Władza konstytuująca jako przedmiot badań nauk prawnych ; Constituent power as the subject of research in the field of legal science
The article discusses the nature and role of constituent power in contemporary constitutional democracies. It presents the genesis of the concept of constituent power (phrased by Joseph Emmanuel Sieyès within the distinction between «pouvoir constituant» and «pouvoir constitué»), different approaches to this concept framed in the XXth century legal science by such thinkers as H. Kelsen and C. Schmitt, and finally the contemporary interpretations of this concept. The author indicates and analyses two major issues relevant to the nature and role of constituent power in the contemporary constitutional democracy. Firstly, he examines the thesis that the democratic constituent power's activity remains normatively undetermined. The search for internal normativity that might characterise constituent power in democracy determines such practical constitutional issues as discretion of the legislator within the process of making or amending the constitution. Secondly, the author points out that analysis of the role of pouvoir constituant» in contemporary constitutionalism should not be limited to analysis of the "constitutional moment" only; the significance of constituent power should not be seen just in the framework of the one-off act of making the constitution. Constituent power should remain an active participant of constitutional discourse which induces a search for new principles ensuring balance between constituent and constituted power in constitutional democracies.

This article aims to make an insight into the conditions of immigration policy and actions undertaken by the Swedish authorities and political parties in the face of the migration crisis in Europe after 2015. A hypothesis presented here assumes that a decisive evolution of the attitudes of the Swedish authorities, political parties, and society towards a restrictive
approach to immigration arose from the awareness of the negative consequences of migration management for the Swedish socio-economic model and the political scene. The theoretical framework used in this article is the concept of policy responsiveness, including the ability of
political authorities to respond effectively and lawfully to the needs and expectations of the citizens. Process tracing was applied as a research method useful for following the transformation process Sweden's immigration policy. Statistical data, documents issued by the government and political parties, as well as the subject literature were the sources
utilised in the research. Conclusions drawn from the research point to the tightening of immigration policy as a result of the fear of a prolonged pull effect on foreigners and concern surrounding the appropriate handling of immigration in full accordance with the adopted model of immigration policy.

Artykuł zwraca uwagę na powiązania procesu starzenia się społeczeństwa z kształtowaniem zmian organizacyjnych zachodzących w miejskich instytucjach kulturalnych i artystycznych w zakresie świadczenia usług dla osób starszych. Przybliżone zostają główne cechy zachodzących na początku XXI wieku przemian pracy i czasu wolnego oraz zjawiska kreatywnej gospodarki wraz z nową stratyfikacją społeczną i nowymi czynnikami rozwojowymi. Zarysowany został także paradygmat kreatywnego starzenia się, korzyści i bariery budowania kapitału kreatywnego seniorów oraz zagraniczne i krajowe przykłady wykorzystywanych na tym polu rozwiązań a zarazem obszarów dalszych badań.

Wspieranie demokracji, czyli szczególny rodzaj pomocy zagranicznej mający na celu promowanie idei i postaw demokratycznych, było dotychczas domeną demokracji zachodnich. Dlatego badania w dziedzinie wspierania demokracji zazwyczaj koncentrowały się na programach prowadzonych przez międzynarodowe organizacje, bądź rządowe i pozarządowe organizacje, fundacje ze Stanów Zjednoczonych, jak również z Europy Zachodniej. Jednakże niedawno do grona darczyńców dołączyły również młode demokracje z Europy Środkowo-Wschodniej takie jak Polska, Czechy, Słowacja bądź Węgry, które same tak niedawno były odbiorcami tego typu pomocy. Biorąc jako studium przypadku działania Polski na Ukrainie i Białorusi niniejszy artykuł analizuje działania polskich organizacji pozarządowych na rzecz wspierania demokracji w krajach partnerskich w latach 1990–2015. Celem badań było zbadanie przyczyn zaangażowania się polskich organizacji pozarządowych we wspieranie demokracji, metod promowania idei i postaw demokratycznych oraz charakteru współpracy ze społecznością obywatelską z krajów partnerskich. ; Supporting democracy or, in other words, a special kind of foreign aid aiming to promote democratic ideas and attitudes, has been the domain of western democracies. Therefore, the studies on aiding democracy have typically focused on the programs of international organizations, governmental and non governmental organizations and foundations from the United States and Western Europe. Recently, the circle of benefactors widened to include also the young democracies from Central and Eastern Europe – Poland, the Czech Republic, Slovakia and Hungary – the former recipients of a similar support. The case study of Polish involvement in Ukraine and Belarus allows the author of this paper to analyze the activities of Polish NGOs aiming to support democracy in partner countries from 1990 to 2015. The objective is to examine the reasons for Polish NGOs involvement in supporting democracy, the methods applied to promote democratic ideas and attitudes and the nature of collaboration with civilsocieties of partner countries.

Switzerland is an example of a state that has adopted specific solutions as regards the election and execution of executive power, which has generated the common conviction that the Swiss Confederation is among the most solid democracies in the world. Recent years have shown, however, that political practice has brought about a significant evolution of Swiss solutions as the distribution of power in the parliament has resulted in the abolition of the 'magical formula' that guaranteed the great (and stable) government coalition, and the emergence of initiatives aiming at changing the principles along which executive power is elected in Switzerland. The purpose of considerations presented in this paper is to analyze the specific character of how the executive institutions function in the Swiss Confederation, answer the question of what directions the changes to the composition of the Federal Council are taking, as well as address the directions of evolutionary changes to the principles of electing the members of the Swiss government. ; Switzerland is an example of a state that has adopted specific solutions as regards the election and execution of executive power, which has generated the common conviction that the Swiss Confederation is among the most solid democracies in the world.
