Following the work of Morlino (2012) and Katz and Morlino (2012), we evaluate the quality of democracy in Venezuela under Hugo Chávez. We argue that by the end of this administration, Venezuela became a hybrid regime. In those instances in which operated as a democracy, institutional quality was low; in other instances, the regime exhibited clear autocratic features.

This note explores the proposition that in the face of probably one of the most unequivocal forms of constitutional review in a modern day state, legislation in South Africa has since 27 April 1994 grown in status (and stature) nonetheless, and has assumed an unprecedented role in our constitutional democracy. First, it is shown how constitutional review with the necessary judicial self-restraint has instilled respect for legislation in the context of and with reference to the separation of powers. Second, it is shown that and how statutes have become (subsidiary) allies to the Constitution and have been standing the realisation of constitutional values in good stead. Finally, it is argued that the constitutional requirement of popular participation in legislative deliberation has also added to the esteem for legislation in our constitutional democracy.

This contribution discusses the role of the European Union in Georgia, with specific focus on improving the effectiveness of the European Union Monitoring Mission (EUMM). Now that the situation on the ground is relatively "stable", what kind of role should the EU play in Georgia for achieving sustainable peace? It stands to reason that the EUMM should focus not only on early warning, since it is necessary but insufficient, but also on other activities, e.g., post-conflict stabilisation. Moreover, this article emphasizes the importance of conflict transformation for addressing protracted conflicts in Abkhazia and South Ossetia via the Incident Prevention and Response Mechanism (IPRM), which was established in tandem with the Geneva International Discussions.
Nobody in a democracy has the right to be ignorant. Citizens of a demoracy have a duty to keep themselves informed about political developments and issues so they can vote with an informed mind. The media has a big role to play in ensuring that people are properly informed and encouraged to think for themselves.

Die Dissertation untersucht ein Regime zur Staatsstreichprävention unter dem Dach der Organisation Amerikanischer Staaten (OAS). Diese lange totgesagte Regionalorganisation, die aus historischen Gründen einem strikten Prinzip der Nichtintervention anhing, wurde durch die Wechselwirkung von Multilateralismus und Fördeung der repräsentativen Demokratie Anfang der 1990er Jahre aufgewertet. ; The thesis examines the "Defense-of-Demoracy"-regime of the Organization of American States (OAS). This regional organization, declared dead as the core of the inter-American relations, has long clung to a strict principle of non-intervention for historical reasons. In the early 1990s the OAS was revitalized by the interaction of multilateralism and the promotion of representative democracy.
