In this chapter we discuss what we have conceptualized as "the paradox of democracy", pointing to the conflict between the idea of the sovereign people on one side, and the idea that democracies need representatives and political leaders, on the other. The chapter gives an overview of democratic arrangements that encourage direct participation, including arrangements that feed into and support and arrangements that challenge the representative system. Furthermore, the chapter provides examples of arrangements that actively and intentionally link together representation and direct participation. Lastly, we discuss how the tension between participatory practices and representative democracy can be solved. In a brief and subsequent chapter, a Norwegian Mayor reflects on the conflict between representation and direct participation.

"This anthology concerns the many local elections held throughout Norway on 9 September 2019. Based on voter surveys carried out after every local election since 1995, the ten chapters in this book explore a variety of election-related topics such as voting behaviour and election campaigns, as well as political participation and political trust between elections. It is at the municipal level that most citizens can influence policy, and what occurs at the local level often plays a vital role in people's daily lives. One of the objectives of this book is therefore to better understand how local democracy functions, both in and between elections.
The 2019 local elections were marked by mobilization, protest, and high turnout, due to the focus on politically charged issues such as the toll roads, climate change, and municipal amalgamation. Amalgamation was not just a campaign issue, but a part of the institutional context; the 2019 elections took place in newly merged municipalities. This is therefore a dominant topic throughout this book. How citizens feel about municipal reform and its potential consequences, for example, is explored. Several chapters examine the significance of amalgamation on various aspects of local democracy: local party systems, turnout and voting behaviour, the parties' candidate selection, and representation in municipal councils. Taken as a whole, this anthology represents a status report on local democracy in the first election held in the merged municipalities.

Flere kapitler utforsker sammenslåingenes betydning for ulike sider ved lokaldemokratiet: lokale partisystemer, valgdeltakelse, personstemmegivning, partienes nominasjoner, og representasjon i kommunestyrene. "This book addresses political conflicts in Norway through an extended time span, from the late autocracy of the 18th century until the democratic challenges of today. The book holds eight articles focusing on historical phases which have been particularly influenced by social and political mobilization. Thus, the book traces an oppositional tradition across borders in time and space. Although the articles are based on limited studies, the authors write with ambition to include their research into this wider context.
In Norway, the Constitution of 1814 marks the shift from autocratic rule to early democracy. 18th century peasant riots may be interpreted as expressions of impotence of the common people, but also as an opportunity for action with the potential to influence the authorities. The 19th century peasant opposition shows the potential for change through parliamentary representation. Around 1850 the first attempts at worker's organizations were criminalized – around 1950, however, the Labour Party dominated Norwegian politics. These trending lines reflect an increasingly developed democracy. The political system is in principle opening for broad popular participation. However, democracy is still being challenged by opposition in ways and by means that occasionally raise concerns about the stability of our political culture.
The book is divided into three parts. Part I is dedicated to the age of late autocracy, part II provides insights into the 19th century democratization processes, while Part III includes articles dealing with opposition and confrontations in the last century, focusing the interwar period, the 1970s, and today's multicultural society.The book is aimed both at researchers, students and the general audience." - "Denne boka tar opp politiske konflikter i Norge gjennom et langt tidsspenn, fra det seine eneveldet til vår tids demokratiske utfordringer. I Norge markerer Grunnloven av 1814 skiftet fra eneveldig styre til begynnende demokrati. 1700-tallets bondeopprør kan tolkes som uttrykk for allmuens avmakt, men også som handlingsrom med potensiale til å påvirke myndighetene. 1800-tallets bondeopposisjon viser mulighetene for å nå fram gjennom parlamentarisk opposisjon. Rundt 1850 ble de første forsøk på organisering av arbeidere kriminalisert – rundt 1950 dominerte Arbeiderpartiet norsk politikk. Dette er linjer som speiler et stadig mer utviklet demokrati. Det politiske systemet åpner i prinsippet for bred folkelig medvirkning. Men fortsatt blir demokratiet utfordret av opposisjon i ytringsformer som til tider vekker bekymring for stabiliteten i vår politiske kultur."
This thesis studies three major reforms in the public sector of Norway. The sectors studied are the police, higher education, and primary schools. The main motive for studying these reforms are of a theoretical nature, the reason to study them is to produce general knowledge about reforms. The study aims to answer two main questions. One is about the possibilities and limitations contained in using reforms to change organizations. The second is about how organizations can promote the ideals of representative democracy. In its efforts to attain answers to these questions the thesis blends empirically-oriented research with aspects of organization theory and political theory. The thesis is divided into four different parts. First, there is a descriptive presentation of the three reforms. Secondly, there is a discussion of various theories of reforms and organizations. The primary aim of this analysis is to illuminate and explain the empirical data, but this discussion should also provide its own answers to the main questions asked in the thesis. Thirdly, these theories are applied to analyze data from the three reforms. And finally, the study concludes with a summary of what general insights about the reforms we are left with after studying the Quality Reform, The Police Reform 2000, and the Knowledge Reform. The study shows that reforms have both policy and content aspects, and that it is important to distinguish between the two in order to analyse and understand them. The policy aspect is that reforms are a strategy for change - they are tools for implementing change in organizations. The content aspect is that reforms have a specific content - they have certain objectives that they want to realize. The study concludes that in order to understand this complex and fascinating phenomenon, we need to understand reforms both as instrumental tools, institutional adaptations and symbols.

"At the time of this book's publication, almost seven years have passed since the dramatic and brutal terror attacks at Norway's Government Headquarters in Oslo and the island of Utøya on 22 July 2011. How have we coped during this time? Which values have been important? Have we managed to protect the ideals of democracy, openness and humanity? And not least: Who is this ""we"" that we are referring to?
This scholarly anthology includes articles from researchers associated with the project NECORE (Negotiating Values: Collective Identities and Resilience after 22 July) and other researchers whose work is closely associated with the project. They give us insights, opinions and sharp perspectives on not just 22 July, but also about Norway today, about values, identities and resilience in Norwegian society in the wake of the terror attacks. An important backdrop for the book and the project is the assertion that, as the events themselves recede into the past, it is even more important to focus on what the terror events have led to and how we can learn from them. In a world where terrorism has become an all too common part of political reality, it is crucial that we understand how we ought to think about terror, and how we as a society encounter it."
This study has developed a tool for explaining why employees fail to speak up with regard to work related criticism; there is a hidden policy of silence that teaches employees to remain silent. This hidden policy is here designated as the "Curriculum Silentium" and is described in detail on the basis of empirical and theoretical data. After identifying a gap between the intentionally and experienced policy for employees freedom of speech in organizations I suggest that there are on-going unofficial, partially hidden learning processes in the organizations. The overall research question is; How does the Curriculum Silentium; the hidden policy of silence among employees, look like? I make an analytic construction of the hidden policy as if it were planned policy, using the didactic categories applicable to organizations. These didactic categories are: goals, content, teaching strategies and the motivation of employees. The empirical data was collected in three different organizations: an elementary school, a home for the elderly and a factory in the process industry, using qualitative methods such as interviews and observation. The theoretical foundation of the study is taken from existing theory within the field of work life research and educational science. The study is not a comparative study of the three organizations, but does involve a comparison of whether and how the Curriculum Silentium is expressed in three such different organizations. The challenge of examining hidden relationships in organizations was met through the development of guidelines for an analytical approach called a critical didactic relations analysis. The study concludes that a hidden policy of silence resembling that presented here exists in organizations where employees fail to voice working life related criticism.

This book is about possibilities for, challenges for and knowledge about local cultural work among young people. It describes cultural work at a municipal level but shows also how this work is aiming to reach goals that it has in common with national cultural policy: quality, participation, inclusion, diversity and democracy. Using the municipality and town of Drammen as a vantage point, the book investigates how different parameters effect local cultural work, and how cultural policy at a municipal level is, by necessity, pragmatic, practical and sometimes prosaic. This topic is dealt with through a combination of qualitative and quantitative analysis. The empirical data presented and discussed in the book is a combination of qualitative case studies and quantitative survey data. The survey data shows variations and patterns in the cultural consumption of an age cohort in the municipality, and the case studies show different ways of effectuating and organizing cultural work at this level. Finally, the book discusses the complex interplay between means and ends when a municipality is working to make culture matter for young people. - Denne boken handler om muligheter, utfordringer og kunnskap i lokalt kulturarbeid blant barn og unge. Den beskriver kulturarbeid på kommunalt nivå, men viser også hvordan dette arbeidet tar sikte på å nå nasjonale kulturpolitiske mål som kvalitet, deltakelse, inkludering, mangfold og demokrati. Med Drammen som et utsiktspunkt, undersøker boken hvordan ulike faktorer påvirker lokalt kulturarbeid, og hvordan kulturpolitikken på kommunalt nivå nødvendigvis er både pragmatisk og prinsipiell, praktisk og prosaisk. De empiriske dataene som presenteres og diskuteres i boken er en kombinasjon av kvalitative casestudier og kvantitative surveydata. Surveydataene viser variasjoner og mønstre i det kulturelle forbruket blant en hel aldersgruppe, og case-studiene viser ulike måter å gjennomføre og organisere kulturarbeid på dette området. Boken drøfter også det komplekse samspillet mellom midler og mål som er involvert når en kommune arbeider for å gjøre kultur betydningsfullt for unge mennesker.
Local police departments receive a vast number of calls annually from the healthcare sector, the education sector, the Norwegian Labour and Welfare Administration, other social service agencies, families, friends, neighbors and others, expressing concern that individuals or groups might be, or are at risk of becoming, violent extremists. The majority are unwarranted.
Yet Norway has, in recent years, experienced that extremists can inflict a great deal of damage, pain, fear and death – not just on individual victims, but on society as a whole. How can the relevant authorities intervene in time to prevent such events from occurring without compromising important democratic values? This book takes a look at how local police perceive and carry out their role in the tremendously complex and demanding field we call 'concern work' (bekymringsarbeidet).
The police face complicated dilemmas on a daily basis: What is the relationship between extreme behavior and expression, and extremist violence? Where are the boundaries between conservative and extreme forms of religion? Is there an appropriate moment for the police to confront persons who have not (yet?) broken any laws?

"The premise of Elected Officials and Political Leaders is that every elected politician is a political leader. This anthology looks at political leadership in Norwegian local governments and explores how to understand this form of leadership. Passing resolutions is an important part of an elected official's job, and public discourse can suggest that such work is itself the essence of political leadership. This is a central concern in the book, which argues that political leadership also consists of grasping and understanding issues, setting agendas, proposing solutions and mobilizing support for them.
With this broad view of political leadership, the book is organized around four paradoxes associated with the political-administrative system in Norwegian municipal government: the conflict paradox, the administration paradox, the transparency paradox and the democracy paradox. The chapters describe and discuss these paradoxes, the tensions they are based on and how opposing interests can be balanced in a constructive way, both for the local public sector as a whole as well as the individual councils and councilors.
The book provides examples of how elected leaders can strengthen their political leadership, not least through a systematic comparison with Danish municipal governments. Important points in each chapter are also emphasized in interviews with political and administrative leaders who share their experiences with the authors. The book concludes with a discussion of how political leadership can be further developed and strengthened, both through changes in the institutional framework for Norwegian local governments and through dialogue and reflection within the individual municipal councils." - "Folkevalgt og politisk leder tar utgangspunkt i at enhver folkevalgt politiker er en politisk leder. "The purpose of this anthology is to show different perspectives on epistemology, research roles and contexts in action research. Contributors are researchers who have extensive experience in combining practice development and knowledge development in action research projects.
Several of the articles focus on the epistemological and methodological basis of action research and dilemmas related to the role of the researcher. Questions concerning the purpose of action research, methods of change, and what kind of knowledge is to be developed by and for whom are discussed. Some of the articles explore challenges that are about fundamental values, power, democracy, and dialogue in action research.
The articles also provide examples of how action research can be carried out in different contexts. Some articles are about researching your own practice, possibly with colleagues, students or other partners. There are also examples that show how researchers at universities are invited into ongoing research work e.g. in schools, health institutions, local communities or companies. The researchers contribute in various ways to facilitate the development process, with professional input, and with documentation.
Combining development and research, regardless of context, requires researchers to explain their position, and in collaboration with the participants clarify what roles or functions the participants should have and what is the goal of the development and research. An important issue in the anthology is to point out that action research as collaborative research will necessarily involve dilemmas related to power, values and different views on knowledge. Et viktig anliggende i antologien er å få fram at aksjonsforskning som samarbeidende forskning nødvendigvis vil innebære dilemmaer knyttet til makt, verdier og ulike syn på kunnskap.
