инклюзивность, равенство и транспарентность делиберативних мероприятий позволяют гражданину стать активным актором публичной политики, что говорит о получении им новой политической культуры. Изменение ценностей провоцирует новый способ действия. Поэтому делиберативная политическая культура вызывает новый формат политических отношений – сотрудничество. В результате чего происходит ряд изменений на институциональном уровне (обновляется модель публичного управления и ее инструменты). Именно так укрепляется парадигма надлежащего управления и активизируется методика электронного управления. Модернизационные мероприятия на уровне политического сознания и культуры, политических отношений и институтов с необходимостью приводят к совершенствованию нормативно-правового основания функционирования политической сферы общественной жизни. ; У статті здійснено комплексний аналіз громадського деліберативного дискурсу як одного з провідних інструментів політичної модернізації. Акцентується увага на тому, що деліберативна комунікація стала можливою у практичному аспекті в результаті закріплення постмодерну як світогляду. Наголошується на тому, що деліберативний дискурс – це комунікативний акт рівноправних учасників, націлений на досягнення компромісу у вигляді конкретного публічного рішення. Зміна цінностей провокує новий спосіб дії. Відтак, деліберативна політична культура спричинює новий формат політичних відносин – співробітництво. У результаті чого відбувається низка змін на інституційному рівні (оновлюється модель публічного управління та її інструменти). Саме так зміцнюється парадигма належного управління та активізується методика електронного врядування. Модернізаційні заходи на рівні політичної свідомості та культури, політичних відносин та інститутів із необхідністю призводять до удосконалення нормативно-правого підґрунтя функціонування політичної царини суспільного життя.

It is about investigating what it implies for a social actor or political subject to think critically, by reviewing different theoretical and legal developments, which have been propping up dialectically in the West, since the advent of the philosophical program of political modernity, a culture of critical thinking that subsumes to different notions such as: freedom of conscience, freedom of expression, autonomy of the person, rights of resistance to oppression and free development of personality.Methodology. Methodologically it is a research of documentary design developed in the coordinates of the philosophical essay, next to the Latin American philosopher and the revision of the most popular political theory.Paper main body. Democracy is the natural space of critical thinking. In it, the individual - and beyond, the social movements - find the basic conditions for the development of criticality: freedom (recognition in the legal plane offreedom of thought and expression), and the possibility of dissenting in order to seek social change. In this sense, critical thinking is not the exclusive patrimony of a progressive or conservative ideology, but of every person and social group that, in a context of democratic exercise, think about the established order and its transformation.Totalitarian systems repress critical thinking, and although they do not cancel it due to the resistance of some dissenting voices, they prevent it from becoming generalized in the population. The change or conformation ofan order of justice, equality and participation, aspiration present in the critical vision of society, is replaced in totalitarianism (either from the right or from the left) by an ideology of control, where freedom is curtailed, to sow in the population the belief in a non-existent functional order, when in reality it is devoid of a minimum of rationality.Democratic systems, in contrast to totalitarian systems, promote freedom of expression and recognize the right of citizens to think differently from what is considered normal in society. In this way, critical thinking does not represent a threat to democracy, but is part of it; while for totalitarianism, it is simply subversive and dangerous.Conclusions of the research. Among the main findings, the idea that critical thinking is not the exclusive patrimony of certain self-defined political and ideological tendencies as progressive in the region stands out. It is concluded that, this way of thinking is uncomfortable per se for all the paradigms that serve as the basis for the status quo, in politics and society. ; В статье обосновывается, что критическое мышление, будучи атрибутом человеческого сознания, так или иначе, проявляет себя во всех видах деятельности человека, предполагающих использование критического разума и последующего дискурса. Обращается внимание, что чаще всего критическое мышление применяется именно в политико-правовой сфере. Утверждается, что критическое мышление предполагает для своего применения демократическую культуру, которая способствует толерантности, политическим дебатам и социальному консенсусу. ; У статті обґрунтовується, що критичне мислення, будучи атрибутом людської свідомості, так чи інакше, проявляє себе в усіх видах діяльності людини, що передбачають використання критичного розуму та подальшого дискурсу. In the article is performed the analysis of the formation of the concept of political trust as a basis of the value of social interaction in the context of the problems of democratic legitimacy. Is emphasized the necessity of an interdisciplinary approach to the conceptualization of trust as a source of moral and normative democratic legitimacy, paying attention to the legal, strategic and value-normative dimension of legitimacy. The development of the theory of deliberative democracy is connected to the completion of two tasks. The first is to combine broad political participation with the rationality of the political process. The second is to ensure the political unity of modern societies, which are characterized by a pluralism of often incompatible values, norms, and lifestyles. Within the framework of this theory, the key democratic procedure is rational deliberation open to all interested parties. The purpose of this procedure is to reach an agreement, as stated in the theory of J rgen Habermas. However, experimental studies of deliberative practices show that they may result not in agree- ment but in the radicalization of positions. Unlike Habermas, John Rawls believes that a consensus on values and norms is unattaina- ble. His theory of political liberalism attempts to answer the question of how political unity is possible in practically insoluble conflict, that is, in a situation of disagreement. He proposes the ideal of a well-ordered society with the assumption that a just society is one in which there is no agreement on comprehensive doctrines, but there is a consensus on the basic principles of jus- tice. However, Rawls's theory, in turn, faces a number of significant problems. For example, he was forced to admit that the democratic culture of society is a prerequisite for the formation of basic principles of justice in a well-ordered society. Rawls's idea about the connections among disagreement, political freedom, and democra- cy influenced the further development of the theory of democracy, stimulating the search for different models of decision-making and the formation of political will without rational agree- ment. After all, the possibility of democracy lies in the conflict of ideas about justice and good. ; Розвиток теорії деліберативної демократії пов'язаний із розв'язанням двох ключових зав- дань. The article highlights the importance of lobbying in conditions of modern Ukraine. The objective necessity of its existence in the society is shown. In conditions, when the state cannot sufficiently satisfy the interests of various social strata, layers and groups, this role is taken over by lobbying. The growth of its role in the society changes the vector pf democracy transformation form civic representation to representation of interests of social groups.The article determines that today lobbying is one of the key mechanisms of development and political decisionmaking; it is a considerable and efficient force, which influences the state authorities and institutions. The efficiency of lobbying depends on the level of its actual implementation. The article reveals that the phenomenon of lobbying is in a fact a communicative phenomenon as lobbyists and government representatives use various communicative resources. The author interprets the term of "political communication" as the process of transfer, exchange of political information, which shapes the political activity and gives it a new sense, forms public opinion and is part of political socialization of the citizens with the consideration of their needs and interests. It is emphasized that today communication plays the role of the main resource of the authorities. All the resources are influenced by communication. Any message, any information exchange implies some form of resources exchange.The author analyses various models of political communication described by H. Lasswell, M. DeFleur, J. Bordewijk, B. van Kaam, J.-M. Cotteret. Is has been determined, that of all the existing communication models, there was no model designed specifically for the analysis of communication lobbying. The presented models of political communication may describe the lobbyist contact as a process, but they all are narrowed to transfer of information, significant for political system functioning. It has been emphasized that contemporary communication theories transfer of information is crystalized into the so-called transmission model of communication. This model remains basic for the formation of understanding the nature of political communication.The study determines that in the context of the research, J.-M. Cotteret's model is the most appropriate way to determine the peculiarities of lobbying in the Ukrainian society. It most accurately corresponds to the realities of Ukraine, which is sometimes called "oligarch economy". This is a particular form of structural connection between the oligarch layer of the society and its economy (also through lobbying the economic interests of oligarchs). The specifics of the Ukrainian lobbying model lies in the fact that there is a total economic dependency of party circles, which may be seen both at the nation and local levels.It is emphasized that the key feeding source of oligarchy is parasitizing on the economic body of the state. That is why Ukrainian oligarchy received the name of "carnival-parasitizing". And, unfortunately, corruption remains the main interaction mechanism between the power and the big business.The author determines the current problems of the lobbying process in Ukraine. Firstly, the national legislation has no clear definition of such terms as "corruption" and "lobbying" as a form of interaction between the authorities and the interested party. The issue of lobby legalization still remains an important issue as well as the necessity of establishment of legal and lobbying principles to ensure the legitimacy of its functioning. It has been suggested to develop the methodology of carrying out the political and legal expert evaluation of draft projects and to adopt it in the form of a legal act. Також аналізується роль представників Української РСР у вирішенні даного питання. А саме, охарактеризовано діяльність Д. З. Мануїльського на засіданнях Ради Безпеки ООН під час обговорення війни в Індонезії. The position of the United Nations during the Indonesian Independence War is analyzed, in particular, a comprehensive analysis of the UN Security Council's deliberations on the Indonesian issue was carried out.The main thesis of the article is to determine the position of the United Nations during the Indonesian Independence War and to explore the participation of this international organization in the peaceful settlement of the Indonesian-Dutch conflict.The role of representatives of the Ukrainian SSR in solving this issue is analyzed also. Namely, the characterization of D. Z. Manuilsky at meetings of the UN Security Council during the discussion of the war in Indonesia.The scientific novelty is that the historical aspect of UN involvement in the Indonesia-Netherlands conflict has been explored for the first time, since most of the work is written by lawyers or political scientists who, due to the specifics of their research, did not cover the historical aspects to the full extent.In the course of the research, we came to the conclusion, that as a result of the Second World War, Indonesia is witnessing an increase in the national liberation movement against colonial rule. Indonesia's struggle for independence has become a real challenge for both the United Nations and the international community as a whole. From the first days of the military confrontation, the UN tried to call on both parties to cease fire and peacefully resolve the conflict. During 1946-1949, the Indonesian question became the subject of discussion both at the meetings of the UN Security Council and at the meetings of the UN General Assembly. For detailed information on military operations in Indonesia, the UN Security Council created a Consultative Commission on Good Services, which became the main source of information from the Security Council on the situation in the region. It was through the mediation of the UN managed to put an end to the war in Indonesia. In March 1949, the US Congress freezes aid to the Netherlands for the Marshall Plan, the United States and Britain impose an arms embargo, Australia, New Zealand and India announce a complete boycott of Netherlands goods. Having succumbed to international condemnation and realizing the apparent lack ofprospect of a military campaign under the prevailing conditions, in May 1949, the Government of the Netherlands agreed to peace talks under UN mediation.At the insistence of the United Nations, the Netherlands recognized the independence of this country. On December 27, 1949, the Queen of the Netherlands, Julian, signed the decision to grant sovereignty to the United States of Indonesia, which led Indonesia to become an independent state. The Netherlands-Indonesia Union went into oblivion. On September 28, 1950, Indonesia became a member of the United Nations. As its official foreign policy platform, Indonesia proclaimed a policy of non-joining military blocs.
