Populists and the Pandemic: How Populists Around the World Responded to COVID-19
In: Routledge Studies in Extremism and Democracy
Populists and the Pandemic examines the responses of populist political actors and parties in 22 countries around the globe to the COVID-19 pandemic, in terms of their attitudes, rhetoric, mobilization repertoires, and policy proposals. The responses of some populist leaders have received much public attention, as they denied the severity of the public health crisis, denigrated experts and data, looked for scapegoats, encouraged protests, questioned the legitimacy of liberal institutions, spread false information, and fueled conspiracies. But how widespread are those particular reactions? How much variation is there? What explains the variation that does exist? This volume considers these questions through critical analysis of countries in the Americas, Europe, Asia, and Africa, by leading experts with deep knowledge of their respective cases. Some chapters focus on populist parties, others on charismatic populist leaders. Some countries examined are democracies, others autocracies. Some populists are left wing, others right wing. Some populists are in government, others in opposition. This variation allows for a panoramic consideration of factors that systematically influence or mediate populist responses to the pandemic. The book thus makes a unique contribution to our understanding of the intersection between two of the most pressing social and political challenges of our time. The book will be of interest to all those researching populism, extremism, and political parties and those more broadly interested in political science, public policy, sociology, communications, and economics
Consolidation of democracy in Bosnia and Herzegovina in relation to status of national minorities with particular regard to status of "others" ; Konsolidacija demokracije u Bosni i Hercegovini u sferi položaja nacionalnih manjina sa posebnim osvrtom na položaj "ostalih"
The article discusses the status, rights and perspectives of the minorities and "non-constituent" peoples in Bosnia and Herzegovina. The status of the "constituent minorities" (the "Others") is very specific and different from the minorities' status in neighbouring countries. The article argues that in Bosnia and Herzegovina "traditional" attitudes like ethno-nationalism, discrimination, violation of minorities rights and freedoms are still very dominant. A direct consequence of this socio-political atmosphere is ethno-particularisation of society and destabilization of the state in domestic and international contexts. This short review of the status of minorities in Bosnia and Herzegovina is an insight into the international and national instruments that regulate the status and rights of the national minorities in Bosnia and Herzegovina. The authors highlight the specificity of the country, i.e. the institutional discrimination of citizens that belong to the "others", but are still citizens of Bosnia and Herzegovina. The authors claim that the citizenship of Bosnia and Herzegovina should be an efficient protection against the observed discrimination. ; Tema ovog članka je položaj, prava i perspektiva manjina i "nekonstitutivnih" naroda u Bosni i Hercegovini. Položaj posebne grupe "konstitutivnih manjina" (tzv. ostalih) Bosnu i Hercegovinu čini specifičnom i po mnogim faktorima razlikuje od drugih država u okruženju. Članak se fokusira na tezu da u Bosni i Hercegovini još uvijek dominiraju određene "tradicionalne" političke i društvene projekcije koje se iskazuju u formi etnonacionalizma, diskriminacije, kršenja manjinskih prava i sloboda, odnosno demokraciji neprimjerenih supstrata i supstituta. Izravan produkt ovakvog socio-političkog ambijenta jeste etno-partikularizacija društva i destabilizacija države na unutarnjem i međunarodnom planu. Ovaj kratki ogled o položaju manjina u Bosni i Hercegovini, sem pregleda međunarodnih i nacionalnih instrumenata koji reguliraju status i prava nacionalnih manjina, nudi uvid u pomenutu specifičnost Bosne i Hercegovine: institucionaliziranu diskriminaciju građana koji pripadaju kategoriji "ostali", koji su žrtve diskriminacije, iako bi njihovo bosanskohercegovačko državljanstvo per se, i po prirodi stvari, trebalo predstavljati učinkovitu smetnju ovakvoj diskriminaciji.

Global Legitimacy Crises: Decline and Revival in Multilateral Governance
This book addresses the consequences of legitimacy in global governance, in particular asking: when and how do legitimacy crises affect international organizations (IOs) and their capacity to rule. The book starts with a new conceptualization of legitimacy crisis that looks at public challenges from a variety of actors. Based on this conceptualization, it applies a mixed-methods approach to identify and examine legitimacy crises, starting with a quantitative analysis of mass media data on challenges of a sample of 32 IOs. It shows that some, but not all organizations have experienced legitimacy crises, spread over several decades from 1985 to 2020. Following this, the book presents a qualitative study to further examine legitimacy crises of two selected case studies: the WTO and the UNFCCC. Whereas earlier research assumed that legitimacy crises have negative consequences, the book introduces a theoretical framework that privileges the activation inherent in a legitimacy crisis. It holds that this activation may not only harm an IO, but could also strengthen it, in terms of its material, institutional, and decision-making capacity. The following statistical analysis shows that whether a crisis has predominantly negative or positive effects depends on a variety of factors. These include the specific audience whose challenges define a certain crisis, and several institutional properties of the targeted organization. The ensuing in-depth analysis of the WTO and the UNFCCC further reveals how legitimacy crises and both positive and negative consequences are interlinked, and that effects of crises are sometimes even visible beyond the organizational borders

Legitimation and Delegitimation in Global Governance: Practices, Justifications, and Audiences
This book explores processes of legitimation and delegitimation of global governance institutions (GGIs). How, why, and with what impact on audiences, are GGIs legitimated and delegitimated? The book develops a comprehensive theoretical framework for studying processes of (de)legitimation in global governance and provides broad comparative analyses to uncover patterns of (de)legitimation processes. It covers a diverse set of global and regional governmental and nongovernmental institutions in different policy fields. Variation across these GGIs is explained with reference to institutional setup, policy field characteristics, and broader social structures, as well as to the qualities of agents of (de)legitimation. The approach builds on a mixed-methods research design that uses both quantitative and qualitative new empirical data. Three main interlinked elements of processes of legitimation and delegitimation are at the center of the analysis: the varied practices employed by different state and non-state agents that may boost or challenge the legitimacy of global governance institutions; the normative justifications that these agents draw on when engaging in legitimation and delegitimation practices; and the different audiences that may be impacted by legitimation and delegitimation. This results in a dynamic interplay between legitimation and delegitimation in contestation over the legitimacy of GGIs

Concept of Membership in BIH Libraries: From Self-Management Towards Participation ; Koncept članstva u bh. bibliotekama: od samoupravljanja k participaciji
The aim of this paper is to examine the possibilities and scope of the participatory model of BIH libraries in the period of self-governing socialism for the purpose of rethinking the way of doing business and relations with library users through a new, participatory approach. Participatory activities in pre-war BIH libraries and theoretical assumptions of participatory librarianship can serve as a starting point for considering the current model of involving library users in their capacity as its members. The results of this paper will try to show that the participatory library model always depends on certain socio-political aspects of government, starting from different methodologies and ways of cooperation, but also that certain type of understanding of participation further implies wider civic engagement or verification of the existing social situation. The importance of this analysis is in a better understanding of the two types of participatory approaches in libraries that, due to redefining relationships with users, can lead to different forms of social action and management. ; Cilj ovog rada jeste propitati mogućnosti i domete učesničkog modela djelovanja bh. biblioteka u periodu samoupravnog socijalizma za potrebe reosmišljavanja načina poslovanja i odnosa s korisnicima/cama biblioteke kroz novi, participativni pristup. Učesničko djelovanje u prijeratnim bh. bibliotekama i teorijske postavke participatornog bibliotekarstva mogu poslužiti kao polazna tačka za promišljanje modela uključivanja korisnika/ca biblioteke u svojstvu njenih članova/ica. Rezultati ovog rada nastojat će pokazati da učesnički bibliotečki model uvijek zavisi od pojedinih društveno-političkih aspekata državnog uređenja, polazi od različitih metodologija i načina suradnje, ali i da određena vrsta shvatanja učešća dalje implicira širi građanski angažman ili pak verifikaciju postojećeg društvenog stanja. Važnost je ove analize u boljem razumijevanju dvije vrste učesničkog pristupa u bibliotekama koji zbog redefiniranja odnosa s korisnicima/cama mogu polučiti različite oblike društvenog djelovanja i upravljanja.

Most observers of Bosnia and Herzegovina's political situation have focused only on the problems that the Dayton Peace Accord created for the normal functioning of this Southeastern European state, but a workable solution is yet to be proposed. The Accord achieved peace by blocking any ability for effective governing and by diminishing the Bosnian state capacity through an excessive dispersion of power with an uncommon constitutional focus on internationalism, and an erroneous type of pluralism that undermines the normal functioning of a democracy. The solution for these problems is to be found by adjusting the procedural selection of the United Nations High Representative, who is the primary actor directly responsible for the implementation of the Accord, both in terms of the letter and intent of the document, and this paper explains how that change can be made and what problems it will resolve. ; Na bosanskom jeziku je početkom oktobra, ove godine, objavljen moj prijevod knjige Muhammed poslanik mira usred sukoba imperija, američkog historičara Juana Colea, profesora historije na Univerzitetu Michigan, urednika i pokretača portala Informed Comment, autora znatnog broja studija koje tretiraju historiju i civilizaciju Bliskog Istoka. Kako stoji u uredničkom podnaslovu izdavača, sarajevske izdavačke kuće Kupola, koja je ovu knjigu objavila u sklopu svoje edicije "Stubovi vremena", radi se o "biografiji Poslanika, a.s., kao vjesnika tolerancije i mira u jeku vizantijsko- perzijskih ratova."

Dejtonski sporazum je postigao mir umanjujući kapacitet države, blokirajući svaku sposobnost za efikasno upravljanje BiH pretjeranim raspršivanjem moći, s neuobičajenim ustavnim fokusom na internacionalizam i forsiranjem pogrešne vrste pluralizma koji podriva normalno funkcioniranje demokratije. Rješenje za te probleme treba naći u prilagođavanju procedure odabira Visokog predstavnika UN-a, koji je direktno odgovoran za provedbu Sporazuma, kako u pogledu slova tako i namjere tog dokumenta, a ovaj tekst objašnjava kako se ta promjena može izvršiti i koje probleme će takva promjena moći riješiti.
