State educational services suffered a plague of privatisation during the 1980s and 1990s, inspired by the neoliberal hegemony of the time. This article looks into what contribution education can make to the construction of an informed, and participative democracy. The teaching of science and technology needs to be based on principles of justice and equality, and, to ensure that all have equal opportunity to reach the highest levels, should be public, free and of high quality.
O artigo discute dois paradoxos e um enigma que se desenvolveram no país durante as últimas décadas: o processo de democratização iniciado em 1978, que foi acompanhado por aumento espetacular da criminalidade; uma nação que foi construída pelos ideais da cordialidade e da conciliação mudados recentemente para os mecanismos da vingança pessoal e impulsos agressivos incontroláveis, visto que nem o perdão nem a pacificação foram discutidos publicamente no término do regime militar. Por fim, o enigma de uma violência brutal entre homens jovens que afetou muito pouco as mulheres e outras categorias de idade. Ao contrário dos conflitos étnicos que atingem a todos, no Brasil são os homicídios cometidos entre homens jovens que cresceram várias vezes nos anos 1980 e 1990. A fim de compreender isso, são utilizadas quatro dimensões: o contexto internacional do tráfico de drogas e de armas de fogo; a importância e os limites das explicações macrossociais sobre a criminalidade violenta que interage com os mecanismos transnacionais do crime organizado; a inércia institucional que explica a ineficácia do sistema de justiça; os processos microssociais ou as formações subjetivas sobre a concepção de masculinidade em suas relações com a exibição de força, dinheiro e armas de fogo. ; The article discusses two paradoxes and one enigma that have developed in this country during the last decades: a process of democratisation that started in 1978 coming forward with increasing criminality rates, especially homicide; a nation constituted on the idea of cordiality and conciliation that changed recently its dominant ideas and developed vengeance mechanisms and uncontrollable aggressive behaviour for there was never a public discussion of pacification and forgiveness; the enigma of a fierce violence among men, mainly young men has affected women comparatively much less. This suggests a model of violence dissimilar to the model present in ethnic conflicts where everybody is victim. To understand them, I have used four dimensions: the international context related to drug and gun trafficking, the institutional inertia that explains the malfunctioning of the justice system; the importance and limits of macro social explanations for violent criminality, such as poverty and social exclusion; the necessary look at micro social processes concerning subjective formations on masculinity linked to exhibition of force, money and guns.

The article analyzes the law of culture incentive on the art democratization, as source of popular leisure, inserted on social rights. It`s about the bibliographic research with descriptive reading of tax incentives and their public – private partnership applied in the promotion of entertainment to peripheral populations. In multidisciplinar analysis of Cesnik (2012), Coelho (2009), Costa (2020), Nagayama (2020) dialogued with Almeida (2019, 2020), Barbosa (2012), Bretas (1997), Dumazedier (1975, 2015), Gomes(2014) and Marcelinho (1997, 2015), introduces the needs of inclusive measures for leisure service purpose. Realizes the tax exemption manipulated by capital and political interests to demand restructuring of social movements in the requirement of public politics of leisure as culture accessible to low-income layers, in a regional and pluralistic way. ; O artigo analisa a Lei de Incentivo à Cultura na democratização das artes, como fonte do lazer popular, inseridas nos direitos sociais. Trata-se de pesquisa bibliográfica com leitura descritiva dos incentivos fiscais e sua parceria público-privada aplicadas no fomento do entretenimento às populações periféricas. Em análise multidisciplinar de Cesnik (2012), Coelho (2009), Costa (2020), Nagayama (2020) dialogadas com Almeida (2020), Barbosa (2012), Dumazedier (1975, 1979), Gomes (2014) e Marcellino (1997, 2015), apresenta-se a necessidade de medidas inclusivas a serviço do lazer, que nesse texto se conecta com as artes e a cultura. Percebe-se a isenção tributária manipulada pelo capital e interesses políticos a reclamar reestruturação das instituições públicas atuantes na exigência das políticas públicas de cultura enquanto lazer acessível às camadas de baixa renda, de forma regional e pluralista.

Considerando a educação como um direito humano, o presente artigo tem como objetivo discutir e analisar a Educação Superior no Brasil, que além de conservar o saber, tem o papel de formar e renovar intelectualmente a experiência humana. Dentro desta perspectiva, é possível observar que se torna preocupante a democratização do acesso diante da atual sociedade capitalista. Para fins desse estudo, realizou-se uma pesquisa bibliográfica, que apresentou como resultado um aumento significativo no número de matriculas neste nível de ensino nos últimos anos, tanto em instituições públicas quanto privadas, o que pode ser justificado pelos programas que facilitam esse acesso. Nesse contexto, espera-se estimular outras iniciativas pedagógicas, com algumas propostas que podem ser praticadas almejando a contribuição de maneira qualitativa para a expansão e a melhoria da qualidade do sistema, pois é necessário ter cautela em analisar a expansão apenas pelo viés quantitativo. ; Considerando la educación como un derecho humano, el presente artículo tiene como objetivo discutir y analizar la Educación Superior en Brasil, que además de conservar el saber, tiene el papel de formar y renovar intelectualmente la experiencia humana. Para los fines de ese estudio, se realizó una investigación bibliográfica, que tuvo como resultado un aumento significativo en el número de matrículas en este nivel de enseñanza en los últimos años, tanto en instituciones públicas como privadas, lo que se justifica por los programas que facilitan ese acceso. En ese contexto, se espera estimular otras iniciativas pedagógicas, con algunas propuestas que pueden ser practicadas anhelando la contribución de manera cualitativa para la expansión y la mejora de la calidad del sistema, pues es necesario tener precaución para analizar la expansión apenas por el punto de vista cuantitativo. ; Considering education as a human right, this article aimed to discuss and analyze Higher Education in Brazil, which besides preserving knowledge, has the role of intellectually forming and renewing the human experience. From this perspective it is possible to observe that the democratization of the access before the present capitalist society becomes worrisome. For the purposes of this study, a bibliographical research, resulting in a significant increase in the number of enrollments at that level of education in recent years, both in public and private institutions, which may be justified by programs that facilitate such access. In this context it is hoped to stimulate other pedagogical initiatives, with some proposals that can be practiced aiming a qualitatively contributing to the expansion and improvement of the quality of the system, since it is necessary to exercise caution in analyzing the increase only by the quantitative bias.

Introduction: The university extension project "Viva Mais" develops radio programs in health education. In 2020, it's contents approached the COVID-19 pandemics. Objectives: Demonstrate the importance of educational communication in health, through what was experienced by "Viva Mais". Methods: The team gathered together through Google Meet, to debate each episode. Researches, recordings and interviews with specialists were made. Afterwards, the episodes went through edition, with following broadcasting in streaming platforms and social media. Experience Report and Results: It is reported the team's new production routine, distinguishing the realities before and after physical isolation, the challenges to keep each episode updated and the project results, with over 500 views of the podcasts. Conclusion: It's needed to bring reliable information within the population's reach, in order to encourage it to consume real information and not to share fake messages. This is the social role of "Viva Mais". ; Introdução: O projeto de extensão "Viva Mais" produz programas de rádio para educação em saúde. Em 2020, seus conteúdos abordaram a pandemia de COVID-19. Objetivos: Demonstrar a importância da educomunicação em saúde, por meio do que foi experimentado pelo "Viva Mais". Metodologia: A equipe se reuniu via Google Meet, para debater cada episódio. Foram feitas pesquisas, gravações e entrevistas com especialistas. Em seguida, os episódios eram formatados, com subsequente veiculação em plataformas de streaming e mídias sociais. Relato de Experiência e Resultados: Relata-se a nova rotina de produção da equipe, diferenciando as realidades pré e pós isolamento físico, os desafios em manter cada episódio atualizado e os resultados do projeto, com mais de 500 visualizações dos podcasts. Conclusão: É preciso trazer informações fidedignas ao alcance da população, a fim de encorajá-la a consumir informações reais e a não compartilhar mensagens falsas. É este o papel social do "Viva Mais".

By approaching the Prata State College (Colégio Estadual da Prata) (1953) and the State Teachers' College (1960), two public secondary education institutions from Campina Grande, Paraíba, the article discusses the social prestige of both institutions, highlighting opening ceremonies and the scholars in their first decades of operation. The findings originate from articles by local newspapers and students files, available at the institutions' archive. The news coverage and political dimension of the opening ceremonies constitute strong indication of the social prestige given to the Prata State College and the State Teachers' College. About its students, they were young boys and girls from traditional families of the elite of the city and surrounding communities. Such findings allow us to consider that the trajectory of the institutions, during the analyzed period, emphasizes the tension between elitism and democratization of secondary education in the city during the decades from 1950 to 1960. ; Abordando dos instituciones públicas de enseñanza secundaria de Campina Grande, Paraíba, el Colegio Estadual de la Prata (1953) y la Escuela Normal Estadual (1960), el artículo discute el prestigio social de las dos instituciones, destacando las solemnidades de inauguración de los edificios y el alumnado de cada una de ellas, en las respectivas primeras décadas de funcionamiento. Los hallazgos provienen de materias de periódicos del estado, así como de fichas individuales de los alumnos, disponibles en los archivos de las instituciones. La cobertura periodística y la dimensión política de las solemnidades de inauguración de los edificios constituyen fuertes indicios del prestigio social del Colegio Estadual y de la Escuela Normal. Su alumnado fue constituido de chicos y chicas originarios de familias tradicionales de la elite de Campina Grande y regiones circundantes. Though better known for his innovative Political Order in Changing Societies (1968) & the controversial The Clash of Civilizations and the Remaking of the World Order (1996), perhaps Samuel Huntington's most perfect book, from the viewpoint of analytical thought, particularly of the phenomenon of democratization, is The Third Wave: Democratization in the Late Twentieth Century (1991). The monadic version of the democratic peace theory holds that democracies tend to be more peaceful than non-democracies. Drawn from Kant's original proposal in Perpetual Peace, the great majority of studies published so far tend to focus on concepts of negative peace (absence of war) & on strictly formal models of democracy (in many cases already consolidated). Approaching the young Russian democracy, this article seeks o apply the monadic version of the democratic peace theory to democratization processes & civil society development, suggesting an operational proximity of peace to Galtung & democracy to Gellner.
