W części drugiej omawiam to, w jaki sposób Meiksins Wood rozumie pojęcie "klasy", a także jej badania dotyczące demokracji w antycznej Grecji.
How is an absolute democracy possible? ; Jak możliwa jest absolutna demokracja?
In the last part of the Empire trilogy, Commonwealth, Negri and Hardt ask about the possibility of the self-governance of the multitude. When answering, they argue that absolute democracy, understood as the political articulation of the multitude that does not entail its unification (construction of the people) is possible. As Negri states, this way of thinking about political articulation is rooted in the tradition of democratic materialism and constitutes the alternative to the dominant current of modern political philosophy that identifies political power with sovereignty. The multitude organizes itself politically by means of the constitutive power, identical with the ontological creativity or productivity of the multitude. To state the problem of political organization means to state the problem of class composition: political democracy is at the same time economic democracy.

Teoretyczne i metodologiczne podstawy budowy skal demokracji politycznej w politologii porównawczej
The author of the paper undertakes to present and analyze one of the research instruments applied by comparative political science in quantitative surveys, namely scales of democracy (sometimes referred to as indices or factors of democracy). This instrument is quite common in Western, in particular Anglo-Saxon political science, whereas it remains relatively unknown in Polish political science. The aim of the paper is therefore to introduce the reader to this theoretical and methodological construct. In order to achieve this aim the author indicates the possible uses of scales of democracy and the areas of research that apply them. He also analyzes methodological problems related to the development and application of scales of democracy. Although they offer a useful tool in comparative analyses, the essence of this instrument may raise certain methodological and epistemological doubts. Therefore it is significant to maintain the utmost diligence when developing these scales, which must be based on the application of advanced statistical instruments and research algorithms. On the basis of the conclusions of G. L. Munck and J. Verkuilen, the author presents a model process for developing scales of democracy and demonstrates the challenges faced by the researcher trying to develop such scales. The last part of the paper discusses the place of the issue of democracy measurement in Polish political science. The author claims that Polish researchers' interest in this issue does not correspond to its significance and the potential advantages that could be obtained.

Jak zmierzyć demokrację? Skale pomiaru demokracji politycznej stosowane w politologii porównawczej
The author reviews and characterizes the most important scales for measuring the democracy of political systems, applied in Western, mainly Anglo-Saxon, comparative political science. He refers to his article published in a back issue of Przegl¹d Polityczny, where the fundamental theoretical and methodological issues of democracy measuring were presented, and tries to indicate how these issues are dealt with by various researchers whose scales and data bases are most common and most frequently referred to in research into political comparative studies. The paper describes S. Huntington's analyses, the Freedom House scale, the IDEA assessment of the quality of democracy, the EIU democracy index, Bollen's scale, the Political Regimes Project, the Polity Project, T. Vanhanen's democracy index and the scale of polyarchy by Coppedge and Reinicke. As the author analyzes one scale and database after another, he tries to identify their strengths and weaknesses, determine the most characteristic properties of each proposal, and assess their applicability in comparative analyses, pointing to their potential benefits and the threats of using them. In conclusion, he recommends caution in the selection of a scale to become a foundation for potential analyses, while he acknowledges that this theoretical and methodological tool is highly useful.

POLITICAL ECONOMY AND DEMOCRACY IN THE WRITINGS OF CLASSICAL LIBERALS – JOHN STUART MILL AND HERBERT SPENCER
The main aim of this paper is showing mainstream economic theory as an important factor shaping the evolution of political liberalism. The role of the economic theory in this process seems underestimated. The paper analyses the writings of two classical liberal thinkers – John Stuart Mill and Herbert Spencer, the former a pioneer of egalitarian liberalism, the latter of laissez-faire liberalism. Both Mill and Spencer were the followers of the classical political economy accepting the classical theory of distribution. Both saw the distribution of wealth as a spontaneous process, seeing no possibility correcting it for the people's sake without disturbances or damages. According to the classical theory of wage fund, workers would get higher incomes only through accumulation of capital by owners and repressing their own fertility. Such statement was fundamentally opposite to all postulates of the workers' movement. Workers always claimed bigger share in social income and legislation favoring laborers. The inevitable result of this contradiction was a conflict between liberal and democratic ideas. Mill and Spencer proposed two different solutions. J. S. Mill found a specific compromise and proposed enlarging franchise on working class, but with a still dominant position of the educated classes. Mill was against equal franchise for the working class because he did not conceive them as liable, rational and sober people. This position results from the wage fund doctrine; according to it, abundant workers' fertility is wasteful for them and only sexual restraint (or chastity) would make their wages higher. Spencer in his early writing was an enthusiast of democracy, supposing the working class' affinity to free market solutions. His later disappointment with democracy turned him into a strong critic of democratic parliamentarism from the standpoint of laissez-faire individualism. The case of these two liberal thinkers shows fundamental difficulty in reconciliation between the ideas of democracy and free market. We could choose democracy accepting welfare state or choose free market solution and become unambiguous critics of democracy. Spencer was a forerunner of all later 'neoliberal' critics of welfare state. Mill's opinion was halfway between laissez-faire liberalism and modern egalitarian liberalism. Democracy and equal voting rights became acceptable by mainstream economist only when they had abandoned the wage fund doctrine and other constructs of the classical political economy. Thus changes in the economic theory had a significant impact on the evolution of political liberalism.

Democracy and Political Transformation in Georgia (1991–2018) ; Demokracja i transformacja polityczna w Gruzji (1991–2018) ;
The current crisis in the countries of liberal democracy is not a crisis of the liberal democracy itself, but only a result of its un preparedness against the huge waves of migrants, refugees, anti-Western propaganda and disinformation, interference in democratic elections, terrorist and hacker attacks, and transnational organized crime that came from undemocratic countries and have struck it. It does not mean that the end of democracy and the triumph of authoritarianism have come. The terms "illiberal democracy", "sovereign democracy" or "socialist democracy" are essentially forms of verbiage, they only cover up various forms of author it arianism or to talitarianism and, despite the statements of their political leaders, have nothing to do with the principles of democracy and the freedom of the individual. Despite the current crisis in the countries of liberal democracy and criticism of the European Union, Georgia stands firmly on the positions of European and Euro-Atlantic integration, setting as the ultimate goal the full entry into the European Union and NATO. From 1991 to 2018, Georgia made essential transformation from totalitarianism towards liberal democracy. However, in recent years, itisincrea singly approaching the oligarchic and kleptocratic way of government and moving away from democracy. Gruzja dokonała zasadniczej transformacji z totalitaryzmu w kierunku liberalnej demokracji.

Łączy w sobie założenia innych ideologii, w szczególności: anarchistycznej, socjalistycznej, liberalnej i feministycznej. Do pierwszych partii Zielonych należą zachodnioniemiecka Die Grünen oraz francuska Les Verts. Do czterech filarów zielonej polityki zalicza się: ekologiczna odpowiedzialność, sprawiedliwość społeczna, demokracja oddolna i pacyfizm.
