This paper assesses the role Turkey is playing in the context of political upheavals in North Africa and the Middle East. It analyses the recent shift in Turkish foreign policy, with its 'zero problems' approach to neighbouring states, and discusses Turkey's role in mediating regional crises. The article also examines the extent to which the Turkish model can serve as an example to Arab countries now undergoing political transformation. While we highlight the country's democratic deficits, we conclude that, overall, the Turkish political experience can serve as a good example for the region. Adapted from the source document.

Resumo: O controle das políticas públicas, por parte dos tribunais de contas, sempre ensejou muitos debates jurídicos acerca de seus pressupostos e limites, principalmente, em razão de albergar um campo maior para o exercício da discricionariedade administrativa na definição de metas, diretrizes, prioridades e planos de governo para a consecução do interesse público. O exercício dessa importante atividade de controle não é o cerne do problema, considerando que no atual modelo de Estado de Direito não existem mais campos imunes à incidência do direito, o que inclui a própria política, em especial quando se estiver tratando de políticas públicas deficitárias, também chamadas de falhas estruturantes, decorrente do próprio estado de coisas. O mérito das discussões está na efetivação dessas intervenções e ativismos estruturais quando realizados de forma unilateral e antidialógica, sem a realização de um amplo debate democrático, com a utilização de instrumentos de controle consensuais, sob o viés da consequencialidade, oportunizando o alcance de bons resultados práticos e privilegiando o equilíbrio institucional próprio de um governo democrático e com poderes constitucionalmente separados. ; Abstract: The control of public policies by the courts of audit has always given way to countless legal debates regarding their assumptions and limits, mainly in order to encompass a larger field for the exercise of administrative discretion in the definition of goals, guidelines, priorities and government plans to attain the public interest. The exercise of this important control activity is not at the heart of the problem, considering that in the current rule of law model there are no more fields immune to the reach of the law, which includes politics itself, especially when dealing with deficit public policies, resulting from structural failures of the Public Power to protect and promote fundamental rights. Recent national migration policies - separations of migrant families at the U.S.-Mexico border, increased arrests and removals by United States Immigration and Customs Enforcement, and the Muslim travel ban - raise questions of discrimination based on race, ethnicity, and religion. This article examines how, during times of racial tension and conflict, Latinx immigrant and Muslim refugee members of an immigrant youth organization have challenged deficit-based narratives through collective action in a community-based educational space. I argue that a community-based educational space (CBES) in a large Midwestern city offers a unique space for transnational immigrant youth to build transformative panethnic coalitions in ways that attend to civic disjuncture - the conflict between youths' daily realities and the democratic civic ideals espoused by school curricula and staff - and competing messages from students' schools, communities, and national and global conflicts. ; As recentes políticas migratórias nacionais - separação de famílias migrantes na fronteira entre Estados Unidos e México, aumento no número de prisões e remoções pelo Serviço de Imigração e Controle Alfandegário dos Estados Unidos, e o banimento de viagem de muçulmanxs - levantam questões de discriminação com base em raça, etnia e religião. Este artigo examina como, durante épocas de tensão e conflito racial, imigrantxs latinxs e refugiados muçulmanos que são membros de uma organização de imigrantes jovens desafiam narrativas baseadas em déficit por meio de uma ação coletiva em um espaço educacional comunitário. Defendo que um espaço educacional comunitário (EEC) em uma grande cidade do meio-oeste dos Estados Unidos proporciona um espaço único para que a juventude imigrante transnacional construa coalizões pan-étnicas transformadoras de maneiras que abordem a disjunção cívica - o conflito entre as realidades cotidianas dos jovens e os ideais cívicos democráticos adotados por currículos e funcionários de escola - e as mensagens concorrentes de escolas, comunidades e conflitos nacionais e globais dos estudantes.

Brazil grew 2.4 percent per year on average in the last 25 years-somewhat less than Latin America, a good deal less than the world, far less than the emerging countries of Asia in the same period, and indeed far less than Brazil itself in previous decades. If anything stands out favorably in recent Brazilian experience, it is not growth but stabilization and the successful opening of the economy. The purpose of this paper is more modest. It is limited to setting out the authors' particular view of recent efforts to consolidate democracy in Brazil while controlling inflation and resuming economic growth. At the same time the paper presents, as objectively as possible, some thoughts on the limits but also the relevance of action by political leaders to set a course and circumvent obstacles to that process. Here and there, the paper refers to the experiences of other Latin American countries, especially Argentina, Chile, and Mexico, not to offer a full fledged comparative analysis but merely to note contrasts and similarities that may shed light on the peculiarities of the Brazilian case and suggest themes for a more wide-ranging exchange of views.
